Play Your Part campaign to be reimagined - Minister Ntshavheni

Brand SA has set out its plans to reimagine the Play Your Part campaign.

This according to the Minister in the Presidency, Khumbudzo Ntshavheni, who was speaking during the Budget Vote of the Government Communication and Information System (GCIS) on Friday.

Brand SA, the country's official marketing agency, has been allocated R186 million to carry out its work for the 2024/25 financial year.

According to the Minister, the Play your Part initiative aims to “inspire, empower and celebrate active citizenship”.

“It aims to lift the spirit of our nation by inspiring South Africans to contribute to positive change, become involved and start doing. It calls on South Africans to use some of their time, money, skills and goods to contribute to a better future for all of us,” she said.

Ntshavheni said the Media Development and Diversity Agency has made “significant strides in developing the community media sector to reflect the needs and aspirations of all South Africans”.

The entity has been allocated at least R38.5 million for the 2024/25 financial year.

“In its duty of providing funding and other support for the marginalised groups to enable them to start and sustain their own community media projects, it has supported over 586 small commercial media projects over the years despite its meagre budget.

“This includes 321 community radio and community television stations along with 185 community print projects such as community newspapers, magazines and small commercial print as well as digital platforms,” she said.

She emphasised the vital nature of the work of the MDDA.

“The work of the MDDA is important because community media serves to connect people with shared interests and concerns. It amplifies the unique stories and experiences within a community and promotes understanding amongst its members.

“In essence, community media acts as a catalyst for social cohesion, empowering individuals to actively engage in dialogue, bridge cultural gaps and collectively address challenges for the greater good of society,” she said. – SAnews.gov.za

Water partnerships office to support funding for municipal infrastructure

Water partnerships office to support funding for municipal infrastructure

The Department of Water and Sanitation, in collaboration with the Development Bank of Southern Africa (DBSA) and the South African Local Government Association (SALGA), has put in place an office to support municipalities in establishing partnerships with the private sector.

This as poor investment in water and sanitation infrastructure by municipalities is one of the biggest challenges in the water sector currently.

Water and Sanitation Minister, Pemmy Madojina, said this when she tabled the department’s Budget Vote in Cape Town on Friday.

While South Africa is doing well in terms of mobilising private sector finance for investment in national water resource infrastructure, Majodina said it is not doing so well in terms of private sector financing of municipal water and sanitation infrastructure.

“Aging infrastructure, pipe leaks and lack of operation and maintenance, among others, are some of the main causes of high levels of non-revenue water in municipalities. For example, the water partnerships office is currently supporting the eThekwini, Mangaung, Buffalo City, Nelson Mandela Bay and Tshwane municipalities to mobilise private sector finance for the replacement of leaking municipal water distribution pipes which result in high levels of non-revenue water,” Majodina said.

She added that other focus areas include private sector investment in municipal water-reuse and desalination projects.

Water resource infrastructure agency

The Minister further announced the establishment of the National Water Resource Infrastructure Agency, which will own all the national water resource infrastructure assets and obtain the revenue streams associated with those assets.

This will enable the agency to borrow additional funds on the strength of its balance sheet.

“The establishment of the agency will be one of the major focus areas of the department over the coming year. Parliament passed the National Water Infrastructure Agency Bill before it rose in May this year and we are expecting it to be signed by the President shortly.

“This will involve the transfer of all the national water resource infrastructure assets currently owned by the department to the agency, as well as the staff responsible for the operation and maintenance of the assets,” Majodina said.

The Trans Caledon Tunnel Authority (TCTA) will be merged into the National Water Infrastructure Agency, along with the water trading entity in the department, which is responsible for collecting revenue from the sale of raw or untreated water to the water boards, municipalities and industry.

“A transition plan is in place, and we aim to complete the establishment of the agency by May 2025. During this financial year, the department will be focusing on implementing the major structural changes and staff transfers associated with the establishment of this agency,” the Minister said.

The Minister shared her intentions to ensure that there is continuity of the various reforms and improvements that were initiated by the former Minister Senzo Mchunu. Many of them were mandated by the National Development Plan and the Presidency’s Operation Vulindlela. – SAnews.gov.za

‘This moment in our history is one for all South Africans’ – Minister Ntshavheni

Location: News

'This moment in our history is one for all South Africans' - Minister Ntshavheni

Minister in the Presidency, Khumbudzo Ntshavheni, says the mandate given to political parties by South Africans following the general elections is a mandate that all South Africans must act on to create a better South Africa.

The Minister said this when she was delivering the Government Communication and Information System (GCIS) Budget Vote n Parliament on Friday morning.i

This year’s general election results produced no outright majority winner – tasking various political leaders to work together to form a Government of National Unity (GNU), much like what was required at the dawn of democracy in 1994.

Some 11 political parties are part of the GNU with leaders from some of those political formations appointed as Ministers and Deputy Ministers.

“The historic mandate which we are granted to be the seventh administration and the seventh parliament is not confined to political parties. But this is a national effort in which all South Africans must participate as each of us acts to create the South Africa in which we wish to live, raise our children and exercise our economic skills following the general elections.

“This mandate must build on the great strides we have made since 1994 as reflected in the Census 2022 results which paints a picture of a society on the move and which reflects improvements across most indicators despite the challenges confronting us,” she said.

The Minister explained that the GCIS will “dedicate its expertise and resources to supporting the work of the Government of National Unity so that we can provide South Africans and our partners with information that can help us to move forward as a country”.

“Our first task, as the country navigates these unchartered waters is to educate citizens about the establishment of the seventh administration which, in its current form, is unprecedented in the history of our democracy.

“As part of the new administration and with an equally inclusive cohort of communication professionals, GCIS will spearhead a well functioning communication system that prioritises informed and empowered citizens,” she said.

Ntshavheni acknowledged that the task before the department is a “mammoth one”.

The budget allocation for the GCIS over the three years of the Medium Term Expenditure Framework (MTEF) amounts to some R2.3 billion.

“In the coming period, the GCIS will have to be at the forefront of engaging citizens on the work of government with emphasis on mobilising all of society to be part of the unity and change and progress in our country.

“This moment in our history is one for all South Africans to make their voices heard and their actions seen and felt across society,” she said.

Ntshavheni laid out some of the plans the department will embark on to ensure that every citizen has access to information.

“GCIS has put forward bold and decisive plans to use the strong communications system it has developed over the years to ensure that South Africans remain abreast of key developments that take place within the country.

“The department will…use communication to help citizens across the length and breadth of our nation to participate in and enjoy the benefits of our hard won democracy and freedom. It will share critical information on government services and programmes as well as create opportunities to open the economy to more South Africans,” she said.

The Minister revealed that one of the tasks that the government-wide communication system has is to rebuild “trust between citizens and the government the nation has put in place”.

She added that the department will also be tasked with motivating South Africans to “replace cynicism, suspicion and despondency with active citizenship, social investment and confidence in our future”.

Turning to the gains of the past 30 years of democracy, Ntshavheni emphasised that the developments seen across South Africa since 1994 are “not by chance” but are as a result of concerted government programmes and effort.

“Today millions of households have access to housing, water, sanitation and electricity when compared to 1994.

"Our policies have facilitated the greater economic transformation and the empowerment of previously disadvantaged individuals.

“We have introduced laws and policies on worker rights, employment equity and broad based black empowerment. There has been strong investment in infrastructure, public employment programmes and achieving higher levels of economic growth; but the challenges remain.

“This is a journey that has had and will have many facets into the future,” she said. – SAnews.gov.za

Condolences for family, friends of Stanley “Screamer” Tshabalala

Condolences for family, friends of Stanley "Screamer" Tshabalala

The Chairperson of the Portfolio Committee on Sports, Arts and Culture, Joe McGluwa, has extended the committee’s heartfelt condolences to the family and friends of South African football legend, Stanley “Screamer” Tshabalala.

In a statement issued by the Tshabalala family and Orlando Pirates, Tshabalala (75) died in hospital on Thursday afternoon after succumbing to the injury sustained when he was shot in his home in March this year.

Tshabalala represented South Africa on the field and was head coach when South Africa returned to international football at the fall of apartheid. Until his passing, he remained loved and respected in footballing circles.

McGluwa said “a footballing legend, who taught and coached so many football stars, has fallen”.

He described Tshabalala as one of a special kind and a man who knew the sport inside out.

“His coaching stint at Bafana Bafana is evidence to this fact. The South African football world has lost a star.

“This is one hero whose departure we all should mourn long into the future. It would be difficult to imagine South African football history without ever thinking about a person of Screamer’s influence….South Africa is poorer without him,” McGluwa said.

Details about Tshabalala’s memorial and funeral services are expected to be announced in the coming days. – SAnews.gov.za

Stats SA budget reinforces commitment to country development

Stats SA budget reinforces commitment to country development

Minister in the Presidency Khumbudzo Ntshavheni says as government commences with the work of the seventh administration and the next 30 Years of Freedom, it is important to address the challenges that still confront the country with greater performance and momentum.

“We need to continue to support Stats SA and ensure it plays a pivotal role in providing critical socio-economic data that informs decision making across government and business broadly,” Ntshavheni said.

Presenting the Stats SA Budget Vote in Cape Town on Wednesday, Ntshavheni said it is statistical data and information that will give government insight into the nation’s needs and achievements, and will help monitor and evaluate the effectiveness and outcomes of government policies and programmes.

“Therefore, understanding and managing the data ecosystem is crucial for the country to harness the full potential of data, make informed decisions and adapt to evolving business landscapes,” Ntshavheni said.

Ntshavheni said this will be achieved through collaboration, partnerships and platforms and that Stats SA must continue to lead in the South African data ecosystem to ensure that the data gap is closed.

“Statistical data is indicating that our economy is three times larger and many times more inclusive and diversified than it was 30 years ago. Millions of citizens have been lifted out of poverty and employment has more than doubled.

“Despite this progress, millions remain unemployed, in particular, the youth who are caught in structural unemployment where the qualifications they possess are not relevant for the job market nor self-employment.

“For South Africa to reach its developmental goals as espoused in the National Development Plan (NDP), there is a need to use data and statistical information to not only improve the performance of government, but all of society,” Ntshavheni said.

Ntshavheni said as a government that considers itself to be located within communities and society, it will work with all sectors to secure growth, security and prosperity that all wish to enjoy in a lifetime and into the future.

“Therefore, Stats SA will be one of our key institutional assets on this quest for a better future. This asset, Stats SA, is a jewel in the crown of the capacity of the state and its rigour and integrity is globally respected.

“Stats SA itself has a productive, intergenerational mix of experience and institutional memory alongside the energy and innovation that comes with a cohort of statisticians and other professionals who were born and educated in this democratic dispensation.

“For the richness of Stats SA’s outputs, we are deeply indebted to the millions of South Africans, who trustingly and graciously share their information and time with us so we can have numerical picture of the nation as it goes about living and working,” the minister said.

Ntshavheni said Stats SA’s 2024/25 Work Programme reflects the drive to deliver the statistics that the country needs and can apply to build a better South Africa.

“Stats SA delivered the results of the first digital census to the nation in October 2023. The population census offers us the most comprehensive set of statistical information to the lowest geographic level,” she said.

The Medium‐Term Expenditure Framework (MTEF) for Stats SA is R2.65 billion for 2024/25, and R2.75 billion and R2.89 billion in the 2025/26 and 2026/27 financial years, respectively. – SAnews.gov.za

SA remains on high alert as two more Mpox cases reported

SA remains on high alert as two more Mpox cases reported

Despite heightened public awareness and intensive contact tracing efforts to control the spread of the Monkeypox  disease, or Mpox, as it is known for short, South Africa has reported two additional laboratory-confirmed cases this week.

This brings the total number of infections to 22 since the first case was reported in May this year, while the death toll remains at three.

According to the Department of Health, available scientific data suggests that the disease is transmitted from person to person within the borders of the country.

“The Department of Health calls for the public to maintain vigilant and never lower their guard against Mpox disease, as the country remains on high alert for a possible surge,” the statement read.

The latest case involves a 40-year-old man who was diagnosed at a private health facility in Durban, KwaZulu-Natal, on 6 July 2024.

“The patient is from Johannesburg, Gauteng, but travelled to Durban over the past weekend, where an Mpox-like rash developed,” the department explained.

The other case involved a 26-year-old man from Nquthu in KwaZulu-Natal who presented with an Mpox-like rash at a local hospital.

“Both new cases self-identified as MSM [men who have sex with men] with no international, but local travel history.”

The department is urging people who experience any of the Mpox symptoms, with or without an international travel history, to present themselves to a health facility for clinical observation and confine themselves to one place until their test results are available.

Some of the common symptoms of Mpox include a rash, which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.

Meanwhile, contact tracing and monitoring are ongoing in both provinces, especially amongst the close contacts of the patients, said the department.

“We urge all the identified and suspected contacts to cooperate with health officials during contact tracing for screening and possible diagnosis to prevent further transmission of this preventable and treatable disease.” – SAnews.gov.za

President saddened by deaths of 12 learners in road accident

President Cyril Ramaphosa is deeply saddened by the deaths of 12 learners from Rocklands Primary School and Laerskool Blyvooruitsig in Carletonville who were involved in a road incident in the Merafong City municipal area on Gauteng’s West Rand.

President Ramaphosa has in a statement sent his condolences to the families, friends, learners and educators of the deceased children.

The President has also wished a speedy and full recovery to the seven learners who suffered injuries in the incident that involved a scholar transport vehicle.

“The loss of such young lives at the start of a new school term touches all of us as a nation,” President Ramaphosa said.

“We wish the affected families and school communities the best as they mourn the passing of children who have been deprived of fulfilling their potential and spending their lives with families and friends.

“This tragedy, which regretfully is not the first of its kind to confront us, demands that we exercise our obligation to protect our children with the utmost care,” the President said.

Transport Minister Barbara Creecy and her Deputy Transport Minister Mkhuleko Hlengwa have also extended their deepest condolences to the families.

The Road Traffic Management Corporation (RTMC) is investigating the cause of the fatal accident, which occurred on the D92 at 06:42 on Wednesday morning.

The crash involved a minibus carrying school children and a light delivery van.

Speaking at the South African Transport Conference at the CSIR earlier this week, Minister Creecy said road safety will receive priority attention in the seventh administration. – SAnews.gov.za

Government working hard to prevent cybercrime - Ntshavheni

Minister in the Presidency Khumbudzo Ntshavheni has assured the public of government’s commitment to prevent cybercrime.

This follows the recent media statement issued by Public Works and Infrastructure Minister Dean Macpherson, in which he said about R300 million was allegedly siphoned off from DPWI through cybercrime in the past 10 years.

The statement continued to say the cyber attackers again stole R24 million in May this year.

According to the statement, the revelation emerged as Minister Dean Macpherson and Deputy Minister Sihle Zikalala were conducting detailed assessments on the work of the department and through the incoming briefings from department branches.

“I cannot discount the possibility of collusion between officials and criminals in this prolonged period of theft. It is clear that we need better financial controls, which I have said to the department are a matter of urgency,” Macpherson said in the statement.

Following the discovery, four DPWI officials have been suspended and 30 laptops seized by investigators.

The four officials suspended include three senior management officials and one middle management official.

In May, the department announced that it had ordered a full forensic probe into what it called vulnerabilities in the department’s information and technology systems.

The department identified the cyber-security vulnerabilities with the assistance of its banking partners, including ABSA and the South African Reserve Bank.

The investigation, which involves cyber and ICT security experts, covers the following:

•           Causes of the breach and vulnerabilities.

•           Vulnerability and susceptibility to cyber-crime of the ICT infrastructure within the department.

•           Lack of staff capacity and  weak ICT systems.

Ntshavheni said the State Security Agency (SSA) has been inundated with media enquiries following the statement from the DPWI.

“The investigation is ongoing, and investigating teams were urged to work with speed to conclude their work without compromising the required thoroughness of the investigation,” Ntshavheni said.

She said the SSA continues to provide support and advice to government departments on cybersecurity.

“The SSA is finalising a consolidated assessment on government's cybersecurity strengths and initiatives underway to address any weaknesses found in the system,” Ntshavheni said.

Ntshavheni said once the report has been completed, it will be submitted to the National Security Council for further processing and direction. – SAnews.gov.za

Lesufi ‘fully accepts’ judgement in Life Esidimeni inquest

Location: News

Lesufi ‘fully accepts’ judgement in Life Esidimeni inquest

The Gauteng Provincial Government says it fully accepts the judgment in the Life Esidimeni inquest handed down by the Pretoria High Court on Wednesday.

The inquest, which was established in July 2021, sought to investigate the criminal liability for the deaths of 141 mental healthcare users from Life Esidimeni.

Pretoria High Court Judge Mmonoa Teffo has determined that former Gauteng Health MEC Qedani Mahlangu and the then Mental Health Director, Dr Makgabo Manamela, can be held accountable for the deaths of some Life Esidimeni patients.

In 2016, the Gauteng Department of Health moved the deceased from Life Esidimeni – a long-term psychiatric care hospital, which provided highly specialised chronic care to mental healthcare users to NGOs, which Teffo described as “ill-equipped” and “inexperienced” to give proper and adequate care.

This conduct, the judge said, led to “regrettable and unfortunate deaths, some of which could have been avoided”.

Gauteng Premier Panyaza Lesufi said: “We are pleased this process that brought so much pain and suffering to those who lost their loved ones, as well as the survivors whose human rights were grossly violated by this tragedy is nearing its end.

“This judgement closes a painful chapter, not only for the affected families but for us as the Gauteng Provincial Government.”

The judgement follows an arbitration process led by retired Deputy Chief Justice Dikgang Moseneke that was established in 2018 and culminated in an arbitration award for the victims of the tragedy.

Moseneke gave the provincial government a list of 134 people after he concluded that families should each receive payments of R1 million in constitutional damages from government.

According to the provincial government, all claimants were paid R159 460 000 within the time that was stipulated by Justice Moseneke in his report.

“The only payments that are still outstanding are for the survivors who were not part of the initial arbitration process.”

The provincial government said it was currently administering these claims.

However, the claimants will only receive 50% of the claims upon successful verification. The other half will be held in trust on behalf of the mental healthcare user, which aligns with the Mental Healthcare Act 17 of 2002.

“As the Gauteng Provincial Government, we are confident that the National Prosecuting Authority will take this judgement forward and we await the conclusion of this matter,” the Premier said.

Way forward

Lesufi added that following the Life Esidimeni tragedy, the provincial government has made concerted efforts to ensure that the rights of mental healthcare users are promoted and safeguarded.

“As part of ongoing measures to strengthen mental health care in Gauteng, the provincial government undertook to ensure that the five district Mental Health Review Boards (MHRB) are functional and effective.”

The MHRBs are made up of 27 people with diverse expertise which include legal practitioners, mental healthcare practitioners, and community members with a proven record of community development and involvement.

In response to the growing need for mental health services, the provincial government said it has prioritised the refurbishments and repurposing of some of its healthcare facilities to improve mental healthcare infrastructure and services across the province.

According to the provincial government, several facilities have since been refurbished and opened to ensure enough acute mental health beds in hospitals and to increase mental health resources, including specialised professionals and rehabilitation services.

These facilities include Bertha Gxowa, South Rand, Tshwane District, Tembisa, Edenvale, Dr George Mukhari and Chris Hani Baragwanath Academic Hospitals.

The newly opened Kopanong Gateway Specialised Mental Health Day Clinic offers a basket of free services for mental health patients ranging from counselling, social work services, dual diagnosis services as well as psychotherapy for adults, children, and adolescents.

“The provincial government sympathises with the bereaved and affected families and understands that the Life Esidimeni inquest was incredibly important for families to find closure and for accountability,” the Premier said. – SAnews.gov.za

Dept committed to implementing NHI in phases

Dept committed to implementing NHI in phases

Health Minister, Dr Aaron Motsoaledi, has emphasised the department’s commitment to forge ahead with implementing the National Health Insurance (NHI) in phases in his Budget Vote Speech.

“We will have to start implementing NHI in phases, as we are already in phase 2. The rest of the building blocks of health will easily fall into place,” Motsoaledi said on Thursday.

Tabling the Budget Vote for the 2024/25 financial year in Parliament, the Minister announced that the department had been allocated R62 218 899, a 3.5% increase from the previous year’s R60.1 billion.

He informed Parliament that his priorities for the next five years consist of six building blocks outlined by the World Health Organisation (WHO). These include leadership, governance, access to essential medicine, the health workforce, health systems financing, information systems, and service delivery.

“Five of the six building blocks seem acceptable to everybody and debates around them are straightforward and clear. But one of them has generated a lot of heat and sometimes fury in some quarters. This is the health systems financing. In our country we have decided to call this NHI,” he said.

The Minister said some believe that the country is not ready for the NHI, while others are of the view that it is “very expensive” and the country has no money for it.

“NHI is a health financing system, called Universal Health Coverage (UHC) by the WHO. It is a health financing system, which is meant to be an equaliser between the rich and the poor.”

Motsoaledi told the Parliamentarians that it was no debate that South Africa is the most unequal society in the whole world.

“If you want to see what inequality means, come to the health sector in South Africa. Within the borders of the same country, some are getting world-class healthcare, while others get such poor healthcare you may believe we live in different countries.”

However, he said the country can no longer sustain such “gross inequality” and South Africa has been seeking a solution for the past 96 years.

The Minister referenced the WHO, which states that a country should allocate at least 5% of its Gross Domestic Product (GDP) to health to have a good healthcare system for everyone.

“This is not 5% of the budget of a country, it is the GDP, the total health of a country. In South Africa, we have far surpassed that recommended 5%. We are at 8.5%. European countries are at 9%.”

This means South Africa’s health system was supposed to be as advanced as countries in Europe, Motsoaledi explained.

“As is evident that is not the case. The question is why? But the fact remains that 51% of it goes to serve only 14% of the population and the nearly meagre 49% goes to serve a whopping 86% of the population.”

He told the Chairperson that this needs to “stop now” and while there is support for the NHI, there are those who do not support it in its current form.

“Fair enough, but we cannot throw the baby away with the bathwater. Let us discuss which areas need to be ironed out but let us now be obstacles to what poor people have been waiting for close to a century,” he added. – SAnews.gov.za

Cape Winelands, Overberg schools to remain closed on Friday

Cape Winelands, Overberg schools to remain closed on Friday

The Western Cape Education Department has announced its decision to extend the closure of schools in the Cape Winelands and Overberg districts to Friday, following a meeting with the Provincial Disaster Risk Management (PDRM).

However, all schools in the other education districts are to re-open tomorrow.

This means that schools in the Cape Town, the West Coast, and the Eden and Central Karoo Education Districts will be open tomorrow unless approval has been granted by the Head of Department.

“This decision is based on the interests of learner and teacher safety in the Overberg and Cape Winelands Education Districts, particularly with regard to travelling to and from schools,” said Western Cape MEC for Education, David Maynier.

The rainfall has caused widespread damage to roads and flooding, affecting school transport routes and resulting in the closure of many schools.

According to the provincial department, several schools have also reported flood damage to their premises.

"We have asked that schools in the Overberg and Cape Winelands Education Districts to inform their parents and caregivers of the continued closure tomorrow.”

These schools will reopen on Monday, 15 July 2024, unless communicated otherwise.

According to the department, 217 schools across the province have now reported some form of damage to school infrastructure or disruption.

“Last night’s heavy rains and strong winds unfortunately contributed towards this figure. Eighty-six cases are regarded as serious and require our attention. Our infrastructure teams are addressing these cases as fast as possible. I am grateful for their continued commitment in these adverse conditions,” Maynier said.

“I am also very appreciative of the support received from school principals and their management teams in implementing the decision to close schools in some of our districts.”

He took the time to thank all parents and caregivers for their support.

“We do not decide to close schools lightly and have the best interests of our learners and teachers at heart when making these decisions,” Maynier added.

The South African Weather Service (SAWS) has issued a level 8 warning for disruptive rain.

The Western Cape Government (WCG) said the warning remains in place for heavy rain, flooding, and mudslides, particularly in the Cape Town metro, Drakenstein and Stellenbosch regions.

KZN doubles efforts to build temporary homes for veld fire victims

KwaZulu-Natal Transport and Human Settlements MEC, Siboniso Duma, says the department is doubling its efforts to build Temporary Residential Units (TRUs) after 196 homes were destroyed by raging veld fires in Umlalazi Local Municipality.

Duma visited the families in Umlalazi and Mthonjaneni Local Municipalities, who were affected by Sunday's veld fires, to give comfort to the victims, and assess the damage and relief needed to assist the victims.

Among the families visited are the Gazu family, who lost a family member during an incident. Muntukabongwa Gazu (67) sustained severe burn injuries after the family’s five mud houses were reduced to ashes by runaway fires at Ezinyosini - Ward 1 in Umlalazi Local Municipality. Another family member, Japhet Gazu, is currently in the hospital.

“We are here to comfort the family following the untimely death of their father. The heart-wrenching story narrated by Gazu family and the traumatic experience they have gone through calls for all of us to be closer to them and other families,” Duma said.

Duma said the Head of Department, Mdu Zungu, and the entire team will ensure that the family gets a decent house and is assisted with funeral arrangements.

“The Temporary Residential Unit for the Gazu family will be finished this weekend to enable the family to bury their father with dignity. We must hasten to point out that the profiling of affected families is continuing to ensure that accurate information is submitted to the Emergency Housing Unit located in the national Department of Human Settlements.

“Critically, we agree with the Minister of Human Settlements, Mammaloko Kubayi, who suggested that alternative building technology must be introduced to ensure that fire or flood resistant houses are constructed for vulnerable members of society,” Duma said.

The South African Weather Service (SAWS) has warned of extremely high fire danger conditions in the northern parts of KwaZulu-Natal today.

The affected areas include Abaqulusi, Alfred Duma (Indaka and Ladysmith), Big Five Hlabisa (Hlabisa), Dannhauser, eDumbe, eMadlangeni, Endumeni, Jozini, Msinga, Mthonjaneni, Newcastle, Nkandla, Nongoma, Nquthu, Okhahlamba, Ulundi, uMlalazi and uPhongolo.

The provincial Cooperative Governance and Traditional Affairs has urged residents in the affected areas to be on high alert and take this warning seriously and cooperate fully with fire safety measures. – SAnews.gov.za

Cape Town schools closed, 15 000 people affected by severe weather

Location: News

Cape Town schools closed, 15 000 people affected by severe weather

The Western Cape Government (WCG) continues to provide shelter, food, and blankets to the homeless as the province faces heavy downpours, resulting in the closure of many schools.

The province announced that schools in the Cape Town metro districts, Cape Winelands and Overberg districts as well as parts of the West Coast district have closed today.

“In the interests of learner and teacher safety, and after extensive consultation with the Provincial Disaster Risk Management Centre and the South African Weather Service (SAWS), a decision has been taken to close schools in certain districts in the Western Cape [on Thursday],” Western Cape MEC for Education, David Maynier, said on Wednesday.

According to the MEC, all other schools in the remaining districts will be open unless approval has been granted for closure.

“Our default position is always to keep schools open but are mindful of the severity of the warnings in place and the damage already caused in certain areas.

“So far, 20 schools have been granted permission for closure across the province, the majority of which are in the Cape Winelands district,” the MEC explained.

Over the past few days, 137 schools have reported some form of damage to infrastructure, either because of flooding or heavy winds. Most of the cases are minor, while 49 cases require urgent attention.

Level 8 warning

Meanwhile, a Level 8 warning has been issued by the SAWS for disruptive rain.

This warning remains in place for heavy rain, flooding, and mudslides, particularly in the Cape Town metro, Drakenstein and Stellenbosch regions.

The province is also expecting strong winds to persist over the interior regions and along the coastal areas of Saldanha Bay and Cape Agulhas over the next few days.

Western Cape Premier Alan Winde, the PDMC and other stakeholders are monitoring the series of cold fronts very closely.

“Virtually all WCG departments are working together to mitigate the possible impact of this weather system.

“All stakeholders will remain vigilant, and I urge members of the public to also do so. Disaster management teams are working tirelessly to keep members of the public out of harm’s way. For this, we are very thankful.”

The WCG said they have been working closely with all affected municipalities, national departments, as well as non-government organisations (NGOs), who have been working tirelessly to safeguard lives and assist residents in need during the current floods.

Chief Director of Disaster Management, Colin Deiner, explained that over the next several days the centre will continue to monitor the situation closely.

He stressed that a critical aspect of the overall response is to ensure all disaster officials and organisations are adequately resourced to keep up the good work they have been doing.

Humanitarian support

Meanwhile, about 4 000 structures have sustained damage across Cape Town, impacting 15 000 people.

“With the help of NGOs, 11 000 hot meals are being provided each day across Cape Town metro to people affected by the weather.”

The Western Cape Department of Social Development is coordinating humanitarian relief efforts for affected communities with partner NGOs like Gift of the Givers Foundation, The Warehouse Foundation, Ashraful Aid, Al-Imdaad Foundation, Islamic Relief SA, and the Community Chest of the Western Cape.

In addition, many rivers are reaching full saturation levels and run-off could increase exponentially. This is being closely monitored by the Department of Water and Sanitation.

Dams

Many of the province’s dams are also rising rapidly, with Clanwilliam Dam currently sitting at 90.89%, Berg River Dam increased to 104.06%, the Theewaterskloof Dam at 76%, while Misverstand Dam has risen to 161%.

“A controlled release of water from Wemmershoek Dam into the Berg River was carried out as a precautionary measure. This controlled release is necessary to reduce the risk of flooding downstream.”

Electricity

According to the provincial government, electricity faults are being reduced. However, 11 000 people are still without Eskom power in numerous areas, including Citrusdal, De Doorns and Touwsrivier.

In Delft, around 1 500 Eskom customers are without electricity.

KZN disaster teams on high alert after veld fire warning

Location: News

KZN disaster teams on high alert after veld fire warning

KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) MEC, Thulasizwe Buthelezi, has urged residents in the northern parts of the province to be on high alert following a new veld fire warning.

The South African Weather Service (SAWS) has warned of extremely high fire danger conditions in the northern parts of KwaZulu-Natal on 11 July 2024.

According to the warning, windy conditions with gusts exceeding 65 km/h, coupled with dry and warm to hot weather, are forecasted for the northern parts of the province.

The Fire Danger Index (FDI) is expected to exceed 75 in these regions, creating conditions highly favorable for the development and rapid spread of fires.

The possible impacts of the veld fires include reduced visibility, damage to property, damage to vegetation, and air and water pollution, amongst others.

Buthelezi said the affected areas include Abaqulusi, Alfred Duma (Indaka and Ladysmith), Big Five Hlabisa (Hlabisa), Dannhauser, eDumbe, eMadlangeni, Endumeni, Jozini, Msinga, Mthonjaneni, Newcastle, Nkandla, Nongoma, Nquthu, Okhahlamba, Ulundi, uMlalazi and uPhongolo.

“Some communities in these areas have already been affected by veld fires, and further precautions are necessary to prevent additional damage and ensure the safety of residents. We urge the public to take this warning seriously and cooperate fully with fire safety measures,” Buthelezi said.

The department has urged residents to take the following precautions:
•    Do not start fires in open areas or leave fires unattended.
•    Do not discard cigarette butts out of cars or onto the open veld.
•    Do not throw bottles into the veld, as they can magnify the sun's rays and start fires.
•    Prepare and maintain fire breaks in a controlled manner.
•    In the event of a large fire, report it immediately and move away to allow professionals to manage the situation.
•    If water is scarce, use sand to control the fire.

“The KZN CoGTA emphasises the importance of adhering to these guidelines to prevent further devastation and ensure the safety of all residents,” Buthelezi said.

Buthelezi will today conduct a visit to affected areas in uMlalazi and Nkandla Local Municipalities.

Temporary shelter for Gazu family

Meanwhile, KwaZulu-Natal Human Settlements MEC, Siboniso Duma, said the department has stepped in and provided a Temporary Residential Unit (TRU) for the Gazu family, who lost a family member during Sunday's veld fires in uMlalazi and eShowe.

The family’s five huts were reduced to ashes by raging fires.

Duma said a concrete foundation has been laid for the TRU.

“Following the death of Baba Nuntukabongwe Gazu, our immediate focus is to assist the family to have a dignified mourning and a funeral. A roving team, led by the Head of Department, Mdu Zungu, has visited the Gazu family and is also profiling other families in distress,” Duma said.

Duma has also sent his condolences to the Gazu family and wished another family member, Japhet Gazu, who is currently in the hospital, a speedy recovery. – SAnews.gov.za

Transnet monitoring port operations as adverse weather continues

Location: News

Transnet monitoring port operations as adverse weather continues

Transnet says it is continuously monitoring operations at the ports of Cape Town, Saldanha, Port Elizabeth and Ngqura amid adverse weather conditions in parts of the country.

In a statement, Transnet explained that strong winds have led to high wave swells that have led to shipping movements being suspended at some ports for safety reasons.

However, no major incidents have been reported thus far.

“The strong winds, which have created high swell conditions, must subside before vessel movements can resume.

“Transnet National Ports Authority (TNPA) marine operations are currently on standby to assist vessels where required. Industry stakeholders are being kept updated on the situation,” the State-owned company said.

Transnet noted the following:

  • The Cape Town Container Terminal, which is experiencing high swells until Saturday, has three vessels on berth that are unable to work due to the terminal’s wind-bound status. Another four vessels are planned to arrive by Thursday.

  • In Gqeberha, the Ngqura Container Terminal had its last vessel finish in the early hours of Sunday. The port authority resolved on not berthing any more vessels until Wednesday and port terminal gates have been closed since. The Port Elizabeth Container Terminal is also wind-bound, with one vessel on berth.

“The floods experienced in the Eastern Cape in June, along with current weather disruptions, have resulted in vessel congestion at the Port Elizabeth Bulk Terminal where manganese is handled. This has slowed down the progress. Despite this, vessel nominations continue.

“Transnet Port Terminals (TPT) is confident of managing the resulting vessel backlog with the recent acquisition of new cargo handling equipment across some of its terminals, as well as the support of contracted original equipment manufacturers supplying spares in the case of breakdowns.

“TNPA is taking appropriate measures to ensure safety of life, protection of the environment and prevention of damage to property,” the statement said. – SAnews.gov.za

Thousands left homeless as Western Cape braces for second cold front

As an intense cold front moves away from most parts of the country, the Western Cape is still at risk as it prepares for a second cold front, according to the South African Weather Service (SAWS).

“The Western Cape faces another cold front as the rest of the country gets a bit of a break from the hectic weather we've faced over the past few days. Strong interior winds are still forecast,” the SAWS said.

The Northern Cape, North West, Free State, Eastern Cape interior and Western Cape have been experiencing wet, cold, and windy conditions with light snow.

The series of cold fronts hitting the country also brought widespread and disruptive snowfall over the southern and western high ground.

This was accompanied by damaging winds over the interior and the coastline as well as high seas along coastal areas.

The Western Cape saw severe disruptions and damage, including loss of shelter in informal settlements, fallen trees, electricity outages and road closures due to snow or flooding.

The weather services has since upgraded the Western Cape’s weather warning from level 6 to 8.

According to reports, the inclement weather in the Western Cape affected 7 000 structures in informal settlements across Cape Town after 70 neighbourhoods were flooded.

The Liesbeek, Lotus and Eerste rivers in Cape Town have all begun to burst their banks.

“We’re still expecting a lot of strong wind and rain this week. Please stay safe. City teams are addressing each localised flooding situation,” said Cape Town Mayor Geordin Hill-Lewis.

The Western Cape Education Department (WCED) said the wet and cold conditions prevented five schools from re-opening yesterday as public schools began their third term across the country.

According to the WCED, the schools were closed due to either flooding, inaccessibility to access routes or damage to the school building.

In addition, 82 schools have reported damages, of which most cases were minor, with 31 cases regarded as more serious.

“This includes schools where roof sheeting was blown off,” the provincial department said, adding that repair work has already begun on some projects.

Western Cape Premier Alan Winde expressed his gratitude to the province’s disaster management teams and stakeholders who have worked tirelessly throughout this difficult period.

“Your steadfast dedication to serving the residents of this province is deeply appreciated,” said Winde.

KwaZulu-Natal

Meanwhile, KwaZulu-Natal has been dealing with extremely high fire danger conditions.

The KwaZulu-Natal department of Cooperative Governance and Traditional Affairs confirmed veld fires in uMlalazi Local Municipality in Eshowe where a 67-year-old was burnt to death when his house caught fire.

King Cetshwayo District is said to be one of the most affected areas, with uMfolozi, uMlalazi, Mthonjaneni and Nkandla being the hardest-hit municipalities.

According to the provincial department, 144 people in the district were affected, leaving 53 people homeless after 48 homes were partially damaged and 27 destroyed.

“The department is working closely with the municipality to ensure adequate support and relief for the affected families, with social partners setting up soup kitchens.”

Eastern Cape

Strong winds continue to wreak havoc in the Eastern Cape, damaging houses and disrupting the flow of traffic on the roads as vehicles have been toppled over, on the N2 near Dutywa.

“Road users, motorists in particular, are urged to be extra cautious or avoid being on the road completely if their travelling is not essential,” the Eastern Cape Transport Department said.

On Tuesday afternoon, the provincial department finally reopened the Barkly Pass on the R58 Road between Barkly East and Elliot to traffic, after it was closed for 30 hours, due to heavy snowfall, on the morning of Monday.

“Graders had to be used to clear off the thick blanket of snow that stubbornly covered the road surface.” – SAnews.gov.za

DPWI investigates theft of R300 million

DPWI investigates theft of R300 million

The Department of Public Works and Infrastructure (DPWI) Minister Dean Macpherson has decided to take the public into his confidence in the interests of transparency to reveal a staggering cyber-crime which involves R300 million being stolen in the past 10 years.

In the latest incident that took place in May 2024, the cyber-attackers stole a further R24 million. This prompted a full forensic investigation by the Hawks, South African Police Services, State Security Agency and experts in the ICT and cyber security industry.

This revelation emerged as Minister Dean Macpherson and Deputy Minister Sihle Zikalala, conducted detailed assessments on the work of the department and through the incoming briefings from departmental branches.

“It has become clear that the department has been a soft target and playground for cyber criminals for over a 10-year period and this should have been picked up a lot earlier. I felt it important to let South Africa know what has happened and what we are doing about it,” Macpherson said.

“I cannot discount the possibility of collusion between officials and criminals in this prolonged period of theft. It is clear that we need better financial controls which I have said to the department are a matter of urgency,” the Minister said.

The Minister has pledged to crack down on these syndicates and those in cahoots with them internally or externally.

“We want to put a stop to this immediately because we cannot allow our department to be subjected to unchecked looting. This is money that could have been spent on our infrastructure drive to improve the lives of South Africans.

“The investigation will be expanded and deepened to find the masterminds and the beneficiaries of this grand theft, and I want to see them in prison,” Macpherson said.

Suspensions and seizures

Four officials have been suspended and 30 laptops seized by the investigators.  The four DPWI officials suspended include three senior management officials and one middle management official.

The department was forced to shut down all its payment systems causing significant delays in the payment of its creditors.

In May, the department announced that it has ordered a full forensic probe into what it called vulnerabilities in the department’s information and technology systems.

The department identified the cyber-security vulnerabilities with the assistance of its banking partners, including ABSA and the South African Reserve Bank.

The investigation which involve cyber and ICT security experts covers the following:

•    Causes of the breach and vulnerabilities.
•    Vulnerability and susceptibility to cyber-crime of the ICT infrastructure within the department
•    Lack of staff capacity and weak ICT systems

“I welcome the precautionary suspension of four individuals, including senior managers, and the seizure of over 30 laptops for further examination by the investigative teams. This will allow the investigations to proceed smoothly.
“We are appealing to the team probing this security breach to conclude their investigation with speed. We do not want prolonged investigations with no results and consequences. There is simply no place for corruption in this department,” Macpherson said.

“I further welcome the initial swift investigation launched by my predecessor and now Deputy Minister Zikalala. The department has suffered a massive financial loss and those responsible for protecting us from cyber criminals must be held to account.

“We need answers as to what happened under their watch.  We also ask the investigators to trace and follow the money and ensure that it is brought back to the coffers of government,” the Minister said.

The Minister has committed himself to work tirelessly to ensure the reinforcement of the cyber security systems within the department so that similar incidents are prevented in future. – SAnews.gov.za

Spanish tourist killed by elephant at the Pilanesberg Nature Reserve in NW

Spanish tourist killed by elephant at the Pilanesberg Nature Reserve in NW

The North West Parks and Tourism Board has confirmed that a male Spanish citizen was killed by an elephant at the Pilanesberg Nature Reserve after stepping out of the vehicle he was in, to take pictures.

The tourist and his three friends were driving in their vehicle, when they came across a breeding herd of elephants that were feeding a distance from the road.

“According to eyewitnesses, the man decided to alight from the vehicle and approach the elephants on foot, taking pictures,” the statement read.

Despite warnings from his fellow passengers, and other occupants from two other vehicles that were at the sighting, the guest allegedly did not heed their warnings.

That is when an adult elephant cow charged at the man, and he then ran from the elephant.

“He was unfortunately not able to escape or evade the elephant, which was now joined by the whole herd, and was caught and trampled to death.

“The elephants moved away immediately from the scene without any aggression towards the nearby vehicles and eventually disappeared into the bushes.”

According to the Board, park officials were alerted and immediately rushed to the scene to help and secure the scene.

The officials also assisted the South African Police Service (SAPS) and authorities with the necessary procedures and investigation.

“Statements by witnesses who observed the whole incident further suggest that the female elephant that charged and attacked might have done so to protect the herd and young ones.”

The case has since been handed to the police for further investigation.

“The dangerous and unpredictable nature of wild animals is always emphasised on the permits and booklets for sale in Pilanesberg.

“Park officials and honorary rangers are also patrolling the park and tourist roads when the park is open.”

According to the Board, tourists are always educated on the importance of remaining in the safety of their vehicle, respecting the distance between vehicles, allowing animals first right of passage, and only alighting in specially designated areas.

In addition, rules and regulations of the park are printed on the entry permit which must be always adhered to, for the safety of guests and animals.

“The Board is very saddened by this tragic incident. We would like to express our sincere condolences to the deceased’s next of kin and friends.

“We also send our appreciation to Sun City Resort for immediately availing relevant professionals to give counselling to the visibly traumatized friends of the deceased.” – SAnews.gov.za

Twenty small and medium youth-owned businesses in eThekwini have received financial aid to enable them to grow and increase productivity for their businesses.

The youth-owned businesses received R10 000 each through the Youth in Business Programme, which aims to inject financial aid into the emerging businesses.

EThekwini Municipality’s Governance and Human Capital Committee Chairperson, Nkosenhle Madlala, who leads the programme, congratulated the recipients of the funding, and assured them that the Mayoral Youth Development Office will continue to aid emerging businesses and encourage entrepreneurship.

Madlala said the municipality’s Youth Development Policy is more than just a directive, but a promise to nurture the aspirations of young people and to provide them with the tools they need to succeed.

“The establishment of a youth fund remains a cornerstone of our youth development policy. This fund is not only a financial reservoir but a beacon of our unwavering support and belief in your potential,” Madlala said.

Madlala said the youth fund also helps the municipality set the agenda for the coming year and ensures that “we continue to align our efforts with your evolving needs and aspirations”.

Mayoral Youth Development Office Manager, Nokuthula Hlophe, said the office will continue to forge and strengthen relations with sister cities to promote youth development throughout the city.

Funding recipient, Sandile Mhlanga, expressed his appreciation for the cash injection into his business.

“We appreciate what the municipality has done for our businesses. As business owners, we wish the programme well and that it grows to greater heights,” Mhlanga said. – SAnews.gov.za
