Department of Health, trade union welcome Dr Aaron Motsoaledi as new Minister

Location: News

Department of Health, trade union welcome Dr Aaron Motsoaledi as new Minister

The Department of Health has welcomed Dr Aaron Motsoaledi as their new Minister and his Deputy, Dr Joe Phaahla, as part of the newly established seventh democratic administration to move South Africa forward.

On Sunday, President Cyril Ramaphosa appointed Motsoaledi as the Minister of Health when he was announcing the Government of National Unity (GNU) Cabinet.

Motsoaledi replaces Phaahla, who has served in the portfolio since August 2021.

However, Motsoaledi is no stranger to the department, having previously served as the Minister from 2009 to 2019.

“The department believes the return of both political principals will ensure continuity and stability in the implementation of key health priorities, which include increasing life expectancy, strengthening health system effectiveness and the National Health Insurance (NHI) to enable the country to attain universal health coverage,”  the department said.

The department took the time to also thank the outgoing Deputy Minister, Dr Sibongiseni Dhlomo, for his “sterling” work, which accelerated access to sexual and reproductive health services.

Dhlomo has been praised for establishing youth-friendly zones in primary health facilities to create a conducive environment to access essential health services without standing in queue with the general customers.

“He also championed the healthy lifestyle programme to reduce the risk of non-communicable diseases such as diabetes, obesity, hypertension, and so on," the department said.

It said it was looking forward to the leadership of both Motsoaledi and Phaahla to lead the health sector, guided by policies and legislations to ensure equal access to quality and affordable healthcare services for all South Africans to achieve universal health coverage.

Meanwhile, the South African Medical Association Trade Union (Samatu) has also welcomed Motsoaledi following his appointment.

The union has described the Minister as someone with proven dedication and extensive experience in the healthcare sector.

“Minister Motsoaledi has a commendable track record of addressing critical health challenges and implementing significant reforms to improve the health of all South Africans.

“Samatu is confident that Minister Motsoaledi's deep understanding of the South African healthcare landscape will prove invaluable as we embark on the rollout of the NHI, which aims to provide universal health coverage and ensure that all South Africans, regardless of their socio-economic status, have access to quality health services,” the statement read.

The trade union believes that Motsoaledi possesses the vision, commitment, and expertise needed to implement the NHI successfully.

“His reappointment comes at a crucial time when the NHI’s foundational structures are being established, and his leadership will be instrumental in ascertaining that this transformative healthcare reform is realised seamlessly and effectively.”

The union has since pledged its full support to Motsoaledi and said it was looking forward to working collaboratively with his office.

“We are committed to advancing the health and well-being of all South Africans, addressing the inequalities in healthcare access, and building a robust healthcare system that serves everyone proficiently.

“We call upon all stakeholders in the healthcare sector to unite behind Minister Motsoaledi’s leadership and contribute positively towards improving healthcare services in our country. This collective effort will be pivotal in enhancing our nation's public health and achieving the vision of a healthier South Africa.”

KwaZulu-Natal Premier Thamsanqa Ntuli has reiterated his commitment to a team-oriented approach to governance, and to collaborate with everyone willing to work alongside him.

Ntuli made the commitment during his meeting with the officials in the Office of the Premier in Pietermaritzburg on Friday.

Government departments fail to pay suppliers within 30 days

Location: News

Government departments fail to pay suppliers within 30 days

A report by National Treasury shows that in the 2023/24 financial year, national and provincial government departments have overall regressed in paying invoices to suppliers within the required 30 days.

According to the annual report on non-compliance with payment of suppliers’ invoices within 30 days, the number of invoices paid after 30 days by national and provincial departments in the 2023/24 financial year amounted to 362 068 invoices, to the rand value of R35.1 billion.

“The R35.1 billion, although paid late, was settled and paid during the 2023/24 financial year. The number of invoices older than 30 days and not paid by national and provincial departments at the end of March 2024 amounted to 114 908, to the rand value of R10.7 billion.

“National departments recorded an improvement of R13 million of invoices outstanding from the previous financial year end, whilst there was a regression of 24% in the number of invoices older than 30 days and not paid at the end of March 2024, which amounted to 1 427 invoices, to the rand value of R53 million, when compared to 1 149 invoices, to the rand value of R66 million, reported at the end of March 2023,” National Treasury said on Monday.

Provincial departments recorded a regression of 53% in the number of invoices older than 30 days and not paid at the end of the 2023/24 financial year, which amounted to 113 481 invoices, to the rand value of R10.6 billion, when compared to 73 974 invoices to the rand value of R6.8 billion reported at the end of March 2023.

“The late and/or non-payment of supplier’s invoices impacts negatively on, amongst others, socioeconomic challenges such as high unemployment, inequality, poverty; the financial health of suppliers who are forced to borrow to keep financially afloat; and the ability of suppliers to pay salaries and meet their contractual obligations.

“Timeous payment of suppliers is important for improving economic growth and reducing poverty, inequality and unemployment. During the 2023/24 financial year, National Treasury continued to monitor, address and respond to queries on non-payment of supplier’s invoices through a centralised email system dedicated to receiving queries from suppliers,” National Treasury said.

National Treasury received 245 queries, to the value of R198 million, in the 2023/24 financial year. Of the 245 queries received 127 queries or 52% to the value of R103 million related to provincial institutions and were escalated to provincial treasuries for their intervention.

“Through the intervention of the Office of Accountant-General, 54 queries to the value of R58 million were resolved and payments were made to suppliers in the 2023/24 financial year,” National Treasury said.

National Treasury is in the process of adapting existing transversal systems to identify and track late payments, and has in the interim recommended the following for improvements:

  • Accounting officers and chief financial officers should address the root causes of the late and/or non-payment of invoices to improve compliance with the requirements of Treasury Regulation 8.2.3;
  • Accounting officers should take steps to ensure that the information submitted to the relevant treasury is duly signed off and submitted to the relevant treasury as per the timeframes stipulated in the National Treasury Instruction 34 of 2011;
  • Payment of suppliers within 30 days must be a standing agenda item for discussion at every EXCO meeting of departments; and
  • Disciplinary actions be taken against officials who fail to comply with the requirements to pay invoices within 30 days and who undermine the systems of internal controls.

Kusile Power Station’s Unit 5 reaches commercial operation

Kusile Power Station’s Unit 5 reaches commercial operation

Eskom’s Kusile Unit 5 has achieved commercial operation, adding some 800MW to the grid.

This comes as the power utility has maintained at least 90 days of uninterrupted electricity supply.

Eskom Group Chief Executive Dan Marokane said the move is part of the power utility’s focus on its recovery plan.

“We stated in our winter outlook…that we would add new generation capacity to the grid with Kusile Power Station Unit 5, as part of our intense focus on delivering the Generation Operational Recovery Plan. This addition is part of a total of 2500MW that will be added before the end of this calendar year.

“Eskom will continue to focus on implementing operational recovery, strengthening governance and future proofing the organisation to enable energy security, growth and long-term sustainability to the benefit of South Africa and sub-Saharan Africa,” Marokane said.

Kusile Power Station is located in Mpumalanga.

The power utility’s Group Executive for Generation Bheki Nxumalo added that the addition of the much-needed megawatts is a result of the collective efforts of all Eskom employees.

“The delivery of the unit, as part of our Generation Operational Recovery Plan, showcases the remarkable achievements possible when our 40 000 employees work together as a collective.

“I extend my gratitude to all Eskom employees and contractors for their diligent work in bringing this unit to commercial operation. This achievement aligns with our commitment to maximising grid capacity,” Nxumalo said.

According to Eskom, the unit was first synchronised to the grid in December 2023 but will now “begin contributing power, increasing Kusile Power Station’s total output to 4000MW”.

“Since its synchronisation…the unit has met performance expectations, supported the grid and helped to reduce load shedding. Upon completion, Kusile Power Station will consist of six units, producing a maximum of 4800MW.

“Additionally, Kusile is equipped with wet flue gas desulphurisation (WFGD) technology, making it the first power station in South Africa and Africa to use this emissions abatement technology. WFGD removes sulphur dioxide from flue gas before it is released into the atmosphere, ensuring compliance with international air quality standards.

“Construction of the remaining Kusile Unit 6 is progressing as planned, with it expected to be synchronised to the grid in November 2024,” the power utility said. – SAnews.gov.za

DWS outlines progress made in Giyani water project

DWS outlines progress made in Giyani water project

The Department of Water and Sanitation (DWS) says the refurbishment of the Giyani Water Treatment Works (WTW) has reached "practical completion", and the treatment plant is functioning optimally, producing 28.5 megalitres of water per day.

“The progress of the entire project is currently at 72.66% and additional villages will receive water as work gets completed,” the department said in a statement.

The department said the plant now has the capacity to supply treated water to Giyani town and various villages under the Mopani District Municipality.

The WTW receives raw water from Nsami Dam, which is supplied through a 40.5km raw water pipeline from Nandoni Dam to Xikukwani Canal, which feeds into Nsami Dam. The pipeline was completed on 5 April 2023.

“The refurbishment and upgrade of the Giyani WTW and reticulation to 55 villages are being implemented by Mopani District Municipality as the Water Services Authority. Lepelle Northern Water is constructing the required bulk pipelines, while the DWS is providing funding and technical oversight,” the department said in a statement.

The department said work is currently underway to provide water to the first batch of 24 villages, as the first phase of the reticulation project is at various stages of completion.

The project includes the construction of bulk pipelines to link the Giyani WTW to all the identified supply areas.

Of the 24 villages currently being reticulated, the department said there are nine villages where water reticulation has reached practical completion, and these include Ndindani and Ngove B, Mhlaba Willem, Bambeni, Homu 14A and 14B, Nwakhuwani, Risinga View A and Mapayeni A.

According to the department, these villages have water taps installed in their yards and are receiving water supply through the completed bulk pipelines.

“In the remaining 15 villages, construction work is at various stages of completion. In the meantime, these villages are able to access water via various schemes, such as borehole sources, implemented by the Mopani District Municipality,” the department said.

The department said work is underway to install bulk pipelines, connect secondary bulk pipelines to local reservoirs, refurbish existing reservoirs, install elevated steel tanks, and install reticulation pipelines and yard connections.

Phase 1 is estimated to be completed at the end of August 2024.

Phase 2 of the project will involve upgrading the Giyani WTW to increase its treatment capacity by an additional 10 megalitres per day.

“This work is planned to commence during the 24/25 municipal financial year and will take 24 months. The Phase 2 reticulation of the remaining 31 villages is also expected to start in the 2024/25 municipal financial year,” the department said.

The department acknowledged the impact of the delays and expressed its empathy to the plight of communities still faced with intermittent water supply.

The department also reiterated its commitment to ensure the successful completion of the multi-component Giyani water project. – SAnews.gov.za

Meet SA's new cabinet

President Cyril Ramaphosa has today, Sunday 30 June 2024, announced the new members of the National Executive for the seventh administration, which is inclusive of all the parties to the Government of National Unity.

The highly anticipated announcement took place after Ramaphosa was elected as the President by the National Assembly on Friday, 14 June 2024, after which he was inaugurated on Wednesday, 19 June 2024.

The eleven parties to the GNU include the African National Congress, Democratic Alliance, Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan Africanist Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and the United Africans Transformation.

Addressing the nation on Sunday evening, the President said given the challenges that the country faces and considering the electoral mandate this government must implement, he has decided to make certain changes to the national government portfolios.

“In the course of the sixth democratic administration, we indicated our intention to reduce the number of portfolios in the National Executive. However, due to the need to ensure that the National Executive is inclusive of all the parties to the Government of National Unity, this has not been possible.

‘Unprecedented’ Government of National Unity to roll up its sleeves

Location: News

'Unprecedented' Government of National Unity to roll up its sleeves

President Cyril Ramaphosa has officially announced his new cabinet and South Africa is now firmly into the seventh administration - led by what the President has termed an “unprecedented” Government of National Unity (GNU).

The President announced the members of cabinet on Sunday evening, about a month after the National and Provincial Elections were held on 29 May 2024.

“The incoming government will prioritise rapid, inclusive and sustainable economic growth and the creation of a more just society by tackling poverty and inequality,” President Ramaphosa assured the country, as he addressed the nation from the Union Buildings in Pretoria.

This year’s General Election results produced no outright majority winner – tasking various  political leaders to work together to form a government, much like what was required at the dawn of democracy in 1994.

Some 11 political formations have come together and signed a Statement of Intent to work together to form a GNU, reflective of the representatives from those parties.

“The establishment of the Government of National Unity in its current form is unprecedented in the history of our democracy. We have had to consider how to form the new government in a manner that advances the national interest, that gives due consideration to the outcome of the election and that makes use of the respective capabilities within each of the parties.

“We have had to consider not only the immediate needs of the country. We have also had to consider the stability, effectiveness and durability of the government we are establishing,” he said.

Serving all South Africans

With Ministers and Deputy Ministers now coming from a plethora of parties, President Ramaphosa told the nation that those appointed to those positions will work to serve all South Africans and not just those who voted for them.

“These men and women we have appointed to the executive are drawn from all corners of our country. They reflect the diversity of our nation. They have a responsibility to work together to serve the people as a whole.

“None of the members of the National Executive has been appointed to serve the interests of a particular constituency, a particular party or a particular section of society,” he said.

Strengthening democracy

Turning to the length of time it has taken to form a cabinet, President Ramaphosa soothed concerned South Africans – pointing out that other countries have taken longer to walk the same path.

“[Many] people have pointed to the experiences of other countries that have a far longer history of democracy, where the formation of multi-party governments have sometimes taken several months.

“As a relatively young democracy, we should be proud that we have moved to establish a government comprised of eleven parties within such a short space of time.

“Through our discussions we have been able to build consensus on the tasks of government. We have shown that there are no problems that are too difficult or too intractable that they cannot be solved through dialogue,” he emphasised.

National Dialogue

With the cabinet announced, a National Dialogue is expected to be convened by the incoming GNU and other formations in the “spirit of partnership and collaboration”.

“Through this National Dialogue, all parties, civil society groups, labour, business and other stakeholders will be invited to work together to address the critical challenges facing the nation.

“We call on all South Africans to participate in the National Dialogue and to give their support to this Government of National Unity as it begins its work.

“As the leaders of political parties, as Ministers and Deputy Ministers, as public representatives, we understand and accept the responsibility that we bear. We have all been called upon to serve the people of this country, and we will do so to the utmost of our ability,” President Ramaphosa concluded. – SAnews.gov.za

Border authorities arrest Lesotho nationals at Qashasnek

The Commissioner of the Border Management Authority (BMA), Dr Michael Masiapato has commended the interception of four Lesotho nationals who were in the country illegally and in possession of over R1.4 million in cash at the Qashasnek port of entry.

The arrests were made during a joint operation by the BMA, members of the South African National Defence Force (SANDF) and the South African Police (SAPS) after a vehicle was stopped for searching as part of routine check at a Vehicle Check Point (VCP) of a Bi-National operation between South Africa and Lesotho on 25 June 2024.

“Five Lesotho nationals were in the vehicle and four were found to be previously declared undesirable and had been banned from entering the country in terms of the Immigration Act. The above-mentioned persons were searched and found to be in possession of concealed South African currency worth R1 480 050.

“The four who did not have the requisite documents were arrested for being in South Africa illegally and a case was opened. The money which was counted, and underwent counterfeit verifications, was then deposited into the state bank account pending further investigations on the matter,” the BMA said on Saturday.

The Commissioner commended the crime prevention contributions of BMA officials at Qashasnek port of entry and their detection systems.

"As the Commissioner of the Border Management Authority, I am committed to ensuring the safety and security of our nation. To this end, we have adopted a zero-tolerance approach to criminal activities at our ports of entry.

“We will rigorously enforce the law and take decisive action against any illegal activities to maintain the integrity of our borders. The Junior Border Guards continue to display great effort in protecting our country. Their dedication and hard work are vital in maintaining the safety and integrity of our nation," Masiapato said.

Masiapato said that any individuals caught engaging in criminal behaviour, will face the full might of the law. –SAnews.gov.za

The Western Cape Division of the High Court has dismissed with costs, an application brought by Ezaga Holdings for an interim order to interdict the National Student Financial Aid Scheme (NSFAS) from reviewing and terminating its contract.

Ezaga Holdings is one of the service providers that has been disbursing allowances to NSFAS beneficiaries.

The application brought by Ezaga Holdings was seeking for an interim order to interdict NSFAS from taking steps in implementing the recommendations of the Werksman’s Report on the appointment of direct payment service providers to disburse allowances on behalf of NSFAS.

“The 12 June 2024 court order ruled there was no urgency to the application brought by Ezaga, while the review application to review and set aside Ezaga's contract is being finalised. The order comes after the Special Investigating Unit (SIU) successfully applied to be joined in the matter as a respondent.

“The SIU and NSFAS successfully argued that the matter was not urgent and fell to be struck off the roll for lack of urgency. The SIU and NSFAS welcome the decision of the High Court, as it clears the way for the implementation of investigation outcomes and consequence management to correct wrongdoings and further tighten the controls within the public procurement process.

“Noracco Corporation, one of the other service providers that have been disbursing allowances to NSFAS beneficiaries, was cited as a respondent in the matter. However, the company filed a counterapplication stating that they agreed with Ezaga Holdings' application; this was also dismissed with costs,” a joint statement by the SIU and NSFAS said on Friday.

The SIU’s investigation into the affairs of NSFAS found that the tender process followed to appoint student allowance dispensing service providers was allegedly irregular.

The SIU investigation probed the appointment of Coinvest Africa, Tenet Technology (Pty) Ltd, Ezaga Holdings (Pty) Ltd and Norraco Corporation as service providers to disburse student allowances.

“The SIU and NSFAS have applied to the Special Tribunal to review and set aside these contracts and to have the Tribunal declare them invalid and unlawful. The SIU and NSFAS also seek the service providers to be divested of all the profits they accrued due to the impugned tender awarded to them.

“The SIU is in terms of Proclamation R88 of 2022 authorised to investigate allegations of corruption and maladministration in the affairs of NSFAS and to recover any financial losses suffered by the State through corruption and negligence.

“The SIU is empowered to institute a civil action in the High Court or a Special Tribunal in its name, to correct any wrongdoing uncovered during both investigations caused by acts of corruption, fraud, or maladministration. In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU will refer any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority (NPA) for further action,” the statement said. –SAnews.gov.za

The road to the Opening of Parliament Address

Location: News

The road to the Opening of Parliament Address

The peaceful transfer of power from one administration to the next has defined our democracy since 1994. This moment is a culmination of a number of things but is symbolised most notably by the Presidential Inauguration. By affirming the oath of office, the incoming President begins a new term of government and swears to work for our country and her people.

On 19 June 2024, against the backdrop of the historic Union Buildings and with the eyes of the nation, the continent and the world upon him, President Cyril Ramaphosa took the oath of office with the words: I, Matamela Cyril Ramaphosa, swear that I will be faithful to the Republic of South Africa and will obey, observe, uphold and maintain the Constitution and all other law of the Republic.

These words signalled the start of his second term as President, and the beginning of the seventh administration of a democratic South Africa. The symbolism of the inauguration is important as it represents the beginning of a new chapter and signals to the world that our democracy remains strong.

This inauguration was also the first since 1994 where the President addressed the nation with no one party having a clear majority.  “The voters of South Africa did not give any single party the full mandate to govern our country alone. They have directed us to work together to address their plight and realise their aspirations,” he said.

These words by President Cyril Ramaphosa are a potent reminder that our nation has always been at its strongest when we are united in a common purpose.  Time after time during the past 30 Years of Freedom, we have shown that our unity remains our greatest strength.

As we look towards the seventh administration, we will as always be guided by our Constitution and democratic principles. The road to the establishment of the seventh democratic parliament begins with the Opening of Parliament Address, which will take place at the first joint sitting of the National Assembly and National Council of Provinces. The address is delivered by the President of the Republic and occurs once every five years after an election.

President Cyril Ramaphosa will address the Opening of Parliament on 18 July 2024 and will use this occasion to outline the priorities of the 7th Administration.  Fittingly, the Opening of Parliament Address will coincide with the United Nations-declared Nelson Mandela International Day, which is celebrated annually to mark the birthday of the founding President of a democratic South Africa.

The Opening of Parliament Address is more than a ceremonial occasion; it is a platform where the President will detail government’s vision and priorities to the nation. Importantly, it sets the tone for the legislative and administrative actions to follow as we begin the hard work to further advance our nation. It also symbolises the functioning of the new parliament, reflecting the continuity and stability of governance.

Continuity and stability has been the hallmark of our democracy since 1994, with each successive administration building on the work of the one before.  The incoming administration will be guided by existing plans such as the National Development Plan, as well as agreed upon Government of National Unity (GNU) priorities anchored by respect for the Constitution, the Bill of Rights in its entirety, a united South Africa and the rule of law.

The seventh administration, like the ones before it will continue to work to ensure a better tomorrow for all, however we cannot do it alone. We call on all South Africans to join us as we chart a new path. Let us work together and continue to build a society that is truly reflective of the will of the people.

Government welcomes achievement of primary budget surplus

Government welcomes achievement of primary budget surplus

Under the leadership of President Cyril Ramaphosa, the sixth administration has achieved the first primary budget surplus in 15 years, said the Government Communication and Information System (GCIS).

The last time government had a budget surplus was before the 2008 global financial crisis.

“This commendable achievement was attained due to the support the National Treasury received from the President, the Minister of Finance, and the Cabinet of the sixth administration despite many challenges that confronted the national fiscus,” the GCIS said in a statement on Saturday.

These challenges include the economy that had to recover from the global economic crisis, State Capture, prolonged financial constraints due to the COVID-19 pandemic, and the civil unrest of July 2021.

“The sixth government administration put in place prudent fiscal measures aimed at mitigating the country's dire economic situation, including the implementation of cost-cutting measures within the government, fewer bailouts to state-owned entities, strong monitoring of key performance measures to improve their performance, and the deployment of multi-disciplinary intervention teams that included the private sector where applicable.

“State-owned enterprises were propelled to impactful turn-around plans implementation, which has resulted in green shots in self-sustaining business models. Critical economic growth drivers, such as infrastructure development, received necessary support and focus. Under President Ramaphosa's leadership, the government engaged regularly with business and labour leaders, whose input is crucial to the economic growth conversation,” the GCIS said.

Government said that as the seventh administration begins its work; it does so with the advantage of a budget surplus, which will support the implementation of outstanding goals of Vision 2030 – the National Development Plan.

The government reiterated the importance of collaboration to achieve faster economic growth through job creation and public-private partnerships, among other strategies. –SAnews.gov.za

Call to educate public on national budget process

Location: News

Call to educate public on national budget process

The National Treasury has called on stakeholders and provinces to collaborate with it in hosting events to educate the public on the budget process.

This comes after the National Treasury hosted, for the first time, a successful post-Budget engagement during Youth Month that involved unpacking the national budget to children.

The engagement was in collaboration with the Western Cape Commissioner for Children (WCCC).

The main objective of the outreach programme was to raise awareness about national budget information that is readily available, outline the budget process and to develop a child-centred budget document titled the Coolkid’s Guide to the Budget.

“Public participation in the budget process is essential for transparent and accountable governance. In February, the Minister of Finance tables the National Budget, which includes allocations for children and the youth across various national and provincial departments.

“By involving the public, especially young people, the government fosters inclusive development, builds trust in its resource allocation, and ensures that the budget process is accessible and understandable,” National Treasury said on Friday.

The Children’s Budget Engagement targeted children between the ages of 13 to 17 (Grade 8 – 12 learners).

The engagement took place virtually on Wednesday 26 June 2024 while the nation commemorated the month of the African Child as well as Youth Month.

National Treasury officials presented to the children, who in turn engaged and asked questions that were responded to.

Key focus areas included: how the National Treasury makes sure that the budget is spent effectively on realising child rights, the focus of children’s involvement in the decision-making process, and the prioritisation of children regarding Early Childhood Development (ECD), social welfare, health care, and quality education.

“The National Treasury discussed these topics using creative and colourful infographics and mind-maps that made budget education fun and interactive. The WCCC also developed products displaying their understanding of the budget process; these included a budget recipe poster, and a budget story in English, Afrikaans, Xhosa, and South African sign language.

“The Commissioner for Children commended the National Treasury for making the efforts to make budget information available in a child-centred and child-friendly manner. One of the child government monitors said that they love the layout of the pages of the Children’s Budget, they love that it is easy to understand, entertaining, and makes them look forward to learning about the budget.

“The National Treasury invites other stakeholders and provinces to collaborate in hosting similar engagement events to reach groups that are not necessarily aware of or catered for in the budget documents.

The children’s products can be found on all National Treasury and WCCC social media platforms. The Coolkid’s Guide to the Budget is also available on the National Treasury website (www.treasury.gov.za). –SAnews.gov.za

“Keep your heads held high Proteas Men! You have had a great ICC Men’s T20 World Cup campaign and have made the nation proud. See you when you return to Mzansi!” the department said in a social media post on X, previously known as Twitter.

This as India won by seven runs in Saturday’s final.

Bafana draw with Botswana in Cosafa Cup clash

Bafana draw with Botswana in Cosafa Cup clash

Bafana Bafana were held to a goalless draw in the group stages of the Council of Southern Africa Football Associations (COSAFA) Cup on Saturday.

This as national football side took on Botswana at the at Isaac Wolfson Stadium in Gqeberha in the Eastern Cape.

The Group A match ended in a 0-0 stalemate just days after the 1-1 draw against Mozambique in the opening match of the regional tournament.

“Coach Helman Mkhalele’s team had multiple chances to win the match, but just as they did against Mozambique, the home side was unable to make full use of the opportunities and find the breakthrough they needed against a solid Botswana,” said the South African Football Association (SAFA) in a statement.

Mkhalele said his charges should have done better than the final score suggests as they were in control for long periods of Saturday’s encounter.

“We were not in command of the ball, especially in the final third. We looked like we didn’t have the confidence. But again, we were not giving the early support or were unable to read the game to support Thabang Sibanyoni, who was dominating the aerial balls.

“We lacked that confidence. Yes, we did get those half chances, but we were not taking them or we were not approaching them with aggression. We were just more comfortable in dominating the possession in our own half. But we lacked the speed and the penetration to the middle,” said the coach.

Botswana coach Didier da Rosa was very proud of his players, even though they could not find the back of the net.

“It was a second draw (of the tournament after the 0-0 outcome against Eswatini), but at least we didn’t concede any goal. I’m proud of my players today because they followed the plan we worked on. It was very interesting for me as a coach to see these young players so disciplined”.

Mkhalele has a few days to regroup before his charges face Eswatini in the last match of Group A at the Nelson Mandela Bay Stadium at 3pm on Tuesday. – SAnews.gov.za

Gauteng Department of Roads and Transport warns against scammers

The Gauteng Department of Roads and Transport has warned the public of an email scam targeting individuals and companies that have submitted bids for tenders.

“The department urges the public not to fall for this scam, which instructs bidders to call a specific cell phone number to arrange a meeting.”

The department explained that the tender process is transparent.

“Once a bid is closed, there will be no further correspondence with bidders unless clarification is needed, which will be provided in the form of a written letter on official letterhead.

“Additionally, any response will be delivered in writing, not through meetings in person at random venues. Successful bidders will receive a formal letter before any official meetings are arranged to discuss awarded work,” the department said on Thursday.

Free State Premier charts a new path for seventh administration

Newly inaugurated Free State Premier, MaQueen Letsoha-Mathae, has emphasised the urgent need for a dedicated public service, spearheaded by selfless and noble public servants, as government begins the work of the seventh administration.

Letsoha-Mathae said this when she met with the officials in the Office of the Premier at the Bram Fischer Building in Bloemfontein on Thursday.

Addressing the officials, the Premier stressed the importance of creativity, hard work and collective effort to combat the triple challenges of poverty, unemployment, and inequality.

"As we embark on this new journey, I implore you to remember that we are not just public servants, but patriotic citizens tasked with building a united, democratic, non-sexist, non-racial, and prosperous South Africa.

“Let us work together to deliver quality services to our people and make the Free State a beacon of hope and excellence," Letshoha-Mathae said.

The Premier emphasised participatory democracy, urging public servants to take an active role in addressing societal issues.

She reiterated her administration's commitment to providing prudent oversight, overseeing, and coordinating the delivery of quality services, leveraging on the District Development Model (DDM) for integrated development.

Letshoha-Mathae stressed the importance of empowering the previously disadvantaged women and the youth in building a capable developmental state that prioritises the needs of the people.

The Premier said there would be a zero-tolerance approach towards maladministration, unethical practices and laziness of officials.

"The preoccupation of government, moving forward, should be that of ensuring public servants are held accountable and that the state is responsive to the plight of the people,” the Premier said.

Collective approach towards GBVF

Letsoha-Mathae added that there was a need for a collective approach towards ending gender-based violence and femicide (GBVF) in the province and South Africa in general.

The Premier led a GBVF march in Bloemfontein on Wednesday, following the brutal murders of two young women in Mangaung.

The march, held under the banner “March for Justice”, was organised by various sectors and associations of society.

“Together, we are determined to overcome this pervasive threat that has invaded our communities. I urge men to stand up and protect women and children, while encouraging women to never tolerate any form of abuse," Letshoha-Mathae said.

Addressing key government priorities

Meanwhile, announcing the members of the Free State Executive Council for the seventh administration last week, Letsoha-Mathae said the team reflects the commitment to addressing key priorities of the provincial government, enhancing public service, and ensuring a sustainable future for all people.

She said each member brings a wealth of experience, commitment, and a shared vision for the prosperity of our province.

“This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people and reflects our commitment to addressing key priorities of our government, enhancing public service, and ensuring a sustainable future for all our people,” the Premier said.

“This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people,” she said.

The Members of the Executive Council are as follows:
• MEC for Finance, Tourism and Economic Development, Moses Ketso Makume
• MEC for Public Works and Infrastructure, Dibolelo Kathleen Mahlatsi
• MEC for Social Development, Nokwanje Selina Leeto
• MEC for Education, Mantlhake Julia Maboya

Eastern Cape women entrepreneurs aim high

Eastern Cape women entrepreneurs aim high

A Sara Baartman District Women Entrepreneurs Awards (WEA) winner aspires to be a fabric design factory owner who will in turn be able to employ the local people of Makhanda.

Kholiswa Seti of Kholi Designs was named the best smallholder in the rural development category, during the WEA ceremony hosted by the Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR) in the Sarah Baartman and Amathole districts.

As part of the annual Women Entrepreneur Awards, the provincial department has been recognising top performing women who are contributing to economic development and job creation through the agricultural sector.

The objective of the awards is to empower and honour women in agriculture and agro-processing sectors by recognising their contributions.

The awards are an instrument through which the contribution of women in the fight against poverty, hunger and joblessness is recognised to increase participation and visibility of women in the sector.

Expressing her joy in winning the award, Seti--who was displaying her products at the National Arts Festival held this week--said her win happened at the time when she “just identified my niche market.”

She said it was only on Monday when she got great reviews about the quality of her work when she decided to have two pop-ups stalls to showcase her products in a solo marketing venture.

Government assistance

“Just when the excitement got the better of me about this idea, the question was ‘where are you going to get the money girl?’ So, this prize money (R20 000) will make me pull-off this idea of pop-up stalls and I am grateful. Slowly but surely my dreams are coming true [and] soon I will be able to employ more people and have a factory, thanks to the government,” an elated Seti said.

Seti, who received an overlocker and straight industrial sewing machines last year from DRDAR, said before the assistance, she only had one domestic machine and was working alone. Now, she has been able to hire someone on a full-time basis and another part-time.

“I call the industrial machine I received from the department ‘magic machine’ because it is fast and delivers great quality while the overlocker is doing wonders,” she explained.

Kholi Designs produce traditional wear, smart to causal wear, as well as matric dance attire. She said the designs catered for specific seasons, adding that she is currently displaying and selling winter wear at the festival.

Seti is not new to winning awards having won the Best Designer range at the 2017 Nelson Mandela Bay Fashion Week.

Farming for the future

Another winner, Bongeka Gebuza from Khanyisa Agro-organics in Ngqeberha, was awarded the Youth Special Award for her sterling work in her rabbit farming enterprise.

Speaking about her love for rabbits and organic farming, the Bachelor of Science Honours in Agriculture student at Nelson Mandela University, said she was “always interested” in rabbits, especially their nutritional value and how to take care of them.

“When I was gifted three rabbits, I managed to breed them until I had 72,” Gebuza said.

The 34-year-old Gebuza is currently busy with her honours degree research on rabbit manure.

She said her research seeks to look at the soil nutrition where she is planting spinach, using rabbit manure on one side and chemical on the other one.

Gebuza, who casually eats and sells her rabbits, said the prize money will assist her with buying the expensive rabbit feed and improve their cages.

She said she will continue with farming.

“One day I want to be the supplier of rabbit manure. I do not have interest in working as I am more interested in entrepreneurship, but we need funding for that as young people,” an optimistic Gebuza said.

Gebuza encouraged the youth to look into the farming sector, as it has more job opportunities.

“They need to explore and start small while looking for funding,” she said.

The district winners will compete for silverware at the provincial awards ceremony to be awarded by new DRDAR MEC, Nonceba Kontsiwe. The contestants will later represent the province nationally at the awards ceremony to be held in August. – SAnews.gov.za

Investment in rail critical for Africa’s socio-economic growth

Location: News

Investment in rail critical for Africa’s socio-economic growth

President of the Southern African Railways Association (SARA), Hishaam Emeran, has called on the African continent to harness the potential of rail as it has a critical role to play in growing the economy and creating jobs.

“We must harness rail’s potential on the continent and in the Southern African Development Community (SADC) by embarking on ambitious programmes that will expand the role of both passenger and freight rail. These systems have the potential to contribute to our continent’s socio-economic prosperity,” Emeran said on Thursday.

Addressing the Africa Rail 2024 Conference at the Sandton Convention Centre, he said investment in modern rail infrastructure could radically improve efficiencies in the sphere of moving of goods and people.

Emeran, who is also the Chief Executive Officer (GCEO) at the Passenger Rail Agency of South Africa (PRASA), said fixing and upgrading rail is an important goal, given the burden that Africa’s roads carry.

“There is excellent work being done in the logistics space, driven in South Africa by the Presidency. Our transport networks must receive this level of priority because the economic and social costs of a failing rail system, and that of the congested roads we see across the continent, far outweighs the costs of improving and modernising our railway network.

“Also given the high levels of unemployment across much of the continent, affordable, safe and reliable public transport, with rail as the backbone, is critical,” he said.

In 2023, the South African government established the National Logistics Crisis Committee (NLCC), which is chaired by the Presidency and brings together all of the relevant government departments to drive a coordinated response to the logistics challenges.

The committee has achieved steady progress. The Freight Logistics Roadmap was approved by Cabinet, enabling urgent reforms in the freight logistics sector.

A crucial reform is the development of a Network Statement, which sets out the process for rail operators to access the network.  A draft statement was released for public comment.

The Freight Logistics Roadmap outlines a range of actions required to restore the efficiency and competitiveness of key industry supply chains, as well as ports and rail more generally. –SAnews.gov.za

Governance experts appointed to lead intervention in eThekwini

Governance experts appointed to lead intervention in eThekwini

Two governance experts have been appointed to lead an intervention in the eThekwini Metropolitan Municipality.

KwaZulu-Natal Cooperative Governance and Traditional Affairs MEC, Reverend Thulasizwe Buthelezi, says former eThekwini Municipality Manager, Dr Mike Sutcliffe, and former Director-General in the Presidency, Dr Cassius Lubisi, were appointed as governance experts during an Executive Committee (EXCO) meeting of the municipality, held on Thursday.

The intervention comes amid ongoing battles in the metro, including rampant crime, service delivery issues, and aging infrastructure.

The two have been appointed under Section 154 of the Constitution, which states that “The national government and provincial governments, by legislative and other measures, must support and strengthen the capacity of municipalities to manage their own affairs, to exercise their powers and to perform their functions”.

Buthelezi said the department aims to restore eThekwini to its former status as the jewel in the crown of KZN.

“This action by the provincial government underscores the commitment to clean governance and accelerated service delivery, as pronounced by Premier Thamsanqa Ntuli,” Buthelezi said.

The strategic support under Section 154 will entail building a clean, effective, efficient responsive and accountable local government; implementation of findings of investigation reports; addressing non-compliance with terms and conditions, including poor spending on allocated grants for various projects; and strengthening partnerships between civil society, the business sector and other critical role-players - to restore public and investor confidence.

Buthelezi said the appointed team will provide monthly reports to the MEC and will be in operation for 12 months, starting from 1 July 2024.

The Executive Committee has commended the MEC for the intervention and committed to work together with the appointed team. – SAnews.gov.za

Call to dispel myths associated with albinism

Call to dispel myths associated with albinism

The Department of Women, Youth and Persons with Disabilities has joined the global community in calling for more efforts to raise awareness of the rights of persons with albinism.

Albinism is a genetic condition that affects around one in 4 000 people in South Africa.

It is a rare condition that can result in a lack of melanin pigment, and people with albinism in South Africa are considered to have a lifelong physical impairment and disability.

The department’s Director-General, Advocate Mikateko Maluleke, said access to adequate learning, participation in economic opportunities and employment remains a challenge for learners and youth with disabilities, including those with albinism in South Africa.

“The National Albinism Task Force in South Africa and Amnesty International called on the South African government to take immediate steps to respect, promote, and fulfil all the rights of persons with albinism and ensure that all those who violate such rights are held accountable.

“For this reason, we call on all the youth of South Africa to support all the youth programs and initiatives from civil society; government, and the private sector aimed at educating and creating awareness on albinism,” Maluleke said.

Maluleke highlighted that the Constitution of the Republic of South Africa guarantees that everyone has the right to life, emphasising that people with disabilities, especially youth with disabilities, are particularly at risk and require specific measures to protect this right.

“The Department of Women, Youth and Persons with Disabilities, through its Disabilities Rights Awareness Campaign continue to encourage civil society organisations and the private sector to invest in public educational programmes that will help to dispel the misconception and discriminatory practices on albinism,” Maluleke said. – SAnews.gov.za
