Parliament notes dates for first sittings of National Assembly

Parliament has noted the dates for the first sittings of the National Assembly (NA) and the National Council of Provinces (NCOP), as confirmed by Chief Justice Raymond Zondo on Monday.

“The Chief Justice confirmed 14 and 15 June as the dates for the first sittings of the Houses of Parliament in a letter to the Secretary to Parliament, Xolile George,” Parliamentary spokesperson Moloto Mothapo said.

READ | First sitting of the National Assembly to be held on Friday

According to Section 51(1) of the Constitution, the first sitting of the National Assembly must take place at a time and on a date determined by the Chief Justice and within 14 days after the election results have been declared.

Mothapo explained that during the first sitting of the NA, the Chief Justice will swear in the designated members and administer the oath or affirmation of faithfulness to the Republic and obedience to the Constitution.

All members must take this oath or affirm faithfulness before they can perform their functions in the assembly.

“Following the swearing in of the members, the Chief Justice will preside over the election of the NA Speaker. Once the Speaker has been elected, he or she will then preside over the election of the Deputy Speaker,” Mothapo said.

After the Deputy Speaker has been elected, the Chief Justice will then take over again and preside over the election of the President.

In the NCOP on 15 June, the Chief Justice will swear in and administer the prescribed oath and affirmation to the members and thereafter preside over the election of the NCOP Chairperson. The Chairperson will preside over the election of the NCOP Deputy Chairperson.

The rules that will apply during the first sittings were gazetted by the Office of the Chief on 30 May 2024.

Progress in payment of private student accommodation

Progress in payment of private student accommodation

The National Student Financial Aid Scheme (NSFAS) Administrator, Freeman Nomvalo, says a bulk payment of accommodation allowances was processed by the end of May 2024 and beginning of June 2024, with the next scheduled payment expected by mid-June 2024.

Nomvalo said NSFAS has been consulting with various stakeholders since his appointment as the Administrator, and one of the critical stakeholders consulted are the landlords for private student accommodation who raised concerns regarding the outstanding payment of student accommodation allowances.

Nomvalo has assured the stakeholders that a bulk payment of accommodation allowances has been processed by the end of May 2024.

“The next scheduled payment will be not later than 18 June 2024 to clear all legitimate claims. These interventions are intended to provide the much-needed relief to private student accommodation landlords,” Nomvalo said.

The Administrator has urged the landlords, who still have outstanding payments, not to evict students, as NSFAS is committed to ensuring that all legitimate claims are resolved not later than 18 June 2024.

He encouraged landlords who did not submit their claims for outstanding payments to refer their queries to NSFASAccomProv@nsfas.org.za.

Nomvalo reiterated his call to all Technical Vocational Education and Training (TVET) college students, who still do not have bank accounts, to open them with banks of their own choice and submit their bank accounts on the NSFAS established portal in order to avoid delays in their payment allowances.

“The banking details provided must belong to the student to enable NSFAS to verify these against the student's details on our record and minimise potential risks,” Nomvalo said.

The Administrator also encouraged members of the public to only rely on official communication from NSFAS, as opposed to deliberate misinformation about the work of the scheme, which often appears in various social media platforms.

The Administrator further reiterated his commitment to constructively engage with all stakeholders to find workable solutions for the stability of the Post-School Education and Training in South Africa system and success of the students. – SAnews.gov.za

City Power implements load reduction

Location: News

City Power implements load reduction

Johannesburg’s power utility, City Power, is expected to begin implementing load reduction in areas it says have “exceedingly high” electricity usage levels.

The load reduction is expected to be implemented from this morning.

More than 80 areas will be affected and grouped into six blocks for load reduction, which will not exceed 2.5 hours per block.

“The decision to initiate load reduction follows extensive efforts to encourage customers to use electricity wisely and efficiently in recent weeks.

“Despite warnings about the constrained electricity network in the city, residents have not reduced their electricity consumption, and energy demand has continued to rise,” the utility’s spokesperson, Isaac Mangena, said.

Mangena explained that consumption in the metro has reached “critical levels, forcing… City Power to embark on stringent measures to protect the grid from total collapse”.

“City Power has recorded an enormous increase in the average evening peak load in some areas, which went up by 65%, from 25MW during the summer months to 33MW between April and May 2024. In some instances, the load reaches 42MW, constituting a 110% increase in consumption levels in comparison with the warmer season.

“During January and March this year, the average off-peak consumption at some of our substations has been sitting at 20MW. Between April and May, consumption shot up by 50%, increasing the off-peak load to 30MW. With temperatures expected to drop even more between June and July, the consumption levels could have dire consequences on our network infrastructure if load reduction is not urgently implemented,” he said.

The power utility is also embarking on other measures to work in tandem with load reduction.

“Part of our measures to lighten the load on the grid through load reduction includes the installation of ripple relays. A ripple receiver is part of a load management system used to control the electricity supply to the geyser during peak hours.

“Geysers are among the biggest electricity guzzlers, accounting for up to 50% of monthly household energy costs. These ripple relay receivers at different households are connected to at least 69 of our substations, and we can monitor customers’ consumption load remotely. City Power will remotely switch off the customer geyser once they reach high consumption levels,” Mangena said.

Illegal connections

The spokesperson said illegal connections are also contributing to an already “severely strained” electricity network.

“City Power continues to intensify the removal of illegal connections and revenue collection operations across the City of Johannesburg this winter season. This seeks not only to alleviate pressure on the system but to recover the billions owed to it and send a strong message to non-paying customers to pay for the services they use daily or have their power supply cut off.

“From our observations, those who are illegally connected or tampered with meters, are amongst the highest consumers of electricity, because they do not experience the financial consequences of keeping high and irresponsible usage,” he said.

The schedule for load reduction is available on the City Power website. – SAnews.gov.za

Net closes in on illicit goods trade

The South African Police Service (SAPS) says it remains relentless in its pursuit to dismantle the trade in counterfeit and illicit goods nationwide.

On Friday, the National Counterfeit Goods Unit led an operation in the Johannesburg CBD which resulted in the arrest of two Chinese nationals and the seizure of counterfeit goods with an estimated value of R5.8 million.

Police also arrested two Ethiopian nationals for contravening the Immigration Act No. 13 of 2002 during the operation.

Almost 7 000 counterfeit items imitating well-known brands were seized, which included sports apparel, clothing, shoes, perfumes, sunglasses, watches and bags.

The team comprised SAPS members from various specialised units, officials from the South African Revenue Service (SARS), Gauteng Traffic's Saturation Unit, Brand Protectors, Crime Prevention Wardens and private security.

In the past eight months, the National Counterfeit Unit, in collaboration with its various crime fighting partners, seized over R400 million worth of counterfeit and illicit goods during various takedown operations in different parts of the country. The unit was established in November last year. – SAnews.gov.za

Government on track to deliver printing machine for driver’s licence

The Department of Transport says it is on track to deliver a new driver's licence card and printing equipment for the country amid the initial challenges of finding a suitable service provider/s.

“With the evaluation and adjudication of the bids completed, the department is almost on the brink of pronouncing a new dawn in the driving licence card environment, with the audit process being the only last hurdle standing in the way,” the department said on Monday.

Cabinet gave a go-ahead for the department to produce a new driving license card for the country on 30 August 2022.

As a result, the department embarked on its first attempt to source a service provider to deliver a turnkey solution.

“The above bid was advertised on 10 November 2022. This bid process was unsuccessful, resulting in a re-advertisement of the bid on 5 April 2023. Bid DLCA/2023/01: Provision of a Turnkey Solution for Personalisation of Smart Driving Cards in South Africa was advertised in the government tender portal,” the department said.

The above bid closed on 5 May 2023, and owing to its technical complexity, this bid continues to be under consideration, which requires the department to adhere to prescribed supply chain management (SCM) prescripts and regulations.

Guided by the above, the department received five bids from the following bidders:

  1. Ren-form Corporate Print Media.
  2. Nec Xon Systems (Pty) Ltd.
  3. Muehlbauer ID Services
  4. Gemalto Altron Fintech Southern Africa.
  5. Idemia Identity and Security — South Africa.

With the evaluation and adjudication of the bid completed, the department has emphasised that the bid is undergoing standard and required probity/audit processes.

The department cannot finalise the bid process until the above is completed.

“The department pleads for patience as it is prohibited by law not to poke its nose into the affairs of the bidding committees. In compliance with the rules and regulations on tender processes, the department can therefore not be characterised as lacking transparency. The department will pronounce on this matter when all processes have been completed,” it said. – SAnews.gov.za

First sitting of the National Assembly to be held on Friday

The first sitting of the National Assembly is expected to be held at 10am on Friday.

This, according to a statement released by the Office of Chief Justice Raymond Zondo.

South Africans cast their votes on 29 May in the country’s most contested elections since the dawn of democracy.

Section 51(1) of the Constitution empowers the Chief Justice to call the first sitting of the National Assembly after national elections.

“During the first sitting of Parliament the Chief Justice will administer the prescribed oath or affirmation, as the case may be, to members of the National Assembly.

“This is an oath or affirmation of faithfulness to the Republic and obedience to the Constitution which section 48 of the Constitution requires members of the National Assembly to take before they may perform their duties as members of the National Assembly,” the statement read.

This will be preceded by the election – by the members – of the Speaker of the National Assembly.

“Once the Speaker of the National Assembly has been elected, he or she will then preside over the election of the Deputy Speaker. After the Deputy Speaker has been elected, the Chief Justice will then take over again and preside over the election of the President,” the office explained.

The first sitting of the National Council of Provinces (NCOP) is expected to be held on Saturday.

New Catchment Management Agencies to ensure good water governance

Location: News

New Catchment Management Agencies to ensure good water governance

In an effort to ensure the involvement of stakeholders in the management of water resources, the Department of Water and Sanitation is expected to launch four Catchment Management Agencies (CMAs).

They will be launched during the Water Institute of Southern Africa (WISA) conference  set to take place in Durban this week.

The establishment of the Catchment Management Agencies is in line with the provisions of the National Water Act (NWA) and the National Water Policy for South Africa.

The purpose of Catchment Management Agencies is to enhance decentralised decision-making in managing water resources, in an integrated manner, at a local level.

The department said the CMAs will ensure participative management, good water governance and integrated planning and improving co-operative governance of the country’s water resources, in order to achieve the objectives of the National Water Act, equity, accessibility and government’s commitments to improving service delivery.

“A CMA manages all the water resources in a water management area at the catchment level. This means that a CMA is responsible for the protection, use, development, conservation, management and control of all the water resources in that particular water management area (WMA).

“This responsibility requires that all spheres of government, water users and communities in the water management area participate with CMAs as partners,” the department said in a statement.

Water and Sanitation Minister, Senzo Mchunu, finalised the appointment of Board Members of the Pongolo–Umzimkhulu and the Vaal-Orange Catchment Management Agencies, a decision concurred by Cabinet.

The Boards of Pongola-Umzimkhulu and Vaal-Orange CMAs appointments became effective from 1 December 2023.

The department has reconfigured the number of CMAs to six, including Limpopo-Olifants, Vaal-Orange, Pongola-Umzimkulu, Mzimvubu-Tsitsikamma, Breede-Olifants and Inkomati-Usuthu.

The boards, as the accounting authority, will operationalise the CMAs including developing the catchment management strategy, effective participation of stakeholders and management of water resources in the water management area.

“In addition, the CMA will be more responsive to water user needs and speedy decision-making around water resources management and create a customer-focused culture for water resources management,” the department explained.

The appointed board members for Pongolo–uMzimkhulu include Dr Thava Kelly (Chairperson), Sibusiso Makhanya (Deputy Chairperson), Hlengiwe Ndlovu, Bhekumuzi Gumbi, Dr Lembi William Mngoma, Snenhlanhla Mngadi, Professor Purshottama Reddy, Mdandla Myeni, and Nokuthula Khanyile.

This CMA is an amalgamation of the previous WMA areas within the KwaZulu-Natal province, such as half of the Pongola-Usuthu WMA, the Thukela WMA, and the Mvoti-Mzimkulu WMA. Interim Chief Executive, Swaswa Ntlhoro, was appointed for the transitional phase.

The appointed board members for the Vaal-Orange CMA, which operates in the Central North-eastern part of South Africa and extends from Ermelo in Mpumalanga to Kuruman in the Northern Cape, include Desmond Solomon Fransman (Chairperson), Tsakane Zwane (Deputy Chairperson), Hubert Thompson, Nontuthuzelo Njeza, Nakana Masoka, Ponatshego Mothibi, Doris Dondur, Dichikane Mashego, and Louis Van Oudtshoom. Interim Chief Executive, Solomon Mathebula, was appointed for the transitional phase.

“The Minister has finalised the appointment of Board members of Mzimvubu-Tsitsikamma and awaiting concurrence by Cabinet. Interim Chief Executive, Sibusiso Mjwara, was appointed for the transitional phase. This agency’s footprint covers the majority of the Eastern Cape, and includes portions of KwaZulu-Natal, Western Cape, and the Northern Cape.

“For the Limpopo-Olifants CMA, the Advisory Committee has concluded their recommendation for the appointment of the Board and is awaiting the vetting of candidates and concurrence by Cabinet,” the department said.

Water Institute of Southern Africa conference

Meanwhile, the three-day Water Institute of Southern Africa conference will take place at Inkosi Albert Luthuli International Convention Centre in Durban, KwaZulu Natal, from 12-14 June 2024.

WISA conferences provide a platform to discuss problems and solutions facing the water and related sectors. The conference is used to create mechanisms and collaborations, to ensure an enabling environment to set us on a path of implementation and impact. – SAnews.gov.za

City of Tshwane, Water and Sanitation sign agreement to address water issues

Location: News

City of Tshwane, Water and Sanitation sign agreement to address water issues

The City of Tshwane has set the wheels in motion towards formalising partnerships that will contribute towards addressing the city’s water and sanitation related challenges.

The National Department of Water and Sanitation (DWS) is among the strategic partners which the city has approached not only to be involved as a regulator, but to also collaborate on various issues and leveraging the department’s technical and financial resources to jointly address the metropolitan municipality’s other challenges, including the Hennops River pollution, Rooiwal Wastewater Treatment Works and inadequate human resources.

The City of Tshwane and the department have signed a Memorandum of Understanding (MoU) to collaborate on various strategic areas including infrastructure planning and development, water resource planning and infrastructure solutions, and capacity building for the municipal officials.

The agreement was signed on Monday by Tshwane City Manager, Johann Mettler and Deputy Director-General for Water and Sanitation Services, Dr Risimati Mathye, at the city’s headquarters in Tshwane House.

The parties said discussions are at an advanced stage to finalise a flagship engineering candidacy development programme, which will see the secondment of candidate engineers to the City of Tshwane, as well as professional engineers who will be contracted to the city for a three-year period.

A team of engineers has undergone training under the department.

In addition, the Department of Water and Sanitation will offer free mentorship through its database of mentors to the candidate engineers to assist them to obtain their professional registration with the Engineering Council of South Africa (ECSA).

Once implemented successfully, the programme will assist the city in complying with the new ECSA Identification of Engineering Work Regulations.

Mathye said collaboration between the two entities is significant, particularly on the Water and Sanitation side, to fulfil its role as a regulator of the water and sanitation sector.

“Addressing our major water challenges requires a collaborative effort between the city and key water stakeholders and the DWS is one of those key players.

“We have been facing significant water challenges which have been affecting some of our residents for a longer period [and] some of these challenges can be linked to ageing infrastructure and maintenance challenges at some of our Water Treatment Plants.

“We are pleased by the will and zeal that has been shown by the city in ensuring collaborative efforts and allow us to work together in different spheres of government to ensure efficient services to the residents of Tshwane. It has always been our intention to work with local government across to capacitate them where we can, to achieve Sustainable Development Goals, particularly Goal 6, to realise clean water and decent sanitation provision to communities,” Mathye said.

Other key areas of collaboration that the MoU will focus on include:

• Water resource planning and infrastructure solutions in line with the city’s Climate Action Plan.
• Infrastructure planning and development.
• Collaboration on water and sanitation-related programmes.
• Sustainable Development Goal 6 - Clean Water and Sanitation.
• Training and capacity building including secondment of staff between the parties.
• Education and awareness campaigns.
• Knowledge-sharing.
• Benchmarking of programmes like Green Drop, Blue Drop, No Drop.
• Joint enforcement programmes for water pollution prevention.
• Exploration of alternative water and sanitation technologies with DWS and its entities.
• Key bulk infrastructure in line with the Metropolitan Spatial Development Framework and Regionalised Spatial Development Framework.
• Any other additional area that the parties may agree to collaborate on in future.

The signed MoU reinforces the ideal of the Intergovernmental Relations Act, Act No. 13 of 2005 which implores a concerted effort by government in all spheres to work together and to integrate as far as possible their actions in the provision of services, the alleviation of poverty and the development of society. – SAnews.gov.za

Call to minimise marine pollution

Location: News

Call to minimise marine pollution

Forestry, Fisheries, and the Environment Minister, Barbara Creecy has urged citizens to play their part in minimising marine pollution by adopting sustainable practices, including reducing littering, participating in beach clean-ups, and recycling materials.

Creecy made the call as South Africa joined the global community in celebrating World Oceans Day (WOD), held under the theme ‘Awaken New Depths.’

Observed on 08 June, the main objective of this year's WOD celebrations was to highlight the vital role of oceans in shaping socio-economic realities and environmental sustainability.

World Oceans Day also falls in June which is observed as Environment Month in South Africa.

“As a maritime nation bordered by three vast oceans — the Atlantic, Indian, and Southern, South Africa recognises the significance of our oceanic territory and the imperative to deepen our understanding and ensure protection of this invaluable ecosystem. Oceans influence weather patterns, support diverse ecosystems, and provide livelihoods for millions of people worldwide, including 40% of South Africa's population residing within 100km of the coastline.

"The theme ‘Awaken New Depths’ encapsulates our commitment to explore and harness the immense potential of our oceans. Through concerted efforts, we aim to enhance our understanding of marine environments and promote sustainable use for the benefit of current and future generations," Creecy said.

With an Exclusive Economic Zone (EEZ) extending 200 nautical miles into the ocean surrounding the mainland and encompassing territories such as the Prince Edward and Marion Islands, South Africa boasts a vast maritime area of 1.5 million square kilometres.

Despite this expansive territory, much of the world's oceans remain unexplored, emphasising the need for increased awareness and conservation efforts.

Creecy said South Africa has in the past few days experienced adverse weather conditions that have led to the destruction of property and loss of life, noting that the origin of this weather phenomena can be traced back to its source, the ocean.

“The heavy rains in the Eastern and Western Cape and KwaZulu-Natal were due to the air-sea interaction processes. South African scientists and international collaborators are working hard to study these extreme events to understand their frequency and magnitude in future to be able to mitigate against devastating impacts in future.

“By working together, we can unlock the vast potential of our oceans while preserving their ecological integrity for generations to come. As we commemorate World Oceans Day, let us awaken to the depths of our oceans and embrace our role as custodians of these precious resources. - SAnews.gov.za

The two learners were announced as the winners of the competition following their impressive presentation on their innovation awareness project “Drop-Drop”, earning them an opportunity to showcase their project on a global platform and compete against other talented learners from around the world.

The duo also walked away with prizes including R15 000 each, tickets to Sweden, laptops, a first-place trophy, R10 000 allowance and bursaries to further their education at the university of their choice.

Sanelisiwe and Sandisiwe expressed their gratitude and excitement for the opportunity to represent South Africa on the global stage.

“We feel super excited, we are so emotional right now. We are so grateful to the teachers, mentors, and everybody who supported us to this far and our family," the duo said.

They also pledged to elevate South Africa to new heights and secure the top spot on the global stage of the competition with their awareness approach.

Following closely behind was Kimberly Technical School, whose impactful awareness project secured them second place. The school received  prize of R14 000, bursary, laptops, and a second-place trophy.

Middleburg Muslim Secondary School in Mpumalanga also made a strong showing, earning third place for their outstanding awareness project plus R12 500, a laptop, and a bursary.

The learners from all nine provinces who participated in the national finals were also rewarded with bursaries and laptops to support their academic pursuits.

Pumla Ncumshe from the Department of Water and Sanitation said the event served as a testament to the bright future of the youth in South Africa and their commitment to making a positive impact in their communities and beyond.

“As we look towards the Stockholm Junior Water Prize in August, we cannot help but feel inspired by the dedication and creativity displayed by these young individuals. Their projects serve as a reminder of the importance of water conservation and the role that young people can play in shaping a sustainable future for all.

“Congratulations to all the participants, and best of luck to Sanelisiwe and Sandisiwe as they represent South Africa on the international stage. Also, congratulations to the winners of the 2024 national finals, as well as all the participating schools, regional coordinators, media houses, and stakeholders who contributed to the success of the program,” Ncumshe said. – SAnews.gov.za

Dark and Lovely Moisture Plus Kits recalled

The National Consumer Commission (NCC) is urging consumers in possession of 50ml single use neutralizing shampoo contained in Dark and Lovely Moisture Plus Kits (Regular, and Super) and Dark and Lovely Anti Breakage Kit to discontinue use of the product and return it to the point of sale for a full refund.

NCC’s Deputy Commissioner, Thezi Mabuza said the manufacturer, Loreal informed the Commission that it detected the presence of bacteria in the 50ml single use neutralizing shampoo during regular quality controls.

“While this is single-use shampoo, we urge South Africans who might still have these products in their possession to stop use and return to the point of purchase for a full refund. According to the manufacturer, using this shampoo may lead to scalp infections in those with compromised immune systems” Mabuza said.

The product, which was produced in April 2023, was distributed nationally, and exported to neighbouring countries such as Zambia, Zimbabwe, Namibia, Kenya, Ghana, Botswana, Eswatini, Lesotho, Morocco, and Nigeria.

“The Consumer Protection Act requires that manufacturers and producers of products produce, and supply goods and products are of good quality and free of defects. We urge suppliers and manufacturers to always prioritize consumer safety. The Commission is monitoring the recall based on its Recall Guidelines” Mabuza said.

Gautrain marks 14 years of operations

Gautrain marks 14 years of operations

As Gautrain marks 14 years of operations, Gautrain Management Agency Chief Executive Officer, Tshepo Kgobe has described the high-speed rail network as a trailblazer in the South African rail and public transport sector.

In June 2010, the Gautrain saw the first ride for commuters leave the Sandton Station for O.R. Tambo International Airport, just in time for the 2010 FIFA World Cup.

Highlighting some of the Gautrain project successes, Kgobe said since it started operating on 08 June 2010, the project has successfully completed approximately 192.8 million passenger trips.

“The idea of a high-speed rail network with an 80-kilometre route between the North, South, and East of the Gauteng province, sounded like a pipe dream to many when the Gauteng Provincial Government announced it. Fourteen years later, 1 500 staff are employed across operations and administration of the Gautrain project and we have managed to maintain an average of more than 90% availability and punctuality across all Gautrain services.

“The Gautrain’s transport network includes 10 stations that connect Johannesburg, Pretoria, Ekurhuleni, and O.R. Tambo International Airport, 96 rail cars (24 x4 electric multiple units), a fleet of 125 heavy haul buses, and 29 midibuses. In many ways, the Gautrain is a trailblazer in the South African rail and public transport sector…it is the first and only rapid rail network in the country, and it was the first Public-Private Partnership (PPP) of its scale in South Africa when it was launched,” Kgobe said.

On the 14th anniversary of Gautrain’s launch, and in a year that South Africa marks 30 years of democracy and freedom, Kgobe maintained the Gautrain has proven to be more than just a transport project saying it “it is playing a bigger role in transforming spaces, people, and the economy through mobility.”

“The Gautrain has brought jobs, new skills, the easing of mobility for ordinary people, and major economic developments around stations. It is estimated that R46 million total GDP [gross domestic product] impact has been added to the Gauteng Provincial Government economy and a total of 245 000 jobs have been created due to property development induced by the Gautrain.

“The Gautrain is a strategic national asset valued at R45 billion, and once the current concession expires at the end of its 19.5-year term, the costs of establishing this long-term asset will have been paid off, allowing the Post 2026 Gautrain Project to reap the economic benefits. With a shared vision and strong team effort, a dream of a world-class public transport system became a reality,”Kgobe said.

Kgobe also announced that the current concession agreement between the Gauteng Provincial Government and the Bombela Concession Company comes to an end in 2026, and the Gautrain Management Agency has already gone to market to invite bids for the next concessionaire.

He added that the new delivery partner will operate, maintain, modernise, innovate, and upgrade the current Gautrain system so that it continues to provide a safe and efficient public transport service. – SAnews.gov.za

Limpopo Working on Fire prepares for winter fire season

The Department of Forestry, Fisheries and the Environment and Working on Fire-Kishugu Joint Venture (WOF-Kishugu JV) in Limpopo, has officially started preparations for the winter fire season through the Yellow Card Training Assessments to mentally and physically prepare its firefighters in the province.

WOF-Kishugu JV Limpopo spokesperson, Ofentse Letswalo said over 500 firefighters stationed at 26 bases in the province will participate in the training at their bases.

“So far, Mogalakwena; Molemole; Mapungubwe; Tzaneen and Soekmekaar have successfully completed their Yellow Card Training Assessments and are considered ready and prepared for the winter fire season,” Letswalo said.

According to Letswalo, the province is expecting a busy fire season compared to previous years.

Letswalo said the winter fire season starts from June to October, annually, however, WOF Limpopo has already dispatched ground teams to suppress over 30 wildfires.

“The firefighters attached to the Working on Fire Limpopo will be assessed in specialised firefighting techniques, theoretical knowledge, snake identification, and awareness during the yellow card training. The training will also include WOF standard fitness, which involves a 2.4km run; press-ups; sit-ups, and pull-ups within a set timeframe,” Letswalo said.

Celebrating 20 years of sustainability, the Working on Fire Programme is part of the South African Government's initiative to create jobs and alleviate poverty.

Today, WOF employs more than 5000 young men and women, who have been fully trained as veld firefighters and are stationed in over 200 bases throughout South Africa. – SAnews.gov.za

SANDF names soldier killed in the DRC

SANDF names soldier killed in the DRC

The South African National Defence Force (SANDF) on Thursday revealed the name of the soldier who died in the line of duty in the Democratic Republic of the Congo (DRC).

Sergeant Mbulelo David Ngubane passed away last Thursday, on 30 May 2024, following contact between the M23 and Southern African Development Community (SADC) forces.

Ngubane, who was 39 years old, was the operational medical practitioner in the South African Military Health Service (SAMHS).

“He was shot and killed when the ambulance in which he was tending to injured members was attacked,” the SANDF explained, adding that the ambulance was marked as a medically-equipped vehicle.

“This unfortunate incident occurred even though the Geneva Convention on Law of Armed Conflict clearly stipulates categories of protected persons and objects like medical personnel, medical transport in particular and other establishments of this nature during an armed conflict,” the statement read.

According to the SANDF, the act goes against published international norms in the conduct of armed conflict.

The SANDF soldiers are part of the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC) deployed to support and assist the government of Africa's second-largest country to restore peace, security and stability.

In February this year, Captain Simon Mkhulu Bobe and Lance Corporal Irven Thabang Semono were killed and three of their colleagues were injured in the DRC after a mortar bomb landed inside one of the South African contingency military bases.

The force said Ngubane’s memorial service and funeral will be communicated soon.

The Minister of Defence and Military Veterans Thandi Modise, Deputy Minister Thabang Makwetla, the Acting Secretary for Defence Dr Thobekile Gamede and the SANDF Chief General Rudzani Maphwanya expressed their heartfelt condolences to Ngubane’s family, friends and colleagues. – SAnews.gov.za

New vehicle fleet for the SAPS

New vehicle fleet for the SAPS

Police Minister General Bheki Cele has handed over 130 cars to the Local Criminal Records Centre (LCRC) of the South African Police Service (SAPS).

The vehicles are set to enhance and improve, among other functions, the response time to crime scenes by crime scene experts.

Speaking at the handover ceremony held at the Pretoria Police Academy, Cele said progress is being made in capacitating the police.

“We are working very hard to capacitate the organisation,” Cele said on Friday, adding that student police officers are part of the plan to the capacitate the force.

“We had to go Parliament, to the Portfolio Committee to be given permission to purchase this equipment that is supposed to be used by the intelligence world. Our job is to prevent, combat and investigate.”

Cele said the vehicles will play a role in assisting the police in their investigations, linking suspects to crime scenes through evidence collection and analysis.

Some of the vehicles will be distributed to the provinces.

Last month the Minister officiated at a ceremony where 78 vehicles were handed over to the Illicit Mining task teams also known as Operation Vala Umgodi.

Since inception in December 2023, Operation Vala Umgodi has resulted in the arrest of more than 6000 suspects including the seizure of uncut diamonds worth R32 million.

President Ramaphosa tells flood hit communities that government is ready to assist

President Cyril Ramaphosa has assured the people of Kariega in the Eastern Cape that government will step in to help them following devastating floods which have hit the region.

At least nine people have lost their lives in the Eastern Cape due to the floods. Thousands have been displaced, with infrastructure and housing damage estimated to have reached billions of rands.

Speaking in Kariega on Friday, President Ramaphosa told the community that they are not alone during this difficult time.

“The storm has caused great damage in this place. Government must come and help and it will help. Government will come to help all of you.  Within 30 days, we will have provided temporary housing for those who have lost their houses. In the meantime, we will have accommodation for those who have been displaced.

“This is very painful and I am very sorry that we have this situation. But I want to [assure] that government will walk this road with you,” he said.

Those who have lost loved ones will also receive help from government.

“The local government is here. The provincial government is here and all its departments as well as the national departments. The extent of the damage is huge.

“It’s a disaster and we are going to deal with it as a disaster. The sad part is that there are people who have died. We, as government, are going to help those families where people have died and our social welfare department is going to support those families as much as we can and make sure that burials do happen.

“There are people who are injured… who have had to go to hospital and we are going to make sure that they get good healthcare once they are in hospital.

“Those people who have become displaced… we are going to make sure that they are put in a same place and moved from that safe place and put in temporary accommodation, which we are in the process of preparing and building,” he said.

President Ramaphosa thanked churches and the Gift of the Givers who have stepped in to also lend a hand to those in need.

“We are grateful that we have our churches…that have come through and helped the people. We say thank you very much.

“We also want to say thank to other people, like the Gift of the Givers… They are very good and they move very quickly when they are disasters. We thank you them for that… We are thankful to have an organisation like the Gift of the Givers,” he said. – SAnews.gov.za

Government hastens flood relief efforts in the Eastern Cape

Government hastens flood relief efforts in the Eastern Cape

Eastern Cape Premier Oscar Mabuyane has assured residents of the Nelson Mandela Bay Metropolitan Municipality that government is putting together resources to improve the dire situation caused by the deadly floods this week.

"Currently, government is conducting an assessment of damages and requests communities to remain united, vigilant, and monitor weather updates as further rainfall is anticipated", Mabuyane said.

Parts of the Eastern Cape were battered by floods earlier this week, with the Buffalo City and Nelson Mandela Bay metros being the most affected areas.

Homes have been destroyed and over 1000 families have been displaced. There has been massive damage to infrastructure.

The rains have claimed the lives of at least 10 people.

Mabuyane called on the private sector to partner with government in lending a hand to the victims. This as government is fast-tracking relief efforts.

He joined a Ministerial delegation representative of all three spheres of government who conducted an oversight visit to flood-stricken areas in Gqeberha on Wednesday.

The day started with a technical meeting between the three spheres of government where they received feedback from the Disaster Response Teams on the work being done to provide humanitarian relief to those affected and the implementation status of further interventions.

The visits to Qunu, Izinyoka, Nomakanjani and Bongweni informal settlements and Kariega were led by Cooperative Governance and Traditional Affairs Minister, Thembi Nkadimeng, Human Settlements Minister Mmamoloko Kubayi, Transport Minister Sindisiwe Chikunga, together with Mabuyane, Deputy Ministers, MECs, Members of Mayoral Committees and the Mayor and the Deputy Mayor of Nelson Mandela Bay Metro.

Minister Kubayi called for the urgent relocation of families currently housed at mass care centres to temporary emergency accommodation, inclusive of safer places for mothers and small children, as an immediate action and temporary residential units as a medium to long-term intervention.

Kubayi reiterated government’s calls for the public to remain vigilant during heavy rains or flooding and urged all road users to be cautious on the roads.

Nkadimeng has instructed the National Disaster Management Centre (NDMC) to work closely with the Joint District Operations Centre, the Eastern Cape provincial government, as well as the affected municipalities to further provide assistance and support to those affected by the floods. – SAnews.gov.za
