Second Adjustments Appropriation Bill, the Electoral Matters Amendment Bill signed into law

President Cyril Ramaphosa has signed into law the Second Adjustments Appropriation Bill and the Electoral Matters Amendment Bill.

In signing the two Bills, President Ramaphosa said: “In a year in which voters are presented with the greatest diversity of electoral choice, the legislation that is now enacted constitutes tangible, material support for a vibrant, competitive, open and equitable electoral system and democratic culture.”

According to the Presidency, the two Bills will expand “financial resources for South Africa’s multiparty democracy, including support for independent candidates and representatives”.

“[The] Second Adjustments Appropriation Bill…provides for a net movement of R290 million across functions and economic classifications in line with the requirements of the state.

“Furthermore, the Bill provides additional financial support to a number of departments and institutions, including R200 million to the Department of Home Affairs for the purpose of transferring the money to the Independent Electoral Commission for the Represented Political Parties Fund,” the Presidency said.

The resources in the fund are to be provided annually from the National Revenue Fund and expected to be distributed to political parties represented in both the national and provincial legislatures.

“By providing for this funding, the Second Adjustments Appropriation Bill gives effect to the provision of Section 236 of the Constitution of the Republic of South Africa, 1996, which directs that national legislation must provide for the funding of political parties participating in national and provincial legislatures on an equitable and proportional basis,” the Presidency said.

The Electoral Matters Amendment Bill, the Presidency explained, amends the Political Party Funding Act of 2018 to provide for the regulation of the private and public funding of independent candidates and independent representatives, among other provisions.

“The Bill makes consequential amendments to the Electoral Act of 1998, the Electoral Commission Act of 1996 and other relevant legislation, which arise from the introduction of independent candidates and independent representatives in the National Assembly and provincial legislature.

“In this context, the new legislation provides for independent representatives to receive funds from the Multi-Party Democracy Fund, which is also administered by the Independent Electoral Commission.

“While the Represented Political Parties Fund is resourced by the fiscus, the Multi-Party Democracy Fund aims to raise and distribute donated funds from the private sector to represented political parties. The fund will now include independent candidates,” the Presidency said. – SAnews.gov.za

SA’s tourism sector continues on a positive trajectory

SA’s tourism sector continues on a positive trajectory

South Africa’s tourism sector continues to grow and attract international arrivals from all over the world.

According to the latest official release of international arrival figures by Statistics South Africa for January to March 2024, the country totalled 2.4 million, representing a remarkable 15.4% increase when compared with the same period in 2023.

Minister of Tourism Patricia de Lille has welcomed the increase in international travellers as it is a significant contributor to the economy and job creation.

“We are determined to continue with this momentum. South Africa remains attractive and accessible for all travellers to enjoy,” the Minister said on Tuesday.

South Africa welcomed 1.8 million tourist arrivals from the rest of the African continent between January and March 2024, marking a significant 74.5% of all arrivals.

Zimbabwe and Ghana stood out for their remarkable growth, with Zimbabwe experiencing a 21.8% increase in tourist arrivals to South Africa when compared to the first three months of 2023, totalling 613 675 arrivals, while Ghana recorded a 249.4% increase when compared to the same period in 2023, reaching 7 904 arrivals for January to March 2024.

“Ghana’s immense performance can be attributed to the fact that South Africa and Ghana announced a visa-waiver scheme on 1 November 2023. The visa-waiver allows for travel for periods of up to 90 days within a calendar year, for purposes of business or tourism.

“This coupled with targeted integrated marketing initiatives executed by South African Tourism to attract visitors from this market makes for a winning formula for the growth of our sector,” de Lille said.

Travellers from other parts of the world also continued to show their interest in South Africa.

Tourist arrivals from the Americas registered at 118 194 from January to March 2024, reflecting a 12.4% growth compared to the same period in 2023.

Strength in European markets

From January to March 2024, South Africa saw 420 727 tourist arrivals from Europe, an 8.6% increase compared to the same period in 2023.

“The United Kingdom remains the top European source market, with 125 420 tourists choosing South Africa, marking a 5.3% growth compared to 2023. Germany experienced a 9.9% increase in arrivals compared to same period in 2023, amounting to 98 954 tourists.

“This was followed by the Netherlands, which saw an increase of 9.9% when compared to 2023, amounting to 37 548 tourist arrivals between January and March 2024. Russia exhibited a dramatic growth of 9.6% when compared to 2023, contributing 9 329 arrivals in 2024,” the Ministry of Tourism said.

Asia markets

The Asian markets also showed significant growth with a total 49 741 arrivals from the region, representing an astounding 25.4% when compared to the same period in 2023.

“We welcomed 16 209 tourists from India; 0.9% lower compared to 2023. Notably, South Africa received 11 017 visitors from China registering a massive 82% increase in the first three months of 2024 when compared to the same period in 2023,” the Ministry said.

Middle East arrivals

South Africa received 2 387 arrivals from Saudi Arabia in 2024, marking an increase of 31.7% when compared to 2023.

The United Arab Emirates saw 321 arrivals to South Africa between January and March 2024. – SAnews.gov.za

Western Cape government sends resources to help in collapsed building

Western Cape Premier, Alan Winde, says the provincial government is closely monitoring and sending resources to assist the emergency response to a building collapse in George, Southern Cape.

A multi-storey building under construction in Victoria Street, collapsed on Monday afternoon with 75 construction workers on the site at the time of the incident.

Winde said all the necessary support has been offered to emergency personnel to expedite their response.

“At the moment, officials are focused on saving lives. This is our top priority at this stage. The Western Cape Government is sending personnel support as well as emergency response support,” Winde said.

The Premier has urged the public to allow emergency services officials the space to carry out their duties and not put their own lives at risk by traveling to the site.

Five declared dead

Meanwhile, in a statement issued on Tuesday morning, George Municipality confirmed that a total of five people have been declared dead.

“Twenty-six patients have been removed from the rubble of the collapsed multi-story construction site, leaving 49 persons unaccounted for. Three teams of rescue personnel are currently working on three different areas within the site of the collapsed building.

“Safety equipment including safety goggles, headlamps and construction gloves are needed. If anyone can assist, please deliver to Garden Route District Municipality Fire Station, Pearl Road, Tamsui Industria,” the municipality said.

The municipality added that Victoria Street remains closed for access at the York Street intersection, as well as midway down the street and urged the public to access the municipal building via the Progress Street gate.

“The Victoria Street gate to the George Municipal Building is not accessible to pedestrians or vehicles. We request the public to please avoid this general area due to the constant presence of moving emergency vehicles and personnel,” the municipality said. – SAnews.gov.za

Minister condemns burning of SA flag in advert

Minister condemns burning of SA flag in advert

Minister of Sport, Arts and Culture Zizi Kodwa has condemned in the strongest terms the political advertisement by the Democratic Alliance (DA), which shows the burning of the South African flag.

The Minister said the South African flag will not be used as an instrument to sow division and hysteria.

“In the 30 years of South African democracy and freedom, it has been evident time and time again that our flag is a unifier and an integral component in the building of our nation. Those who choose to use our flag to divide us will not succeed. The South African flag represents our nationhood. It represents the coming together of our people,” the Minister said on Monday.

He explained that the South African flag symbolises unity in diversity and represents the hopes and aspirations of the nation.

“As custodian of all national symbols, which include the South African flag, I strongly condemn the Democratic Alliance advertisement which depicts the burning of the South African flag.

“This action by the Democratic Alliance offends the gains South Africa has made as a free and non-racial democracy, and the blood, tears and sacrifices it took for the country to gain this freedom.

“It offends all South Africans who proudly raise our country’s flag sky high and appreciate its representation as the flag of a free, democratic and non-racial nation. I shudder to think what other South African compatriots such as Helen Suzman, Zack de Beer, and Van Zyl Slabbert would say about this act of desperation and recklessness demonstrated by the current ahistorical and unpatriotic leaders of the DA,” Kodwa said.

The launch of the DA’s election advert included the burning of the South African flag as an allegory of what could happen to the country if certain parties in a coalition were to govern South Africa. – SAnews.gov.za

President launches new Home Affairs offices in Limpopo

President launches new Home Affairs offices in Limpopo

Through the use of innovation, the Department of Home Affairs aims to offer its services at a quicker pace and closer to where people reside, says President Cyril Ramamphosa.

“The programme we are launching is called Home Affairs on Wheels, and it is going to change the provision of Home Affairs services for the better across South Africa. We don’t just want to make it easier. We want to make it faster and we want to make it cheaper.

“For many people, especially in the rural areas, travelling to reach government services can take a lot of time and be expensive,” the President said on Tuesday.

This as he officially opened the new Home Affairs offices in Mokopane, Limpopo.

“The Department of Home Affairs will soon be unveiling a kiosk model that allows you to access services just like withdrawing money at an ATM.”

President Ramaphosa said once the system is up and running, people will be able to use this walk-in kiosk to do things like applying for replacement copies of a birth, marriage or death certificate.

“You will also be able to use the kiosk to apply for a passport or a smart ID card. Another way we have taken government’s services to you, the people, is by opening Home Affairs offices in hospitals for birth registrations.

“This has made a big difference in the rate of civil registrations, and we hope it will continue to bring down the number of late registrations of births.”

Apart from the 412 Home Affairs offices in different parts of the country, the Department of Home Affairs has been able to expand the reach of services through partnerships with the banks, with shopping malls and with expanded offices like the one launched in Mokopane today.

“I call on each of you to see these new Home Affairs trucks as your own and to treat them as your own. Take pride in them and help us to care for them. These trucks are assets meant for the benefit of all people and all communities.”

He also told those at the venue that 2024 marks 30 years since South Africa attained freedom.

“With the advent of democracy, we set out on the path to restore the dignity of all South Africans. During apartheid, the regime denied black South Africans their dignity by controlling where we lived, worked and travelled.”

He added that since 1994, government has progressively built a Department of Home Affairs that is the custodian and protector of the citizens of South Africa and other people who are legally residing in South Africa.

“By recognising people’s legal identity and by providing them with the necessary documentation, the department is helping them to lead lives of dignity.

“It ensures their right to access public services and social protection. It allows them to vote, to find work, to open bank accounts and to travel beyond our borders.”

Since the dawn of democracy, government have taken important steps to ensure that civil registration is made as accessible as possible.

“The opening of the expanded Home Affairs office here in Mokopane and the introduction of these mobile offices are a great leap forward,” President Ramaphosa said.

Meanwhile, Home Affairs Minister, Dr Aaron Motsoaledi, echoed the President’s call in urging communities to look after the mobile offices as they exist to serve them.

“These are for you. They are there to serve you,” the Minister said.

Services closer to home

The launch of the new Home Affairs office and the unveiling of the mobile offices was welcomed by the locals.

Rethabile Masunke from Mahwelereng told SAnews that she is happy that she is now going to get Home Affairs services closer to where she stays.

“I am happy that now I don’t have to spend money to travel to Home Affairs offices which are far,” Masunke said.

Echoing the same sentiments, was Thabo Rabotho who said he is happy with what government has done in bringing services closer to where he stays.

“Now I just walk to Home Affairs offices and apply for whatever document I need,” he said.

According to the Department of Home Affairs, the new 100 mobile offices will extend the reach of the department’s services, especially in remote areas and that the unveiling of these mobile offices is part of Home Affairs’ Hybrid Access Model which expands services in areas where the department’s footprint is limited.

Countries urged to take advantage of AfCFTA opportunities

Countries urged to take advantage of AfCFTA opportunities

The Department of Sport, Arts and Culture Acting Director-General, Dr Cynthia Khumalo, has called on countries on the continent to work together and take advantage of the economic opportunities presented by the African Continental Free Trade Area (AfCFTA).

The AfCFTA agreement is expected to create the largest free trade area in the world measured by the number of countries participating.

"Let us strive together to build a prosperous Africa. An Africa that provides economic opportunities for its youth and vulnerable groups within our societies,” Khumalo said on Tuesday.

Addressing the launch of Africa Month in Bloemfontein, she said the Organization of African Unity (OAU) Charter and its successor the African Union (AU) placed culture at the top of their agenda.

“As we move swiftly towards accelerating the Africa Continental Free Trade Area, we do so fully aware and taking advantages presented by this progressive continental trade arrangement that will see the heritage and creative sector benefiting significantly by doing business amongst ourselves as Africans.”

Khumalo said Africa’s story is about transformation and working together.

“I therefore invite you to work with us as we build a better Africa and a better world,” she said.

Africa Month was launched under the theme: “Celebrating 30 Years of Freedom: Building a Better Africa and a Better World.''

“The 10th edition of Africa Month Program will feature over 58 cultural activities ranging from exhibitions, performances, colloquium, roundtable discussion, film screening and culinary demonstration. These are truly pan-African activities with participation of over 28 countries from the continent and the diaspora,” Khumalo said.

The Africa Month programme is mandated by the South African Cabinet to acknowledge the work done by the African Union, celebrate pan-Africanism and, at the same time, unlock economic opportunities in line with the AfCFTA, Africa Growth Opportunity Act (AGOA) and other instruments.

The 2024 edition is the 10th edition of the Africa Month Celebration Programme, and it is implemented as South Africa celebrates 30 years of freedom and democracy.

This is a yearlong program to celebrate and reflect on the progress the government has made in improving the lives of South Africans since 1994.

“The 30 years celebration project is aimed at creating platforms for South Africans in sport, arts and culture sectors to celebrate and showcase their achievements and milestones of democracy against the set priorities, commitments, and obligations of government in the National Development Plan 2030, the United Nations 2030 Sustainable Development Goals and the African Union Agenda 2063.

“The sport, arts and culture obligations and commitments, as articulated in national and international frameworks, have provided a solid foundation for South Africa to advance as a democratic state grounded in the principles of human dignity, equality, human rights and freedoms, non-racialism, non-sexism, supremacy of the Constitution and the rule of law, democracy, social justice, equity, and respect,” Khumalo said. –SAnews.gov.za

Programme to bridge gap between research, public policymaking

Programme to bridge gap between research, public policymaking

In a move aimed to enhance collaboration between academia and government, the National Research Foundation (NRF) and the Department of Science and Innovation (DSI) have launched the pilot phase of its DSI-NRF Policy Placement Postdoctoral Fellowship Programme.

This initiative is designed to bridge the gap between research and public policymaking, thus addressing societal challenges through evidence-based approaches.

NRF Business Advancement Group Executive, Dr Thandi Mgwebi, said the pilot phase will focus on postdoctoral research fellows and emerging researchers at a postdoctoral level to provide them with a unique opportunity to work within government departments.

“Through close collaboration with key government stakeholders, fellows will engage in policy processes and activities aligned with the thematic areas outlined in the Science, Technology and Innovation (STI) Decadal Plan 2022-2032.

“These areas include energy, social sciences, agriculture, climate change adaptation and mitigation, health, and other relevant fields,” Mgwebi said.

The pilot phase has seen the appointment of 14 postdoctoral fellows who have been assigned to strategic divisions within the DSI and NRF.

“The DSI fellows will be placed at the Technology Innovation and Research Development and Support divisions, while the NRF fellows will be spread across Business Advancement, Research Analysis and Advice, Knowledge Advancement and Support divisions, as well as Research Chairs and Centres of Excellence,” Mgwebi said.

The fellows will support the human capital development and social grand challenges (HCD and SGCs) five policy focus areas including research impact; internationalisation and partnerships; technology and innovations; and open science.

The fellowship programme is expected to be scaled-up over the next few years, with an open call for postdoctoral researchers to apply for the programme in 2025 and beyond.

The role of research

Mgwebi also noted that in today's complex world, the role of research in shaping public policy cannot be overstated.

She said the DSI-NRF Policy Placement Postdoctoral Fellowship Programme recognises this imperative and seeks to empower outstanding researchers and academics to contribute directly to government institutions.

“This will allow the academics to play a pivotal role in informing policy-making processes. The NRF and DSI are committed to driving national development through research initiatives that have a tangible impact on society.

"Through the creation of opportunities for collaboration between academia and government, we aim to enhance the capacity of researchers in public policymaking, while at the same time ensure that investments towards research culminates into impactful policies,” Mgwebi said.

DSI Research Development and Support Deputy Director-General, Imraan Patel said the programme fills two especially important gaps, one in which they have PhD graduates who have a lot of insight and ways of thinking that can be used by the policy environment effectively, but which cannot be extracted.

“The other in the policy environment where we have the need for deep insight into what is happening, what does the available evidence tells us, etc. This postdoctoral policy fellowship brings together those two needs into what I think is going to be an exciting and innovative programme,” Patel said. – SAnews.gov.za

South Africa remains an “attractive investment destination” – President Ramaphosa

Location: News

South Africa remains an "attractive investment destination" - President Ramaphosa

In his weekly newsletter, President Cyril Ramaphosa says the growth of South Africa’s automotive sector is a demonstration of “the potential of South Africa as an investment destination”.

The President said 2023 was a milestone year for South Africa’s automotive sector with the sixth millionth South African built vehicle exported with new vehicle exports reaching nearly 400 000.

“These figures are significant for a number of reasons. They show that our auto sector continues to grow despite a gloomy global economic outlook and disruptions to the flow of goods between countries.

“The growth of the automotive sector also demonstrates the potential of South Africa as an investment destination. It is a good example of how committed investors, supported by government policies and programmes, can achieve good returns for their shareholders while contributing significantly to the South African economy,” President Ramaphosa said.

The President pointed out that world leading vehicle manufacturers and other companies continue to pour more investment into South Africa.

“By way of example, Volkswagen last month announced a R4 billion investment to expand its Kariega plant in the Eastern Cape in preparation for the production of a new vehicle model expected to roll off the assembly line in 2027. This investment is expected to secure the livelihoods of approximately 3500 workers and support an additional estimated 50 000 indirect jobs and opportunities.

“South Africa’s value as an investment destination extends across many other industries, as local and international companies continue to either expand their investments or undertake new investments.

“Investment is important because, among other things, it creates employment, supports the growth of emerging suppliers, generates revenue for the country, and, in doing so, supports our efforts to reduce poverty and inequality,” he said.

According to the President, a recent report by PricewaterhouseCoopers (PwC) has found that net foreign direct investment (FDI) into South Africa has been consistently positive since the global financial crisis of 2007 to 2009 – meaning more investment has come into the country than out.

“Last year, FDI inflows amounted to R96.5 billion, equivalent to 1.4 percent of our Gross Domestic Product (GDP). This supports a trend where foreign direct investment has, on average, been far greater over the last five years than over the previous decade.

“The PwC report notes that South Africa has attractive fundamentals, such as world-class financial services and communications industries, deep capital markets, abundant natural resources and a transparent legal system. Furthermore, South Africa is ‘a strategic geographical location for entry into the rest of sub-Saharan Africa’,” he said.

Addressing challenges

President Ramaphosa highlighted that although there is a “broadly positive attitude towards South Africa among investors”, more work needs to be done to ensure that the FDI as a percentage of GDP is heightened.

“That is why we continue to work to implement our policies and align regulatory and other obstacles, so that we can attract higher levels of investment. Through the auction of broadband spectrum and progress in digital migration, for example, we have greatly expanded opportunities in telecommunications.

“We have significantly reduced waiting times for water use licences and other authorisations that are so important for getting major investment projects off the ground. We are working to get rid of other forms of red tape that impede and slow down investment,” the President said.

He also acknowledged that South Africa’s electricity problems remain a “major challenge to our people and the economy at large” and issues at ports and rail are being addressed.

“Through our Energy Action Plan, we have made much progress in dealing with the country’s electricity crisis. We have seen an improvement in the performance of Eskom’s power stations and substantial investment in new generation capacity. This has contributed to a sustained decrease in the severity of load shedding.

“The work we are doing with business, labour and other social partners in improving the efficiency of our ports and rail infrastructure is also starting to bear fruit. Further progress in these areas will increase the country’s competitiveness and attractiveness as an investment destination,” the President said.

The President assured that government will continue in its path towards economic recovery.

“We will continue to build on the gains that we have made towards creating an enabling business and investment climate that promotes economic growth and creates jobs.

“It is only through attracting higher levels of investment, both foreign and domestic, that a swift, sustainable economic recovery can be assured,” President Ramaphosa said. – SAnews.gov.za

DWS reiterates commitment to fast-track bulk water projects

DWS reiterates commitment to fast-track bulk water projects

The Department of Water and Sanitation (DWS) has reiterated its commitment to fast-track the effective implementation of bulk water projects in water stressed communities in KwaZulu-Natal and across the country, so as to ensure the provision of consistent and reliable water supply.

This comes as the department, through its entity in KwaZulu-Natal, uMngeni-uThukela Water, is working in partnership with different spheres of government to rollout the Maphumulo Bulk Water Supply Scheme.

The Maphumulo Bulk Water Supply Scheme Water Treatment Works upgrade is a strategic rural-based project to be constructed at a cost of approximately R142 million to ensure access to potable water.

The project, which is set to be completed by January 2025, will supply 12 megalitres per day (Mℓ/d) of potable water from the Maphumulo Water Treatment Works for reticulation by iLembe District Municipality.

Departmental spokesperson, Wisane Mavasa explained that the Maphumulo Bulk Water Supply Scheme is being implemented in different phases which include, raw water abstraction from iMvutshane River, and new pipelines to distribute water from the treatment works to iLembe District Municipality’s greater Maphumulo area.

Mavasa said Phase 1 of the scheme was completed in September 2013 with Phase 3 of the project currently underway.

“We are currently undertaking Phase 3 of the project which entails the upgrade of the existing six megalitres per day water treatment plant capacity to 12 megalitres per day, and this is due for completion by January 2025. Phase 2 of the scheme include the construction of the iMvutshane Dam,” Mavasa said.

Mavasa added that Phase 4 of the Maphumulo Bulk Water Supply Scheme will include the construction of a weir on the Hlimbitwa River, raw water pumps, and pipelines to convey raw water into the existing iMvutshane Dam.

After the completion of all phases, Mavasa said the supply scheme will service the areas of Maphumulo, Masibambisane, KwaSizabantu, Ngcebo, Maqumbi, and Ashville.

The service will in the future also include Emtanjeni, Nyamazane, Balcom, and Sindi areas.

“We anticipate that the scheme will provide potable water to approximately 150 000 consumers across Maphumulo, Masibambisane, KwaSizabantu, Ngcebo, Maqumbi, and Ashville,” Mavasa said.

Vandalism

The department has also called on residents to report and refrain from vandalising water infrastructure, warning this has a major impact on water security to communities.

“Vandalism is a serious concern to us because not only does it impact on the provision of reliable water supply, but it also has a negative impact on the effective implementation of bulk water projects.

“We therefore call on residents to please play their part. Vandalism is a criminal offence, and we will not hesitate to allow the relevant authorities to act harshly against the perpetrators,” Mavasa said. – SAnews.gov.za

City Power’s Eskom debt reaches “unprecedented levels”

City Power's Eskom debt reaches "unprecedented levels"

Eskom says it will approach the courts in a bid to have City Power pay its R1 billion debt to the national power utility.

City Power is a company wholly owned by the City of Johannesburg which purchases, distributes and sells electricity within the city coupled with maintaining and installing electrical infrastructure.

The power utility said City Power’s debt stood at some R1.073 billion at the end of March this year.

“The escalating City Power debt…has left Eskom with no choice but to apply to the High Court in Johannesburg for a declaratory order to force City Power to pay what is due to Eskom. The case has been enrolled for hearing on 4 June 2024. The power utility started to default on its payments from October 2023 and no payment was received for the March 2024 invoice.

“The debt owed by City Power has reached unprecedented levels, exacerbating Eskom’s already strained financial situation. This dire situation not only undermines Eskom’s financial sustainability but also threatens its ability to maintain essential infrastructure, invest in new technologies and meet the growing energy demands of the province,” Eskom said.

According to the national power utility, City Power has “declared a dispute regarding potential overbilling on bulk purchase invoices dating back to 2021”.

“Eskom denies the claims made by City Power and will prove its position through the arbitration process.

“In terms of the electricity supply agreements sanctioned by the Electricity Regulation Act of 2006, if a municipality raises a dispute with Eskom, it must still pay. The dispute does not absolve it of its legal obligations to pay Eskom for the bulk electricity it has received.

“Eskom remains committed to fulfilling its mandate of providing reliable and sustainable electricity to assist in growing the economy of Gauteng, making the province an investment destination of choice,” Eskom said. – SAnews.gov.za

High-risk people encouraged to get flu vaccination

High-risk people encouraged to get flu vaccination

As South Africa enters the winter season, Gauteng Health and Wellness MEC, Nomantu Nkomo-Ralehoko, has encouraged the public, especially people at high risk of severe influenza, to visit their nearest public clinics or healthcare providers to get the flu vaccination.

Nkomo-Ralehoko urged people, especially those at high risk such as adults aged 65 years and older, people with underlying illness such as heart and lung disease, people living with HIV and tuberculosis, as well as pregnant people, to visit their nearest public clinics or healthcare providers to get the flu jab.

“Getting vaccinated is a safe and effective way to protect yourself and those around you from influenza,” Nkomo-Ralehoko said.

The MEC made the call on Sunday, as the department joined the global community in observing World Hand Hygiene Day to raise awareness about the importance of hand hygiene in preventing the spread of diseases.

World Hand Hygiene Day is observed annually on 5 May to improve hand hygiene standards at home and the workplace - thereby protecting health and care workers, as well as communities from infections and curbing the spread of harmful germs.

The 2024 World Hand Hygiene Day was observed under the theme: “Promoting knowledge and capacity building of health and care workers through innovative and impactful training and education, on infection prevention and control, including hand hygiene”.

Nkomo-Ralehoko emphasised the importance of hand hygiene to stop the spread of respiratory infections.

“It is critical that health and care workers and the public at large make hand hygiene a non-negotiable routine in their daily lives as a simple, yet powerful tool to safeguard their wellbeing. Through advocacy and education, we can foster these good habits that help prevent the spread of diseases,” Nkomo-Ralehoko said.

Nkomo-Ralehoko noted that hand hygiene has proven effective as a preventive measure during the COVID-19 pandemic and the recent Cholera outbreak.

“Hands should be washed with a soap or alcohol-based sanitiser for a at least 20 seconds, covering all surfaces of the hands, including the palms, back of hands, between fingers, back of fingers, thumbs, fingertips, and wrists.

“As we enter the winter months - which often sees an increase in cases of flu infections - the message around hand hygiene is even more urgent as a proactive measure to protect ourselves and loved ones and stop the spread of respiratory infections such as influenza,” Nkomo-Ralehoko said.

Government notes strides made in Energy Plan delivery

Location: News

Government notes strides made in Energy Plan delivery

Minister in the Presidency responsible for Electricity, Dr Kgosientsho Ramokgopa, says government is making strides in the delivery of the energy plan unveiled by President Cyril Ramaphosa in July 2022.

Ramokgopa’s remarks comes as the country marks 40 consecutive days of no load shedding.

Ramokgopa attributed this to improvement in structural changes within Eskom, which has seen last year’s anticipated unplanned capacity loss factor reduced from 15 000 megawatts to 14 000 megawatts during the same period.

“Eskom, by its own admission accepts that the kind of improvement that we have seen is so enduring that we can say to the country that we have clocked back 1000 megawatts compared to the same period of the previous calendar year,” he said.

Updating the media on the progress of the Energy Action Plan (EAP) in Pretoria on Monday, Ramokgopa noted the aggressive rollout of solar photovoltaic (PV) by both industry and households on the back of incentives provided for by the National Treasury.

READ | Requirements for solar panel incentive explained

“[Due to] the kind of reforms that have been introduced, we are seeing greater numbers of households and industry that are taking up the opportunity to roll out solar PVs behind the meter intervention,” Ramokgopa said.

He also noted that on the back of the fiscal support received from National Treasury, Eskom has been able to invest a significant proportion of time into planned maintenance.

“When we went to December of 2023 transitioning into January 2024, we experienced about 18% of the total generating capacity taken out for planned maintenance, unprecedented in the past three years, as a result of this fiscal support. These concerted efforts are beginning to bear fruits,” the Minister said.

He said the biggest enemy is to ensure that the entity addresses the issue of unit failures, including unplanned capacity loss factor, and efficiency of the units.

Ramokgopa said during the same period in May 2023, unplanned capacity loss factor moved from 16 800 megawatts to about 18 000 megawatts.

“This recovery and the clawing back of the 7 000 megawatts is something that has been experienced over a period of time [and] in this instance, over a 24-month period. All indications suggest that we will continue to improve on this number,” Ramokgopa said.

To date, unplanned outages from 26 April 2024 have been reduced by about 4 400 megawatts from 15 500 megawatts experienced some time ago.

Upcoming elections

Meanwhile, Ramokgopa disputed the accusations that the improvement in electricity has something to do with the upcoming National and Provincial government elections on 29 May 2024, saying “there’s no correlation between this performance and the date of 29 May."

“When the team was making these efforts; when we ramped up planned maintenance in December and January, little did we know that there would be a big date with a ballot box on the 29th of May.

“This is not staged [or] managed. It is an orchestrated effort, and an engineering feed by the team at Eskom.

“What we know is that UCLF [unplanned capacity loss factor] is tracking at 29% as of April of 2024, as opposed to 34 % of April 2023. We have recovered five percentage points over the period of the same period in April and a comparable period this year in April.

“You do not earn and recover that five percentage points suddenly because a date of an elections has been announced. It is as a result of process mapping in an engineering term; the stabilisation of management; ensuring that we use and deploy this fiscal injection, and identifying candidate stations that can give us the best returns in the shortest possible space of time.” – SAnews.gov.za

Police “unapologetic” in fighting crime and criminality in the country

Location: News

Police "unapologetic" in fighting crime and criminality in the country

Police Minister, General Bheki Cele, says the South African Police Service (SAPS) remains unapologetic in its decisive stance on fighting crime and criminality in the country.

Addressing a media briefing on the successes of Operation Shanela in Pretoria this morning, Cele said Community Policing Forums, community patrollers as well as private security have been very active in their support and are playing a crucial role in the overall success of the operation.

Operation Shanela was launched in May last year in an effort to deal with crime in high-density areas.

To date 600 000 criminals, including wanted criminals, have been arrested. Over 71 000 operations have been conducted throughout the country.

Police have confiscated a number of illegal firearms, drugs, stolen vehicles and visited unlicensed establishments, among other things. Also as part of these operations, thousands of motorists have been nabbed for driving under the influence, theft out of motor vehicles, human trafficking and other crimes.

“Operation Shanela has and continues to be rolled out across the country, led by the Provincial Commissioners of each province,” Cele said.

Operations are intensified from Thursday up until the early hours of Monday. This is guided by crime pattern analysis which informed the police that most crimes are reported during these times.

“Each week we come together on a Monday morning to scan the country, discuss in depth the weekly crime picture and operational interventions on policable crimes,” he said.

He said, however, that while the SAPS remains at the forefront of Operation Shanela, the successes are as a result of collaborative efforts through integrated operations.

The police continue to collaborate and appreciate the role played by the SANDF, the National and Provincial Traffic Police and the Metro Police Departments, Municipal Traffic, the Department of Home Affairs, the South African Revenue Services (SARS) and other government departments.

“The role of active citizen participation in the prevention and combating crime continues to gain momentum,” Cele.

The Minister said the police will remain intentional in their approach to fight crime

Also present at the media briefing were crime analysts who each day provide commentary to South Africans and the world on the police's ability to fulfill its constitutional mandate of preventing, investigating and combating crime.

The Provincial Police Commissioners also attended and said that through Operation Shanela, crime in their provinces has drastically reduced.

Although they all facing different challenges in their provinces, the Commissioners said they are working hard to get rid of criminal elements in their provinces. – SAnews.gov.za

Court orders “stolen land” to be transferred back to provincial department

Court orders "stolen land" to be transferred back to provincial department

The Special Investigating Unit (SIU) has welcomed a forfeiture order by the High Court of South Africa: Gauteng Division, in Pretoria, to the SIU and Asset Forfeiture Unit (AFU) linked to the fraudulent transfer of government land to private entities and individuals.

The total value of the recovery is R53 million, the investigative unit said in a statement on Monday.

The order, dated 18 April 2024, orders that Farm 33 Zuurfontein, in Ekurhuleni, Gauteng, must be transferred to the Gauteng Department of Infrastructure Development as the original title deed owner and RIC Development to pay that department R12 million.

“The order follows an SIU investigation which revealed that a syndicate of individuals and private entities defrauded the Department of Rural Development and Land Reform and the respective Deeds Registries in Vryburg, Johannesburg and Pretoria by fraudulently transferring government property to individuals and private entities for their benefit.

“The SIU’s investigation looked into fraud and corruption committed between January 2008 and February 2022.

“As part of the investigation, numerous affidavits were obtained by the SIU from internal Rural Development and Land Reform Department and Deeds Registry staff members, external witnesses and/or transferring attorneys,” said the unit.

The SIU was, in terms of Proclamation R 7 of 2014 as amended by Proclamation R 599 of 2015 and Proclamation R 32 of 2017, authorised by the President to investigate allegations of corruption and maladministration relating to the transfer of government land to individuals and private entities and to recover the loss the state has suffered.

“In line with the SIU Act, the SIU referred evidence pointing to criminal conduct to the National Prosecuting Authority (NPA) for further action.

“The referral resulted in a criminal case being registered with the Directorate of Priority Crime Investigations (Hawks),” it said.

The forfeiture order is for the following:

• Farm 33 Zuurfontein which was meant for the development of low-income housing and a school in the community. The land is worth R41 million.

• A payment of R12 million representing the property known as Holding Beverley Agricultural Holdings, which was bought by RIC Development from the government land theft syndicate.

The unit said RIC Development bought land from the “land thieves” and developed it without knowing that it was stolen.

“This forfeiture order is part of the implementation of the National Anti-Corruption Strategy by law enforcement agencies to strengthen its fight against corruption,” said the SIU. – SAnews.gov.za

Administrator addresses alleged outstanding payments for private student accommodation

National Student Financial Aid Scheme (NSFAS) Administrator, Freeman Nomvalo, has assigned staff to urgently address concerns around the outstanding payments for private student accommodation.

This follows complaints brought to the Administrator’s attention regarding alleged outstanding payments for private student accommodation and reports of students being locked out by landlords in some areas.

“We anticipate that these should be resolved during the course of the month of May 2024,” Nomvalo said.

To ensure that the issues do not further disrupt teaching and learning, the Administrator has urged the affected landlords to cooperate with the established NSFAS process to address all concerns.

Nomvalo said a dedicated email address has been established to process all disputes or concerns from landlords. All disputes and concerns regarding alleged outstanding payments for private student accommodation must be submitted to NSFASAccomProv@nsfas.org.za.

“All landlords are encouraged to deposit their disputes or concerns only in so far as outstanding payments are concerned. Submissions must be received not later than 10 May 2024,” Nomvalo said.

The Administrator apologised to all affected institutions, including students and landlords, and committed to a speedy resolution.

“We are committed to working with all the stakeholders to find workable solutions for the betterment of the post school education and training system,” Nomvalo said. – SAnews.gov.za

Newly launched Dube TradeZone attracts R1.8 billion in early investment

Location: News

Newly launched Dube TradeZone attracts R1.8 billion in early investment

The Dube TradePort Corporation (DTPC) has officially launched the second phase of the highly successful industrial precinct and Special Economic Zone (SEZ) adjacent to the King Shaka International Airport, the Dube TradeZone 2.

The business entity of the KwaZulu-Natal provincial government recently hosted a ribbon-cutting event where they also previewed two factories worth over R180 million which are currently under construction within the precinct.

DTPC Board Chair, Mpumelelo Zikalala, said despite the constrained economic environment over the past two years, the corporation has secured seven private sector investors for Dube TradeZone 2.

Four of these investors have begun constructing their facilities.

The total private sector investment value secured in Dube TradeZone 2 amounts to R1.8 billion and is expected to create 600 jobs within the next five years.

Dube TradeZone 2 will target investors in the manufacturing, logistics and automotive sectors while facilitating the planned expansion of several phase one-based enterprises.

The launch of the second phase of the TradeZone follows the successful implementation of Dube TradeZone 1, which has 50 investors and full tenants. These include international companies such as Samsung, Mahindra, DHL, Chem Energy and PepsiCo-Futurelife.

Economic Development, Tourism and Environmental Affairs MEC, Siboniso Duma, welcomed the investment as he reflected on the 30 years of freedom and democracy.

He noted the establishment of SEZ as one of the achievements of a democratic government.

He cited this investment as an indication that SEZs are instruments for job creation and economic development.

“As government, we are focusing on SEZ for a good reason. They are designed for specific developmental purposes, to develop export-orientated industries, attract foreign direct investment and technology transfer and achieve the generation of employment opportunities.”

The MEC said SEZs are an effective instrument to resolve “disturbing” levels of inequality, poverty and unemployment, which are strongly marked by spatial, racial, class and gender factors.

In addition to job creation, Duma said SEZs are broadening the municipal revenue collection base to improve the quality of life in the municipal areas, as well as the quality of municipal services.

“This makes SEZs one of the key instruments for municipal economic growth and development,” the MEC explained.

To date, the 26-hectare TradeZone 1 has attracted more than R2.8 billion in private sector investment from enterprises focused on air-related logistics, distribution and light manufacturing.

It includes the Dube TradeHouse, a dedicated facility for freight forwarders and shippers with airside access via an overhead conveyor air bridge to the adjacent, state-of-the-art Dube Cargo Terminal.

Dube TradeZone 1 is home to notable exporters that service the sub-Saharan African market as well as markets in Asia, Europe, and the United States.

In 2023/24, Dube TradePort tenants exported goods worth R610 million.

Dube TradeZone 2, will open an additional 45 hectares of industrial land for development and brings to market another 23 fully serviced sites, which range in size from 3 000m² to 57 000m².

It will also include three Dube TradePort-owned warehouses, one of which will accommodate medium-sized businesses enabling the expansion of small businesses located in the mini factories.

The two factories include the R166-million Yangtze Optical Africa Cable plant and R17.5 million development by HRMP, a 100% Black South African-owned logistics company that specialises in the warehousing and distribution of graphite electrodes. This new facility was funded by Ithala Development Finance.

Trade and Investment KwaZulu-Natal (TKZN) CEO, Sihle Ngcamu, welcomed further foreign investment by Yangtze Optical Africa Cable, which is already producing optical fibre cables and home solution cables for the local, Zambian, Namibian and Botswanan telecommunications markets at its facility in TradeZone 1.

This latest investment is expected to deliver a further 250 jobs over the next five years.

To date, Dube TradeZone has attracted a total of R4.6 billion in private sector investment and created more than 5 000 permanent jobs. – SAnews.gov.za

IEC invites citizens to pray for peaceful elections

IEC invites citizens to pray for peaceful elections

The Electoral Commission (IEC) will today participate in a National Day of Prayer ahead of the 29 May 2024 National and Provincial Elections.

Organised by the South African Council of Churches (SACC), the IEC has called on citizens to join the prayer service that will take place on Sunday, 5 May 2024, at Grace Bible Church in Soweto, Johannesburg.

The commission said the event is part of the ongoing partnership with different sectors of society to ensure a successful Election Day.

“The service calls for a powerful moment of unity and prayer as we seek divine guidance for peaceful and safe elections,” the SACC said.

SACC Acting General-Secretary, Reverend Mzwandile Molo, said told the SABC that the council has committed to working hard to make sure the country’s elections are done peacefully and in a non-intimidatory manner since 1994.

“So, if there’s anybody who incites violence, that person needs all of us to ask them to refrain from that because the scars of violence that is caused by politics are too deep and they have not healed right now. We all want to make sure that we do not remind ourselves of the violence of the past,” said Molo.

The SACC is an association of affiliated Christian churches and organisations that come together in action for social justice.

As an instrument and servant of its members, the council said it was committed to expressing, through proclamation and programmes, the united witness of the church in South Africa, especially in matters of national debate.

“Let’s come together as one nation in prayer,” the SACC added.

For citizens who cannot be there physically, the service will be streamed live on the SACC Facebook page from 2pm or they can tune in to Radio Pulpit or Radiokansel. – SAnews.gov.za

IEC finalising preparations for voting abroad

IEC finalising preparations for voting abroad

The Electoral Commission of South Africa (IEC) says it is finalising preparations for the 78 092 South African citizens who applied to cast their special vote abroad.

Working with the Department of International Cooperation and Cooperation (DIRCO), the IEC said it has begun shipping voting materials. These include voting booths, ballot boxes and papers, stationery packs, and all the relevant lists.

The commission said voting out of the country will take place in 111 foreign missions.

South African citizens in Algiers, Amman, Cairo, Kuwait City, Jeddah, Ramallah, Riyadh and Tehran will vote on 17 May.

The rest of the 102 missions will make their mark on Saturday, 18 May 2024.

The voting stations will be open from 7am to 7pm, allowing 78 092 voters to exercise their right to vote in South Africa’s 2024 National Elections.

“In respect of the mission in the United Kingdom, the commission has determined two days of special voting. These are Saturday and Sunday, 18 and 19 May 2024 from 7am to 9pm.”

The IEC explained that the extended voting hours are intended to enable proper arrangements for the 24 535 voters registered to cast their vote at the mission.

“Similarly, extended voting hours have been prescribed for the mission in Washington DC and New York. The voting hours are 7am to 9pm.”

As per IEC, the largest international voting stations by population are London (24 535), followed by Hague (6 659), Canberra (3 674), Dubai (3 266), Dublin (3 040), Wellington (2 292), Abu Dhabi (1 825), Washington DC (1 799) and Berlin (1 476).

Voters will need to be present in person at the mission where they are registered or where they successfully applied for by VEC 10 notice.

“After the voting process, cast national compensatory ballots will be transported through a source channel back to the national office of the Electoral Commission for counting. The votes will be counted in the presence of agents presenting contestants.”

The IEC has since thanked its stakeholders, staff and employees from DIRCO for tirelessly working to ensure that registered voters make their mark in the upcoming elections.

“The commission is aware that voting is not possible in some countries for security reasons. DIRCO has confirmed that the missions in Sudan, Tel Aviv and Kyiv remain closed. Unavoidably and regrettably, voters registered at these missions will not be able to vote in the forthcoming elections if they were not able to make arrangements by the 22 April deadline to vote at another mission.”

Meanwhile, IEC said it will operate extended hours on both voting days abroad to assist voters with queries. – SAnews.gov.za

Commission applauds border officials who refused bribe

The Public Service Commission (PSC) has praised officials from the South African Revenue Service (SARS) and the Road Traffic Management Corporation (RTMC) who refused to take a bribe at the Breitbridge port of entry.

The officials were offered R200 000 and R50 000 after a truck loaded with 614 boxes of semi-manufactured tobacco to the value of R6 million entered South Africa via Beitbridge port of entry.

“These upright officials demonstrated honesty and bravery as well as an important trait of serving with integrity and ethical conduct, something that must be applauded.

“Their ethical conduct also augurs well towards the professionalisation of the public service and should serve as a lesson to all public servants to give their selfless service to the people of this country,” said the commission in a statement.

The Musina Regional Court last week sentenced Nthapeleng Adler Munyai, a former Pamdozi Cargo International CC clearing agent, and Tsumbedzo Priscilla Nemangani Mashito, who used to work as a SARS customs external verification officer, to an effective 15-year direct imprisonment term on counts of fraud, forgery, and two counts of corruption.

According to the National Prosecuting Authority (NPA), Munyai and Mashito, who are both 47 years old, were arrested for permitting an interlink truck with two trailers loaded with semi-manufactured tobacco to enter the country from Zimbabwe in 2016.

The pair used forged and fraudulent consignment clearance documents and processed them through the Beitbridge border control’s customs control area without compliance with the normal customs clearance process and procedures.

However, an RTMC officer stopped the truck at the weighbridge after noticing that the registration plates of the truck and trailers did not match with the licence discs and wanted to send the truck back to the customs control area for an inspection.

The RTMC officer then contacted his senior who was off duty and asked for his intervention which resulted in the truck being sent back to the Beitbridge border control’s customs ramp, under police and traffic officials’ escort for inspection.

However, Munyai offered a customs official R50 000 - which was later increased to R200 000 - which they turned down.

According to PSC, the officials demonstrated a high standard of professional ethics.

The commission encouraged all public servants across the country to uphold the constitutional values and principles, which calls for professional ethics and accountability. – SAnews.gov.za

Limpopo mother arrested for son's gruesome murder

A woman has been arrested after allegedly decapitating her 18-year-old son in the Leshikishiki village in the Lebowakgomo policing area in Limpopo.

According to a statement by the South African Police Service (SAPS), the 48-year-old mother was arrested on Friday after a report was lodged at around 13:00.

“Upon arrival of the police at the scene next to a local tavern, they found the decapitated body of an 18-year-old man lying on his wheelchair and his head on the ground. Shockingly, there were no people found on the scene,” the statement read.

The police began their initial investigations and the deceased’s mother was located.

“After thorough investigations, she was positively linked to the murder of her son and arrested,” said police.

The SAPS seized a knife at the scene believed to be used by the suspect to cut off the victim’s head.

Provincial Commissioner of Limpopo Lieutenant General Thembi Hadebe said she was deeply shocked by the incident.

“This is a heartbreaking incident that has deeply affected our community and the SAPS family.

“While the police are duty bound to protect and serve the public, parents have a critical role to nurture and protect their children. This horrendous act by the senseless mother is condemned... The law will take its course without fear or favour,” she added.

Police have opened a case of murder and the motive behind the gruesome attack is not yet known.

The suspect will appear before the Thabamoopo Magistrate’s Court in due course. – SAnews.gov.za

Mchunu commends progress in addressing KwaXimba water challenges

Water and Sanitation Minister, Senzo Mchunu, has expressed optimism at the work being carried out to address water supply challenges in KwaXimba within the eThekwini Metropolitan Municipality, in KwaZulu-Natal.

This follows a commitment made by Mchunu in February this year to fast-track the implementation of bulk water projects that are mainly implemented by the department’s entity, uMngeni-uThukela Water, working alongside the provincial and local spheres of government.

Speaking during a community imbizo on Thursday, the Minister noted that since his previous engagement with members of the KwaXimba community, there has been notable progress, despite some delays due to infrastructure vandalism.

“Since my previous interaction with you, we worked alongside the eThekwini Metro to fast-track the implementation of a package plant and associated infrastructure project to provide residents of KwaXimba, specifically the Mvini, Bhobhonono and Nonoti areas, with potable water,” Mchunu said.

The KwaXimba Package Plant and associated infrastructure project include an offtake from Nagle Aqueducts No. 01 and No. 02 with a 35m long 355mm diameter raw water pipeline, construction of a low lift pump station from the Nagle Aqueducts to the Package Plant, and the construction of a concrete slab to accommodate the 2 megalitres per day package plant, among others.

“The project will be completed in two phases, and this will see the supply of potable water to the Mvini area (Phase 1) and the supply of potable water to the Nonoti and Bhobhonono areas (Phase 2).

“Thus far, the decommissioning of the existing package plant from Mpofana (Mooi River) and transportation to the KwaXimba area is complete,” the Minister said.

The installation and commissioning of the package plant is scheduled to be completed by end of this month.

This intervention will ensure supply to the Mvini and Bhobhonono areas by the same month.

The implementation of the KwaXimba Package Plant has had socio-economic benefits resulting in job creation for 10 locals for Phase 1 of the project, with a further 20 anticipated to be appointed.

The Minister announced that Phase 2 of the project is on track and expected to be completed by November 2024. Phase 2 includes the installation of a 5 megalitres per day package plant, the construction of a potable water pump station, and the laying of a 7500m-long pipeline.

Phase 2 of the project will also see a total of 40 local job opportunities created.

“I have come back to assure you that my mandate is … to ensure water for all. Water is a source of life, and as a Minister appointed to ensure the provision of reliable and consistent water for all, politicking is the last thing I could ever do,” Mchunu said.

He warned the community about the impact of infrastructure vandalism, saying that the department will not hesitate to take stringent measures to address the criminality.

This comes after the vandalism of KwaXimba Package Plant, which was discovered on Thursday morning, prior to the Minister’s oversight inspection of the plant.

“Vandalism is a crime and anyone who commits it will be treated like the criminal that they are. uMngeni-uThukela Water has since opened a case with the South African Police Service and this is being investigated,” Mchunu said. – SAnews.gov.za

Suspect arrested for allegedly transporting cocaine

The South African Police Service (SAPS) in Mpumalanga has made a major breakthrough with the apprehending of a 23-year-old man with about R4 583 370 worth of suspected cocaine on the N4 freeway during a minor accident in Valencia near Nelspruit on Thursday afternoon.

According to a police report, a white KIA bakkie pulling a trailer was traveling on the N4 road when the trailer somehow broke from the truck, resulting in a slight accident.

The police from Nelspruit SAPS attended the accident scene and on arrival discovered that the courier vehicle had spilled about eight crates of a white powder.

As members were suspicious, they called their counterparts from the K9 Unit of the police as well as members from Directorate for Priority Crime Investigative (DPCI) Unit.

Substances found, weighing at about 11 kilograms and suspected to be cocaine, became subject to a police investigation.

An inquiry was opened and the confiscated substances will undergo tests while the driver was taken in for further questioning.

Police believe the consignment could have been on its way to places in the Gauteng province, however, investigators will share more light as the probe continues.

Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela, commended members for their vigilance and reiterated a call for members of the public to work hand in hand with the police in the fight against crime. – SAnews.gov.za
