Deputy President to address House of Traditional and Khoi-San Leaders

Deputy President Paul Mashatile is expected to participate and deliver a keynote address at a dialogue convened by the National House of Traditional and Khoi-San Leaders.

The Deputy President in his capacity as Chairperson of the Inter-Ministerial Task Team on matters of Traditional and Khoi-San Leaders, will address the session which will be held on Tuesday at the Sefako Makgatho Presidential Guest House, Pretoria.

“It is expected that during the dialogue, representatives will discuss the work of the Inter-Ministerial Task Team which was established to address pertinent issues raised by the institution of traditional leadership such as the transfer of land, rural development, tackling substance abuse, the fight against gender-based violence and femicide,” said the Presidency on Sunday.

The dialogue is a follow-up session to the address by President Ramaphosa during the official opening of the National House of Traditional and Khoi-San Leaders in February 2024.

“The dialogue marks the last engagement with the sixth administration. Additionally, the dialogue presents an opportunity to take stock of the progress of the Institution, to celebrate some of the milestones achieved thus far, to reflect, to account and to chart the way forward.”

During his keynote address, the Deputy President will highlight the significance of the partnership between the house and government in working together to address the socio-economic challenges facing South Africa. -SAnews.gov.za

Concern over hostilities in the Middle East

Concern over hostilities in the Middle East

The government of South Africa has expressed its serious concern regarding the ongoing events in the Middle East, particularly in light of the Islamic Republic of Iran’s retaliatory actions against Israel.

This comes after Israel launched an attack on Iran’s Embassy located in Damascus, Syria, on 1 April 2024.

As a response to the attack, Iran launched hundreds of drones and missiles against Israel last night.

According to reports, Iran fired about 300 “killer drones, ballistic missiles and cruise missiles” in its first direct attack on Israel.

Secretary-General of the United Nations, Antonio Guterres has stated, that there is a “very real danger of a devastating region-wide escalation”.

“In this context, South Africa emphasises that all parties must exercise the utmost restraint and avoid any act that would escalate tensions in a particularly fragile region.

“South Africa has continuously stressed that irrespective of whether states believe that their use of force is lawful, it is never wise to resort to war as inevitably, it is ordinary people who bear the brunt of conflict,” the Department of International and Relations Cooperation (DIRCO) said on Sunday.

Meanwhile, DIRCO has called on the international community and the United Nations Security Council to act in pursuit of sustainable and just peace for all people.

“While we turn our attention to these developments, let us not forget that the war in Gaza continues with devastating humanitarian consequences for its people.

“An immediate ceasefire and urgent humanitarian access are required. The proliferation of global conflicts will continue if we, as the international community, do not commit ourselves to the ending of war and the establishment of conditions under which justice and respect for international law are maintained.”

However, the department said that as long as there is impunity for unlawful acts, war and injustice will continue. – SAnews.gov.za

Nzimande appoints new NSFAS administrator, addresses other matters

Nzimande appoints new NSFAS administrator, addresses other matters

The Minister of Higher Education and Innovation, Professor Blade Nzimande has announced the appointment of Sithembiso Freeman Nomvalo, as the administrator of the National Student Fund Financial Aid Scheme while also explaining the reasons for dissolving the scheme’s previous board.

At a media briefing held in Pretoria on Sunday, the Minister said Nomvalo possesses extensive knowledge and an impeccable record of accomplishment in public finance and government processes.

He has been tasked to take over the governance, management, and administration of NSFAS for 12 months depending on  progress made.

His task also involves resolving the data integration challenges as a matter of urgency, finalising all the necessary funding decisions and outstanding payments including student accommodation, and overseeing the opening of the 2025 online applications process.

Nomvalo has over 25 years of working experience, 17 of which were at senior level both in the public and private sector.

He was the first African and longest-serving Accountant-General of a democratic South Africa.

Responsibilities

In explaining the reasons for dissolving of the board of the National Student Fund Financial Aid Scheme (NSFAS), the Minister said the board had failed in carrying out its “basic” responsibilities.

“Through various formal engagements, as Minister, I have consistently raised my concerns and unhappiness with the outgone NSFAS Board, about the inability of NSFAS to carry out and implement some of the most basic responsibilities allocated to it,” he said.

READ | Nzimande dissolves NSFAS board

He said the board has faced several challenges. One of the critical issues pointed out by him was the termination of the contracts of direct payment service providers, who were appointed without following due process. The board was dissolved on 11 April 2024 and the scheme was placed under administration the next day.

The decision was also made due to the board’s failure to oversee the timely payment of student allowances by the management.

“This has resulted in unnecessary stress for students and their parents, and also continues to threaten the very stability of some of our TVET [Technical Vocational Education and Training] colleges and universities.”

He pointed out that the Board has been unable to resubmit an accurate annual report to Parliament, manage and finalise the close-out report, and address significant capacity deficiencies within the organisation, including the non-functional call centre, which is still not functional.

According to Nzimande, the Board also failed to respond to student queries in a timely and efficient manner and consult on the guidelines for the missing middle funding.

“In an attempt to resolve these challenges or mitigate their impact, as Minister, I engaged the board on several occasions on various solutions, including a turnaround strategy, which has not been achieved within agreed timelines.

“Despite several engagements with myself, NSFAS continues to face serious challenges in its business processes, IT [information and technology] systems, capacity, and policies and controls,” he explained.

The Minister is of the view that this has impacted the well-being of students negatively but has also brought serious reputational damage to NSFAS, the department and government.

NSFAS achievements

Nzimande said the institution has supported more than five million beneficiaries since its inception, producing hundreds of thousands of skilled professionals and the middle class, especially from within the poor and working-class sections of society.

“This is definitely one of the most important achievements of this government over the past 30 years of our democracy and this must be celebrated as such.

“Flowing from this, I am also sensitive to the public expectation on NSFAS, as it relates to its role in enabling poor and working-class families to give their sons and daughters the gift of education.”

Continuity

The Minister said the dissolution of the board will not affect the normal functioning of NSFAS, including all payments that have to be made.

“The decision to dissolve the NSFAS board was not a light one and I wish to assure the public that, in taking this decision, I have considered all possible implications, including the impact that it might have on NSFAS employees and the students.”

However, he said he aimed to ensure that deserving students receive the necessary financial support and that NSFAS remains focused on its mandate, which is to provide financial assistance to students from poor and working-class backgrounds. -SAnews.gov.za

New Tiger Brands facility a sign of confidence in SA

New Tiger Brands facility a sign of confidence in SA

Tiger Brands’ new R300 million state-of-the-art peanut butter manufacturing plant is a sign of confidence in the South African economy, said Deputy Minister of Trade, Industry and Competition, Nomalungelo Gina.

The Deputy Minister was speaking during the official launch of the company’s facility in Chamdor, Krugersdorp in Gauteng.

In a statement on Friday, the Department of Trade, Industry and Competition (dtic) said the plant is located on more than 8000 square meters of land within Mogale City, with 62 full time employees.

“The company says up to 70% of the peanuts used in the production process are procured locally and the remaining 30% from markets outside South African due to local farmers not being able to meet the actual need,” said the dtic.

Gina also commended Tiger Brands for its commitment to the economic transformation agenda and growing Small Micro and Medium Enterprises (SMME) through Enterprise Supplier Development (ESD).

“As government, we insist on this policy direction because we know that SMMEs contribute 34% to the national GDP [gross domestic product]. As the country, we are under pressure to maximise employment in this country as we are pursuing [the] re-industrialisation of the economy. SMMEs will remain an important aspect of growing our economic base. Big corporates have an obligation to use the ESD model effectively through empowerment measures such as ESD mechanisms,” she said.

Gina further urged Tiger Brands and South African based companies to fully utilise the benefits of the African Continental Free Trade Agreement (AfCTA) to ensure their own advancement and those of the South African and African economies.

The African Continental Free Trade Area creates the world’s largest free trade area by number of countries, and has the potential to bring transformative change and tremendous opportunities to African economies and businesses. -SAnews.gov.za

Over 281 000 people intercepted from unlawfully entering SA

Location: News

Over 281 000 people intercepted from unlawfully entering SA

The Border Management Authority (BMA) has successfully intercepted and prevented more than 281 000 people from unlawfully entering South Africa since the initial deployment of border guards last year.

“It is in this celebratory mode of 30 years of democracy, coupled with the first anniversary of the BMA that we are presented with an opportunity to reflect on the benefits of moving away from a multi-agency approach to an integrated border management platform under a single command and control,” said Commissioner of the BMA, Dr Mike Masiapato.

The BMA celebrated its first anniversary on 1 April this year.

“To this end, the BMA has taken full control of all immigration, health, agricultural and environmental functions across all ports of entry, with the departments retaining  responsibility for policy and legislation,” Masiapato said at a media briefing held on Sunday.

However, the access control function across the ports of entry remains co-implemented between the border guards and the South African Police Services (SAPS) due to the capacity challenges confronting the BMA.

Masiapato presented the report on the authority’d 2024 Easter plan, which ran for 10 days starting from 26 March to 4 April 2024.

During the Easter period, the BMA facilitated 1 136 250 travellers across South Africa’s 71 ports of entry. This was a 24% increase, with 222 391 more travellers facilitated and registered compared to last year.

Operations

The Commissioner revealed that 3 841 people attempting to enter South Africa illegally were intercepted.

He said that there was a decrease in the number of undocumented and unaccompanied minors arriving at ports of entry during the Easter period of 2024.

Although this was a positive development, the agency intercepted five children at the Beitbridge port of entry on 28 March 2024.

The children were handed over to the Department of Social Development and have since been returned to their home country.

He also shared about the incident involving a child at the Grobler’s Bridge port of entry where a woman was attempting to exit South Africa to the Democratic Republic of Congo (DRC) via Botswana.

“The supposed ‘mother’ did not have a passport but was carrying an Emergency Travel Document, which was issued by the embassy of the DRC and the child was completely undocumented. They were both handed over to the colleagues of the Department of Social Development who processed and took them to the place of safety within Limpopo.”

In addition, eight penalties were issued to some bus companies found transporting illegal migrants in various ports of entry to the value of R270 000.

“At this point, we would like to send a stern warning to all conveyers to desist from transporting illegal migrants in or out of South Africa.”

The border guards also managed to intercept and deny entry to about seven cargo consignments of meat worth about R9 294 551 which were destined to enter South Africa through the port of Cape Town due to non-compliance.

They also seized about 748 kg of non-compliant regulated agricultural products at various ports of entry.

In the period of 10 days, BMA health specialists screened about 91 743 travellers for various infectious and or communicable diseases and seized about 120 tablets, 57 658 mg of medications, 59 530 ml of cosmetics and about 50 insulin injections.

The guards working with the SAPS arrested about 143 individuals for committing various crimes and transgressions within the ports of entry and the border law enforcement area.

“The majority of these individuals served as facilitators of illegal activities around the ports of entry and were therefore charged for aiding and abetting. Interestingly, one individual was arrested at Lebombo port of entry to Mozambique while in possession of 13 passports attempting to bribe an immigration specialist with some banknotes which were placed in between the pages of the individual passports.”

In addition, about R641 of dagga with  the value of R2 602 500 was seized and destroyed in both Grobler's Bridge port of entry to Botswana and Caledonspoort port of entry to Lesotho.

Another joint operation by officials of the SAPS, South African Reserve Service (SARS) and BMA included 217 master cases of counterfeit cigarettes with the value of R3 351 690 at the Lebombo port of entry from Mozambique en route to South Africa.

Other operations include the interception of 573 items of counterfeit alcohol, 272 pairs of counterfeit clothing and parts of a Toyota Hilux 4 x 4 worth R150 000.

“As the BMA, we remain committed to robustly confront the complex challenges associated with border management across all modalities, ranging from sea, land and air,” said the Commissioner. – SAnews.gov.za

Deputy Ministers to handover upgraded Limpopo sewer pipeline project

Deputy Ministers to handover upgraded Limpopo sewer pipeline project

The Deputy Ministers of Cooperative Governance and Traditional Affairs (CoGTA), and Water and Sanitation, are expected to hand over the upgraded main sewer pipeline project in Extension 5 and 6 of Mookgophong on Monday.

CoGTA Deputy Minister, Parks Tau will be joined by his Water and Sanitation counterpart, David Mahlobo in the project which falls under the Modimolle Mokgopong Local Municipality situated within the Waterberg District in Limpopo.

Limpopo MEC of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) Basikopo Makamu, the leadership of the province and the municipalities, will join the Deputy Ministers.

“Due to the growth in Mookgopong, particularly in Extension 5 and 6, the bulk sewer pipelines were in an incapable state of performing which resulted in sewer spillages over the years.

“The municipality was challenged to address the issue due to budgetary constraints and technical capacity needed until the Department of Water and Sanitation, through their Water Services Infrastructure Grant (WSIG), provided funding for the sewer project,” the Department of Cooperative Governance and Traditional Affairs explained.

The Department of Cooperative Governance played a crucial role in this partnership towards the success of the project through the provision of technical support via the Municipal Infrastructure Support Agent (MISA).

“The project, which is in Ward 4, addresses the bulk sewer challenges at Ext 5 and 6 where spillages were prevalent. The sewer lines also connect to Ext 3, which is adjacent to the project area. Through the project, Ward 4 community members have access to and are using adequate and reliable functioning sewer system and the sewer spillages, which were prevalent, have been addressed.”

Over a million travellers processed over Easter period

Over a million travellers processed over Easter period

The Border Management Authority (BMA) facilitated about 1 136 250 travellers across the country’s 71 ports of entry over the Easter period.

This represents a 24% increase or 222 391 more travellers than last year, the BMA announced on Sunday.

This as the BMA’s Commissioner, Dr Mike Masiapato, announced the results of the 10-day Easter plan implementation that ran from 26 March to 4 April 2024.

Masiapato identified OR Tambo International Airport, the Lebombo port of entry to Mozambique, and Beitbridge port of entry to Zimbabwe as the top three ports that processed the majority of travellers with a total of 528 042 individuals.

“In fact, OR Tambo facilitated the most travellers at 217 855, followed by Lebombo at 157 069 and Beitbridge at 153 118 travellers,” he said at a media briefing held at the Government Communication and Information System (GCIS) head office in Pretoria.

He added that at the Cape Town harbour had seen an increase in the number of holiday makers boarding cruise ships for various destinations, according to border law enforcement officials.

The BMA also processed about 36 675 private vehicles, 1 893 minibus taxis, 1 309 buses and over 2 621 aircrafts at various international airports.

It also handled 252 vessels across seaports of which 119 were for crew changes through the off-port limit mechanism.

“This has to do with the facilitation of crew changes for vessels that have not docked at the port. During the implementation of this plan on people movement, we deployed proactive preventative measures for the speedy detection of non-compliances on the set port protocols.”

The Commissioner revealed that 3 841 people attempting to enter South Africa illegally were intercepted.

Of the 3 841, about 2 403 did not have any documents, 1 019 were refused entry for being “undesirable”, while about 419 were found to be “inadmissible” to enter the country due to various reasons.

“The majority of those arrested without documents were intercepted at the vulnerable segments of the borderline. They were processed, declared undesirable for five years, and were deported.”

According to Masiapato, most of the “inadmissible” individuals had invalid passports, fraudulent visas or simply failed to produce relevant documents such as valid yellow fever certificates.

“We would like to indicate that the success of this Easter operations can be attributed to the consistent implementation of all proactive measures and those include effective corridor management which was done in full collaboration with the respective local traffic authorities. As such, none of our key arteries leading to any of the land ports of entry experienced any kind of congestion.”

He also expressed his gratitude to all motorists for observing traffic laws and adhering to the instructions of traffic authorities.

He also applauded the Stockpoort port of entry for processing and recording data of all passengers who were on the bus en route from Botswana to Moria in Limpopo for the Easter pilgrimage.

“Despite our limited resources, our officers continue to work tirelessly to ensure the smooth flow of legitimate travellers while upholding the highest security standards. We are extremely proud and appreciative of the resilience of our border officials in rendering a stable service in very difficult conditions,” he said.

Earlier this week, President Cyril Ramaphosa and his Botswana counterpart, President Mokgweetsi Masisi visited the site of the bus crash which claimed the lives of 45 Botswana nationals.

Call for a National Register of Polluters

Minister of Water and Sanitation, Senzo Mchunu, has vowed to tackle the pollution of the environment and water sources as the Vaal River coues to battle with invasive alien plants.

Mchunu said the country needs to have a National Register of Polluters to deal with the pollution of the environment and water sources across South Africa.

He said a National Register of Polluters was necessary to make people account for their transgressions.

“We want those in positions of authority, Mayors, CEOs of companies to have their names in the register so that they account for the neglect that leaves our rivers polluted,” he said on Friday.

The Minister was speaking at a workshop held at Emerald Resort and Casino in Vanderbijlpark.

Several stakeholders attended the workshop, including mayors of Mafube, Ngwathe and Metsimaholo Local Municipalities, Rand Water Board Chairperson Ramateu Monyokolo, and representatives from the Department of Forestry, Fisheries, and the Environment.

He announced the establishment of a sectoral forum of experts to urgently address the situation and devise practical solutions that will ensure that the current state of the Vaal River System becomes a thing of the past.

“The Vaal River is not just a vital water source. It is a lifeline for our communities, industries and ecosystems.

“Its health is under threat from various sources, including wastewater discharge and we must collaborate effectively to mitigate these impacts and protect this invaluable resource for future generations,” the Minister stressed.

The Minister is also expected to hold a meeting with the Mayors of Ekurhuleni, Johannesburg, Tshwane and Mogale City to look at the state of Centurion Lake and tributaries affecting the state of the lake.

Mchunu believes all spheres of government need to have the upper hand in the resolve to deal with the pollution of water sources and the environment.

He took the time to highlight some of the interventions, including introducing measures to prevent the spread of alien invasive species, raising awareness among the public, and enforcing regulations on the importation and sale of potentially invasive species.

The Minister also spoke about the early detection and development of monitoring programmes to detect invasive species early on and implement rapid response measures to control their spread.

He discussed restoring native vegetation and ecosystems to rehabilitate areas affected by invasive species.

“This can help to restore the ecological balance of the river and improve its overall health.”

Government will also be working with its agencies, non-governmental organisations, and local communities to develop new and improved methods for controlling invasive species and restoring native habitats. – SAnews.gov.za

Nzimande dissolves NSFAS board

Nzimande dissolves NSFAS board

Higher Education, Science and Innovation Minister, Professor Blade Nzimande, has dissolved the board of the National Student Financial Aid Scheme (NSFAS) and placed it under administration.

The announcement followed a meeting held on Thursday between Nzimande and the NSFAS Board to communicate the Minister’s decision to dissolve the NSFAS Board, with immediate effect.

In a statement issued on Thursday evening, the department said the legal effect of the decision will be communicated on Friday, through the Government Gazette.

“On Sunday, 14 April 2024, at 2pm, the Minister will convene a special media briefing to explain the rationale for dissolving the NSFAS Board and the further steps arising from this decision,” the department said in a statement.

Prior to the meeting, the department issued a statement raising Nzimande’s concerns over the recurring problem of non- payment of student allowances by NSFAS.

“Given the magnitude of this problem and its negative impact on the well-being of students and the continued functioning of our post school education and training system, in the next few days, the Minister will be taking a series of additional and decisive steps, all of which are intended to have the problem of non-payment of allowances resolved as a matter of priority,” the department said.

As part of the series of decisive steps, Nzimande, supported by the department, has instructed NSFAS to immediately establish a dedicated task team that will visit all the Technical Vocational Education and Training (TVET) colleges and universities, where students are experiencing serious NSFAS related problems.

Regarding the 2024 academic cycle, the department said against valid registration records received on 15 March 2024, NSFAS has paid the disbursements for university and TVET college students.

“For the latest payment cycle, NSFAS has paid TVET college student allowances and tuition to the value of R511 106 120 in total,” the department said.

The allowance included R147 115 846 in college tuition; R34 831 311 in allowances via TVET colleges; and R298 971 220 in NSFAS card allowances; and R30 187 743 towards student accommodation via solution providers.

“For universities, NSFAS has paid allowances and tuition to the value of R2 306 583 222 in total,” the department said.

The universities allowance included R1 258 865 972 tuition to universities; R653 954 716 allowances via universities and R393 762 534 direct payment to students.

However, the department said not all TVET colleges and universities have complied with the NSFAS deadline of 15 March 2024 for the submission of student registration data to facilitate the payment of allowances.

The department said failure to comply by some TVET colleges and universities has contributed to the latest sporadic student protests.

“To address this, the Minister dispatched the Director-General to have an urgent meeting with the NSFAS management, which was intended to ensure that working with institutions, all outstanding allowances are paid as soon as it is practicable.

“In addition, NSFAS has sent its servicing administrators to work with the non-compliant TVET colleges and universities to finalise the submission of student registration data and ensure that the outstanding student allowances and tuition is paid in the next payment cycle,” the department said. – SAnews.gov.za

Presidents Ramaphosa and Masisi visit Limpopo bus crash site

President Cyril Ramaphosa says the quick and compassionate local response to the bus crash which claimed the lives of 45 Botswana nationals is a testament of the warm and compassionate relations between the two countries.

The only survivor of the crash was an eight-year-old child.

The President was speaking at the site of the tragic accident at the Mmamatlakala Bridge along the R518 in Limpopo where he was joined by his Botswana counterpart, President Mokgweetsi Masisi.

A bus travelling from Molepolole in Botswana to Moria in Limpopo, to celebrate Easter, plunged off the bridge along the Mmamatlakala Pass on 28 March 2024.

“We have a horrible accident that has occurred involving Batswana. But no sooner than it occurred, I called President Masisi to inform him that our team consisting of our provincial officials from government from the Premier down to the…police and the immediate responders were immediately on the scene, and we were able to beam information not only to the world but also to the government of Botswana to inform them what was happening.

“That speaks volumes about the relationship between the two countries which is underpinned by compassion, humanness, cooperation and transparency,” he said on Thursday.

At the scene, President Masisi said he was “well received” by South Africa upon his arrival.

“I was thoroughly briefed and impressed by the immaculateness of competence, thoroughness of detail and I visited the site. I go back home completely gratified that the very best was done and I give thanks to South Africa,” said President Masisi. – SAnews.gov.za

Townlands social housing provides safety net for homeless beneficiary

Location: News

Townlands social housing provides safety net for homeless beneficiary

As an orphan, Pretoria-based Lebogang Tlhabane spent a lot of time moving around because she did not have a place to call home.

Being a transgender woman, she felt isolated, with her safety being compromised while seeking shelter in unusual places.

Today, Tlhabane's prospects have changed for the better, thanks to government’s Townlands Social Housing Project in Marabastad in the City of Tshwane. Tlhabane has now found a safety net, which represents hope for the future.

Tlhabane is among the beneficiaries of the Townlands Social Housing Project unveiled this week by Human Settlements Minister, Mmamoloko Kubayi.

“I am an orphan, and I don’t have a home, so I had to move around a lot. Survival on the streets was a challenge because my safety as a transgender woman was compromised and I am happy Townlands is my new home. I will be able to spend Christmas this year with my baby brother and friends around me,” said an elated Thlabane.

The Townlands Social Housing Project is a 1 200-unit social housing development that offers low-cost rental accommodation to qualifying residents of Tshwane, who fall in the income band of R1 850 to R22 000 per month.

The affordable housing development will enable residents of Tshwane to live near the city centre to have access to economic opportunities, thus redressing the housing backlog in the city.

The Townlands Social Housing development includes a community development centre, with 176 one-bedroom units, 1 012 two-bedroom units and 12 three-bedroom units. The development also includes an outdoor gym, among other amenities.

Speaking at the project launch, Kubayi said social housing is a valuable intervention to deal with informal settlements, backyard dwelling and people staying in unsafe inner-city buildings.

She said government is creating opportunities for people to stay in safe government-subsidised rental housing closer to work, school, transport nodes, and other social amenities, whilst addressing the unjust legacy of apartheid spatial planning.

“Our interactions with approved tenants at Townlands and similar developments across the country are indicative of a trend whereby we find beneficiaries or tenants who would have formerly stayed in an informal settlement and transitioned to a formal area.

"Others lived in the inner-city and were subjected to paying a lot of money in unsafe environments. Others were paying money for accommodation to people who don’t even own these buildings,” Kubayi said.

Kubayi said a biometrics system will be integrated into the property, in addition to the current security measures to also address the issue of sub-tenanting by approved beneficiaries, where people bring people who are not registered onto the property.

“People want to feel safe and the biometrics upgrading will ensure safer communities, in line with our freedom charter prescripts that there shall be houses, security and comfort,” Kubayi said.

The Minister has urged beneficiaries to pay their rental timeously and help maintain the long-term sustainability of the projects to avoid their collapse.

Apart from Townlands, which has now been completed, Kubayi said three other projects are in the pipeline to deliver over 2 000 units in the city and “their success depends partly on beneficiaries also meeting their rental obligations".

The Social Housing Regulatory Agency (SHRA), an entity of the Department of Human Settlements, partnered with Housing Company Tshwane (HCT) in the development of the social housing project.

Kubayi said there are currently about 6 000 applications received from potential tenants.

The Minister commended the three spheres of government for collaborating with beneficiaries, contractors, and community leaders to be able to deliver the project.

“Our focus will also be on an exit strategy for the tenant, as we don’t want them to remain tenants forever,” she said.

Human Settlements Deputy Minister, Pamela Tshwete, who accompanied the Minister, said she was encouraged by the fact that the project was championed by women contractors.

“In the last financial year, the Department of Human Settlements spent R3.1billion as part of 40% set aside for women-owned companies contracted to build and help government to resolve the housing backlog,” Tshwete said.

Over one million houses built in Gauteng since 1994

Meanwhile, Gauteng Human Settlements and Infrastructure Development MEC, Lebogang Maile, highlighted that the democratic government had done significant work since 1994 in providing shelter for vulnerable people.

He said that the Townlands development is a true testament to that.

“We are sitting with no less than 1.3 million houses built in Gauteng since 1994. Today, we have about two million people in the national housing register and 1.2 million of those are in the economic hub of Gauteng, where the population has doubled, [due to those] in search of economic opportunities,” Maile said.

Tshwane Member of the Mayoral Committee (MMC) for Human Settlements, Ofentse Madzabatela, said he was looking forward to the roll out of more projects by Human Settlements to deal with apartheid spatial planning, which kept people away from economic opportunities.

SIU to probe affairs of Moqhaka Local Municipality

The affairs of the Moqhaka Local Municipality will come under intense scrutiny after President Cyril Ramaphosa signed a proclamation authorising the Special Investigating Unit (SIU) to investigate allegations of serious maladministration at the Free State based municipality.

According to the SIU, the proclamation “authorises the SIU to investigate procuring and contracting armed physical security services in the municipality”.

“The SIU will also investigate any unauthorised, irregular, fruitless, or wasteful expenditure incurred by the department or the State. The scope of the investigation also covers any unlawful or improper conduct by department officials or employees, the applicable suppliers or service providers, or any other person or entity which has caused or may cause serious harm to the interests of the public.

“Furthermore, the investigation will also establish whether there was any unlawful appropriation or expenditure of public money. The Proclamation covers allegations of unlawful and improper conduct that took place between 1 January 2019 and 12 April 2024…and after the date of the Proclamation that are relevant to, connected with, and incidental to the matters or involve the same persons, entities or contracts investigated,” the corruption busting unit said.

The SIU added that it would, as an additional measure, “identify system failures and make systematic recommendations to improve measures to prevent future losses”.

“In line with the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act), the SIU will refer any evidence pointing to criminal conduct it uncovers during its investigations to the National Prosecuting Authority for further action.

“The SIU is empowered by the SIU Act to institute a civil action in the High Court or a Special Tribunal in its name to correct any wrongdoing uncovered during its investigation caused by acts of corruption, fraud or maladministration,” the unit concluded. – SAnews.gov.za

Progress made in Durban’s R180 million road upgrade

EThekwini Municipality says the upgrade of the Old North Coast Road in Durban North is progressing well, with  construction expected to be completed in September 2025.

The R181.9 million project, which started in May last year, aims to improve road networks and ease traffic congestion in the area.

According to the municipality, the project, which has created various job opportunities, has been commended by residents in Ward 110, including local businesses, and other existing industrial developments within the ward, who will benefit from the project.

Project Engineer Sihle Myeza said despite minor challenges, the project is progressing well.

“The project consists of constructing reinforced concrete retaining walls with parapets on the left-hand side and specialist lateral support retaining wall on the right-hand side.

“Other work includes bulk earthworks, stormwater, culverts, layer works, service relocations, kerbing, building sidewalks, median islands, sub-soils, gabions, guardrails, asphalting and reinstatement,” Myeza said.

Myeza said some of the challenges experienced in the project including water, electricity, and telecommunications services being temporarily relocated for the retaining walls and earthworks to continue.

He said these services will be permanently relocated.

“Another issue was the unstable embankments that collapsed while cutting for the retaining wall and posed a risk. To deal with this issue, a geotechnical assessment was done on the embankments.

“A geotechnical report from a geotechnical engineer was produced proposing that a specialist lateral support retaining wall be constructed to ensure the embankments are stable,” Myeza said. – SAnews.gov.za

SA supports efforts to end plastic pollution

SA supports efforts to end plastic pollution

As government continues to consult the plastic industry on an internationally legally binding instrument to combat plastic pollution, Minister of Forestry Fisheries and the Environment Barbara Creecy affirmed that South Africa remains resolute in supporting global efforts to end plastic pollution.

In 2022, South Africa supported the development of an internationally legally binding instrument to combat plastic pollution at the Fifth Session of the United Nations Environment Assembly.

“Consequently, on the domestic front, the South African negotiations rest on a firm base provided by our Constitution protecting the right to an environment that is not harmful to health, and to have our environment protected from plastic pollution.

“The reality is that plastics has been targeted for growth as part of our industrial policy and it is incumbent on us that we ensure that this plastic growth is socially, environmentally, and economically sustainable,” Creecy said during a virtual engagement on Friday.

The Minister made these remarks during a consultative stakeholder engagement meeting on South Africa’s negotiating position ahead of the 4th Intergovernmental Negotiating Committee (INC4) on the development of the international legally binding instrument on curbing plastic pollution.

The consultation was intended to consolidate the country’s negotiating position at the INC4, which is scheduled to take place in Ottawa, Canada from 23 – 29 April 2024.

The Intergovernmental Negotiating Committee (INC) is mandated to develop an international legally binding instrument to end plastic pollution and marine litter, address the full plastic lifecycle and set out a series of provisions to be developed.

“The full life cycle of plastic manufacture, use, and disposal in the context of the Waste Act and National Waste Management Strategy, 2020 is key. The negotiations’ priority obligatory measures include supporting and strengthening waste management services to prevent plastic leaking into the environment.

“Emphasis is on waste collection and improving recycling systems through the development amongst others; extended producer responsibility schemes to collect, reuse and recycle plastic waste with the aim of promoting a circular economy in the plastic industry. Promoting public awareness and clean up campaigns to remove plastic waste from rivers, wetlands, and beaches,” the Minister said.

She said the plastic pollution affects the terrestrial and aquatic, including marine, environments.

“South Africa boasts a coastline that covers over 3 000 kilometres, and it is in the interest of environmental sustainability that South Africa is actively engaged in the Intergovernmental Negotiating Committee process.

“The recognition of the threat plastic pollution poses to human health, ecosystem functioning, and the marine environment keeps the South African members of the INC hard at work.

“Given the versatility of the plastic product, the lifecycle approach requires a multi-stakeholder focus, and thus government is considering views of interested and affected parties in the negotiations of this internationally legally binding instrument on curbing plastics pollution,” the Minister said.

Life imprisonment for five men who killed Limpopo Mayor Moses Maluleke

Limpopo Premier Stanley Chupu Mathabatha has welcomed the sentencing of five men, who murdered the Mayor of Collins Chabane Municipality, Moses Maluleke, in July last year.

The Limpopo High Court in Polokwane sentenced the accused to life imprisonment on Thursday.

The court also sentenced Shumani Nemadodzi, Avhatakali Isaac Mudau, Wiseman Baloyi, Tshianeo Munyai and Pfunzo Lidzebe for conspiracy to commit murder, robbery with aggravating circumstances, attempted murder, and possession of an unlicensed firearm and ammunition.

According to reports, Maluleke, who was 56 years old, was shot dead at his home in Xikundu Village while he was with his 18-year-old son, Ntokoto.

According to media reports, Ntokoto still suffers from the bullet lodged in his hips after being shot by the murderers.

“This verdict marks a significant moment in our justice system, demonstrating our unwavering commitment to upholding the rule of law and ensuring that justice is served for the victims of violent crimes and their families,” said Mathabatha.

The Premier said the loss of Maluleke was not only a tragedy for his family but also a profound loss for the community and the province, which he served with dedication and compassion.

“His untimely death is a stark reminder of the challenges we face in combating crime and violence in our society. The bravery and resilience of his family, especially in the face of such adversity, have been a beacon of hope and strength for us all,” said the Premier.

Mathabatha believes that the judgment will send a clear message that criminal acts will not be tolerated.

“As we reflect on this case, let us remember the values that Mayor Maluleke stood for - service, generosity and community development. Let his legacy inspire us to work even harder towards creating a safer, more just Limpopo where every citizen can live without fear.

“Our thoughts remain with the Maluleke family during this time. We hope that the verdict brings them some measure of solace and closure.”

The Limpopo provincial government has since reaffirmed its commitment to supporting the family and the community as they continue to heal from this tragedy.

Mathabatha reiterated government’s dedication to enhancing public safety, supporting law enforcement agencies and strengthening the justice system to prevent such senseless acts of violence in the future. – SAnews.gov.za

Government has officially switched off the gantries of the Gauteng Freeway Improvement Project (GFIP), popularly known as e- tolls.

“From this moment forth, road users will no longer be charged for using the GFIP network. This decision is a testament to our government's commitment to listen to and serve the needs of its citizens,” Minister of Transport, Sindisiwe Chikunga, said in Centurion during a ceremonial switch-off.

The gantries were switched off on Thursday at midnight at the South African National Roads Agency (SANRAL) Central Operations Centre.

Although, the system of e-tolling was implemented after some consultation had taken place, it aggravated a lot of the public and concerned Cabinet.

“When e-tolls were first introduced, the intention was to provide the critical road infrastructure necessary to support Gauteng's thriving economy, one of the largest in our nation and on our continent. However, we have heard the pleas of Gauteng motorists, and after careful deliberation, we have responded.

“A three-member Cabinet committee, tasked by President Cyril Ramaphosa in 2019, has diligently explored alternative funding solutions for the GFIP debt repayment and the backlog of maintenance and rehabilitation costs.

“The result is a Memorandum of Agreement that formalises these solutions and outlines the financial contributions from the Gauteng Province and the national government,” the Minister said.

She said government is committed to continually engaging with all stakeholders to explore adequate and sustainable funding solutions for road construction, maintenance, and upgrades, supporting economic development across our nation,” the Minister said.

“As government, we are still in discussion regarding the historical debt owed by motorists. For SANRAL, this significant milestone unlocks the ability to approach the private sector for funding, enabling the agency to execute its pipeline of capital expenditure projects. As we bid farewell to e-tolls, it is important to note that the benefits of improved roads remain,” Chikunga said.

The Minister reiterated that as of Friday, road users will no longer be charged for the use of the Gauteng e-toll routes

“Road-users will not be required to do anything when e-tolling is cancelled. Importantly, ‘current valid accounts’ can still be used for payments at toll plazas and other Value-Added Services (i.e. parking). This is critical for the ongoing, long-term benefit of inter-operability.

“The tag beeps will stop after [Thursday] midnight. The gantry lights and cameras will remain on for road safety purposes. The e-toll website will be updated with respect to the cancellation, including Mobility/Tag account functionality for services, i.e. interoperability and parking, etc.

“The e-toll stores will remain open as the tag can still be used for interoperability, account queries and other potential transport related services that will be determined in due course. The e-toll branding will be removed in phases,” Chikunga said.

E-toll invoices will be rolled up until the last day and issued up until this period.

Due to potential delays in the postal system, invoices will still be received some time after 12 April 2024. However, no transactions post-midnight tonight will appear on the invoice or statement. – SAnews.gov.za

Creecy extends West Coast Rock lobster fishing season

The Department of Forestry, Fisheries and the Environment has granted a short extension of the Nearshore West Coast Rock Lobster fishing season.

“I received a number of urgent verbal and written requests from the small-scale fishing cooperatives that were particularly hard hit by the extreme weather conditions, preventing them from catching their full allocations,” Minister of Forestry, Fisheries and the Environment Barbara Creecy said on Friday.

The Minister, in consultation with the relevant officials, requested the Deputy Director-General responsible for Fisheries Management, Sue Middelton, to grant a short extension of the Nearshore West Coast Rock Lobster fishing season from 15 - 19 April 2024.

This extension is in recognition of the extreme adverse weather conditions experienced in the Western Cape over the past week.

The Public Notice, granting the extension, will be issued by the Department on Friday 12 April 2024 and will be communicated to the Chairpersons of the Western Cape Small-scale cooperatives and the Nearshore Commercial right holders.

“It should also be noted that the DDG: Fisheries Management has already granted an exemption to allow for fishing over this coming weekend of 13 and 14 April 2024,” Creecy said. – SAnews.gov.za

Praise for measures to prevent Gauteng minibus shutdown

Gauteng MEC for Transport and Logistics Kedibone Diale-Tlabela has commended the Gauteng Taxi Industry (GTI) for their proactive measures that prevented a planned shutdown of minibus taxi services operated by the Witwatersrand African Taxi Association.

The Gauteng Department of Roads and Transport received intelligence from law enforcement agencies warning of the intended shutdown scheduled for Wednesday, which posed a threat to the daily commute of residents, particularly in Dube, Nancefield, Jabulani and Zola.

The Department said the situation arose from the ongoing violent dispute between the Nancefield-Dube West Taxi Association (NANDUWE) and the Witwatersrand African Taxi Association (WATA) over routes in the area.

"We commend the GTI for demonstrating leadership and responsible governance, thereby averting disruptions to public transport in southern Johannesburg. Their intervention spared commuters significant inconvenience, enabling them to travel to their designated destinations without incident," the MEC said.

GTI comprises  the South African National Taxi Association and the National Taxi Alliance.

“The collaborative law enforcement efforts, led by Gauteng Community Safety, Johannesburg Metro Police Department, South African Police Service as well as the Road Traffic Management Corporation, will continue as part of ensuring the safety of residents. Law enforcement remains prepared to swiftly address any potential resurgence of violence during this period,” the department said.

The department will continue to hold public meetings to keep residents informed of developments regarding the matter. –SAnews.gov.za

IEC publishes final candidate lists for upcoming elections

The Electoral Commission of South Africa (IEC) has released the final lists of political parties and independent candidates that will appear on the various ballot papers in the upcoming National and Provincial Elections.

The IEC published the lists on its website on Wednesday, and has made them available at all of its offices.

According to the election management body, a new and historic feature in National and Provincial Elections (NPE) 2024 is that independent candidates will contest for seats in the National Assembly and provincial legislatures.

This is after President Cyril Ramaphosa assented to the law enabling the participation of independent candidates in April 2023.

Six independent candidates will contest for seats in the National Assembly and six will contest the provincial legislature elections.

Meanwhile, the Electoral Code of Conduct has been in effect since the 23 February proclamation of the election date.

On 4 April, the IEC held a special ceremony, where all national contestants publicly pledged to adhere to the Electoral Code of Conduct, as well as to get their members and supporters to act in a manner that is consistent with the code.

Provincial pledge signing ceremonies at the provincial level will take place in the coming weeks.

South Africa will hold its General Election on May 29, which marks the country’s seventh democratic election.

KZN reaffirms commitment to provide essential services

KwaZulu-Natal Social Development MEC, Nonhlanhla Khoza, has reaffirmed the provincial government's commitment to continue with its efforts to ensure that all communities have access to essential services.

Khoza made the commitment during Operation Sigalelekile (“We’ve arrived”), where she led various departments in a united force to provide vital services to the community of Ngudwini and Samungu’s Ward 05 in Umlalazi Local Municipality, under King Cetshwayo District Municipality.

Operation Sigalelekile is an initiative that serves as a beacon of hope for rural communities located in far-flung areas, remotely located from government services.

The community of Ngudwini was previously affected by faction fights, which robbed people of their lives and properties.

As government commemorates 30 years of service delivery, Khoza emphasised the need for strengthened strategies to bridge the gap in service delivery, particularly in rural communities.

Addressing the community during an event held this week at Esikhumbeni Sportsground, Khoza said regardless of location, government is committed to ensuring that essential services reach every citizen, with the aim of fostering a successful nation.

"We are deeply concerned that older persons have to use their grants to support grandchildren who cannot access child support grants due to lack of important documents.  We have been made aware of this challenge, hence our visit to the area to address it.

“There are orphans, as a result of infighting within the communities and that robbed children of a better life.  We have a responsibility to deal with social challenges affecting our communities," Khoza said.

Khoza also stressed the importance of reaching every corner of the province, adding that government is caring, as it responded to the plight of people needing access to government offices and services.

During the outreach, various departments, including Social Development, South African Social Security Agency (SASSA), South African Police Services, Health, Home Affairs, and the Electoral Commission, collaborated to address the pressing needs of the Ngudwini and Samungu communities.

The community members had an opportunity to make applications for important documents, including birth certificates and IDs, as well as access grants, with on-site assistance from SAPS for affidavits.

The MEC underscored the significance of these documents in unlocking opportunities for individuals and ensuring their inclusion in society.

She affirmed government's commitment to addressing challenges faced by the community, particularly regarding documentation for children and older persons.

"We are here to bridge the gap and ensure that every person, regardless of their circumstances, has equal access to essential services.  The integrated effort by the KwaZulu-Natal Government exemplifies its dedication to uplifting communities and fostering inclusivity in service delivery," Khoza said. – SAnews.gov.za

Partnership to solve Hammanskraal water challenges yields positive outcomes

Partnership to solve Hammanskraal water challenges yields positive outcomes

Residents of Hammanskraal are set to benefit from a partnership between the Department of Water and Sanitation (DWS) and the City of Tshwane, which is expected to result in potable water running by September this year.

Water and Sanitation Minister Senzo Mchunu, joined by Tshwane Mayor Cilliers Brink, conducted an oversight project inspection of the Rooiwal Wastewater Treatment Works (WWTW) and Klipdrift Package Plant in Hammanskraal, north of Pretoria, on Wednesday.

The inspection come as the department, through its entity, Magalies Water, and the City of Tshwane are working collaboratively to effectively address water challenges affecting most parts of Hammanskraal.

Speaking during a community imbizo held at Mandela Hall, Mchunu recommitted to oversee the successful refurbishment of the Rooiwal Wastewater Treatment Works to enable its performance at optimum capacity, as well as the upgrading of the Klipdrift Water Treatment Works.

“As a Ministry, we made a commitment to ensure the provision of equitable and excellent quality water supply, as well as dignified sanitation for all. Therefore, our visit to Hammanskraal is by no means just for show, nor is it politicking,” Mchunu said.

The Ministry and the City of Tshwane also informed the community that work is underway to upgrade the Klipdrift Water Treatment Works, which is set to get upgraded from 42 to 92 mega litres per day, to improve the provision and quality of water in parts of Hammanskraal.

“I am pleased to inform you that by September this year, most households will be able to get consistent and reliable water in their homes. This will significantly improve the quality of life for more than 47 000 households and a population of 180 679,” Mchunu said.

Giving an update on the latest progress made towards the refurbishment of Rooiwal Wastewater Treatment Works, Mchunu reported the Development Bank of Southern Africa (DBSA) has been appointed as the implementing agent to complete the refurbishment of the plant.

He said the work to be carried out will include two sub-phases.

“Phase 1A of the refurbishment is urgent, and a turnkey approach is undertaken to ensure that the necessary works are carried out swiftly and efficiently. This includes both general building and mechanical, and electrical elements that will work together to deliver the upgrades needed to improve the Plant's capacity and functionality.

“Phase 1B will follow a conventional approach, which will see the construction of two primary sedimentation tanks, the refurbishment of the east flow balancing tank and pump station, and the upgrading of the anaerobic digesters on the Rooiwal West Works, amongst others,” Mchunu explained.

The Minister highlighted the socioeconomic benefits that the two projects will bring to the area of Hammanskraal and surrounding areas.

“We always strive to ensure that projects undertaken by government benefit the local communities. It is anticipated that the upgrade of the Klipdrift Water Treatment Plant project will create up to 70 jobs for the duration of the project,” Mchunu said.

Mchunu further reiterated the ministry’s stance of collaborative work to ensure the effective implementation of bulk water and sanitation projects, not only in Hammanskraal but across the country.

He called out people who continue to vandalise infrastructure.

“We must remember the importance of working together to prevent the reoccurrence of waterborne diseases. Our being here with the City of Tshwane and Magalies Water symbolides our own individual commitment to help the people of Hammamskraal realise their constitutional right of water provision.

“We also should not be shy to call out those amongst the community who commit the crime of vandalizing the infrastructure that we so much want to see work optimally to serve everyone in our communities,” Mchunu said. - SAnews.gov.za

Massification of skills development and job creation programmes to combat unemployment

Location: News

Massification of skills development and job creation programmes to combat unemployment

By Minister Thulas Nxesi

I believe that we can all agree that, at the end of the day, a decisive reduction in the unacceptably high level of unemployment is dependent on higher economic growth resulting in more jobs. This process is led by business investing in the private sector with resultant economic development and rising employment.

Nonetheless, as the President has argued, government as the largest employer in the country and a large-scale procurer of goods and services, has a major role to play both to create an environment conducive to investment, growth and development, but also to directly mitigate the impact of unemployment through social protection measures, demand-led training, targeted job creation and preservation.

To this end government, has strived to strengthen and expand its programmes for skills development and job creation, particularly in respect of the youth, seeking to mobilise and coordinate resources across government. In so doing, government has also sought to deepen and increase the areas of cooperation with the private sector. Initially focused on the strategic areas of energy security, port and inland logistics, and crime and corruption, cooperation has been expanded to include issues of skills and employment.

Which brings us to the expanded roll-out of government jobs and skills projects. First, I need to flag that this orientation and vision has a very long pedigree. Indeed, it is captured in the National Development Plan 2030 adopted in 2011. The earlier example of the Expanded Public Works Programme has been in existence for over two decades, and is utilised by local governments of all political persuasions.

So the present roll out of UIF Labour Activation Programmes (LAP) which started on April 6th in Gauteng – in tandem with the provincial Nasi Ispani Project - is part of this long tradition, expanded now to pool resources across departments and provinces, and in partnership with the private sector.

Following the 2019 elections, the mandate of the old Labour Department was expanded to become the Department of Employment and Labour. The reconfiguring of the Department to reflect the mandate has been taking place ever since. Part of this process is to leverage the existing resources of the Department for job creation and preservation. The Labour Department had long been involved in skills training of the unemployed. One of the things we did after 2019 was to re-orientate training towards in-demand and scarce skills with the guarantee of a job at the end of the programme, replacing the previous training for training’s sake mentality. Another critical part of the reconfiguration of the Department was to undertake a structural architecture review of the funds – the UIF and Compensation Fund – carried out by an independent analyst, and with the express purpose of greatly strengthening client service and ensuring necessary financial controls, systems, governance, accountability, risk and compliance mechanisms are in place.

I need to say more about the central role of the UIF in the work of the Department. The UIF is best known for paying out unemployment and maternity benefits, drawing on the contributions of employers and employees, but, in fact the UIF Act gives it a much larger mandate to mitigate unemployment, and includes funding:

  • Job preservation in the form of the temporary employer/employee relief scheme (TERS) – administered by the CCMA enabling distressed companies to continue to pay their employees, and the business turnaround and recovery programme run by Productivity South Africa;
  • training of the unemployed for employment (now anchored on a demand-led approach, with jobs at the end of it);

And job creation through:

  • supporting enterprise development and entrepreneurship; and
  • economic growth and job creation through investment of the reserves of UIF and the CF.

It was in furtherance of this mandate that the UIF established the LAP, where these kind of programmes have been running since before 2019, and will continue after the 2024 election. (The bizarre claim that the current LAP projects are a ‘rip off’ of the irregular Thuja proposal is historically inaccurate.) The decision of government to ‘massify skills development and job creation’ in response to persistent high levels of unemployment and sluggish growth utilises the LAP platform – expanded to pool resources across departments and entities, and to partner with the private sector. The funding model for the current expanded LAP provides a sliding scale of funding support for programmes with 70% of partners contributing, and a maximum 30% would being non-contributors (i.e. receiving 100% UIF/LAP funding), together with projects across government departments and entities on a rand-for-rand funding basis, for example including working with the IDC and the Department of Basic Education to recruit and pay salaries for Teacher Assistants designed to employ 200,000 unemployed graduates (part of the Presidential Youth Employment Stimulus programme).

The current expanded LAP ‘Training for Employment and Entrepreneurship’ programme sets ambitious targets: 2 million opportunities over three years, consisting of jobs preserved and created; demand-led skills training and entrepreneurial opportunities. Currently, 333 projects have been recommended for implementation across every province, with planned some 704,000 beneficiaries. Some 55,000 opportunities were announced for Gauteng on 6th April with the launch of the Nasi Ispani Project, supported and jointly funded by the LAP across 24 sectors: Agriculture, Services, IT, Construction, Engineering, Wholesale and retail, safety and security, hospitality, social services, textile, transport, furniture manufacturing; education, energy, food and beverage, health and wellness, aviation, insurance, jewellery, hygiene, arts and culture, and financial sector. The partnering with the Gauteng provincial government seeks to ensure that government maximises the impact of its spending by pooling resources and eliminating duplication.

I also need to flag that the LAP projects have been – or still are to be - subject to meticulous quality assurance processes to ensure:

  • they are compliant – with policy and legislation;
  • all necessary controls are in place;
  • there is capacity and necessary resources in place,
  • and that these programmes produce real outcomes in terms of jobs and entrepreneurial prospects.

Labour activation programmes are not a silver bullet to end the challenge of unemployment, but they are a viable force-multiplier that can be used together with other initiatives and interventions as part of a response to mitigate unemployment.

The sectors and industries that will contribute significantly to the creation of these opportunities include economically growing and in-demand sectors such as agriculture, ICT, construction, engineering, manufacturing, education, transport and mining.

An initial amount of R15 billion has been budgeted for the expanded LAP roll-out, eventually rising to R23.8 billion funding permitting. Opportunities will run between 12 and 36 months. The money invested in the plan will be recouped by the UIF through contributions and revenue generated from investments, as has been in the past sustainability model of the Fund.

There is this saying that: “the proof is in the pudding.” The UIF has proven that it is capable of taking strategic measures when required – such as the Covid-TERS benefits – distributing R64 billion to 5 million laid off workers and their families during the pandemic – whilst remaining financially sound.

The official national launch of the expanded LAP programme takes place in KZN on 16th April with a progressive roll-out of projects province by province, district by district culminating in the Northern Cape on the 9th May to coincide with the Presidential Imbizo in Kimberly.

Details of other launches and the impact to be derived from these projects will be communicated on an ongoing basis. This demonstrates our serious commitment to creating opportunities for our people, and to embed these processes and programmes into the future.
