SIU files leave to appeal in Telkom case

The Special Investigating Unit (SIU) is expected to file an application for leave to appeal a High Court judgement which deemed its authorisation to investigate the affairs of Telkom as invalid.

The judgement was delivered last month after the unit was authorised through a proclamation by President Cyril Ramaphosa to investigate allegations of “serious maladministration, malpractice, and possible corruption” at the telecommunications company.

“The High Court found that Telkom is not a state institution and therefore, the SIU could not investigate allegations of serious maladministration, malpractice, and possible corruption in the affairs of Telkom.

“After consulting with our legal team, the SIU is of the opinion that there is reason for an appeal,” the SIU said.

The unit insists that the court must “give a fuller picture of what constitutes a state institution as this can set a legal precedent” on which institutions it can investigate.

Currently, government directly holds a 40.5% shareholding in Telkom with a further 15.3% shareholding through the Public Investment Corporation.

“It is important that the issue of the “state institution” must be decided and settled. If this is not clarified, it may create an unwelcome precedent that some public institutions may inadvertently be shielded from investigation by the SIU,” the unit concluded. – SAnews.gov.za

BRICS countries have been urged to continue to support and invest in the township economy in an effort to reshape the perception of townships, and foster a brighter and inclusive future for all.

The Minister in the Presidency for Planning, Monitoring and Evaluation (DPME), Maropene Ramokgopa, led a first of its kind Township Economy in BRICS Dialogue in Orlando West, Soweto, on Tuesday.

Ramokgopa said that BRICS member countries have the capacity to leverage the combined resources, experiences and expertise to support each other in nurturing vibrant township economies.

She said joint ventures, investment partnerships, and knowledge-sharing initiatives can bring a transformative impact.

“As a BRICS nation, we must continue to support and invest in the township economy. By doing so we can rewrite the narrative of our township and create a brighter and more inclusive future for all.

“Let us seize this moment to foster innovation, promote entrepreneurship and build a thriving township economy that stands as a beacon of hope both in South Africa and across the globe in particular BRICS countries,” Ramokgopa said.

The inaugural dialogue was hosted by the Township Economic Commission of South Africa (TECSA) with the support of the Department of International Relations and Cooperation (DIRCO) BRICS Directorate.

The dialogue is convened exactly a week before the commencement of the much-anticipated 15th BRICS Summit in Sandton, Johannesburg.

Minister Ramokgopa emphasised the critical importance of implementing policies that promote and empower small enterprises in order to fully unlock the capabilities of the Township Economy.

She highlighted that currently, the Department of Small Business Development and the National Planning Commission are collaborating with The Presidency Red Tape team to develop a targeted agenda for regulatory SMME reform in South Africa aimed at improving the business-enabling environment.

“We are excited that this time around, we are involving the township economy in this particular summit, all this that we are doing here are going to culminate in what will be discussed in the summit,” she said.

In order to ensure the sustained growth of the township economy, Ramokgopa said a multi-pronged approach is essential. Firstly, she highlighted that education and skills development must be prioritized.

“Providing quality education and training equips township residents with the knowledge and skills necessary to build, expand and explore new economic sectors. By investing in a skilled workforce, we are in a better position to attract more investors to stimulate economic development,” the Minister said.

Secondly, she said partnerships between the government, the private sector, and civil society are critical.

She highlighted that through effective and targeted social compacts, government has the potential to remedy some of the challenges experienced by township entrepreneurs.

“Government policies should be tailored to encourage investment, while private sector entities can offer mentorship, funding, and market access. Thirdly, we must leverage on our country’s enabling legislation to capacitate, support and accelerate township economies,” she said.

Ramokgopa emphasised that townships remain the gateway to the economic participation of millions of our people adding that government must be deliberate about taking BRICS to townships and townships to BRICS. – SAnews.gov.za

Southern African leaders are expected to gather at Luanda in Angola for the 43rd Ordinary Summit of the Heads of State and Government of the Southern African Development Community (SADC).

President Cyril Ramaphosa, in his capacity as outgoing Chairperson of the SADC Organ, is expected to attend the summit.

It will be held on Thursday under the theme “Human and financial capital: The key drivers for sustainable industrialisation of the SADC Region.” It will be preceded on Wednesday by the Troika Summit of the SADC Organ on Politics, Defence and Security Cooperation.

“The Organ Troika Summit, will discuss the political and security situation in the region with particular focus on the Kingdom of Lesotho, Kingdom of Eswatini, Mozambique (SADC Mission in Mozambique) and the Democratic Republic of Congo.

“The Organ Troika Summit will also reflect on consolidation of democracy in SADC and deliberate the socio-economic outlook for the Community.

“Other activities of the Summit include the announcement of the 2022 SADC Secondary School Essay Competition, the Media Awards and the presentation of the Medal of Honour to one of the SADC Founders – the late and first President of the Republic of Botswana, His Excellency, Sir Seretse Khama,” the Presidency said on Tuesday.

Founder of Africa’s largest independent humanitarian organisation, the Gift of the Givers Foundation, Dr Imtiaz Sooliman says it is time to build the country, build social cohesion and bring people together.

He said this during the 4th Annual Marikana Memorial Lecture on Monday, ahead of the 11th anniversary of the Marikana tragedy.

On 16 August 2012, the South African Police Service (SAPS) opened fire on a crowd of striking mineworkers in Marikana, in the North West, killing 34 people.

The then President, Jacob Zuma, announced the establishment of the Marikana Commission of Inquiry, in terms of section 84(2)(F) of the Constitution.

“As a country, we have learnt from the Marikana tragedy,” Sooliman said, adding that it was not time to live in the past, but to reflect on the past.

He said his organisation was determined to double food parcels to the people of Marikana.

Archbishop Thabo Makgoba said the Marikana tragedy was a painful chapter in the country’s history that brought immense sorrow, challenges and anguish to countless families whose loved ones paid the ultimate price.

“As we remember the fallen, we cannot but be moved by the harrowing journey the families of the victims had to endure on that fateful day,” he said.

Makgoba emphasised the importance of providing a supporting shoulder to the families of the victims of the Marikana tragedy. – SAnews.gov.za

At least 150 000 more people were employed in South Africa during the second quarter of the year as compared to the first – resulting in a minor decrease in the unemployment rate by some 0.3%.

This is according to the Quarterly Labour Force Survey (QLFS) released by Statistics South Africa (Stats SA) today.

Furthermore, the number of unemployed people fell by at least 11 000.

“Additionally…the discouraged work seekers decreased by 94 000 in the second quarter of 2023 compared to the first quarter of 2023 resulting in a net decrease of 1 000 in the not economically active population.

“The above changes in employment and unemployment resulted in the official unemployment rate decreasing by 0.3 of a percentage point from 32.9% in the first quarter of 2023 to 32.6% in the second quarter of 2023.

“The unemployment rate according to the expanded definition decreased by 0.3 of a percentage point to 42.1% in Q2:2023 compared to Q1:2023,” the institution said.

Employment in the formal sector increased by some 143 000 during the same period with informal sector employment decreasing by 33 000.

“Construction [104 000], trade [92 000], and community and social services [63 000] recorded the largest employment gains. While employment losses were recorded in manufacturing [96 000], finance [68 000], transport [7 000] and utilities [6 000],” Stats SA said.

Despite an increase in the number of youth employed during that period, the institution said youth remain “vulnerable” to unemployment.

“The youth remain vulnerable in the labour market, with the second quarter of 2023 results showing that the total number of unemployed youth [between 15 and 34 years old] decreased by 131 000 to 4.7 million while there was an increase of 105 000 in the number of employed youth to 5.7 million during the same period.

“This resulted in a decrease in youth unemployment rate by 1.1 percentage points to 45.3% in Q2:2023,” Stats SA said.

The institution highlighted the sectors where the most gains were made in the provinces.

“Limpopo [up by 80 000], Western Cape [up by 54 000] and KwaZulu-Natal [up by 48 000] recorded the largest employment increases in Q2:2023.

“Employment losses were recorded in Free State [down by 59 000] and Northern Cape [down by 17 000] during the same period,” Stats SA said. – SAnews.gov.za

Former First Lady's murderer granted parole

The murderer of former First Lady Marike de Klerk has been granted parole by the Department of Correctional Services (DCS) and will be released from prison at the end of August.

De Klerk was the ex-wife of former President FW de Klerk.

Luyanda Mboniswa brutally murdered Marike de Klerk in 2001 in what is believed to be a botched robbery at her Cape Town home.

He was sentenced to life imprisonment in 2003 and spent at least 20 years in jail for murder, robbery with aggravating circumstances and housebreaking.

DCS spokesperson, Singabakho Nxumalo, explained the conditions that Mboniswa will have to comply with while on parole.

“Mboniswa will be admitted into the system of community corrections, whereby he is expected to comply with a specific set of parole conditions for the rest of his natural life. He will be assigned a monitoring official to render supervision duties.

“Normal parole conditions will apply, such as being restricted to his magisterial district. He is also not allowed to have contact with the family of the victim and shall not change his residential address without informing the monitoring official.

“To be emphasised, parole placement forms part of the total rehabilitation programme in correcting the offending behaviour and may include continuation of programmes in the system of community corrections,” Nxumalo said.

He explained that the decision to grant parole was done in compliance with the law.

“In compliance with the Correctional Services Act 111 of 1998, Mboniswa was considered for parole placement having served the minimum required time. The parole placement process started from the preparation of the profile by the Case Management Committee (CMC) and consideration by the Correctional Supervision and Parole Board (CSPB).

“The National Council for Correctional Services (NCCS) also dealt with the profile before its submission to the Minister of Justice and Correctional Services for a decision. The Minister is empowered by Section 78 of the Correctional Services Act 111 of 1998 to make a determination on those sentenced to life,” Nxumlalo said. – SAnews.gov.za

It is Women’s Month and Government is delighted to be hosting an important group of leading emerging markets and developing countries, namely Brazil, Russia, India, China and South Africa for the 15th edition of the BRICS Summit. Together BRICS has around 42% of the world's population, 27% of global GDP and around 20% of international trade.

It is our third time hosting this important event as a country and South Africa is privileged to be the chair of BRICS this year.

Our theme is "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism." This theme reflects our vision of BRICS providing global leadership in addressing the needs and concerns of the majority of the world, namely beneficial economic growth, sustainable development and inclusion of the global South in multilateral systems.

This theme also reflects our belief in the benefits a partnership with Africa can bring to BRICS, with our partners eager to explore opportunities to support, and benefit from, operationalisation of the African Continental Free Trade Area.

Since January 2023, we have held a large number of meetings across all three pillars of cooperation, namely:

1. Political and security,

2. Economic and financial; and

3. Social and people-to-people cooperation.

GCIS has supported various Ministerial meetings held to precede BRICS across all provinces. Our Minister in the Presidency Khumbudzo Ntshavheni hosted a Friends of BRICS National Security Advisors Meeting with her BRICS Security counterparts, in Sandton, on 24 July 2023.

The Friends of BRICS is a combination of countries who have expressed an interest in joining BRICS, those who chair prominent institutions of the Global South and those invited as per the Chair’s prerogative and henceforth invited as per the consensus reached between the host and fellow BRICS members. The Friends of BRICS countries who attended this meeting are Belarus, Burundi, Cuba, Egypt, Kazakhstan, Saudi Arabia and the United Arab Emirates.

Various other meetings took place headed by various Ministers such as the BRICS Foreign Ministers, the BRICS Civil Forum, BRICS Ministers of Communication, the BRICS Youth Forum, the BRICS Urbanisation, BRICS Ministers of Health, and BRICS Ministers of Science and Innovation have all concluded their meetings.

Cabinet has encouraged BRICS meetings to be held in different towns and cities so that our guests have a wide range of experience of our beautiful country. It is also important that the tangible economic benefits of hosting our BRICS partners are experienced in a variety of communities.

All these activities build up to the XVth BRICS Summit which will provide an opportunity for BRICS Leaders to reflect on all the elements of BRICS cooperation. The XVth BRICS Summit will also provide an opportunity to amplify the voices of our friends in Africa and the global South with the BRICS-Africa Outreach and BRICS Plus Dialogues.

President Cyril Ramaphosa has confirmed South Africa’s readiness to host the XVth BRICS Summit in Sandton, Johannesburg and we are running a countdown to hype the upcoming activities of the Summit. South Africa Chairs BRICS in a dynamic global environment where the eyes of the world are on us.

Leading up to the Summit, the Department of Trade, Industry and Competition and the BRICS Business Council will be hosting a content-rich BRICS Business Programme from 19 to 23 August which seeks to foster economic growth, promote collaboration, attract investment, and showcase opportunities within South Africa, Africa and BRICS countries.

All the BRICS Business Councils are bringing large business delegations to South Africa. As an outcome of South Africa's Chairing of BRICS in 2013, the BRICS Business Council celebrates its 10th Anniversary in 2023 and we look forward to the celebrations as well as the outcomes of the review of the work of the Council in its first ten years.

The BRICS Summit programme

The first event on the BRICS Leaders' programme is the BRICS Business Forum Leaders Dialogue on the afternoon of Tuesday 22 August. The Leaders will get a report on the outcomes of the deliberations during the BRICS Business Forum and will deliver statements reflecting on BRICS economic relations.

Following the Business Forum, the Leaders move to a quieter venue for the BRICS Leaders Retreat. This is a signature event of South Africa as BRICS Chair. Leaders meet in a comfortable setting in a private venue for an unscripted discussion of contemporary issues of importance. There is no set agenda and Leaders can initiate a discussion on issues of choice such as BRICS membership expansion, reform of global governance, or use of local currencies.

On 23 August, the XVth BRICS Summit continues with a closed plenary followed by an open plenary session.

The BRICS Leaders will deliver national statements which will be followed by reports by the President of the New Development Bank, the South African Chair of the BRICS Business Council and the South African Chair of the BRICS Women's Business Alliance.

It is befitting during Women’s month to re-emphasise my focus on the BRICS Women's Business (WBA) Alliance. This will be the first in-person engagement with BRICS Leaders as it was established in 2020 under the Chairship of Russia during the height of the pandemic. This Alliance aims to empower and advance women entrepreneurs in BRICS to create a vibrant network in partnership with others that facilitates knowledge-sharing, skills development, and business opportunities for women across diverse sectors and industries.

Their flagship meeting is the BRICS-Africa WBA Trade Conference to be held in Durban from 20 to 21 August which brings together over 500 women-owned businesses, including micro, small, and medium-sized enterprises, from BRICS and Africa. The conference will include the first in-person joint meeting of BRICS WBA national chapters and develop recommendations to be presented to BRICS Leaders at the Summit.

Following the reports from the New Development Bank, BRICS Business Council and the BRICS Women's Business Alliance, the Summit is expected to adopt the eGoli Declaration as the main outcome document of the 2023 BRICS Leaders’ Summit.

South Africa is also pleased to welcome the first meeting of Ministers responsible for Women Affairs as an important step in mainstreaming women's issues across all areas of BRICS cooperation.

This is also a concrete step forward in addressing the needs of vulnerable groups. As a partnership, BRICS operates on the principles of openness, solidarity, mutual respect and understanding as well as mutually beneficial cooperation that is seen to deliver tangible benefits.

The XVth BRICS Summit is the venue and occasion for the voices of BRICS, Africa and the global South to converge and be heard. We meet to reflect on the status of cooperation, to consider regional and global developments and to assess the status of global governance reform.

The Summit is not the final event of South Africa as Chair of BRICS. We continue our programme of mutually beneficial cooperation until the end of 2023.

We look forward to further meetings including the Ministers for Disaster Management, Ministers of Tourism, possible Ministers of Transport meeting, the BRICS Parliamentary Forum, the Foreign Policy Dialogue, Young Diplomats and the first workshop on incident management later in the year. We particularly look forward to the return of the BRICS Games in October.

We are confident that we will leave 2023 having strengthened the BRICS partnership and having delivered benefits to the people of South Africa, BRICS, Africa and the global South.

Government calls on South Africans to continue to extend the warmest of South African welcomes to the many official delegates, businesspeople, media and civil society who will arrive from various parts of the continent and the world shortly for the Summit.

Minister sends condolences to families of Tsitsikamma accident victims

Minister of Transport Sindisiwe Chikunga has expressed her deep regret and sadness at the loss of life resulting from a collision between two vehicles on the N2 near Tsitsikamma in the Eastern Cape.

“It is with a heavy heart that Minister Chikunga extends her deep condolences to the families and loved ones of the six individuals who tragically lost their lives in this devastating incident. Our thoughts and prayers are with them during this difficult time of grief and sorrow,” the Ministry of Transport said on Tuesday.

The Minister extended her wishes for a speedy recovery to the two individuals - believed to be from Switzerland - who sustained injuries in the accident.

“We wish them a speedy recovery and return to good health.”

The Minister emphasises the importance of vigilance and alertness among all road users to prevent such tragic accidents from occurring.

“Every life lost on our roads is one too many, and we must all take responsibility for ensuring the safety of ourselves and others,” the Ministry of Transport said.

The Road Traffic Management Corporation (RTMC) will conduct a thorough investigation to establish the cause of this accident.

The Ministry of Transport said it remains committed to continuously improving road infrastructure and enforcement of traffic regulations.

“Minister Chikunga urges all road users to exercise caution, adhere to traffic laws, and prioritise safety while traveling. It is essential that we all work together to create a culture of responsible and conscientious driving, ensuring the well-being and protection of everyone on our roads.

“The Minister would like to remind the public that the Department of Transport, in collaboration with law enforcement agencies, will continue to intensify efforts to enforce road safety measures, with a particular focus on reducing road accidents and fatalities,” the Ministry of Transport said. –SAnews.gov.za

'Tangible progress' in implementation of State Capture Commission recommendations

President Cyril Ramaphosa says “significant progress” has been made to implement government’s plan in relation to the recommendations set out by the State Capture Commission.

The President was addressing the nation through his weekly newsletter on the eve of the second anniversary of the final public hearing of the commission.

Some 205 investigative and prosecutorial recommendations were given by the commission.

“To undertake this huge amount of work, the National Prosecuting Authority (NPA) and the Hawks set up an Integrated Task Force to coordinate investigations and prosecutions. There are currently nine cases in court, involving 41 accused people and 12 companies.

“Significant progress has also been made in recovering the proceeds of crime. Freezing orders to the value of R13 billion have been granted to the NPA. A total of R5.4 billion has been traced and returned to the State. The South African Revenue Service has collected unpaid taxes as a result of evidence before the State Capture Commission,” he said.

President Ramaphosa added that “far reaching legislative and institutional changes to reduce the potential of corruption” are also being undertaken.

“Eight of the 14 new laws or legislative amendments identified in our implementation plan have been approved by Cabinet and tabled in Parliament. These address areas such as public procurement, the involvement of politicians in administrative matters, the conduct of public servants, the intelligence services, money laundering and electoral reforms.

“A further six draft laws are in the process of public consultation with stakeholders. Further research is being done on some of the recommendations of the Commission, such as making the abuse of political power a criminal offence,” he said.

Furthermore, the draft Public Procurement Bill and State-Owned Enterprises (SOEs) bills are also in the pipeline to increase transparency in procurement processes, and how boards and executives at SOEs are appointed.

To deal with corruption, the State Capture Commission recommended that additional anti-corruption bodies be formed and according to the President, part of that work “is being led by the National Anti-Corruption Advisory Council, which is working across society to build ethical values and mobilise the nation against corruption”.

Whistle blowers

President Ramaphosa thanked the individuals who exposed State capture at the commission and through other means.

“Corruption is one of the greatest challenges our country confronts as we strive to improve the lives of all our people. State capture is one of the worst forms of corruption our country has experienced in recent times. State capture was the orchestrated theft of billions of rand through the capture of state institutions.

“Our country is grateful to the actions of many South Africans who, acting as individuals and through various organisations across society, exposed state capture and in many ways ensured that decisive steps are taken to end it,” he said.

The President emphasised the importance of having whistle blowers who bravely – and sometimes to their own detriment – revealed wrongdoing.

He added that government is working to ensure that whistle blowers are protected.

“While many people contributed to exposing and ending State Capture, the role of whistle blowers was particularly important. Many of the people who revealed wrongdoing suffered victimisation and hardship due to their courageous actions.

“We have put forward clear and effective recommendations on whistle blower protection and incentives. These recommendations propose a range of measures, such as criminalising threats against whistle blowers, creating a fund for whistle blowers dismissed because of their disclosures, and providing State protection for whistle blowers and their families where necessary,” he said.

The President reiterated that government is persevering in its commitment to rid the country of corruption and cut off the tentacles of State Capture.

“In the coming months, many of the processes underway will be completed and much more progress will be recorded.

“While tangible progress is being made, it is clear to me that we will only be able to put state capture firmly behind us if all South Africans work together to rid our society of corruption in all its forms,” President Ramaphosa concluded. – SAnews.gov.za

Police officers urged to remain vigilant

Western Cape Provincial Commissioner, Lt Gen Nomthetheleli Mene, has called on police officials to continue to be vigilant on and off duty to curb the attacks and killings directed at them during the life-threatening situations they constantly face.

The appeal was made following an attack on police officials while on duty on Friday evening in Zwide, as well as the fatal killing of an off-duty Sergeant in Tsolo on Saturday.

In the first incident, it is alleged that at around 22:10 on Friday, two SAPS Kwazakele members were on duty when they stopped at the corners of Malcomson and Mbolekwa Streets in Zwide, Gqeberha, to ascertain if all was in order at a local shop.

The driver was out of the vehicle at the time. His colleague, who was still in the vehicle was approached by an unknown male, who was banging on the window. At the same time, shots were fired at the officers and the Sergeant who was outside returned fire. The Sergeant sustained three gunshots wounds on his arm and legs.

While investigators were busy at the crime scene, it was established that the alleged suspect was lying injured in a yard in Mgona Street with a gunshot wound to the chest. A 9mm pistol, with the serial number removed, was found next to him.

Both the injured Sergeant and the suspect were taken to hospital for treatment.

The suspect, aged 30, has been arrested on charges of attempted murder and possession of a prohibited firearm. He is expected to appear in court soon.

In another unrelated incident, police are searching for a friend of 50-year-old Sergeant, who was shot and killed while off duty on Saturday at Langeni Sawmill location in Tsolo, Eastern Cape.

It is alleged that at about 9.40pm, the police official and his friend were drinking at the local tavern. When they left, security guards heard gunshots and on investigating, found the policeman dead inside his vehicle.

He sustained multiple gunshot wounds. The friend had disappeared with the police officer’s service pistol. The officer was identified as Sgt Obey Sotewu from the Stock Theft and Endangered Species Unit in Mthatha.

The motive for the killing is unknown as yet and police are searching for the suspect. An arrest is imminent.

Mene has reiterated that any act of violence against police officers is an attack on the very fabric of society.

Police in KwaZulu-Natal have launched a massive manhunt for at least four armed men who are suspected to be behind a mass shooting which left six people dead and one critically injured at Q Section in Umlazi on Friday night.

Information at this stage suggests that the four suspects stormed into a house just before midnight and shot two people who were inside the house. One person was shot inside a backroom, whilst the fourth person was shot next to the outside toilet. He was also found with burn wounds.

The same suspects reportedly proceeded to an informal settlement a few metres away from the first scene and shot three people inside a shack. Two were certified dead at the scene and the other one was rushed to hospital with gunshot wounds.

A preliminary investigation has revealed that one of the suspects, who was leading the other three, demanded his identity document from the victims before shooting them.

It is believed that he was implicated and is wanted by police for another murder, in which he allegedly dropped his identity document accidentally. Reports indicate that he believed that one of the deceased was in possession of his identity document.

Three of the suspects have been identified and a 72-hour mobilisation of maximum resources has been activated in search of the suspects.

The Gauteng Tourism Authority (GTA) has lauded the upcoming BRICS Summit as a significant opportunity to create jobs and boost tourism revenue for the province.

The BRICS Summit brings together governments and their leaders from Brazil, Russia, India, China and South Africa.

“There is no doubt that many sectors will be positively impacted from accommodation, transportation, food, security, logistics and hospitality establishments, with the majority of them already fully booked. We are excited by the prospects of our visitors and delegates immersing themselves in our food and culinary experiences,” the GTA said.

According to the GTA, this year’s summit brings together Heads of State and from the BRICS countries, ministers, government officials and support staff, as well as “at least 25 other countries represented by their Presidents and ministers”.

“Recent reports have also indicated that more than 40 countries have expressed their interest in joining BRICS, so we can expect many more representatives from countries in the global South to make their way to Johannesburg. The authority emphasised that the summit will bring in much needed impetus to the province’s economic recovery efforts for the present and the future.

Minister of Agriculture, Land Reform and Rural Development, Thoko Didiza, has welcomed the signing of the Joint Declaration of the 13th Meeting of Brazil, Russia, India, China and South Africa (BRICS) Ministers of Agriculture.

The Declaration outlines areas of collaboration, cooperation and agreement on various interventions among BRICS member countries on agriculture.

These include reducing the impact of climate change on agriculture and food production; ensuring access to food for the most vulnerable; agriculture trade and investment; enhancing agricultural technology cooperation and innovation, and strengthening exchange of agricultural information.

“On climate change, the BRICS Ministers of Agriculture called for the provision of means of implementation for developing countries to enable them to reduce the negative impacts of climate change on food security by enhancing the adaptive capacity and resilience of people, food, and agriculture production systems.

“They further resolved to advocate for joined efforts among BRICS member countries to address climate change impacts on agriculture. The Ministers also support the adoption of agricultural best practices that align with internationally agreed goals, such as the Sustainable Development Goals (SDGs),” the Department of Agriculture, Land Reform and Rural Development said on Monday.

The Ministers noted that the challenges to achieve food security and nutrition are multi-sectoral and multidimensional. They emphasized the need for a collaborative approach among the BRICS countries in ensuring access to food for all.

In addition, they acknowledged the significance of food and nutrition security programmes, including food safety nets to reduce hunger and malnutrition among women, youth, children, older people, and persons with disabilities.

The declaration was signed last week at the conclusion of a four-day gathering of the BRICS Ministers of Agriculture in Mookgopong in Limpopo, South Africa.

Over the gathering (8 - 12 August), delegates from BRICS deliberated on various challenges under the theme, 'Strengthening collaboration towards sustainable agricultural production and increasing productivity'.

On agriculture and rural development, the Ministers committed to accelerate existing national agriculture and rural development programmes and initiatives, with a focus on revitalising rural economies, and attracting public and private investment, while fostering skills development.

“The Ministers also support the reform of the global agricultural trade system through measures that support developing economies.

Minister of Forestry, Fisheries and the Environment Minister Barbara Creecy has expressed her condolences to the family, colleagues and friends of two senior environmental officials who died this past weekend.

“I have learnt with sadness about the death of the Department of Forestry, Fisheries and the Environment’s Director of Climate Change Mitigation Policy, Regulation and Planning, Mashudu Owen Mundalamo, and of Kobus de Wet, a Senior Manager in the SANParks Environmental Crime Investigative Unit (ECI) based at Groenkloof in Pretoria,” the Minister said on Sunday.

She said the death of two senior environmental officials who had committed their lives to the conservation of the country’s natural resources, is a loss to the entire environmental community.

Mundalamo (42) passed away on Saturday after a short illness.

He was a key member of the government’s climate change team and had recently been promoted into a position where he was playing an important role in the development of policy and regulations, and contributing to planning, to mitigate the devastating effects of climate change being felt across the country, and the world.

A soccer enthusiast, writer and analyst, and a die-hard supporter of Orlando Pirates, Mundalamo is survived by his life partner, Tshego Marumo, his son, Mufhatutshedzwa, and twin boys, Orifuna and Oritonda.

Sixty-two year old de Wet was stormed and killed by a hippo while camping in the Kruger National Park (KNP) on Saturday morning.

He was an important member of the Environmental Crimes Investigation unit at SANParks and played a leading role in the effort to combat rhino poaching and a plethora of environmental crimes in and around the country’s national parks.

He is survived by his wife, Almarie de Wet, his two children, Jacobus Jr and Leneldie, and three grandchildren. – SAnews.gov.za

Home Affairs Minister, Dr Aaron Motsoaledi, has welcomed the interception of 67 Pakistani nationals at the OR Tambo International Airport in Gauteng after allegedly entering the country without complying with the immigration laws of the country.

According to the statement released on Sunday, the Pakistanis were denied entry into South Africa in the early hours of today, 13 August 2023, after they failed the immigration test, which included questions about how long their visas entitled them to be in the country.

The department said the 67 Pakistanis with questionable visas were in a flight of 268 passengers that departed for South Africa from Dubai.

“This is a result of a sting operation that was put together after observing certain trends that were suspicious and did not make sense.

“They were interviewed by Immigration Officers and they were asked about where they going and about the purpose of being in South Africa and where they were going to stay given that they were coming here for the first time. They provided conflicting evidence like giving names of non-existent hotels, names of alleged relatives, some of whom did not even exist,” said Motsoaledi.

The Department of Home Affairs Counter Corruption Branch, the Directorate for Priority Crime Investigation (Hawks), the State Security Agency and the Border Management Authority (BMA) led the sting operation.

The group has since been sent back to their home country at their own cost.

“Essentially, these people wanted to come to South Africa but were unable to explain where they were going and for what reason. There is no other way. They have to return to their home country. We can’t allow such people to enter the country,” Motsoaledi lamented.

Motsoaledi noted that some hotels have complained that there is an increase in the number of Pakistanis who book accommodation and then end up not showing up.

“This means that the hotels lose money with these dubious bookings and also on other potential visitors who are unable to book because the hotels are supposed to be full.”

He said the department has been forced to be more vigilant than ever before.

“We are extremely worried by this new trend and we have noticed that the newly acquired e-Visa system, which is meant to facilitate easier entry into the country by tourists, is being seriously abused by some nationals. We will never allow this,” he added. – SAnews.gov.za

Phase 1 of Vereeniging taxi rank finally open to commuters

Gauteng MEC for Transport and Logistics, Kedibone Diale-Tlabela, has officially handed over the first phase of the Vereeniging Intermodal Taxi Facility (Taxido) to the locals and those in surrounding areas in the Sedibeng District Municipality in Gauteng.

In April this year, Deputy President Paul Mashatile visited the Sedibeng District Municipality where he made his first stop at the Taxido, which was under construction after breaking ground almost a decade ago.

The Deputy President described the intermodal system as the best way in ensuring efficient public transport.

The long-awaited intermodal system will incorporate retail space, long-distance buses and the train station.

Phase 1 of the project, according to the provincial department, which commenced in December 2022 was undertaken for R30 million.

This department views this upgrade as a step towards better transportation, and economic growth for communities.

The work completed consisted of refurbishing the existing taxi rank to include new hawker stalls, loading shelters and ablution facilities.

The project is in partnership with the Passenger Rail Agency of South Africa (PRASA), Sedibeng District Municipality and Emfuleni Local Municipality.

The Department had appointed the Gautrain Management Agency (GMA) as the implementing agent for the delivery of the intermodal facility.

Speaking at the handing over on Friday, Diale-Tlabela said the taxi rank is critical in turning Vereeniging into an Economic Development Hub and also serves as a symbol of the delivery of the commitment by government to fast-track the delivery of road infrastructure in the province.

“The department has committed itself to deliver transport infrastructure projects to restore and grow the economy and provide access to economic and much-needed job opportunities to the people of the province,” said the MEC.

Diale-Tlabela urged the community and the taxi industry to take care of the facility and avoid vandalising the property.

“I would also like to urge everyone to take good care of this property and avoid vandalism, especially when protesting. This facility is here to service them,” she remarked.

She further stated that the intermodal facility will go a long way in improving the lives of township people by supporting local businesses and the informal trading industry in Vereeniging.

The facility is planned to be expanded into a modernised intermodal facility which will promote government’s priorities of improving the standard of living in townships and improving economic growth and recovery.

Ramokgopa optimistic about the future as Eskom generation capacity improves

Eskom has recorded a significant improvement with its energy generation moving from an average of 28 000 megawatts (MW) to close to 29 000 MW in the past week, Electricity Minister, Dr Kgosientsho Ramokgopa, announced on Sunday.

“There’s a considerable improvement on the generation side, you can see that we’re beginning to normalise available capacity to be upward of 29 000 MW,” he said.

He also took the time to thank the leadership of Eskom, starting with the Board led by Mpho Makwana, followed by the Acting Eskom CEO Calib Cassim, and the entity’s Head of Generation Bheki Nxumalo and his team.

According to the Minister, from 7 to 11 August, Eskom had a generation capacity of 28 932 MW and exceeded 29 000 MW on two occasions.

Ramokgopa was updating the media on the progress made regarding the one-year implementation of the Energy Action Plan (EAP) and provided a weekly generation outlook.

“During winter, demand did surge and of course, the instrument that the system operator has to balance the grid was to ensure we intensify the stages of load shedding.

“The expectation now is that we’re entering a less severe period of cold and demand is going to tamper down.”

As the team improves generation capacity, they are also working to ensure the long-term sustainability of the units to become more reliable by ramping up planned outages.

“Remember when we went into the winter period, the deliberate act to take out the units for service was going to be reduced so that we have many units as possible producing the megawatts.”

He also told the media that Eskom breached the 60% energy availability factor (EAF) as the demand comes down.

“However, for long-term sustainability, it’s important to take out these units as at when we deem it necessary because when these units come back they sustain levels of performance.”

On unplanned capacity loss factor (UCLF), he said it was also decreasing as well.

By definition, UCLF is the ratio between the unavailable energy of the units that are out on unplanned outages over a period compared to the total net installed capacity of all units over the same period.

According to the Minister, UCLF is still at an average of 15 000 MW from 18 000 MW in previous weeks, with plans to keep it under 14 000 MW.

“An area that continues to be at albatross is on the partial load losses these are the units that are performing at the right levels although they are giving us the megawatts, are not at the level that is desired, which is currently sitting at 6 226 MW.”

He assured the citizens that the state-owned entity that these were receiving attention.

“What we’re going to do and not compromise on is the philosophy of maintenance plan so you’re able to guarantee the performance of these units going into the future.”

He noted the underperforming units were due to historic reasons, including a lack of investment in maintenance.

“I think it’s important that we’re transparent in our conversations and take everyone along in relation to the progress or lack of progress could be making against the target we set ourselves.”

The Minister acknowledged that load shedding is causing “untold” devastation to the South African economy.

“There are people out of jobs and there are many companies that folded and finding it difficult to continue to produce. Retailers have to spend an upfront capital cost to meet the requirements associated with buying generators and operational costs for purposes of keeping the cold chain and their operations going.

“Small businesses in the townships are finding it difficult to continue and investors can’t find a legitimate reason to invest in the South African economy and therefore, there’s an opportunity cost associated with load shedding.”

However, Ramokgopa stressed that Eskom is working around the clock to turn this around by improving underperforming power stations and addressing breakdown issues.

The South African Police Service (SAPS) is calling on the community members who have lost ID books to report to the police station after 98 were found in a home in Selosesha, Free State, along with 100 bank cards.

This is after the Selosesha Public Order Policing members received intelligence-led information on Friday, 11 August 2023 at about 21:30.

“Members followed the information and it took the team to a house in Zone 4, Selosesha.”

The members then met a 28-year-old suspect who, upon searching his room, police found 42 smart card IDs, one Lesotho passport, 55 South African-issued ID books, 105 bank cards from different banks and a birth certificate.

“Investigations are underway to establish the reason for him having personal documents from different people.”

The suspect, the police said, has been arrested for unlawfully being in possession of identification documents and for contravening the Immigration Act.

“Police are pleading with anyone who might have lost or submitted his ID to the 28-year-old to go to Selosesha Police Station so they can retrieve their documents.”

The 28-year-old is expected to appear in the Thaba Nchu Magistrate Court soon. – SAnews.gov.za

Tourism Minister welcomes end of Cape Town taxi strike

Tourism Minister Patricia de Lille has welcomed the agreement reached by the South African National Taxi Council (Santaco), the Western Cape government and the City of Cape Town to end the devastating taxi strike.

“On behalf of the tourism sector, I wish to express our collective relief that the taxi strike in Cape Town has been called off,” she said on Friday, a day after the stay away was called off immediately.

The strike also dealt a heavy blow to many industries and has severely impacted the lives of residents in Cape Town with children not being able to get to school, people not being able to get to places of work or access other essential services like hospitals and clinics.

Meanwhile, almost a dozen of Golden Arrow buses were torched due to arson attacks since the taxi strike that started on 3 August 2023.

“Visitors to South Africa have also been impacted by the strike and the violence, which affected residents and visitors, is strongly condemned.”

De Lille said she hopes that all parties do all they can to implement the agreement peacefully with no further disruptions, damage to infrastructure and attacks on people.

“The loss of human life during the strike is deeply tragic and we convey our deepest condolences to all families and friends who lost loved ones during the taxi strike violence.

“We sincerely hope that such devastating acts are never repeated again and that all organisations together with government, will work to resolve disputes amicably and within the framework of the law.”

The Minister said the violence and attacks on human lives are unacceptable and uncalled for in the tourism sector.

“We urge all parties to continue to engage peacefully and collaboratively to see progress and fairness for all.”

As a society, she said it was important to acknowledge the important role that all sectors play in the country, including the taxi industry.

“But we must all obey the rule of law and show respect for others as no one is above the law. We hope that all aspects of life, work and travel can now continue as we all work together to grow our economy and create more jobs for our people.”

Meanwhile, she conveyed her heartfelt condolences to the family and friends of the tourist who was killed in this incident in Nyanga, Cape Town last week in an incident that is believed to be related to the taxi strike.

“I plead with law enforcement agencies to find the perpetrators of this violent crime as soon as possible.”
According to the reports, the tourist British tourist has been identified as Kar Hao Teoh, 40, who was shot from close range after taking a wrong turn into Nyanga as he drove from Cape Town International Airport with his wife and two-year-old son.

Load shedding to alternate between Stages 1 and 3 on Sunday

Eskom has on Sunday implemented Stage 1 load shedding from 5:00 until 16:00, which will be followed by Stage 3 power cuts until 5:00 on Monday.

According the state-owned power utility, Stage 1 load shedding will be implemented from 5:00 until 16:00 on Monday.

“Eskom will provide a further update on Monday or should any significant changes occur.”

Breakdowns, according to Eskom, are currently at 16 547 megawatts (MW) of generating capacity while the generating capacity out of service for planned maintenance is 4 507 MW.

“Over the past 24 hours, a generating unit at Arnot and two generating units at Matla power stations were returned to service.

“In the same period, a generating unit at Camden, Duvha, Kendal, Kriel and Majuba power stations was taken offline for repairs,” the statement read on Saturday.

Eskom said the delay in returning to service a generating unit at Kendal and two generating units at Tutuka power stations is contributing to the current capacity constraints.

“Eskom teams are working tirelessly to return these generating units to service.”

The utility is appealing to the members of the public to continue reducing demand by switching off non-essential appliances.

“We would like to thank those who do heed the call to use electricity sparingly and efficiently, including switching off geysers and pool pumps from 17:00 to 21:00, as this lowers demand and helps in alleviating the pressure on the power system and contributes to lower stages of load shedding.” – SAnews.gov.za

Minister welcomes end of Cape Town taxi strike

Transport Minister Sindisiwe Chikunga has expressed her sincere appreciation for the resolution of the recent taxi strike in Cape Town.

In a statement on Friday, the Minister congratulated all parties involved for reconvening and reaching an amicable solution that allows for the resumption of normal taxi operations within the city.

As the Minister responsible for transport, it is her duty to uphold the law and ensure the smooth functioning of public transportation systems.

She has commended the commitment shown by all stakeholders in working towards a resolution that aligns with the legal framework governing the industry.

While the strike has ended, the Minister emphasised that the talks that led to the resolution have set a 14-day turnaround time for further discussions.

The Minister will closely monitor these talks to ensure that the agreed upon solutions are implemented effectively and in a timely manner.

“The Minister and government deeply regret the adverse effects the strike has had on learners, workers and all those affected in Cape Town and its surrounding areas. The disruption caused by the impasse has had a negative impact on the local economy, and the Minister acknowledges the challenges faced by individuals who rely on public transportation for their daily activities.

“Tragically, the strike has also resulted in the loss of life. Minister Chikunga urges law enforcement agencies to conduct a thorough investigation into these incidents and bring the perpetrators to justice. She extends her heartfelt condolences to the families and loved ones of those who have lost their lives during this period of unrest.

“The Minister's primary concern is the safe transportation of commuters and visitors in and around Cape Town,” the Ministry of Transport said in a statement.

She called for a cessation of hostilities among the various stakeholders involved and urged them to engage in constructive dialogue to resolve any outstanding issues.

“In the coming days, Minister Chikunga will convene a media briefing to provide further updates on the situation and measures being taken to prevent future disruptions. The date and time of the briefing will be communicated shortly to ensure that the public and media are adequately informed.
