Ndabeni–Abrahams to assess compliance of spaza shops

Ndabeni–Abrahams to assess compliance of spaza shops

The Minister of Small Business Development, Stella Ndabeni-Abrahams, will on Friday conduct an onsite visit of the registration sites of spaza shops, inspect the compliance of some spaza shops, as well as inspect the health and safety standards at wholesalers.

This as the 21 days deadline for the registration of spaza shops that was announced by President Cyril Ramaphosa looms.

On 15 November 2024, President Ramaphosa called on all spaza shops and food-handling facilities to register with their respective municipalities as part of measures to address the recurring foodborne illnesses that have claimed the lives of children across the country.

Nearly 200 000 spaza shops have been visited, while more than 1 000 spaza shops, supermarkets and warehouses have been closed down.

The Minister’s visit will take place in eThekwini, where she has been appointed as the District Development Model (DDM) champion by the President.

The DDM is designed to address problems with service delivery by allowing all spheres of government, from local municipalities to national government, to work together in a more effective and coordinated way.

DDM champions provide oversight and support to improve cooperation and collaboration across the three spheres of government to implement the DDM and provide strategic guidance for the development and implementation of the One Plans.

“The visit aims to provide the necessary support to the ongoing work of the eThekwini Metropolitan Municipality and to monitor the progress that has been made so far,” the Ministry of Small Business Development said. - SAnews.gov.za

Government extends analogue switch-off date

Location: News

Government extends analogue switch-off date

In an effort to ensure that as many indigent households as possible enjoy their right to access broadcast services, government has extended the date for the complete switch-off of analogue to digital television.

The Ministry of Communications and Digital Technologies has secured Cabinet’s support for an extension of the deadline for the analogue switch-off from 31 December 2024 to 31 March 2025.

“Currently, approximately 467 000 indigent households, who are registered for government-provided set-top boxes have not yet received them.

“There is no denying that the Broadcasting Digital Migration project has dragged on for far too long, costing the government R1.23 billion for dual illumination, which refers to the simultaneous transmission of both analogue and digital signals.

“This process is costly and cannot be sustained indefinitely, moreso, at a time when the fiscus is under extreme pressure,” Minister of Communications and Digital Technologies, Solly Malatsi, said on Friday.

Government’s immediate focus between now and the end of March 2024 is to aggressively accelerate the delivery and installation of set-top boxes to indigent households to ensure that as many households as possible are prepared for the switch-off.

“Broadcasters are key stakeholders in this and will be instrumental in raising awareness to ensure that the rest of the free to air households have access to the necessary device to receive digital broadcasting signals.

“I appeal to all South Africa to help ensure that we migrate those households which are still receiving analogue broadcasting transmission.

“We all have a role to play to ensure that the country transitions towards digital broadcasting for better services, wider content and entertainment.”

To avert further delays and ensure efficient delivery, the Minister has directed the Director-General to implement consequence management for any individuals responsible for failures within the department.

“We have communicated this decision to the broadcasters and relevant stakeholders in a meeting today and commit to continue working together with them on this project. Their commitment to ensuring that the free-to-air households migrate is critical to the success of this programme.

“The postponement of the analogue switch-off deadline recognises the considerable delays that have plagued the Broadcasting Digital Migration (BDM) project since its inception and provides the necessary relief that makes provision for more time to migrate as many South African as possible before the final switch off. To this end, the Government will continue to subsidize indigent households,” Malatsi said. -SAnews.gov.za

Work underway to resolve SA’s challenges

Work underway to resolve SA’s challenges

Collaboration between businesses and government is essential to overcoming the country’s challenges and ensuring a sustainable future for South Africa, Deputy President Paul Mashatile has said.

He told Members of Parliament (MPs) that economic growth remains government’s number one priority.

“We have always appreciated the role of the private sector in the growth and development of our economy,” he said on Thursday.

In attracting investments, and stimulating economic growth, the Deputy President stated that the previous administration adopted reforms aimed at improving energy and logistical constraints reducing barriers to private sector investment.

Meanwhile, he said the sixth administration worked hard to address structural rigidities in the labour market as well as to tackle crime and corruption.

The Deputy President was responding to questions in the National Council of Provinces (NCOP) on a range of national and international issues of public importance.

He also touched on Phase 2 of the Business and Government Partnership launched by President Cyril Ramaphosa in October this year.
READ | Second phase of Government - Business Partnership launched

This partnership is aimed at supporting government efforts to accelerate the country’s path towards sustainable inclusive economic growth and job creation, through increased investment.

Since then, about 140 CEOs from leading South African businesses pledged to work with government in increasing gross domestic product (GDP) growth, creating jobs, and promoting investor confidence.

“The collaboration between businesses and the government is essential in overcoming the current crisis and ensuring a sustainable future for South Africa.”

He stated that Phase 2 will also strengthen the acceleration of the market reform needed for long-term energy security and infrastructure development for inclusive economic growth.

Over the medium term, the Deputy President said the State was transforming its approach to public sector infrastructure by creating the conditions to attract private sector participation.

“Private sector resources were mobilised to address the energy crisis. As we are all aware we have not had an uninterrupted power supply since 26 March 2024, which is over 250 days. Together with the private sector, we are now focusing on augmenting public sector capability and to provide new channels for financing.”

Meanwhile, he said the focus has now shifted to addressing water and infrastructure-related challenges, including freight and logistics.

“We will continue to mobilise private sector resources to augment the capability of the public sector to fast track the provision of sustainable energy and critical infrastructure to support inclusive economic growth.”

Intergovernmental debt

On the question of the growing intergovernmental debt, the Deputy President admitted it was a challenge that hampers government efforts to deliver services, particularly at local government level.

He announced that the National Treasury will also consider “top slicing” budgets of departments that owe municipalities to settle the debt.

He assured MPs that the State was implementing several measures to address debt.

According to the Deputy President, Accounting Officers are required to settle all contractual obligations and pay all monies owed, including inter-governmental claims, within 30 days of the submission of an invoice, or on a specific period agreed upon with creditors or suppliers.

In addition, he said the Treasury is enforcing the implementation of section 216 (1) of the Constitution by withholding the Local Government Equitable Share and other conditional grants for persistent municipal failure, including non-payment of bulk suppliers and third parties.

The National Government Debt Forum, chaired by the Department of Public Works and Infrastructure, is aimed at resolving the current challenges of non-payment of municipal accounts by organs of State.

The forum deals with challenges such as those relating to property ownership, incorrect tariff charges, unjustified huge interest charges as well as budget constraints.

“We will continue to implement these and other measures to eliminate the challenge of intergovernmental debt, and to improve the delivery of services to our communities,” he added. – SAnews.gov.za

Janusz Walus to be deported to Poland

Location: News

Janusz Walus to be deported to Poland

Janusz Walus, the convicted murderer of South African struggle hero Chris Hani, will be deported to Poland from South Africa on Friday.

This was announced by Minister in the Presidency, Khumbudzo Ntshavheni, during a media briefing held in Pretoria.

Walus - a Polish right wing extremist - assassinated the SA Communist Party (SACP) Secretary General in 1993 during a sensitive time in South Africa’s democratic transition, causing widespread outrage and an outpouring of grief in the country.

It prompted the negotiations for a free and fair South Africa, and brought about the setting of 27 April 1994 as the day of the first democratic general elections.

For the murder, Walus was sentenced to death. However, this was commuted to a life sentence and applications for parole had since been consistently denied.

“On 21 November 2022, the Constitutional Court ordered that Wanus Walus be placed on parole within 10 days of the date of the order, in line with applicable legislation. At the time, the applicable parole period was two years. Januz Walus was subsequently placed on parole on 7 December 2022, subject to parole conditions.

“Today, the 6th December 2024, the parole period of Janus Walus has come to an end, in line with the Constitutional Court decision. Since Janus Walus no longer holds any South African enabling documents, the Department of Home Affairs will be deporting him,” Ntshavheni explained.

The National Commissioner of Correctional Services will formally hand over Walus to the Department of Home Affairs for deportation.

This process will be handled by the National Joint Operational and Intelligence Structure (NATJOINTS).

Ntshavheni said a delegation of high-ranking government leaders visited the Hani family to deliver the news of Walus’ deportation.

“In preparation for this deportation, Cabinet assigned the Deputy President, Mr. Paul Mashatile; the Minister in the Presidency, Ms. Khumbudzo Ntshavheni; the Minister of Justice, Ms. Mmamoloko Kubayi; and the Minister of Home Affairs, Dr. Leon Schreiber, to visit the family of the late Chris Hani to inform them of these developments.

“During this engagement, government delegation received a request for an inquest from Mr. Hani’s wife and the SACP. The request will be referred to the Department of Justice and Constitutional Development,” Ntshavheni said. – SAnews.gov.za

NPA reaches resolution with McKinsey South Africa

NPA reaches resolution with McKinsey South Africa

The National Prosecuting Authority (NPA) has secured a resolution with infamous multinational company, McKinsey South Africa, to pay back some R1.1 billion to state coffers for its role in State Capture.

NPA Asset Forfeiture Unit Head, Deputy National Director of Public Prosecutions, Ouma Rabaji-Rasethaba, has called the resolution a “significant step that takes South Africa forward in fighting crime”.

“The NPA remains committed not only to prosecuting criminals but also to contributing to the economic recovery of the country through restitution. Corporate alternative dispute resolutions address both of these mandates of the NPA in a cost-effective impactful way.

“Such resolutions are a globally recognised and proven crime fighting method. This strategy is to be embraced as South Africa recovers from the effects of state capture,” Rabaji-Rasethaba said.

According to the prosecutorial body, McKinsey will also assist the NPA Investigating Directorate Against Corruption in its “criminal investigations by continuing to hand over information and material in its possession”.

“The Resolution is the product of international co-operation between the NPA and the United States Department of Justice [US DOJ] and was co-ordinated with US criminal justice processes that resulted in a settlement agreement confirmed today by a US Federal Court.

“In terms of the Resolution, McKinsey admits, accepts and acknowledges responsibility under South African law for the criminal actions and conduct of Vikas Sagar, who was a former partner of McKinsey, during the relevant period. As a result of Sagar’s corrupt actions, McKinsey was awarded contracts with Transnet and Eskom amounting to nearly R2 billion.

“McKinsey has already made financial restitution to these entities by returning all fees paid to it, with interest. This Resolution has already greatly assisted in moving investigations concerning implicated individuals forward for decisions to be made regarding any prosecutions,” the NPA said.

Furthermore, the company is also obliged to “continue investing in its extensive local and international corporate compliance anti-corruption programme to prevent and detect future corrupt practices”.

“A dedicated senior compliance official is required who reports to the Board on compliance matters and who holds significant independence. McKinsey previously fulfilled this obligation by hiring a Global Chief Ethics and Compliance Officer in 2021. There are also anti-corruption requirements when contracting with third parties such as supplier development partners.

“Significant due diligence must be carried out before the conclusion of such deals. Compliance is to be monitored and audited on an ongoing basis.

Importantly, the NPA added, McKinsey is bound by conditions in the resolution or risk the re-opening of the investigation against it.

“To ensure fulfilment of these commitments, the Resolution permits the NPA to reopen its investigation concerning McKinsey should it fail to implement that programme, fail to provide the necessary co-operation with the ongoing South African investigations into the relevant conduct referred to in the Resolution, or in the event that it provides materially false, incomplete or misleading information to the NPA,” the prosecutorial body explained. – SAnews.gov.za

Minister condemns illegal harvesting of the West Coast Rock Lobster

Location: News

Minister condemns illegal harvesting of the West Coast Rock Lobster

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has condemned the illegal harvesting of the West Coast Rock Lobster and the indiscriminate targeting of its egg-bearing females.

These illegal activities destroy millions of potential lobsters that could contribute to a sustainable marine ecosystem and could also provide much-needed economic opportunities to local communities.

The Department of Forestry, Fisheries and the Environment in cooperation with the South African Police Service, the Overberg Law Enforcement unit, Cape Nature and the South African National Parks conducted an enforcement operation in the Overberg region on Tuesday.

“A vessel was apprehended carrying 2,679 West Coast Rock Lobster tails, including 125 tails from egg-bearing females. Investigations are ongoing, with authorities suspecting additional suspects and vessels involved in this illicit trade.

“In an earlier incident, following the recent opening of the commercial West Coast Rock Lobster season, on 13 November 2024, a suspect was arrested also in the Overberg area with 1,147 rock lobster tails, of which 819 were from egg-bearing females,” the department said.

In this incident, egg-bearing female lobsters were targeted, and the impact of this illicit activity is devastating to the status of the resource as millions of potential lobsters are destroyed.

The department said it remains resolute in its commitment to protect this vital resource and ensure sustainable practices.

West Coast Rock Lobster, also known as Jasus lalandii, has suffered from historical overfishing, decrease in growth and environmental changes.

“The illegal and indiscriminate harvesting of the West Coast Rock Lobster resource is threatening the sustainability of the resource and the communities who depend on it. The West Coast Rock Lobster is a resource that is now considered severely overexploited with current resource estimates of adult males above 75mm carapace length at less than 1.5% of its 1,910 pristine biomass,” the Minister said.

The public has been urged to report any suspicious activities related to the illegal harvesting of marine resources.

Additionally, the public should avoid purchasing West Coast Rock Lobster unless its source can be verified, and it is accompanied by a valid invoice.

It is illegal to possess or transport West Coast Rock Lobster without a valid permit, especially if the lobster is undersized, not in its whole state, carrying eggs ("in berry"), or if the eggs have been removed.

Incorrectly labelled honey-based syrup removed from Gauteng shops

Incorrectly labelled honey-based syrup removed from Gauteng shops

Agriculture Minister, John Steenhuisen, has commended a joint operation to remove products that were incorrectly labelled and sold as honey-based syrup from various stores in Gauteng.

The operation conducted by the Directorate: Inspection Services (D: IS) within the Department of Agriculture, Land Reform and Rural Development (DALRRD), targeted products marked as “honey-based” syrup which were red-flagged by the increased number of complaints nationally.

Gauteng was the first province where the directorate conducted joint operations with the assistance from the Provincial Illicit and Counterfeit Goods Unit of the South African Police Service (SAPS).

Among the wholesalers visited during the operation, include Crowns Mines and Kempton Park in Johannesburg, and Laudium and Marabastad in Pretoria.

Steenhuisen said from 25 to 29 November 2024, the team seized a total of 1 059 “honey-based” syrups and 388 honey products, which were non-compliant according to marking requirements.

This prompted directions to be issued by the directorate, with SAPS members issued two wholesalers with R1 500 fines for each wholesaler.

Steenhuisen said the seizures of such products will be expanded to other provinces in a bid to ensure citizens get quality goods they intended to purchase.

The Minister warned that the products pose a health risk, especially to the compromised communities suffering from diseases, such as diabetes.

“The main concern with incorrect labelling, misleading information and quality of these products is that consumers buy them thinking they are buying a product that is beneficial to their health, when in fact it may compromise their health,” Steenhuisen said.

The Directorate: Inspection Services is responsible for enforcement of certain agricultural products in terms of Agricultural Product Standards Act (APS), 1990 (Act No. 119 of 1990), among others.

The Act regulates the quality and marking of certain agricultural products and ensures that products comply with the minimum requirements as prescribed by the regulations under the APS Act at point of sale.

“Prescribed marking requirements in these regulations are there for the protection of consumers and providing them with accurate and relevant information regarding a product, and to allow the consumer to make a sound decision on the product,” the Minister said.

Steenhuisen has also encouraged consumers to report foodstuff that is incorrectly labelled.

Complaints regarding the selling of incorrectly labelled foodstuff can be reported to Billy Malose Makhafola, Director: Food Safety and Quality Assurance on (012) 319 6535, or email BillyM@nda.agric.za. - SAnews.gov.za

Communities urged to refrain from illegal registration of spaza shops

Location: News

Communities urged to refrain from illegal registration of spaza shops

Deputy President Paul Mashatile has called on locals to refrain from registering spaza shops for illegal immigrants, which is considered an unlawful activity.

“We have realised [there is] a tendency where some of South Africans were seen to try to register, but not for themselves to operate. They are registering for illegal immigrants. It’s an illegal activity that authorities must tackle,” Deputy President Mashatile said on Thursday.

The country’s second-in-command was responding to questions in the National Council of Provinces (NCOP) on a range of national and international issues of public importance.

He emphasised the importance of South Africans owning spaza shops and addressed the issue of some South Africans registering businesses for illegal immigrants.

“I call upon communities to refrain from illegal registration of the spaza shops. We all have a responsibility to ensure the safety and wellbeing of our communities, and particularly our children.”

His address underscored the need for compliance with regulations to ensure legitimate business operations in light of the incidents of foodborne illness facing the country, with over 890 cases and about close to 30 deaths since September.

In October this year, six primary school children from Naledi, Soweto, died after allegedly eating snacks from a foreign-owned local spaza shop.

Forensic tests have revealed that they were killed by a highly toxic organophosphate called terbufos.

“There is no suffering like losing a child. As government, we condemn in the strongest of terms, the irresponsible acts that have led to the loss of lives due to food-contamination cases affecting mainly children in recent weeks.”

The Deputy President stressed that foreigners who are in South Africa legally should be allowed to operate businesses, provided they meet certain criteria, such as providing a sufficient threshold of funds to the authorities.

President Cyril Ramaphosa addressed the nation recently to outline measures to address the incidents of foodborne illnesses. The measures include, among others, requiring municipalities to register all spaza shops and food-handling facilities within 21 days.

The Deputy President said this will go a long way towards enforcing the legal status of the spaza shops that are pivotal for township economies.

“We have a duty not only to provide a legal framework but also to mainstream this into the broader economy.”

Meanwhile, he told the Members of Parliament (MPs) that the Department of Small Business Development was implementing measures to support small businesses to adhere to health and safety regulations.

These include offering grants and loans to improve business infrastructure, customising training programs for food handling, hygiene, and safety standards, and training shop owners to verify product authenticity through serial numbers, and packaging.

In addition, the Minister of Small Business Development has established a task force to coordinate and align programmes for the township economy.

He stated that this will ensure the eradication of counterfeit goods and the development of new initiatives to support township and rural entrepreneurs and small, medium, and micro enterprises (SMMEs).

A joint fund of R500 million to support township and rural businesses has been established by the Department of Trade, Industry and Competition.

“The funding will be used for business refurbishment and non-financial support such as technical skills, regulatory compliance, and capacity building.”

Meanwhile, the Department of Health is part of joint operations that are being conducted throughout the country as a monitoring mechanism for compliance of suppliers.

“Any premises found to be non-compliant are closed, and illicit products found are confiscated.

“In the short term, we will establish Provincial Inspection Teams, and increase investment in the awareness campaigns, product authentication, supplier vetting, and reporting mechanisms.”

In the meantime, he said government was working around the clock to improve supply chain visibility and monitoring to prevent counterfeit goods from entering the value chain and foster relationships with reputable suppliers to ensure genuine products.

“In the long term, government will review and strengthen laws such as the Business Act and Business Licensing Bill to control business operations, govern counterfeiting, and increase penalties for offenders.”

He also assured his colleagues that government was tackling foodborne incidences and unregistered spaza shops through the National Joint Operations and Intelligence Structure (NATJOINTS), which is a multi-sectoral intervention plan.

“The plan includes training spaza shop owners on food trading legislation, registration processes, and sourcing safe products from health-certified suppliers.

“Most importantly, we urge local communities to report suspicious activities and promote awareness to Environmental Health Officers of their local municipalities.” – SAnews.gov.za

SAPS highlights work of its men and women in blue

As the country observes this year's 16 Days of Activism for No Violence against Women and Children, the South African Police Service (SAPS) is highlighting the work of its men and women in blue, who go beyond the call of duty to protect women and children in South Africa.

Today, SAPS introduces the nation to Warrant Officer Sonwabile Dlomo, an investigator attached to the Serial and Electronic Crime Investigations (SECI) Unit in Zwelitsha, Eastern Cape.

Dlomo says his childhood dream of becoming a police officer came true when he got enlisted to the Service 19 years ago.

His inquisitive mind eventually led him to become a detective and he has been within the Family Violence, Child Protection and Sexual Offences (FCS) environment since 2010.

To date, Dlomo secured 23 life terms and 594 years for 16 rapists, who are now behind bars.

In June 2024, the Makanda High Court sentenced Glass Lechesa to six life terms and an additional 125 years imprisonment on multiple counts of rape, robbery with aggravated circumstances and robbery common.

Lechesa targeted young girls in and around the areas of Joubertina and Addo, the youngest victim being 14 years old at the time. He stalked and attacked these victims in farm areas, robbed and repeatedly raped them before he fled the scene.

The case landed on Dlomo’s desk for further investigation. The suspect was still unknown at that stage, but that did not deter Dlomo from cracking the case. He meticulously pieced all available leads together and through the application of various investigative techniques, he managed to link the suspect to 10 rape cases.

Hot on the suspect’s heels, Dlomo proceeded to Addo police station to ascertain if there were more rape dockets similar to these 10 cases.

Dlomo says his instinct led him to trace the suspect’s activities during his ‘cooling off’ period. He then found three more cases with a similar modus operandi. These cases were eventually added to the serial following positive confirmation from the SAPS’ Forensic Science Laboratory (FSL).

Lechesa’s reign of terror came to an end on 16 April 2023, when he was arrested by Dlomo and his team. They operationalised information they obtained on the location of the suspect. Dlomo successfully opposed bail and Lechesa remained in custody until sentencing.

As a SECI investigator, Dlomo's duties include the investigation of serial rape cases, as well as sexual crimes committed on electronic mediums, such as the possession, distribution and manufacturing of child pornography.

"In most of my cases, the suspects are unknown at first. My goal is always to go beyond the call of duty to trace and arrest these suspects to ensure justice prevails for the victims," said Dlomo. – SAnews.gov.za

President Ramaphosa assents to bill promoting rail safety

President Ramaphosa assents to bill promoting rail safety

President Cyril Ramaphosa has signed the Rail Safety Bill into law, ushering in a new era of enhanced regulation and safety standards for South Africa’s railway sector.

The legislation underscores the critical importance of safe railway operations for protecting lives, safeguarding the environment, and promoting rail as an efficient mode of transportation.

In a statement, the Presidency said the new law provides for the regulation of railway safety and for the continued existence of the Railway Safety Regulator.

“The law introduces railway safety permits as well as a national railway safety information and monitoring system.

“The law recognises that safe railway operations promote the use of rail as an efficient mode of transportation and that the effective provision of railway safety demands uniform policy, norms and standards,” the Presidency said.

The Rail Safety Bill assented to by the President replaces the National Railway Safety Regulator Act of 2002, which was last amended in 2009.

The updated legislation reflects significant changes in the railway sector, such as South Africa’s rolling stock investment programme and the adoption of the first standard gauge railway system.

Recognising the importance of regional integration, the new law aligns South Africa’s railway safety regime with the Southern African Development Community’s (SADC) goals for safe and harmonised railway operations. This move is expected to facilitate greater connectivity and collaboration within the region.

“This is a significant prerequisite for greater regional integration,” the Presidency said.

Key provisions of the Bill include:

  • Creating a national railway safety information and monitoring system.
  • Introducing railway safety permits.
  • Designed to create consistent policies, norms, and standards for railway safety.
  • Seeks to harmonise South Africa’s railway safety regulations with those of the Southern African Development Community.

The Presidency said by prioritising uniform policies, norms, and standards, the Rail Safety Bill positions rail as an important component of South Africa’s transportation system while addressing the demands of modernisation and regional integration. – SAnews.gov.za

Cabinet hopeful G20 hosting will boost local tourism

South Africa is looking forward to a boost in its hospitality sector, as support staff and families of the Group of 20 (G20) member countries are expected to attend over 130 meetings in the Leaders’ Summit next year.

This is according to Minister in the Presidency, Khumbudzo Ntshavheni, who briefed the media on the outcomes of the Cabinet meeting on Wednesday, 4 December 2024.

On 1 December 2024, South Africa officially assumed the G20 Presidency from Brazil, becoming the first African country to lead the premier forum with the theme of ‘Solidarity, Equality, Sustainability’.

“Hosting the G20 offers our nation an unprecedented opportunity to position South Africa as a global force for driving inclusive economic growth, employment, and reduced inequality in a sustainable manner,” Ntshavheni said.

The members of the G20 are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, the United Kingdom, the United States, the African Union and the European Union.

Ntshavheni said all provinces will benefit from hosting either the Ministerial or Working Group Meetings.

Following Brazil's example, Ntshavheni said South Africa will host the G20 Social Summit to encourage broader involvement of civil society and will introduce a new engagement group called, Township20 (TS20).

The Minister stated that the TS20 will showcase South Africa's township economies' creative, cultural, financial, and innovative strengths.

The initial meetings for South Africa's Presidency will include the first Sherpa and Finance Track meetings, scheduled from 9 to 12 December 2024 in Sandton.

The official website for South Africa's G20 Presidency was launched on Tuesday, featuring the King Protea as its logo. This national flower symbolises the country's identity, landscape, and cultural significance.

VIEW | G20 South Africa 2025

The Department of International Relations and Cooperation (DIRCO said the King Protea embodies resilience, cultural pride, hope, and natural beauty.

“The King Protea’s ability to regenerate after fires mirrors the country’s spirit of renewal and hope.

“The flower serves as a reminder that even in the darkest times, there is always a chance for new beginnings. Just like the people of South Africa, who have faced historical struggles and triumphs, King Protea stands tall even in adversity,” the department said.

Cabinet has invited potential sponsors to partner with government in supporting the G20 in South Africa.

Interested parties are encouraged to submit their expressions of interest to g20sponsorship@dirco.gov.za. The deadline is 31 March 2025. – SAnews.gov.za

Held by the Department of Public Works and Infrastructure, on 19 November, the summit brought together stakeholders from government in Public Works and Infrastructure, Police, Treasury as well as those in the built environment to reflect on and agree to a common approach to ending violence and extortion at construction sites.

This as disruptions at construction sites severely delay government’s large scale infrastructure projects.

Addressing the post-Cabinet media briefing held in Cape Town on Thursday, Minister in the Presidency Khumbudzo Ntshavheni said Cabinet noted the signing of the Durban Declaration as an effort to build confidence in the government’s ability to deliver projects on time and within budget in its quest to turn South Africa into a construction site.

READ | Government, stakeholders sign declaration to work together against "construction mafia"

“The declaration proposes a series of interventions to end the disruptions at construction sites to be implemented over the course of next year,” Ntshavheni said.

This includes strengthening legislation governing the construction industry, implementing appropriate policies for the development of the construction industry, improving data and reporting systems and the arrest and prosecution of those responsible for extortion on construction sites.

“Work will also begin on supporting emerging enterprises and ensuring greater skills development.

“There will also be an intensified focus on collaboration on solutions to problems faced by the construction industry, which will be enhanced through establishing collaborative platforms for industry stakeholders to share best practices,” the Minister explained.

Since 2019, construction site disruptions by criminal syndicates have disrupted over 180 projects worth R63 billion, using tactics such as extortion, intimidation, violence and sabotage.

To address these challenges, the government is pursuing a three-pronged strategy, which includes Reforming Public Procurement, Expanding Public-Private Partnerships (PPPs) and Increasing Infrastructure Investment.

South Africa’s construction industry is a vital cog in the economy as it contributes around 3% to gross domestic product (GDP), employs over 1.3 million South Africans, with 176 000 jobs added just in the third quarter of 2024.

This sector is a lifeline for low-skilled workers, who often struggle to find opportunities elsewhere, however these disruptions undermine the sector’s potential.

Over the next three years, government plans to invest over R900 billion in the construction sector. – SAnews.gov.za

Cabinet notes decline in GDP by 0.3% in third quarter of 2024

Cabinet notes decline in GDP by 0.3% in third quarter of 2024

Despite the third quarter gross domestic product (GDP) decline, Cabinet has welcomed the positive economic outlook by the International Monetary Fund (IMF) and rating agency Standard & Poor’s (S&P), as the impact of the implemented Operation Vulindlela coordinated reforms have started to bear fruit.

This is according to Minister in the Presidency Khumbudzo Ntshavheni, who briefed the media on the outcomes of the Cabinet meeting held on Wednesday, 4 December.

S&P revised South Africa’s outlook to “positive” from “stable” in November this year, citing plans for accelerated economic reforms by the new government of national unity and a pickup in private investments.

Ntshavheni said Cabinet noted the decline in GDP by 0.3% in the third quarter of 2024, with the largest decline of 28.8% recorded in the agriculture, forestry and fishing, which may indicate the impact of drought.

Statistics South Africa (Stats SA) has indicated that the severe drought in 2024 caused a 0.3% decline in the country’s GDP in the third quarter.

Meanwhile, S&P also upgraded Eskom’s long-term global-scale foreign and local currency ratings from stable to positive, which indicates the progress made by government in strengthening Eskom’s financial and operational foundation through the work of the National Energy Crisis Committee (NECOM), the Eskom Board and Executive team.

“Cabinet further welcomed the decision by the South African Reserve Bank to cut the repo rate by another 25 basis points from 8% to 7.75%," said Ntshavheni.

The Executive believes that the lower interest rate will continue to ease the burden on highly indebted consumers and mitigate the high cost of living, while also encouraging businesses to expand their operations to further stimulate economic activity.

Investment

Cabinet has welcomed the announcement by Saudi Arabia to invest R9.5 billion to build a platinum smelter and base metals refinery in the Waterberg in Limpopo.

“This new investment is a strong vote of confidence in our nation and builds on the first phase of our investment mobilisation drive under the sixth administration that saw our nation surpass its investment target by 26% to reach a total of R1.51 trillion in investment pledges,” said Ntshavheni.

The Minister said South Africa is now targeting R2 trillion in new investments over another five years between 2023 and 2028.

SAA

In addition, the Executive has commended South African Airways’ (SAA) strong performance, highlighting the airline’s significant progress towards financial sustainability.

“For the first time since 2012, the SAA has recorded a net profit of R252 million for the 2022/23 financial year, and group revenue increased from R2 billion to R5.7 billion.

“Remarkably, SAA achieved this milestone while operating with only six to eight aircraft across nine destinations at the beginning of the 2022/23 financial year,” Ntshavheni said, adding that the airline has since doubled its fleet, launched intercontinental routes, and increased its network to 16 destinations. – SAnews.gov.za

Cabinet welcomes release of 2nd quarter crime stats

Cabinet has welcomed the release of the 2nd quarter crime statistics, which show that law enforcement agencies' efforts to turn the tide in the fight against crime are starting to yield results, with a decrease in both murder and violent crimes.

Addressing the post-Cabinet media briefing held in Cape Town on Thursday, Minister in the Presidency Khumbudzo Ntshavheni said the murder rate in South Africa has decreased by 5.8%, while sexual offences decreased by 2.5%, and robbery with aggravating circumstances decreased by 8.8%.

“Additionally, rape decreased by 3.1%, while robbery at residential premises and non-residential premises decreased by 1.3% and 21.1% respectively,” Ntshavheni said.

Cabinet also welcomed the arrest of a 39-year-old Mexican national for dealing in and manufacturing drugs, as well as contravening the Immigration Act after a multi-disciplinary operation guided by police led to the discovery of a drug laboratory in Rietfontein, Johannesburg, valued at approximately R100 million.

“In addition, the South African Police Service (SAPS), through an intelligence-driven operation, confiscated a container carrying cocaine with an estimated street value of around R86.5 million, which came in from Brazil through the Durban Harbour.

“[Additionally], five suspected ATM bombers were killed in a shootout with police in eMalahleni, Mpumalanga. The suspects opened fire on the police after they were cornered at a safe house in Schoongezicht in Emalahleni,” Ntshavheni said.

Cabinet has called on all sectors of society to partner with the police to strengthen the fight against crime.

“By working together, we can create safer communities and public spaces, while ensuring criminals have no place to hide,” she said. – SAnews.gov.za

Cabinet approves policy for women in sport

Cabinet approves policy for women in sport

Cabinet has approved the National Policy on Women in Sport Policy Framework for implementation.

The policy addresses multiple areas of gender disparity, including participation, leadership, governance and visibility.

Briefing the media on the outcomes of Cabinet meeting held on 4 December 2024, Minister in The Presidency, Khumbudzo Ntshavheni said the policy aims to promote increased active participation of women in sport and in leadership roles.

“The policy recognises that increased participation of women in sport and in leadership positions will drastically reduce and ultimately contribute to eradicating gender inequality and various forms of discrimination against women.

“It also promotes equity by ensuring that women receive respect and recognition on the professional front, including equal remuneration as their male counterparts,” Ntshavheni said on Thursday.

The policy outlines a set of measures that will promote and support women in sport and ensure that programmes are in place to address gender disparities in sporting codes and structures.

It also addresses barriers to entry by women in sport, including lack of funding, sponsorship, and inadequate remuneration.

Strategy for Reducing Food Losses and Waste

Cabinet also approved the Strategy for Reducing Food Losses and Waste for implementation.

Ntshavheni noted that the strategy aims to minimise food loss and waste along the food supply chain, reducing undesirable food wastage through applying tools and technologies, improving food security and mitigating negative environmental impacts.

This is aligned to the government interventions to reduce high cost of living.

“The strategy provides regulatory measures and interventions, norms and standards, appropriate financial support and incentives to promote reduction in food loss and waste, amongst others.

“This strategy will enable the keep on edible and food with value to be kept as long as possible in the value chain and will enable implementation of funding incentives on reducing food waste and food losses for all South Africans,” Ntshavheni said.

Tourism Route Development Plan

Cabinet has further approved the Tourism Route Development Plan - which intends to use tourism as a vehicle to drive inclusive growth, job creation and poverty reduction - for implementation.

This follows the approval of the Tourism Sector Master Plan in October 2023 to create opportunities for inclusive participation of all sectors of society, including women, youth and people with disabilities.

Ntshavheni explained that the Tourism Route Development Plan is anchored on collaborative public-private sector partnerships and aims to support route development and sustenance.

“The plan will also strengthen the position of South Africa’s domestic airline services. Priority route market retention will focus on Asia (China, India and Japan), the African continent and domestic connectivity.

“Furthermore, the plan will be implemented to maximise the impact of South Africa as a domestic and international tourist destination. It seeks to drive the achievement of the national tourism minimum arrival target of 15 million arrivals by 2030 with support of routes from 25 prioritised markets,” the Minister explained. – SAnews.gov.za

Play your part in ensuring safer festive season

Play your part in ensuring safer festive season

Cabinet has called on the public to play their part in making the upcoming festive season a joyous and safe one for everyone.

Speaking during a post-Cabinet media briefing on Thursday, Minister in The Presidency Khumbudzo Ntshavheni said road traffic law enforcement officers, including law enforcement agencies, and other government departments will step up safety operations during this period to ensure that people are safe.

Safety operations will include regular roadblocks, stop and searches and the tracking and tracing of wanted suspects.

Ntshavheni said the heightened police visibility was aimed at preventing, combating, and at the same time, countering serious and violent crime during the holiday season and beyond.

“You can play your part to ensure a safer festive season by always obeying the rules of the road. Do not ever drive while under the influence of alcohol, and don’t text and drive.”

Cabinet urged parents and guardians to remain hyper vigilant during the festive season period in the supervision of children, especially when at pools, beaches or near bodies of water.

“Children should never be left unattended at swimming pools or beaches and must be equipped with necessary safety equipment. Do not drink when children are in your care at swimming pools or beaches and ensure that swimming pools are properly secured when not in use to deny children access.

“South Africa has many beaches that are accessible to all citizens, limiting of access to beaches that are public property amounts to the restriction of the freedom of movement, a right which is protected under the Constitution,” the Minister said.

Cabinet further called on citizens to always be alert and aware when on holiday or during leisure moments.

“Avoid carrying large amounts of cash; instead use bankcards or electronic funds transfer to make transactions. Do not display large amounts of cash when making transactions because it can attract criminal elements,” the Minister said.

In this regard, the Heads of State and Government directed the various Ministries, Departments and Agencies to deepen their cooperation in the context of the BNC,” the joint communique read.

The Heads of State and Government acknowledged the more than 34 Agreements covering various sectors which have been signed since the establishment of diplomatic relations between the two countries in 1994.

“The two leaders underscored the need to urgently finalise the MoU [Memorandum of Understanding] on the Early Warning Mechanism. To this end, it was agreed that the MoU will be signed, no later than March 2025, during the visit of the South African Minister of International Relations and Cooperation to Nigeria, for Political Consultations.

“The two leaders also welcomed the ongoing negotiations to conclude other new agreements,” the communique said.

Investment

The Heads of State also welcomed the high levels of economic cooperation between the two countries. In this regard, they welcomed the significant investments of South African companies in Nigeria and encouraged corresponding Nigerian investments in the South African economy.

The leaders recognised the need for the two countries to create an enabling business environment in both countries.

In this regard Nigeria invited South Africa’s Development Finance Institutions to partner with Nigeria in co-financing infrastructure projects,” the communique read.

Nigeria highlighted its efforts and those of ECOWAS [Economic Community of West African States] in fostering and promoting peace and security in West Africa. South Africa also outlined efforts undertaken by the Southern African Development Community [SADC] in supporting peace initiatives in both the eastern Democratic Republic of the Congo and northern Mozambique”.

The delegations also underscored the need to redouble efforts to realise the African Union (AU) Agenda 2063 Aspiration to “Silence the Guns”.

In this regard, the Heads of State and Government expressed concern at the devastating conflict in Sudan, which has resulted in the loss of lives, destruction of infrastructure and property and a humanitarian crisis.

The Heads of State and Government also reflected on the upcoming elections for the leadership of the African Union Commission and underscored the need for the election of the leadership that would be responsive to the challenges facing the African continent.

International developments

“The two countries further exchanged views on international developments, particularly the ongoing conflict in the Middle East and called for a ceasefire in Gaza and increased access to humanitarian aid.

Chiloane sends condolences after exam marker's death

Gauteng Education MEC Matome Chiloane has expressed his profound sadness at the untimely passing of an IsiXhosa National Senior Certificate (NSC) examination paper marker following an incident at the Alberton marking centre on Tuesday.

According to reports, the 50-year-old marker allegedly tripped and hit her head against a pole while leaving the centre on Tuesday evening. She was immediately rushed to the hospital but regrettably succumbed to her injuries later that night, while receiving medical attention.

Chiloane said the department’s Psycho-Social Support Unit has arranged to be on-site at the Alberton marking centre today to provide emotional support to the marker’s colleagues and other markers affected by this incident.

“We extend our heartfelt condolences to the family, friends and colleagues of the deceased marker. Her commitment to the education sector was invaluable, and her untimely passing is a profound loss to all of us,” Chiloane said.

Northview High Acting Principal shot on school premises

In another unfortunate incident, Chiloane once again expressed his sadness and shock at an unfortunate incident that took place at Northview High School on Tuesday, where the Acting Principal was shot at six times in his office.

According to information at the department’s disposal, two unidentified armed men entered the school premises on Tuesday morning, under the guise of seeing the Acting Principal to give him a quotation for tree felling.

The men then reportedly entered the Acting Principal’s office and suddenly opened fire, hitting him six times before fleeing the scene. The Acting Principal was rushed to a medical facility, where he is currently in ICU.

The department said police investigations into the circumstances surrounding this incident are currently underway.

The department’s Psycho-Social Support Unit will be dispatched today to provide trauma counselling for learners and educators, who may be affected by this incident.

“As the department, we are deeply shocked by this brazen act of violence and lawlessness, which not only targeted a school leader but undermined the sanctity of our educational institution. We are working closely with law enforcement to ensure the perpetrators are brought to book.

"Our thoughts and prayers are with the Acting Principal, his family, and the school community during this difficult time, and we wish him a speedy recovery,” Chiloane said. – SAnews.gov.za

Law enforcement commended for R80m cocaine bust

Law enforcement commended for R80m cocaine bust

KwaZulu-Natal Premier Thamsanqa Ntuli has commended members of various law enforcement agencies in the province for intercepting pure cocaine worth R80 million, packed inside a shipping container at the Durban Harbour.

According to a police report, information was received by the police about a vessel which left Brazil at the beginning of November carrying pure cocaine that was disguised as kidney beans.

The vessel, which came to South Africa via another country, was monitored until Saturday when it docked at the Durban Harbour. The identified container was taken to a warehouse on South Coast Road in the Bluff area for a proper search.

During the search, eight bags of crushed pure cocaine were found and according to the documentation, the shipment was destined for Johannesburg.

Ntuli said increased police surveillance at targeted crime hot spot areas is yielding positive results, as law enforcement intelligence operations continue to thwart criminal activity in all the corners of the province.

“We commend the excellent work being done by members of various law enforcement agencies to ensure that we close ranks. We are sending a strong message to all criminal syndicates that we are on high alert, we have adopted a zero-tolerance stance against all criminal activity,” Ntuli said.

Ntuli also acknowledged the Border Management Authority (BMA) effort, who are working around the clock to tighten security measures at all ports of entry and borders of the province.

He said the provincial government and law enforcement agencies under the banner of the Justice Crime Prevention and Security (JCPS) cluster has developed an integrated multi-disciplinary crime prevention plan during the festive season to ensure that the province remains the destination of choice for holiday makers and tourists to create a safe environment conducive for the growth of business, and to boost investor confidence.

The Premier has reassured the people of KwaZulu-Natal that targeted intelligence driven operations will be affected throughout the festive season and beyond.

“Our provincial government has called for augmented numbers of police deployed during this period especially at identified crime hot spots like the Durban harbour. We are going to clamp down on all crime elements in our province,” the Premier said.

Ntuli encouraged the community members to continue coming forward with critical information to assist law enforcement to crack down on criminal activity in our province. – SAnews.gov.za

South Africa champions of global disability inclusion movement

Location: News

South Africa champions of global disability inclusion movement

Despite the challenges facing people with disabilities, strides made by government in policy and legislature over the past 30 years have earned the country’s recognition as a respected champion of the global disability inclusion movement.

During the parliamentary debate on Tuesday to close off the 2024 Disability Rights Awareness Month (DRAM) campaign, Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, said prior to 1994, government’s programmes for people with disabilities were rooted in a value system that viewed disability as a personal misfortune, necessitating a health and welfare approach to "rectify the individual and their circumstances".

The Minister said this narrative has changed significantly over the past 30 years.

“For the democratic government, disability rights are not merely a matter of advocacy -- they are a constitutional imperative enshrined in our Bill of Rights. Section 9 of the Constitution explicitly enshrines the rights of persons with disabilities, prohibiting discrimination based on disability and guaranteeing equality and human dignity.

“More recently, the White Paper on the Rights of Persons with Disabilities reflects our government’s shared vision for what must be done, now and in the future, to advance the rights and development of this community,” Chikunga said.

Over the past 30 years, disability inclusion into various laws that comprise the country's legislative framework has been prioritised.

These include the recently gazetted Framework on Self Representation, which has implications for the composition of boards of State-Owned Enterprises (SOEs); the National Strategic Framework on Reasonable Accommodation, and the Universal Access and Design Framework, with norms and standards for universal accessibility in the built environment.

Task team on inclusive education

To address education challenges, including accessibility standards in buildings, among others, the Minister said the department, in collaboration with the Department of Basic Education, has established a task team on inclusive education.

The initiative focuses on equipping schools with infrastructure, teaching resources and trained educators to support learners with disabilities holistically, laying a strong foundation for the future.

Achievements in education to date include the number of special schools, which has increased from 295 in 2002 to 489 in 2022, leading to the number of learners in special schools increasing from 64 000 in 2002 to 139 000 in 2022.

The number of full-service schools has also increased from 30 in 2002 to 832 by 2022, as well as an increase in the number of learners with disabilities in ordinary schools from 77 000 in 2002 to 121 000 by the year 2022.

“For tertiary education, the Department of Higher Education and Training has established the Strategic Policy Framework on Disability for the Post  School Education and Training (PSET) System, which mainstreams disability considerations across institutions to foster an enabling environment, and the Framework and Guidelines for Technical Vocational Education and Training (TVET) colleges, equipping them to accommodate students with disabilities and provide essential support,” Chikunga highlighted.

She commended Higher Education and Training Minister, Dr Nobuhle Nkabane, on the recent launch of Phase One of the National Skills Fund Disabilities Programme.

The transformative initiative, with a budget of R1 billion, aims to empower people with disabilities across South Africa through tailored skills training programmes.

“In social security, persons with disabilities receive monthly Disability Grants that provide much needed financial support. South African Sign Language is now recognised as the 12th official language in South Africa.

“To this end, we will advocate across all government departments and entities for more of such deliberate and targeted interventions with clearly defined exit opportunities for persons with disabilities,” Chikunga said. – SAnews.gov.za
