Call to avoid buying fake versions of Ozempic and Mounjaro

Location: News

Call to avoid buying fake versions of Ozempic and Mounjaro

The South African Health Products Regulatory Authority (SAHPRA) has expressed concern at the increasing presence of counterfeit Glucagon-like Peptide (GLP-1) products, such as Ozempic, on the local market.

According to SAHPRA, GLP-1-containing products, like Ozempic, which help lower blood sugar levels and promote weight loss, are being made available to the public through websites, social media, and other informal channels.

“These pose a health risk to the public. SAHPRA cautions the public to not purchase and/or consume such products as their safety, efficacy, and quality have not been assessed.”

SAHPRA has reported an increase in suspected counterfeit Ozempic, chemically known as semaglutide, which is one of the registered products containing GLP-1 agonists from Novo Nordisk.

According to the watchdog, Ozempic in South Africa is registered under two presentations of pre-filled injectable pens, namely 0.25 mg and 0.5 mg/dose pen and 1 mg/dose pen.

“Ozempic is registered in South Africa for the treatment of adults with type 2 diabetes to reduce blood sugar levels for the treatment of adults with insufficiently controlled type 2 diabetes mellitus as an adjunct to diet and exercise.”

It is also approved to reduce the risk of major cardiovascular events, such as heart attack, stroke, or death, in adults with type 2 diabetes who have known heart disease.

“Ozempic is not registered in South Africa for weight management,” said the authority.

Mounjaro (tirzepatide), developed by Eli Lilly and Company, is also gaining attention in South Africa. It is available in pre-filled pens that come in a single dosage, containing either 2.5 mg, 5 mg, 7.5 mg, 10 mg, 12.5 mg, or 15 mg in a 0.5 ml solution for injection.

Mounjaro is indicated for treating type 2 diabetes mellitus but has not yet been imported into and placed on the market in South Africa through Eli Lilly and Company distribution channels.

Just like Ozempic, the watchdog stated that Mounjaro is not approved in South Africa for weight management.

“The complexity of compounding GLP-1 agonists, which are sterile medicines containing complex active substances poses a public health and safety risk.

“The risk associated with compounded medicines containing GLP-1 agonists are posed by the absence of the evaluation of these medicines by SAHPRA and the unknown nature and safety of ingredients used in compounding.”

Compounded products that claim to contain semaglutide have not been verified or evaluated by SAHPRA to determine if the active pharmaceutical ingredient is identical to the registered one, as required by the Medicines Act.

“Therefore, it maybe substandard and pose a risk to those using them,” said SAHPRA, adding  that the medicine using an active ingredient that is not contained in a product registered with SAHPRA is illegal in terms of the requirements of the Medicines and Related Substances Act.

“The public is urged to purchase only SAHPRA-registered products containing GLP-1 agonists, considering these risks.”

According to Section 29 of the Medicines and Related Substances Act, a person who commits an offence will be held criminally liable, and applicable penalties will be enforced.

SAHPRA CEO, Dr Boitumelo Semete-Makokotlela, stressed that safeguarding the well-being of the South African public remains a primary concern for the regulatory authority.

“SAHPRA is monitoring the supply chain as well as the online platforms for unregistered, substandard, and falsified medicines containing or claiming to contain semaglutide. We are also investigating any contraventions relating to the Medicines and Related Substances,” said Dr Semete-Makokotlela.

The public is urged to report any suspected products falsely claiming to be sold as Ozempic or Mounjaro.

Citizens are urged to report through these whistle-blower platforms, SAHPRA’s 24-hour hotline 0800 204 307, or via https://bit.ly/3nrku5t. – SAnews.gov.za

Kruger National Park Road maintenance project makes good progress

The South African National Parks (SANParks) has noted the significant progress made by the Kruger National Park (KNP) in repairing and maintaining its roads.

In its 100 days road maintenance report, KNP has outlined the work done thus far.

“It details progress in the blading of gravel roads in KNP as part of the overall ongoing infrastructure and maintenance programme. This intervention also sought to ensure preparedness for the 2024 festive season so as to enhance customer experience as tourists are expected to visit in numbers during this period.

“Most roads in the south of Olifants River (Marula Region of the park) were bladed between July and October 2024 and are constantly being monitored to ensure they remain in good condition,” SANParks said on Friday.

Mining industry a “sunrise industry”

Mining industry a “sunrise industry”

Mineral and Petroleum Resources Minister Gwede Mantashe has described the mining industry as a “sunrise industry” that is diversifying from bygone eras.

The Minister said this during his address at the Mintek @90 Conference held in Sandton on Monday.

Mintek is, among other things, the national research and development entity specifically focused on mining and metallurgy.

“Mintek continues to focus on conducting research that will not only have impactful outcomes for the industry but drive technological innovations that will have a positive societal impact, stimulate economic growth, reduce unemployment and inequality, as well as eradicate poverty in South Africa.

“Thanks to the work that is being pioneered by the entity, in collaboration with the industry and various research institutions, that we can now confidently describe the South African mining industry as a sunrise industry that is diversifying from the gold mining era to a diversified industry with the world’s largest reserves of platinum group metals [PGM], manganese, chrome, coal, vanadium, and rare earth minerals,” Mantashe said.

The Minister highlighted that as the need for transition towards renewable energy sources builds up steam, so will the need for PGM rise and this is where Mintek can become a “significant player” on a national, continental and global stage.

“The need for the world to transition from high carbon emissions to low carbon emissions has increased the demand for ‘green’ minerals. As the world’s largest producer of manganese and chrome, the South African manganese and chrome sectors are equally poised to play a significant role in the global automotive and construction industries given the expected demand for green technologies and electric vehicles.

“As we continue to engage the manganese and chrome producers on mineral value-addition close to the point of production, given its existing pioneering research capabilities, Mintek can be a significant player in the global clean energy economy.

“While there is no universal consensus on the “critical minerals”, the approach by Mintek in developing South Africa’s critical minerals strategy is poised to guide not only South Africa’s, but Africa’s responsible exploration, processing, and exporting of these essential resources,” he said.

Turning to the challenge of illegal mining in the country, Mantashe revealed that Mintek is playing a role in “tackling ownerless and derelict mines by closing the holes that were left behind, thereby help in combating illegal mining and trading in ores”.

He added that the entity is also engaged in work to improving mining processes and efficiency.

“Although funding for this project is not sufficient, there is visible progress which aligns with the government's commitment to addressing environmental sustainability and fostering sustainable growth within the industry.

“Furthermore, Mintek continues to lead the way in driving technological innovations that enhance metal recovery from both conventional and emerging processes.

“Its focus on continually improving these processes and ensuring the efficient utilisation of energy and water resources by developing technologies to minimise environmental pollution, reflect government’s commitment to safe reclamation of waste, and further promotes broader environmental sustainability within the sector,” the Minister said.

Mantashe emphasised that the success of South Africa’s mining sector – which has contributed at least 6.3% to the nominal Gross Domestic Product this year – rests on not only on research and development but also on collaboration between government, the private sector and academia.

“These collaborations are essential for driving progress and fostering innovation, thereby enable us to tackle the complex challenges we face. By working together, we can leverage diverse expertise and resources, thus ensuring that our collective efforts are aligned with the industry's pressing needs.

“Such synergy not only enhances our ability to respond effectively to market demands but also promotes sustainable practices that benefit the economy and the environment.

“For the next 90 years, Mintek is poised to continue its trajectory of innovation and excellence in mineral technology. The ongoing commitment to advancing techniques in mineral extraction, refining, and processing will be pivotal in addressing both the current and emerging challenges in the industry,” Mantashe said. – SAnews.gov.za

Hlabisa gazettes standard draft by-law to empower township economies

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has introduced a new Standard Draft By-Law for Township Economies.

This by-law, issued in accordance with the Local Government: Municipal Systems Act of 2000, aims to create an enabling environment for small businesses in townships, supporting economic inclusion, job creation and community empowerment.

“The new by-law is a bold statement of CoGTA’s commitment to transforming townships into vibrant economic hubs that provide sustainable opportunities for residents.

“This regulation is designed to harmonise township business ecosystems by providing standardised norms and facilitating easier entry and operation for formal and informal businesses,” the department explained.

The department said the regulation also supports businesses with tailored resources, including permit registration processes and designated trading spaces, ensuring streamlined operations within municipal jurisdictions.

The key features of the by-law include enhanced freedom for business activities, which means any individual with a business license may now conduct business within designated areas, subject to local quotas that ensure equitable opportunities for South African citizens and residents.

“This regulation aligns with the constitutional right to freedom of trade, supporting entrepreneurial efforts that contribute to township vitality.”

The by-law also touches on designated business zones where municipalities are empowered to establish business zones, creating spaces specifically tailored to retail, industrial, and mixed-use enterprises.

It also speaks of business support and capacity building and simplified permitting and registration.

“The new standard draft by-law introduces an efficient permit and registration system that provides clear guidelines for businesses, including both physical and online access to application forms.

“Municipal officials will assist applicants in the process, ensuring timely approvals and smooth operations for new and existing businesses.”

According to the department, the new Standard Draft By-Law for Township Economies will also cover safety and compliance assurance and inclusive growth strategy.

“The by-law mandates that all business activities align with public health and safety regulations. Regular inspections and public awareness campaigns will ensure that township businesses uphold the highest standards, protecting both entrepreneurs and the communities they serve.”

Hlabisa said the by-law was more than just a regulatory tool.

“It reflects our vision for township economies as key contributors to South Africa’s growth. Through inclusive, streamlined, and supportive governance, this initiative lays a foundation for sustainable economic activity in historically underserved areas, empowering individuals to participate meaningfully in the economy,” the Minister added.

CoGTA said it remained dedicated to engaging communities and stakeholders in the implementation of this by-law, ensuring that its benefits reach every corner of South Africa’s townships.

TNPA appointed Zutari for implementation plan for the Port of Durban

The Transnet National Ports Authority (TNPA) has appointed Zutari, a leading infrastructure and advisory firm, as the transaction advisor to validate the Island View Precinct Strategy and implementation plan for the Port of Durban.

This appointment is a pivotal move aimed at transforming the liquid bulk sector in South Africa while ensuring security of supply.

“The Island View Strategy, originally approved in 2019, is set to undergo a comprehensive revision to ensure it remains relevant in today’s rapidly evolving landscape.

“Zutari’s role will be to analyse current market trends, review existing strategies and develop a revised comprehensive plan aimed at enhancing the sector's sustainability and operational efficiency. This initiative aligns with TNPA's commitment to implementing global best practices,” it said in a statement.

The Port of Durban’s Island View precinct is a South African national key point, managing approximately 74% of South Africa's liquid bulk imports.

With 12 terminal operators over a 1 545 000 m² area, it handles a variety of products, including petroleum, chemicals and agricultural goods. As part of the country’s transition to sustainable energy, the port will also facilitate the handling of liquefied petroleum gas (LPG) and other cleaner energy sources.

Zutari’s role includes ensuring that the strategy benefits both TNPA and the liquid bulk industry while safeguarding supply chain integrity, especially in this major petrochemical hub.

TNPA is committed to ensuring security of supply, improved terminal operational efficiencies, operational continuity, risk management and job preservation with the precinct supporting nearly 2 000 direct and indirect jobs as of 2022.

Mpumi Dweba-Kwetana, Acting TNPA Managing Executive for the Eastern Region, said the Island View Strategy aims to accelerate transformation, ensure a reliable supply of liquid bulk commodities, and increase throughput efficiency.

“The appointment of Zutari is a significant milestone towards achieving these goals. Our collaborative engagement with stakeholders, including Fuels Industry Association of South Africa (formerly known as SAPIA), the National Energy Regulator of South Africa (NERSA), the Chemical and Allied Industries’ Association (CAIA), and terminal operators, has been crucial in building confidence and identifying areas for cooperation in safeguarding the liquid bulk sector,” said Dweba-Kwetana.

Transnet National Ports Authority is responsible for the safe, effective, and efficient economic functioning of the national port system, which it manages in a landlord capacity. It provides port infrastructure and marine services at the eight commercial seaports in South Africa – Richards Bay, Durban, Saldanha, Cape Town, Port Elizabeth, East London, Mossel Bay and Ngqura.

It operates within a legislative and regulatory environment and is governed by the National Ports Act (Act No. 12 of 2005).

COP29 expected finalise financing model for developing economies

With the United Nations Framework Convention on Climate Change (COP29) taking place this week, South Africa expects the COP29 Presidency to enhance efforts to finalise the New Collective Quantified Goal on Finance (NCQG), which is a matter of great importance for developing economies.

“As I have said before, the current financing mechanisms have proven insufficient in scale and effectiveness, highlighting the urgency for a new financing model,” Minister of Forestry, Fisheries and the Environment Dr Dion George said on Sunday.

The Minister expressed confidence in the South African delegation who will be participating in the COP29 as they departed to attend the conference.

COP29 kicks off on Monday, 11 November and will conclude on Friday, 22 November in Baku, in Azerbaijan.

George will join the South African team in Baku as head of the delegation this week.

COP29 is expected to focus on intensifying efforts to quantify resources for developing countries to meet ambitious climate targets under this year’s theme of “In Solidarity for a Green World.”

The climate change conference takes place at a critical moment of intensifying geopolitical tensions, heightened trade protectionist measures, and divisive approaches on issues such as carbon border adjustments.

COP29 is expected to build on strong leadership and outcomes from Dubai COP28.

The incoming COP29 Presidency has set ambitious priorities and the two-day summit at the start of the conference will get proceedings underway, by bringing together global leaders to raise awareness and accelerate climate action.

“Another key issue for South Africa and other developing economy countries is the adoption of Article 6.4 rules that will allow the immediate implementation of carbon market measures and unlocking new projects that contribute to economic growth, decarbonization of value chains and job creation.

“By establishing transparent and robust mechanisms under Article 6, we can enable countries to work together more effectively,” the Minister said.

George will be co-chairing discussions on mitigation together with his Norwegian counterpart and in their consultations, the Ministerial Pair will be engaging with parties and all negotiating groups to conduct informal consultations on concrete issues related to overcoming barriers and complexities in implementing countries’ Nationally Determined Contributions (NDC) as well as the necessary means of implementation to achieve the 1.5-degree goal and net-zero decarbonisation in 2050.

The NDC cover adaptation, mitigation as well as finance and investment requirements and is based on equity.

George, and his counterpart from Norway, Minister of Climate and Environment Tore Onshuus Sandvik, have been appointed to steer informal consultations on mitigation before and during the COP29.

The Ministerial Pair was appointed by COP29 President-designate and Minister of Ecology and Natural Resources in the Republic of Azerbaijan, Mukhtar Babayev.

“I have full confidence in our negotiating team, and I encourage all South Africans to follow proceedings on all online platforms. I look forward to joining the team shortly,” George said.
Once again, South Africa will be hosting a South African exhibition pavilion at the climate change talks in partnership with the National Business Initiative (NBI).

During the conference a number of dialogues and side events are to be hosted at the Pavilion to showcase the work being done by various South African organisations to raise awareness, adapt to, and mitigate, climate change. -SAnews.gov.za

Lebombo border open for cargo

The Border Management Authority (BMA) has announced that cargo operations at the Lebombo Border Post have resumed following a closure of the port last week.

The border post was closed following protests owing to political tensions in Mozambique, which have culminated in reports of vehicles being burnt on the Mozambican side of the border.

BMA Commissioner, Dr Michael Masiapato, said this will clear the path for a full reopening of that port.

“We are pleased to announce that the Mozambican systems have been restored, with processing activities resuming at the KM 4 checkpoint on the Mozambican side.

“This development paves the way for the full reopening of the port and enables the BMA and SARS teams to work diligently in clearing the current cargo backlog,” he said.

The BMA said in a statement that it is working in partnership with the South African Revenue Service (SARS) to clear the cargo backlog.

“The port is now open for cargo movement after the Mozambican authorities managed to address challenges with their systems to facilitate processing through the Ressano Garcia port of entry into Mozambique.

“The initial reopening of the port was to manage the movement of persons but this morning, the Mozambican authorities worked tirelessly to address cargo systems for smooth border processing,” the BMA said.

Travelers have been warned to “remain cautious and stay informed of travel updates when planning trips to Mozambique”.

“The BMA and SARS will continue to monitor the situation closely, ensuring smooth and secure port of entry operations for the benefit of all South African citizens and the broader trade community,” the BMA said. – SAnews.gov.za

Eskom spending less on diesel

Location: News

Eskom spending less on diesel

Eskom has spent at least 70% less year-on-year on diesel compared to the same period last year - equating to savings of more than R14 billion.

This as the power utility has maintained no load shedding for more than seven months.

“Load shedding has been suspended for over seven months (226 consecutive days) since 26 March 2024. Eskom continues to focus on maximising efficiencies from the investments made in the Generation Recovery Plan.

“This has resulted in year-on-year diesel savings of R14.6 billion, approximately 70.3% less than the R20.8 billion spent during the same period last year. Further savings are expected in the coming weeks and months due to the improved performance of the coal fleet,” the power utility said.

Furthermore, Eskom has recorded a “significant decrease” in unplanned outages at power stations – allowing the power utility to do planned maintenance.

“Over the past seven days, the average total unplanned outages have been 10 127MW, a significant decrease from 16 892MW during the same period last year, representing a reduction of 6 765MW.

“This ongoing improvement in reducing unplanned outages enables Eskom to carry out more planned maintenance activities and ensures that more generation capacity is available to meet the country’s electricity demand,” Eskom said.

The Energy Availability Factor (EAF) has also seen an increase to 63.1% for the year to date, with at least four power stations reaching an EAF of over 70%

“Eskom is well-capacitated to meet the electricity demand.

“By Monday evening, an additional 4 050MW is expected to return online, with four units on cold reserve this weekend to manage the supply and demand balance,” the power utility said.

Eskom said although it continues to produce sustained improvements, there are overloading challenges in certain areas.

“Eskom continues to face network overloading issues in certain local areas due to illegal connections, vandalism, meter tampering, unauthorised network operations, theft of network equipment, and purchasing electricity from unlicensed vendors.

“To prevent public safety hazards and the risk of network overloading, which can lead to load reduction measures and extended unplanned power outages, Eskom strongly urges customers to avoid illegal connections, as this can negatively impact the entire local community.

“It is also essential for customers to ensure they purchase electricity only from authorised vendors,” the power utility explained.

Consumers are urged to report any illegal activities to the Eskom Crime Line at 0800 112 722 or via WhatsApp at 081 333 3323. – SAnews.gov.za

Imbizo a “demonstration of GNU at work”

Location: News

Imbizo a "demonstration of GNU at work"

President Cyril Ramaphosa has hailed the KwaZulu-Natal District Development Model (DDM) Presidential Imbizo as a powerful example of the Government of National Unity (GNU) in action.

The President underscored the collaborative efforts of various political leaders to address pressing community issues.

Addressing community members at the Umnini Sportsfield in Umgababa, the President said the imbizo was a fairly productive session.

“As I end, I think we have held a fairly productive imbizo session. Today has been a clear demonstration of how our Government of National Unity is also working. I have Ministers from our various political parties that are part of the GNU.

“I would like to thank them all and I want all the parties in the GNU to see the value of izimbizo. They are important because they enable us to interact with our people and hear their views, and answer their questions and at the same time, follow up on their issues that they have raised,” the President said.

The Presidential Imbizo is a platform for communities to interact with government leaders from all three spheres of government on service delivery challenges, and for the executive to respond to the community on what they are doing to resolve those issues.

Community members gathered at the Umnini Sportsfield raised issues such as crime, unemployment, the rising cost of living and matters concerning education.

The South African Democratic Teachers Union asked President Ramaphosa to intervene on the issue of safety and security at KwaZulu-Natal schools, highlighting previous incidents where teachers were attacked, shot and killed at schools.

Before the Ministers took to the podium to respond to the above issues, President Ramaphosa apologised for the delayed start due to technical issues, stressing the need for better preparedness at such events.

Ministers in the GNU accompanying the President responded to the issues respectively and promised residents that they will follow up and provide solutions.

Turning to the City of eThekwini municipality, the President also spoke about plans to rejuvenate Durban’s tourism sector, which has historically made the city the "holiday mecca" of South Africa.

With tourism numbers currently in decline, President Ramaphosa expressed optimism for a revival through the planned reopening of key hotels like the Hilton and lease renewals for iconic establishments such as the Maharani and Elangeni.

“Durban has been the holiday mecca of our country. Many people from all over the country have always considered Durban when they needed to go on a holiday.

“Tourisms in the province has gone down but the mayor has plans to revive big hotels such as the Hilton Hotel and the renewal of leases by Southern Sun of the Maharani and Elangeni Hotel.

“The business sector has pledged to invest billions of rands to revive tourism, so I am looking forward to the revival of tourism so that Durban can go back to being the jewel of South African tourism. It must once again become the mecca of tourism in SA,” the President said.

Tourism Minister Patricia De Lille said that her department is working hard to rebuild the tourism sector in the province.

“Tourism is a very important sector for this province. It is making a significant contribution to the GDP and economic growth of the province. The tourism sector has gone down in KZN, but we are working hard with the Presidential Task Team and the private sector to rebuild it.”

The Minister said that she has already agreed with the KZN Premier that they will be meeting as a matter of urgency so they can see how they can work together with the plans of the province to do an aggressive marketing campaign to deal with all the negative perceptions around the province.

“For the summer season, the department partnered with the private sector and already we have 440 private sector tourist attractions that are offering discounted deals for the summer season and I want to encourage all South Africans to look at the Shot left site and check the discounts,” de Lille said.

The President also drew attention to ongoing infrastructure challenges, particularly highlighting the partial collapse of a bridge on the N2 highway, which has disrupted local transportation.

He expressed confidence in South African engineers, who have devised a plan to restore the bridge, calling it a testament to the country’s engineering expertise.

“In the morning, I went to the N2 bridge that partially collapsed. The bridge is causing a lot of inconvenience for the people, as it is an important road on the N2," the President said. - SAnews.gov.za

Food poisoning incidents managed at highest level, says President Ramaphosa

President Cyril Ramaphosa has addressed the tragic deaths of children due to food poisoning, assuring the public that this issue is being addressed at the highest levels of government.

Speaking at the District Development Model (DDM) Presidential Imbizo at Umnini Sportfield in Umgababa, KwaZulu-Natal, the President led attendees in a moment of silence for the young lives lost in recent weeks.

In his address on Friday, President Ramaphosa highlighted government's serious approach to the matter.

This wave of tragic incidents has left communities devastated.

The President expressed his heartfelt condolences to the families, recognising the profound grief of losing a child. He said government would take immediate action to prevent further loss of life.

“We have in the last few weeks lost a number of school children, who have died as a result of some chemical that has been found in the food or snacks that they have been eating and buying from Spaza shops.

“This matter is being addressed at the highest level. It’s been raised by a number of parents and our people, and I fully understand the concern. We join these families who have lost their children. It is very painful for a parent to lose a child... We pass our condolences to them," the President said.

He said he will fully address these matters to provide a clear direction and ensure that no further children die needlessly.

“All these matters are going to be fully addressed this coming week, and I will be able to then make a statement on how we are going to deal with this matter to enable us to ensure that no further children die needlessly in our country.

“So, this matter is being handled at the highest level, and we’ve got our various departments and agencies working around the clock. I’ve directed that I should get reports as soon as possible so that we can take action to prevent further deaths of the young people of our country,” the President said.

The President urged parents to remain vigilant, encouraging them to ensure their children consume food only from trusted and safe sources.

“I will say to us as parents, let us take care and ensure that our children only get food from places that we regard as safe places, but we will be coming out with a clear directive and direction on this matter,” the President said.

The President said that police have already made arrests in connection with the storage of hazardous chemicals on premises selling food, and new regulations governing the licensing of spaza shops are being enforced.

“We are also looking at the matter form an agricultural point of view. I have directed [Agriculture] Minister Steenhuisen to do proper research with regards to these chemicals. The Minister of Police is also seized with this matter, and we are working around the clock to enable us to look very closely at the incidents that have been happening.

The Minister of Health, the President said, is also seized with this matter and has requested a number of agencies to do testing of the various chemicals from a health point of view. – SAnews.gov.za

Lower uMkhomazi Water Scheme project achieves over 60% completion

Water and Sanitation Minister, Pemmy Majodina, has expressed strong optimism about the substantial progress made on the Lower uMkhomazi Water Scheme project, which is aimed at ensuring water security in KwaZulu-Natal.

The project valued at over R20 billion is expected to improve water supply to approximately 50 000 households across the eThekwini and Ugu Municipal Districts along KwaZulu-Natal's South Coast. The project has to date achieved over 60% completion.

"This progress is a testament to the commitment and expertise of the appointed contractors and our entity, uMngeni-uThukela Water. The project is set to tackle longstanding water challenges for South Coast residents and secure reliable water resources for years to come," the Minister said.

Majodina, together with her Deputy Minister, Sello Seitlholo, as well as uMngeni-uThukela Water Board members conducted an on-site progress review of the bulk water project on Thursday.

The Lower uMkhomazi Bulk Water Supply project is implemented by water utility, uMngeni-uThukela Water, and will augment water supply within eThekwini Metropolitan Municipality (Ward 99) and uMdoni Local Municipality (Ward 18).

This large-scale project, which was previously hindered by delays, has gained renewed momentum as a result of the Ministry of Water and Sanitation’s proactive involvement and determination.

The Minister and Deputy Minister also conducted an oversight inspection of a construction site of the Ngwadini off-channel storage dam which is expected to be completed by December 2027.

The bulk water scheme is crucial to KwaZulu-Natal’s water resilience and includes two phases.

Phase 1 will focus on raw water components, including the Ngwadini and Goodenough Systems, while Phase 2 will deliver potable water infrastructure.

This infrastructure will feature a 100Ml/day water treatment facility, gravity pipelines, expanded reservoir capacity, and a Green Star Administration Building.

The Minister said that the overall implementation of the project signifies transformative progress toward addressing water shortages that have impacted the region since 2016.

Upon completion, the uMngeni Water Supply System will increase its annual freshwater capacity from 394-million to 608-million cubic meters, securing sustainable water resources for more than 5 million people across six districts, including eThekwini, Msunduzi, uMgungundlovu, Ugu, Ilembe, and Harry Gwala.

The project has helped to create temporary employment opportunities for over 380 locals and more than 100 small, medium, and micro enterprises (SMMEs) have participated in the project to date.

Meanwhile, Majodina reiterated that the department’s commitment to effectively implement bulk water projects across the country, to ensure equitable water supply for all and water security to communities experiencing water supply challenges. -SAnews.gov.za

Plans in place to temporarily repair the N2 Bridge ahead of festive season

President Cyril Ramaphosa has inspected the damaged Ezimbokodweni River Bridge on the N2 in KwaZulu-Natal today, following the bridge’s partial collapse on Monday, forcing the closure of the southbound carriageway and a major traffic diversion.

The President did the inspection ahead of the District Development Model (DDM) Presidential Imbizo held at Umnini Sportsfield in Umgababa.

Transport Minister Barbara Creecy, who accompanied the President, announced that the Department of Transport, with the South African National Roads Agency (SANRAL), aims to temporarily repair the bridge, targeting a December reopening to accommodate the festive season rush.

“I am here with a team of SANRAL engineers, who have inspected the bridge, and we’ve agreed on a temporary repair that will reopen the bridge at the start of December,” Creecy told SAnews.

She said more extensive work would follow next year, explaining that a permanent stabilisation plan is essential to ensure long-term safety for road users.

“Next year, further work will be done. It is quite complicated engineering work that will be done to stabilise the bridge on a permanent basis so that it can then be safe for road users.

“I am told by engineers that even when a solution is being put in place, we will not have another closure such as this one we are experiencing now. We will be able to work on this bridge installing a permanent solution with nighttime closures,” Creecy said.

The Minister noted that the situation at the moment poses incredible discomfort on motorists.

Highlighting the impact on motorists, Creecy noted that the situation is incredibly uncomfortable, as she was stuck in the traffic herself today, which underscores the urgency to provide a short-term solution, especially with heavy holiday traffic expected.

SANRAL CEO Reginald Demana explained to SAnews that initial inspections revealed structural damage to a support pillar, necessitating innovative temporary repairs on the aging bridge, which was built in 1964 using old technology.

“We’re planning to use hydraulic jacks to realign the bridge deck temporarily, allowing traffic flow, while we implement a lasting solution by early next year,” Demana said.

Demana said that passenger vehicles are currently being rerouted via the R102, while heavy trucks are directed further south to avoid overloading the provincial road. Long-term repairs involving modern engineering will proceed with nighttime closures scheduled for February and March 2025 to minimise disruption to road users.  - SAnews.gov.za

KZN communities raise concerns at Presidential Imbizo

KZN communities raise concerns at Presidential Imbizo

Crime, access to water and jobs have been raised as bugbears for communities in KwaZulu-Natal, the District Development Model (DDM) Presidential Imbizo heard on Friday.

Umlazi resident, Sizakele Mpanza, raised concern about the high crime rate in the area, appealing to the President to intervene.

“We are concerned about what is happening. We are living in fear… we can’t even send our children to the shops because we are afraid they will be robbed by these criminals,” Mpanza said.

Mpanza appealed for more police visibility in their community, as well as a satellite police station.

Mziwendoda Sikhakhane from Richards Bay told SAnews that if given a chance to speak to the President, he will ask the President to create more job opportunities, especially for young people.

“Our youth are roaming the streets doing nothing and yet they have qualifications. I am appealing to our government to create more job opportunities,” Sikhakhane said.

Sikhakhane also raised the provision of water as an important factor for communities.

“We are struggling in our community; we don’t have water. We struggle to get water, sometimes we go for days without water,” he said.

Sikhakhane and Mpanza are among the many community members attending the imbizo, which is led by President Cyril Ramaphosa at the Umnini Sportsfield in Umgababa.

Cabinet adopted the DDM in August 2019. The DDM is an integrated planning model for cooperative governance, which seeks to be an integrated, district-based, service delivery approach aimed at fast-tracking service delivery. It also seeks to ensure that municipalities are adequately supported and resourced to carry out their mandate.

Friday’s imbizo is the second DDM Presidential Imbizo under the Government of National Unity (GNU). The occasion provides the President, Ministers and KwaZulu-Natal provincial government officials an opportunity to listen to the concerns of communities and respond to them.

Lindiwe Dlamini from Umlazi, a nearby location, raised concern about the slow pace of service delivery.

“We have been waiting for too long. We kept on enquiring from the municipality but we are not getting answers. I am glad the President is here. We hope we are going to get answers today,” Dlamini said.

President Ramaphosa kicked-off the imbizo by visiting the N2 bridge, which partially collapsed earlier this week due to heavy rains.

Upon his arrival, the President was briefed about the damage by Transport Minister Barbara Creecy and the South African National Roads Agency SOC Ltd (SANRAL) officials, who said the bridge will be fixed and operational by next month.

After being briefed, President Ramaphosa and his entourage proceeded to Umnini Sportsfield, where communities were given a chance to express their concerns.

The DDM Presidential Imbizo is an important public participation platform that ensures the voices and perspectives of communities are heard to advance a participatory democracy.

Extortion poses serious threat to State and citizens, says Mashatile

Extortion poses serious threat to State and citizens, says Mashatile

Deputy President Paul Mashatile says an economy grappling with extortion, controlled by "ruthless gangsters", poses a serious threat to both government and law-abiding citizens.

“We have also responded to a related question in the National Assembly, highlighting the urgent need for government to take decisive action to deal with extortion-related criminality,” Mashatile said on Thursday.

The Deputy President was responding to questions in the National Council of Provinces (NCOP) relating to several critical issues impacting South Africa’s township and rural economies.

The Deputy President quoted Police Minister Senzo Mchunu, who in September spoke about township economic sabotage in four provinces. These provinces include mainly Gauteng, KwaZulu-Natal, the Western Cape and Eastern Cape.

“According to the Minister of Police, these provinces carry 73% of crime levels in South Africa. The gravity of these crimes alone, including extortion, are of serious concern to government, and must be dealt with immediately,” said Mashatile.

He announced that the South African Police Service (SAPS) has since initiated the signing of cooperative agreements with provincial and local governments, which include operational plans that will provide details on the integration of resources against crime.

In addition, Extortion and Kidnapping Task Force Forums have been established in all affected provinces, which involve all the relevant stakeholders, including private business.

On the implementation of measures to deal with sabotage of basic service delivery, such as water and sanitation, by “unscrupulous” owners of water tankers, the Deputy President said the Departments of Water and Sanitation and Cooperative Governance and Traditional Affairs have intervened.

According to the Deputy President, the two departments are assisting struggling municipalities with water tankers as a short-term intervention, while bulk water infrastructure challenges are being resolved.

“In addition to the challenge of construction mafia, which is rife all over the country, we have received reports of unscrupulous owners of water tankers, who are interfering with service delivery initiatives in municipalities, thus extorting money to rent their services, and some selling water to vulnerable communities.”

He stressed that the State was encouraged by the work of Community Policing Forums, whistleblowers and community members, who are actively involved in addressing service delivery-related acts of criminality and extortion across all provinces that have been identified as hotspots.

“However, much more needs to be done to resolve this challenge,” Mashatile said.

Township economy

Meanwhile, the country’s second-in-command said government is dedicated to transforming apartheid spatial planning by investing in critical industries such as manufacturing to revitalise and create much-needed jobs in the communities where people reside.

According to the Deputy President, the Department of Trade, Industry and Competition (dtic) has developed the Industrial Parks Revitalisation Programme (IPRP), aimed at renewing and reviving South Africa’s old and abandoned industrial parks and driving employment in the manufacturing sector in townships and rural economies.

He explained that this programme aims to support State-owned industrial parks and identify enabling opportunities for local manufacturing and value addition in marginalised communities.

The Deputy President also highlighted the State’s programmes to support Special Economic Zones (SEZs), which are aimed at expanding economic activity in underdeveloped parts of South Africa.

To date, he said there are 11 designated SEZs, nine of which are being supported by the SEZ Fund, and have generated investments amounting to R19.6 billion. – SAnews.gov.za

BMA to meet with Mozambican leadership on border post closure

BMA to meet with Mozambican leadership on border post closure

The Border Management Authority (BMA) says it expects to start engaging with the Mozambican government following the closure of the Lebombo Border Post due to security concerns.

This amid protests owing to political tensions in that country, which have culminated in reports of vehicles being burnt on the Mozambican side of the border.

Speaking to media at the border post on Friday, BMA Commissioner Dr Mike Masiapato reiterated that the border remains closed at this stage.

“The status quo remains… where, the port is closed as we speak... We are [now] busy engaging with the Mozambicans to... make a determination about the way forward.

“The only difference is that the people here at the port, the leaders at the port levels, say that these issues are now getting more complicated, and they will not be able to make any significant determinations,” Masiapato said.

He advised travelers to use alternative ports to travel.

“We have advised them to use the Mananga port of entry. It is 60km from [Lebombo border post] and most taxi drivers have actually started doing that.

“[This] will enable them to enter into Eswatini and ultimately enter into Mozambique, so basically, those are Mozambicans trying to go back home. Th iiss the best we could have done.

“Once we have met with the people from [the Mozambique] side, we will be able to make a final determination,” he said.

Masiapato strongly advised South Africans not to travel into that country.

“South Africans are discouraged from planning any kind of travel into Mozambique, that is a very clear one. When talk about even a partial re-opening for the movement of persons, we are talking about Mozambicans who are going back home.

“We cannot keep them [Mozambicans] unless they want to be kept like the immigration officers that we kept here for their safety (sic). But for the ordinary Mozambicans who say ‘I want to go back home’, we should not necessarily continue to refuse them to do so.

“But for us to be able to do so, it must be an agreement between us and the Mozambicans primarily on their ability to receive them and to do border management activities on them – particularly immigration activities,” he said.

Masiapato said that on the Mozambican side, the BMA has not received any indication of South Africans “who are under siege”.

“The only issue that we had on Wednesday was the issue of the… South African trucks that were empty that wanted to come back.

“When we did a partial re-opening, all those trucks came back. We were also able to repatriate around six petroleum trucks that carry fuel and all of those. We had to take them out of… the Mozambican side because of the danger that such kind of trucks have,” Masiapato said. – SAnews.gov.za

Eskom serves City of Johannesburg with power interruption notice

Location: News

Eskom serves City of Johannesburg with power interruption notice

Eskom has served the City of Johannesburg (CoJ) and its power utility, City Power, with a notice of intention to interrupt power supply at certain pre-determined times of the day.

This in accordance with the Provision of Promotion of Administrative Justice Act (PAJA).

According to Eskom, the CoJ and City Power owe nearly R5 billion in unpaid bulk electricity supply, plus a further R1.4 billion, which Eskom said will become due and payable at the end of this month.

“Despite all the avenues that Eskom explored and efforts to accommodate the CoJ, the matter has reached a point where Eskom can simply no longer afford to accommodate the CoJ without putting further financial strain on and harming its own business.

“In terms of the Constitution and the Intergovernmental Relations Framework, the CoJ is supposed to cooperate and assist Eskom with fulfilling its mandate of ensuring that citizens have access to affordable electricity.

"The CoJ has breached these obligations by not paying Eskom for the bulk electricity it supplies, making it almost impossible for Eskom to fulfil its mandate,” the power utility said.

Eskom is expected to issue a public notice to those affected to submit comments on why the power utility “should or should not proceed to interrupt electricity supply to the points mentioned in the PAJA notice”.

“A final decision on whether Eskom will proceed with the interruption will be communicated after a review of the representations received through the PAJA process on 12 December 2024,” the power utility said.

Eskom explained that municipal debt – which currently stand at some R90 billion – forces it to “borrow additional money... to fund operational costs”.

“Operational costs should be funded by revenue generated from electricity sales and not by borrowings. Borrowing money to fund operational cash shortfalls caused by the failure of municipalities, such as the CoJ, to pay Eskom for bulk electricity increases the costs of providing electricity exponentially.

“Eskom’s financial sustainability and ability to supply electricity at affordable prices is contingent upon its ability to improve its balance sheet by increasing revenue and reducing expenses. Revenue can only be increased by collecting electricity debts and/or increasing electricity tariffs,” the power utility said.

Power struggle

Eskom has said the CoJ has “acknowledged its indebtedness to Eskom, but it refuses to pay the full amount of its monthly bill”.

“The CoJ alleged, without substantiating their claim, that Eskom is overbilling it on some of its supply points.

“It is for this reason that the CoJ is applying, set-off against the monthly bills raised by Eskom, which is contrary to the electricity supply agreement and the agreements reached with its Chief Financial Officer (CFO), Rendani Sadiki, and the Chief Executive Officer (CEO) of City Power, Tshifularo Mashava, and City of Johannesburg Management.

“In more than one meeting, it was agreed that the CoJ would continue to pay whilst the alleged overbilling is investigated. This undertaking has been reneged on,” Eskom said.

The CoJ and City Power hit back and said the city “strongly condemns this move as unjust, counterproductive, and potentially harmful to the residents and businesses of Johannesburg”.

“The CoJ has consistently demonstrated its commitment to meeting its financial obligations and has engaged with Eskom to address billing issues. However, Eskom has failed to provide clarity on disputed billing charges, forcing the city to seek legal recourse to protect the rights and interests of its citizens.

“Contrary to Eskom’s claims, there are ongoing disputes regarding overbilling of over R3.4 billion, with a pending appeal and monthly declarations since July 2024. The city has repeatedly raised concerns about this continued overbilling, which Eskom has failed to address, placing additional strain on the city’s resources,” a statement from the City read.

Furthermore, the CoJ called on the national electricity provider to engage in “genuine, good-faith negotiations to resolve these matters constructively”.

“Eskom’s approach of ‘pay now and resolve disputes later’ in its dealings with the City of Johannesburg can no longer go unchallenged. There is also an option of [Intergovernmental Relations] to resolve intergovernmental disputes, which Eskom keeps disregarding. The City, in consultation with its legal counsel, will explore all available legal avenues to prevent any disruptions to the electricity supply.

“We urge Eskom to reassess its stance and engage with the City in finding a mutually beneficial resolution. In the meantime, the City has formally requested that Eskom retract the Public Notice within five days.

“The people of Johannesburg deserve reliable and efficient services, and we will not let Eskom's actions compromise their well-being. We remain committed to serving the best interests of our citizens and will take all necessary steps to protect their rights,” the statement concluded. – SAnews.gov.za

Boost for start-ups involved in space, Earth observation

Eight start-ups involved in space and Earth observation innovations have received funding through the Earth Observation Frontiers Enterprises Innovation Support Fund (NEOFrontiers EISF).

Launched in 2021, the NEOFrontiers is an innovation funding mechanism designed to drive the growth of the local space sector through increased public investments.

It seeks to stimulate collaboration, cooperation and innovation in the public and private South African Earth observation community.

The NEOFrontiers programme is managed by the South African National Space Agency (SANSA) and the National Research Foundation (NRF), and implemented with the support of Tuksnovation, the University of Pretoria's business and technology incubator.

The programme subsidises enterprises with amounts ranging from R750 000 to R1 million for 12 months.

SANSA launched NEOFrontiers in 2021 through investment from the Department of Science, Technology and Innovation (DSTI).

The first four NEOFrontiers projects were funded in 2022, while 2023 saw three start-ups supported.

This year’s NEOFrontiers call saw eight successful start-ups submit brilliant proposals on mining, agriculture, infrastructure development, healthcare innovation, banking and financial institutions, as well as disaster risk reduction.

These include Abiri Innovations, Agizo Solutions (Pty) Ltd, Aphelion World JV/Consortium, CreditAIs, Integrated Geoscience Solutions, Kgothatso Innovations, Regona Trading and YaAzi.

A total of 56 applications were received earlier in the year, 25 of which were eligible and allowed to pitch to an independent adjudication committee.

DSTI’s Acting Chief Director Itumeleng Makoloi said this programme unfolds at an opportune time when South Africa seeks to foster innovation.

“We need to create new ways of modernising areas such as agriculture, mining and manufacturing. We believe that this programme represents our shared vision to foster innovation, capacity building and strategic partnership across the public sector.

"The joint efforts of DSTI entities, such as SANSA and the NRF, play a critical role in driving this vision.”

SANSA CEO, Humbulani Mudau, believes this platform will create a market pool for innovative solutions, for which space is a significant enabler and a value provider.

“I’m delighted to report that there is an equal split in gender representation. We have awarded the grant to start-up companies led and owned by four males and four females. This is good progress towards transforming the industry,” Mudau said.

He said the NEOFrontiers is poised for greater strides in terms of direction and investments.

“We’re indeed going to make this a flagship programme that will transform space-based ideas into relevant products and services that address societal and environmental challenges. As we do that, we’re going to be looking at increasing the competitiveness of the South African Earth observation industry for the benefit of the South African society.”

NRF CEO, Dr Fulufhelo Nelwamondo, is of the view that the initiative has the potential to gear small enterprises in the space sector to create job opportunities.

“The key focus is to support start-ups, SMMEs and entrepreneurs with funding. The reason for this is that we expect much more from our SMMEs to make sure that they can grow and employ more people.

“When they employ more people, there is an increase in new technology and service innovations coming out of their areas to a point that we can get even more people involved. Our rate of unemployment is increasing.”

The University of Pretoria’s Head of Innovation and Contracts Management, Advocate Lawrence Baloyi, said this has the potential to shape the future of South African space innovation.

The next call to fund new SMMEs will be published before the end of 2024. – SAnews.gov.za

E Cape’s Elundini residents urged to be on high alert for rabies

The Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR) is urging anyone who may have been bitten by a donkey suspected of being infected with rabies in Nqanqarhu, Elundini Local Municipality, to get post-exposure prophylaxis (PEP) for rabies.

This is after a donkey exhibiting signs of rabies, including aggression and unusual behaviour, was reported to have bitten several individuals, including a child, on Wednesday.

The donkey was subsequently put down by members of the South African Police Services (SAPS) after DRDAR veterinarians were unable to euthanise it due to its aggressive behaviour.

The DRDAR State veterinarian in Elundini, Dr Chanelle Kyle, said: “The animal was clearly suffering and posed a risk to the community at large.”

She said after the donkey was put down by the police, samples from the animal were taken and sent to the laboratory for testing.

“The local clinic confirmed that at least two individuals had presented to the clinic with bite wounds from the donkey, one of which is a young child. We also received an unconfirmed report that an individual was hospitalised. The hospital has also been contacted and informed about the situation,” said Kyle.

She said several reports indicate that more people were bitten by the donkey, but did not seek medical treatment.

Kyle stressed that every effort is being made to locate these individuals and spread awareness so that they can receive rabies PEP.

PEP is a series of vaccinations and medications that can prevent the development of rabies if administered promptly after exposure.

To prevent the spread of rabies, the DRDAR is urging communities to take all necessary precautions, such as vaccinating all their pets against rabies, avoiding contact with wild animals, especially those that appear sick or injured, and refraining from handling or feeding wild animals. – SAnews.gov.za

Mashatile attends inauguration of the newly-elected President of Botswana

Deputy President Pual Mashatile is today attending the inauguration of President Duma Gideon Boko at the National Stadium in Gaborone, Botswana.

Boko was elected after the Umbrella for Democratic Change (UDC) successfully won the 30 October polls, defeating the governing party Botswana Democratic Party (BDP) which has been in power for 58 years.

“The Deputy President is attending the inauguration as delegated by President Cyril Ramaphosa who, following the announcement of President Boko’s victory, congratulated him and reaffirmed South Africa’s commitment to working closely with Botswana, as a valued neighbour, to realise the regional integration agenda in pursuit of Africa’s prosperity,” a Presidency statement read.

According to the Presidency, South Africa and Botswana enjoy strong political, economic, and social relations, which date back to pre-independence in Botswana, during the struggle against colonialism and apartheid in South Africa.

“South Africa wishes President Duma Boko and the Botswana government well in this democratic transition and looks forward to supporting the country’s efforts toward economic growth and prosperity,” said the Presidency, ahead of Friday’s inauguration.

Eskom, French development agency sign R125 million grant agreement

Eskom and Agence Française de Développement (AFD) have signed a R125 million grant agreement to support the development of the power utility’s Tubatse Pumped Storage System (PSS) project.

The hydro storage system project is located in the Elias Motsoaledi Local Municipality in Limpopo and has been billed as a top priority project by the Infrastructure South Africa Programme.

Eskom Group Chief Executive (GCE), Dan Marokane, said the grant will provide South Africa and the power utility with another pathway to achieve its low carbon economy goals.

“Without large-scale facilities such as Tubatse, the management of intermittent power from renewable energy–wind and PV [photovoltaic] –would be very difficult without the kind of intervention that pump storage systems offer,” he said on Thursday.

The GCE added that the power utility has “developed a pipeline of more than 20 GW of clean energy projects to diversify its energy mix and reduce its emissions related to fossil fuel generation”.

“Over the next three years we have an ambition to execute at least 2GW of these projects. The clean energy projects will consist of a diversified capacity mix of renewable energy solar PV and wind, hydro, gas, nuclear and pump storage,” Marokane said.

The power utility described the Tubatse Pumped Hydro Storage System as a “mega installation with a power generation capacity of 1.5 GW” with a storage capacity of 21 GWh.

“Large-scale storage and grid services such as these are necessary to accommodate the rapid development of renewable energy in South Africa, as planned through the Just Energy Transition (JET) Investment Plan.

“Eskom plans to develop the Tubatse PSS project as a Public-Private Partnership and will intend to procure the services of a Transaction Advisor to conduct a thorough Private Sector Participation feasibility study and business case in the first quarter of 2026.

“This Transaction Advisor, to be financed by said grant funding, will support Eskom in procuring a private developer for the project’s implementation, which is scheduled for the 2025–2033 timeframe,” Eskom said.

Ambassador of the European Union to South Africa, Sandra Kramer, said of the grant agreement: “The partnership between Team Europe and South Africa continues to deepen. We are rolling out our Global Gateway investment programme in crucial areas such as the green energy transition.

“The Global Gateway grant funding provided here today will further unlock the immense potential for renewable energy and support South Africa to realise its ambitions for a greener tomorrow”.

AFD’s Regional Director for Southern Africa and Country Director for South Africa, Audrey Rojkoff, added: “AFD’s funding to Eskom reaffirms our commitment to support Eskom’s efforts to diversify its energy mix and maintain energy security, which will ultimately strengthen its capacity to respond to the growing energy needs and economic growth of South Africa”. – SAnews.gov.za
