778 newly qualified Constables add boots on the ground

Deputy Minister of Police, Polly Boshielo, on Friday addressed 778 newly qualified Constables at the Bhisho South African Police Service (SAPS) Academy, as the police held six parallel passing out parades across the country.

The other parades were held at Bishop Lavis Academy in the Western Cape, Mankwe Academy in the North West, Moloto Academy in Mpumalanga and Graaff Reinet and Mthatha academies in the Eastern Cape.

The Eastern Cape province received a total 274 new Constables to bolster its crime fighting initiatives.

Provincial Commissioner, Lieutenant General Nomthetheleli Mene said: "Out of these newly qualified Constables who are passing out today, the Eastern Cape will receive a total of 274, just in time for the Festive Season Operations. We expect to receive more new Constables by December this year.”

During her address, Boitshelo said government remained committed to ensuring South Africa achieves the United Nations recommendation of one police officer for every 220 people.

“As of 2023, the police-to-population ratio is 1:423, which means we still need to work harder to recruit more police officers,” she said.

The new Constables successfully completed the six-month introductory Police Development Learning Programme, with qualifications in the field of Law, Policing and Criminology.

They will add more boots on the ground to combat and prevent emerging crime trends.

The members will be deployed to various police stations and specialised units, such as Public Order Police (POP), Visible Police (Vispol), and the Family Violence, Child Protection and Sexual Offences (FCS) unit.

President Ramaphosa pays homage to Lesotho

President Ramaphosa pays homage to Lesotho

President Cyril Ramaphosa has hailed the solidarity, and “heroic sacrifices” made by the people of Lesotho in support of the fight for a free and democratic South Africa during the apartheid era.

The President was speaking during the 58th Lesotho Independence Day and Bicentennial Celebrations held in the Mountain Kingdom on Friday.

President Ramaphosa highlighted that the relationship between the two Southern African countries is “forged through a collective past and shared aspirations for the future”.

“I stand here today, representing my government and the people of South Africa, deeply aware of the heroic sacrifices Basotho made in support of the struggle against apartheid. Against enormous odds and at a great cost, the people of Lesotho extended a hand of friendship and solidarity. They offered refuge to our freedom fighters.

“As Basotho, you stood with our people even as the brutal apartheid armed forces crossed the border to kill and maim. We mourn the many Basotho who lost their lives alongside those of their South African sisters and brothers. We will remain forever grateful for these acts of selfless solidarity,” he said.

Reflecting on the relationship between the nations, President Ramaphosa said it “has reached even greater heights today”.

“Both countries continue to work together in many areas of mutual interest for the benefit of our respective peoples.

“As we gather here today on this historic occasion, we extend once again our congratulations to His Majesty King Letsie III and the government and people of the Kingdom of Lesotho.  Your achievements are to be celebrated with joy. A glorious future beckons for this great nation and its people.”

The President paid homage to King Moshoeshoe I, who founded the Basotho nation.

“We pay homage to his vision, his wisdom and the bravery with which he fought for the liberty of his people. He formed a unified nation that today still embodies his commitment to peaceful coexistence.

“Morena Letsie III, you have under your rule and stewardship continued this great tradition with vigour, wisdom, compassion and love of the people of the Kingdom.

“As your neighbours in Southern Africa and across the African continent, we appreciate your excellent leadership, your commitment to peace and development and your contribution to the cause of humanity,” President Ramaphosa said. – SAnews.gov.za

President Ramaphosa calls on all to support BELA Act

Location: News

President Ramaphosa calls on all to support BELA Act

President Cyril Ramaphosa has called on everyone to put their weight behind implementing the Basic Education Laws Amendment (BELA) Act so that all children receive a good quality education regardless of their circumstances.

“The passage of the Basic Education Laws Amendment Act is part of ongoing efforts to build an education system that is more effective and more equitable.

“Among other things, the Act provides for early learning foundations to be strengthened, promotes greater accountability of parents for their children’s learning and promotes inclusivity in the classroom,” the President said on Saturday.

President Ramaphosa was speaking at the 24th instalment of the National Teaching Awards as the globe commemorates World Teacher’s Day at the Birchwood Hotel and OR Tambo Conference Centre in Ekurhuleni, Gauteng.

He explained that the spirit and purpose of this new legislation was to ensure there was uniformity and fairness in educational standards between schools and across the country.

Last month, President Ramaphosa signed the Bill into law but delayed the implementation of two clauses 4 and 5, which deal with school admissions and language, by three months to make room for more discussion and deliberations after it received some opposition.

“In the interests of inclusivity, we have created space for engagement among some concerned parties on aspects of the legislation. But that process cannot undermine the transformational nature of this law.”

Meanwhile, the President told the people gathered at the conference centre that in order to produce more learners who excel in science, technology, engineering and mathematics, South Africa needs to invest more in supporting and upskilling its teachers and arm them with necessary resources.

“In some schools, resources are plenty, the schoolyard is safe, there are basic amenities, the pupil-teacher ratio is appropriate, and learning takes place in good conditions. But in others, educators struggle to obtain even the most basic resources for teaching, schools lack safe toilets and running water, and crime and violence from outside the school inevitably finds its way in.”

However, according to the President, South Africa has made much progress in narrowing the gaps between schools.

He said government was working to strengthen the foundations of early learning to ensure successful education outcomes in the future.

The President announced that the education curriculum was being revised, updated and reformed to meet the needs of a rapidly changing world.

“With the high rate of youth unemployment in our country, educators need to ensure that our schools are producing the skills our economy needs. They need to ensure that every school leaver has the confidence and capabilities that enable them to study further, find employment or be self-employed.

“We are working to fully implement the three-stream model, which offers academic, vocational and occupational pathways for learners. Educators play an important role in identifying the best course for a learner.”

Shifting his focus to the National Teaching Awards, he noted that the enduring commitment to honouring educators speaks to their unique and treasured place in the country.

“All of us are who we are because of the teachers we once had. I have the fondest memories of my own teachers at Tshilidzi Primary School in Soweto and Mphaphuli High School in Sibasa, Venda… All these years later, they still hold a special place in my heart,” he told the room full of teachers.

The President described a good teacher as a role model who encourages a child to achieve their potential.

He took the time to congratulate those who were awarded today and acknowledged teacher unions and School Governing Bodies (SGBs) who are working with government to build a resilient education system that meets the challenges of the future.

Basic Education Minister Siviwe Gwarube thanked President Ramaphosa for his unwavering support not just for her but the sector.

The Deputy President was in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the nations and woo investors following his travels to Ireland.

“The purpose of the visit was to identify new trade and investment opportunities to grow the South African economy in partnership with the United Kingdom,” the Presidency said in a statement.

Some of the areas of interest he touched on during his engagement include government’s strategic priorities in several sectors including trade, investment, skills development, science, innovation, tourism and the Just Energy Transition.

“Following the successful conclusion of elections in both countries, the establishment of new governments allowed for reaffirming bilateral relations at all levels for the two strategic partners,” the statement read.

During the working visit, the Deputy President engaged with representatives from several organisations. These include Bloomberg Media, Brand South Africa, the London Stock Exchange, Investec, Standard Bank, JP Morgan, Citibank, Goldman Sachs and the South African Chamber of Commerce.

The talks also focused on showcasing South Africa as an investment destination of choice, by highlighting investment opportunities in the country.

The Deputy President met with British government leaders including the Deputy Prime Minister Angela Rayner, the Secretary of State for Energy Security and Net Zero Ed Miliband, and Secretary of State for Foreign Affairs, Commonwealth and Development David Lammy.

He further paid a courtesy visit to Prince Edward, His Royal Highness the Duke of Edinburgh.

“Our numerous meetings with potential investors have revealed a shift in their attitudes and perceptions towards South Africa, indicating a positive look. Our alliance is based not on personal sentiments but on the aspiration to enhance South Africa and, consequently, the lives of our citizens, and be useful in sustaining the GNU administration for five years,” said the Deputy President.

Mining’s potential remains high: Mantashe

Mining’s potential remains high: Mantashe

Minister of Mineral and Petroleum Resources, Gwede Mantashe, has told an indaba that there is evidence to suggest that mining is “the bedrock of our economy” and that the country is an attractive investment destination for mining.

According to the Minerals Council of South Africa, the industry contributed some 6.3% to South Africa’s nominal Gross Domestic Product (GDP) last year.

“There is a strong case emerging out of the study on ‘The State of Mining’ that the South African mining industry not only remains the bedrock of our economy, but an attractive investment destination for mining.

“Coupled with the draft South Africa’s ‘Critical Minerals Strategy’, the study points to the reality that the South African mining industry is diversifying from the gold mining era to an industry with wide-ranging mineral resources, including the world’s largest known deposits of platinum group metals (PGMs), manganese, chrome, coal, gold, copper, vanadium, and other natural resources that are considered critical for the just transition,” the Minister said at the Annual Joburg Indaba in Sandton on Thursday.

He added that with the diversification of the industry, its potential to continue growing remains high.

“Notwithstanding the challenges faced by the gold mining sector, including deep level mines and heightened safety concerns, the 2023 gold production statistics positioned South Africa as the world’s thirteenth and Africa’s fourth largest gold producer.

“Despite the fluctuating prices of palladium and rhodium, of which South Africa supplies 38% and 81%, respectively, to the global commodities market, the PGMs sector is poised to play a catalytic role in sustaining the South African mining industry, and in the growth of our economy.

“Considering South Africa’s reserves of known manganese and chrome deposits, as well as being the largest producer and exporter of manganese and chrome ore, the South African manganese and chrome sectors are poised to continue playing a significant role globally driven by their use in the automotive and construction industries,” Mantashe said.

Addressing challenges

He acknowledged that during last year’s Joburg Indaba, industry players raised issues that “we needed to resolve for the sector to thrive, including the need to ensure the necessary policy and regulatory certainty for investment”.

“Although the South African mining industry’s regulatory framework is stable and predictable, the Department of Mineral and Petroleum Resources is drafting amendments to the Mineral and Petroleum Resources Development Act (MPRDA).

“This is so as to address its shortcomings and ensure that areas that have been challenged legally are strengthened against international best practice. The amendments will further improve the business environment while keeping in sync with our socioeconomic fabric.

“The completion of the migration process to the new efficient and transparent mining licensing system, in June next year, is poised to modernise our licensing system, ensure regulatory certainty, and the sustainability of the South African mining industry.

“Having completed the first phase of the project, which included the assessment of the current environment to establish the baseline and its readiness, and the requirements with respect to system hosting, software integration, and the enhancement of cybersecurity, the development of the new system is therefore progressing very well,” the Minister explained.

READ | Presidency transfers Department of Mineral Resources and Energy legislation

Furthermore, the Minister told the industry leaders that between April 2023 and March this year, the department has processed and finalised 127 mining rights, 1 527 prospecting rights, and 2 313 mining permits and ancillaries.

There are no backlogs in the Western Cape and the Free State while backlogs in the Northern Cape, Limpopo, North West, Eastern Cape and KwaZulu-Natal have been significantly reduced. Mpumalanga is the only province with a significant backlog.

“As we come to the end of this year’s Indaba, we wish to encourage the South African mining industry to continue sharing insights about the realities of this industry, advance beneficiation at source, and support our exploration initiatives.

“We further encourage junior miners to take up the opportunities presented to them in order to transform the industry and ensure that the people of South Africa derive value from their country’s mineral endowment,” Mantashe concluded. – SAnews.gov.za

Deputy President confident his working visit will attract international investors

Deputy President confident his working visit will attract international investors

Deputy President Paul Mashatile says he is confident that his working visit to the United Kingdom and Ireland will improve trade and investment relations, which have been stagnant for years.

The Deputy President spoke during an engagement with the South African Chamber of Commerce (SACC) in London on Thursday. The SACC is an umbrella organisation and conduit for trade, community and investment into and out of South Africa.

The country’s second-in-command is in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the nations and to woo investors following his travels to Ireland.

READ | SA, Ireland eye improved trade

His interactions were centred on various issues, including the Government of National Unity (GNU), energy, infrastructure, and the measures to foster a favourable environment for trade and investment.

The country’s second-in-command reiterated that the political environment in South Africa is stable for investment because of the newly established GNU, which has been operational for less than 100 days and is already yielding results.

“Our numerous meetings with potential investors have revealed a shift in their attitudes and perceptions towards South Africa, indicating an optimistic outlook.

“Our alliance, based not on personal sentiments but on the aspiration to enhance South Africa and, consequently, the lives of our citizens, will undoubtedly sustain the GNU administration for five years.”

However, he said they will measure the GNU’s success based on the number of employment and entrepreneurs they assist in establishing sustainable enterprises.

“Businesses hope to continue working with the government in the public-private partnership that has reduced load shedding, improved transport and logistics infrastructure, and strengthened national capacity to combat crime and corruption,” the Deputy President said.

Shifting his focus to energy, he stated that investors have demonstrated that ending the load shedding that began in 2007 is the most positive news.

“They confirmed that it allows them to conduct business without uncertainty. The elimination of power outages was largely due to a series of measures implemented by the State-owned power utility, Eskom and government over the past two years.”

He also told the SACC that government was addressing the obstacles in the freight logistics system that continue to impede competitiveness and undermine economic growth.

“We are on a mission to create and sustain a bankable investment pipeline of priority, credible, quality and high-impact projects that span the country through Infrastructure South Africa, the primary driver of the National Infrastructure Plan 2050,” he explained.

Mashatile believes that the SACC plays an essential role in engaging with businesses to promote bilateral trade and investment links between the United Kingdom and South Africa.

“It is our responsibility as leaders in our respective regions to foster an atmosphere that encourages entrepreneurship, fosters innovation, and drives inclusive growth.”

In addition, he expressed his desire to increase South Africa’s exports of valuable goods and services to the United Kingdom.

“It is excellent that the two countries already exchange food and beverages. It is critical that we collaborate to create strategies to accelerate international trade and investment.”

Mashatile announced that the State was simplifying regulatory procedures through the Red Tape Task Team, making it easier for businesses to operate and invest locally.

READ | Govt determined to deal with SA's mounting challenges - Mashatile

He concluded his address with South Africa’s stance on peace and stability in Africa and globally, stressing that the nation is anti-war and pro-peace.

“We reaffirm our commitment to the inviolability of sovereignty and the importance of national security.

“More immediately, we support [silencing the guns]. We want to see peaceful and mutual coexistence between Russia, Ukraine, Israel, Sudan, and the rest of the globe, because war is terrible for business.” – SAnews.gov.za

Access to finance remains a challenge for SMMEs

Location: News

Access to finance remains a challenge for SMMEs

While government is fully cognisant that access to finance remains the most significant barrier to entry for new venture creation, small, medium and micro enterprises (SMMEs) and entrepreneurship, steps are being taken to address this.

This is according to the Deputy Minister of Trade, Industry and Competition, Zuko Godlimpi, who was during the Financial Inclusion Week session in Johannesburg.

“The consequences of government inability to increase the pace of transformation after 30 years are evidenced by the lack of economic growth, unsustainably high levels of unemployment, widening inequality and market concentration,” Godlimpi said.

“Though government policies have worked to dismantle many structures of the apartheid state and increase living standards, these efforts have not translated into the creation of job opportunities for many South Africans,” he said.

Godlimpi pointed out that the Department of Trade, Industry and Competition (the dtic) and its agencies, which include the Industrial Development Corporation (IDC) and the National Empowerment Fund (NEF), have managed to attract new business projects in which they will be investing R78 billion.

“We have also agreed to push the dtic and its entities to go beyond the Treasury standards to pay SMMEs. This ensures that we, as an institution of nine branches and 18 entities, do not contribute to the barriers that constrain our SMMEs.”

Glodlimpi explained that on the policy front, government is aware that SMMEs find it difficult to access different forms of finance, including debt.

He said when SMMEs approach debt markets, they are often faced with onerous credit checks and, at times, fall victim to negative reinforcement tools such as credit bureaus due to a lack of access to patient capital.

“When a small business owner misses debt repayment due to delayed payments from clients and, in many instances, the government, they are blacklisted. According to [the] Small Enterprise Development Agency's SMME Quarterly and Stats SA, SMMEs contribute about 59% of total employment in the country,” he said.

Godlimpi said this picture demonstrates the unsustainable structure of credit market in South Africa, which is embedded in a consumption logic rather than a developmental and investment orientation.

“As part of the Minister Parks Tau's new wall-to-wall approach, we have begun to look at sharing important economic data within the dtic to enhance our understanding of the economy and achieve complementarity in deploying the various tools to achieve our industrial policy objectives,” said Godlimpi. – SAnews.gov.za

Citizens urged to take part in International Fire Safety and Prevention Week

Citizens urged to take part in International Fire Safety and Prevention Week

The National Disaster Management Centre (NDMC) has called on all South Africans to participate in this year’s International Fire Safety and Prevention Week, which will be observed from 6 to 12 October 2024.

This global event aims to raise awareness of fire prevention and safety practices, encouraging individuals, communities and businesses to take proactive steps to reduce the risk of fires and protect lives.

According to the organisation, South Africans can pledge their support by learning more about fire safety, practising safe fire prevention measures at home and in the workplace, and backing local fire services.

During the International Fire Safety and Prevention Week, fire services across the country will host a variety of awareness campaigns and community outreach activities to educate the public about fire safety.

“These efforts will include school visits, fire drills, safety demonstrations, and information sessions designed to help communities better understand how they can prevent fires and respond effectively in an emergency,” the NDMC said.

Meanwhile, the NDMC has also taken the time to recognise the heroic work done by the brave men and women of fire services across the country, both public and designated services, who are at the forefront of fire prevention and emergency response.

“Their dedication to protecting lives and property, often in dangerous and challenging conditions, deserves the highest praise.”

The organisation has been working closely with all provinces and local municipalities to strengthen fire safety and prevention measures across the country.

Since 2016, according to NDMC statistics, more than 118 municipalities have been assessed, with more than 500 fire safety practitioners trained in fire risk assessment and safety strategies through partnership with the Fire Protection Association of South Africa (FPASA).

“In line with the Fire Services White Paper, fire services are encouraged to pursue the implementation of an integrated fire risk management strategy, as it is critical that collectively we, as a nation, focus on fire prevention and preparedness together,” the statement read.

Fire is preventable, and the NDMC urges everyone to take simple steps, such as:

• Educating communities to build their informal dwellings with a minimum gap of three meters between them to reduce the risk of fire spreading quickly.
• Ensuring that the spaces between these buildings are kept clear of debris and always maintain open and accessible roads leading to the homes, so that emergency vehicles can reach them without delay.
• Ensuring that homes are equipped with smoke detectors and fire extinguishers.
• Creating and practising fire escape plans.
• Being mindful of potential fire hazards, such as unattended cooking or faulty electrical wiring.
• Educating children, family members, and the frail and elderly about fire safety measures. – SAnews.gov.za

Government mourns passing of Siphiwe Sibisi

Government has extended its condolences to the family, friends, and fans of Siphiwe Sibisi, affectionately known as General GTZ, who passed away at the weekend.

Sibisi was a beloved figure in the music industry, widely recognised for his role in the iconic kwaito group Chiskop.
He passed away on Sunday after a long battle with cancer.

“As a country, we sadly mourn the loss of Siphiwe Sibisi, a talented artist whose work will forever be remembered. His contribution to the music industry is immeasurable, and we send our deepest sympathies to his family and loved ones during this time of grief. May his soul rest in peace,” Government Communication and Information System (GCIS) Acting Director-General, Nomonde Mnukwa, said.

Formed in 1998, Chiskop featured Sibisi alongside the late Mduduzi Tshabalala (Mandoza), Sizwe Motaung (Lollipop) and Sibusiso Thanjekwayo (SB Bless).

The group played a pivotal role in shaping South Africa’s music, culture, and entertainment industry through their dynamic contribution to the kwaito genre.

Their music became a cultural force, resonating with millions and leaving a lasting legacy that transcended generations.

Government working with communities to find suitable land for housing

Government working with communities to find suitable land for housing

The Department of Human Settlements intends to partner with traditional leaders to identify disaster-resilient areas suitable for human settlements development, using geo-mapping.

Minister Mmamoloko Kubayi made the announcement at meeting held with Members of Executive Councils (MINMEC) responsible for Human Settlements across the country on Thursday.

Kubayi said the collaborative initiative with traditional leaders aims to enable traditional leaders to identify safe land parcels for settlement purposes and avoid disaster-prone areas in vulnerable provinces.

She said the department intends to pilot this approach in rural KwaZulu-Natal and Limpopo Provinces, paving the way for proactive disaster mitigation and sustainable human settlements.

“By leveraging geo-mapping technology, the department aims to inform decision makers to make better land allocation decisions, ensuring the safety and well-being of communities. We cannot be chasing after or reacting to disasters.

“We must be proactive and put measures in place to mitigate future disasters. Climate change is upon us, and we should be better prepared and be able to respond accordingly,” Kubayi said.

The Minister convened the meeting with the MECs, focusing on the 2024/2025 human settlements priorities.

This was the second meeting in the seventh administration included the Mayors and Members of Mayoral Committees (MMCs) for Human Settlements in metropolitan municipalities and representatives from the South African Local Government Association (SALGA) to tackle key critical areas.

These include prioritising vulnerable groups in housing allocation, the Title Deeds Restoration Programme, housing for military veterans, emergency housing, and an update on the Human Settlements White Paper.

The meeting discussed the finalisation of the White Paper and MINMEC was informed that extensive consultations have been undertaken to ensure that all sectors of the community took part in shaping the new policy.

Approved by Cabinet in 2023 for public consultation, the draft White Paper seeks to address the prevailing gaps and inconsistencies in the housing and human settlements sector by responding comprehensively to contemporary sector reforms.

The meeting heard that sectors including NGOs, civil society, labour, academics, developers and contractors, and identified government departments were consulted.

The draft White Paper will be presented to Cabinet for approval, and once approved, a nationwide awareness campaign will be launched to educate the public on the policy's key points through various media channels.

The Minister also underscored the importance of building integrated communities including rural areas, saying human settlements should be where people are, feel safe and have access to economic opportunities and social amenities.

“Accordingly, the government has availed resources to build social amenities in rural areas including community halls and other facilities to encourage development within the communities,” the Minister explained.

Assisting those affected by disasters

On emergency response to people affected by disasters, MINMEC welcomed a briefing on the Emergency Housing Framework developed to ensure immediate response to people affected by disasters.

MINMEC stressed the need to clarify roles and responsibilities since the national department has assumed responsibility.

The meeting adopted a proposal outlining disaster response protocols, dividing responsibilities between the National Department of Human Settlements, provinces, and metros based on disaster severity.

“Significant and severe disasters, affecting 51 to 100 or more households, will be jointly responded to by the National Department and provinces/metropolitan areas, while minimal and minor disasters, impacting 1 to 50 households, will be addressed by provinces working with metros,” Kubayi said.

In response to disasters, the Emergency Housing Guidelines provide four key interventions, and these include restoration, rebuilding, relocation, and repairs.

MINMEC emphasised the need to address historic disasters that occurred from 2019 to April 2024, which have affected numerous households, with estimated damages totalling R1 billion. – SAnews.gov.za

Hlabisa to lead engagements with KZN provincial leadership

Hlabisa to lead engagements with KZN provincial leadership

Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa is expected to lead various engagements with the KwaZulu-Natal provincial and eThekwini leadership as well as the Provincial House of Traditional and Khoisan Leaders (PHTKL).

The engagements are expected to take place on Saturday.

The first engagement will include the Minister, Deputy Minister Prince Burns Ncamashe, KwaZulu-Natal Premier Thamsanqa Ntuli, CoGTA MEC Reverend Thulasizwe Buthelezi, eThekwini Mayor Cyril Xaba and the metro’s executive committee.

This will be followed by a meeting with the PHTKL on issues affecting the sector.

Both meetings will be held in Durban.

Eastern Seaboard Regional Development

On Monday, the Minister will lead the Eastern Seaboard Development Political Engagement with the Premier of the Eastern Cape and Premier of KwaZulu-Natal, Oscar Mabuyane and Ntuli, respectively.

They will be joined by traditional leaders, MECs, Mayors and Councillors from the Ugu, Harry Gwala, OR Tambo and Alfred Nzo districts at the Wild Coast Sun, Port Edward.

“The Eastern Seaboard Regional Development was declared as a region on 20 June 2022 in terms of Section 19 of Spatial Planning and Land Use Management (Act 16 of 2013) and has also been identified as a strategic area ready for investment.

“The region covers an area spanning the southern coastline of KwaZulu-Natal and the northern part of the Eastern Cape provinces and spans across four districts and 17 local municipalities,” the department explained.

The Regional Spatial Development Framework, according to the department, has since been developed and catalytic projects across the four districts identified.

“This planned Ministerial engagement will review progress to date and agree on plans going forward in the implementation of the Eastern Seaboard programme.

“The meeting will also fortify traditional leadership participation in the next steps of the implementation phase of the programme, which include buy-in, stakeholder engagement and the awareness-raising of the project to all role players.”

The department described the development as a flagship project facilitated through the District Development Model (DDM) and provides an opportunity to drive spatially referenced transformation through the integration of urban and rural development as well as targeted rural revitalisation.

“Launched by President Cyril Ramaphosa in 2021, the development has reached a critical stage, and significant progress has also been made concerning its design, establishment and coordination of key stakeholders to respond to the region’s rich cultural and environmental assets but remains deprived of substantial economic development and targeted investment in the region,” the statement read. – SAnews.gov.za

Three suspects linked to extortion, murder cases killed in shootouts with KZN police

Three suspects, who were wanted for a string of extortion and murder cases in the eThekwini district, were shot and fatally wounded in two separate incidents of shootouts with police in KwaZulu-Natal on Wednesday afternoon and the early hours of today.

On Wednesday afternoon, police followed up information regarding the whereabouts of a suspect, who was wanted for at least four cases of extortion and another four counts of murder, which he allegedly committed in the KwaNdengezi and Mariannhill areas.

When police arrived at a house at Gilebe in Inanda, the suspect fired shots at the police and during the shootout, the suspect was shot and fatally wounded. He was found in possession of a 7.65 pistol with four rounds of ammunition.

In another incident today, police operationalised intelligence which uncovered the hideout spot of two suspects, who were also wanted for extortion and murder cases.

The suspects were cornered at Edabe informal settlement in Tshelimnyama, Mariannhill, and the suspects shot at the police from inside the house.

In self-defence, police returned fire and during the shootout, the two suspects were shot and fatally wounded. They were found in possession of two firearms.

All recovered firearms will be taken for ballistic testing to ascertain if they are linked to other crime scenes.

The three deceased suspects had linkages to the six suspects, who were shot and fatally wounded in a shootout with police at a holiday accommodation in South Beach, Durban, in the beginning of September 2024. – SAnews.gov.za

Heatwave warning for Northern Cape, Western Cape

Heatwave warning for Northern Cape, Western Cape

The South African Weather Service (SAWS) has warned of heatwave conditions, with persistently high temperatures in parts of the Northern Cape and the Western Cape.

The heatwave conditions will affect the Richtersveld, Nama Khoi and Kamiesberg municipalities in the Northern Cape, as well as Matzikama in the Western Cape.

The heatwave is expected to persist from Thursday until Saturday.

“When temperatures are extremely high, humans' ability to cool their bodies through sweating is reduced. This can be a real threat that leads to hyperthermia.

“In an extremely hot environment, the most serious health and safety concern is heat stroke. Heat stroke can be fatal if medical attention is not available immediately,” SAWS warned.

Infants, children, pregnant women and the elderly are especially vulnerable to heat stress.

Too much heat can be more dangerous for babies and children than for adults, and dehydration in children can be dangerous or even deadly. Children’s bodies have more trouble regulating temperature than those of adults, and they rely on adults to help protect them from heat.

Safety tips

  • South Africans are advised to avoid unnecessary exposure and stay indoors until late afternoon when the heat has subsided. Those who are forced by special circumstances such as work and school should drink as much as three litres of water to cope.

  • Take cold showers to lower your body temperature.

  • Cover windows with reflectors and drapes.

  • Drink plenty of water, as much as four cups an hour if it's really hot.

  • People, especially children, who cannot swim must avoid going to swimming pools and rivers, as this may result in fatalities.

SA concerned about continued escalation of hostilities in the Middle East

Location: News

SA concerned about continued escalation of hostilities in the Middle East

South Africa has expressed its grave concern about the continuing escalation of military action by Israel on Palestine and Lebanon, and has since called on the United Nations Security Council (UNSC) to address the rising conflict.

South Africa has also expressed dismay at Iran’s subsequent response on Tuesday, 1 October 2024. According to Al Jazeera, Iran launched a two-wave ballistic missile attack in response to Israel’s killing of Hezbollah Secretary-General Hassan Nasrallah in Beirut last week, and following the 31 July assassination of Hamas political chief Ismail Haniyeh in Tehran.

“In this context, South Africa calls on all parties to exercise the utmost restraint and avoid any act that would escalate tensions in a particularly fragile region, as it is vulnerable groups who suffer the most under conflict,” a Department of International Relations and Cooperation (DIRCO) statement read.

Meanwhile, the department said the continued occupation of Palestine has denied its people their enshrined rights of self-determination and statehood, which remains a prerequisite to restoring peace and security in the region.

“South Africa calls on the international community and the United Nations Security Council to address the spiralling conflict.”

South Africa has reiterated the concern expressed by the United Nations Secretary-General, António Guterres, that he was “alarmed about the very real danger of a devastating region-wide escalation”.

Guterres went further to state that "neither the region nor the world can afford another war”.

“It was noted with dismay that the United Nations Secretary-General was declared as a persona non grata by the State of Israel, and South Africa calls on the international community to commit to upholding international law, international humanitarian law, human rights law and the purposes and principals of the United Nations Charter to maintain international peace and security for all, without prejudice or favour.

“As long as there is impunity for unlawful acts, war and injustice will continue,” DIRCO said. – SAnews.gov.za

Deputy President hopes SA’s G20 Presidency will make the world more equitable

Deputy President hopes SA's G20 Presidency will make the world more equitable

Deputy President Paul Mashatile says he hopes that South Africa’s G20 Presidency will contribute towards building a world that is more equitable, resilient and sustainable.

“It is South Africa’s hope that, once completed, looking back at our G20 Presidency will showcase the amplified voice, perspectives and leadership of the developing world in tackling some of these most pressing global challenges,” he said on Wednesday at the School of Oriental and African Studies (SOAS) University in London.

The country’s second-in-command is in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the two nations and woo investors.

Preparations are underway for South Africa’s G20 Presidency and hosting the summit in 2025. South Africa is expected to take over the chair of the G20 from 1 December this year from Brazil.

Meanwhile, the Deputy President said the Presidency will focus on the developmental agenda and implementation of the Sustainable Development Goals (SDGs).

“The worrisome lack of progress in enhancing sustainable development globally underscores the need for global solidarity in addressing issues such as growing inequality; rising hunger; rising extreme poverty; the current global economy; climate and energy crises; the debt crisis facing developing countries, and illicit financial flows, all of which impede developing countries’ access to sustainable development.”

He said the country will also highlight the vital minerals issue and strive to bring attention to it during South Africa’s Presidency.

READ | Critical minerals sector key to driving global economic growth

“We will concentrate on utilising natural resources, tackling beneficiation challenges, mobilising domestic resources, developing a critical mineral strategy, managing interdependent and diverse supply chains, and leveraging natural capital,” he said.

According to the Deputy President, critical minerals are essential for the Just Energy Transition and the green economy.

“Therefore, the issue remains relevant, particularly as it relates to the type of investment that is required to address these issues.”

In addition, he said South Africa will seek to leverage its Presidency to advance the global reform agenda, particularly the transformation of the global financial architecture and reform of the International Monetary Fund, World Bank and the Multilateral Development Banks.

He announced that processes are presently in progress to establish South Africa’s priorities and deliverables for its 2025 G20 Presidency.

“While South Africa continues to prepare for its G20 Presidency, move towards concrete deliverables, and finalise its agenda, what I have shared here today reflects some of the most pertinent issues that will inform and drive our agenda forward.”

Climate change

Meanwhile, the Deputy President has described climate change as a problem that demands urgent and consistent action from every individual, organisation and government.

“The government has committed to using the insights and recommendations from the State of Climate Action in South Africa Report to inform the scaling up of the country’s actions to respond to climate change,” he said.

The Deputy President told the gathering that South Africa is actively adopting sustainable practices to reduce its carbon footprint.

“Climate change is one of the most pressing issues of our time and poses a significant threat to humanity and the planet,” he told the attendees.

Shifting his focus to international peace, he called on the global community to unite to address this issue with utmost seriousness and commitment.

“We also call upon the world to work for peace, in particular in the Middle East. We must ensure a ceasefire so that the people of Palestine can rebuild and establish a State, side by side with Israel.” – SAnews.gov.za

Leaders in water sector challenged to act against pollution

Leaders in water sector challenged to act against pollution

Water and Sanitation Deputy Minister Sello Seitlholo has challenged leaders in the water sector to act decisively against the pollution and contamination of the country’s water resources.

Seitlholo made the call on Thursday at the launch of the Vaal River Anti-Pollution Forum, which is aimed at addressing long-standing pollution affecting water quality in the Vaal River.

READ | Forum to address Vaal River pollution

Launched in Vanderbijlpark, Gauteng, the Vaal River Anti-Pollution Forum is aimed at coordinating, improving and integrating efforts for the management of the Vaal River water quality, in line with its determined resource quality objectives.

The forum will also provide high-level guidance aimed at ensuring the protection of the Vaal River, as well as identifying remedial actions to mitigate the impact of pollution.

Seitlholo warned that the pollution of water resources remains one of the greatest risks that faces the country’s water security and sustainability.

He challenged the leaders to decide if they will meet the moment to protect the country’s precious resource for future generations.

“Indeed colleagues, we must decide here today whether we will be the ones who will be remembered for directing the course of every river and every stream to a sustainable future of access to clean and safe water for all. I am here to sound the alarm.

“Like the captain of a ship on a rough course at sea, I am here to sound the blasts. I am here to say, this is our moment to act and act decisively against the pollution and contamination of our water resources or we will face a disaster of titanic proportions,” Seitlholo said.

Highlighting the significance of the Vaal River, which is the second largest river in South Africa after the Orange River -- into which it flows -- Seitlholo said the 1 200 kilometre-long river crosses a number of provinces, including Mpumalanga (where it originates near Ermelo), Gauteng, the Free State and the Northern Cape.

“Large dams, including Grootdraai, the Vaal and Bloemhof dams are constructed on the river to ensure a steady water supply to citizens of these provinces and the industries dependent on water from the river. The Vaal Dam is the most important dam in the country because of its role as the primary supplier of water to the economic heartland of South Africa -- Gauteng,” Seitlholo said.

The Deputy Minister said the Vaal River is also vital for the life of the country’s economy, and millions of jobs and livelihoods.

“If we were to lose this river system to unmitigated and rampant pollution, we would lose millions of livelihoods and lives. I am therefore sounding the alarm... This is a crucial moment for the future of this precious water resource.

The Vaal River, due to its extent and the development sectors it supports, receives a huge volume of pollution from urban developments, both formal and informal settlements, wastewater treatment works, runoff from mines, agriculture and discharge of treated wastewater from industries,” Seitlholo said.

He said the forum must play a crucial role in ensuring that stakeholders are constantly around the table to chart solutions towards fighting pollution of the Vaal River.

In April this year, Water and Sanitation Minister Senzo Mchunu pronounced on the establishment of the forum, whose objectives are to coordinate, improve and integrate efforts for the management of the Vaal River quality.

This will be done through addressing risks elevated by the 16 Catchment Management Forums (CMFs).

Currently, there are 16 sub-catchment forums, including 10 in the Upper Vaal, four in the Middle Vaal and two in the Lower Vaal.

Seitlholo explained that the forum will escalate systemic challenges that cannot be resolved within these sub-catchments.

“The forum, through task teams, will investigate and make recommendations on short-, medium- and long-term actions that must be taken to improve the performance of the smaller forums, and to elevate and effect any systematic actions to improve the water quality status in the Vaal, which is linked to the Catchment Management Strategy for the Vaal-Orange Catchment Management Agency (VOCMA) and the larger national water quality strategy to synchronise role player actions.

“Through regular reporting, the chair and vice chair of VOCMA will report on activities to also ensure effective feedback linkages between the overarching forum, the sub-catchment forums, the VOCMA (as local implementer) and the DWS, as the regulator,” Seitlholo said.

Seitlholo said the causes of water quality deterioration need to be addressed in collaboration with the sectors that benefit from the river.

He further acknowledged the role played by the Departments of Human Settlements, Cooperative Governance and Traditional Affairs, Agriculture, and Environmental Affairs in land use management.

“The Department of Forestry, Fisheries and Environmental Affairs... also plays a role in the management of biodiversity and the control of alien invasive species. The departments and the forum can do everything in their power to turn the tide against water pollution,” Seitlholo said. – SAnews.gov.za

KZN Premier condemns bridge attack that claimed Pietermaritzburg mother’s life

KZN Premier condemns bridge attack that claimed Pietermaritzburg mother’s life

KwaZulu-Natal Premier Thamsanqa Ntuli has condemned the brutal bridge attack that claimed the life a Pietermaritzburg mother.

Madhumathie Bunwarie, 62, was killed on Sunday when a car battery was thrown from a bridge and struck the car she was travelling in on the N3, near the Pavilion Shopping Centre. The car battery reportedly crashed through the windscreen, hitting Bunwarie on the head.

At the time of the incident, Bunwarie and her family were returning to Pietermaritzburg after attending a funeral in Durban.

“This appalling act of mischief and criminal recklessness has not only robbed a family of a beloved mother, but it has shaken the entire KwaZulu-Natal community. We cannot, and will not, tolerate such inhumane and cowardly behaviour that brings untold pain and trauma to innocent people,” Ntuli said.

Ntuli extended his heartfelt condolences to the Bunwarie family and their loved ones during this difficult time.

“No words can ease the grief they are feeling but as a province, we mourn with them and promise to act,” Ntuli said.

The Premier has called on law enforcement agencies to intensify efforts to apprehend the individuals responsible for the heinous act.

He stressed the need for justice, not only for Bunwarie but for all victims of violence and reckless criminality in the province.

“I have instructed the Department of Community Safety and Liaison to work closely with the South African Police Service (SAPS) to increase police visibility and patrols in high-risk areas, particularly near bridges along major highways. We must ensure that incidents like this are prevented at all costs.

“The safety of our people is non-negotiable. Additional security measures, including the installation of surveillance cameras and heightened monitoring of bridges, will be explored urgently to deter such cowardly acts of violence,” Ntuli said.

Ntuli further urged members of the public to remain vigilant and report any suspicious activities to law enforcement without delay.

“Together, as a community, we must stand united against those who seek to disrupt the peace and security of our province. May Mrs Bunwarie rest in peace, and may her family find strength in this time of mourning.

“Let this tragic incident serve as a solemn reminder of the importance of compassion, responsibility, and collective vigilance,” Ntuli said. – SAnews.gov.za

Government ”deepening conversation” on draft IRP 2023

Location: News

Government ''deepening conversation'' on draft IRP 2023

Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, says government is “deepening the conversation” on the draft Integrated Resource Plan (IRP 2023).

The Minister was speaking during the 2024 Windaba Conference, being held at the Cape Town International Convention Centre, on Thursday.

“We are doing a review. [IRP 2023] had gone out for public consultation; received 4000 submissions; 250 of those have been substantive - and I said to the team, we will sit with those who have made substantive contributions so we are not re-opening the window of public consultation. We are simply deepening that conversation because some of the submissions raise issues around the assumptions and the modelling and therefore how you arrive at the aggregate of the [energy] mix.

“It is in our interest as government to listen to the sector and the experts…because beyond these ones who adopt it, it’s an IRP that represents the country,” he said.

The minister added that those engagements seek to address some “quantitative expressions” in some aspects of the plan.

Turning to the renewable energy sector, Dr Ramokgopa emphasised that the department is engaging with all stakeholders in the energy sector, to find solutions for South Africa’s energy ambitions.

“It is our intention to ensure that we scale up the renewable energy share of the energy mix in the country. We have had conversations with the nuclear sector. We have had conversations with the gas players. We have had conversations with those in the renewable energy space [and] we will have conversations with those in the coal space.

“It’s important that we move away from an idea that the one solution is better than the other,” he said.

With regard to South Africa’s commitment to lowering carbon emissions, the Minister said the country wants to “green the South African economy”.

However, that transition must take into cognisance the effects it may have on certain sectors.

“There’s the socio-economic elements. So, as we do this, we’re looking to broaden the floor of industrialisation - reskilling people; skilling people so that there’s justice in the Just Transition.

“You don’t want to decimate an economy because you want to transition; put people into conditions of abject poverty because they are unemployed as a result of the displacement of certain technologies being replaced by others and not taking account of what are the implications from a socio-economic point of view,” Ramokgopa said. – SAnews.gov.za

Inmates ready for upcoming National Senior Certificate exams

Inmates ready for upcoming National Senior Certificate exams

Matriculants from Correctional Services schools are fully prepared for the upcoming National Senior Certificate (NSC) examinations, set to run from 21 October to 27 November 2024.

A total of 173 inmates will sit for these exams, marking an important step in their pursuit of a Senior Certificate.

In a statement, the Department of Correctional Services (DCS) said it was pleased with the level of preparedness, as inmates have completed the academic syllabus on time and have undergone various assessments throughout the year.

Educators from the department's 18 schools remain optimistic, having made significant efforts to ensure that all candidates are thoroughly prepared.

Additionally, the department ensured that all required textbooks and stationery were delivered to schools timeously.

Correctional Services National Commissioner Makgothi Samuel Thobakgale has praised the educators for their dedication and hard work in preparing the inmates for this important milestone.

“Education not only empowers offenders with knowledge but also offers them a path to a new life. It remains our commitment to provide growth and development opportunities for every inmate, as we believe in the power of education to transform lives,” he said.

Formal education plays a crucial role in rehabilitating offenders while they are in correctional centres.
In collaboration with the Department of Basic Education, DCS has consistently produced strong academic results, often exceeding the national pass rate.

In 2023, DCS schools achieved an impressive 93% overall pass rate, with nine schools attaining a 100% pass rate.

READ | Correctional Services class of 2023 achieves 93.2% pass rate

The department attributed the results to the conducive learning environment it fosters within correctional centres, as well as its commitment to providing offenders with education and skills that will help them reintegrate into society after their release.

The department has also embraced technological advancements in education. In 2024, the Intelsat Telematics System was introduced at the Johannesburg Correctional Centre, offering both inmates and educators access to valuable study materials.

The department is proud to maintain an incident-free record for NSC examinations, reflecting the professionalism and dedication of the officials, as well as the strict adherence to exam protocols set by the Department of Basic Education.

“We encourage all matriculants in our schools to seize this opportunity as part of their personal development journey,” Thobakgale concluded.

Motsoaledi to engage various stakeholders in KZN on NHI

The Minister of Health, Dr Aaron Motsoaledi, will this evening engage stakeholders in KwaZulu-Natal on the National Health Insurance (NHI) Act and its benefits.

According to the Department of Health, the visit is part of ongoing roadshows on this health reform to understand concerns and recommendations from various sectors of society on how the NHI can be effectively implemented to meet the healthcare needs of the entire population.

“The NHI reforms’ primary objective is to unify the current fragmented health system to ensure Section 27 of the Constitution is realised.

“This piece of legislation is not just a policy, but a commitment of a better, healthier future for every South African,” the department said.

The countrywide stakeholder engagement programme also targets communities, ordinary people, and healthcare providers who will benefit the most from the phased implementation of NHI.

Motsoaledi will be joined by KwaZulu-Natal Health MEC Nomagugu Simelane and other leaders at the University of KwaZulu-Natal School of Health Sciences at 6pm.

In May this year, President Cyril Ramaphosa signed the then NHI Bill into law. During the signing ceremony, he said the signing was a “milestone in South Africa's ongoing quest for a more just society”. – SAnews.gov.za
