Operation Shanela nets more than 14 000 suspects

Through its high-density operation, commonly known as Operation Shanela, the South African Police Service (SAPS) arrested 14 165 suspects between Monday, 03 March 2025, and Sunday, 09 March 2025.

“Through Operation Shanela, the SAPS continues to take a bold and decisive approach in dealing with crime in the country. These crime fighting activities include tracking operations, roadblocks, high visibility patrols, stop and searches as well as tracing of wanted suspects,” the SAPS said in a statement.

All Shanela operations are led by the Provincial Commissioner of each province.

During the period, the following arrests were made:

  • A total of 1 870  wanted suspects were arrested. These suspects were wanted for various serious and violent crimes such as murder, attempted murder, rape, carjacking, business and house robberies.
  • A total of 185 suspects were arrested for murder, the majority of these suspects were arrested in KwaZulu-Natal (37).
  • A total of 154 suspects were arrested for attempted murder, 72 more arrests than the previous week.
  • A total of 235 suspects were arrested for rape, 96 of these arrests were made in KwaZulu-Natal.
  • A total of 1 513 suspects were arrested for assault GBH during this period.
  • A total of 166 drug dealers were arrested, the majority of these suspects were arrested in the Eastern Cape (43).
  • A total of 2 176 suspects were arrested for being in possession of drugs, 650 more arrests than the previous week. The majority of these suspects were arrested in Western Cape (1 237).
  • A total of 105 suspects were arrested for being in the illegal possession of firearms.
  • Four suspects were arrested for human trafficking during this period.
  • A total of 525 drivers were arrested for drunk and driving in the past week.

Under recoveries and confiscations, police registered the following successes:

  • A total of 155 firearms were confiscated in the past week, 48 more firearms confiscated than the previous week.
  • A total of 3 627 rounds of ammunition were confiscated; and
  • 50 hijacked and stolen vehicles were also recovered during this week’s operations.

On Friday, 07 March 2025, the National Commissioner for SAPS, General Fannie Masemola presided over a drug destruction process in which R340 million worth of drugs were destroyed, this included cocaine worth R220 million seized during police operations.

General Masemola commended the vigilance and commitment of the Anti-Gang Unit (AGU) and Crime Intelligence officers in the Western Cape following the arrest of two suspects at a storage facility in Bellville, Cape Town. 

The arrest of the duo, a man and a woman, followed the discovery of 50 000 mandrax tablets and an arms cache including three AK47 rifles and twelve 9mm pistols amongst other firearms

Also, a shipment of cocaine worth R6 million was detected and seized at OR Tambo International Airport on Tuesday, 04 March 2025. The drugs were concealed in boxes disguised as hair products. 

Preliminary investigations revealed that the shipment was en route to France from Brazil via South Africa.

Police arrested a 37-year-old suspect for theft and tampering with essential infrastructure; the suspect illegally connected electricity. The team also seized 41 Eskom transformers worth millions in lost revenue during multiple operations carried out in Winterveldt, Erasmia and Diepsloot, last week.

“The police will continue with their operations by asserting the authority of the state to ensure the safety and security of all South Africans and visitors to the country,” the police said. – SAnews.gov.za

Condolences following N2 bus crash

KwaZulu-Natal Transport and Human Settlements MEC, Siboniso Duma, has expressed condolences to the families of the nine church members who lost their lives in a bus accident on the N2, between Mandeni and Stanger, in northern KwaZulu-Natal.

The accident occurred on Sunday afternoon when a bus, transporting members of the Twelve Apostles Church in Trinity from Richards Bay to Shakaskraal, near KwaDukuza, experienced a tyre burst.

The incident caused the driver to lose control of the vehicle.

Duma commended the coordinated efforts of the rescue teams involved in the operation, including the Road Traffic Information (RTI) team, traffic departments, fire and disaster teams from Mandeni and KwaDukuza, and the South African Police Service (SAPS).

“The team conducted a very complicated search and rescue operation due to the steep embankment and thick bush. The operation was completed at 11:30pm [Sunday], and no victim was found left in the wreckage,” Duma said in a statement on Monday.

Duma noted that the incident occurred just as the province was finalising its Road Safety Plans ahead of the Easter holidays.

On Monday, Duma visited the site of the crash, which was located approximately 100 meters down the embankment along the N2.

The wreckage was retrieved and transported to the RTI offices in Gingindlovu to facilitate investigations by the SAPS, Road Traffic Management Corporation, and RTI.

“This is a difficult period for the Twelve Apostles Church in Trinity in KwaZulu-Natal and South Africa as a whole. We pray to God to shine his face on the families, relatives, church members and those who were injured.

“The department will be in touch with all families and the leadership of the church, starting from [Monday]. We want to ensure that the victims are given a dignified funeral,” Duma said. – SAnews.gov.za

Police commended for drug bust at Durban school

KwaZulu-Natal Education MEC, Sipho Hlomuka, has commended the South African Police Service (SAPS) for their swift and effective operation at Fairvale Secondary School in Wentworth, south of Durban, which led to the confiscation of illegal substances and large sums of cash.

The massive operation on Friday follows the reports of violence and drug-related activities within the school.

Over 60 police officers conducted a thorough search and seizure to ensure that teaching and learning can continue in a safe and drug-free environment.

Among the illegal substances confiscated are vapes, cigarettes, sharp scissors, pocket knives, pain medication, and some unknown pills.

Hlomuka reiterated that the department is against criminal activities permeating the schools and putting learners' futures at risk.

"We will not idly stand by while drugs and illegal activities threaten the safety and education of our children," Hlomuka said.

The MEC also implored parents and guardians to play an active role in monitoring their children’s activities.

“We ask that parents be intentional about ensuring that their children stay away from the use of illegal substances and any criminal activities. The safety and well-being of our learners requires joint effort between the department, law enforcement and families,” Hlomuka said. – SAnews.gov.za

KZN Premier calls for swift arrest in Sphindiwe Hlongwa’s murder

KwaZulu-Natal Premier Thamsanqa Ntuli has called for the swift arrest of the perpetrators involved in the rape and murder of Sphindiwe Hlongwa, whose body was found dumped near her home in Mkhazini, south of Durban.

According to reports, Hlongwa, 31, was found strangled to death, with visible signs of assault and a swollen face after being dropped off by a Renault Kwid near her home on Monday evening.

Ntuli has condemned Hlongwa’s killing, describing the act as “barbaric, inhumane, and an attack on the dignity and safety of women” in the province.

“We are deeply horrified by yet another grotesque act of gender-based violence and femicide (GBVF). The perpetrators of this heinous crime must be brought to justice without delay. This is one of many murders linked to the scourge of GBVF in our province. 

“However, working with the SAPS [South African Police Service] under our Police Commissioner, Lieutenant General Mkhwanazi, we will make sure to treat every case as an emergency, one case at a time. We will never give up and we will do everything to defeat GBVF,” the Premier said.

Ntuli urged anyone with information related to the crime to come forward and assist the police by contacting Crime Stop on 08600 10111 or their nearest police station.

International Women's Month commemoration

Meanwhile, Ntuli will on Saturday lead a delegation of the Members of the Executive Council (MEC) to commemorate International Women's Day at the KwaMashu Civic Centre.

Minister of Forestry, Fisheries and the Environment, Dr Dion George, has welcomed the recovery of over 4 300 illegally harvested abalone valued at approximately R1.3 million and the arrest of 11 people allegedly involved in illegal poaching operations.

From 28 February to 2 March 2025, the South African Police Service (SAPS), the City of Cape Town Marine Unit, and other enforcement agencies successfully disrupted a large-scale illegal poaching operation involving approximately 50 snorkel divers at Robben Island.

"The scale and brazenness of this illegal activity are deeply concerning, but the professionalism and dedication of our enforcement teams have once again demonstrated our unwavering commitment to protecting South Africa’s marine resources.

“I extend my sincere appreciation to all those involved for their tireless work in preventing the exploitation of our marine biodiversity,” the Minister said on Friday.

This operation follows a series of successful interventions in the last month, where law enforcement officers intercepted four significant abalone-related cases in a single day. 

On 13 February 2025, coordinated operations in Glencairn, Muizenberg, Grabouw, and Botriver led to the seizure of thousands of illegally harvested abalone and the arrest of multiple suspects.

The Minister has reiterated government's firm stance against illegal fishing and called on the public to report any suspicious activities to the relevant authorities.

"We will continue strengthening our enforcement capabilities and working closely with our partners to ensure that those who exploit our natural resources face the full consequences of the law. I extend my heartfelt gratitude to every officer and partner involved in these operations. Experts work to strengthen security and information management in secure care centres

Experts are continuing to refine the norms and standards for secure care centres, taking into account both the importance of physical safety within the facilities and the protection of sensitive information.

The Department of Social Development is currently hosting a two-day workshop in Pretoria focusing on strengthening standards in secure care centres. These care centres are specialised child and youth care facilities designed to provide structured interventions for children in conflict with the law. 

Unlike conventional correctional facilities, these centres prioritise rehabilitation, education and therapeutic support, ensuring that children are reintegrated into society with improved life skills and a renewed sense of responsibility. 

Speaking at the workshop aimed at strengthening policies that uphold the children's rights and dignity, Social Development’s Security Manager, Len Esterhuizen, stressed the urgent need for the South African Police Service (SAPS) to play an active role in shaping security protocols for secure care centres. 

“Secure care centres must align with national security standards to protect children, staff and sensitive data from breaches or potential threats,” Esterhuizen said on Tuesday.

Secure care across the board

A major component of helping secure care centres to align with national security standards is the Integrated Justice System (IJS), which has provided the Department of Social Development with a critical tool for managing children in conflict with the law.

The Probation Case Management System enables probation officers to track, assess and manage cases efficiently, ensuring appropriate intervention and placement.

Given the interconnected nature of child justice processes, the integration of the South African Police Service (SAPS) into these policy discussions has become essential.

The IJS’s mandate is part of the Justice, Crime Prevention and Security Cluster’s broader mission to enhance the safety and security of all South Africans. The cluster also works to protect against cybercrime and identity theft, improve access to civil justice, combat corruption and strengthen the process for issuing enabling documents. 

Esterhuizen explained that SAPS operates under minimum physical security standards, which outline baseline requirements for facility security. 

Within the IJS, the State Security Agency provides oversight on national information security policies, which regulate the classification, handling and storage of sensitive records, including ID documentation, criminal records and case files. 

The minimum information security standards, enforced by the State Security Agency and SAPS’s minimum physical security standards provide an important framework for safeguarding both information and operations within secure care facilities.

Esterhuizen further explained that secure information storage is non-negotiable, as mandatory policies dictate how children’s records must be handled and protected.

Experts also highlighted the importance of confidentiality and strict security protocols in preventing criminal activities, security breaches and potential risks to children in secure care centres.

The department’s Social Work Policy Manager, Linda Makhathini, commended the progressive discussions, emphasising their critical role in ensuring full compliance for secure care centres.

She noted that security experts will contribute to developing a unified security framework, which will define minimum requirements for facility security, staff protocols, and information protection. 

A national security framework for secure care

As discussions progress, the goal is to develop a national security framework that ensures compliance with both physical and information security regulations.

By combining the IJS, SAPS, and the State Security Agency and the Department of Social Development aim to establish a safer, more efficient system that upholds the rights and dignity of children in secure care.

“This work will form a legal document that will be officially published once authorised by the Minister [of Social Development]. It will then be gazetted for public comment before final implementation,” Senior Legal Officer, Advocate Luyanda Mtshotshisa, said. 

Bridging gaps in secure care services

Chief Director of Social Welfare and Restorative Services in the Western Cape, Leana Goosen, who is part of the task team, highlighted the significance of these evolving norms and standards. 

“Secure care is one of the most critical services rendered by the Department of Social Development, yet it has lacked extensive legislative guidance. These new norms and standards will fill that gap and empower staff in secure care to deliver better services. We are pleased to be part of this essential development,” she said.

As South Africa moves forward in modernising its child justice system, these reforms will ensure that secure care centres operate effectively, securely and in full alignment with national policies, creating a safer and more rehabilitative environment for children. – SAnews.gov.za

DPWI Minister briefs committee on progress made since taking office

Public Works and Infrastructure Minister Dean Macpherson has told the Portfolio Committee on Public Works and Infrastructure that while the department faces several challenges, there are visible signs of progress that have been achieved which will help improve service delivery.

The Minister on Wednesday updated the Portfolio Committee on Public Works and Infrastructure on the progress made in his department since taking office.

The Minister emphasised that in the months ahead, the department will need to accelerate its efforts to ensure that it plays a leading role in turning the country into a construction site, driving economic growth and creating jobs.

Among the key initiatives implemented in the department are:

● Establishing a Special Projects Unit within the department to revive stalled infrastructure projects and prevent future failures.

● Restructuring the Prestige Unit - previously responsible for the Nkandla scandal - to fall under the direct oversight of the Director-General. Furthermore, bringing an end to the practice of unchecked spending, including eliminating R20 million in unauthorised expenses.

● Tackling the construction mafia head-on by signing the historic Durban Declaration between the South African Police Service (SAPS) and National Treasury to improve cooperation and bring an end to construction site stoppages.

● Releasing 31 public properties valued at R1.4 billion for requests for proposals under the first phase of redevelopment, which is expected to attract R10 billion in private investment and create 165 000 jobs.

● Initiating a process to reform procurement regulations within the department to blacklist non-performing service providers.

● Collaborating with the National Treasury to reform Public-Private Partnership (PPP) regulations, making it easier for the private sector to invest in public infrastructure projects.

● Initiating a number of investigations into allegations of corruption, including the failed nearly R1 billion Telkom Towers project and PSA Oxygen Plant Tender at the IDT. 

● Spearheading the revitalisation of small harbours, including Hout Bay Harbour, to transform them into economic hubs that create jobs and drive investment.

● Launching a first-of-its-kind project preparation fund with an R180 million budget to prepare and package infrastructure projects across government. The first bid window of the fund was oversubscribed, reflecting strong demand and investor confidence in the country’s infrastructure pipeline.

● Piloting an ‘Adopt a Municipality’ programme through the Presidential Infrastructure Coordinating Commission to ensure that infrastructure budgets are optimally utilised and delays in project execution are minimised.

● Initiating a process to reform the Expanded Public Works Programme (EPWP) to ensure that it provides participants with a pathway to permanent employment.

“The progress we have achieved in the eight months since taking office is a testament to our commitment to reforming the Department of Public Works and Infrastructure into the economic delivery unit of South Africa. 

“This will help turn South Africa into a construction site, grow the economy, and create thousands of new jobs,” Macpherson said.

“However, in the months ahead, we must expedite the work we are doing to ensure that South Africans across the country experience the department’s efforts to improve their lives. While we face a number of challenges, we are working to overcome them and enhance service delivery. 

“I have no doubt that, by working together, the Department of Public Works and Infrastructure will play a leading role in building a better country for all South Africans,” the Minister said. – SAnews.gov.za

Two suspects are to appear in court soon for the alleged illegal possession of firearms, ammunition and drugs as well as the possession of illegal explosives, Western Cape police said.

According to the South African Police Service (SAPS), the 41-year-old woman and a 47-year-old man were arrested on Monday at a storage facility in Stikland where a package containing two kilograms of heroin was confiscated.

The arrests come as a multi-disciplinary team comprising Anti-Gang Unit investigators, Crime Intelligence (Counter Gangs and Narcotics) and Visible Policing Anti-Gang Unit members swooped on storage facilities and seized illegal firearms, ammunition, explosives and drugs.

“The discovery took place in Bellville South as well as in Stikland. The operation, which was the culmination of weeks of observing the movements of suspects resulted in the discovery,” said the police in a statement on Tuesday.

In Bellville South, police found three AK47 rifles, an R5 rifle and ⁠one assault rifle, 12 9mm pistols and two revolvers, among others.

“As the investigation continues, the possibility of further arrests effected cannot be ruled out. The efforts of the team have been commended by SAPS management as the Western Cape battles shooting incidents that result murder and attempted murder cases,” said the SAPS. – SAnews.gov.za

Umhlali police arrest alleged house robbers minutes after committing crime

The swift action of members of the South African Police Service (SAPS) in Umhlali, in the north coast of KwaZulu-Natal (KZN) has led to the arrest of five suspects wanted for a house robbery and kidnapping - just minutes after the crime had been committed.

The suspects were arrested on Friday after they allegedly terrorised a family of three at their home in Shakashead in the Umhlali Policing Precinct.

It is alleged that the five armed suspects entered the victims’ home, removed the safe from the bedroom wall and questioned the victims about the vehicles they owned. 

They are believed to have terrorised the victims and assaulted them before taking one of the victims, a 32-year-old male, to withdraw money from a nearby ATM.

It is then that the victim’s mother immediately contacted SAPS Umhlali. 

Within minutes, Umhlali Police responded and intercepted the suspect’s vehicle, approximately 100m from the crime scene. 

All five suspects were arrested and the victim was rescued. The vehicle used in the commission of the crime was recovered and the victims were taken to receive medical treatment.

All five suspects were charged for house robbery and kidnapping and will appear in KwaDukuza Magistrate’s Court soon. 

ILembe District Commissioner Major General Anthony Gopaul commended the swift and decisive action of the SAPS Umhlali. 

"Their rapid response and effective coordination led to the immediate arrest of these dangerous suspects and the safe rescue of the victim. This incident serves as a clear demonstration of our commitment to ensuring the safety and security of our communities. 

“We will continue to work tirelessly to combat crime and bring perpetrators to justice. This successful operation reinforces the message that criminal activity will not be tolerated in the iLembe District," Major General Gopaul said. – SAnews.gov.za

Warrant officer nabbed for firearms, ammunition 

A police officer arrested for the alleged illegal possession of two firearms and ammunition, is expected to appear in the Odendaalsrus Magistrates Court today, said the Directorate for Priority Crimes Investigation (HAWKS).

According to the Hawks in the Free State, in January this year, Welkom-based Hawks detectives received information about a man who kept unpermitted firearms at his house. The said house was observed and confirmed as belonging to the 53-year-old suspect.

“After obtaining a search and seizure warrant, a multi-faceted team of the Hawks, Tactical Response Team (TRT), SAPS detectives, and Local Criminal Record Center (LCRC) was assembled. They descended on the house early hours of 27 February,” said the Hawks on Friday.

Free State Head of the Hawks, Major General Mokgadi Bokaba, has praised members involved in the operation for their swiftness.

"No one is above the law. This arrest is evidence of our commitment to rooting out criminality, even within our ranks," she said.

Cabinet welcomes reduction in crime levels

While South Africa’s crime levels remain unacceptably high, Cabinet has welcomed the decline in some categories of the country’s crime statistics.

“While overall levels of crime continue to remain unacceptably high, the decline shows that interventions by the South African Police Service (SAPS) to make South Africa safer are making a difference,” Cabinet said in a statement on Thursday.

In its statement following its meeting on Wednesday, Cabinet stated that “Fighting crime is a shared responsibility between the police, the community and the business sector.”

This as the Minister of Police, Senzo Mchunu presented the Quarterly Crime Statistics for the third quarter of the current financial year (1 October 2024 – 31 December 2024) on Friday.

The stats showed that there had been a decline across multiple crime categories, including a notable decline in carjackings and robberies.

The third quarter showed a 9.8% decrease in murder, a 3.3% reduction in rape, and a 3.2% drop in attempted sexual offences

At the time, the Minister said that while there was a reduction in several categories, more still needs to be done to reduce the country’s crime levels.

“We are positioning ourselves accordingly in terms of policing whilst we continue our work throughout the whole country,” Mchunu said.

Seven Chinese nationals found guilty of human trafficking

The seven Chinese nationals standing trial for human trafficking and child labour have been found guilty on 160 counts in the Gauteng South Division Court in Johannesburg. 

Judge David Mhango said it was common course that the accused were in charge of Beautiful City and managing its operations; that the factory employed foreign nationals - mainly Malawians; that a number of employees sustained injuries during operations of Beautiful City and that the Malawians were illegal in South Africa.

He further said employees at the factory worked from Monday to Sunday and the company paid wages below the National Minimum Wage (NMW) which is a statutory requirement in the country. 

Kevin Tsao Shu-Uei, Chen Hui, Qin Li, Jiaqing Zhou, Ma Biao, Dai Junying, and Zhang Zhilian were facing schedule six offences. 

The Chinese nationals were found guilty on not registering with the Compensation Fund and declaring their operations; failure to keep records of their earnings; failure to submit their return on earnings; failure to pay and declare assessments; failure to maintain a safe workplace; failure to report incidents; failure to register and declare with the Unemployment Insurance Fund Commissioner; failure to inform the Commissioner on Unemployment Insurance changes; guilty of human trafficking; aiding/facilitating human trafficking; bondage; benefiting from victims of human trafficking and assisting illegal persons to remain in South Africa. 

The Chinese nationals were arrested on 12 November 2019 in a joint operation carried out at their premises Beautiful City Pty Ltd based at Village Deep in Johannesburg. 

They were arrested during the joint inspection blitz carried out by the Department of Employment and Labour’s Inspection and Enforcement Services (IES) branch together with the South African Police Service (SAPS)/ Hawks Unit and the Department of Home Affairs. 

The factory produced cotton fibre sheets. 

“The joint operation uncovered illegal immigrants some of whom were minors working under horror conditions and kept in the locked premises of Beautiful City,” said the Department of Employment of Labour.

the department's Gauteng Provincial Chief Inspector, Advocate Michael Msiza said the judgment was a landmark ruling for labour laws. 

He said the judgment sent a strong message to those that continue to employ illegal immigrants, that illegality will not be tolerated. 

All the accused were remanded in custody except for number six, Dai Junying who is still out on bail and was kept outside on medical grounds. 

Sentencing proceedings will resume on 7 March 2025. – SAnews.gov.za

Operation Vala Umgodi nets Limpopo suspects 

Thirty undocumented persons and five alleged illegal sand miners were arrested in a South African Police Service (SAPS) operation in Limpopo at the weekend.

Operation Vala Umgodi led to arrests in the SAPS’ operation carried out in collaboration with the Tactical Joint Operational Command (TACJOC on Saturday.

“The five male individuals arrested for illegal sand mining were caught loading sand into their trucks in Rakgoadi policing precinct under Sekhukhune District. Four shovels were confiscated during the operation,” said the police.

The team conducted an intelligence-driven operation in Bergenek village, within the Westenburg policing area, resulting in the arrest of six undocumented foreign nationals aged between 18 and 37. 

“These individuals were apprehended at various locations and are suspected of being involved in illegal mining activities. Simultaneously, a parallel operation in Vhembe District saw law enforcement officers executing disruptive operations at multiple illegal mining sites.

“The team traced undocumented foreign nationals suspected of involvement in illegal mining to Nancefield and Musina CBD [central business district] within the Musina policing precinct. A total of 17 undocumented foreign nationals, aged between 18 and 44, were arrested and charged under the Immigration Act. All 17 individuals face direct deportation in line with immigration laws,” explained the police.

The other seven undocumented foreign nationals aged between 24 and 40 were arrested in the Tzaneen, Mopani District. -SAnews.gov.za

Crime Stats reveal reduction in some categories of crime

Police Minister Senzo Mchunu says although there has been some reduction in several categories, more still needs to be done to reduce the country’s crime levels.

“We are positioning ourselves accordingly in terms of policing whilst we continue our work throughout the whole country,” Mchunu said.

The Minister was presenting the Quarterly Crime Statistics, reflecting on crimes that occurred during the third quarter of the current financial year (1 October 2024 – 31 December 2024). 

At Friday’s briefing in Pretoria, the Minister said the police had observed an overall decrease in several categories of crime when compared to the same period in the previous year.

“We have also registered a 4.5% reduction in stock theft, which is a welcome relief for farmers, communities and the agricultural sector as a whole,” Mchunu said, adding that the positive shift highlights the importance of continued collaboration between law enforcement, local leaders and communities to safeguard this vital industry.

“Although the percentage appears to be relatively small, we note the outcry of communities that farm livestock, particularly in the eastern Free State, north western parts of KwaZulu-Natal and in the northern Eastern Cape, hence our plan to combine these three provinces in a meeting to discuss this challenge.

“We must, however, also acknowledge the areas that require urgent attention. We have seen an increase in cases of assault with intent to cause grievous bodily harm and malicious damage to property. These crimes continue to disrupt communities and demand a reinforced response from law enforcement.

“For the third quarter, all provinces recorded a decrease in murder cases, marking a significant milestone in our national crime reduction efforts,” the Minister explained.

Murder
However, he expressed concern over the provinces of Gauteng, KwaZulu-Natal, Eastern Cape and the Western Cape.

This as Gauteng and KwaZulu-Natal remain the highest contributors to overall national murder figures, accounting for 25.0% and 21.4% respectively, while the Eastern and Western Cape account for 18.9% and 17.4%.

“The Western Cape continues to record the highest number of gang-related murders, with 263 counts reported in this quarter alone. 

“This is completely unacceptable, and it must change. A large number of these murders (collectively amounting to a figure of 135) occurred in Bishop Lavis, Mitchells Plain, Kleinvlei, Delft and Elsies River.

A 9.8% decrease in murder cases was recorded in the quarter.

“The issue of gang violence requires a rethink in approach, because this is not only a historic matter but is also repetitive in nature, there is no point in us discussing one and the same thing with no change.”

He further announced that the police are dedicating 27 February to amongst other things, to review policing in high murder zones. The focus, said the Minister, will be on murders and firearms, after which they will decide on the concrete steps to be taken.

“Partnerships with communities and other partners will be a critical element in the rethinking approach. A combination of interventions indicates that there are much more effective methods of fighting crime and criminals.

“Several individuals have been dealt with in a number of areas in the Eastern Cape recently and KwaZulu- Natal, following a series of taxi violence and extortion related murders. I do want to state that no one is classified as “untouchable” – you do wrong, we arrest you,” Mchunu said.

Crimes against women and children

Mchunu said while police have registered an overall reduction in contact crimes against women, the men and women in blue are deeply concerned by the increase in attempted murder cases against children aged 0 to 17 years.

“This is an alarming development that calls for a concerted effort to protect the most vulnerable members of our society,” he said.

Another bugbear was that of extortions, kidnappings and drugs with these matters being added to the meeting on 27 February.

Police have noted that some of the kidnappings are orchestrated from the St Albans prison in the Eastern Cape and that the mastermind of these kidnappings still has access to a number of cellphones.

Meanwhile, the statistics showed a 3.3%  reduction in rape cases; a 3.2% drop in attempted sexual offences and a decline in carjackings and robberies at both residential and non-residential premises.

Police also registered a 4.5% reduction in stock theft, which is a welcome relief for farmers, communities and the agricultural sector as a whole.

Safer Festive Season, new recruits 

Mchunu said the Safer Festive Season initiative, launched in October 2024, has played a significant role in the recorded crime reductions.

“Through heightened police visibility and strategic operations, fewer crimes were reported and recorded during this period.

“A key element in our crime-fighting strategy has been Project 10 000, aimed at bolstering police personnel,” he said.
In addition, to bolster the fight against crime, police welcomed 5500 new recruits at various South African Police Service (SAPS) academies.

“These individuals will undergo rigorous training and, upon completion, will reinforce our crime-fighting efforts as constables. This initiative not only enhances policing capacity but also contributes to job creation, a crucial aspect in addressing social determinants of crime,” the minister said. 

Destroying illegal weapons

Mchunu said that  just yesterday, 16 049 firearms were destroyed in accordance with Section 149 of the Firearms Control Act. 

“We will continue to carry out measures aimed at ensuring that illegal weapons are seized and destroyed so as to ensure the safety of our communities,” he said. 

Mchunu appealed to communities to work hand in hand with law enforcement. 

“Crime thrives in silence, and we urge all South Africans to report criminal activities, cooperate with the police, and participate in community policing forums,” he said. – SAnews.gov.za

The Portfolio Committee on Police has applauded the remarkable number of arrests of suspected criminals over the festive season but raised alarm that a worrying disjuncture remains between arrests and convictions. The committee received presentations from the South African Police Service (SAPS) management on the Safer Festive Season operation, policing extortion over the festive season and capacitating the detective services.

“It is commendable that 244 951 wanted criminals were arrested for the period between 1 October 2024 to 31 January 2025, but these arrests will be futile of they are not followed by effective prosecution. In line with this, the committee has reemphasised the importance of prosecution-led investigations that will aid prosecution. Also, the link between low conviction rates and the under-resourcing of the detective services cannot be overemphasised,” said Mr Ian Cameron, the Chairperson of the committee.

The committee also emphasised the need for the roll-out of similar high visibility and disruption operations throughout the year, as, on paper, this visibility is effective. While the committee acknowledged South Africa's fiscal challenges, it is of the view that the 6 332 festive-season operations can be replicated throughout the year.

The focus on unlicenced liquor premises is welcomed, as substance abuse is one of the causal factors of crime. The committee was informed that the SAPS closed 6 547 unlicenced premises during October to January period throughout the country, but the committee called on the SAPS together with Liquor Boards to work with communities to revisit these areas, as there is a trend of reopening these establishments after they are closed by the police.

Meanwhile, the committee acknowledged plans by the SAPS to capacitate the detective services through an initiative to recruit 4 000 additional detectives. The committee reemphasised that while this is welcomed, the reality is that this additional capacity does not address the dire capacity shortages in this critical component. Also, the additional capacity will have a minimal impact on the high docket-to-detective ratio and a comprehensive short- to medium-term plan is necessary to alleviate the pressure. The committee noted that the SAPS has made a request to National Treasury for additional funding but highlighted the need to put alternative strategies in place, especially in the context of South Africa's current fiscal constraints.

Furthermore, the committee is concerned about the availability of tools of trade, such as vehicles and office space, for the additional capacity within the detective services. Without suitable tools the additions will not add the required value in the fight against crime. “For example,” Mr Cameron said, “members of the committee conducted an unannounced oversight to the Anti-Gang Unit in the Western Cape and the unit only has 79 vehicles with 90% of those having over 250 000 km, operate in an infrastructure that is not maintained and 210 members share two female and one male toilet. These challenges are systemic and affect the SAPS at all levels and affect the wellness and operational efficiency of the police. Additional capacity without addressing those shortcomings will only exacerbate the challenges,” Mr Cameron said.

The committee is also concerned that the recruitment of 200 detectives who had previously left the SAPS is too small a number and will lead to juniorisation of the service and lock out many experienced police officers who are willing to return. The ripple effect is that these additional new detectives will take time to acclimatise to the new environment translating into minimal impact on the detective services' ability to fight crime.

Meanwhile, the committee welcomed the improved focus in tackling extortion case but noted that extortions continue. Nonetheless, the committee reemphasised the importance of law enforcement's integrated efforts to prevent and combat extortion. Also, intelligence-driven operations should be the primary drivers of pro-active and combat responses to disrupt extortions. Collaboration with the National Prosecuting Authority is also necessary to ensure that cases are placed before courts and that criminals are prosecuted effectively.

Gauteng Legislature bemoans night club incident

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety, has called on law enforcement agencies to ensure those responsible for the inhumane treatment of patrons at ZanZou nightclub in Pretoria, are swiftly apprehended and brought to justice.

The committee strongly condemned the shocking videos circulating on social media, which depict the alleged brutal and barbaric handling of patrons perpetrated at Zanzou nightclub.

Committee Chairperson, Bandile Masuku said the incident is a grave violation of human rights and an abuse of the dignity of the individuals involved.

“The committee is deeply concerned by the inhumane treatment of the patrons, which is completely unacceptable and must be condemned in the strongest terms. This incident serves as a painful reminder of our apartheid past, where Black men and women were subjected to torture and dehumanisation at the hands of the racist apartheid security forces.

“We cannot allow such atrocities to be repeated in a free and democratic South Africa. Such actions have no place in a democratic society that is founded on the principles of human dignity, equality, and the rule of law,” Masuku said in a statement on Tuesday.

The committee has called on Gauteng South African Police Service (SAPS) Provincial Commissioner, Lieutenant-General Tommy Mthombeni and all relevant law enforcement agencies, to ensure those responsible are swiftly apprehended and held accountable.
The committee also called for a comprehensive investigation into allegations that there might have been some form of police complicity in concealing and not acting appropriately in dealing with such violations.

The committee further called for the immediate closure of ZanZou nightclub and other establishments known to endanger the safety and rights of their patrons.

“No individual or entity should be allowed to violate the rights of others in such a manner, and those responsible must face the full might of the law. The committee has already written to the Provincial Police Commissioner to request a detailed status report on the investigation into this matter.

“We will continue to monitor developments closely to ensure that justice is served, and that such incidents are prevented in the future,” Masuku said. 

Masuku’s comments come as the SAPS has launched a manhunt for at least eight foreign national suspects in connection with the incident that is making the rounds on social media platforms.

This as video clips of the incident have been circulating on social media.

Masuku reiterated the committee’s commitment to upholding the principles of community safety, warning that it will take any necessary actions to ensure accountability.

“The Portfolio Committee on Community Safety stands in solidarity with the victims of this incident and urges anyone with information that could assist in the investigation to come forward and report to the relevant authorities. Together, we must work towards a society where the rights and dignity of every individual are respected and protected.

Meanwhile, the Department of Justice and Constitutional Development has condemned the incident.

Police launch manhunt following Pretoria night club incident

The South African Police Service (SAPS) has launched a manhunt for at least eight foreign national suspects in connection with a Pretoria night club incident that is making the rounds on social media platforms.

This as video clips of the incident have been circulating on social media.

In a statement on Tuesday, the SAPS said that its Family Violence, Child Protection and Sexual Investigations (FCS) unit had taken over investigations into the incident.

The FCS unit is responsible for the investigation of sexual related offences.

“The main charges that are being investigated by the SAPS are the following: compelled rape, assault, crimen injuria, intimidation and kidnapping. Following a call by the SAPS for victims to come forward, the SAPS confirms that only three victims aged 20, 21 and 22 reported at the Brooklyn police station on Monday evening. 

“According to the victims, the[re] were a group of five friends who were subjected to the abuse. Police are confident that the other two victims will be traced and their statements will also be included in the docket,” said the SAPS. 

The victims allege that the incident happened in January 2023 wherein a dispute arose between the five friends, bouncers and manager of the night club.

The bouncers and manager allegedly forced the five victims into a storeroom and began assaulting them, instructed them to insert alcohol bottles into their private parts and forced them to perform sexual acts on themselves.

“Police are also calling on a man who claims to be a former bouncer of the night club who goes by the name of Pablo on social media to also come forward to assist police investigations. Pablo has made numerous allegations and police are of the view that he would be instrumental in assisting police to solve this case,” said the SAPS.

Meanwhile in statement posted to social media platform X on Monday, Zanzou management said it was aware of the circulation of “disturbing historical videos which depicts security personnel employing excessive and violent force in response to incidents of phone theft by the individuals therein".

“At the time when management became aware of these practices, an immediate investigation was conducted which resulted in the immediate halting of such as well as the dismissal of security personnel responsible for the perpetration thereof, in line with our commitment to ensuing a safe and secure environment,” it said.

The night club said it remained steadfast in its dedication to the safety and well-being of its patrons.

“We are fully prepared to cooperate with law enforcement authorities in any investigations related to his matter,” it said.

The National Commissioner of the SAPS, General Fannie Masemola has commended the Provincial Commissioner of Gauteng, Lieutenant General Tommy Mthombeni and his team for the speed in which they have attended to the case. 

“General Masemola is satisfied with the level of response and assures the victims that police will ensure a thorough investigation is conducted to ensure perpetrators are brought to book,” said the SAPS.

The police also called on those who have knowledge of the whereabouts of the suspects to report to the Brooklyn police station or call the Crime Stop Hotline number on 0860010111. Those with smart phones are encouraged to download the MYSAPS app to share information. “Those reporting are reminded that they may remain anonymous,” said the police. -SAnews.gov.za

Home Affairs detains mother of former Miss SA contestant in Cape Town

Investigators from the Department of Home Affairs, along with the South African Police Service (SAPS), detained Anabela Rungo, the mother of Chidimma Adetshina, at a property in Cape Town on Saturday.

This action follows the withdrawal of Rungo’s South African documentation in September 2024, after it was discovered that it had been fraudulently obtained, which rendered her ineligible to continue residing in South Africa.

“In an apparent act of brazen disregard for the legal consequences of her conduct, it appears that Ms Rungo has defied her ‘undesirable’ status through her Mozambican passport. Investigations are ongoing into further potential misrepresentation and fraudulent conduct,” a Home Affairs statement read.

 

According to Home Affairs, during yesterday’s operation, investigators from the Counter Corruption and Immigration Services branches of the department also found Adetshina’s under-aged child residing with Rungo.

“After being processed by Home Affairs over her apparent illegal continued residence in South Africa, Ms Rungo will be handed over to the SAPS as she is also the subject of an ongoing investigation by the Directorate for Priority Crime Investigation.” 

Meanwhile, Home Affairs is liaising with the Department of Social Development and SAPS Child Protection Unit as it relates to protecting the interests of the under-age child.

“The department will provide further updates at opportune moments. No interviews will be taken on this matter at this stage.” 

Adetshina withdrew from the Miss South Africa competition in August of last year after it was announced by the department that her mother might have committed “identity theft“ to obtain South African nationality. 

A former law student, Adetshina later won Miss Universe Nigeria after being invited to participate by the organisers.

SAPD busts online drug syndicate selling illegal steroids and stimulants

The South African Police Service (SAPS) has uncovered a drug syndicate selling steroids, scheduled medicine, stimulants and other performance enhancing drugs (PEDs) online.

Six suspects, three men and three women, have been arrested at various locations in Pretoria.

They face multiple charges related to the contravention of the Drugs and Drug Trafficking Act, Medicines and Related Substances Act and the Counterfeit Goods Act.

The takedown operation took place on Tuesday following extensive investigations by the SAPS National Organised Crime Investigations (OCI) Narcotics Unit, supported by the SAPS' Transnational Vehicle Crime Investigation (VCI) Unit, Gauteng Provincial Narcotics Unit, Crime Intelligence, SAPS K9 Search and Rescue, the South African Health Products Regulatory Authority (SAHPRA), the South African Institute for Drug-Free Sport and the Financial Intelligence Centre (FIC).

The suspects were reportedly operating an online website to trade and distribute counterfeit and illicit performance-enhancing drugs, scheduled medicines, steroids and stimulants.

Investigations, which included a forensic analysis, revealed that the products contained prohibited substances. 

One of the products sold online as a "fat burner" contained Dimethylphenethylamine, an isomer of methamphetamine (commonly known as crystal meth or Tik).

During the arrests, the team seized a substantial quantity of counterfeit and illicit performance-enhancing drugs, steroids, scheduled medicine and stimulants as well as electronic devices.

The suspects are expected to appear before a magistrate's court later this week as investigations continue. – SAnews.gov.za

SAPS addresses queries on new police trainee recruitment

The South African Police Service (SAPS) has responded to queries on new police trainee recruitment for 2024/2025.

This follows a number of enquiries regarding the finalisation of the 2024/2025 recruitment and selection process.

In a statement issued on Thursday, the South African Police Service said the arrival of trainees at various SAPS academies, commenced last week Monday, with 3 359 trainees currently undergoing training.

A second group of successful candidates will be notified in writing to report for training.

The SAPS also confirmed that the remaining 2 186 trainees will commence training before the end of February 2025.

“Due to the high number of trainees, the SAPS has adopted a staggered approach to accommodate their arrival at SAPS academies nationwide. The SAPS advises all applicants who have undergone the recruitment and selection process to remain patient as they await further communication," SAPS said.

Earlier this month, SAPS said it has successfully trained and deployed over 20 000 new constables in various units across the country in the past three years, as it aiming to boost policing efforts and enhance public safety.

Providing an update on the SAPS Nationwide Safer Festive Season Operations during a media briefing in Pretoria, on Sunday, National Commissioner for the South African Police Service, General Sehlahle Fannie Masemola, highlighted in mid-December last year, 2 699 newly trained constables joined the ranks.

Masemola said the police officers joined the service during a significantly busy period for the SAPS, and contributed to the crime combatting operations aimed at ensuring the safety and security of communities, holidaymakers, and tourists alike.

“We were able to heighten police visibility and boost our crime combatting efforts at areas identified as hotspots across the country, including malls, beaches and along our country’s key strategic routes,” Masemola said.

During the festive season, the police arrested 244 951 people for various crimes, including among others, murder, rape, assault, illegal possession of firearms, drug dealing, driving under the influence of drugs and alcohol, and entering the country illegally.

The SAPS safer festive season operations commenced on 11 October 2024 and ended on Friday, 31 January 2025. – SAnews.gov.za
