More than 60 suspects arrested over the weekend are expected to appear before the Sabie Magistrate's Court today on charges of illegal mining, among other things.
In total, 68 male suspects, aged between 19 and 54, were arrested in connection with illegal mining activities in Mpumalanga.
Amongst them, two were nabbed for human trafficking, meanwhile two others were charged for possession of unlicensed firearms with ammunition, while eight were nabbed for alleged kidnapping.
The successes are part of Operation Shanela in the province, which was carried out at Sabie on Saturday. All arrested suspects are facing charges relating to the contravention of the Immigration Act of South Africa.
According to the police report, the operation was conducted by a team consisting of members of the police from Provincial Organised Crime, members from Sabie Vispol, members from the Local Criminal Record Centre in Lydenburg, Lydenburg K-9 Unit, Department of Home Affairs, Department of Minerals and Resources, personnel from the Emergency Medical Services (EMS), and guards from Phoenix Security and Amandla Security.
An operation was carried out after a victim from Lesotho came to the Sabie police station last month to report a case of kidnapping.
An investigation was thoroughly conducted and information was gathered. The investigating team coordinated and executed a sting operation in the early hours on Saturday.
When members arrived at the site, they managed to arrest the alleged illegal miners, well known as 'zama zamas', where two firearms with ammunition were found amongst the suspects.
The members also nabbed eight individuals, who are suspected to have been behind the kidnapping of the Lesotho national.
A preliminary investigation by the police revealed that two of the suspects are allegedly involved in the human trafficking of people from Lesotho, who were used for illegal mining in Sabie.
Two suspects face charges of human trafficking and more charges could possibly be added against them as the investigation continues.
The investigators are adamant that there could be more criminal activities that these men might be involved in. A probe is underway, where other stakeholders are assisting to ensure that the law take its course.
The confiscated firearms will be taken for ballistic testing to determine whether they were used previously in the commission of crime.
The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela, has commended the outstanding work that has been done by the collaborative team.
"We are very glad that not only was a huge number of suspects arrested, but two firearms were discovered.
“The issue of illegal mining is a concern in our country and we are happy that the public can see that the state, in conjunction with the private sector, is working hard to address the challenge, hence this success," she said. – SAnews.gov.za

Police appeal for cooperation in apprehending suspects
Police in Mpumalanga are appealing to members of the public to assist by providing information that can lead to the arrest of suspects involved in the shooting of patrons at a tavern in Kanyamazane on Sunday.
Two people died and scores others were injured as a result of the shooting.
One patron died at the scene, while another died in hospital later in the day. Two other people are said to be in a serious condition in hospital.
All the deceased have not yet been identified.
According to police, two armed men wearing balaclavas stormed into the tavern just after midnight and opened fire indiscriminately. After the shooting, the suspects fled the scene.
A team of investigators has been assembled under the leadership of the provincial commissioner of SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela.
Manamela has strongly condemned the incident.
“We are very concerned about crimes that are being committed at liquor outlets, including crimes that are carried out near these liquor outlets.
“We trust that our communities will come on board and share information that will assist in this investigation,” she said.
A case of murder and attempted murder has been opened. The motive for the shooting is still unknown.
The investigation continues, and police have urged members of the public to come forward with information that may assist in the arrest of the perpetrators. The public is urged to use the Crime Stop number 08600 10111 or send information via MYSAPSAPP.

Deputy President Paul Mashatile says the government is working with various departments and stakeholders to help the eThekwini Metropolitan Municipality to address its challenges.
“I am aware that the Minister of CoGTA [Cooperative Governance and Traditional Affairs (CoGTA] and the Premier of KwaZulu-Natal are working with various provincial and national sector departments such as the National Treasury, Water and Sanitation, to assist the eThekwini Metropolitan Municipality to address its challenges such as the recent flooding disasters, and the looting which took place during the July 2021 [unrest].”
The Deputy President was replying to a question about actions to be taken regarding the refusal by the eThekwini Metropolitan Municipality to cooperate with Section 154 invoked by the KwaZulu-Natal provincial government.
The country's second in charge was speaking in Parliament on Thursday where he was answering oral questions in the National Council of Provinces (NCOP) on a range of issues.
Former Director-General, Cassius Lubisi, has been roped in to lead a group of senior technocrats to help turn around the embattled municipality to prevent its placement under administration.
“I am unaware that eThekwini Metropolitan Municipality has refused to cooperate with the proposed implementation of Section 154 intervention as outlined in the Constitution,” he added.
Deputy President Mashatile said the collaboration aims to support and strengthen the municipality, particularly damaged water and electricity infrastructure.
“This is because, as per Section 154 (1) of the Constitution, national and provincial governments must bolster the capabilities of municipalities in managing their affairs and carrying out their functions.
“Section 154 of the Constitution is important as it serves as a constitutional mechanism that effectively bolsters and fortifies the capacity of cities.”
Deputy President Mashatile said this move will enable the national and provincial governments to support and strengthen municipalities to fulfil their responsibilities to provide quality services to the people.
Crime
Shifting his focus to crime, he told Members of Parliament that government is taking additional measures to ensure public safety in cross-border communities, townships and informal settlements.
This, according to the Deputy President, will be achieved through increasing the number of police officers on the streets and creating specialised teams that will focus on specific types of crime.
He noted that the South African Police Service (SAPS) has committed to recruiting 12 000 new police personnel, of which over 10 000 recruits have already graduated from police academies.
“As a government, we are determined to tackle the issue of violent crime and other forms of criminal activity.
“We are actively pursuing national, provincial, and local measures to prevent crime and ensure that all individuals in our country feel safe and secure. We believe that by working together as government, civil society and the private sector, we can make meaningful progress in creating safer communities.”
In addition, he touched on the Border Management Authority Act, which paved the way for the establishment of the Border Management Authority (BMA).
The BMA is mandated by legislation to facilitate and manage the legitimate movement of people within the border law enforcement area and at ports of entry.

Parliament Appoints Chief of Security
Parliament is delighted to announce the appointment of General Samson Shitlabane as the new Chief of Security for the Parliament of the Republic of South Africa.
Since July 2015, Parliament, classified as a National Key Point, has operated without a dedicated Chief of Security. The position was absorbed into the Household and Management Division, relegating it to a junior role and hampering its ability to make critical security decisions.
The intrusion of the Parliament arsonist in January 2022, which resulted in the National Assembly building's devastating fire, underscored the urgent necessity for a knowledgeable and seasoned Chief of Security. Security remains paramount in shaping the institution's public image and strategic integrity.
General Shitlabane's role as the new Chief of Security carries a comprehensive array of responsibilities, extending beyond the core management of security within the Parliamentary precinct and associated villages. In this critical position, he will be entrusted with safeguarding the integrity and safety of not only the physical premises but also the institution's valuable assets and personnel. This encompasses developing and implementing robust security strategies, conducting risk assessments, and ensuring the readiness of emergency response protocols.
General Shitlabane will be a crucial liaison with the South African Police Services, forging strong collaborative ties to fortify the security apparatus. Given Parliament's distinguished status as a National Key Point, his role includes maintaining constant vigilance against potential threats, both internal and external and continually evolving security measures to stay ahead of emerging challenges
This role has been elevated to a senior position, granting it direct reporting access to the Secretary to Parliament and the Executive Authority. This ensures that all security concerns will receive immediate attention.
General Shitlabane is a highly decorated career police officer whose expertise will provide the necessary leadership and management of the Security Management Division of Parliament.
He boasts a wealth of experience as a high-ranking police official, having held various key positions within the police services since 1994. Notably, he has served as Lieutenant General of Protection and Security Services since 2018. His career also includes roles such as Major General: Provincial Head Protection and Security Services, Brigadier: Acting Component Head VIP Protection Services, and Brigadier: Section Head VIP Protection Services. He is no stranger to Parliament, having been part of the SAPS leadership that has taken part in security arrangements around SONA for years.
His appointment is a much-needed intervention that will boost parliamentary security and safety, particularly during this current rebuilding project following the fire.
The Presiding Officers and the Secretary to Parliament have congratulated General Shitlabane and wished him well in his new challenging role. They expressed their confidence in his ability to lead Parliament's security services and assist the institution in fulfilling its strategic objectives and obligations to South Africans.
General Shitlabane's appointment is effective from 1 October 2023.

Police committee vote to continue with process to consider Independent Police Investigative Directorate (IPID) amendment bill
The Portfolio Committee on Police today voted to adopt a Motion of Desirability on the Independent Police Investigative Directorate Amendment Bill [B21-2023] and will continue with processes to consider the Bill. The majority view was that there is an urgent need to strengthen, through legislation, IPID's institutional and operational independence and give effect to the Constitutional Court judgement in the case of McBride v Minister of Police and another.
While there were concerns about the Bill's lack of certification by the Office of the State Law Advisor as it relates to apprehension on the constitutionality of clause 4 of the Bill, the committee emphasised that the Bill's principles are accepted. The committee's adoption of the motion of desirability is in line with National Assembly Rule 286 (6). The committee reiterates that it has taken due regard of the legal advice provided and will ensure that its processes comply with the Constitution, South Africa's laws and regulations and National Assembly rules.
“This decision is necessary as Parliament is the only body that has the mandate to legislate the structural and operational independence of IPID in accordance with section 206 (6) of the Constitution. We must also emphasise that the decision was taken with full consideration of the legal advice provided and that every step of the process will be guided by legal considerations,” said Mr Nocks Seabi, the Chairperson of the committee.
Meanwhile, the committee received a progress report and implementation plan emanating from the recommendations made by the Presidential Expert Panel report on the July 2021 unrest in KwaZulu-Natal and Gauteng. The committee welcomed the detailed plan and progress in implementing the recommendations directed to SAPS.
In line with this, the committee welcomed the implementation of the Increased Crime Prevention and Combating Action Plan, which will result in the countrywide mobilisation of SAPS resources to address violent crime through high-density operations, intelligence-led roadblocks and suspect tracking operations. The committee also welcomed the work to enhance relationships with the community through community police forums. Financial support of R70 million to these forums will provide them with the necessary support to procure the tools of trade they need to function efficiently.
Meanwhile, the committee raised its concerns about the slow prosecution of criminal cases linked to the unrest. While the committee acknowledges that criminal justice processes are sometimes protracted, it emphasised the need to ensure successful prosecution as a deterrent against a recurrence of such events.
The committee welcomes the progress in filling critical vacancies at the Division: Crime Intelligence. SAPS management informed the committee that a Divisional Commissioner was appointed in December 2022 and processes are underway to fill another 15 posts. A further 268 vacancies were filled in the 2022/23 financial year. The committee remains of the view that Crime Intelligence is critical to ensure proactive policing. The filling of posts is a major step towards enhancing this environment.
The committee also welcomed the plans to capacitate SAPS members with crowd control techniques and the assurance that more than 10 000 SAPS members were trained as first responders in crowd management. A further 4 900 Public Order Police members received training in the principles and techniques of basic crowd management, which the committee also welcomed.
Meanwhile, the committee has decided to give Members of Parliament time to consider whether it will be ideal for the committee to conduct a full enquiry on the unrest or to defer it to the seventh Parliament. The committee will draft a process plan setting out timeframes to see if the committee will have adequate time to process the matter. The committee previously deferred the matter to give time to the Presidential Expert Panel and the South African Human Rights Commission (SAHRC) investigations to avoid duplication. The SAHRC has said it is in the process of concluding its investigation.

The Inter-Ministerial Committee (IMC) on Political Killings in KwaZulu-Natal has urged political parties to strengthen their internal mechanisms in order to defuse inter- and intra-tensions and instability, which may escalate and lead to political attacks and killings.
Addressing media on Wednesday following the committee’s meeting in Durban, Police Minister and IMC chairperson, Bheki Cele, said as the country gets closer to the National General Elections next year, efforts are being solidified to boost the work of the IMC, as well as investigations.
“In enhancing the work of the task team, the IMC has resolved that there will be dedicated courts to speedily prosecute these matters,” Cele said.
The IMC -- which consists of the Ministers of State Security Agency, Defence, Justice and Correctional Services and Police -- remains committed to encouraging political tolerance by individuals and parties, whether before, during or after the election period.
Cele said through the integrated work of the task team, the IMC is committed to arresting those who use violence to settle political scores.
The task team includes the South African Police Service (SAPS), National Prosecuting Authority (NPA) - supported by the State Security Agency and Correctional Services, the KwaZulu-Natal Premier, and KZN Community Safety and Liaison MEC.
Progress on cases
Giving the latest developments around the investigation of politically linked violence in KZN, Cele said since 4 July 2018, a total of 321 cases have been investigated.
Cele said the cases under scrutiny by the team include 155 cases of murder; 51 attempted murder, 77 intimidation, 12 cases of conspiracy to commit murder and 26 other ad hoc cases.
“So far, the work of the task team has resulted in the arrest of 348 suspects, who have already been charged on 233 cases. Sixty-two suspects have been convicted, while 155 are going through the court processes. Seventeen arrested suspects have since died during the court processes,” Cele said.
Cele noted that firearms are the most used weapon in the majority of the attacks on councillors, office bearers and municipal officials.
He said the team has recovered 46 firearms from suspects, which are linked through ballistics to multiple political murder cases before the task team.
In a continuous effort to reduce political killings and at same time, reduce the proliferation of firearms within the province of KwaZulu-Natal and country at large, Cele said the task team is also investigating parallel cases that are not related to the task team’s mandate but are linked with politically related cases with similar suspects and ballistic analysis.
He said 85 such cases have so far been registered, and efforts to rid the streets of illegal firearms do not end here.
Over and above these parallel cases, Cele said the team continues to conduct intelligence driven operations, targeting unlicensed firearms, which has resulted in 86 cases being registered in this regard.
“The task team is conducting intelligence driven operations targeting the possession of unlicensed firearms, which has resulted in 172 cases. Over 250 unlicensed firearms have been taken off the streets through police operations,” the Minister said.
Region stabilisation
Cele said since the implementation of an integrated multi-disciplinary investigation approach, eight of the province's 11 regions have since stabilised.
However, he said, the eThekwini Metropolitan remains an area of concern, and the focus is now on the region to bring much needed stability.
“The IMC is encouraged that interventions are in place to deal with all forms of politically related crimes, proactively and reactively in the eThekwini and in the Zululand District.”
Political killings
The investigations of the political killings revealed that the most affected political parties are the African National Congress (ANC), Inkatha Freedom Party (IFP) and National Freedom Party (NFP), with 52 murder cases of councillors, including 31 councillors from the ANC, 14 from the IFP, and four from the NFP.
“While 52 councillors have been gunned down since 2011 to date, alarmingly 103 officials working within municipalities as political office bearers and officials in political offices were killed.
“Causative factors for these crimes are linked to intra-political conflicts, with a few cases linked to other motives, such as taxi violence, domestic related issues, business competition and traditional leadership competition, as well as family feuds.
“Murder cases that were reported before the 2016 and 2021 Local Government Elections were mainly as a result of fighting over councillors’ positions; where candidate councillors were eliminated.
“The majority of the murder cases reported after the 2016 and 2021 Local Government Elections were associated with infighting within structures and municipalities over positions,” Cele said.
High profile cases
Sentences handed down in high-profile cases include:
• Mfanafuthi Zulu (notorious hitman): found guilty and sentenced to a total 10 years imprisonment for the murder of ANC Member Bongani Mhlongo.
• Kingdom Phoswa (hitman): found guilty and sentenced to a total of 18 years imprisonment for the murder of ANC Ward Councillor Njabulo Dlamini.
• Bongekile Ngcwaba and Thuthukani Mzolo: found guilty and sentenced to 20 years imprisonment each for the murder of ANC Ward Councillor Kheyelethu Mngcwaba.
• Ntsazane Mthetiswa, Gutshana Zwelandile, Mcobhoti Aphelile and Ntsethe Bonasile (ANC members): found guilty and sentenced to life imprisonment (25 years each) for the murder of EFF member Sbusiso Mbhobo.
• Mxolisi Mzokhona Gcabashe (hitman): found guilty and sentenced to a total of 28 years for the murder of ANC Councillor Minenhle Mkhize.
• Nkosinathi Mantengu (land grabber): found guilty and sentenced to a total of 36 years imprisonment for the murder of IFP member Philangenkosi Nkundlane and his son Bongani (on three counts).
• Thanda Chamane (hitman): found guilty and sentenced to a total of 42 years imprisonment for the murder of IFP Councillor Mfazo Nzuza (on three counts).

President Cyril Ramaphosa has issued a call to the South African Police Service (SAPS) to demonstrate that they can take on criminals and protect South Africans as well as the authority of the state.
The President was speaking on Sunday at the SAPS National Commemoration Day honouring the lives of police officials and reservists who died in the line of duty between 1 April 2022 and 31 March 2023.
President Ramapohosa’s call comes just two days after some 18 suspects – who were allegedly planning a cash in transit heist – were killed during a shootout with police in Limpopo.
“We must all unite and work together to ensure we leave no space for criminals to operate in. The time has come for the police to demonstrate to the South African people that indeed, we can gird our loins and indeed we can take on these criminals. Just like the police did in Limpopo 48 hours ago.
“It is now time to show that the authority of the state cannot be disrespected. It cannot and must not be disregarded. The authority of the state is the authority of the people of South Africa as a whole. We are the people.
“Therefore anyone who disrespects and disregards the people of South Africa collectively, under the umbrella of the state, must know that they’ve crossed the line and we will not allow them to do as they wish and we will not allow them to kill those whose job is to protect, defend the people of South Africa,” he said.
The President told the gathering that deadly attacks on police officers are once more on the rise.
“The Constitution mandates police to prevent, combat and investigate crime. It mandates them to maintain public order and protect the inhabitants of the Republic and their property. Theirs is the noble duty of ensuring that all people in South Africa are safe and feel safe.
“The officers we are commemorating today lost their lives to criminals who have no regard for the rule of law. The increase in the killings of police officers, whether on or off duty, demonstrates the level of desperation of criminals to remove any obstacle that is in the way of their criminal intent. Attacks on police officers must come to an end,” President Ramaphosa said.
Honouring fallen heroes and heroines
Some 34 police officials and reservists were honoured during the commemoration ceremony with their names etched on the Memorial Wall at the Union Buildings in Tshwane.
President Ramaphosa assured that “there must be justice and there will be justice for the families of our fallen heroes and heroines”.
“The hard work of the Directorate for Priority Crime Investigations, known as the Hawks, has resulted in the arrest of 76 suspected police murderers over the past year. These cases are currently before different courts.
“A total of 488 suspects have been arrested for deaths of police officers since 2018. Through diligent investigative work, nine convicted police killers were handed down nine life sentences, a sum total of 158 years imprisonment. We must continue to arrest, prosecute and convict those who wilfully undermine the authority of state.
“The members we are remembering today were spouses, parents, sons and daughters, siblings, colleagues, and so much more. Many of them were breadwinners. Although the convictions of these criminals can never bring their loved ones back, it will comfort them knowing that justice has been served,” he said.
The President passed on his condolences to the families that lost loved ones while serving the South African public through their work.
“On behalf of the government and the people of South Africa, we thank the 34 fallen heroes and heroines posthumously for their bravery and service to the country, which they rendered diligently.
“We want to thank their families who supported them throughout their careers in the SAPS, for having been their strength, their support and their comfort. To the families of the fallen officers, we pray that you find peace and healing.

Sentencing procedures against two members of the South African Police Service (SAPS) convicted of rape are expected to commence on Monday.
According to the Independent Police Investigative Directorate (IPID), the two members raped a woman in 2017 after they offered her a lift home.
Sergeant Simphiwe Ncube stationed at Northern Cape Border Policing (Nakop Port of Entry) and Constable Andile Ntshweza stationed at the Upington police station were convicted of rape on 4 May 2023.
“The suspects are alleged to have both raped the...victim on 3rd of April 2017 at the house of one of the suspects after she was offered a lift from Upington town to her place in Rosedale.
“The accused first took her to Ncube’s house and raped her before she left and opened a case of rape. The case was investigated until the accused were convicted at the Upington Special Offences Court in May 2023.
“Both accused have since been disciplined by their Employer and have been sanctioned two months’ suspension without salary sometime in 2018,” IPID said in a statement. – SAnews.gov.za

Deputy President Paul Mashatile has concluded a successful working visit on Thursday to South Sudan.
The purpose of the visit was to assess the latest developments and progress in the implementation of the Revitalised Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS).
This is where they discussed challenges to the peace process, and discussed solutions with all stakeholders.
“A second, but critical objective of the Deputy President’s visit was to strengthen long-standing bilateral relations between South Africa and South Sudan,” the Deputy President’s Office said.
During his visit, the Deputy President, as President Cyril Ramaphosa’s Special Envoy to South Sudan, met with President Salva Kiir Mayardit.
“President Salva Kiir raised concern regarding the implications that the ongoing conflict may have in neighbouring countries and the region at large.”
He outlined the challenges hindering the implementation of the R-ARCSS and reemphasised the need for South Africa to be more involved in the peace process by assisting the various parties to resolve their disputes.
Deputy President Mashatile also held talks with four of South Sudan’s five Vice Presidents.
“In the main, the Vice Presidents acknowledged remaining gaps and challenges to the full implementation of the R-ARCSS including lack of required financial resources, the arms embargo and sanctions imposed on the government of South Sudan by the United Nations (UN).”
Despite this, the Vice Presidents also appreciated that notable milestones had been achieved on the road to lasting peace.
“A key milestone to the achievement of peace in South Sudan is the holding of the country’s first democratic elections since its independence in 2011.
“Holding this founding election is a goal whose importance is acknowledged by all the participants in South Sudan’s ongoing national dialogue.”
The Deputy President had engagements with various Ministers in charge of critical portfolios and also spoke to Cabinet Affairs and the High-Level Standing Committee for the Implementation of the R-ARCSS.
The country’s second-in-command also held extensive consultations with regional and global multilateral formations with a role to play in resolving the conflict in the country.

In his last act before departure, the Deputy President paid a courtesy call on two of South Sudan’s Elders and veterans of liberation.

President Cyril Ramaphosa on Thursday commended the South African Police Service (SAPS) for their hard work and commitment to addressing backlogs in the analysis of DNA retrieved from crime scenes.
This, after the President Ramaphosa officially opened the DNA expansion project at the Forensic Science Laboratory at the Eben Donges Building in Gqeberha in the Eastern Cape.
With the new and enhanced capacity in the Eastern Cape Forensic Science Laboratory, police can expect faster turnaround times, especially with respect to the investigation of gender-based violence and femicide (GBVF) cases.
“The improved forensic capabilities should expedite investigations and help our police build strong cases with solid evidence to enable the successful conviction of perpetrators,” he said.
He added that people who commit crimes against women and children have no place in society.
“We depend on this and other forensic science laboratories across the country to make sure that these criminals are put [in] prison and remain there.
“It is impressive that the construction of this upgraded facility, which started during the COVID-19 pandemic in 2021, was completed at six months ahead of the projected completion time and below budget,” President Ramaphosa said.
President Ramaphosa used the occasion to commend and appreciate all women in the integrated security and law enforcement agencies across all the ranks.
“It is these women who continue to make significant strides in what was previously considered to be male-dominated environments.
“Women are increasingly present in national intervention units, special task forces, bomb disposal units, tactical response teams, search and rescue teams, flying squads and highway patrol units.
“More and more women are becoming pilots and airborne law enforcement officers; forensic, ballistic and DNA analysts; and crime scene reconstruction experts,” President Ramaphosa said.
President Ramaphosa said there should no longer be any area of police and security work that is closed to women and no area where they are not able to excel.
“Let me commend the Ministry of Police and the management of the SAPS, and all the heads of other law enforcement agencies, for ensuring that the goal of gender equality in the workplace is closer to becoming a reality.
“Let me also recognise and commend efforts by other departments like the SANDF, Correctional Services, metros and traffic police who are also working to make sure that women have equal opportunities for career advancement.

Burnt Joburg building was hijacked
The building in which 74 people died as a result of a fire belongs to the City of Johannesburg but was “invaded and hijacked” some years ago.
This is according to City of Johannesburg city manager Floyd Brink who was addressing the media on Thursday afternoon.
“I wish to…confirm that the affected building belongs to the City of Johannesburg. It is a building that was previously leased to the provincial Social Development Department and used as a shelter for abused women. At the conclusion of the lease, some challenges were encountered with the occupants and as a result of the hostilities and stalemate, the building was invaded and hijacked.
“In October 2019, the City through its Group Forensics and Investigation Services raided the building and as part of the operation realised the arrest of over 140 foreign nationals by Home Affairs and a suspect was incarcerated and charged for illegally collecting rental from tenants at the building. The case is with SAPS and no update is immediately available at this stage,” Brink said.
The 74 people confirmed to have died in the blaze include 24 females, 40 males and 10 with undetermined gender because they were burnt beyond recognition. Of these, 12 are children.
The city manager told the media briefing that the city is working to wrestle back control of hijacked buildings in the area.
“Let me at this stage express our condolences to the families of the deceased and hasten to add that all efforts are being put in place to provide the families and all affected with the relevant social and psychological support through the City’s Disaster Management and Social Development department.
"Our Social Development Department has deployed 16 social workers to provide assessment, trauma counselling and psychosocial support.
“As earlier stated, this is a tragic event and incident and one that is unprecedented given the number of lives lost. We will do our best to ensure that we act diligently in investigating the fire and equally, in our pursuit to reclaim hijacked and illegally occupied buildings in the city,” Brink said.
Survivors
More than 50 people have been injured with many others displaced and Brink said three emergency accommodation sites have been identified for survivors and those affected.
These sites are:
- Hofland Recreation Centre in Bez Valley
- Ekhaya shelter in Hillbrow
- Impilo shelter in Fairview / Jeppestown
“After 72 hours the Human Settlements Department will advise on where they will be taken to once all logistics and related verifications have been finalised. At this stage, we believe a total of 200 or more families were residents at the building.
“At this stage, Fire Safety has commenced with investigations into the cause of the fire and has been part of the rescue operation from the morning. There is at this stage no preliminary reports.
“As the City we appreciate the assistance that we have received thus far and we continue to coordinate all efforts via the Joint Operations Centre of the City in response to this disaster,” Brink said.
The K9 unit of the South African Police Service is expected to be deployed to inspect the building to find any additional bodies or body parts.

South Africa’s tourism sector continues to show strong recovery with the first half of 2023 recording more than four million tourist arrivals.
“Our arrival numbers for 2023 are looking good, demonstrating that South Africa is still a favourable tourist destination and we are eager to welcome more tourists as we head into the busy summer season,” said Tourism Minister Patricia de Lille.
She said the arrivals demonstrate that South Africa is still a favourable tourist destination.
“South Africa’s tourism sector continues to exhibit strong recovery with the first half of 2023 recording more than 4 million tourist arrivals, according to the latest data from Statistics South Africa [Stats SA]. This is a significant increase from the 2, 3 million tourist arrivals between January and June 2022.
The total number of tourist arrivals to South Africa between January and June 2023 showed a sizable 78.2% surge in the first half of 2023 when compared to the same period in 2022.
The Minister on Tuesday held the second National Tourism Safety Forum meeting in Cape Town with various stakeholders in the tourism sector.
De Lille said South Africa receives millions of tourists per year, and the vast majority of visitors return home without any issues and a memorable experience of the country.
The Africa region continues to bring the largest share of tourist arrivals to South Africa with more than three million arrivals from the rest of the African continent in the first six months of 2023.
“This is a testament to the marketing efforts that we have implemented to attract tourists from this region. Africa remains a key source market for us, and we are committed to collaborating as a tourism sector to make sure we welcome visitors from this region and that we cater for their needs and preferences.
Beyond the African continent, South Africa has welcomed more visitors from other regions too. The Asia region almost doubled its figures with a 99.5% growth compared to 2022.
“This year, Europe, the largest source of visitors outside Africa, also experienced solid growth of 66.8.1%, when compared to the same period in 2022. These robust figures showcase South Africa’s charm and attractiveness as well as the work that we are doing in marketing South Africa as a tourist destination of choice.”
North America, Central & South America, and the Middle East also demonstrated strong growth trends with rates of 70.6%, 74.4%, and 75.8% respectively.

Meanwhile, the department is gearing up for the summer season and will be launching the Summer Campaign in two weeks’ time in the Eastern Cape.
Safety
She said the previous meeting of the forum held in May saw all representatives agreed on clear actions to address tourism safety.
”While the latest statistics from StatsSA reveal an upward trend in tourist arrivals, issues of safety are an obstacle in converting would-be tourists to visit our country. As I said after the previous National Tourism Safety Forum meeting, crime is a matter which affects tourism in many parts of the world.”
This was echoed by several tourism ministers from all over the world.
“South Africa is no different and across the world, countries are grappling with these issues with instability and wars in some countries. While it is the mandate of the SAPS to keep our citizens and visitors safe, we all have a role to play.”
She said progress was made since the last meeting.
In a bid to ensure the safety of tourists in the country, the Department of Tourism will be deploying tourism monitors to all provinces at top tourist attractions and national parks.
The key responsibilities of the appointed tourism monitors include patrolling within the identified attractions and site/ areas, raising tourism awareness and provide information to tourists and report any crime incidents to the South African Police Service (SAPS) and other relevant enforcement agencies.
The monitors will be deployed towards the end of October or early November 2023, in time for the summer tourist season.
The department has reviewed the training curriculum for tourism monitors with the departmental budget at R174.5 million, to train more than 2 200 tourism monitors across the country for this financial year.
The key responsibilities of the appointed Tourism Monitors include patrolling within the identified attractions and site/ areas, raising tourism awareness and provide information to tourists and report any crime incidents to SAPS and other relevant enforcement agencies.
Meanwhile, an update from the Council for Scientific and Industrial Research (CSIR) on the C-More tracking device and how best this technology can be incorporated into the Secura app that has been set up by the Tourism Business Council of South Africa, was received.
“Through the use of technology, we are enhancing the tourist experience by offering technology and tourism monitors that assist tourists in various attractions as well as on-demand requests through an app.”
She said the app is now up and running and the operations centre will be launched in Sandton on Thursday.
“The Secura App is already being used by tourists and aims to enhance the visitor experience and assist in many ways including roadside assistance and directing those who are lost,” said the Minister. –SAnews.gov.za

KwaZulu-Natal Premier Nomusa Dube-Ncube has urged women in leadership positions to become agents of change in the struggle for women emancipation.
Addressing the Evolution of Women in Leadership Conference at Durban, Dube-Ncube cautioned that it is easy for women to assume that their liberation will come from others, other than themselves.
“Those who are oppressed need not accept a diminished sense of self. This must not be the case with our fight for socio-economic emancipation as women. The evolution of women in leadership is less about celebrating how far we have come, but more about how we re-adjust the lenses of our struggle, such that we usher in a new world,” Dube-Ncube said.
Attended by more than 200 women leaders, entrepreneurs and decision-makers, the main point of the conference was the effect of Gender-Based Violence and Femicide (GBVF) and its impact in hampering impactful change in society.
The Premier highlighted a number of interventions that government has implemented to fight the scourge of GBV, these include, amongst others, the Light-Up Inanda Campaign where eThekwini Metro is working together with Mnambithi Group in Public-Private Partnership providing solar-powered streetlights in Inanda Township, which has been identified as the number one GBV spot in the country.
“The Office of the Premier recently secured funding from private sector partners to build the initial foundation of the GBVF App with a panic button. Making the system fully operational requires effective ward- based GBVF Rapid Response Teams integrated to War Rooms.
“The GBVF App will be linked to members of the Gender Based Violence and Femicide Rapid Response Teams which include war room, members of the Executive Committee (EXCO), traditional leadership, and SAPS,” the Premier highlighted.
The Premier also challenged women to be their own liberators and to understand that the change they want to see is not so that they can be like men, but to usher in a new world characterised by peace, equality, justice and prosperity.

The South African Police Service's (SAPS) Operation Shanela has yielded success as 1614 suspects were arrested for serious, violent and other crimes.
This successful intelligence-driven, high-density patrols and actions, which was conducted from 21 August 2023 to 27 August 2023, was aimed to disrupt criminal activities before and during the weekend which usually threatens the safety of communities within the province.
Of the total arrests (1614), the breakdown includes the following:
- 38 wanted suspects;
- 12 arrests for murder and 20 for attempted murder;
- 86 arrests were made for property related crime such as burglaries and thefts;
- 195 arrest for assaults with the intent to cause grievous bodily harm;
- 290 for common assaults; and
- 314 arrests were affected for an array of other crimes.
Seizures from the same operation include the following:
- 33 firearms;
- 746 rounds of ammunition from different calibres;
- 321 dagga and 11 099 mandrax tablets;
- 1,355 litres of liquor;
- 29.8kg of copper cable; and
- 85 dangerous weapons.
The high density integrated operations comprised various units such as Vispol, Detectives, Crime Intelligence, AGU, POP, Law Enforcement, other specialised units, K9, private security companies and neighbourhood watch structures.
Operations targeted illegal liquor outlets, suspected drug outlets and compliance inspections carried out at licensed liquor outlets.
All the arrested suspects are expected to make their court appearances in different courts once they have been charged. – SAnews.gov.za

Police Minister, General Bheki Cele, has called on police officers across the country to be the first to act when they have to use "force proportional to the threat”.
Cele made the call when he was addressing hundreds of mourners and police officers at the funeral of Sergeant Kediemetse Masilo in Schweizer Reneke, North West, on Sunday.
Sergeant Masilo and Constable Okaetse Mandindi, who were both attached to the Kimberley Flying Squad, were fatally shot earlier last week while tracing a stolen vehicle in Kimberley.
Masilo allegedly died at the hands of her perpetrator, a 38-year-old Daniel Alberts, who according to records is a repeat offender.
Alberts has already appeared before the Kimberley Magistrate’s Court on two counts of murder, three of robbery with aggravating circumstances, one of motor vehicle theft and one of theft.
During the funeral, speaker after speaker decried the killing of police officers, on and off duty.
Thirty-one police officers have died on and off duty in the last three months.
Cele supported by the South African Police Service (SAPS) management, and representatives of the Police and Prisons Civil Rights Union (POPCRU) have all urged police officers not to hesitate to act.
“Be vigilant and operationally ready to act in any circumstances. If force is required, it must at all times be necessary, reasonable and proportional.
“I plead with you don’t die with the resources and tools that we have given you,” Cele said.
Constable Mandindi will be laid to rest on Saturday, 02 September 2023, in Pampierstad, Northern Cape.
The commemoration of 34 police officers will also be held on Sunday, 03 September 2023, at the Union Buildings where the SAPS will pay tribute to its fallen heroes and heroines who died in the line of duty in the 2022/2023 financial year. – SAnews.gov.za

PRASA spends R2.1 billion on rail infrastructure in Gauteng
The Passenger Rail Agency of South Africa (PRASA) has spent R2.1 billion in recovering the rail infrastructure in Gauteng to date.
“PRASA is making significant progress in rebuilding the passenger rail infrastructure and refurbishing vandalised stations. Today, PRASA has recovered 18 corridors, with seven corridors now operational in Gauteng with the new Electrical Motor Units, Istimela Sabantu,” Transport Minister Sindisiwe Chikunga said on Monday.
She was addressing the launch of the Leralla-Germiston line, which cost under R600 million in rebuilding and rehabilitating the line that first ran commercially on 6 July and now carries 10 000 people daily.
The rehabilitation included the six stations the train stops at, the overhead electrical cables that power the trains and the substations that feed power to the network. The train stops at Leralla, Limindlela, Tembisa, Kempton Park, Rhodesfield and Germiston stations.
“R28 million was invested in refurbishing the stations; R292 million spent on the overhead cables, and R276 million spent on the substations. R44 million was spent to rehabilitate and restore the Elandsfontein substation,” Chikunga said.
The Minister said work is in progress to extend the service from Germiston all the way to Johannesburg Park Station, with a total budget of R130 million allocated to this project.
“Our interventions to restore urban passenger rail services aim to ensure that the return of passenger rail to the city is sustainable. The plans are part of our wider strategy to improve passenger rail services across South Africa and make rail a safe, reliable, and affordable mode of transport.
“Through PRASA’s Capital projects, we will ensure that PRASA continues to invest in local communities and boost local economies by creating job opportunities. We are pleased to announce that 191 jobs were created in this project, with 15 young women under the age of 35 employed, 3 women with disabilities and 21 women over the age of 35. Four Small, Medium and Micro enterprises (SMMEs) from local communities benefited from this project,” she said.
The Minister said it is also prudent that the informal economy benefits from the railway stations and the access they provide to people.
“The Germiston station is one of our biggest intermodal facilities in Gauteng, with taxis and buses feeding into the station, thus supporting a vibrant informal economy where informal traders can ply their trade and sell their wares to passengers and people from surrounding areas.
“The micro-economic activities at the Germiston station clearly demonstrate the role of intermodal facilities in providing transport solutions, convenience, accessibility, and economic opportunities.
“The increase of patronage numbers is vital to the sustainable livelihoods of informal traders and commuters at large who rely on this affordable mode of transport. Plans are in place to regain patronage numbers, including the rebuilding of critical stations for commuters to access the trains,” Chikunga said.
PRASA’s national resignaling programme will ensure that the organization increases the frequency of trains while ensuring the safe passage of our new modern trains and safety for our passengers.
“We are also pleased to announce that since the implementation of PRASA’s integrated security plan, we have seen a reduction of security related incidences in the PRASA environment by 75%.
“Recently, PRASA’s Protection Officers were declared Peace Officers under the Criminal Procedures Act, giving them more law enforcement powers, similar to the police, including powers to arrest. We would like to congratulate all the 286 PRASA Peace Officers who are now trained in Criminal Law and Law in General, amongst many other modules,” the Minister said.
Additionally to the Peace Officer Status, PRASA’s Protection Officers are multiskilled in Armed Response, platform marshalling, CCTV monitoring, and many more.

Nelson Mandela Bay District SAPS Commissioner, Major General Vuyisile Ncata, has commended the men and women in blue following significant arrests and confiscations that were recently made.
In a statement, the South African Police Service (SAPS) in the Eastern Cape said the relentless crackdown on criminals sends a strong message that illegal activities will not be tolerated.
This as SAPS Humewood arrested a 20-year-old suspect allegedly involved in a business robbery at 12:06 in Govan Mbeki Street. It is alleged that the complainant was in the shop when the suspect entered and threatened him and demanded money. The complainant scuffled with the suspect and managed to apprehend him and confiscated a replica firearm. The suspect was arrested on charges of business robbery.
In another unrelated matter on Wednesday, near Truckers Inn, Public Order Policing were performing crime prevention duties when they noticed a suspect standing nearby. Upon being searched, the suspect was found in possession of a silver revolver (serial number filed off) with six rounds of ammunition. The 25-year-old was detained on charges of possession of a prohibited firearm and illegal possession of ammunition.
On Thursday night, police arrested two suspects involved in a house robbery in Perridgevale. It is alleged that the suspects entered a residence occupied by students in Haven Road and stole four cell phones and fled the scene in a blue Volkswagen Golf.
SAPS Mount Road members received information that the blue VW Golf was driving in Sydenham. Suspects were found in Milner Street. The two suspects aged 21 and 22 years were arrested.
On Friday, the SAPS Anti-Gang Unit executed a search warrant at a house in Bowles Street in Bloemenda. A revolver with its serial number filed off and eight rounds of ammunition were found. A 32-year-old suspect was arrested on charges of possession of a prohibited firearm and illegal possession of ammunition.
A firearm of which the serial number was filed off, was found when police responded to a complaint in Chase Street, Walmer Location. In addition, 82 rounds of ammunition were found at the scene and confiscated.
The suspect was arrested on charges of possession of a prohibited firearm and Illegal possession of ammunition.
Some of the suspects that were arrested over the course of last week have already appeared in court while others are expected to appear in various courts today, 28 August 2023.

Collective effort can create greater awareness of cyberbullying or any violence against women, says acting government spokesperson Nomonde Mnukwa.
“Through our collective effort, we can create greater awareness of cyberbullying or any violence against women especially and bring perpetrators to justice. Often people are reluctant to report such cases but I want to encourage you to do so through the SAPS Crime Stop (Tip-off Line) [on] 0860 010 111,” she said on Friday.
Mnukwa who is also the acting Director-General of the Government Communication and Information System (GCIS), was speaking at the fourth annual Women in Media and Communication panel discussion focusing on the cyberbullying of female journalists and online gender-based violence.
She told those attending the session at the TUT Pretoria Campus that the gender-based violence pandemic is felt at all levels of society.
“Young and old, rich or poor, all races - we are all not immune. In our time, we have made our voice heard and continue to do so against such injustices. However, we need the voice of the youth to be louder, we need to change the landscape, it is our responsibility, it is in our hands,” she said.
She urged young people to use the resources at their disposal to ensure the safety of women.
“We may be focussing on cyberbullying today, but we know that the attitude that we see on social media towards women is just an extension of what happens in homes and communities.”
She said the effect of online violence or cyberbullying can be devastating, leaving the targeted person feeling hurt, humiliated, angry, depressed or even suicidal.
“I want to remind you today that you about the power that we possess as women and as youth, we change environments, we move mountains, we are unstoppable. You are not powerless if you are a target of online violence and abuse.
“Save the evidence by capturing the social media post, voice note, image or video for use as evidence should you ever need it. As you may know, social media websites are also doing their part to keep the spaces free of abusive content.”
Responsibility
Turning her attention to government communication, she said government communicators have a responsibility to provide on time, credible information as prescribed in the constitution.
“It is our responsibility to communicate to South Africans about issues that are pertinent in their lives – ranging from providing empowering information, progress on government commitments and key developments, most importantly in the languages that they understand. It is also our responsibility to communicate about South Africa in the continent and the world at large.
“Coming closer to today’s theme, it is part of our work as government communicators to empower citizens like yourselves with information on where to report acts of abuse of any form especially cyberbullying.
“We need to work in a very ethical, responsible, accountable ways. In a world of misinformation and fake news, these professionals are the gatekeepers of truth. Fake news and misinformation is rife in cyberspaces.”
She added that communicators and journalists have a critical role in countering false narratives, dispelling myths, and ensuring that citizens receive credible information.
“By doing so, they empower the public to make informed decisions and actively engage in the democratic processes. Being a government communicator comes with great responsibility. Similar to journalists, upholding high levels of integrity, ethical standard is paramount, as their words and actions have the power to shape public opinion and influence decision-making processes.
“As students, you represent the future of this nation. Whether you aspire to become government communicators or pursue other paths, the value of effective communication cannot be underestimated.
