It would feature panel discussions, presentations, exhibitions, dinners, golf tournament, award presentations, tours and a host of others. The venue for Charity Golf Tournament; is the 18th Hole Championship Golf Course of the prestigious Windhoek Golf & Country Club.

The event seeks to promote further business corporation between Nigeria – Namibia and other African Countries as a follow up to the African Continental Free Trade Agreement.

 The summit will bring together high level top executives, CEOs, Managers, investors, the business community, government agencies, exporters and importers from oil and gas sectors from across Africa and the world.  To deliberate on the challenges and opportunities of the energy transition and the future of oil and gas in Africa

World Cancer Day 2025: 194 Scholarships in Oncology

Senator Dr. Rasha Kelej, the CEO of Merck Foundation, highlighted, “At Merck Foundation, we mark World Cancer Day not just as a single day, but as a our continued commitment to transform and advance cancer care in Africa.

Together with my dear sisters, the Africa's First Ladies, we are have enhanced the cancer care capacity in the continent by providing 194 scholarships to young African doctors from 32 countries, significantly increasing the number of oncologists in Africa. We are making history together by providing these important scholarships for the first oncologists and /or the first cancer care teams in many countries across Africa.”  

Merck Foundation in total provided more than 2100 scholarships to doctors from over 52 countries in 44 critical and underserved medical specialties.

The Merck Foundation Cancer Access Program provides One, two- and three-years fellowship, Post Graduate Diploma and Master Degree of oncology for doctors from Africa. The clinical training has been conducted in India, Egypt and Kenya. Additionaly, Merck Foundation also provides scholarships for 2 years online PG Diploma in Cancer and Clinical Oncology, 01 year online PG Diploma in Medical Oncology and 1 year online PG Diploma in Pain Management from reputed Universities in UK like University of South Wales, University of Buckingham, Queen Mary University of London, and Cardiff University.

Merck Foundation is establishing Multidisciplinary Oncology Care teams in many African countries by providing scholarships of clinical training in Medical Oncology, Surgical Oncology, Pediatrics Oncology, Gynecology Oncology, Breast Oncology, Haemato-Oncology, Orthopaedic Oncology, Palliative Care, Pathology Oncology, Radiation Oncology, Research in Oncology, Surgical Oncology - Genital Urinary System, Advanced Cytopathology Training, Interventional Radiology, Radiation Technician, Laboratory Technician, Oncology Nursing.

Merck Foundation through its Merck Foundation Cancer Access Program has provided 194 scholarships of Oncology to doctors from 32 countries including Botswana, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo Brazzaville, Democratic Republic of the Congo, Ethiopia, Gabon, Gambia, Ghana, Guinea, Kenya, Liberia, Malawi, Mauritius, Mozambique, Namibia, Nepal, Niger, Nigeria, Rwanda, Sao Tome & Principe, Senegal, Sierra Leone, South Africa, Sri Lanka, Tanzania, Uganda, Zambia and Zimbabwe.

“In several of these countries, there wasn't even a single oncologist. We are proud to be making history in Africa by training the first oncologists and establishing the first cancer care teams in nations such as The Gambia, Sierra Leone, Burundi, Liberia, Guinea Conakry, Central African Republic, Chad, and Niger. Merck Foundation remains committed to transforming the landscape of cancer care across the continent and leading Africa toward a healthier future,” explained Senator Dr. Rasha Kelej.

Africa records around 1.1 million new cases of cancer, resulting in up to 700,000 deaths, every year, as per WHO data. The mortality rate of cancer patients is very high in Africa, as compared to the rest of the world.

“One of the key reasons is also the late diagnosis of the disease. Therefore, these scholarships are very important” added Senator Kelej.

Merck Foundation has also created awareness materials including awareness leaflets and videos on Cancer Prevention and Early Detection.

Dr. Chifundo Kajombo, Merck Foundation Alumni from Malawi shares, “I am privileged to be awarded a scholarship by Merck Foundation to pursue the Surgical Oncology fellowship training program at Tata Memorial Hospital, India. I managed to advance from basic surgical oncology principles to the advanced level. This has helped me improve my understanding of cancer and operative principles. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. I am so proud to share that I have just been awarded the Best Surgeon for 2023 in Malawi. I would not have achieved this feat without Merck Foundation's scholarship. I am very thankful.”

Unlocking Opportunities for a Climate-Resilient Future

The African Development Bank Group (www.AfDB.org) participated in the third edition of the Africa's Green Economy Summit (AGES) (https://apo-opa.co/4izmWCf) in Cape Town, South Africa, from 18 – 21 February, 2025.

The annual Summit, hosted by the African Union, brought together policy makers, stakeholders, private sector and experts who discussed Africa's green transition and the urgent need for increased investment in climate resilience. The conference was held under the theme, “Building a Climate Resilient Africa: Catalysing Investment and Innovation in the Green and Blue Economies”. Discussions over the four days cut across five key areas: climate finance, biodiversity and nature, green reforms, resilient cities and green industrialisation.

With its vast renewable energy potential, abundance of critical minerals essential for the global energy transition, and a growing commitment to climate-smart solutions, Africa is very well placed to lead the way toward sustainable global growth. As it navigates a path towards fully realizing these boundless possibilities, against the backdrop of mounting climate challenges, there is increasing focus on the urgency of resource mobilization.

Dr. Anthony Nyong, Director of Climate Change and Green Growth at the African Development Bank and keynote speaker at the summit's opening ceremony, touched on this in his remarks. Affirming that “Africa has enormous opportunities to lead global efforts to transition to a green economy”, he added that, “To build a climate-resilient Africa, adaptation must be at the heart of our strategies. While global climate finance continues to prioritize mitigation efforts, adaptation remains significantly underfunded, receiving less than 10 percent of total climate finance flows.”

Calling for a tripling of Africa's climate finance flows and green investments, and for the right partnerships to underpin the financing, Nyong concluded that “Together, we can build an Africa that thrives in harmony with nature.”

A “platinum sponsor” for the summit, the Bank featured in a range of activities, discussions and roundtables, consistently demonstrating its leadership role in supporting Africa's countries transition to climate resilience and low carbon development, as articulated in the its Climate Change and Green Growth Framework 2021 – 2030.

Harsen Nyambe, Director of Blue Economy and Sustainable Environment at the African Union, emphasized the summit's role as “a vital link between global capital and sustainable projects on the continent.”

Barbara Buchner, Global Managing Director of Climate Policy Initiative, stressed the critical need for private sector engagement, highlighting that existing funding amounts to only about 23 percent of Africa's estimated climate finance needs, while only 18 percent of the continent's climate finance is from the private sector – a figure “much lower than in other regions.”

Maxwell Gomera, South Africa Resident Representative of the United Nations Development Programme, highlighted another key issue: “We've sent people to the moon, yet we still haven't solved the challenge of clean cooking. This is a business problem.”

“For the African Development Bank, driving green growth in Africa comes with challenges but also significant opportunities. In this regard, AGES presents a unique platform to spotlight Africa as a land of green economic opportunities in a range of sectors such as renewable energy, critical minerals, climate-smart agriculture, green cities, low-carbon and climate-resilient infrastructure, among others,” said Al Hamndou Dorsouma, Manager of Climate and Green Growth at the African Development Bank.

On Tuesday, 18 February, the Bank Group hosted a Masterclass on Carbon Markets in Africa, explored how carbon markets are becoming more stable and attractive for growth, and offering new opportunities for market entry and project development.

By leveraging platforms like AGES, Africa can strengthen partnerships, unlock funding, and implement policies that drive a sustainable and resilient future. With targeted investments and bold commitments, the continent has the potential to lead the way in shaping a low-carbon, climate-smart economy that benefits both its people and the planet.

Abstracts are invited from final year African PhD students and young investigators involved in research related to either of the following topics:

2) Infertility and Reproductive Health

All applicants should be primarily based at African Research Institutes and Universities, although collaboration within Africa as well as outside is also welcome.

Expulsion of SA ambassador to US 'regrettable' - Presidency

The Presidency says it remains committed to building a relationship with the United States of America (USA), despite the "regrettable" recent expulsion of SA Ambassador to the US, Embrahim Rasool.

Rasool was expelled after US Secretary of State, Marco Rubio, took to social media, X, to declare that Rasool was not welcome in the US. 

 “South Africa’s Ambassador to the United States is no longer welcome in our great country. We have nothing to discuss with him and so he is considered persona non grata” [person not welcome] (sic),” Rubio post reads on social media.

In a statement on Saturday, The Presidency noted the regrettable expulsion of Rasool and urged all relevant and impacted stakeholders to maintain the established diplomatic decorum in their engagement with the matter.

“South Africa remains committed to building a mutually beneficial relationship with the United States of America,” the President said. – SAnews.gov.za

The awards were announced by Senator Dr. Rasha Kelej, CEO of Merck Foundation and President of Merck Foundation ‘More Than a Mother' campaign, together with African First Ladies, who are also the Ambassadors of Merck Foundation ‘More Than a Mother' campaign.

Senator Dr. Kelej said, “I feel so elated to announce the winners of Merck Foundation's “More Than a Mother” and “Diabetes and Hypertension” Song Awards in partnership with my dear sisters, African First Ladies, who are also the Ambassadors of “Merck Foundation More Than a Mother”. Songs are a powerful medium for addressing and influencing social and health issues across Africa. This year's entries were exceptional, with lyrics that effectively conveyed impactful messages, sparking meaningful thought and dialogue within communities.”

The theme of “More Than a Mother” Song Awards was to raise awareness on any of the following social issues such as: Breaking Infertility Stigma, Supporting Girl Education, Ending Child Marriage, Ending FGM, Stopping GBV and/or Women Empowerment at all levels and the theme of “Diabetes and Hypertension” Song Awards was to promote a healthy lifestyle and raise awareness about prevention and early detection of Diabetes and Hypertension in the African countries.

Senator Rasha added, “I have always believed that music and art have the power to evoke emotions, which in turn inspire engagement and action. This belief led us to introduce our Song Awards in 2019. To date, we have celebrated close to 50 winners.

Moreover, we have produced over 30 songs and music videos to address many critical and sensitive issues across Africa.”

Government steps in to assist citizens affected by severe weather

Government has called on all citizens to exercise caution in parts of the country that experience severe weather conditions.

This after a national state of disaster was declared in KwaZulu-Natal, where heavy downpours have battered the coastal province – leaving at least nine dead, infrastructure and housing destroyed and people displaced.

During a post-Cabinet media briefing on Thursday in Cape Town, Minister in the Presidency Khumbudzo Ntshavheni urged residents to exercise caution.

“Cabinet calls on all South Africans to exercise extreme caution whenever there is inclement weather. Heavy rain poses a risk of localised flooding, particularly in low-lying areas, bridges and roads.

“In cases of heavy rains, communities are urged to avoid flooded roads and to monitor news broadcasts, radio bulletins, and government official social media pages for real-time updates and alerts,” she said.

The Minister also assured those impacted by the severe weather that government is stepping in to assist.

“The impact of severe weather conditions in KwaZulu-Natal has led to a national state of disaster being declared - to allow the provincial Department of Corporate Governance and Traditional Affairs (CoGTA) to mobilise all organs of State to augment support measures, limiting the impact of the disaster on communities.

“Government continues to provide flood victims with assistance and the Department of Human Settlements has allocated R100 million to KwaZulu-Natal to assist managing the flood aftermath,” Ntshavheni said. – SAnews.gov.za

IEC CEO calls for responsible, inclusive approach to e-voting in South Africa

The Electoral Commission of South Africa (IEC) Chief Executive Officer, Sy Mamabolo, has underscored the need for a responsible and inclusive approach to adopting new voting technologies.

The CEO was delivering remarks at the e-Voting Conference in Cape Town on Monday. The IEC is hosting a groundbreaking national dialogue on the future of voting in South Africa from 10 - 12 March 2025, at the Cape Town International Convention Centre.

This three-day conference will launch South Africa's first Green Paper on e-Voting, bringing together voices from across society to shape how South Africans might vote in future elections.

“While digitalisation is becoming more prevalent in our daily lives, we must acknowledge that some portions of our country continue to have limited access to broadband connectivity, particularly in rural areas. In our discussion here, let us not be oblivious that a significant number of South Africans still have limited access to technology. 

“Having said so, it is evident that the adoption of new technologies is apposite and necessary. We cannot be oblivious to the ever-present force that drives innovation and exposes us to new possibilities,” Mamabolo said. 

The conference, which seeks to shape public policy on e-voting, comes at a time when South Africa is undergoing a digital transformation across various sectors. The Vision 2030 roadmap of South Africa emphasises incorporating technology into business, education and governance. 

The country's burgeoning digital ecosystem is distinguished by developments in technology infrastructure driven by public and private sector partnerships. 

Mamabolo said the rapid growth of data analytics, artificial intelligence and digital infrastructure has transformed how most industries do business today and how ordinary folk converse. 

Global and African E-Voting Experiences

The CEO highlighted that countries such as Estonia, Switzerland, Brazil and India have implemented or tested e-voting systems, while others have paused or abandoned such initiatives due to concerns related to security, costs and reliability. 

In Africa, Namibia and the Democratic Republic of Congo have explored e-voting, but challenges have hindered widespread implementation.

Mamabolo noted that some of the common delays or factors halting the implementation of e-voting in many countries are largely related to security concerns and affordability. 

As a result, many countries have focused on digitalising aspects of the voting process (such as registration or information access) rather than implementing full-scale electronic voting systems and related technologies for their elections. 

“As much as the prospects for experimenting with e-voting systems and technologies can be exciting, we must also approach it with open minds and a sense of responsibility. 

“At the forefront of these challenges are questions of security and trust. We remain committed to our mandate to deliver uncompromised elections with utmost integrity, impartiality and accountability,” he said. 

Addressing security concerns and digital divide

Mamabolo further stressed that in an era where cyber threats are increasingly prevalent, ensuring the safety and security of an electronic voting system is paramount. 

“We must build systems that are resilient, secure, and able to withstand the threats of today and the future,” he said. 

Moreover, he urged that the digital divide must be urgently addressed. 

“As we indicate, South Africa is a country with varying levels of technological access. While urban areas may have reliable internet and a high rate of technological literacy, rural communities, and impoverished areas still face significant barriers to digital inclusion,” the CEO said. 

IEC's Preparedness and Public Engagement

The IEC has already integrated technology into its processes through initiatives such as an online voter registration system, which allows citizens to register or update their details remotely. 

“The Electoral Commission is already ahead of the curve when it comes to embracing the advent of technology. The Commission has implemented an online voter registration system that enables new voters to register and existing voters to update or alter their registration from the comfort of their own homes or anywhere. This online registration portal is not constrained by time and space,” the CEO said. 

The commission believes that engaging with the public and key stakeholders is essential to ensuring that any transition to e-voting is both transparent and widely accepted.

“As the Commission, we encourage conversations, discussions, and lively debates among South Africans from all walks of life on this matter, as we have seen happening in some social media platforms recently. Such national conversation is essential because elections are a public enterprise that belong to all citizens of our country,” he said. 

Prior work conducted on e-voting

As part of its commitment to facilitating informed decision-making, Mamabolo said the Commission always had e-voting in its line of sight, with electronic voting discussions having commenced back in 2013. 

The Electoral Commission has carried out several investigations into this subject, aiming to learn from the global experiences of countries that have either successfully or unsuccessfully tried to implement e-voting. 

It has explored issues such as available technologies, costs, security/reliability, public trust, existing tech infrastructure in SA and policy options, among others. 

It has identified the need for thorough public dialogue/discussions on the feasibility/potential benefits and risks. 

The IEC has compiled a Discussion Document based on findings from its 2023 research study on electronic voting, which explored prospects and potential challenges for e-voting in SA.

“The way forward for e-voting to be a viable solution [is that] it must be accessible to all South Africans regardless of their location or socio-economic status. That is why our discussions here must be comprehensive, aiming to address all blind spots and ultimately provide fit-for-purpose solutions for all South Africans,” Mamabolo said. 

Looking ahead

The IEC has not yet determined whether e-voting will be proposed to Parliament but aims to lead a comprehensive discussion on its feasibility. 

To this end, the commission will launch a series of nationwide workshops and public consultations, gathering insights from citizens and stakeholders. Mamabolo said the feedback will be used to refine the Discussion Document, which could eventually inform a National Green Paper on e-voting.

South Africans are encouraged to participate in the conversation through various platforms, including email submissions, social media engagements, and public discussions.

Commission opens dialogue on viability of electronic voting in SA

The Electoral Commission is expected to start a public conversation about the prospect of electronic voting, or e-voting, during South African elections. 

To launch the public debate and discussion on the subject, the commission will host a three-day e-voting conference in Cape Town from 10-12 March 2024. 

This conference will serve as a pivotal platform for initiating a public conversation about the possibility of introducing electronic voting sometime in the future. 

The conference is based on research commissioned by the Commission and undertaken by the Human Sciences Research Council (HSRC). 

The research study produced a discussion document which navigates all crucial aspects related to electronic voting and implications for South Africa. The discussion document will be launched at the conference. 

The key components of the discussion documents include the following: 

• A country review of electronic voting including those countries currently using poll-site technologies as well as those who use internet voting. This includes countries that introduced electronic voting but subsequently abandoned it.

• Key insights from the legislative review indicate that in the event electronic voting is adopted then there would a necessity for legislative amendments. 

• Lessons from two roundtables, which were conducted with academics and representatives of blind persons.

• Lessons from key informant interviews that were conducted with civil society organisations and election management bodies.

• Views which were solicited through a public opinion survey.

• An overall outline of the findings of the studies conducted.

IEC CEO Sy Mamabolo said the conference will serve as a significant opportunity for South Africans to shape the future of voting in the digital world. 

“It is part of the statutory purview of the commission to conduct research with a view to improving the quality of elections. We must investigate new approaches to improve the electoral process, voter experience, accessibility and enable cost savings," Mamabolo said.

“Some of the research findings indicate that there is no common understanding of what e-voting entails. This conference aims not only to reflect on possibilities for implementing e-voting but also to drive common understanding and knowledge of the subject among South Africans. 

“We encourage further conversations and lively debates among South Africans from all walks of life as we have seen happening in some social media platforms recently,” he said. 

The conference will bring together political parties, members of the Portfolio Committee on Home Affairs, corporates in the ICT sphere, government officials, research and development institutions. 

Representatives of some countries which have implemented electronic voting are also confirmed for participation in this conference. This includes Estonia, the Democratic Republic of the Congo and Namibia.

Telecommunications and network connectivity service providers will share current and future developments in the digital ecosystem space. 

Furthermore, the conference will include an expo where technology companies will display and demonstrate some of the available e-voting technologies and provide participants with a sense of how these technologies can be intuitively operated. 

After the launch of the discussion document at the conference, it will be posted on the Electoral Commission digital platforms including on the website. – SAnews.gov.za

Video of bullying incident at Nqabakazulu High School condemned

The KwaZulu-Natal Department of Education has condemned a video circulating on social media showing an alleged incident of bullying at Nqabakazulu High School in KwaMashu, north of Durban.

In the video, a learner is seen physically attacking another learner inside the school’s toilet over gossiping allegations.

KwaZulu-Natal MEC for Education, Sipho Hlomuka, has expressed his deep concern over the incident and strongly condemned any form of bullying or violence in schools.

"Bullying as a whole is completely unacceptable and will not be tolerated in our schools. We, as a department, are committed to ensuring that all learners feel safe and protected within the school environment,” Hlomuka said.

Montana weather event confirmed as a landspout

Analysis of the recent destructive weather event in Montana, north of Pretoria, has been confirmed as a landspout and not a tornado.

This as the South African Weather Service (SAWS) conducted a thorough analysis of the destructive weather event that took place on Tuesday, 18 February.

“Following the analysis, which included visits to the site of the event and a close study of high-resolution satellite images of the event, among other things, the SAWS has concluded that the event was, in fact, a landspout as opposed to a tornado,” the weather service said on Friday.

In its statement it explained that a landspout develops over land and is generally smaller and weaker. A tornado, on the other hand, is a violent rotating column of air that extends from a thunderstorm and measures less than a few hundred meters in diameter although some are larger than 1 km.

“Tornadoes and landspouts are two small-sized events that the SAWS is working tirelessly to nowcast for the benefit of the public. Unlike with other weather conditions, signs of the potential development of a tornado are very evasive, particularly for landspouts,” it explained.

However, there has been an instance where the SAWS issued a tornado warning before its formation (on Saturday, 30 December 2017) albeit four minutes before it struck.

“Both tornadoes and landspouts have a similar appearance, but their development mechanisms and strengths differ. It is for this reason that the SAWS conducted a thorough analysis across Montana after which it was concluded that the event was a landspout.”

The landspout developed shortly before 5pm local time and affected a short stretch to the busy Sefako Makgato Drive. 

From there, it uprooted trees and remained on the one side of the main road. Eyewitnesses estimated that this landspout took less than five minutes before lifting and disappearing. 

The trace of its weakened phase was noted towards Zambezi where only tree branches were broken off with a zigzagging motion to the right side and back to the left of the main road. 

Here, carport awnings and more roof sheeting were broken, twisted and lofted into the air.

“It is miraculous that, to date, no reports of deaths or injuries have been received.

“The landspout was rated as an EF0 according to the Enhanced Fujita (EF) scale for tornado intensity, which is in use internationally. An EF0 event is generally associated with light or minor damage and corresponds to estimated wind speeds of the order of 90 to 130 kmh,” SAWS said.

At the time of the incident, the SAWS had an Orange Level 5 Impact-Based weather warning in place over Gauteng and adjacent provinces for disruptive rainfall and/or localised flooding. 

Action to be taken when either a landspout or tornado strike:

•    Where possible, quickly get out of the zone to which two thunderclouds are moving. Community members at the sudden start of a tornado or landspout may be caught by surprise, but each next minute should be used effectively.
•    Do not use a tree as shelter when it is positioned in the path of a tornado or landspout.
•    Loud sounds associated with tornadic impacts should quickly be used to scan the direction of clouds some distance away from the tornado / landspout. Thereafter, move out of the path of this event before moving opposite the main direction of clouds. Then find refuge.
•    When indoors in a formal house, remain in a small room such the bathroom.
•    To minimise impact for the shack dwellers, use the inside of small-sized furniture such as a sided wardrobe.

The SAWS said such action validates the saying “save one life, safe the world”. 

Situational awareness creates a smooth and continuous defence against potential weather hazards, and it forms part and parcel of the Early Warning for All (EW4All) initiative. 

The EW4All was introduced by the United Nations to ensure that everyone on earth is protected from hazardous weather, water, or climate events through lifesaving Early Warning Systems by the end of 2027.

“The public can be rest assured that SAWS, as mandated by the SAWS Act (Act 8 of 2001), will continue to monitor and assess developing weather systems and endeavour to issue weather-related Impact Based Early Warnings in a timely manner,” it said.

Such early warnings are routinely disseminated via mainstream news platforms such as radio, television, printed media as well as the SAWS website www.weathersa.co.za .

Government continues working for the people, despite Budget postponement 

President Cyril Ramaphosa says the events of last week present an opportunity to raise the level of understanding among South Africans around the budget and what it means for them.

This as the annual Budget Speech by the Minister of Finance was postponed last week for the first time in the nation’s democratic history. 

“As GNU [Government of National Unity] partners, we will continue working for the South African people. As we have done in the past to overcome differences, we will once again find one another. 

“The considerable public interest around the Budget Speech, including from young people and on social media platforms, was greatly encouraging. It is our hope that this sparks a necessary national conversation on how we will fund our national priorities and the trade-offs that will need to be made,” the President said in his weekly newsletter on Monday.

Cabinet decided to postpone the presentation of the budget to allow further discussion on areas of disagreement among parties in the GNU. The budget will now be tabled in Parliament on 12 March 2025.

“The last-minute postponement was unfortunate. It gave rise to concern and uncertainty among South Africans, investors and the financial markets, who look to the Budget for important signals about the state and direction of our economy,” the President said. 

He further highlighted that the budget reflects government’s choices and priorities for the country’s development. 

“Decisions on how to spend public funds have implications for every South African. It is therefore essential that the concerns raised by different parties around the budget are properly addressed, in the interests of accountability, transparency and consensus-building,” he said. 

President Ramaphosa noted that this is the first time that the budget is being presented by the Government of National Unity. He said that it is understandable that this new arrangement would require a different approach in some respects. 
He told the nation that the process of forging agreement among the political parties in the GNU is still work in progress.

“Disagreements, contradictions and policy divergence are inherent in governments made up of several political parties. 

“It has been more than six months since the formation of the GNU. Despite disagreement between parties on a range of matters, the centre holds. It is a sign of a healthy and robust democracy that such differences may emerge from time to time and be ventilated in public. 

“Such differences don’t mean that the GNU is in crisis. It means that democracy is working. A Government of National Unity by definition infers consensus-building. No one party can impose its will. There needs to be thorough deliberation and meaningful engagement,” the President explained.

Public confidence

He added that the decision to postpone the Budget Speech and to continue discussions should engender public confidence in the GNU. It should reassure citizens that despite differences of opinion, government is pulling in the same direction. 

He further added that the reality is that government strives to implement national priorities in a context of slow growth, limited revenue, high unemployment and a large social wage. The state is simply not able to fund every priority and ambition. 

The President emphasised that the critical issue of the public purse must be a subject of discussion and debate not just among political parties, but among all South Africans who aspire to lead lives of dignity. 

“The social contract between government and the citizenry relies heavily on accountability and transparency. These have been features of our budgetary process since the advent of democracy. 

“The formation of the GNU was the result of the desire by the South African people that political parties work together to move the country forward. 

“As we continue to do so, we are adapting and strengthening our existing frameworks for cooperation, partnership and building consensus. We are learning, we are adjusting to new circumstances and we are moving forward,” the President said. – SAnews.gov.za

The Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa and Eskom will provide an update on the status of South Africa’s electricity generation performance at a briefing this morning.

Sunday’s briefing follows an announcement by Eskom that it has implemented Stage 6 load shedding.

“Eskom regrets to announce that Stage 6 load shedding was implemented at 1:30am due to multiple unit trips at Camden Power Station and will continue until further notice.

“This measure followed the implementation of Stage 3, necessitated by multiple unit trips at Majuba Power Station and a unit trip at Medupi that resulted in a loss of 3 864 MW in generation capacity, while planned maintenance accounted for 7 506 MW,” the power utility said in social media post.

In Sunday’s social media post on X, Eskom said Stage 6 load shedding was necessary to “replenish emergency reserves and prepare for the week ahead.”

On Saturday, the power utility implemented Stage 3 load shedding. 

“Following over 20 days of uninterrupted electricity supply, Eskom has encountered another temporary setback. As a result, Stage 3 load shedding will be implemented from today at 17:30 until further notice,” it said at the time.

Department clarifies status of commercial abalone fishing sector

The Department of Forestry, Fisheries and the Environment has sought to clear up any misunderstandings regarding the status of the commercial abalone fishing sector and the sector’s future after misinformation spread via social media.

“Any proposed options for the future of the abalone fishery, including whether or not to split and/or classify abalone as a small-scale resource, will first involve a meaningful public participation process prior to any final decision being taken,” the department said on Wednesday.

In 2004, long-term rights in the commercial abalone fishing sector were allocated to 304 successful applicants for a period of ten years. 

These rights expired on 30 July 2014 and reverted to the state. 

“During the 2015/2016 Fishing Rights Allocation Process, applications were invited for commercial fishing rights in various commercial fishing sectors, including abalone. 

“However, the process was not concluded. Since then, and to date, the previous abalone right holders have been granted yearly exemptions from the requirement to obtain a fishing right in terms of the Marine Living Resources Act, 1998 (MLRA). 

“Accordingly, and on condition these previous right holders obtained permits, they have been allowed to continue to operate in the sector for the past 10 years,” the department said.

Between 2020 to 2024 the department found evidence that 10 exemption holders were wilfully and intentionally transgressing the MLRA.

Upon the conclusion of an administrative enforcement process, the exemptions in respect of these 10 fishers were revoked and no further permits have been issued to the non-complaint group.

“During 2024, it further came to the department’s attention that the majority of the exemption holders in the abalone sector were transgressing the MLRA. A verification process was conducted and finalised in December 2024. 

“As a result of this process, 179 previous right holders are suspected of having committed serious offences in terms of the MLRA. These fishers will not be issued with a further exemption until the criminal investigations have been finalised and only then their right of access will be reconsidered,” the department said.

While the sector was operating, on 23 October 2020, the then-Minister of Forestry, Fisheries and the Environment, invited the public to comment on the proposed resource split between local commercial and small-scale fishing in the traditional linefish, squid and abalone fishing sectors in terms of section 14(2) of the MLRA. 

Only a few comments were received and since then, the department has been having discussions with various stakeholders to consider the future of the management of the abalone sector as a result of changes that have broadly been happening in the fishing sector. 

“It is for these reasons that the department is considering reopening the consultation process. No decision has been taken in this regard. Each and every affected person will be provided with an opportunity to object to or otherwise provide comment on any future proposal and the comments will comprehensively be considered by the department prior to any final decision being taken,” the department said. -SAnews.gov.za

Hlabisa calls for caution as heavy rains wreak havoc throughout SA

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has urged all South Africans to remain vigilant as heavy rains continue to fall in various parts of the country. 

The South African Weather Service (SAWS) has issued warnings of persistent heavy showers since the weekend, impacting the North West, Gauteng, the northern Free State, the highveld areas of Mpumalanga, and southwestern Limpopo.

Rainfall accumulations of 20 to 50mm are expected, with cooler daytime temperatures prevailing in these regions.

“The continued rainfall poses a risk of localised flooding, particularly in low-lying areas, bridges, and roads,” the department warned. 

Reports indicate that numerous residences and businesses in the southern area of Durban experienced flooding on Thursday due to intense rainfall, with the province already reporting fatalities. 

This follows the South African Weather Service issuing of a level 5 orange warning for significant rainfall in KwaZulu-Natal earlier this week. 

In the North West province, heavy rainfall has led to the closure of schools, while flooding has occurred in various locations in Gauteng, including Soweto and Centurion. 

Hlabisa has emphasised the necessity of exercising caution as disaster response teams remain on high alert, ready to offer emergency assistance as required.

Meanwhile, according to the department, the National Disaster Management Centre (NDMC) is actively monitoring the situation and coordinating response efforts with provincial and local authorities to ensure a swift and effective response to any emergencies. 

Community members are encouraged to quickly report any emergencies and to help those who might need extra support, such as the elderly and children, to stay safe. 

The department also urged everyone to keep an eye on news reports, radio updates, and official social media pages for the latest information and alerts.

“While our dedicated teams are on high alert, the first line of defence is always preparedness. We urge South Africans to not take risks, avoid flooded roads, stay informed, and follow official warnings. The safety of all South Africans during this time remains a priority,” said Hlabisa.

Additionally, Minister Hlabisa encourages all communities to delay their trips to areas with heavy rains if those trips are not urgent and can be delayed for safety purposes.

Gauteng Legislature bemoans night club incident

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety, has called on law enforcement agencies to ensure those responsible for the inhumane treatment of patrons at ZanZou nightclub in Pretoria, are swiftly apprehended and brought to justice.

The committee strongly condemned the shocking videos circulating on social media, which depict the alleged brutal and barbaric handling of patrons perpetrated at Zanzou nightclub.

Committee Chairperson, Bandile Masuku said the incident is a grave violation of human rights and an abuse of the dignity of the individuals involved.

“The committee is deeply concerned by the inhumane treatment of the patrons, which is completely unacceptable and must be condemned in the strongest terms. This incident serves as a painful reminder of our apartheid past, where Black men and women were subjected to torture and dehumanisation at the hands of the racist apartheid security forces.

“We cannot allow such atrocities to be repeated in a free and democratic South Africa. Such actions have no place in a democratic society that is founded on the principles of human dignity, equality, and the rule of law,” Masuku said in a statement on Tuesday.

The committee has called on Gauteng South African Police Service (SAPS) Provincial Commissioner, Lieutenant-General Tommy Mthombeni and all relevant law enforcement agencies, to ensure those responsible are swiftly apprehended and held accountable.
The committee also called for a comprehensive investigation into allegations that there might have been some form of police complicity in concealing and not acting appropriately in dealing with such violations.

The committee further called for the immediate closure of ZanZou nightclub and other establishments known to endanger the safety and rights of their patrons.

“No individual or entity should be allowed to violate the rights of others in such a manner, and those responsible must face the full might of the law. The committee has already written to the Provincial Police Commissioner to request a detailed status report on the investigation into this matter.

“We will continue to monitor developments closely to ensure that justice is served, and that such incidents are prevented in the future,” Masuku said. 

Masuku’s comments come as the SAPS has launched a manhunt for at least eight foreign national suspects in connection with the incident that is making the rounds on social media platforms.

This as video clips of the incident have been circulating on social media.

Masuku reiterated the committee’s commitment to upholding the principles of community safety, warning that it will take any necessary actions to ensure accountability.

“The Portfolio Committee on Community Safety stands in solidarity with the victims of this incident and urges anyone with information that could assist in the investigation to come forward and report to the relevant authorities. Together, we must work towards a society where the rights and dignity of every individual are respected and protected.

Meanwhile, the Department of Justice and Constitutional Development has condemned the incident.

Police launch manhunt following Pretoria night club incident

The South African Police Service (SAPS) has launched a manhunt for at least eight foreign national suspects in connection with a Pretoria night club incident that is making the rounds on social media platforms.

This as video clips of the incident have been circulating on social media.

In a statement on Tuesday, the SAPS said that its Family Violence, Child Protection and Sexual Investigations (FCS) unit had taken over investigations into the incident.

The FCS unit is responsible for the investigation of sexual related offences.

“The main charges that are being investigated by the SAPS are the following: compelled rape, assault, crimen injuria, intimidation and kidnapping. Following a call by the SAPS for victims to come forward, the SAPS confirms that only three victims aged 20, 21 and 22 reported at the Brooklyn police station on Monday evening. 

“According to the victims, the[re] were a group of five friends who were subjected to the abuse. Police are confident that the other two victims will be traced and their statements will also be included in the docket,” said the SAPS. 

The victims allege that the incident happened in January 2023 wherein a dispute arose between the five friends, bouncers and manager of the night club.

The bouncers and manager allegedly forced the five victims into a storeroom and began assaulting them, instructed them to insert alcohol bottles into their private parts and forced them to perform sexual acts on themselves.

“Police are also calling on a man who claims to be a former bouncer of the night club who goes by the name of Pablo on social media to also come forward to assist police investigations. Pablo has made numerous allegations and police are of the view that he would be instrumental in assisting police to solve this case,” said the SAPS.

Meanwhile in statement posted to social media platform X on Monday, Zanzou management said it was aware of the circulation of “disturbing historical videos which depicts security personnel employing excessive and violent force in response to incidents of phone theft by the individuals therein".

“At the time when management became aware of these practices, an immediate investigation was conducted which resulted in the immediate halting of such as well as the dismissal of security personnel responsible for the perpetration thereof, in line with our commitment to ensuing a safe and secure environment,” it said.

The night club said it remained steadfast in its dedication to the safety and well-being of its patrons.

“We are fully prepared to cooperate with law enforcement authorities in any investigations related to his matter,” it said.

The National Commissioner of the SAPS, General Fannie Masemola has commended the Provincial Commissioner of Gauteng, Lieutenant General Tommy Mthombeni and his team for the speed in which they have attended to the case. 

“General Masemola is satisfied with the level of response and assures the victims that police will ensure a thorough investigation is conducted to ensure perpetrators are brought to book,” said the SAPS.

The police also called on those who have knowledge of the whereabouts of the suspects to report to the Brooklyn police station or call the Crime Stop Hotline number on 0860010111. Those with smart phones are encouraged to download the MYSAPS app to share information. “Those reporting are reminded that they may remain anonymous,” said the police. -SAnews.gov.za

These awards celebrate their significant contributions to research, particularly highlighting the efforts of African women researchers, who remain underrepresented in this field. Through the MARS Awards, our mission is to empower young researchers in Africa and to specifically encourage and support women researchers by enhancing their research capabilities and promoting their vital roles in STEM (Science, Technology, Engineering, and Mathematics).”

The winners of ‘Best African Women Researchers Awards' and ‘Best Young African Researcher Awards' will be enrolled into research training at a premier research institute in India.

Merck Foundation Africa Research Summit - MARS 2025 will have scientific support from African Union Scientific-Technical and Research Commission (AU-STRC); African Reproductive Care Society (ARCS), and Manipal Academy of Higher Education (MAHE).

Abstracts are invited from final year African PhD students and young investigators involved in research related to either of the following topics:

1) Women's Health

2) Infertility and Reproductive Health

All applicants should be primarily based at African Research Institutes and Universities, although collaboration within Africa as well as outside is also welcome.

Hammaskraal water declared safe for consumption

Drinking water in Hammanskraal has been declared safe for consumption, following concerns over water quality in the area.

In response to the concerns raised in media reports, an urgent meeting was convened by Water and Sanitation Deputy Minister David Mahlobo, City of Tshwane Mayor Nasiphi Moya, and Magalies Water. The meeting, held last Friday, addressed a temporary water supply disruption that caused brief turbidity in the drinking water.

“The meeting confirmed that the water is now safe to drink. It was agreed that officials from the City and Magalies Water would meet weekly to ensure proper coordination and timeous, and clear communication to the public regarding any water supply disruptions,” the Department of Water and Sanitation (DWS) said in a statement on Saturday.

The department confirmed that Magalies Water experienced a power failure at its Klipdrift Water Treatment Works on Tuesday, 4 February 2025, following a severe storm that damaged the mini-substation supplying electricity to the facility.

The storm caused severe damage to the substation, necessitating the procurement, installation, and commissioning of a new mini-substation.

Magalies Water successfully completed the installation and commissioning process by Saturday, 8 February 2025. 

After the electricity supply was restored, the plant was promptly restarted, ensuring the resumption of normal water treatment operations.

Due to downtime of the water treatment plant caused by the damage to the electricity substation, the department noted that the reservoirs and reticulation system were empty and dry for a considerable amount of time.

The downtown affected a number of areas, including Mandela Village, Marokolong, Ramotse, Kekana Gardens (Steve Bikoville), Kudube Unit 9, Babelegi Industrial and Bridgeview informal settlement.

The department added that when the system was restarted on 8 February 2025, it took time to recover, and the City of Tshwane and Magalies Water had to conduct testing and flushing of the system to get air out of the supply pipelines.
Water quality in the system is monitored continuously.

However, on 11 February 2025, it was discovered that there was some turbidity in the water, which could have been caused by settled sediments due to the system been dry for a period of time.

The department said all other parameters, apart from turbidity, complied with the South African National Standards (SANS) 241:2015 drinking water quality standard.

“Subsequent tests and further flushing of the distribution system were conducted on 13 February, and the results indicated that there was no non-compliance on any water quality parameters. The water in the system continues to be compliant to SANS 241:2015 and safe for human consumption.

“Magalies Water’s highly advanced ISO/IEC [International Organisation for Standardisation and the International Electrotechnical Commission] 17025:2017 accredited Scientific Services Laboratory and its staff continuously monitor water quality in the system. Rigorous monitoring protocols are implemented and informed by a risk-based approach that adheres to regulatory frameworks,” the department explained.

The City of Tshwane and Magalies Water, supported by Water and Sanitation, will continue to take samples and assess water quality in Hammanskraal, and the City of Tshwane will also continue to provide updates to residents accordingly.

“Residents are advised to avoid relying on misinformation from social media, which is often unverified and to make use of official notifications published by the City of Tshwane,” the department said. -SAnews.gov.za
