Location: News
Energy Capital & Power

A dynamic panel discussion on the second day of the Critical Minerals Africa (CMA) 2023 summit will explore the current landscape for investing in Africa's critical minerals sector, as the global energy transition, geopolitical considerations and supply chain disruptions continue to impact the development of new projects.

Under the theme, Investing in African Critical Minerals and Rare Earths Projects Today, the panel will address the challenges, opportunities and strategies associated with investing in Africa's critical minerals – and specifically, the Rare Earth Elements (REE) – sector, providing unparalleled insights into the region's resource potential and its role in meeting rising demand for these essential resources.

Panelists include Jude Kearney, Chair of the Sub-Saharan Africa Committee for the Export-Import Bank of the United States and Managing Partner of ASAFO & Co., US Office; Lloyd Pengilly, Chairman of Qora Capital, South Africa; Patricia Rodrigues, Associate Director at Control Risks; Nick Mitchell, Chief Operating Officer of Renergen; Jonathan Veeran, Partner at Webber Wentzel, South Africa; and Petur Georgesson, Founder and CEO of Technology Metals Market. The panel will be moderated by Olivier Barbeau, Managing Partner and EMR Leader for Africa at Moore Global.

Uniting multi-sectoral expertise from financiers, project developers, consultants and trading platforms, the panel will discuss forecast shifts in critical minerals supply and demand curves between now and 2050, identify the most interesting critical minerals projects taking place on the continent and evaluate how these projects have been able to progress through various stages of development to generate returns for investors.

Panelists will also examine the role of partnerships among governments, companies and local communities in ensuring successful and responsible investments in the sector, as well as fiscal and policy incentives conducive to attracting and retaining investments in the sector.

The Critical Minerals Africa 2023 summit on October 17-19 serves to position Africa as the primary investment destination for critical minerals. Western Cape launches innovative Export Certificate Office Scheme (ECOS)

Republic Of South Africa: Western Cape Provincial Government

The Western Cape Department of Agriculture's Veterinary Services recently launched its innovative Export Certificate Office System (ECOS). The launch coincided with the Western Cape's inaugural Veterinary Week, which focused on state veterinary services' role in the agriculture sector. One such role is export facilitation.

Dr Vincent Henwood, Western Cape Department Head of the Veterinary Export Certification Office, explained that ECOS is an online electronic system which seeks to ensure compliance in South Africa's food and animal products industry.

Dr Henwood said, “The platform provides permit templates aligned with importing countries' import permits, streamlining the export process, and ensuring compliance with international standards. ECOS enables tracking of products, including animal-derived ones, back to their source farms, thus ensuring transparency throughout the supply chain.”

Speaking at the launch, the Western Cape Minister of Agriculture, Dr Ivan Meyer, welcomed ECOS as an innovative platform which focused on improving the Western Cape Government's services to our customers.

Minister Meyer said, “ECOS provides the customer with a 24-hour export facilitation service which reduces the export certificate application process from days to minutes. The Western Cape currently exports 55% of South Africa's primary agricultural products. ECOS will also assist in increasing these exports to at least 60%. Exports contribute to foreign exchange earnings and a 5% increase in exports will lead to approximately 22 000 new jobs in the sector.”

“Due to the location and history of South Africa, we have an extremely diverse set of products, factories, and processes.  We also have a complex food and export legislative system with different authorities (6 religious, state, and authorised signatories). This creates the possibility for synergies between authorities as they are often working on similar products and in the same locations,” continued Minister Meyer.

“In light of our endemic diseases, our rich diversity of wildlife, and our animal health system we need to have a systems approach to disease (human and animal) risk mitigation and international trade in animal products. Due to the many role-players communication and coordination is key. This is challenging in a resource-constrained environment. ECOS can help to coordinate communication and increase cooperation at food processing establishments between authorities,” added Minister Meyer.

Heidi Fourie from La Montanara (Pty) Ltd, a cheese factory in Ashton, has already been using the ECOS.

Heidi Fourie said,” As a small dairy business we do not have time to struggle to complete the significant paperwork that accompanies an export certificate application. The wait often negatively impacts product shelf life and quality. ECOS has changed this. While uploading my company's profile onto the ECOS platform was initially time-consuming, it now takes approximately five minutes to get an export certificate approved.”

Minister Meyer remarked: “We appreciate the feedback from our clients in the Western Cape, which has been invaluable in refining ECOS. Their feedback and support are crucial as we work together to revolutionize compliance, traceability, and export control in South Africa's food and animal products industry.”

Commenting on the future of ECOS, Minister Meyer said that with the support of the National Department of Agriculture, Land Reform and Rural Development, ECOS should and could be rolled out nationally.

Minister Meyer said, “This will create a comprehensive system that ensures the traceability and compliance of all relevant products on a national scale. It will also greatly enhance the smooth movement of products and reduce the administrative burden and access to veterinary certification to rural producers.”

This year's Veterinary Week ended with a visit to the Department's Veterinary Export Certification Office in Milnerton and the Spar, one of the Veterinary Export Certification Office's biggest clients, Western Cape Distribution Centre in Philippi.

Nzimande visits Japan to strengthen hydrogen economy cooperation

Nzimande visits Japan to strengthen hydrogen economy cooperation

The Minister of Higher Education, Science and Innovation, Dr Blade Nzimande, is leading a delegation to Tokyo, Japan, as part of efforts to build a hydrogen economy in South Africa.

The engagements will profile the work of the Department of Science and Innovation (DSI) in hydrogen energy, and promote collaboration, investment and innovation in support of the deployment of hydrogen at scale, as envisaged in the Hydrogen Society Roadmap for South Africa.

The roadmap, launched by the DSI in 2022, is a national coordinating framework to facilitate the integration of hydrogen-related technologies in various sectors of the South African economy, a vital part of stimulating economic growth, in line with the Economic Reconstruction and Recovery Plan.

“Establishing a manufacturing sector for hydrogen products and components is one of the roadmap's key outcomes,” the department said.

The engagements kick-started on Monday, 25 September, with Minister Nzimande and the delegation participating in the Tokyo GX Week Plenary Session.

The GX Plenary is hosted by Japan's Minister of Economy, Trade and Industry (METI), Yasutoshi Nishimura, as part of the Tokyo GX Week 2023.

Tokyo GX Week, according to the DSI, aims to accelerate efforts towards net zero emissions.

“The programme of international meetings related to energy and the environment aims to achieve green transformation (GX), moving countries away from fossil fuel-dependent economic, social and industrial structures, towards clean energy that will lead to economic growth and development, as well as reduced greenhouse gas emissions.”

The Minister will also address the 6th Hydrogen Energy Ministerial Meeting, which will be attended by Ministers and world leaders in the energy and environment fields in both the private and the public sectors.

Today, the DSI will host a South Africa-Japan workshop with the Japan External Trade Organisation.

The aim of the workshop, the department said, is for South African and Japanese entities to discuss putting together a large-scale demonstration project on hydrogen.

“Minister Nzimande and Mr Nishimura are expected to sign a memorandum of cooperation between the DSI and METI to facilitate cooperation on developing a sustainable and affordable hydrogen and ammonia supply chain.”

“The two countries have a shared recognition that this is key to achieving net zero emissions,” said the DSI.

South Africa and Japan have a longstanding relationship and common interests in science, technology and innovation (STI).

Bilateral cooperation in STI between the two countries has been growing steadily since the agreement on STI in 2003.

SARS confirms vessels detained over fuel bunkering supply chain

SARS confirms vessels detained over fuel bunkering supply chain

The South African Revenue Service (SARS) has confirmed the detention of several vessels involved in the fuel bunkering supply chain.

Responding to a media report concerning the detention of five bunker barges at the Algoa Bay anchorage by Port Elizabeth, over alleged illegal bunker operations, SARS Commissioner Edward Kieswetter said from 2016 SARS has been engaging with the fuel industry to encourage compliance with the legislation concerning the importation, the trading in and other operational activities of vessels engaged in the supply of fuel.

Alongside these engagements, Kieswetter said, SARS has also been conducting investigations around compliance in fuel bunkering, and the detention of the vessels mentioned in the media article is part of the ongoing investigation.

Kieswetter confirmed that several vessels were detained in terms of the Customs and Excise Act, 91 of 1964, and this was done in the normal course of investigating whether the provisions of the Act have been contravened.

He said SARS is of the view that the detention is lawful and as the investigation is ongoing, “no decision to seize such vessels has been taken”.

“SARS is obliged to administer the law fairly, without fear, favour or prejudice and to conduct investigations in a responsible manner, in accordance with fair procedure. SARS has no interest in jeopardising economic growth or of contributing to the problem of unemployment, poverty and inequality,” Kieswetter said in a statement.

The Commissioner implored taxpayers and traders to comply with their tax and customs obligations, warning that SARS will not hesitate to act firmly and robustly to ensure that “non-compliance is hard and costly for those that wilfully and intentionally ignore their obligations”.

“The clarion call to all taxpayers and traders is - comply or face the consequences,” Kieswetter warned. – SAnews.gov.za

BENTELER expansion a boost for automotive manufacturing industry

BENTELER expansion a boost for automotive manufacturing industry

Trade, Industry and Competition Minister, Ebrahim Patel, says the expansion of the BENTELER South Africa plant in Gqeberha represents a significant milestone in South Africa's thriving automotive manufacturing industry.

The Minister has welcomed the investment made by BENTELER, which has resulted in the expansion of the Gqeberha plant by over 9 000m2, positioning it as the third hot forming plant in South Africa. The company started operating in Gqeberha in 2011.

Patel said this development reaffirms the nation's growth trajectory and its status as a hub for automotive production, notably in the Eastern Cape province.

During the construction phase, this expansion generated employment opportunities for 236 individuals and provided business opportunities to 42 different companies.

Furthermore, it is anticipated that an additional 50 skilled jobs will be created, increasing BENTELER's workforce from 697 to 743.

“This investment is significant, as it will achieve an annual import replacement value of an estimated R1 billion,” Patel said in his address via a video message.

“The investment is also a testament to the efficacy of the Department of Trade, Industry and Competition's Automotive Production and Development Programme (APDP) and the Automotive Investment Scheme (AIS), operating within the framework of the South African Automotive Masterplan (SAAM).

“It highlights the pivotal role played by component manufacturing, a fundamental element of the APDP's objectives, especially in light of the constant evolution in vehicle technologies and manufacturing processes.”

The Minister said the investment underscores the growing recognition among Original Equipment Manufacturers (OEMs) of the advantages of purchasing from localised suppliers.

“OEMs have seen that through local manufacturing of components, they can mitigate offshore supply chain costs, ultimately resulting in the creation of local jobs.” – SAnews.gov.za

HPCSA addresses backlog of South African foreign-qualified board exams

HPCSA addresses backlog of South African foreign-qualified board exams

The Health Professions Council of South Africa (HPCSA) says it empathises with and fully understands the frustration and dissatisfaction among the South African foreign-qualified medical doctors whose registration with the council has been delayed due to administrative challenges.

“The training received by all foreign-qualified medical practitioners is subject to review to measure compliance and equivalence to the prescribed minimum South African requirements.

“This is to establish whether the qualifications meet the evaluation criteria and allow applicants to practice their profession in the country,” the HPCSA explained on Thursday.

A group of jobless doctors, who studied overseas, marched to the Union Buildings in Pretoria on Wednesday to raise their grievances about their inability to write their board exams so that they can start practising, News24 reported.

The HPCSA has since explained that the review process considers various elements. This includes the curriculum content, duration of the studies and the recognition of the institution from which training was received by the local regulator and responsible ministry in that particular country.

“Should the review process find that the training was neither equivalent nor satisfactory, registration with the council is denied since a foreign qualification on its own does not guarantee automatic registration.”

The council said an external service provider manages the Medical Board Examinations on behalf of the Medical and Dental Board (MDB).

“Previously, this was conducted by Sefako Makgatho University (SMU) whose contract subsequently expired, following several extensions.

“The HPCSA had already started a supply chain management process to seek a replacement service provider, with initial bids advertised in March 2022. Unfortunately, only one bidder responded but did not meet the supply chain requirements.”

The statement said another closed bid was advertised to all the universities in July 2022, the same institution was the sole respondent and once again did not meet the requirements.

“As a result, a deviation from normal procurement processes was sought to enable negotiations with the same institution to provide guidance and ensure that requirements are met. This process took longer than anticipated but is now nearing completion.”

To address the registration backlog of foreign-qualified medical doctors, the HPCSA said it was still preparing to conduct both theory and practical board examinations before the end of the year.

The HPCSA has committed to exploring a more efficient and effective approach to medical examinations after consultations with all relevant stakeholders, including the universities with Medical School facilities, which will be submitted to the Medical and Dental Board and council for final ratification.

“I would like to apologise to the affected practitioners and assure them that we are working tirelessly to ensure a speedy and permanent solution for all, said HPCSA Registrar, Dr Magome Masike. – SAnews.gov.za

Over 11 000 public servants undergo lifestyle audits

Over 11 000 public servants undergo lifestyle audits

President Cyril Ramaphosa says over 11 000 public servants in national government have undergone lifestyle audits, as at March 2023.

The President announced this when he appeared before Members of the National Assembly to reply to questions during a hybrid plenary sitting held this afternoon.

Responding to a question by Democratic Alliance leader, John Steenhuisen, who had asked whether the lifestyle audits on Members of the Executive have been concluded yet, President Ramaphosa said lifestyle audits of public servants have been compulsory since 2021.

He said the lifestyle audit process for Members of the Executive is spearheaded by the Office of the Director-General in the Presidency and the Secretary of Cabinet.

“The process was institutionally initiated towards the end of 2022. Earlier this year, I sent letters to the Deputy President, Ministers and Deputy Ministers requesting their written consent to the process to ensure that the information is obtained in a legitimate and legal manner.

“I received the same letter signed by the Director-General and Secretary of Cabinet. The Members of the Executive, including myself, have submitted consent forms for the nationally-driven process of lifestyle audits,” President Ramaphosa said.

President Ramaphosa noted the implementation of the lifestyle audits has been delayed by the change of the service provider. He said the implementation of the project is anticipated to be concluded by the end of this financial year.

While welcoming the decision of the lifestyle audit, Member of the National Assembly for the Inkatha Freedom Party (IFP), Mkhuleko Hlengwa, said the issue with the lifestyle audit is with capacity and that it should be run parallel with the 2014 Cabinet decision that all executives in SOEs [State-owned enterprises] and SCM [Supply Chain Management] practitioners must be vetted.

The President acknowledged that the process of vetting is lengthy, with some people leaving the public service without being vetted.

He said different ways of speeding it up are being looked into.

“I am one of those who sees the delays in vetting people being quite detrimental to our public service because we need to know much earlier the standing of those that we employ, whether they are able to execute their task with the integrity that we require of them,” the President said.

The President said that the Minister in the Presidency responsible for State Security Agency, Khumbudzo Ntshavheni, is attending to the matter.

The President dispelled the notion that only public servants are being subjected to lifestyle audits, reiterating that Members of Executive are also being subjected to lifestyle audit.

“When we subject them to lifestyle audits, we have to go through a process and they are quite intrusive and get into private details of the members’ lives… We have to implement proper processes so that we arrive at the type of conclusion that we would like to see.” – SAnews.gov.za

Correctional Services warns of fake purchase orders

The Department of Correctional Services (DCS) has warned all suppliers within the departmental database linked to the Central Supplier Database of fraudulent purchasing orders.

“One of the ways in which the scammers operate is by means of requesting an upfront payment or seeking quotations for various goods from potential service providers.

“At times, they send a fictitious request for quotation (RFQ) from what would seem to be a Correctional Services email address, use a fake RFQ form with a logo and contact details of the contact person,” the statement read.

The requests, the department said, are usually “urgent” and the whole process is concluded within a short period.

“The department distances itself from this practice and advises all suppliers not to render services telephonically, without having the original purchasing order.

“No upfront payments are to be requested. Rather confirm the legitimacy of purchasing orders with the department’s supply chain unit, prior to processing and purchasing goods,” the department added. – SAnews.gov.za

China in favour of BRICS expansion ahead of Summit

China in favour of BRICS expansion ahead of Summit

The upcoming BRICS Summit will usher new steps towards expanding the membership of BRICS countries, says Chinese Ambassador to South Africa Chen Xiaodong.

Xiaodong confirmed on Friday that Chinese President Xi Jinping will be attending the upcoming 15th BRICS Summit, which will get underway next week.

The BRICS grouping of major emerging economies - Brazil, India, China, South Africa and Russia, is holding its 15th summit at the Sandton Convention Centre in Johannesburg from 22-24 August 2023 under the Chairship of South Africa.

He told the media that China was actively pushing for the strengthening of partnerships with other nations.

“As the world faces rising exclusiveness and protectionism, President Xi Jinping pointed out that BRICS is not an exclusive club or small circle, but a big family of good partners that is based on mutual assistance for a win-win cooperation.”

This is after, according to the ambassador, the BRICS leaders reached a consensus on the bloc’s expansion.

“The leaders supported discussions on the criteria and procedure for expansion.”

The ambassador said the international community voted in strong favour of BRICS cooperation, countries that have formally applied to join the five-country bloc.

“BRICS expansion has become the top trending issue at the moment. Expansion is key to enhancing [the] BRICS mechanism’s vitality. I believe that this year’s summit will witness a new and solid step on this front,” he stressed.

Cooperation

He also touched on BRICS cooperation, which he is of the view that this year’s summit will send signals for solidarity and its commitment to make the world a better place.

“Over the past 17 years, BRICS countries have focused on shared development. BRICS continues to advance cooperation in areas such as trade and investment, energy and resources, as well as finance and monetary matters.”

In addition, they are looking to grow in other areas. These include supply chain, logistics, agriculture, food security, local settlement and cross-border payment, vaccines and public health.

“President Xi Jinping put forward four major goals of building an integrated big market, ensuring sound circulation and transport connectivity at all levels and strengthening cultural exchanges for BRICS.”

He told the media that the leaders would also draw a sharp focus on the youth and people with disabilities.

State Visit

According to a Presidency media advisory, South African President Cyril Ramaphosa is expected to host President Xi on a State Visit on Tuesday, 22 August 2023, at the Union Buildings in Pretoria.

The ambassador said it would be his President’s fourth Official Visit to South Africa after five years.

He described the visit as significant as China and South Africa celebrate 25 years of diplomatic relations this year.

He told the guests that both countries had built a “comrade plus brothers special bond”.

The ambassador also reflected on the partnership that the two nations enjoy.

“China-South Africa ties have set a fine example for China-Africa relations and South-South cooperation.”

Xiaodong said under Presidents Xi and Ramaphosa, the Comprehensive Strategic Partnership has moved to greater heights.

“On the political front, the two countries have strong mutual respect and trust. We firmly support each other on issues of our respective core interest and major concerns.”

In addition, he said on the economic and trade front, the relationship is mutually beneficial.

During the State Visit, he said both Presidents would have wide-ranging and in-depth exchanges on China-South Africa and China-Africa relations, BRICS cooperation, and international and regional issues of common interest.

They are also expected to witness the signing of bilateral cooperation documents and hold a press briefing.
The two Heads of State will also co-chair the China-Africa Leaders’ Dialogue.

“All eyes will be on how stronger BRICS cooperation, China-South Africa relations and China-Africa relations will continue to contribute to regional and global peace and development.” – SAnews.gov.za

R400m tender fraud trial to open in May next year

R400m tender fraud trial to begin in May next year

Four people are expected to have their day in court in May next year in a case related to tender fraud amounting to some R400 million.

The tender was awarded to airline SA Express by the North West Provincial Government (NWPG) in 2014 and was subject to scrutiny at the State Capture Commission, which subsequently recommended a criminal probe into the matter.

In the dock in May 2024 will be former head of the provincial Department of Transport, Thabang Mohlokoleng; Tebogo Van Wyk, Nothando Dube and Sipho Phiri, together with companies, Batsamai Investment Holdings, Sevilex Investment Holdings and Lavao Estevao (PTY) Ltd.

The four face 34 charges including fraud, corruption, money laundering and contravention of the Public Finance Management Act, with charges of racketeering also expected to be added to the docket.

According to the National Prosecuting Authority (NPA) regional spokesperson Henry Mamothame, the charges stem from the provincial government’s 2014 bid to reintroduce commercial airlines to airports in Mmabatho and Pilanesberg on a subsidy of some R400 million.

“An amount of R183 million was then paid to SA Express between 2015 and 2017, for the services rendered by the ground management companies, which Van Wyk, Dube and Phiri are linked to. The State alleges that of the amount… R51 million was channelled irregularly through the charged companies,” he said.

Mathomane said the tender awarded to the airline was done without “following the proper supply chain management processes”.

“The irregularly secured agreement is said to have been signed by the fourth accused. Mohlokoleng signed on behalf of the Department of Transport as the then Accounting Officer, in his capacity as the head of the department. The deal was allegedly riddled with procurement irregularities and monies were paid for services not rendered.

“The irregularities prejudiced the North West government of millions of Rands that could have been directed to service delivery,” Mamothame said.

Pre-trial conferencing is expected to commence in January 2024. – SAnews.gov.za

SIU welcomes action taken against Tembisa Hospital officials

SIU welcomes action taken against Tembisa Hospital officials

The Special Investigating Unit (SIU) has welcomed the disciplinary action taken against Tembisa Provincial Tertiary Hospital officials based on findings and recommendations made by the SIU.

This comes after the Gauteng Department of Health earlier this week announced that it has suspended six of the nine officials that were sighted in the SIU’s report.

In a statement on Thursday, the SIU noted that while the Deputy Director for Supply Chain has since retired, a Chief Physiotherapist has resigned, and a sessional Medical Officer has since stopped working at the facility.

The disciplinary action comes after the SIU entered into a secondment agreement with the Gauteng Provincial Government to investigate allegations of corruption, fraud and maladministration in matters pertaining to supply chain management processes at Tembisa Hospital under the Gauteng Department of Health.

The SIU handed over a preliminary investigation report to the Premier of Gauteng in December 2022. Based on the findings of the report, the SIU has since motivated for a proclamation to further investigate supply chain management at the Tembisa Hospital.

“Once the proclamation is signed and gazetted, and the SIU investigation findings points to undue benefit, the SIU will pursue officials who resign in the face of an investigation or disciplinary action by freezing their pension benefits and institute civil litigation to recover financial losses suffered by state institutions.

“In addition to investigating corruption, maladministration and malpractice, the SIU also identifies systematic failures, and makes recommendations to improve measures to prevent future losses,” the SIU said.

The SIU is empowered to institute civil action in the High Court or a Special Tribunal in its name, to correct any wrongdoing uncovered during its investigations caused by acts of corruption, fraud, or maladministration.

In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU refers any evidence pointing to criminal conduct to the National Prosecuting Authority (NPA) for further action. – SAnews.gov.za
