Kholo Capital Mezzanine Debt Fund I Reaches Final Close at R1,4 Billion

Location: Business

Kholo Capital

Kholo Capital Mezzanine Debt Fund I (“Kholo Capital” or “the Fund”) (www.KholoCapital.com/), has reached final close at R1,4 billion in commitments, in order to make long-term mezzanine debt investments in small and medium sized businesses in Southern Africa (i.e., South Africa, Botswana, Namibia, Lesotho and Swaziland). The funding provided to these businesses will positively impact communities and support economic growth, job creation, alleviation of poverty and advancement of transformation in the Southern African region. The Fund provides growth capital, BEE Financing and acquisition funding into sectors of the Southern African economy with high social impact including social housing, healthcare, education, renewable energy, food and food security, ICT, financial technology and infrastructure. The Fund follows the United Nation's 17 Sustainable Development Goals as guiding principles with key focus on those linked to Job Creation (i.e., Decent work and Economic growth, Reduced Inequalities and Gender Equality) and those linked to Sustainable Growth (i.e.; Affordable and Green Energy, Sustainable Cities and Communities and Climate Action). The R1,4 billion in commitments was secured from leading South African institutional investors.

Kholo Capital believes that mezzanine debt funding, being a subordinated loan position that sits between senior debt and equity in the capital structure of a business, is attractive because it plugs any equity funding gaps and provides businesses with a tailored and flexible loan solutions in support of their growth requirements. Kholo Capital's investment criteria include investing in small and medium sized businesses generating minimum R25m EBITDA across various growth sectors of the Southern African economy, thereby providing much needed access to capital within a preferred range of R70m to 200m per investment. The benefit of mezzanine debt loan funding lies not only in the ability to tailor funding terms like debt servicing requirements (e.g., providing capital repayment moratoriums), and also because it is a loan funding instrument it avoids the significant equity dilution which is sometimes the sad reality when businesses try to fund their growth ambitions by raising pure equity funding.

Mokgome Mogoba, Founder and Managing Partner at Kholo Capital, said: “We are very bullish about South Africa, the South African economy and the future prospects of this beautiful country and the surrounding region. We are heartened and motivated by the optimism and the resilience of its people. We aim to create in excess of 500 new jobs at a rate of more than 40 nett jobs created per investment and we have committed to investing more than 50% of the Fund in black empowered companies. We are excited at the opportunity to bring creative funding solutions to the Southern African market and to form long term sustainable partnerships with businesses over a 4 to 7-year investment horizon, realising not only strong commercial returns for our investors, but also providing transformational funding that has a positive ESG impact on businesses and surrounding communities as we also look to boost our rural and township economies.”

Zaheer Cassim, Founder and Managing Partner at Kholo Capital, added: “Mezzanine debt funding is non-dilutive by nature and therefore is an attractive funding option for family-owned businesses, BEE companies or any business that needs to raise capital and hold onto the equity in the business. And with the banks becoming more risk averse due to regulatory requirements, lending to small and medium sized businesses has reduced, creating a great opportunity for flexible mezzanine debt structures.  We are grateful that our investors recognise the opportunity and have shown us tremendous support.”

With a strong pipeline of opportunities, Kholo Mezzanine Debt Fund I is well positioned to advance its investment objectives, and make a sustainable impact in support of the real economy.

Mozambique Prepares to Tap into Liquefied Natural Gas (LNG) Potential

Location: Business
African Energy Chamber

With plans underway to restart construction of the delayed $20 billion Mozambique LNG project, which promises to produce 13.1 million tonnes of LNG per year for domestic use, it has never been more important to prioritise peace and stability in Mozambique. Following the 2024 general elections, violence during protests has rocked the country, leading to unrest and instability. As the voice of Africa's energy sector and an advocate for Mozambican prosperity, the African Energy Chamber (AEC) (www.EnergyChamber.org) fully supports the country's government and calls for peace, stability and sustainable development as Mozambique enters a new era of energy growth.

Since the discovery of significant natural gas deposits off Mozambique's northern coast in 2010, expectations for the country's economic prosperity have soared. An IMF report predicted $500 billion in total revenues by 2045 and average annual real GDP growth of 24% from LNG exports between 2021 and next year. Energy majors TotalEnergies, ExxonMobil and Eni are developing integrated LNG projects, while new upstream companies are entering the market and gas-to-power projects are nearing completion.

Projects such as Coral Sul LNG, the Rovuma LNG facility and the Temane gas-to-power plant have the potential to attract billions of dollars in investment and revenues while providing stable energy to over 2 million homes by 2030. These developments represent not only a success story for international investors, but also a success story for Mozambique. The country is positioned as one of the most dynamic gas markets on the African continent, with offshore reserves that could push it into the world's top ten producers, accounting for up to 20% of African production by 2040.

Geopolitically, these industrialization efforts could benefit the Southern African region as a whole and transform the country into an energy hub for neighboring countries such as Zimbabwe, Tanzania, Zambia, Malawi, Swaziland, and South Africa. In addition, a 2,700 km coastline along the Indian Ocean makes Mozambique a gateway for ships crossing the hemisphere, allowing it to specialize in efficient and global energy production while diversifying access to quality goods at low prices from markets in Asia, India, Europe, and America.

For Mozambique to realise its immense potential, however, it is essential that the country remains firmly committed to political stability and sustainable development. A peaceful and stable environment is the foundation on which the international community can confidently build long-term partnerships, ensuring that the immense opportunities presented by the development of its natural resources translate into tangible benefits for all. Mozambique's journey to becoming a leading energy producer is intimately linked to its ability to promote unity, security and democratic principles. A sustained commitment to peace will not only reassure international investors, but will also strengthen the country in a way that drives broad-based prosperity for its people and solidifies its role as a key player in Africa's energy future.

“Peace and stability are essential for Mozambique to unlock its immense economic potential. As the country emerges as a global energy hub, the confidence of the international community rests on a unified and secure nation. A commitment to peace will not only ensure the success of the multi-billion dollar energy projects, but will also ensure long-term prosperity, driving sustainable growth for Mozambique and the entire Southern African region. To achieve this, the government must find common ground and reach agreements that translate into long-term benefits for all the people of the country,” said NJ Ayuk, Executive Chairman of the AEC.

In the interest of Mozambique's prosperity, social well-being and economic development, the AEC calls on the government and opposition to strike a balance and commit to post-colonial and post-conflict stability. Mozambique is at a crossroads: one path leads to increased instability, while the other has the potential to transform the country into a trusted partner in the global energy community.

Young perfumer’s sweet smell of success

By Khanyisile Rasmeni

Phumulile Mkhonza of Nelspruit in Mpumalanga is growing as a perfumer and revolutionising the African fragrance industry.

Mkhonza is the owner of PSD Scent Perfumes, a business that she started in 2019 but only registered in 2022.

It specialises in high quality personal care products including perfumes for men and women, body lotions, body butters, tissue oils, home diffusers, and car air-fresheners.

Mkhonza enrolled for a three-month perfume-making course while studying at the University of Johannesburg for a degree in political science.

“I decided to launch my own perfume brand due to my love for perfume making. I registered the business while I was still employed. In August 2023, I decided to resign from my job and focus solely on my business,” she said.

The 31-year-old Mkhonza said she has distributors across the country who buy her products in bulk and resell them. Her footprint also spans across three African countries including Swaziland, Mozambique and Nigeria.
Mkhonza was guided by the Small Enterprise Development Agency (Seda) to start exporting her products beyond South African borders.

“I was able to establish relationships with other entrepreneurs based in these countries through the entrepreneurship development programmes [offered by Seda] that I have been part of,” she said.

In 2022, she received R671 000 from the Mpumalanga Office of the Premier’s Youth Development Fund Programme.

President Museveni And King Mswati III Call For A Unified African Market And Political Federation

Location: News
State House Uganda

President Yoweri Kaguta Museveni and the First Lady and Minister of Education and Sports, Maama Janet Museveni have today welcomed the King of Eswatini, His Majesty, Mswati III at Entebbe International Airport.

His Majesty, Mswati III who is in Uganda for a three-day State Visit at the invitation of President Museveni was accompanied by his wife, Queen Inkhosikati Make Lamashwama and other high-level delegates.

At Entebbe International Airport, President Museveni was flanked by Ministers and service chiefs.

Upon arrival, the visiting King was accorded a 21-gun salute and inspected a guard of honour mounted by the Uganda People's Defence Forces (UPDF).

President Museveni later received his guest at State House Entebbe and held discussions focusing on enhancement of bilateral cooperation between the two countries.

In their discussions, President Museveni emphasised a clear vision for African prosperity, rooted in his experience as a student activist in the 1960s, a liberation leader, and now as a head of state.

“If Africans want prosperity, it comes from producing goods or services and selling them,” President Museveni stated.

He underscored the need for African nations to access larger markets to maximise economic benefits, highlighting Uganda's internal market of 46 million people as insufficient on its own.

“The fragmentation of the African market is a big disaster,” President Museveni warned.

He compared the continent's potential with that of Latin America, which, despite abundant natural resources, struggles with poverty due to its fragmented markets.

“I always tell my Ugandans here that if you want to be like Latin America, you are welcome because if you look at them, despite their wealth in natural resources, they still run to the USA for prosperity to get medical care, education, and other benefits,” he said.

The President argued that Africa's success lies in integrating markets across the continent, similar to how the United States operates with a vast and unified market.

He called for a model where African nations not only produce but also own and share in the benefits of their resources, rather than relying on foreign investments that often exploit the continent's wealth.

The President highlighted the need for African countries to collaborate on capital-intensive projects.

He also gave the example of Uganda's petroleum sector, where East African nations are invited to co-invest in infrastructure such as pipelines and refineries.

“It's not common sense that I produce, and you only buy. You can't say that to a brother,” President Museveni remarked, emphasising the importance of shared ownership.

President Museveni lauded the East African Community (EAC)'s progress in rebuilding and expanding to include eight member states, addressing both economic and political integration.

Beyond economic integration, President Museveni stressed the need for political federation in East Africa, which he views as crucial for establishing a strong military defence for the continent.

He highlighted the disparity in military capabilities between African nations and global powers like the United States, which boasts superior land, air, sea, and space forces.

“Africa must have the capacity to defend itself from all threats,” President Museveni asserted.

He called for a united African defence strategy as part of the broader vision for political federation.

His Majesty King Mswati III called for an enhanced cooperation between African nations, emphasising the need for unity in driving the continent's development.

He also expressed gratitude for the warm reception and hospitality extended to him and his delegation.

He highlighted the longstanding relationship between Uganda and Eswatini, noting that it had been years since their last meeting at a Commonwealth event.

“Your Excellency, I convey greetings from the Queen Mother, the government, and the people of Eswatini, and I wish to inform you that we are ready to strengthen ties between the two nations,” the King stated.

King Mswati went on to propose that Uganda and Eswatini establish regular communication channels to avoid neglecting the friendships and agreements already in place.

He stressed that African countries must work together to achieve progress in key areas such as poverty alleviation, job creation, education, and technological advancement.

“If we work together, there is much we can achieve. But if one country moves on its own, it cannot go far,” he said.

King Mswati III pointed out that Africa possesses abundant natural resources, yet the continent has struggled to produce efficiently due to the exploitation of these resources by foreign entities.

He advocated for African nations to share expertise and technology, citing Uganda's achievements in areas such as crude oil development as an example of successful collaboration.

“Now that we have mastered a lot of technology and expertise, we must take advantage of our resources,” the King stated.

The King further emphasised the need to promote entrepreneurship and knowledge exchange between Uganda and Eswatini, suggesting the establishment of distribution centres and routes to facilitate trade.

He also proposed increased cooperation between the Southern African Development Community (SADC) and the East African Community, expressing hope for a stronger economic partnership.

In terms of cultural ties, King Mswati III highlighted the similarities between the cultures of Uganda and Eswatini.

He proposed the organisation of cultural festivals to showcase these connections and attract tourists from around the world.

“We should promote our unique cultures, which are similar in many ways to support tourism and strengthen our bonds,” he added.

The King called for the opening of direct flight routes between Eswatini and Uganda to boost tourism and cargo trade.

He noted the potential for increased tourism, particularly given Uganda's rich natural attractions such as the Nile River and mountains.

“Let us work together to promote tourism by making travel between our countries easier and more accessible,” he urged.

King Mswati III also expressed support for Uganda's leadership in hosting the African Union's Humanitarian Agency and congratulated President Museveni on Uganda's chairmanship of the Non-Aligned Movement and the G77+China group.

He reiterated his country's willingness to cooperate with Uganda in various sectors, including the export and assembly of electric cars.

In Transport and Infrastructure, the two Heads of State also called for an expedition of cooperation processes regarding the creation of a hub by the Kingdom of Eswatini for marketing Kiira Motors Corporation's “Kayoola EVS” electric buses to the SADC region, using the advantage of the Maputo harbour area.

In conclusion, King Mswati III extended an invitation to President Museveni for a State Visit to Eswatini, emphasising the importance of continued collaboration between the two nations.

“Africa needs to work together to achieve economic independence, and our partnership with Uganda is a step in that direction,” he concluded.

Strengthening Bilateral Ties:

During the visit, Uganda and Eswatini further solidified their relationship through the signing of a Memorandum of Understanding.

The agreement was signed by Uganda's Minister of State for Foreign Affairs, Hon. Oryem Henry Okello, and Eswatini's Minister for Foreign Affairs and International Cooperation, Hon. Senator Pholile Shakantu.

Additionally, the two countries' agriculture Ministers discussed enhancing cooperation in the agricultural sector.

Eswatini, officially the Kingdom of Eswatini and also known by its former official name Swaziland and formerly the Kingdom of Swaziland, is a landlocked country in Southern Africa. It is bordered by Mozambique to its northeast and South Africa to its north, west, south, and southeast.

The Eswatini delegation included high-level officials such as HRH Princess Lindiwe and Hon. Manqoba Khumalo, Minister of Commerce, Industry, and Trade, among others.

On the Ugandan side, key ministers such as Hon. Babirye Milly Babalanda, Minister for the Presidency, Dr. Monica Musenero, Minister for Science, Technology, and Innovation, Hon. Mwebesa Francis, the Minister of Trade Industry and Cooperatives, and Hon. Katumba Wamala, the Minister of Works and Transport were also in attendance.

“The Supreme Court's decision to uphold this repressive legislation is a major setback for human rights in Eswatini. The authorities must immediately repeal the Act, or significantly amend it so that it is precise, targeted and fully in line with international human rights standards.

“The law in its current form poses significant threats to freedom of expression, association and peaceful assembly. The Suppression of Terrorism Act is overly broad and vague, and authorities have frequently used it to arbitrarily arrest and prosecute dissenters and suppress media, including by branding political opponents, activists and journalists as ‘terrorists.'

“The fact that Eswatini's highest court has given the Suppression of Terrorism Act its stamp of approval is a dangerous sign for the future of human rights in the country, especially because repression is already widespread.”

BACKGROUND

Authorities passed the Suppression of Terrorism Act in 2008 following a bombing incident near the Lozitha Bridge in Eswatini. The same year, authorities declared the People's United Democratic Movement (PUDEMO) opposition party, Swaziland Youth Congress (SWAYOCO) and the South Africa-based Swaziland Solidarity Network as terrorist organizations.

In 2016, the country's High Court declared several sections of the Suppression of Terrorism and Sedition Acts as unconstitutional, following a court challenge by human rights lawyer Thulani Maseko and SWAYOCO leader Maxwell Dlamini, who authorities had both charged under the Act in 2014, and PUDEMO leader Mario Masuku.

The government appealed that decision a week later. Throughout the lengthy and irregular appeals process, Eswatini's government used the Suppression of Terrorism Act to harass and intimidate dissenters, including jailing opposition parliamentarians Mduduzi Bacede Mabuza and Mthandeni Dube in 2021 and designating Swaziland News and its editor Zweli Martin Dlamini as “terrorist entities” in 2022.

In 2023, Maseko was shot and killed in his home in a case the government has yet to investigate.

Along with the Suppression of Terrorism Act, on 13 August 2024 Eswatini's Supreme Court upheld controversial provisions of the 1938 Sedition and Subversive Activities Act, which similarly has adverse human rights implications.

The Springboks added prestigious continental awards to their impressive list of accolades following their back-to-back Rugby World Cup titles last year, when they received the Team of the Year and Sportsman of the Year awards at the African Union Sports Council Region 5 Sports Awards in Lusaka, Zambia on Saturday.

The glittering awards ceremony, to celebrate the pinnacle of sporting excellence, was attended by athletes, sports luminaries, and government dignitaries from across the ten countries that make up Region: Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe.

The awards add a continental flavour to the accolades received by the world champions, with the Springboks most recently being crowned the Team of the Year at the SA Sports Awards and SA Rugby Awards, while Kolisi received the People's Choice and Sports Star of the Year Awards.

SA Rugby President Mr Mark Alexander congratulated the team and Kolisi for being honoured in such a prestigious manner: “This award underlines the continental significance of the Springboks' consecutive Rugby World Cup victories and the key role Siya played in guiding the team both on and off the field.

“They deserve all the recognition for their hard work and sacrifices over several years to lift the Webb Ellis Cup in France last year and Japan in 2019, and we are delighted to see how far and wide their achievements have reached.

“The team and Kolisi have been critical in showing what unity, teamwork, and overcoming numerous barriers on and off the field can achieve in nation-building and building winning teams, and we hope this inspires teams across Africa to follow in their footsteps and achieve similar success.”

The competition for these awards was stiff, with the Springboks going up against the Malawian Scorchers – the national women's football team – and Botswana's senior men's 4x400m relay team, while Kolisi triumphed in a highly competitive category, edging out notable athletes such as Bayapo Ndori from Botswana, and Mancoba Mahlatsi from Swaziland.

The ceremony's keynote address was delivered by Her Excellency Mutale Nalumango, Vice President of Zambia. The African Union Sports Council Region 5 is committed to the development and promotion of sports within the Southern African region. The council, through various programmes and events, aims to foster unity, enhance athletic performance, and support athletes in achieving their highest potential.

Electronic payment system for child maintenance and other services suspended

The Department of Justice and Constitutional Development (DJCOD) has announced the temporary suspension of electronic payment system for third-party funds – including child maintenance – following “attempts to compromise the system”.

The department said an investigation into the incident is underway.

“In light of this development, child maintenance beneficiaries are urged to promptly visit their nearest court with their original identity documents to receive manual payments until the electronic service is fully restored.

“The Department has assembled a dedicated forensic team to thoroughly investigate any suspicious activity. We are committed to continually fortifying our systems to prevent and mitigate the risk of future breaches.

“We sincerely apologise to all beneficiaries for any inconvenience caused and deeply appreciate the patience and understanding during this period,” the DJCOD said.

Meanwhile, this morning (Friday), DJCOD Minister Ronald Lamola, is expected to preside over the launch and renaming of the refurbished Justice College.

The launch will also be attended by Minister of Public Works and Infrastructure, Sihle Zikalala, and Deputy Chief Justice of the Constitutional Court, Mandisa Maya.

“Established in 1957, Justice College has grown into reputable institution, offering comprehensive training programs for legal practitioners. From its modest beginnings as Justice Training, it now encompasses diverse aspects of legal education, including specialised training for judicial officers, prosecutors and interpreters.

“[The] Justice College’s influence extends beyond South Africa’s borders. Officials from Swaziland, Botswana, Namibia, Lesotho, the Republic of South Sudan, the Democratic Republic of Congo and Uganda regularly attend our courses, fostering regional collaboration.

“The refurbished college boast[s] state-of-the-art training facilities, ensuring an optimal learning environment for future legal professionals,” the department said. – SAnews.gov.za

South Africa's President Cyril Ramaphosa will deliver a keynote and open the Sustainable Infrastructure Development Symposium of South Africa (SIDSSA) 2024, taking place on March 17-19 at the Century City Conference Center in Cape Town. Poised to showcase updates and announcements on new international partnerships and joint ventures in South Africa, SIDSSA 2024 is set to gazette opportunities for investing in infrastructure for stakeholders in the region.

The symposium will feature the participation of South Africa's Deputy President Paul Mashatile, who is expected to showcase the country's long-term plan for driving public and private sector-led infrastructure development while reaffirming the President's stated goal of reaching 5.5% year-on-year economic growth. The Deputy President will deliver a keynote during the SIDSSA 2024 stakeholder dinner.

Taking place on March 17-19 at the Century City Conference Center in Cape Town, the SIDSSA will bring together key stakeholders in South Africa and across the continent with the aim of driving infrastructure development. SIDSSA 2024 serves as a crucial platform for discussions and partnerships in the infrastructure investment landscape, with a focus on accelerating economic recovery through strategic infrastructure plans. For more information, visit https://SIDSSA.org.za/.

This year, the symposium will be held under the leadership of South Africa's Minister of Public Works and Infrastructure Sihle Zikalala, who is expected to address regulatory and policy reforms, explore innovative funding models, showcase the strength of the emerging 2024/2025 pipeline and highlight opportunities for investing in infrastructure in the country. Minister Zikalala will be accompanied by the department's Deputy Minister Bernice Swartz.

Supporting some of South Africa's largest infrastructure projects, including the $34 million Musina Ring Road project and the transformation of the N3 highway into a Smart Freight Corridor, the symposium will feature the participation of the country's Minister of Transport Sindisiwe Chikunga and the department's Deputy Minister Lisa Mangcu. Set to facilitate greater economic activity between South Africa and neighboring countries and positioning the country as a freight and logistics hub for Africa, respectively, the Musina Ring Road and N3 highway projects are poised to drive connectivity and cultivate collaboration throughout the region.

Meanwhile, the participation of South Africa's Minister of Cooperative Governance and Traditional Affairs Thembi Nkadimeng promises to showcase and gazette investment opportunities in the country's infrastructure projects for the benefit of all stakeholders. Further bolstering confidence in South Africa's ability to fuel investment in its key sectors, the country's Minister of Tourism Patricia de Lille and Deputy Minister of Communication and Digital Technologies add to the symposium's impressive roster of speakers from the South African Cabinet while facilitating synergy between the objectives of the country's Sustainable Development Plan.

In addition to members from South Africa's Cabinet, SIDSSA 2024 will also feature a strong line-up of international ministers, including Namibia's Minister of Works and Transport John Mutorwa, who is expected to showcase investment opportunities in the country's sustainable mobility systems. Meanwhile, with second phase of the Lesotho Highlands Water project currently underway, the participation of Lesotho's Minister of Home Affairs Lebone Lephema adds to the symposium's theme of inclusive growth in the southern African region.

In alignment with the event's promise to contribute to the accelerated delivery of infrastructure throughout Africa, key infrastructure initiatives in some of Africa's most promising investment destinations will be showcased by Senegal's Minister of Infrastructure, Land Transport and Opening-Up Amadou Mansour Faye and Algeria's Minister of Public Works and Basic Infrastructure Lakhdar Rakhroukh. Additionally, Swaziland's Minister of Work and Transport Chief Ndlaluhlaza Ndwandwe rounds off the southern African region's esteemed host of ministerial delegates.

Serving as the launchpad for major energy project's in South Africa's 2024/2025 pipeline, SIDSSA 2024 will also feature the attendance of South Africa's Deputy Minister in the Presidency Kenny Morolong. The Deputy Minister's participation works in alignment with the event's promise to showcase South Africa's pipeline of 12 infrastructure projects due to start development in 2024/2025.

SA sends first shipment under AfCFTA agreement

SA sends first shipment under AfCFTA agreement

The implementation of the preferential trading under the African Continental Free Trade Area (AfCFTA) has become a reality with South Africa sending its first shipment of products to other countries trading under the agreement.

South Africa is the first among the Southern African Customs Union (SACU) member states, which consists of Botswana, Lesotho, Namibia, South Africa, and Swaziland, to practically realise the AfCFTA Agreement.

“For South Africa, as with many other African countries, the start of preferential trade will create great opportunities for growth and development. Not only will it benefit our country’s producers, but it will also see a huge increase in traffic through our ports, our airports and our land-based border posts.

“The products made in Gauteng, Limpopo, North West, Free State, Mpumalanga and the Northern Cape will flow through these ports to markets beyond our borders,” President Cyril Ramaphosa said on Wednesday in Durban.

Officiating the launch of South Africa's first shipment and preferential trading under the AfCFTA, the President said the levels of intra-African trade have been growing in recent years, but remain small by global standards.

Intra-Africa exports are reported to stand at around 16% of Africa’s total exports, compared to 55% in Asia, 49% in North America and 63% in the European Union.

“African countries trade with the rest of the world but we have limited trade among ourselves. The reason for this is clear: we are principally exporters of raw materials, selling rocks and black liquid to the world, instead of harnessing our oil and the minerals to industrialise our continent. We need to change this.

“We have a unique opportunity to lift millions of people out of poverty by empowering women and young people to change the continent’s business environment. That is why, as the South African government, we are focused on implementing our Freight Logistics Roadmap to improve the efficiency and competitiveness of the country’s rail lines and ports,” the President said.

He said government is working closely with industry to fix Transnet’s rail and port operations in the immediate term and to ensure greater investment in infrastructure into the future.

“Over the last few years, our trade ministers have been finalising rules of origin of what constitutes an African product. They have done well to finalise 92% of the products that nations trade with each other. We need them to be even bolder in further rules of origin. The products that we trade among ourselves must truly be ‘Made in Africa’.

"The modalities for trade in goods has moved faster than for services. We therefore need to put more effort into building African champions in finance, retail and telecommunications, and in expanding tourism between African countries. That is the only way in which our economies will grow faster and sustainably,” President Ramaphosa said.

The African Continental Free Trade Area creates the world’s largest free trade area by number of countries, and has the potential to bring transformative change and tremendous opportunities to African economies and businesses.

The President said the implementation of the agreement will accelerate the development of regional and local value chains, offering investors access to a population of 1.7 billion people with a fast-growing continental gross domestic product (GDP).

“Industrial development is core to Africa’s integration. It builds Africa’s productive capacities, adds greater value to our products and diversifies trade beyond the traditional commodities. We have already seen the potential of greater cross-border collaboration.

“South African automotive companies source leather car seats from a factory in Lesotho employing close to a thousand workers and wiring harnesses from Botswana at two plants employing several thousand workers,” Ramaphosa said.

They source copper wire from Zambia, rubber from Cote d’Ivoire, Nigeria, Malawi, Ghana and Cameroon, and steering wheel components from Tunisia.

“These are installed in cars that are then exported from South Africa to other parts of the world. These inputs alone accounted for more than $200 million worth of products traded among African countries and the scope to do more is available to us.

“But it requires bold rules of origin. For every one percent of extra African content, there is an opportunity for a factory or mine based on the continent to supply the products. And as the world moves to green industrialisation, Africa is well positioned to use our critical minerals to leverage industrialisation on the continent,” the President said.

He said the opportunities are vast, with prospects in food and beverages, in cars and trucks, in clothing and textiles.

“We have the capacity to produce more of our own pharmaceutical products and medical equipment. Investment can flow to the production of chemicals, machinery and equipment, household goods and many, many more.

“Beyond the industrialisation of which I have spoken, this continental market can help us promote agricultural development and food security. Through our work, we can ensure that young people and women-owned firms are active in export markets,” the President said.

He said the Protocol on Women and Youth in Trade will help ensure that the African Continental Free Trade Area contributes to inclusive growth and development. – SAnews.gov.za

South Africa: African Development Bank approves $1 billion guarantee from the United Kingdom to support SA’s Just Energy Transition

Location: News

African Development Bank Group (AfDB)

The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved a $1 billion guarantee program in collaboration with the UK Foreign Commonwealth and Development Office (FCDO), which will allow the Bank to increase its lending capacity in support of South Africa's Just Energy Transition (JET).

Developed in close collaboration with the government of the Republic of South Africa, the program will support projects aligned with South Africa's JET investment plan, such as transmission and grid-balancing storage, renewable energy generation, energy efficiency, rehabilitation of municipal electricity delivery, green hydrogen, new electric vehicles. It also includes projects addressing the “just” dimension, notably in the Province of Mpumalanga, in the north-eastern part of the country, bordering Swaziland and Mozambique.

The approval, coming during COP28, where ramping-up climate finance is an issue, is timely and topical. African Development Bank Vice President for Power, Energy, Climate and Green Growth, Dr. Kevin Kariuki observed: “this is another innovative operation that reaffirms AfDB's leadership in crafting financial solutions to increase access to climate finance for Africa's low carbon development and net zero ambitions.”

Melinda Bohannon, Foreign Commonwealth and Development Office Director General of Humanitarian and Development stated,” FCDO remains committed to the Just Energy Transition Partnership with South Africa, which supports green growth and jobs, improves energy security, and helps South Africa achieve its carbon reduction ambitions as set out in its National Determined Contribution.  This guarantee will unlock funds for projects within the remit of South Africa's recently released Just Energy Transition implementation plan. This comes alongside the recently significantly increased grant offer from the International Partners Group, and we are using some of those grants to help develop an investment project pipeline”.

Mmakgoshi Lekhethe, Deputy-Director General for Asset and Liability Management in South Africa's National Treasury commented, “We are pleased with the approval by the AfDB Board of the guarantee framework that will increase South Africa's access to funding from the Bank by $1 billion. This marks an important partnership between our government, the UK and AfDB to enhance our ability to implement South Africa's just energy transition in a way that is just and socially responsible. We look forward to working closely with the AfDB on the preparation and financing of a pipeline of programs and projects under our just transition priority areas, including those identified in the JET Implementation Plan. As a development bank with vast experience in just transition in the continent, the AfDB is an ideal partner for us on this important initiative”.

Max Ndiaye, Director of Syndications, Co-financing and Client Solutions, noted previous collaboration between the Bank and FCDO, and applauded this transaction as further demonstration of the Bank's continued efforts to heed the G20 recommendations on capital adequacy that call for increased collaboration and additional shareholder support for the balance sheet optimization of MDBs.

“By enabling the Bank to increase its lending capacity, this landmark guarantee agreement will greatly support South Africa's Just Energy Transition,” noted African Development Bank Director General for Southern Africa, Leila Mokaddem. “The African Development Bank remains committed to accompanying South Africa on this important journey," she added.

Border Management Authority ramps up festive season operations

Border Management Authority ramps up festive season operations

The Border Management Authority (BMA) says it is implementing a comprehensive plan including longer border post operating times and more boots on the ground for its festive season operations.

This according to the BMA Commissioner Dr Michael Masiapato who was addressing a media briefing in Pretoria on Sunday.

He said the BMA expects at least six million people to move through South Africa’s borders during the festive season.

Masiapato said the BMA has engaged with South Africa’s six immediate neighbouring countries on the “synchronisation of processes and other work modalities” including working hours.

“While some of our busiest ports already operate on a 24-hour basis, the Minister of Home Affairs Dr Aaron Motsoaledi has already approved our request to extend the operating hours on other identified critical ports on certain dates that we agreed with our immediate neighbouring countries,” he said.

The following working hours will now be operational at ports of entry:

  • Grobler’s Bridge to Botswana: 6am to midnight on 15, 16, 22 and 23 December
  • Swartkopfontein to Botswana: 6am to 8pm from 14 to 17 December, 22 to 24 December, 2 to 4 January as well as 13 and 15 January
  • Kosi Bay to Mozambique: 6am to 6pm from 14 December to 14 January
  • Mahamba to Swaziland: 7am to midnight on 15, 23, 24 December
  • Jeppes Reef to Swaziland: 7am to 10pm from 22 December to 2 January
  • Mananga to Swaziland: 7am to 8pm from 18 to 23 December
  • Sanipass to Lesotho: 6am to 8pm on 15, 16 December as well as 21 to 24 December
  • Caledonspoort:  6am to midnight 15, 16 and 23 December and 2 January. On 22 December, the port will operate for 24 hours.
  • Van Rooyensgate: 6am to midnight on 15, 16 and 24 December as well as 8 January. It will operate for 24 hours on 23 December and 2 January
  • Monontsa Pass: 7am to 6pm on 23 and 24 December as well as 2 and 3 January
  • Pekabridge: 8am to 6pm on 23 and 24 December as well as 2 and 3 January

“In addition, we will be deploying about 380 additional personnel at the selected busiest ports of entry to assist with the delivery of services and provision of technical support during this period. There are also a number of senior members from the Border Technical Committee (BTC) who have been allocated individual ports for their visitation during the identified critical dates to provide support to the operational teams on the ground,” he said.

Load shedding

Masiapato said additional infrastructure has also been sought including generators to mitigate the effects of load shedding on operations.

“After engagement with the Department of Public Works and Infrastructure (DPWI), they will be providing additional infrastructure such as temporary lighting, ablution facilities, special temporary barricades, Jojo tankers for the provision of water to the travellers at the identified critical land ports.

“In addition, generators with the appropriate un-interrupted power system are well serviced ready to provide required energy during instances of load shedding. We have also deployed additional IT support teams to various ports to immediately address any kind of system glitches experienced on the ground,” Masiapato said.

Illegal activities

He emphasised that the BMA will also be keeping a close eye on any illegal activity.

“We would also be focusing on curbing illegal movement of persons and goods with specific focus on cross-border organised criminal elements and other general crimes perpetrated in the ports of entry and border law enforcement area.

“We have put all measures in place to detect and confiscate narcotics, contraband, illicit goods, and even stolen vehicles. We therefore want to urge all travellers to desist from committing any act of criminality as they will be detected, arrested, declared undesirable, and then deported.

“On the corridors leading to our land ports of entry, we would like to urge all drivers to desist from disregarding existing traffic laws, including instructions from the traffic officers on the ground as that has the potential to cause traffic jams which poses serious challenges of traffic flow towards our ports entry. Drivers are encouraged to accordingly follow the que and in no time, they would be assisted,” he said. – SAnews.gov.za

SA remains the preferred investment destination in Africa

President Cyril Ramaphosa has emphasised that South Africa remains one of the preferred investment destinations and is an important gateway for markets and other business opportunities throughout the continent.

The President was delivering remarks at the Procter & Gamble Plant launch in Kempton Park, in Ekurhuleni, Gauteng.

“As a clear demonstration of the value of trade between African countries, Procter & Gamble currently exports from South Africa to Namibia, Swaziland, Mozambique and Botswana. We understand that the company is set to supply the African continent from South Africa through the implementation of the African Continental Free Trade Area.

“The African Continental Free Trade Area will unlock opportunities for the development of export markets, enhance industrial bases and regional value chains.

“We expect the continental free trade area to reduce the cost and improve the ease of doing business in Africa,” he said, adding that government wants to make the movement of products, processes and people seamless as companies increase their footprint on the continent.

Over the years, P&G has been a valuable partner to the South African government through the South Africa Investment Conference (SAIC), continually announcing new investments.

Procter & Gamble stands behind many brands that are household names in South Africa, such as Vicks, Old Spice, Gillette, Oral B and Pampers, amongst others, and has a strong manufacturing footprint in the country.

The company has been in Africa for over 50 years. It has manufacturing operations in South Africa, Nigeria, Kenya, Egypt and Morocco, and has distributor operations in over 45 countries.

The President said that it has been greatly encouraging to see the company’s response to South Africa’s ambitious investment drive and the investment commitments made by the company at the five South Africa Investment Conferences that we have held since 2018.

“It is a pleasure being here today with all of you to launch this state-of-the-art production line of Pampers Premium Care. The timing of this launch is very opportune.

“South Africa has just hosted the 20th AGOA Forum. It was an opportunity to showcase the capabilities of the African continent to the United States, the world’s largest consumer market. I was pleased to see that leading companies that have an established presence on our continent, like Procter & Gamble, were represented,” he said.

The launch of Tuesday’s production line is the latest in a number of projects that have given effect to Procter & Gamble’s investment pledges.

Through these and other investments, Procter & Gamble is contributing to the reindustrialisation of South Africa’s economy.

“To drive growth that is sustainable and inclusive, we are working to expand and diversify our manufacturing base, and improve its competitiveness and dynamism,” he said.

The President noted that disruptions to global supply chains caused by COVID-19 lockdowns have highlighted the imperative for companies all over the world to diversify their sources of supply.

Investment

“Just as we have seen the benefits of nearshoring and localisation for South African manufacturers, we can appreciate its value to broader global supply stability.

“South Africa is an investment destination with significant untapped potential. We have the ability to attract higher levels of investment and we look forward to working with Procter & Gamble on its future pipeline of investments,” he said.

While investment decisions often take several years to reach fruition, the President said that the investment commitments made to date have already resulted in substantial investment into the productive economy and have created jobs.

He highlighted that Procter & Gamble has heeded government’s call and has sought to increase the participation of small South African businesses in its value chains.

“We are encouraged by the company’s commitment to sourcing local materials, reducing waste, promoting skills development and creating more roles for women in the company.

“We welcome the work the company has undertaken alongside government departments in expanding access to menstrual hygiene products and supporting Early Childhood Development centres.

“We see these partnerships as a testament to the continued commitment of Procter & Gamble to South Africa and the African continent,” the President said.

The President emphasised that government will continue to support Procter & Gamble to increase its footprint through local sourcing and to contribute to job creation, technological development and sustainability.

He congratulated the Procter & Gamble team, from the shop floor to the senior executives, on the launch of this production line.

The President further congratulated the team for the continuous stream of investments being made to increase the company’s footprint on the continent.

“Through the launch of this production line, Procter & Gamble is making a worthy contribution towards our vision of African producers supplying quality goods to African markets.

“This is the vision of a continent that is emerging as the next frontier of global production, meeting the needs of its own people and the peoples of the world,” he said. – SAnews.gov.za
