Construction mafia disrupts projects worth R63bn

Since 2019, construction site disruptions by criminal syndicates have disrupted over 180 projects worth R63 billion, using tactics such as extortion, intimidation, violence and sabotage.

“Their demands for up to 30% of contract value undermine the integrity of our procurement systems and delay critical infrastructure delivery,” the Deputy Minister of Finance, Ashor Sarupen, said on Tuesday in Durban.

Addressing the National Construction Summit on site disruption, the Deputy Minister said while the construction industry faces numerous challenges, none is more urgent than the persistent site disruptions by criminal syndicates and community protests.

South Africa’s construction industry is a vital cog in the economy as it contributes around 3% to gross domestic product (GDP), employs over 1.3 million South Africans, with 176 000 jobs added just in the third quarter of 2024. 

This sector is a lifeline for low-skilled workers, who often struggle to find opportunities elsewhere, however the disruptions undermine the sector’s potential.

“Construction projects also have an unmatched multiplier effect. For every R1 million invested in construction, more than three jobs are created. This is the highest multiplier across all sectors in our economy.

“It is no surprise that the government has identified infrastructure development as a cornerstone of our economic recovery. The 2024 Medium-Term Budget Policy Statement (MTBPS) reaffirmed our commitment to shifting government spending from consumption to investment. 

“This aligns with the President’s call to transform South Africa into a “construction site” to drive inclusive growth and job creation,” the Deputy Minister said.

Over the next three years, government plans to invest over R900 billion in the construction sector.

“Our reforms in procurement, infrastructure investment, and structural economic transformation are concrete commitments to changing the lived realities of millions of South Africans.

“However, to fulfill these ambitions, we must recognize that the construction mafia and site disruptions reveal deeper socio-economic fractures within our country.

“These disruptions are not merely an operational challenge. It is not only businesses that are being disrupted but the lives and livelihoods of our people,” the Deputy Minister said.

They also represent a critical stress test for the broader economic governance architecture, revealing the fragile interdependencies between formal institutional frameworks and reality on the ground.
 
“For now, these disruptions show how easily our carefully planned economic rules break down when they meet real-world challenges.

“They show just how difficult it is to conduct honest business in an environment of deepening unemployment, poverty, and the desperation it often leads to.

“To address this crisis, we need a holistic response—one that combines stricter law enforcement, improved governance, and community engagement to address the root causes of these disruptions,” Sarupen said. 

Government’s intervention
To address these challenges, the government is pursuing a three-pronged strategy, which includes Reforming Public Procurement; Expanding Public-Private Partnerships (PPPs) and Increasing Infrastructure Investment.

“The Public Procurement Act, signed into law earlier this year, lays the foundation for a more transparent, efficient, and inclusive procurement system.

“Under the new regulations, subcontracting will be allowed only where feasible and must follow due process to prevent abuse.

“Government entities will have the option to pay subcontractors directly, eliminating the delays and exploitation often experienced under the current system,” the Deputy Minister said.

He said these reforms are designed to empower small and emerging contractors while safeguarding the integrity of our procurement processes.

Government’s R900 billion in planned investments is supported by capital budgeting reforms to ensure that projects are well-planned and implemented on time, mobilising private sector funding to augment limited public resources and prioritising integrated urban development to create dynamic cities that enable economic activity.

“This is not just about bricks and mortar; it is about transforming lives by providing the infrastructure needed for housing, education, healthcare and transport.

“Our efforts to revitalize the construction sector are part of the broader reform agenda under Operation Vulindlela, a joint initiative between the National Treasury and the Presidency,” Sarupen said. 

Since its launch in 2020, Operation Vulindlela has delivered significant progress in:

1. Stabilising the electricity supply.
2. Reducing the cost and improving the quality of digital communications.
3. Securing sustainable water supply.
4. Enhancing the efficiency of freight transport.
5. Reforming the visa regime to attract skills and grow tourism.

“Phase 2 of Operation Vulindlela focuses on creating dynamic and integrated cities to support urbanization and economic growth. This will require substantial contributions from the construction sector to build the housing, schools, and transport infrastructure needed for our rapidly growing urban population,” the Deputy Minister said. - SAnews.gov.za

The China-African Precious Metals Company has recently opened a newly refurbished gold processing plant, which will create close to 4 000 work opportunities in Orkney in the City of Matlosana Local Municipality, North West.

The plant, which was resuscitated to the tune of over R200 million, forms part of the company’s R2 billion investment at its Orkney operations in the province.

The official opening of the plant was attended by Minister of Mineral and Petroleum Resources, Gwede Mantashe, Premier of the North West, Kagiso Lazarus Mokgosi, Executive Mayor of City of Matlosana Local Municipality, Councilor Fikile Mahlope and former Acting Premier Nono Maloyi.

Mokgosi maintains this investment which will create close to 4 000 work opportunities for locals is a culmination of government’s investment initiatives aimed at addressing the scourge of unemployment and poverty in the province.

“This means all our investment initiatives from the sixth to the seventh administration were not in vain. Moreover, our ongoing efforts to lure investments and address the scourge of unemployment and poverty is yielding desired results particularly in economically depressed communities like this one,” Mokgosi said. 

More investment commitments are trickling in as the much-anticipated gas to power project in the same municipality will be announced before the end of the year. 

“Over and above this project, on the 28th of this month, we will be meeting with a delegation of business people from the Henan province of China, led by the Ambassador, to engage in various investment opportunities in mining, tourism and agriculture, which are mainly the three economic drivers of the province,” Mokgosi said.  

Mokgosi further said that these investment commitments come at a time when the province has recorded sixty-nine thousand job opportunities in the third quarter of 2024.

He said these efforts serve as a glimmer of hope in the province’s ongoing endeavours to create various socio-economic opportunities for the people of North West. – SAnews.gov.za

Minister of Forestry, Fisheries and the Environment Dr Dion George has called for public comments on the draft notice prohibiting certain activities involving the African lion.

“With the world's largest captive lion population of around 8000, South Africa faces numerous issues such as misalignment with global conservation trends, questionable tourism practices, inadequate regulation, and persistent animal welfare and other issues,” the Minister said on Friday. 

The industry's deficiency in social license and departure from international norms present massive problems to its sustainability.

“To understand these issues better with the view to find a solution, the Parliamentary Portfolio Committee for Environmental Affairs convened a Colloquium on Captive Lion Breeding for Hunting in South Africa: Harming or Promoting the Conservation Image of the Country in 2018. 

“One of the recommendations of the Portfolio Committee was that a policy and legislative review of captive breeding of lions for hunting and lion bone trade should be initiated as a matter of urgency, with a view to putting an end to this practice,” George said.

The Department of Forestry, Fisheries and the Environment has given notice of its intention to prohibit certain activities involving African lion (Panthera leo), in terms of section 9A, read with sections 99 and 100 of the National Environmental Management: Biodiversity Act, 2004 (Act No. 10 of 2004) in the Government Gazette No. 51581 Notice No. 5555.

On 24 April 2024 the Policy Position on the Conservation and Sustainable Use of Elephant, Lion, Leopard and Rhinoceros was published in the Government Gazette for implementation. 

The Policy Objective with regards to captive lions is: “To end the captive keeping of lions for commercial purposes and close captive lion facilities, put a halt to the intensive breeding of lion in controlled environments, and end the commercial exploitation of captive and captive-bred lions."

The Minister said lions have a highly developed social organisation. 

“Lions are gregarious and territorial, comprise a matriarchal society, with male coalitions, and exhibit communal care. Their complex social structure is manifested in their innate behavioural ecology. 

“Providing opportunity for complex social interactions, such as the ability to interact naturally with other lions, for example, as groups of males, with groups of females or with their offspring, is critical,” he said.

This requires sufficient space for groups of lions to choose to be together in a group, or to move separately at sufficient distance to provide for a refuge from the group. 

Artificial behavioural enhancement may not be sufficient to substitute for these highly evolved needs.

ions are a highly territorial and competitive species, especially in respect of competition for access to mates and promoting the production and survival of their own progeny. The ability to escape when dominated as a result of intra-specific competition is a critical consideration.

As apex predators, hunting and killing, as well as the diverse diet associated with a generalist apex predator and access to prey, are central to the physiology and behaviour of lions.

“It has become critical to implement appropriate measures to prevent the establishment of new captive facilities and other controlled environments for lion whilst a process to facilitate the voluntary exit of captive lion facilities is currently underway,” the Minister said.

A draft Notice Prohibiting Certain Activities Involving African Lion (Panthera leo) was published in the Government Gazette on 29 September 2023 for public comment.

Due to substantial amendments to the afore-mentioned draft notice subsequent to the public consultation process, an amended draft prohibition notice has now been published in terms of section 9A of NEM: BA for public comment.

The proposed prohibition relates only to the establishment and registration of new captive breeding facilities, commercial exhibition facilities or rehabilitation facilities, or any other new controlled environments in respect of live specimens of African lion (Panthera leo).

The establishment and registration of new sanctuaries are excluded from the proposed prohibition in the circumstance specified in paragraph 3. 

Persons who operate under existing permits are not affected by the proposed prohibition.

Mashatile to address Knysna Regional 2024 Investment Conference

Deputy President Paul Mashatile is expected to attend and deliver the keynote address at the Knysna Regional 2024 Investment Conference in the Western Cape on Friday.

The Knysna Regional 2024 Investment Conference is organised through a partnership between government, the private sector as well as civil society. 

The theme of this year’s gathering is “Investments through Skills and Capacity building in the broader region”.

The initiative, led by partners that include the Greater Knysna Business Chamber, the Garden Route District Municipality, the Yona Yethu initiative, and the Knysna Local Municipality, is aimed at promoting Knysna as an attractive investment destination in the Western Cape and South Africa.

According to the Presidency, the conference will be attended by delegates from various industries in tourism, telecommunication, logistics, finance, and the food and beverage sectors. 

The gathering will zoom into the Economic Development and Opportunities for Small, Medium and Micro Enterprises (SMMEs), which the Presidency said is a critical force in addressing economic challenges such as poverty and unemployment. 
The attendees will talk about investment promotion aimed at attracting both domestic and foreign direct investment vital for stimulating the local economy, and skills development and training.

They will also touch on meaningful networking and collaboration opportunities to support SMME growth and investment initiatives. The gathering will also highlight investment in key economic sectors promoting sustainable development and addressing critical economic drivers.

“Government continues to champion partnership with the private sector, labour and civil society in tackling some of the most immediate challenges facing the South African economy,” the statement read. 

Deputy President Mashatile will, amongst other government-led investment drives, update the conference on Operation Vulindlela, a joint initiative led by the Presidency and National Treasury to accelerate the implementation of structural reforms and support for economic recovery.

Through this initiative, the Presidency stated that government aims to modernise and transform network and infrastructure industries, including electricity, water, transport and digital communications to improve the living conditions of the people.

Deputy President Mashatile will be accompanied by the Deputy Minister of Higher Education, Dr Mimmy Gondwe, Deputy Minister of Finance Ashor Sarupen and the Deputy Minister of Forestry, Fisheries and the Environment Narend Singh.

As part of efforts to strengthen the tourism sector, government has launched the Summer Tourism Campaign, which encourages South Africans and visitors from across the globe to explore the country’s hidden tourist gems found across all nine provinces.

“The Gimme Summer – Sho’t Left Campaign will profile local tourist offerings to allow more South Africans to enjoy, explore and experience our nation’s hidden tourist attractions,” Minister in The Presidency, Khumbudzo Ntshavheni, said on Wednesday in Cape Town.

Briefing members of the media on the outcomes of the Cabinet meeting held on 6 November 2024, Ntshavheni said government has welcomed the gazetting of the Trusted Tour Operator Scheme (TTOS).

The TTOS intends to streamline the visa application process for large tour groups from China and India. 

“The initiative addresses capacity constraints at foreign missions and aims to attract more tourists from China and India, which respectively account for 1.8% and 3.9% of all international visitors to South Africa,” Ntshavheni said.

Interested travel companies can access the system by visiting https://touroperator.dha.gov.za or accessing the portal through the TTOS banner on www.dha.gov.za.

Furthermore, the country’s eVisa System has been rolled out to 34 countries to allow tourists from those countries to apply online for a visa to South Africa without having to visit any embassy or consulate. SAnews.gov.za

SA strengthens bilateral ties with Egypt

International Relations and Cooperation (DIRCO) Minister Ronald Lamola, along with a business delegation, will today undertake a working visit to Cairo, in the Arab Republic of Egypt, to co-chair the South Africa-Egypt Political Consultations.

The Minister will co-chair the consultations with his counterpart, Dr Badr Abdelatty, the Minister of Foreign Affairs, Emigration and Expatriate Affairs of the Arab Republic of Egypt, from 13 to 14 November. 

South Africa and Egypt enjoy cordial political, economic and social relations following the formal establishment of diplomatic relations on 29 March 1995. These relations are historical and based on friendship, solidarity and collaboration between the peoples of both countries.

The Joint Commission for Cooperation (JCC) that exists between the two countries is a structured bilateral mechanism that provides a platform for political, economic, social, cultural, scientific and technical cooperation between the two.

“We will be accompanied by a South African business delegation consisting of close to 50 companies. The delegation will explore further investment and trade opportunities across a range of economic sectors.

“The working visit will provide an opportunity to exchange views on regional, continental, and global issues of mutual interest, with an emphasis on the conflict in Sudan. Before the conflict, Sudan was already experiencing a severe humanitarian crisis,” Lamola said during a media briefing on Tuesday.  

Lamola said the long-term political instability and economic pressures left 15.8 million people in need of humanitarian aid, and that the conflict has only exacerbated these conditions, leaving 25.6 million people -- more than half of Sudan’s population -- in need.

“The brutal conflict has forced more than 11 million people from their homes. The vast majority (over 8.1 million people) remain within Sudan, representing the largest displacement crisis in the world. 

“Furthermore, the session will also reinforce the importance of accelerating efforts towards the implementation of the African Continental Free Trade Agreement and in consolidation of Africa’s Agenda 2063,” Lamola said. 

The working visit will further reinforce the commitment by both countries to expand and strengthen political and economic relations.

South Africa and Angola strengthen economic ties 

On the 1st of November 2024, the Minister undertook a working visit to Luanda, Angola, for political and diplomatic consultations. 

Discussions included preparations for the upcoming State Visit by President João Manuel Gonçalves Lourenço to South Africa. 

“It was agreed that this visit should reaffirm the existing bilateral relations, underpinned by a strong economic partnership. We informed our counterpart that a business forum will also be organised during the visit, with the participation of companies from both countries, focusing on sectors such as agriculture and agro-processing, mining, energy, transport, healthcare, tourism and education,” Lamola said.  – SAnews.gov.za

KZN commits to economic development, investment growth toward 2030

KwaZulu-Natal Premier, Thamsanqa Ntuli, has underscored the commitment to economic development, trade, and investment growth toward 2030, aligned with the province's broader strategic priorities.

Ntuli reiterated the province’s commitment during the KwaZulu-Natal Trade and Investment Conference currently underway at the Inkosi Albert Luthuli International Convention Centre in Durban.

The two-day conference, which started on Monday, aims to promote, brand, and market KwaZulu-Natal as an investment destination, identify and develop investment opportunities, among others.

The conference brings together investors, government leaders, and industry captains to explore and amplify the province’s status as a top investment destination.

Delivering his keynote address on Monday, Ntuli highlighted that over the past decade, KwaZulu-Natal has attracted significant investments in key sectors, especially through developments at the Durban and Richards Bay Ports, two of Africa’s largest and busiest maritime hubs.

“Enhanced container capacity, automation, and infrastructure upgrades have strengthened KZN’s position as a regional logistics powerhouse. Similarly, the Dube Trade Port, adjacent to King Shaka International Airport, has drawn over R2 billion in investments, cementing its role in warehousing, logistics, and agriculture, including the Dube AgriZone, a major hub for export-focused agri-business,” Ntuli said.

Reflecting on the 2019 Provincial Trade and Investment Strategy’s achievements and areas for intensified effort, Ntuli said the strategy targeted R76 billion in new and expansionary investments by 2024. This is alongside the creation of approximately 68 000 jobs and an increase in the province’s national export value to R1.28 trillion.

While projections indicate that the targets may not be fully met by the year’s end, the Premier emphasised the need to redouble efforts in investment initiatives.

“The Richards Bay Industrial Development Zone (RBIDZ) has fuelled growth in heavy industry and energy, particularly in metals like aluminium and steel, generating jobs and boosting export potential.

“Renewable energy investments, particularly in biomass and solar, have diversified KZN’s energy landscape, with biofuel production from the sugarcane industry enhancing the province’s green economy credentials.”

Growth in the agricultural sector

The Premier also highlighted the province’s strong agricultural sector, which has attracted investments in agro-processing, and supporting industries including sugar refining, dairy processing, and timber.

The Premier said this growth is further supported by a thriving food and beverage industry, pharmaceutical, and packaging sectors, benefiting from proximity to key ports and an expanding consumer base.

Tourism

He said tourism also remains central to KZN’s economy, supported by new hospitality investments, including the reopening of the international Hilton Hotel and the Durban Beach promenade renewal.

Noting KZN’s absence from many long-haul tourist packages, Premier Ntuli stressed the importance of positioning the province as a key destination for international tourism.

Ntuli highlighted several strategic assets crucial to the province’s competitive advantage, and these include expanded port capacities, Special Economic Zones (SEZs) like Richards Bay and Dube TradePort, and streamlined regulatory and tax incentives to attract foreign and local investments.

The Premier urged stakeholders to seize the opportunities presented by the African Continental Free Trade Area (AfCFTA), which offers KZN unprecedented access to a $3.4 trillion market.

Partnerships 

The Premier also addressed issues in freight rail services and port bottlenecks, emphasising that public-private partnerships could unlock efficiencies.

He further called attention to KZN’s role in automotive manufacturing, underscoring opportunities in electric vehicle (EV) component production to tap into Africa’s growing EV market.

“Sustainable growth initiatives, including green hydrogen, biomass, and digital innovation, are essential for positioning KZN as a leader in the renewable and digital economies. Collaboration with local universities and technology firms is building a skilled workforce to support industries like IT, finance, and business outsourcing, further enhancing KZN’s role as a technology and logistics hub,” Ntuli said.

The Premier emphasised the importance of resilient infrastructure, including sustainable energy investments, and inclusive growth that extends to all municipalities, cities, and rural areas.

He issued a call to action for deeper engagement with rural and municipal stakeholders, ensuring these areas are active participants and beneficiaries in KZN’s economic growth. – SAnews.gov.za

President Cyril Ramaphosa has hailed the KwaZulu-Natal District Development Model (DDM) Presidential Imbizo as a powerful example of the Government of National Unity (GNU) in action. 

The President underscored the collaborative efforts of various political leaders to address pressing community issues. 

Addressing community members at the Umnini Sportsfield in Umgababa, the President said the imbizo was a fairly productive session. 

“As I end, I think we have held a fairly productive imbizo session. Today has been a clear demonstration of how our Government of National Unity is also working. I have Ministers from our various political parties that are part of the GNU. 

“I would like to thank them all and I want all the parties in the GNU to see the value of izimbizo. They are important because they enable us to interact with our people and hear their views, and answer their questions and at the same time, follow up on their issues that they have raised,” the President said. 

The Presidential Imbizo is a platform for communities to interact with government leaders from all three spheres of government on service delivery challenges, and for the executive to respond to the community on what they are doing to resolve those issues. 

Community members gathered at the Umnini Sportsfield raised issues such as crime, unemployment, the rising cost of living and matters concerning education. 

The South African Democratic Teachers Union asked President Ramaphosa to intervene on the issue of safety and security at KwaZulu-Natal schools, highlighting previous incidents where teachers were attacked, shot and killed at schools.

Before the Ministers took to the podium to respond to the above issues, President Ramaphosa apologised for the delayed start due to technical issues, stressing the need for better preparedness at such events.

Ministers in the GNU accompanying the President responded to the issues respectively and promised residents that they will follow up and provide solutions. 

Turning to the City of eThekwini municipality, the President also spoke about plans to rejuvenate Durban’s tourism sector, which has historically made the city the "holiday mecca" of South Africa. 

With tourism numbers currently in decline, President Ramaphosa expressed optimism for a revival through the planned reopening of key hotels like the Hilton and lease renewals for iconic establishments such as the Maharani and Elangeni.

“Durban has been the holiday mecca of our country. Many people from all over the country have always considered Durban when they needed to go on a holiday. 

“Tourisms in the province has gone down but the mayor has plans to revive big hotels such as the Hilton Hotel and the renewal of leases by Southern Sun of the Maharani and Elangeni Hotel.

“The business sector has pledged to invest billions of rands to revive tourism, so I am looking forward to the revival of tourism so that Durban can go back to being the jewel of South African tourism. It must once again become the mecca of tourism in SA,” the President said. 

Tourism Minister Patricia De Lille said that her department is working hard to rebuild the tourism sector in the province. 

“Tourism is a very important sector for this province. It is making a significant contribution to the GDP and economic growth of the province. The tourism sector has gone down in KZN, but we are working hard with the Presidential Task Team and the private sector to rebuild it.” 

The Minister said that she has already agreed with the KZN Premier that they will be meeting as a matter of urgency so they can see how they can work together with the plans of the province to do an aggressive marketing campaign to deal with all the negative perceptions around the province. 

“For the summer season, the department partnered with the private sector and already we have 440 private sector tourist attractions that are offering discounted deals for the summer season and I want to encourage all South Africans to look at the Shot left site and check the discounts,” de Lille said.

The President also drew attention to ongoing infrastructure challenges, particularly highlighting the partial collapse of a bridge on the N2 highway, which has disrupted local transportation. 

He expressed confidence in South African engineers, who have devised a plan to restore the bridge, calling it a testament to the country’s engineering expertise. 

“In the morning, I went to the N2 bridge that partially collapsed. The bridge is causing a lot of inconvenience for the people, as it is an important road on the N2," the President said. - SAnews.gov.za

The second day of the Critical Minerals Africa (CMA) Summit began with a Ministerial Forum, where mining ministers from Eswatini, Malawi, Argentina and representatives from Tanzania highlighted initiatives to advance the mining sector.

HRH Prince Lonkhokhela, Minister of Natural Resources and Energy for the Kingdom of Eswatini, described mining as a foundational pillar of economic growth for the country.

“Our recent high-resolution aerial survey has indicated the presence of copper, nickel and cobalt in the western regions, along with lithium and tantalum in the south,” he stated.

Eswatini is developing a Critical Minerals Strategy in collaboration with the Commonwealth Group, slated for completion by mid-next year, according to the minister.

Lonkhokhela stated that Eswatini is revamping its regulations to align with neighboring nations such as Mozambique and South Africa, aiming for knowledge sharing, resource pooling and regional cooperation on value addition.

Monica Chang'anamuno, Minister of Mining for the Republic of Malawi, emphasized the need for Malawi and Africa to align with the global conversation on critical minerals and the energy transition to seize emerging opportunities.

Chang'anamuno highlighted Malawi's vision to diversify its agriculture-dependent economy through its Agriculture, Tourism and Mining Strategy, prioritizing critical minerals as a driver of growth.

Malawi currently has several rare earth and lithium projects, including the Kasongo rare earth project, which employs 1,200 people, with plans to engage up to 10,000 throughout its lifespan, according to the Minister.

Malawi also discovered one of the world's largest lithium deposits, in partnership with a Korean firm and Rio Tinto, the Minister told delegates at CMA. Additionally, the nation aims to double its energy production to 1,000 MW by next year, with 232 MW allocated to support mining operations.

Maria Alejandra Vlek, Minister of Economic and Commercial Section of Embassy of Argentina in South Africa, highlighted the country's significant lithium potential, holding 22% of global lithium resources, with 180 critical mineral projects currently underway.

She said the country is deploying some 50 lithium projects, including an $800 million lithium facility, and seeks to leverage expertise and investment from African mining countries such as South Africa.

Venace Mwasse, Director of Tanzania's State Mining Corporation, stated “We are aware of the need to reduce emissions through critical mineral production and are committed to ensuring this while benefiting our communities.”

He added that only 16% of Tanzania's land has been surveyed, with a target to reach 50% as part of the country's Vision 2030 Strategy.

Venace Mwasse, Director of Tanzania's State Mining Corporation, stated “We are aware of the need to reduce emissions through critical mineral production and are committed to ensuring this while benefiting our communities.”

He added that only 16% of Tanzania's land has been surveyed, with a target to reach 50% as part of the country's Vision 2030 Strategy.

The City of Durban is gearing up to host the prestigious 2024 Velosolutions Union Cycliste Internationale (UCI) Pump Track World Championships Finals, which will take place at the GO!Durban Academy, KwaMashu site, on 9 November 2024.

The event marks the tail end of the 2024 season and is set to bring together the world’s top riders from approximately 20 countries to compete for the World Championship Title.

The first ever to be hosted in a township, the KwaMashu GO!Durban Academy Park was chosen over Cape Town.

Established in 2016, the GO!Durban Cycle Academy features a world-class Velosolutions asphalt pump track right in the heart of KwaMashu.

Velosolutions pump tracks are both playgrounds and training facilities for bikers, skateboarders and scooter riders of all skill levels. Asphalted tracks are hotspots for all kinds of riders, who seek a fun and action-filled sports experience.

EThekwini Transport Authority Acting Head, Nelisiwe Zama, said being chosen to host an event of such magnitude is demonstration of the high standard infrastructure that the GO!Durban Academy has to offer.

“An event of this nature does not only place us on the world map in relation to the cycling sport but has great impact on local tourism, with 60 international riders, accompanied by their teams, and fans staying in Durban. This influx of international visitors will help put Durban on the global tourism map as a 'must visit' destination in South Africa,” Zama said.

The event is also set to benefit youth from townships, as various community-based cycling races will be hosted in the week leading up to the finale.

The top four of the community bike series, including the men and women elite category, will officially qualify for the UCI Pump Track World Championships on Saturday.

“The two winners will receive free hotel accommodation, like all other international winners. The second, third and fourth placed riders will be invited to join the afterparty, rider's briefing, welcome presentation, and will be transported daily from their township to the locations,” Zama said.

President Cyril Ramaphosa is expected to embark on a visit to KwaZulu-Natal over the next three days.

The visit will start with the unveiling of the King Shaka Zulu statue at the King Shaka International Airport in Durban, where both the President and King Misuzulu KwaZwelithini will deliver addresses.

“His Majesty King Misuzulu KwaZwelithini and Premier Thamsanqa Ntuli will join the President in officiating this tribute to King Shaka kaSenzangakhona, the founding father of the Zulu nation, whose leadership and military strategy forged one of the most powerful kingdoms in Southern Africa.
 
“The unveiling of this statue aims to honour the King’s legacy and preserve his memory for future generations. The monument will serve as a symbol of unity, strength, and pride for the people of KwaZulu-Natal and the entire nation, celebrating King Shaka's contributions to Zulu history, culture, and identity,” the Presidency said in a statement.

The unveiling of the statue will be followed by discussions with the provincial executive. 

“The President will be accompanied by relevant Ministers and Deputy Ministers in this engagement, which is part of a new series of interactions between the President and provinces aimed at enhancing intergovernmental coordination and improving service delivery, in line with the priorities of the 7th Administration.

“The provincial leadership will present to the President its five-year programme that will respond to the national priorities of securing inclusive economic growth, reducing poverty and building a capable and ethical State.

“The meeting will also discuss interventions to improve service delivery at local government level,” the statement said.

This engagement will conclude with a meeting with the Presidential eThekwini Working Group.

“[President Ramaphosa] will be updated on the work being done to support and accelerate efforts by the eThekwini Municipality to improve service delivery, improve business confidence, and reposition eThekwini as an investment and tourism hotspot.

“Established in February 2024, the Working Group represents an intergovernmental collaborative approach to addressing challenges in local government, and includes active participation from all levels of government, the private sector, State-owned enterprises, organised labour and civil society,” the Presidency explained.

The visit to the province will culminate with an engagement with residents at the Presidential Imbizo.

“On Friday, 8 November, President Ramaphosa and members of national, provincial and local government will hear directly from citizens and organised civil society formations during the Presidential District Development Model (DDM) Imbizo, held under the theme 'Leave No One Behind'.

“The imbizo is a platform that allows citizens to make proposals and ventilate problems directly to the leadership, who in turn respond to these inputs and set out plans for developing communities and the economy in the area visited by the President,” the statement concluded. – SAnews.gov.za

Riverlands dam owner directed to decommission failed dams

The Department of Water and Sanitation has issued a directive to the current owner of the Riverlands dams to safely decommission the failed dams.

Reflecting on the Ministry’s performance during its first 100 days in office at a media briefing held in Pretoria on Tuesday, Water and Sanitation Minister, Pemmy Majodima, said a series of inter-linked, privately-owned dams failed on a farm near the town of Riverlands in the Swartland Local Municipality, Western Cape--during the 100 days--causing extensive damage to municipal infrastructure and houses in the town.

She said the Ministry visited the site of the dam failures, met with the community, and oversaw an investigation into the failures.

“The preliminary investigation report found that the original owner of the farm who built the dams failed to obtain the legally required approval from the department for the design of the dams, and that subsequent owners failed to register the dams with the department as required by the National Water Act.

“As a result, the dams were not regularly inspected, and signs of imminent failure were not identified timeously. Following the release of the investigation report, the department issued a directive to the current owner of the dams to safely decommission the failed dams,” Majodina said.

She said that further investigations are underway to determine liability for the damages caused by the dam failures.

The incident, which occurred on 08 August 2024, saw the failure of three farm dams that breached, resulting in flooding which caused severe property and infrastructure damage to the affected area, leading to hundreds of people being provided with humanitarian assistance.

Jagersfontein Tailing Dam report submitted to NPA

Majodina also reported that the report into the Jaggersfontein Tailing Dam in the Free State has been submitted to the National Prosecuting Authority (NPA) following the laying of criminal charges against the dam owners by the department in 2022.

During the 100 days, the department completed its comprehensive technical investigation into the 2022 failure of the Jagersfontein Tailings Dam, which resulted in three deaths and one person declared as missing, as well as extensive damage to public and private property.

“The report has been submitted to the National Prosecuting Authority following the laying of criminal charges against the dam owners by the department during 2022.

“During the 100 days, a Request for Expressions of Interest issued by the department for proposals to develop tourism and recreation related to the department’s dams was finalised and the 300 applications which were received are currently being processed,” Majodina said.

Launch of phase one of Hammanskraal water project

Meanwhile, Majodina said the department will launch Phase One of the Hammanskraal water project on Saturday, 16 November 2024.

The project includes the provision of an additional 12.5 megalitres of water.

The Ministry visited Hammanskraal on 24 August 2024 to oversee a R750 million project  which the department is implementing through the Magalies Water Board to enable the provision of clean drinking water.

“The project involves the construction of additional water treatment capacity at the Magalies Water Treatment Works near Hammanskraal. The Ministry also carried out a site inspection of the Rooiwal Waste Water Treatment Works to review the progress of the municipality’s project to refurbish the works,” Majodina explained.

Special purpose vehicle 

The Minister further reported that a Special Purpose Vehicle by the Rand Water Board and the Emfuleni Local Municipality is in the process of being established.

This follows an oversight visit by the department to Emfuleni Local Municipality in Gauteng on 25 August 2024, where the department, through Rand Water, is implementing a R7.5 billion intervention in terms of Section 63 of the Water Services Act to address sewage pollution from the municipality’s waste water treatment systems.

As a result of the intervention, a number and frequency of sewage spillages into the streets and peoples’ homes has been significantly reduced.

She said work is underway to completely eradicate sewage pollution in the municipality.

“A Special Purpose Vehicle by the Rand Water Board and the Emfuleni Local Municipality is in the process of being established. It will be launched once all the legal requirements have been fulfilled which include the approval by the National Treasury.” – SAnews.gov.za

International Relations and Cooperation Minister, Ronald Lamola, will host his United Kingdom counterpart, David Lammy, on Tuesday, 5 November 2024, in Cape Town. 

According to the department, the meeting between the Minister and the United Kingdom Secretary of State for Foreign, Commonwealth and Development will focus on strengthening relations between the two nations. 

“The UK is one of South Africa’s most significant bilateral partners, particularly in trade, investment, skills development, science, innovation, the Just Energy Transition and tourism, among others,” the Department of International Relations and Cooperation (DIRCO) said.

According to Lammy’s office, he began his visit to the continent in Nigeria, his first trip to Africa as Foreign Secretary and the first to visit South Africa since 2013. 

Committing to a fresh approach to Africa that works productively from Morocco to Madagascar, Lammy announced the start of a five-month consultation process to ensure African voices inform and sit at the very heart of the United Kingdom’s new approach to the continent.

“Accommodating the diverse needs and ambitions of 54 countries, the consultation will guarantee the UK’s relationships across Africa are based on mutual respect and partnership,” Lammy's Office said.

Lammy believes Africa has huge growth potential, with the continent on track to make up 25% of the world’s population by 2050. 

“Our new approach will deliver respectful partnerships that listen rather than tell, deliver long-term growth rather than short-term solutions and build a freer, safer, more prosperous continent. I want to hear what our African partners need and foster relationships so that the UK and our friends and partners in Africa can grow together,“ he said. 

According to Lammy, growth is the core mission of the UK government and will underpin relationships in Nigeria, South Africa and beyond. 

“This will mean more jobs, more prosperity and more opportunities for Brits and Africans alike.” 

In South Africa, Lammy’s Office said he will agree to develop a new United Kingdom-South Africa Growth Plan. 

“South Africa is our largest trading partner on the continent and this plan will allow trade to flourish even more through collaboration on market access, a new UK Trade Partnership programme to boost South Africa exports, and a new programme to increase the number of agricultural jobs in rural South Africa. This will simultaneously boost trade for Brits whilst bolstering opportunities within South Africa.” 

At the biennial United Kingdom-South Africa bilateral forum, the Foreign Secretary and Lamola will refresh the Comprehensive Strategic Partnership to 2030 – raising joint ambition on climate, nature, trade and security, and committing to United Kingdom-South Africa cooperation for the next two years on trade and investment, energy transition, and security. 

South African exports to the United Kingdom supported over 137 000 jobs in 2020. The Foreign Secretary will boost this with the renewal of a risk-sharing partnership between British International Investment and Standard Chartered to provide trade finance for SMEs and corporates operating across Africa and Asia. 

“No growth can be truly inclusive or effective unless it is green,” the statement from Lammy's office read.

Minister of Forestry, Fisheries and the Environment, Dr Dion George, has called for decisive and integrated action to deal with wildlife crimes, as they threaten the country’s rich biodiversity and the potential of the eco-tourism industry.

Addressing the United for Wildflife Global Summit 2024 in Cape Town on Monday, the Minister said the Department of Forestry, Fisheries, and the Environment (DFFE) plays an indispensable role in shaping South Africa's future within the borders and in the increasingly complex global geopolitical landscape. 

“However, despite local and international efforts to address environmental crime at the highest levels of government, it is essential that we now refocus our efforts towards action. 

“Representatives from the police, customs, prosecuting authorities, financial intelligence units, and environmental and wildlife investigative agencies all hold crucial roles, and your collaboration is essential. 

“We all recognise this global scourge that can only be overcome through a focused and integrated international effort,” the Minister said.

South Africa’s wildlife, plant life and marine life is a target for illicit activities. 

“Our lions, rhinoceros, pangolin, succulent plants, abalone, and our fish stock, to name only a few, are significantly at risk and we must respond. 

“These crimes... have a devastating impact on our country’s moral fabric (where the poaching culture consumes communities) on our existing and potential eco-tourism industry, and on our good standing in the international community as custodians of irreplaceable natural heritage,” George said.

He emphasised that South Africa remains resolutely focused on implementing the National Integrated Strategy to Combat Wildlife Trafficking. 

This strategy aims to establish a well-resourced, integrated, multidisciplinary law enforcement approach to dismantle the illicit value chain of wildlife trafficking within our country and beyond. 

“We recognise that achieving this objective requires the unwavering commitment of our entire government to enhance law enforcement capabilities and to mobilise societal support. 

“As part of implementing the strategy, South Africa actively participated in both informal and formal negotiations leading up to the recent United Nations Convention against Transnational Organised Crime, Conference of Parties. 

“We supported the resolution sponsored by Brazil, France, and Peru, which aims to enhance measures to prevent and combat crimes affecting the environment. This important document recognises that environmental crimes has evolved into a major form of transnational organised crime,” the Minister said.

South Africa remains committed to implementing the key proposals outlined in the resolution.

“We must confront the stark reality that these crimes are not isolated to a series of arbitrary incidents, and that they have developed into highly sophisticated, greed-driven enterprises orchestrated by international criminal syndicates. 

“They exploit our natural heritage for financial gain and cause immeasurable harm to the environment while undermining our conservation efforts. These environmental crimes threaten to ravage the world's natural resources, impose immense financial burdens, and lead to the widespread loss of economic and development opportunities. 

“While we are keenly aware of the threat this poses to security and the rule of law, we must also remain cognisant of the complex issues of poverty and the lack of alternative livelihoods that contribute to the rise of such illicit activities,” the Minister said.

South Africa has also actively participated in WIRE meetings since 2016, which have been instrumental in overcoming obstacles related to information sharing and cooperation in investigations. 

“This has provided an invaluable platform that enables the international community to strategies, overcome obstacles, ensure meaningful cooperation, and respond swiftly when necessary, despite the bureaucratic processes inherent in any government. 

“Collaborating with international counterparts is crucial for tackling wildlife crime, especially since the illicit market is primarily in Southeast Asia. It is essential that we reinforce our working relationship with law enforcement agencies in these countries,” the Minister said. - SAnews.gov.za

Deputy Minister in the Presidency for Women, Youth and Persons with Disabilities, Mmapaseka Letsike, says more than 60% of jobs and 25% of the Gross Domestic Product (GDP) of the African continent comes from the agricultural sector which is rooted in the rural areas.

“This presents an opportunity for boundless growth through the potential that is inherent in the rural economy and for expansion to industries that ordinarily have not proliferated in rural areas,” Letsike said.

Speaking at the Village Economy Indaba ceremony held in the North West province, Letsike said over half of the population resides in rural regions, yet these areas often face higher poverty rates, lower access to basic services and limited economic opportunities.
“This divide is not only a matter of geography, it concerns social justice, economic necessity, and national progress.”

Letsike said rural areas in South Africa hold an enormous but often overlooked potential for lifting people out of poverty.

“When we invest in rural economies, we create jobs and boost incomes in areas where they are needed most. Imagine empowering smallholder farmers with access to better technology, training, and markets. 

“Not only could they increase their production, but they could also improve their livelihoods, leading to better education, healthcare, and overall well-being for their families and communities,” Letsike said on Friday.

The Deputy Minister said it was reported that about 75% of food produced on the continent is from small farms of less than 20 hectares, while 80% of the 51 million farms on the continent have an area less than two hectares.

“Developing rural economies helps curb urban migration. Every year, thousands of people leave rural areas, hoping for better opportunities in the big cities.

“By creating viable economic opportunities in rural areas, through initiatives such as The Village Economy Indaba whether in agriculture, renewable energy, tourism, or small-scale manufacturing, we can reduce the strain on our cities while enhancing quality of life in the countryside,” the Deputy Minister said.

Letsike said vulnerable groups such as women, youth, LGBTI (lesbian, gay, bisexual, and transgender or intersex), persons and persons with disabilities are the hardest hit by climate change.

“Therefore, renewable energy projects, like solar and wind farms in areas such as the Northern and Eastern Cape, to eco-tourism in Limpopo and the Western Cape, rural South Africa holds immense potential for green growth and sustainability, particularly as we engage the Just Energy Transition.

“By focusing on sustainable practices, we can preserve our environment for future generations while creating jobs today.

President calls for enhanced collaboration between national and provincial governments

President Cyril Ramaphosa has emphasised the importance of closer cooperation between national and provincial governments, urging ministers to engage more directly and consistently with their provincial counterparts.

The President was addressing a meeting between the National Executive and the Limpopo Executive Council, led by Premier Phophi Ramathuba, at the Polokwane Municipality Council Chamber in Limpopo on Friday. 

President Ramaphosa described today’s meeting as significant, marking the start of a programme by the National Executive to visit all the provinces in the coming months and to engage directly with their leadership. 

The President outlined the significance of the meeting as the first high-level bilateral engagement between the National Executive and provinces under the 7th Administration and the Government of National Unity (GNU). 

President Ramaphosa highlighted the necessity for such interactions to ensure that both spheres of government can effectively coordinate their efforts and address local needs.

“As we strive for greater alignment between the developmental priorities of national and provincial governments, there is a need for Ministers to engage more directly and regularly with their provincial counterparts.

“On the one hand, this enables the National Executive to have better line of sight of provincial programmes. On the other hand, it enables provincial executive councils to better align their developmental roadmap with national plans,” the President said. 
The President reiterated the constitutional mandate for cooperation among different spheres of government, stressing that effective governance must be transparent, accountable, and coherent in serving the people of South Africa. 

“Section 41 of the Constitution outlines the obligation of different spheres of Government to cooperate with one another, assist one another, coordinate with one another and consult on matters of common interest. 

“The spheres of government are to do so, while respecting the scope of their respective powers and functions,” the President said.
He called for a focus on overcoming structural challenges that hinder investment and job creation in the provinces. 
The GNU, the President said, has identified a set of key priorities for the term of its administration, which includes driving inclusive growth and job creation; reducing poverty and tackling the high cost of living, and building a capable, ethical and developmental State. 

He underscored the vital role provinces play in achieving these goals, particularly through the implementation of the Medium-Term Development Plan.

“Our collective focus now is on marshalling the necessary will and resources to finalise and implement the Medium-Term Development Plan. Driving economic growth that is inclusive and transformational is at the centre of our national agenda. 
“Provinces have a critical role to play in this effort.  Improving service delivery, accelerating job creation and growing provincial economies are as much a priority for provinces as they are for national government. 

“What will be critical in the coming months is a razor-sharp focus on the actions that we all need to take to enable provinces to leverage their respective endowments – be they avocados, minerals or citrus fruit – to ensure that that endowment is more effectively used for economic growth,” the President said. 

The discussion also highlighted the need for provinces to leverage their unique resources such as agriculture, minerals, and tourism to stimulate economic growth. 

President Ramaphosa noted the under-utilisation of arable land and the potential for improved tourism infrastructure as areas needing urgent attention.

Some provinces are extracting large amounts of minerals from the soil, but are not moving to another level. They need to start looking at the second level to beneficiate those minerals. 

“We need to move beyond diagnosis of problems. We need to look at how to overcome the obstacles to provincial endowments being successfully used for development,” he said. 

Premier Ramathuba and the provincial leadership were urged to identify obstacles to growth and to collaborate with ministers to formulate actionable strategies. 

President Ramaphosa pointed out that ongoing structural reforms in sectors, such as electricity and water management, are critical to unlocking provincial potential.

This engagement is intended to open channels of communication and foster a collaborative spirit, with the aim of ensuring that Limpopo and other provinces align their economic development plans with the national vision.

Limpopo perfectly positioned to lead in a number of key sectors

The President said this first engagement between the National Executive and the Limpopo Executive Council must set the tone and agenda for future cooperation.
 
“We have to set our collective sights on what must be done to ensure provinces' economic development plans align with the broader national economic vision. 

“Limpopo is perfectly positioned to lead the country in a number of key sectors, including agriculture, tourism, freight and logistics, and also mineral resources. The province is set to play a major role in the green economy transition. 

“Limpopo possesses a number of critical energy transition minerals, including platinum, and has been designated as a site for the proposed Hydrogen Valley. We are pleased with the work already underway in this regard,” the President said.

President Ramaphosa added that Limpopo, by way of geographical positioning, is South Africa’s gateway to the continent. 

He said the province is well positioned to strengthen South Africa’s links to the rest of the African continent under the African Continental Free Trade Area. 

The President called for innovative solutions and clear timelines to realise the full potential of provincial economies and improve the lives of citizens.

As government prepares for further engagements across the country, the focus remains on creating a capable and accessible governance framework that prioritises the needs of South Africans.

From here, President Ramaphosa will go to KwaZulu-Natal next week and then to other provinces. 

“Our plan is to go to each province over the course of one year. We engage with provinces on an ongoing basis through MinMEC [Minister and Members of Executive Council] meetings and other forums, and we engage with people through izimbizo. This is the government that we want to make more capable and accessible to the people,” the President said. – SAnews.gov.za

Government to launch next phase of Operation Vulindlela

Government is expected to launch the next phase of Operation Vulindlela, which is aimed at accelerating the implementation of structural reforms.

This is according to the Medium-Term Budget Policy Statement (MTBPS) released by National Treasury on Wednesday.

Treasury explained that the country’s economic growth prospects are closely tied to Operation Vulindlela and structural reforms to “improve competitiveness and productivity and boost investment”.

“In its first phase, this initiative implemented 35 reform actions in five network industries, including reducing power cuts, improving the performance of the logistics system, lowering data costs, improving water supply and enabling the country to attract critical skills.

“The next phase of reforms will support higher medium-term growth, which is required to significantly expand employment. New initiatives aim to reverse local government decline, tackle spatial inequality and advance digital government to improve large-scale service delivery,” National Treasury said.

Operation Vulindlela is a joint initiative of the Presidency and National Treasury to accelerate the implementation of structural reforms and support economic recovery.

Government has set its focus on Eskom’s restructuring as a priority and to establish a bustling energy market, with adequate supply for a growing economy.

“The cumulative effects of reforms include improved power station performance and no ‘load shedding’ since 26 March 2024. The Electricity Regulation Amendment Bill was signed into law in August of this year. 

“This, together with the creation of the National Transmission Company of South Africa, which began operating on 1 July 2024, is establishing rules and procedures for a competitive electricity market. 

“The ongoing Energy Action Plan has boosted efforts to restore energy availability and procure new generation. By end-August 2024, project registrations with South Africa’s energy regulator exceeded 8500 megawatts,” the MTBPS stated.

The critical sector of freight rail logistics is also receiving attention.

“Transport reforms that open the freight rail network to private operators will reduce inefficiencies and costs, helping firms offer lower prices and boosting economic growth. To this end, the Economic Regulation of Transport Bill – enabling private-sector use of the rail network – was signed into law in June 2024. 

“Transnet freight volumes grew from 149.5 million tonnes at the end of the previous financial year to approximately 151.7 million tonnes by end-March 2024, supported by the implementation of a recovery plan from October 2023 and reversing a years-long decline. Port cargo handled has stabilised relative to 2023 levels,” National Treasury stated.

Treasury emphasised that reforms in the water sector are critical for economic growth and water security.

“The National Water Resources Infrastructure Agency Bill, signed on 27 August 2024, creates an independent agency to oversee bulk water resources. The Water Services Amendment Bill, allowing for intervention in failing municipalities, has received public comment and will soon be submitted to Cabinet for approval,” Treasury said.

Reforms in that sector target supply and infrastructure challenges.

“Water sector reforms being prioritised by Operation Vulindlela include independent regulation, strengthening local water services by licensing water service providers, legal proceedings on non-compliance by municipalities and trading services reforms. 

“Trading services reforms refer to governance, institutional, management and financial reforms to improve essential services, enabled by a new performance-based grant. The National Treasury is also working closely with the Water Partnerships Office to identify opportunities for private sector participation, such as non-revenue water projects. Non-revenue water refers to the revenue lost from leaking water infrastructure.

Elsewhere, the visa system has been reformed by the Department of Home Affairs to attract skills and boost tourism while the rollout of 5G infrastructure has tapered data costs, expanded connectivity and improved access to network services. – SAnews.gov.za

In a ground-breaking move to enhance the job creation that flows from increased tourism, the Department of Home Affairs has announced the gazetting of the Trusted Tour Operator Scheme (TTOS), just two months after work began on this scheme. 

The scheme was conceptualised by the Minister of Home Affairs, Dr Leon Schreiber, following consultations with the tourism sector and the Minister of Tourism about the way in which visa inefficiency and red tape throttles South Africa’s ability to attract more tourists from these two burgeoning source markets.

The department said research indicates that boosting tourism by only 10% per year can increase annual economic growth by 0.6% and create thousands of new jobs for South Africans.

“To resolve bottlenecks and reposition Home Affairs as an economic enabler, the department has [on Monday] gazetted a call for expression of interest by established tour operators from South Africa and abroad, who wish to sign up to the scheme to bring more tourists from China and India to our country. 

“Chinese tourists made over 100 million outbound trips in 2023, with South Africa receiving only 93 000 of these arrivals. In comparison, a country like Australia attracted over 1.4 million visitors from China in 2023. 

“At the moment, Indian tourists account for only 3.9% of all international visitors to South Africa, and China for only 1.8%,” said the department.

The TTOS is designed to overcome concrete problems, including challenges with processing group visa applications from these countries, capacity constraints at foreign missions, and language barriers. 

“Approved tour operators will benefit from reduced red tape and enhanced turnaround times on visa applications they submit for large tour groups. 

“All TTOS applications will be handled by a dedicated team of adjudicators to ensure swift and reliable processing. In turn, operators will be held liable for any legal transgressions committed by tourists travelling under their banner,” said the department.

The qualifications criteria for the scheme were drawn up through public consultation with the tourism sector and other key stakeholders.

All applications to TTOS will be fairly and transparently adjudicated according to a points-based system that allocates points on the basis of a company’s legal compliance, operating experience, proof of operational capacity, and cross-country collaboration. 

A minimum of 12 months’ operational experience will be a prerequisite for an applicant to be considered.

The call for expression of interest will be open for a period of 30 days, whereafter Home Affairs will, in collaboration with other departments, assess and security vet applications, with the aim of enrolling the first group of tour operators.

South Africa’s target remains to welcome the first tourists, brought to South Africa through TTOS, in January 2025. Home Affairs will consider further intakes for the scheme in the future, depending on internal capacity and the success of the rollout.

To build awareness around this scheme, the department has launched a distinctive TTOS logo that communicates its commitment to growing tourism to South Africa in a secure and efficient manner. 

As a contribution towards the apex priority of digital transformation, Home Affairs has digitised the application process for TTOS.

Instead of e-mail applications that result in drawn-out manual and paper-based decision-making processes, a user-friendly online portal will enhance transparency and improve turnaround times.

Companies that wish to express an interest in the scheme simply need to visit https://touroperator.dha.gov.za:8443 or access the portal via the TTOS banner on www.dha.gov.za.

“I salute the officials who have been working overtime to bring this pathbreaking scheme to life. The speed at which Home Affairs has moved from conceptualisation to execution on TTOS demonstrates our deeply-held commitment to supporting our colleagues in the Department of Tourism and in the tourism sector, in order to create thousands of new jobs for the people of South Africa,” said Schreiber.

He thanked the Minister in the Presidency and the Minister of Tourism for their support and collaboration on this work. 

“Our country should be one of the premier tourism destinations on earth, and we at #TeamHomeAffairs are playing our part to turn this vision into reality.

“The introduction of TTOS is part of the significant interim reforms we are putting in place to enhance the efficiency of Home Affairs while we work towards our five-year vision of delivering Home Affairs @ home through digital transformation.

“I am confident that this scheme will make an immediate contribution towards growing tourism and job creation, and I look forward to welcoming the first tour groups facilitated through TTOS as early as January 2025,” Schreiber said.

The docking of the World Odyssey at the Port of Cape Town signifies the beginning of South Africa’s cruise season, which will see the docking and sailing of 268 passenger liners at the commercial seaports operated by Transnet National Ports Authority (TNPA). 

The vessel arrived on 22 October 2024 at the port renowned for being a popular stopover for cruise liners and was recently voted as Africa’s Leading Cruise Port in the 31st Annual World Travel Awards.

Sailing under the flag of the Bahamas, the World Odyssey cruise liner brought approximately 538 international tourists onboard, paving the way for a projected 130 000 tourists anticipated to visit Cape Town during this cruise season.

The 268 scheduled passenger liners, represents an increase of 29% from 207 call-ins in the previous year. 

These vessels will pull along at seven South African commercial seaports, with Cape Town set to welcome 88 call-ins, 47 for Durban, 43 for Gqeberha, 27 for Mossel Bay, five for Saldanha, 14 each for Richards Bay and East London.

“The upsurge in the anticipated vessel call-ins this season supports the strategic positioning of South Africa’s ports as key drivers of economic growth and gateways for international trade. 

“The cruise liner segment is one of the fastest-growing contributors to the country's GDP through tourism revenue. As TNPA, we look forward to collaborating with cruise tourism stakeholders to support the growth of the economy. 

“Building on the success of the previous cruise season, TNPA continues to provide reliable marine services as well as creating berth capacity to enable an efficient cruise vessel service,” said Advocate Phyllis Difeto, the TNPA Acting Chief Executive.

TNPA anticipates that more vessels will be confirmed as the cruise season progresses.

TNPA is responsible for the safe, effective, and efficient economic functioning of the national port system, which it manages in a landlord capacity.

It provides port infrastructure and marine services at the eight commercial seaports in South Africa – Richards Bay, Durban, Saldanha, Cape Town, Port Elizabeth, East London, Mossel Bay and Ngqura.

It also operates within a legislative and regulatory environment and is governed by the National Ports Act (Act No. 12 of 2005). – SAnews.gov.za
