Water restored after Sundays River Canal rehabilitation

The Nelson Mandela Bay Municipality (NMBM) says a number of areas have started receiving water from Wednesday morning following the completion of repairs to the Sundays River Canal, with water being subsequently pumped back into the system.

The municipality embarked on a 10-day rehabilitation project for the Sundays River Canal, which commenced on 24 June 2024.

Led by the Department of Water and Sanitation (DWS), the project aimed to enhance the reliability and sustainability of the water supply to Nelson Mandela Bay residents.

The Lower Sundays River Canal repairs have led to added pressure on the municipality’s water reticulation system, with more areas identified as high risk.

The Lower Sundays River Canal forms part of the Lower Sunday’s Government Water Scheme (LSGWS). 

The LSGWS forms part of the greater Orange-Fish-Sundays Inter Basin Transfer Scheme and it transfers 740 million kilolitres of water annually from the Gariep Dam to the Eastern Cape through the 80km Orange-Fish Tunnel. 

The repair of the canal is a result of a May 2017 incident, where a section of the canal embarkment slipped, about 4.4km south of Enon. 

The Department of Water and Sanitation then had to construct a temporary embarkment using a plastic membrane to ensure the continuous supply of water to users. However, a secondary embankment failure has occurred, with 200m downstream of the initial embankment and canal failure.

The work on the canal included the demolition of the existing canal at the upstream and downstream tie-in sections.

The municipality said the production at Nooitgedacht Water Treatment Works is averaging 120 megalitres per day, with the Motherwell Reservoir at 27% and Grassridge and Oliphant Kop seeing increases to 23% and 32%, respectively.

“Most low-lying areas are receiving water, with the exception of high-lying areas around NU 8, 9, 10, and 11. Water trucks will remain in the Motherwell area.

“Bloemendal and Bethelsdorp reservoirs are also increasing, with average levels of 9%. This indicates that the system is full and that the affected areas in the Northern regions will also begin to receive water, starting with low-lying areas,” the municipality said in a statement on Wednesday.

Planned water shutdown

Meanwhile, the municipality announced that a water shutdown is planned for Thursday, 4 July 2024, for maintenance on the water pipe network to be carried out.

Eastern Cape voting stations operational for special votes

Eastern Cape Cooperative Governance and Traditional Affairs MEC, Zolile Williams, has confirmed that special votes are proceeding as planned in the province, including in Mthatha, Port St Johns, Nyandeni and other areas that were impacted by the taxi strike.

Major entry and exit points into Mthatha were blocked on Monday. According to reports, taxi drivers allegedly hijacked trucks and used them to block both sides of the N2 and R61 roads. 

Reports suggest that the taxi operators’ actions were because of a crackdown by authorities following an outbreak of violence last week.

“There are no reports of major challenges that can negatively impact the voting process. The potential hotspots are closely monitored to be promptly dealt with by our stakeholders in the Provincial Election Task Team (PETT). We expect that tomorrow will be plain sailing throughout our province,” said Williams.

Today was the second day of special votes ahead of Wednesday’s Election Day.

Williams appealed to protesting communities to stop preventing other people from exercising their right to vote.

“The intimidation of IEC [Electoral Commission of South Africa] staff is not allowed and must stop. No one must be prevented from voting through the closure of voting stations, digging of trenches on the roads, burning of yres and so on. We call on law enforcement agencies to arrest anyone who breaks the law,” he said.

Meanwhile, the IEC said those people who were unable to be visited on Monday for their special vote due to the taxi protest are being serviced today. 

According to Williams, those not found at home can still go to cast their votes on 29 May 2029.

Main entry points in Mthatha blocked, affecting essential services

The Eastern Cape Department of Health has confirmed that services have been affected in hospitals in and around Mthatha by the blocking of the N2 and R61 roads.

“Nelson Mandela Academic Hospital, Mthatha Regional and St Barnabas Hospital staff, who worked the night shift, could not go home, while those who were supposed to report for duty could not get to work because of the blocked roads,” a statement from the department read. 

This is after all the major entry and exit points into Mthatha were blocked, as taxi violence erupted. 

According to reports, the taxi drivers allegedly hijacked trucks and used them to block both sides of the N2 and R61 roads. 

Reports suggest that the taxi operators’ actions were because of a crackdown by authorities following an outbreak of violence last week.

The actions have since forced hospitals to operate with a skeleton staff. 

“As soon as roads reopen, those who are supposed to be on duty will go to work to relieve those who worked the night shift. 

“The blocked roads mean patients in desperate need of higher level of care cannot get it as ambulances cannot get to Mthatha.” 

In emergency cases, the department said it will use aeromedical services to transfer patients.

Eastern Cape Transport Department spokesperson, Unathi Binqose, told reporters that law enforcement is on the ground and that they are getting reinforcement from the South African National Defence Force (SANDF) to try to bring the situation back to normality.  

“Unfortunately, it has affected a lot of things, including schools and airports — just about everything,” he said. 

Those travelling to, from and through the Mthatha area are urged to either delay their travel time or avoid the town, as law enforcement is busy trying to control the situation.

Meanwhile, according to the South African Police Service (SAPS), five suspects were arrested at about 9am on Monday after shots were fired at Public Order Policing and Mthatha Vispol members. 

“Two suspects sustained injuries while the other three were arrested. Two firearms were also confiscated. A case of attempted murder and possession of firearms is opened for further investigation,” the SAPS statement read.

SAPS said Public Order Policing, the National Intervention Unit and Tactical Response Teams are in Mthatha policing the situation.

Provincial Commissioner, Lieutenant General Nomthetheleli Mene, has since issued a stern warning against those circulating videos and messages that appear to incite unrest. 

“Such actions are not only irresponsible but also illegal. We will take strict action against anyone found to be engaging in activities that threaten the safety and security of the public and the integrity of the election process,” warned Mene. – SAnews.gov.za

IEC dismisses vote rigging allegations, condemns threats to officials

The Electoral Commission (IEC) has dismissed allegations of vote rigging made against its offices in KwaZulu-Natal and has condemned threats made against its officials.

This comes days before the National and Provincial Elections are due to be held on 29 May, with special votes expected to be administered on Monday and Tuesday.

On allegations of vote rigging, the commission noted “with great concern” videos circulating related to the allegations at its storage sites in Chesterville and Hammersdale in the province.

“We wish to clarify that the videos depict our planned logistical arrangements and storage of election materials as we prepare for the first day of special voting on 27 May 2024. These are legitimate and authorised arrangements for the distribution of ballot papers and other bulk material.

“The planned security measures were that the trucks distributing ballot papers are escorted by SAPS to the local storage site. These storage sites will then be guarded on a 24-hours basis. This arrangement would ensure that the storage sites are protected against unauthorised entry, burglary, and tempering with election materials and ensure detailed control and recording of all items in storage,” the commission said in a statement.

It further warned that no members of political parties will be allowed entry into any storage facility.

“No party will be allowed to gain entry into the warehouse premises of the commission. We instruct the leadership of MK party to immediately leave the warehouse as the commission urgently needs to finalise the distribution of election material,” the statement read.

Threats to commission officials

The IEC said that in the same province, an official was “was woken at home in the middle of the night about bulk material stored at the Baptist Church voting station in Chesterville”.

“Bulk material is voting booths, voting station signage/banners and new unfolded ballot boxes. This bulk electoral material was taken to Cato Manor police station in eThekwini, in KwaZulu Natal.

“It is part of the logistical plan for the commission to deliver bulk material to voting stations ahead of Election Day. This is meant to ensure that voting stations open on time as only security material such as ballot papers will be delivered on the day of voting,” the commission said.

Furthermore, it strongly condemned any threats towards its staff members.

“No party nor its representatives have authority to gain access to private homes of electoral staff. Worse still no party nor its representatives may take control of election material without being authorised.

“We want to assure the public that additional measures have been implemented to secure these various storage sites across the country. We confirm that the commission has possession of all election materials shown in these videos.

“This electoral material is being prepared for distribution to voting stations in time for the special votes tomorrow, 27 May 2024.

“The commission is contemplating measures against the party and the individuals involved as such obstruction to election activities should not be tolerated. This conduct violates the Code of Conduct and other electoral prescripts,” the IEC said.

Meanwhile, President Cyril Ramaphosa is expected to address the nation this evening at 6pm. – SAnews.gov.za

Construction of Stellantis forges ahead

The final building blocks have been laid for the establishment of South Africa’s latest automotive manufacturing site, paving the way for construction to begin at the Coega Special Economic Zone (SEZ) in Gqeberha, Nelson Mandela Bay, in the Eastern Cape.

Stellantis, the world’s third biggest automotive manufacturer by volume, and South Africa’s largest development funder, the Industrial Development Corporation (IDC) have concluded key milestones that will lead to a joint venture. 

The investment estimated at R3 billion is expected to facilitate the creation of massive employment opportunities in the Eastern Cape. 

The Coega Development Corporation (CDC), which is supplying the ground on which the factory will be built, has begun preparing the site for the start of construction.

“I welcome the progress made with concluding all modalities with Stellantis that will enable construction to commence this year and start of production of a new auto model to roll off the assembly line by the end of 2025,” said Ebrahim Patel, Minister of Trade, Industry and Competition.

“The SA auto industry is Africa’s largest producer of cars, bakkies and trucks and this new investment by Stellantis will consolidate the country’s position, helping us to achieve the goal of producing 1.4 million vehicles by 2035.

“The biggest attractions for new investors are the size of the domestic market, together with the auto industry masterplan, which supports local production for both South Africa and export markets,” said the Minister.

He added that Stellantis has a strong growth vision with an excellent range of vehicles in its global stable. 

“We look forward through this investment to increasing the range of locally manufactured cars available to motorists,” Patel said.

The Minister said it was heartening to see the manner in which the combination of expertise within the collective of the Department of Trade, Industry and Competition (DTIC), the IDC, CDC and Stellantis united to form a cross functional team that is making excellent progress.

“It’s this teamwork that will realise not only having Stellantis as SA’s eighth OEM, but most importantly in realising the plans for employment and investment in South Africa and support our industrialisation drive. 

“We look forward to a long and mutually beneficial relationship between Stellantis and South Africa,” Minister Patel said.

Stellantis Middle East Africa (MEA) COO, Samir Cherfan, Stellantis SA MD Mike Whitfield, IDC interim CEO David Jarvis, including CDC Acting CEO Themba Khoza agreed with Patel’s sentiment stating that progress made so far was in line with their respective organisation’s strategic development goals.

“The construction of this plant is critical to Stellantis’s Dare Forward 2030 strategy. This strategy also speaks to the South African industrialisation plan which is a very important tool in helping us achieve our target to produce a million units in the MEA region by 2030 – a factor that will help us attain 22% market share in this region. 

“Our medium to long-term objective is to ensure that 90% of vehicles sold in the MEA region are sourced from our production plants in this region,” said Cherfan.

The project is a major vote of confidence in South Africa as an investment destination and as a gateway into Africa. 

“We are very proud of being involved in this; the construction of this plant is a major statement of faith in this country and the capacity of South Africans to be entrusted with running a project of this magnitude. 

“This is a factory of which we can all be proud of, not just because of what it will represent to the people of the Eastern Cape, but also because of the technological advances that it will incorporate and the environmentally conscious way that it has been planned, will be built and will be operated,” Cherfan added.

All fauna and flora have been successfully removed from the site and rehomed as per the environmental impact study conducted by Coega.

Coega Acting CEO Themba Koza said: “Coega is focused on delivering the finest plant for Stellantis, reinforcing the Coega SEZ as an automotive hub in the country, in line with its vision to be the leading catalyst for the championing of socio-economic development. 

“The impending construction of the Stellantis factory has acted as a catalyst to other investors. We have had numerous requests to support the automotive sector in Coega and to rapidly grow our planned supplier park.”

IDC’s Jarvis said the new company to house the Stellantis-IDC JV is on track to be registered. 

“The milestones concluded thus far will help to kick start a project that will significantly improve the economic fortunes of the Eastern Cape,” Jarvis said. 

He added that the IDC is pleased to be partnering with such a reputable automotive manufacturing company of Stellantis’s stature. 

“Stellantis’s success with other manufacturing plants around the world is well-known. Together, we are highlighting the IDC’s intent to continually participate and drive investment to develop the regional automobile value chain,” Jarvis said. – SAnews.gov.za

George building collapse: Death toll reaches 32, while 20 still unaccounted

Rescue and recovery efforts are ongoing into the second week after the collapse of the George building, with the death toll standing at 32, as at 9am on Tuesday.

According to the latest statistics released by George Municipality, out of the estimated 81 workers who were on site at the time of the incident on 6 May, 61 have been rescued and/or recovered, while 20 are still unaccounted for.

“The primary focus continues to be on rescue efforts. With this in mind, we are also proactively setting up plans to expedite the identification of the deceased,” the statement read.

This is being done by the Forensic Pathology Service (FPS) and the South African Police Service (SAPS). 

“We, therefore, endeavour to fast-track the process to help bring closure to families. Fingerprints, DNA testing and photographs of unique markings, such as tattoos and clothing items, are some of the methods used to identify the deceased.”

Meanwhile, six of the deceased have already been positively identified. 

Since the first call for support, the municipality confirmed that adequate numbers of fluent practitioners in Chewa, Portuguese and Shona languages are all at the scene to address the emotional, social, and overall mental health needs of those affected by the building collapse. 

However, the municipality said it was having trouble obtaining accurate names of missing people or the deceased. 

“We urgently request families who have lost contact with their loved ones to come to the George Civic Centre on York Street. This will enable the Department of Social Development to collect detailed and precise information, ensuring that all records are accurately documented.”

Investigations

The Western Cape MEC for Infrastructure, Tertuis Simmers, visited the site in George and expressed his sincere gratitude to the rescue workers, who have been on site for over 187 hours, as well as the support personnel and the Joint Operations Centre for their dedicated work since the tragedy occurred. 

Simmers confirmed that the Western Cape Government (WCG) has launched an independent investigation into the collapse. 

“We want to make sure that we fully investigate and understand what happened so that a tragedy like this does not occur on any construction site in this province. 

“I received a briefing this morning from our independent investigator and at this stage, the team is still busy with information and fact-finding processes. This includes document analysis of plans, site records and the like,” he said on Monday. 

The MEC stated that specialist equipment, including ground penetration radar (GPR) is also used on-site, while investigators are also collecting material samples.

In addition, an independently appointed laboratory is working around the clock to analyse the material samples. 

“Not only did the WCG appoint an independent investigation, but we also supplied trucks and machinery and even hired an excavator to assist with bulk movement of material. We will continue to provide support until all workers are accounted for and we get to the bottom of this tragedy,” said Simmers.

Meanwhile, the MEC said the WCG is working with the SAPS, the Department of Employment and Labour, National Department of Public Works and Infrastructure in their investigations.  

“On behalf of the WCG, I offer our sincere condolences to the bereaved families, and I wish those currently hospitalised a speedy recovery,” the MEC added. – SAnews.gov.za

KZN Premier receives provincial allocation of Home Affairs mobile offices

KwaZulu-Natal Premier Nomusa Ncube-Dube has described the allocation of new Home Affairs mobile trucks as a game-changer in the provision of government services.

Dube-Ncube made the remarks when she received the provincial allocation of Home Affairs mobile offices that were unveiled by President Cyril Ramaphosa in Mokopane, Limpopo, this week.

The unveiling of 100 new mobile offices on Tuesday is part of the Home Affairs Hybrid Access Model, which expands services to areas, where the department footprints is limited.

On Friday, Nomusa-Dube received 16 of the 100 mobile offices allocated to KwaZulu-Natal.

Speaking at the event held at Hoy Park Stadium in Durban, Dube-Ncube said the day marks yet another milestone in the quest to bring dignity to the people of the province.

“What we are seeing here today is just another milestone for us [and] our people in the townships and far-flung areas who have not been able to reach Home Affairs. Today, they will be able to reach Home Affairs.

“This is a game-changer in the provision of Home Affairs services. We are here to wage a war against the inaccessibility and unavailability of government services for our people,” Dube-Ncube said.

Dube-Ncube said with the allocation of the new fleet, people can now walk to a Home Affairs office and apply for identity documents and passports. 

The Premier said many people have been complaining about long queues at Home Affairs offices, especially in Umngeni, Durban central and Pinetown.

“With these mobile offices, our people... [can] wait for the trucks to come near their areas where they will be able to do their ID and passport applications or birth certificate registrations. Each truck is fully equipped and caters for people with disabilities and the elderly,” Dube-Ncube said.

She said with services being brought closer to where people reside, this will curb the unauthorised practice of people paying for spots in queues outside the offices.

The additional trucks will bring the total number of mobile trucks in the province to 30. Members of community safety will accompany the trucks, to ensure their protection from the criminals, while bringing services in various areas.

The Premier expressed her appreciation to the President and Motsoaledi for allocating mobile offices to the province.

She said the relevant provincial MEC will collect and dispatch the mobile offices to the districts.
