Alleged Eskom fraudster Michael Lomas granted R2 million bail

Eskom fraud and corruption accused Michael Lomas, has been granted R2 million bail by the Johannesburg High Court.

Lomas appeared in court on Monday and is facing charges in relation to a R745 million payment made by Eskom to Tubular Construction Project.

The company was involved in the construction of Kusile Power Station, in Mpumalanga, where millions of rands were allegedly paid to Eskom officials in illegal gratuities for the awarding of lucrative contracts.

The British businessman, a former contractor for power utility Eskom, was extradited from the United Kingdom in September 2024 to face 65 counts of corruption

Spokesperson for the National Prosecuting Authority’s Investigating Directorate Against Corruption (IDAC), Henry Mamothame, said Lomas’ bail was granted under "stringent conditions".

The court ordered that his United Kingdom passport and his South African Identity Document be surrendered to the investigating officer.

“[Lomas is] barred from applying for travel documents, reside at a care home where he will be provided with the necessary assistance, details of the home to be provided to the investing officer, source a smartphone with location monitoring facility to be monitored by the investigating officer and should not leave the Gauteng jurisdiction without informing the investigating officer,” Mathomane said.

Lomas has been indicted with 11 co-accused in the case, including Eskom’s former senior manager for capital contracts, France Hlakudi, former Eskom group executive for group capital Abram Masango, Tubular Construction Projects’ former chief executive, Antonio Trindade, and businessman Maphoko Kgomoeswana.

The trial is expected to commence in July 2026. – SAnews.gov.za

Zero-tolerance for misconduct on SA Antarctica base

Zero-tolerance for misconduct on SA Antarctica base

The Department of Forestry, Fisheries and the Environment (DFFE) has reiterated that it maintains a zero-tolerance approach to any misconduct that would “affect the working and relationship conditions” at South Africa’s current research base at Antarctica, the SANAE IV.

This after allegations of assault and threats at the base emerged in the media over the weekend.

The reports alleged that one of the nine team members assaulted another and threatened to kill them.

The department, in a statement on Monday, said there were no incidents that required the team’s return from the base.

“The department confirms that there were no incidents that required any of the nine overwintering team members to be brought back to Cape Town.

“If such incidents occurred, the management team of the department would have replaced such an overwintering team member with immediate effect, as the DFFE’s position on the matter is clear: zero tolerance for any misconduct that would affect the working and relationship conditions at the SANAE IV. At the time the vessel departed for Antarctica on 1 February 2025, all was in order,” the DFFE said in a statement.

The alleged assault was reported to the department last month and a response plan to deal with the matter was activated to “engage the individuals involved through trained professionals in order to mediate and restore relationships at the base”.

“This process has been ongoing on an almost daily basis in order to ensure that those on the base know that the department is supportive and willing to do whatever is needed to restore the interpersonal relationships, but also firm in dealing with issues of discipline.

“The Minister of Forestry, Fisheries and the Environment, Dr Dion George, together with the Director-General of the Department, Nomfundo Tshabalala, have personally taken charge of the management processes.

“This is particularly important given the fact that a majority of usual operations at all other scientific bases in Antarctica have stopped due to the onset of winter and unpredictable weather conditions,” the statement read.

The alleged perpetrator has “willingly participated in further psychological evaluation”.

“[He] shown remorse and is willingly cooperative to follow any interventions that are recommended. He has written a formal apology to the victim and is willing to verbally apologise to all members at the base.

“The department has also implemented a longer term sustained intervention process through trained professional counselling services in order to restore the relationships and build a healthy working environment.

“The DFFE have also, in parallel, activated a Labour Relations process to deal with the matter as it relates to the alleged physical assault. An alleged sexual harassment is also being investigated. Reports of sexual assault are not correct,” the statement said.

Furthermore, Minister George will be “engaging the team to reassure them of his support and commitment to their wellbeing”.

“He emphasises that careful management is required to give comfort to those at the base, and also to their families. The willingness of the team to engage in Wellness Programme interventions, as well as the professional and independent counselling will assist in crafting a solution.

“The ultimate goal would be that all at the SANAE IV are safe and healthy, working together as a team to advance the very important work they are performing in Antarctica,” the statement said. – SAnews.gov.za

Simelane commits to implement recommendations into George building collapse

Human Settlements Minister, Thembi Simelane, has undertaken to implement all recommendations contained in the final report of the National Home Builders Registration Council (NHBRC) into a building that collapsed in George, in the Western Cape in 2024.

The current preliminary report suggests that several procedures were not followed, a breach of the Housing Consumers Protection Act Measures Act, 1998 (Act No. 95 of 1998) and the recently signed Consumer Protection Act 25 of 2004.

NHBRC is a regulatory body established to protect the interests of housing consumers and to regulate the home-building industry in South Africa.

Its primary functions include ensuring that home builders are registered and adhere to prescribed building standards and ethical practices and conducting inspections during various stages of construction to ensure compliance with national building regulations and technical standards.

“Upon its finalisation, should it happen that there are procedural flaws and compromise of NHBRC building standards, we will not hesitate to refer its recommendations to the law enforcement authorities for investigation and possible criminal charges,” Simelane said.

The Minister underscored that if any crime was committed, including by her officials at NHBRC, she would not hesitate to act.

She acknowledged that the George building collapse was of public interest, and committed to taking the nation into her confidence once the final report has been concluded.

The Minister urged the nation to be patience as the process is at an advanced stage.

“The Ministry of Human Settlements will not conduct further media engagements on the matter while a final report is being prepared.” – SAnews.gov.za

KZN Foot and Mouth Disease boundaries extended

In response to the spread of Foot and Mouth Disease (FMD) in KwaZulu-Natal, Agriculture Minister, John Steenhuisen, has announced the extension of the province's Disease Management Area boundaries to curb further outbreaks.

According to a departmental report on Monday, the outbreaks of FMD in KwaZulu-Natal have not been successfully contained, with new cases recently detected in the Newcastle area.

“The disease has now spread beyond the initial Disease Management Area (DMA) declared in 2021, when outbreaks of the SAT2 FMD strain first emerged in the province,” the department said.

READ | Ministry provides update on Foot and Mouth Disease

The department said the latest measure aims to control the movement of cloven-hoofed animals (cattle, sheep, and goats) and their derived products in affected areas.

“No cloven-hoofed animals, their products, or genetic material may be moved from, to, or within the DMA unless authorised by a state veterinary permit and in full compliance with the stipulated conditions of such [a] permit. The updated DMA boundaries will be officially declared in the Government Gazette in the coming days,” the department said.

The DMA has now been extended to local municipalities including Big Five Hlabisa; Mtubatuba; Nongoma; Ulundi; Umhlabuyalingana; Jozini; Pongola; Abaqulusi; Mfolozi; uMhlathuze; Mthonjaneni; Nqutu; Nkandla; uMlalazi; and Mandeni Local Municipality.

Partial municipalities (specific portions covered by the DMA) include:
•    Emadlangeni: South of R34 from R33
•    Newcastle: South of R34 up to and east of N11
•    Dannhauser: East of N11 and north of R68
•    Endumeni: North of R68 and east of R33
•    Msinga: East of R33
•    UMvoti: East of R33 up to R74 and north of R74
•     Maphumulo: Northeast of R74
•    Ndwedwe: East of R74
•    KwaDukuza: Northeast of R74 up to the N2 and west to the N2 up to Mandeni.

Movement control measures and responsibility

The department has reiterated that movement control measures, originally declared in October 2022, remain in place nationwide, and “these control measures have been included again in the new Government Gazette notice".

“These measures require that: any movement of cattle, sheep, or goats must be accompanied by an owner declaration confirming the animals’ origin and health status; and that the recipient of the animals at the destination must provide a signed undertaking ensuring the animals will be isolated for at least 28 days before integration with the main herd,” the department explained.

The department emphasised that Section 11 of the Animal Diseases Act, 1984 (Act No. 35 of 1984), places a legal obligation on all animal owners and farm managers to take all reasonable steps to prevent their animals from becoming infected and to prevent the spread of diseases.

Essential biosecurity measures include:
•    Limiting or postponing the introduction of new animals onto farms.
•    Only introducing animals from known, disease-free sources with a valid health declaration.
•     Preventing direct contact between farm animals and those outside the farm.
•    Maintaining secure farm boundaries and restricting access to livestock areas.
•    Minimising human and vehicle access to farms, with proper disinfection protocols in place.

Reporting

FMD is classified as a controlled animal disease under the Animal Diseases Act, 1984 (Act No. 35 of 1984), which mandates specific control measures, such as isolation and movement restrictions, enforced by Veterinary Services.

“Any suspicious clinical symptoms, such as salivation, blisters in the mouth, limping, or hoof lesions, should be reported immediately to the local State Veterinarian, and such animals must not be moved under any circumstances,” the department emphasised. – SAnews.gov.za

Local procurement drives progressive change and creates jobs

Local procurement drives progressive change and creates jobs

Local procurement is more than a policy instrument, it is a strategic lever that drives progressive change, creates jobs and ensures that belief in South African talent and resilience translates into tangible economic growth.

This is according to Trade, Industry and Competition (dtic) Acting Director-General, Dr Malebo Mabitje-Thompson, who was speaking at the 13th annual Proudly South African Buy Local Summit and Exhibition, currently underway in Sandton, Johannesburg.

Speaking on behalf of Trade, Industry and Competition Minister, Parks Tau, Mabitje-Thompson underscored the critical role of local procurement in South Africa’s economic development and the need for a resilient domestic industry.

Reflecting on the Proudly South African campaign’s 24-year history, Mabitje-Thompson emphasised that buying local strengthens South Africa’s manufacturing sector and enhances the country’s ability to compete globally.

“We need to embrace local procurement for economic empowerment. Local procurement is more than a policy instrument, it is a strategic lever that drives progressive change, creates jobs, and ensures that our belief in South Africans' talent and resilience translates into tangible economic growth,” said Mabitje-Thompson.

She further emphasised the importance of ensuring that government agencies align with local procurement legislation, as demonstrated by entities such as Transnet, which have committed to investing in South African enterprises.

“When we procure locally, we bolster our economy and enhance its resilience. In a world where global supply chains are increasingly uncertain, it is vital that we can rely on our industries to supply our critical needs.

“Local procurement is not about shutting out foreign markets, rather, it is about creating a foundation for sustainable economic growth that benefits all,” she said.

Mabitje-Thompson encouraged stakeholders to actively engage in discussions on policies that support industrial growth, including master plans, tariff measures and initiatives to combat illegal imports.

She reiterated that while incentives and industrial financing play an essential role, they cannot replace the fundamental need for a strong and reliable domestic market.

The Buy Local Summit and Exhibition remains a pivotal platform for businesses, governments, and consumers to collaborate in fostering a thriving local economy.

The dtic continues to support efforts that prioritise South African enterprises, ensuring their ability to grow and compete both locally and internationally. – SAnews.gov.za

Invest in ECD to shape the next generation, says President

Location: News

Invest in ECD to shape the next generation, says President

President Cyril Ramaphosa has advocated for universal access to Early Childhood Development (ECD) to ensure that every child has the opportunity to learn, grow and thrive by the age of five.

The President was delivering remarks at the official opening of the Bana Pele 2030 Roadmap Leadership Summit at Atlas studios, in Johannesburg.

“Universal childhood development should have started 30 years ago…We are all here today because of our shared belief in the profound importance of Bana Pele – putting children first.

“It is because of this shared vision that we unite and collaborate today, committed to ensuring that every child has the opportunity to learn, grow and thrive by the age of five,” the President said on Monday.

The President told the summit that government’s immediate focus is to extend access to early childhood development to every child calling it one of the most powerful tools for unlocking the nation's potential.

He emphasised that ECD extends beyond education, it is a key driver of economic growth.

“We recognise today that investing in ECD is not just about education. It is about shaping the next generation of skilled, capable and entrepreneurial citizens who will drive our economy forward.

“Investing in ECD yields significant economic returns. Studies have shown that every rand spent on early childhood education can save up to seven rands in future costs associated with remedial education, social services and criminal justice,” the President said.

He highlighted that early childhood development provides children with the foundational skills they need to build a successful future. It further helps break the cycle of poverty that is handed down from one generation to the next.

“Early childhood development is about giving children from all backgrounds the opportunity to grow into confident, capable citizens who contribute positively to society. Children who receive a strong start are more likely to succeed in school and the workforce, reducing societal costs in areas such healthcare, crime prevention and welfare,” the President said.

A research report published to coincide with Brazil’s G20 Presidency, estimated that in South Africa, an investment of 2.1% of the Gross Domestic Product (GDP) in universal childcare could have supported 10.5 million women to join the workforce over three years.

Because of the profound effect that ECD can have on social well-being and development, the President said government had decided to put the country’s children first.

Last week, the Minister of Finance announced an additional investment of R10 billion in ECD over the next three years.

The President referred to the statistic that 80% of children in South Africa are unable to read for meaning by the age of 10. He emphasised that early childhood development was critical for developing foundational skills such as language, literacy and numeracy.

President Ramaphosa added that the experiences and interactions children have can significantly influence their future learning potential.

“This is why ECD must be treated as an urgent priority. We therefore welcome this wonderful initiative for business, civil society and government to work together to shape the future of early childhood development.

“This initiative will assist the strategic reorientation of the basic education sector to strengthen foundation learning. The benefits of universal access to ECD extend beyond the education of the child. It helps to empower families to break free from the effects of poverty."

President Ramaphosa called on all ECD programmes to register with the Department of Basic Education so that all children can receive the start in life that they need and deserve.

He noted that the ripple effects of a robust ECD system are felt across generations, fostering a cycle of opportunity and growth.
“We are determined that every child, regardless of their background or location, must have access to quality early education. It is for this reason that the Department of Basic Education launched the Bana Pele Mass Registration Drive last year,” he said.

The President said that the Mass Registration Drive was an example of cross-sectoral collaboration at work. He added that the country has an opportunity to rethink and restructure the entire ECD landscape, making it more effective, more inclusive and more impactful than ever before.

“As South Africans, we have a clear goal for all our children: access to quality learning opportunities for an additional 1.3 million children by 2030. This is why we are here today.

“We need to create a collaborative framework for ECD. One that brings together government, business, donors, ECD workers and all other social partners,” he said.

He said this framework must ensure that all role-players work together at both the provincial and municipal levels to improve access to quality early childhood education.

“As we move forward, we must remember that there is no greater cause than uniting for the benefit of our children. Our future as a nation depends on the children we raise today. We must commit to creating an environment where every child, no matter where they come from, has the opportunity to learn, to grow and to succeed.

“Let us join hands and work together, as a united force, to achieve our shared vision of universal access to quality early childhood development,” the President said. – SAnews.gov.za

Career guidance platform to assist SA’s youth

An online career guidance platform which will guide young people in making informed decisions about their careers with an objective of attracting top talent in South Africa’s retail sector has been launched.

The platform in South Africa’s third biggest economic sector was launched by Higher Education and Training Deputy Minister, Buti Manamela on Friday.

The online career guidance platform is an interactive digital resource aimed at providing career advice, skills development information, and learning pathways for youth and professionals in the wholesale and retail sector.

The platform was brought to the fore at the Wholesale and Retail Sector Education and Training Authority (W&RSETA) celebration of the accreditation of 41 Historically Disadvantaged Individuals (HDI) skills development training providers.

Held in Kempton Park, Johannesburg, the event underscored government’s ongoing commitment to equipping young people with the skills needed for economic development and transformation.

It also recognised the efforts of 41 Black skills development providers who have achieved accreditation from the Quality Council for Trades and Occupations (QCTO) to offer training in the retail industry.

As part of this initiative, W&RSETA has invested R10 million into a three-year project to support these providers, further promoting equal opportunities and sustainable livelihoods for those previously disadvantaged in the retail training landscape.

In his keynote address, Manamela commended the W&RSETA for demonstrating its commitment to career guidance, skills development, and economic transformation.

“As we look toward 2030, especially within the Medium-Term Development Plan lenses, we must continue strengthening partnerships between government, industry, and education institutions to ensure that every young South African has the tools and knowledge to succeed,” Manamela said.

W&RSETA Chairperson, Reggie Sibiya said:  “the W&RSETA is unapologetic about transforming the wholesale and retail sector.”

KZN champions digital solutions to combat gender-based violence

KwaZulu-Natal Premier, Thamsanqa Ntuli, has emphasised the critical role that digital initiatives can play in addressing the scourge of gender-based violence and femicide (GBVF).

“We must explore innovative ways to use technology as a weapon against GBVF. Digital platforms can provide immediate access to support services, real-time emergency assistance, and critical legal resources for victims, particularly students and young women who are vulnerable to abuse,” Ntuli said.

His comments follow a recent high-level brainstorming session with key stakeholders from the Information and Communications Technology (ICT) sector convened by the Premier.

The session aimed to explore technological solutions to address the rising tide of GBVF, with particular attention given to the alarming impact on students in higher education institutions.

The discussion sought to identify digital strategies to strengthen intervention efforts and improve support systems for victims.
This follows President Cyril Ramaphosa’s declaration of GBVF as a national pandemic in 2020, acknowledging its alarming rise and the urgent need for innovative, technology-driven solutions.

Key areas

The session focused on developing and integrating technology-driven solutions into the province’s GBVF response framework.
The session explored key areas of intervention, including:

•    Tech-based emergency response systems – Exploring real-time mobile applications and alert platforms for victims in distress.
•    Digital awareness campaigns – Strengthening online engagement to educate communities on GBVF prevention.
•    AI-driven safety monitoring – Implementing artificial intelligence to track and report high-risk areas for targeted interventions.
•    Public-private partnerships – Enhancing collaboration between the ICT industry, business sector, and government to drive digital transformation in GBVF prevention.

Ntuli highlighted the provincial government’s commitment to harnessing ICT solutions to create safer communities while also ensuring swift intervention in GBVF cases.

He commended the business sector and ICT industry for their willingness to partner with the government in developing TechServy Systems, a technology-based tool designed to combat GBVF through data-driven interventions, real-time tracking, and enhanced accessibility of support services.

Commitment to action

The meeting concluded with stakeholders agreeing on practical steps to fast-track the development and implementation of digital safety solutions across KwaZulu-Natal and reinforcing the province’s proactive stance against GBVF.

Ntuli reaffirmed the provincial government’s commitment to work with ICT stakeholders to implement sustainable, tech-driven GBVF solutions.

“Leveraging technology is no longer optional but essential in tackling the crisis effectively. This session marks the beginning of a long-term strategy to integrate ICT innovations into our fight against GBVF.

“Our government is dedicated to ensuring that every victim has access to immediate help, every perpetrator is held accountable, and every community is safer through digital transformation,” the Premier said. – SAnews.gov.za

Over one million grant beneficiaries heed call to swap SASSA gold cards

Location: News

Over one million grant beneficiaries heed call to swap SASSA gold cards

Postbank has announced that as it has successfully swapped over one million social grant beneficiaries from the South African Social Security Agency (SASSA) gold card to the new Postbank black cards.

This was announced by Postbank CEO Nikki Mbengashe during a joint media briefing by Postbank and SASSA on Monday.

“Postbank is encouraged to announce that we have achieved a significant milestone in our replacement of SASSA gold cards with Postbank black cards.  As of 10 March 2025, we successfully swapped over 1 million social grant beneficiaries from the SASSA gold card to the new improved and more compliant Postbank black cards,” Mbengashe said in an update on the replacement of SASSA gold cards with Postbank black cards.

The two entities expressed appreciation to all grant beneficiaries that came forward in their numbers to replace their cards.

“Our heartfelt ‘thank you’ for your encouraging response, not forgetting thousands that are at our card replacement sites right now in all parts of the country to ensure that they also get their black cards …Thank you.

“To those that are yet to replace their SASSA gold cards, we encourage you to still head to a Postbank card replacement site to get your black cards,” the CEO said.

Postbank card replacement sites are located mainly in selected branches of major retailers that include Shoprite, Checkers, Usave, PicknPay, Boxer, Spar, and beneficiaries can dial *120*355# from a cellphone to look up a nearby site.

Beneficiaries require only a form of identification, which can be an RSA green barcoded ID, smart card ID, or temporary ID to do the swap. The cards are issued at no cost to the beneficiaries.

“For us as Postbank, reaching this milestone gives impetus to our commitment to ensure that all our gold card grant beneficiaries are issued with new cards,” Mbengashe said.

20 March 2025 deadline and what it means

The CEO reiterated that the SASSA gold cards will stop working on 20 March 2025 and no beneficiary would then be able to use their SASSA gold card to make any transaction, even if they have funds in their account.

“Beneficiaries would not be able to use SASSA gold cards to buy or withdraw cash inside stores. Retailers would not accept the cards for any transactions, and any attempts will result in automatic system transaction declines.

“Beneficiaries would also not be able to use SASSA gold cards at any ATM. The SASSA gold may be swallowed when inserted in any ATM to attempt a transaction,” she said.

She explained that any balance of funds that are available in the SASSA gold card when the cards stop working will be stored safely in each beneficiary’s bank account, and the funds will be accessible for withdrawal though the Post Office withdrawal process, the retailer’s cardless payment method if one is registered for it, or through the Postbank black card.

“Beneficiaries that would still be in possession of SASSA gold cards are strongly discouraged from attempting any transaction with the cards to avoid disappointment, even when they still have available funds,” she explained.

What the 20th March 2025 deadline does not mean

The CEO further explained that the 20 March 2025 is not a cut-off date for when Postbank stops replacing SASSA gold cards.

Postbank will continue replacing SASSA gold cards with new Postbank black cards in all its card replacement sites even after this date.

“Social grant beneficiaries may still replace their SASSA gold cards with Postbank black cards on, and after, 20th of March 2025.

“To prepare for the next grant payments that are scheduled for 3 to 5 April 2025, SASSA and Postbank encourage beneficiaries to make extra efforts to use the period between now and those payments dates to get their black cards,” Mbengashe said.

By doing that, she explained that beneficiaries will guarantee that their April 2025 grant payments are made with their cards.

She said Postbank will continue to swap the gold card until the end of June 2025.

“This is when we believe we should have swapped all beneficiaries that bank with Postbank. We, however, plead with all beneficiaries to please use the rest of the month of March and perhaps into early April 2025 to go get their new cards,” the CEO said.

How do I access my April Grant payment if I do not have a black card yet?

Postbank and SASSA have assured social grant beneficiaries and the public that the payments of social grants will not be interrupted. All social grant beneficiaries will continue to be paid, including all the social grant beneficiaries who have not been able to get their black cards.

“Starting from the next grant payments that are scheduled for 3 to 5 April 2025 and onwards, social grant beneficiaries that are yet to replace their gold cards with Postbank black cards, can go withdraw their grant at their nearest Post Office.

“There are currently 543 Post Office branches countrywide that we are working with. All that one will need to make this withdrawal is their ID (green barcoded ID, smart card ID, or temporary ID),” the CEO said.

Mbengashe said that the Post Office branch-based payments are a channel that many of the social grant beneficiaries have used before, and they are familiar with.

Beneficiaries are urged to note that the Post Office branch payments will be restricted to social grant beneficiaries that are yet to replace their SASSA gold cards, asylum seekers and Postbank green Mzansi/blue cards’ grant beneficiaries.

Beneficiaries who already have Postbank black cards are urged to use their card through ATMs and retailers to access their funds.
They are further urged to never try to collect their payments inside Post Office branches as they will not be provided with a service. Post Office branches will only provide cash withdrawals for those whose black cards are either lost or stolen.

“Social grant beneficiaries are also reminded that the Post Office payments are an interim measure, therefore they should use the time of this arrangement to make efforts to get their Postbank black cards. As mentioned, the replacement of SASSA gold cards will continue post 20 March 2025 in all the existing Postbank card replacement sites, and more sites are being added every day,” the CEO said.

Postbank and SASSA said they have taken these measures to ensure that there are no interruptions in the payments of social grants, and that beneficiaries that are yet to replace their SASSA gold cards continue to access their grants when the time for their cards to stop working arrives on 20 March 2025. – SAnews.gov.za

Home visits for incapacitated SASSA beneficiaries underway

Home visits for incapacitated SASSA beneficiaries underway

The South African Social Security Agency (SASSA) and Postbank have announced that a home visits program is underway for bedridden SASSA beneficiaries to replace their SASSA Gold Cards with Postbank Black Cards.

Postbank CEO Nikki Mbengashe announced this during a join media briefing by Postbank and SASSA on Monday in Pretoria.

Through the home visits program, SASSA and Postbank teams attend to beneficiaries from their places of residence, such as residential homes and nursing homes, and provide them grant access enabling services.

“We advise social grant beneficiaries and the public to be fully aware that home visits are available only for qualifying beneficiaries, and every request will be assessed on its merits applying strict criteria,” the CEO said.

The minimum criteria for a home visit request are as follows:

▪ Illness that may be considered to have rendered the beneficiary incapacitated in movements;

▪ People with incapacitating disability.

Beneficiaries are reminded that a note from a medical doctor, a social services worker official or a clinic’s medical report confirming the illness and complete incapacitation must accompany the request.

Bookings for home visits need to be made beforehand and they can be made directly through SASSA at any SASSA local offices, or telephonically through the SASSA Customer Care Centre on 0800 60 10 11 or the Postbank Call Centre on 0800 53 54 55.

Bookings for home visits can be made by a beneficiary directly or a person close to the beneficiary in terms of their movement and support. This person need not have any family relations with the beneficiary.

A beneficiary’s ID number, residential details and contact details will be required, and the beneficiary’s ID number shall be used as a reference number for any follow up enquiries.

“The home visits will be used to enable the beneficiaries to nominate a trusted individual to give authority over their account by signing a Postbank Account Access Authority letter.

“Postbank and SASSA plead with grant beneficiaries and the public that they must make home visits requests only where it is genuinely necessary, and the beneficiary meets the set criteria. To prevent abuse of the home visits system, any home visit requests for unqualifying beneficiaries will attract a R250 fine,” the CEO said.

The CEO urged beneficiaries to be on guard and not misled.

“We would like to warn beneficiaries not to be duped into changing banks without their [full understanding]. The only replacement bank for the gold card to the black card is Postbank.

“Only Postbank is running this process of swapping the SASSA gold card. Please be careful not to allow other people to confuse you to change banks without your consent,” she said. – SAnews.gov.za

Police launch manhunt for gang behind Hammanskraal ATM bombings

Police have launched a manhunt for a gang of about 30 men who allegedly bombed five ATMs at a shopping mall in Hammanskraal, Tshwane, over the weekend.

According to a statement issued by the police, the incident took place in the early hours of Sunday.

A security guard was conducting patrols outside the mall when he was allegedly accosted by the suspects, who were driving a bakkie.

"The suspects robbed him of his firearm and proceeded inside the shopping mall, where they robbed the second security officer of his cellphone. It is further alleged that the suspects then bombed the five ATMs and broke into one of the shops where they also bombed the drop safe,” the police said.

As suspects were leaving the shopping mall, they saw the police officers and started firing shots.

"A shootout ensued between the police, private security officers and the suspects. One of the security officers was shot and wounded. He was taken to the nearest medical care centre for treatment," the police said.

The police said no arrests have been made and authorities are still on the lookout for the suspects.

"It cannot be confirmed at this stage how much money was taken from the ATMs and the shop." – SAnews.gov.za

SA-EU Summit a ‘watershed’ moment for trade and investment relations

SA-EU Summit a 'watershed' moment for trade and investment relations

The 8th South Africa-European Union (EU) Summit held in Cape Town last week was a “watershed” moment for trade and investment relations between South Africa and the regional bloc.

This is according to President Cyril Ramaphosa who reflected on the summit in his weekly newsletter on Monday.

“As a bloc, the European Union (EU) is one of South Africa’s largest trading partners and the source of much investment in our country. Our economic ties with European countries go back to colonial times. Since the advent of democracy 30 years ago, we have steadily been growing the volume and value of trade.

“This summit will be remembered as a watershed moment in the development of our trade and investment relations. While expanding our traditional areas of cooperation, we are now focused on working together to develop the industries of the future,” the President said.

READ | South Africa-European Union Summit concludes

He stated that South Africa and the EU agreed to work together towards a Clean Trade and Investment Partnership.

“This partnership will support the development of value chains that are more environmentally sustainable. It will make South Africa and the EU more competitive in a low-carbon global economy by improving conditions for investment in the extraction and local beneficiation of rare minerals, renewable energy, low carbon hydrogen and clean technology.

“This partnership will improve cooperation between South Africa and the EU on some of the regulatory issues that constrain greater levels of trade. This work should enable South African companies to export products like sustainable fuel and electric and hybrid vehicles to the EU,” he said.

A key outcome of the SA-EU Summit was an announcement of a €4.7 billion (approximately R90 billion) investment package aimed at supporting investment projects in the country.

READ | President Ramaphosa engages EU on new investment package

According to the President, the package will “include grants and loans from European financial institutions and businesses”.

“Among other things, this investment will be used to build South Africa’s vaccine production capacity and boost local pharmaceutical value chains.

“The package will also support South Africa’s just energy transition through the development of critical raw minerals and low carbon hydrogen. In addition to investments in transport and digital infrastructure, the package will provide resources for skills development,” President Ramaphosa said.

On the global stage

The summit also reaffirmed the “unwavering commitment of South Africa and the EU to multilateralism, the consistent application of international law and the centrality of the United Nations Charter”.

“We agreed that a collective effort was needed by all countries to overcome global challenges such as climate change, pandemics, rising inequality and conflict.

“The EU shares South Africa’s view that the UN Security Council needs to be reformed so that it is more inclusive, efficient and democratic. In its composition and actions, the Security Council needs to better reflect the realities of today’s world. We also agreed to strengthen efforts to safeguard and advance human rights across the world,” he said.

Furthermore, the EU expressed its support for South Africa’s G20 Presidency this year and welcomed the country’s “focus on forging partnerships between G20 members and other African countries”.

The President said the two parties agreed that collective global effort is needed to overcome current global challenges.

“We share similar views on how to navigate these difficult times, by standing together to uphold the principles of the UN Charter, to adhere to international law and to strengthen the institutions of global cooperation.

“Above all, we are committed to the mutual well-being and development of the peoples of South Africa and all the member states of the European Union. We have a shared vision of the future and we are determined to work together to achieve it,” President Ramaphosa concluded. – SAnews.gov.za

SA is addressing port challenges, says Deputy President

SA is addressing port challenges, says Deputy President

Deputy President Paul Mashatile has assured executives from Isuzu Motors Limited’s headquarters in Japan that South Africa is actively working to resolve its port and infrastructure issues.

This comes in the wake of significant congestion, infrastructure shortfalls, and equipment failures at the country’s major ports, which have affected both import and export operations.

“I am pleased to report that we have dealt with energy issues that affected our economy,” the Deputy President said on Monday.

The Deputy President spoke at the Isuzu Fujisawa Plant where he is currently on a working visit with a delegation that includes Ministers, Deputy Ministers, and senior government officials.

The purpose of the visit is to strengthen cooperation between the two nations in areas of mutual interest.

The multinational corporation that manufactures commercial vehicles, diesel engines, and automotive parts has a significant presence in South Africa.

As a Japanese automobile manufacturer, Isuzu has been in South Africa for a long time and is well-known for its trucks and bakkies.

“As a country, we are honoured that the Isuzu Motors South Africa Struandale Plant in Gqeberha, in our Eastern Cape province, is the first fully-owned plant outside Japan whereas in other countries Isuzu produces vehicles through joint ventures and license agreements.

“This shows great confidence in our country and our people for the skills necessary to produce these trucks and bakkies.”

According to the Deputy President, the Struandale Plant produces 28 500 vehicles per annum and has dealerships across 26 countries in Africa.

With the Africa Continental Free Trade Area (AfCFTA), the Deputy President stated that the continent has created even more opportunities for Isuzu to export and operate in over 54 countries that have signed the agreement.

The AfCFTA creates the largest single free trade business area, with 1.3 billion people and a gross domestic product (GDP) of US$3.4 trillion.

Isuzu also exports to the European Union (EU) under the Southern African Development Community (SADC) -EU Economic Partnership Agreement, in addition to being active in Africa.

“Therefore, South Africa is the place to be, indeed a gateway into the continent and the rest of the world including Japan under the generalised system of preferences.”

The country’s second-in-command described Isuzu as a model investor in South Africa, contributing to employment, skills development, and supplier and enterprise development.

“I also understand that Isuzu contracted 107 suppliers with over 700 parts being localised in South Africa and some integrated into Isuzu global supply chains,” he said, adding that Isuzu achieved Level 1 Broad-Based Black Economic Empowerment (BBBEE).

He informed the delegation that the government, through the Automotive Production Development Programme, has provided essential support to Isuzu.

During the working visit, the Deputy President and his delegation will engage with the business community in Japan to enhance economic relations.

They will focus on key areas such as manufacturing and machinery, mining and mineral beneficiation, energy cooperation, the automotive industry, and improving market access for South Africa’s agricultural products.

He is also expected to meet with Dr Akihiko Tanaka, the President of the Japan International Cooperation Agency (JICA) today.

DPWI Minister to host Tanzanian Minister in the Presidency

DPWI Minister to host Tanzanian Minister in the Presidency

Public Works and Infrastructure Minister Dean Macpherson will tomorrow host the Minister in the Presidency from the United Republic of Tanzania.

The Minister will be accompanied by his delegation on a collaboration engagement focused on South Africa’s largest poverty alleviation programme, the Expanded Public Works Programme (EPWP).

“This flagship programme which is currently being enhanced to make more meaningful impact is receiving more recognition on the continent of Africa and globally,” the Department of Public Works and Infrastructure said in a statement.

According to the department, the Tanzanian delegation will include senior government officials, the private sector and academia, which will gather under the theme: “Transformative impact of the EPWP through entrepreneurship and skills development”.

The EPWP was established and mandated by Cabinet to create work opportunities according to the set targets and across all its four sectors, namely infrastructure, non-state, environment and culture and social sectors.

One of the prescripts of the EPWP is to use labour-intensive methods which allow the drawing of a significant number of participants into the programme to do the work.

The EPWP Unit in the department prepared a strategic review of the first phase of the EPWP which was presented to Cabinet in June 2008.

This review was based on extensive evaluations of the first phase of the programme and made a number of key recommendations for the second phase of the programme in order to increase the scale and impact in the second phase.

While the EPWP achieved its target of one million work opportunities one year ahead of time, some constraints were identified that limited its further expansion. – SAnews.gov.za

Social Development visits funded community based organisations

Location: News

Social Development visits funded community based organisations

The Department of Social Development is conducting nationwide oversight visits to various community-based organisations that are funded to render social development services across South Africa.

In a statement on Sunday, the department said the visits form part of the department’s ongoing measures to build and strengthen the capacity of non-governmental organisations that render much-needed services to communities.

This includes psychosocial support to vulnerable children and families, HIV prevention, teenage and unplanned pregnancies targeting children and young people.

The department highlighted that South Africa remains the epicentre of the HIV epidemic and there is a great need to prevent and reduce new infections, with a strong focus on young people.

“As one of the key departments in HIV and AIDS response, Social Development has developed a compendium of social and behaviour change programmes which seek to contribute to the reduction of new HIV infections as well as mitigate the impact of HIV/AIDS on individuals, families and communities.

“The compendium of programmes consists of the following programmes: You Only Live Once (YOLO), ChommY, Boys Championing Change, Men Championing Change, Family’s Matter and the Rock Leadership programme, which specifically targets traditional leaders,” the department said.

The community-based organisations that were visited last week include Brother Services Community Development in Bushbuckridge, Mpumalanga. The organisation received funding to prevent new HIV infections, child protection and teenage pregnancy in Lillydale and surrounding communities under the Bushbuckridge Local Municipality.

“With a staff complement of 23 receiving a monthly stipend and reaching over 5000 beneficiaries through its various programmes, the organisation plans to expand its services by working closely with local schools,” the department said.

A 2022 report by the Department of Health focusing on adolescent and youth district data showed that every year, young girls become pregnant, with Eastern Cape, KwaZulu-Natal, Gauteng, and Mpumalanga respectively identified as teenage pregnancy hot spots.

The department noted that early pregnancies among teenagers presents a myriad of long-term socio-economic challenges such as health risks for teenage mothers and their babies, perpetuating the cycle of intergenerational poverty due to early school dropout, the spread of HIV infections, emotional, psychological, and post-natal depression, among others.

“Social and behaviour change (SBC) programmes are essential components of HIV prevention represent one of the priority interventions highlighted in the National Strategic Plan for HIV, TB and STIs (2023-2028). Social and behaviour change efforts aim to reinforce protective sexual behaviour by addressing knowledge, attitudes, skills and social norms,” the department said.

In Limpopo, the Deputy Minister of Social Development Ganief Hendricks visited Nhlayiso Community Health Drop-in Centre, which renders care and support services persons living with HIV and AIDS as well as psychosocial social support services to orphans and vulnerable children in Greater Tzaneen under the Mopani District.

The organisation also works with local schools and health facilities to prevent teenage pregnancy, gender-based violence, substance use, addiction, and other substance-related harms.

“One of the key successes of the organisation is that it provides job opportunities for unemployed social service professionals such as social work graduates, social auxiliary workers and child and youth care workers,” the department said.

In line with its developmental mandate, the department will continue with its oversight visits to funded community-based organisations to monitor the effectiveness of the compendium of social and behaviour change programmes especially those that are targeted at children and young people. – SAnews.gov.za

South Africa, Dutch collaborates to improve water management

South Africa, Dutch collaborates to improve water management

The Department of Water and Sanitation (DWS), together with the Dutch Water Authorities, have held a Blue Deal Steering Committee meeting, focusing on the Blue Deal South Africa Programme, which aims to improve water management and access to clean water in South Africa.

According to the department, the meeting, held in Pretoria, on Friday, aimed at enabling environment for future Blue Deal partnerships, discuss lessons learned from the various projects, and provide strategic direction to address key bottlenecks.

“This Blue Deal Programme is a collaboration between the Republic of South Africa and the Government of the Netherlands to support water management by exchanging knowledge and experiences, assisting national, regional, and local organisations, and cooperating with key stakeholders. The Blue Deal South Africa Programme will specifically contribute to clean and sufficient water,” the department said in a statement.

During the meeting, the two parties discussed the Crocodile River Revitalisation Action Plan and its adoption and the Theewaterskloof Project Non-Sewer Sanitation pilot project.

“The Crocodile River faces threats of pollution from agriculture, industry, and municipalities. The performance of the wastewater treatment plants in the area is inadequate. The challenge is to improve the operation of the municipal wastewater management systems to ensure better water quality in the river.

“The objective of the Theewaterskloof project is to reduce pollution by improving sanitation and solid waste management through innovative solutions, such as non-sewered sanitation and harnessing the circular economy.

“General discussions covered the status of ongoing projects, a recap of 2024 Blue Deal activities, the outlook for the 2025 projects, and developments regarding international collaborations,” the department said.

DWS Director of International Relations, Albert Mmbidi said: “Today was an important day in the history of the Blue Deal programme. As a team, we managed to review the progress that the project has already made, the challenges, and we proposed solutions to the issues raised.

“We are confident that out of the solutions we have proposed, the programme will be able to run efficiently and strengthen the relationship between the two countries,” Mmbidi said. – SAnews.gov.za

Expulsion of SA ambassador to US 'regrettable' - Presidency

The Presidency says it remains committed to building a relationship with the United States of America (USA), despite the "regrettable" recent expulsion of SA Ambassador to the US, Embrahim Rasool.

Rasool was expelled after US Secretary of State, Marco Rubio, took to social media, X, to declare that Rasool was not welcome in the US.

“South Africa’s Ambassador to the United States is no longer welcome in our great country. We have nothing to discuss with him and so he is considered persona non grata” [person not welcome] (sic),” Rubio post reads on social media.

President Ramaphosa to open ECD leadership summit

President Cyril Ramaphosa will on Monday officially open the Bana Pele Early Childhood Development (ECD) Leadership Summit at the Atlas Studios, in Johannesburg.

The summit, convened by the Department of Basic Education (DBE) and Business Leadership South Africa (BLSA), aims to mobilise a public and private coalition behind the DBE’s 2030 ECD Roadmap for quality, universal access to early learning.

In a statement on Saturday, The Presidency noted that in South Africa, more than 1.3 million children are not enrolled in any form of ECD programme, leaving them without the foundational literacy and numeracy skills required to succeed in school.

“This learning gap affects their ability to take on critical subjects, such as Mathematics, Science, Accounting, and Economics in later years, which are the skills that are vital for innovation, economic growth, and job creation,” the Presidency said.

The summit will bring together government, business, civil society and education experts to “construct a roadmap for universal access to quality ECD across the country.

“This initiative is a crucial step toward ensuring that every child, regardless of background, has access to the early learning opportunities they need to thrive in life,” the Presidency said. – SAnews.gov.za
