GBV to come to the fore at CGE conference

A men’s engagement conference seeking to address gender-based violence and promote a shift towards healthy masculinity is set to be held next week.

The Commission for Gender Equality (CGE) will hold the conference in KwaZulu-Natal on Tuesday.

The session will be held in collaboration with the men’s sector and other stakeholders to address gender-based violence (GBV) and promote collaborative solutions across communities.

“The conference, amongst others, seeks to facilitate an open and constructive dialogue on GBV and its root causes, promote a shift towards healthy masculinity, dismantle harmful cultural norms, promote men’s well-being, and protect human rights,” said the CGE in a statement.

The commission seeks to strengthen partnerships among stakeholders in the province to implement context-specific GBVF prevention strategies and generate actionable recommendations to inform future interventions and policy development.

Warrant officer nabbed for firearms, ammunition

A police officer arrested for the alleged illegal possession of two firearms and ammunition, is expected to appear in the Odendaalsrus Magistrates Court today, said the Directorate for Priority Crimes Investigation (HAWKS).

According to the Hawks in the Free State, in January this year, Welkom-based Hawks detectives received information about a man who kept unpermitted firearms at his house. The said house was observed and confirmed as belonging to the 53-year-old suspect.

“After obtaining a search and seizure warrant, a multi-faceted team of the Hawks, Tactical Response Team (TRT), SAPS detectives, and Local Criminal Record Center (LCRC) was assembled. They descended on the house early hours of 27 February,” said the Hawks on Friday.

Free State Head of the Hawks, Major General Mokgadi Bokaba, has praised members involved in the operation for their swiftness.

"No one is above the law. This arrest is evidence of our commitment to rooting out criminality, even within our ranks," she said.

G20 reiterates support for the FATF

The G20 Finance Ministers and Central Bank Governors have reiterated support for the work of the Financial Action Task Force (FATF) in combatting money laundering, terrorist financing, and the financing of proliferation of weapons of mass destruction.

This according to a Chair’s Summary of the meeting of the G20 Presidency held in Cape Town this week.

The meeting took place on 26 and 27 February.

“[Members] reiterated the importance of stepping up global efforts to effectively implement the FATF’s revised Standards on the transparency of beneficial ownership of legal persons and arrangements, as well as on asset recovery and international cooperation, to prevent criminals from hiding the proceeds of crime and to facilitate the return of these illicit financial flows and illicit proceeds.

“[The members also] supported ongoing work to revise the FATF’s Standards on payment transparency as well as the implementation of its standards on virtual assets. [Members] welcomed the FATF’s commitment to ensure financial integrity without compromising financial inclusion, by promoting risk-based implementation of the FATF Standards. [They also] supported the FATF’s ongoing work to support low-capacity countries in the implementation of AML/CFT/CPF [Anti-Money Laundering/Combating the Financing of Terrorism/Countering Proliferation Financing] Standards,” Thursday’s summary said.

The FATF is the international standard-setting body that oversees global compliance with anti-money laundering rules.

On global financial inclusion, the meeting noted progress made but reiterated the need to “swiftly integrate the remaining 1.5 billion unbanked individuals into the formal financial sector”.

“Focusing on SDG [Sustainable Development Goals] target populations remains an important objective, despite the progress made in financial inclusion.

“[Members] acknowledged the need to intensify efforts to expand the effective usage of financial services and products, particularly in developing countries. The Global Partnership for Financial Inclusion will discuss a comprehensive diagnostic study, including policy recommendations on “Moving from Access to Usage” of financial services and products.

“[Members also] supported implementing the G20’s 2023 Financial Inclusion Action Plan and ongoing efforts to lower remittance costs,” the summary stated. – SAnews.gov.za

May the best furniture win

May the best furniture win

Innovation in the development of new, competitive furniture products will come to the fore at the Department of Trade, Industry and Competition’s (dtic) Furniture Design Competition Awards ceremony this afternoon.

Friday’s award ceremony will take place at the Kyalami Grand Prix and International Expo Centre in Sandton, Gauteng.

“The competition has been established to create an opportunity to promote innovation in the development of new, competitive furniture products and to contribute towards skills development initiatives. Participants include students from local academic institutions who are studying towards related fields and other emerging furniture designers,” the department said ahead of the ceremony.

The Acting Deputy Director-General at the dtic, Dr Tebogo Makube, said the annual competition complements the development of design courses and design workshops.

“The Furniture Industry Masterplan adopted in 2021 identifies the shortage of high-level skills in the furniture industry such as design and skilled artisans in furniture manufacturing as a major concern. This limits South African furniture manufacturers’ capacity to supply world-class products in line with both domestic and global market demand, and thus negatively affects the industry’s competitiveness,” Makube said.

He added that design can also be used as a creative instrument that will link industry players’ creativity and innovative products.

“It is thus possible to position the local industry as the producer of high-value niche furniture products that are globally competitive based on quality and/or differentiated designs. This requires a concerted effort on the part of the public and private sectors to develop programs that address the challenges that constrain the industry from achieving potential growth levels and significantly raise the levels of competitiveness,” he explained.

The competition is a partnership between the dtic, the South African Furniture Initiative (SAFI), Industrial Development Corporation, Proudly South African, Furntech, and other industry players such as Mecad Solidworks, PG Bison, Lewis Group, Zaptly,  and Rubio Monocoat, will also sponsor competition prizes. -SAnews.gov.za

Call to implement G20 roadmap for multilateral development banks

Location: News

Call to implement G20 roadmap for multilateral development banks

The Group of Twenty (G20) has urged Multilateral Development Banks (MDBs) to enhance their collaboration and efficiency while working with relevant stakeholders to implement the G20 Roadmap for Bigger, Better and More Effective MDBs.

This initiative builds on the legacies of previous G20 Presidencies and aims to strengthen MDBs ability to support global development efforts.

The roadmap is designed to assist countries to meet the United Nations (UN) Sustainable Development Goals (SDGs), as well as to address global and regional challenges with a renewed sense of urgency and determination.

This call comes as the global community is struggling to meet the goals of the Paris Agreement and advance SDGs, which are a universal call to action to end poverty, protect the planet and ensure that by 2030, all people enjoy peace and prosperity.

According to the G20 Chair’s Summary of the first Finance Ministers and Central Bank Governors' Meeting that took place in Cape Town from 26 February -27 February 2025, the meeting discussed the work plan of the International Financial Architecture Working Group (IFAWG) and its focus on four priority areas.

These include strengthening MDBs and ensuring financing for development; enhancing debt sustainability and addressing liquidity challenges; strengthening the Global Financial Safety Net (GFSN) and reforming global governance institutions; and enhancing financial resilience by strengthening capital flows to emerging market and developing economies (EMDEs).

The meeting recalled that the IFAWG was tasked to work with the MDBs to develop a monitoring and reporting framework, with clear indicators, for periodic updates on MDBs’ progress against the Roadmap’s recommendations.

“[The meeting] encouraged MDBs to work with developing countries in enhancing domestic resource mobilisation and increasing private capital investment by supporting enabling conditions, addressing potential obstacles to private investment, and scaling up both innovative risk-sharing instruments and country platforms.

“[The gathering] recognised that the Roadmap encourages MDBs to take steps towards the implementation of all appropriate outstanding Capital Adequacy Framework (CAF) recommendations, safeguarding their long-term financial sustainability, robust credit ratings and preferred creditor status.

“[It also] recalled that the board of each MDB will be best placed to determine if and when a capital increase is needed in addition to CAF measures to support efforts in addressing global challenges and meeting development needs,” the statement said.

The G20 said that it looked forward to progress with the International Bank for Reconstruction and Development 2025 Shareholding Review in line with the Lima Shareholding principles and recognised the need for enhancing the representation and voice of developing countries in decision-making in MDBs and other international economic and financial institutions.

Transparency and sustainable capital flows

In addition, the meeting looked forward to improvements in the implementation of the Common Framework for Debt Treatments, in a predictable, timely, orderly, and coordinated manner, informed by the recommendations from the G20 Note on the Lessons Learned.

It welcomed joint efforts by all stakeholders to continue working towards enhancing debt transparency.

“[The meeting] encouraged the International Monetary Fund (IMF) and World Bank to continue their work related to feasible options which are country-specific and on a voluntary basis to help vulnerable countries with near-term liquidity challenges whose debt is sustainable.

“[It also] reiterated the commitment to a strong, quota-based, and adequately resourced IMF at the centre of the GFSN.

“[The meeting ] acknowledged the urgency and importance of realignment in quota shares to better reflect members’ relative positions in the world economy while protecting the quota shares of the poorest members; and the IMF Executive Board’s ongoing work to develop by June 2025 possible approaches as a guide for further quota realignment, including through a new quota formula, under the 17th General Review of Quota,” the statement said.

Furthermore, the G20 encouraged IMF members with strong external positions, especially those who have not already contributed, to make additional voluntary contributions to the Poverty Reduction and Growth Trust and the Resilience and Sustainability Trust.

It continued to invite countries that were willing to voluntarily explore channeling Special Drawing Rights, including through MDBs, where legally possible, whilst respecting their reserve asset status.

“[The meeting] reiterated efforts to promote sustainable capital flows to EMDEs and foster sound policy frameworks, notably through central bank independence. [They also] recognised the growing importance of non-bank financial institutions (NBFIs) and planned to deepen the understanding of their role in shaping EMDE investment flows,” the statement said. -SAnews.gov.za

G20 focuses on financing health

Location: News

G20 focuses on financing health

The South African Group of Twenty (G20) Presidency will continue the focus on finance and health coordination through the Joint Finance and Health Task Force (JFHTF), as it recognises the high potential impact of health risks on the global economy.

This is according to the G20 Chair’s Summary of the first Finance Ministers and Central Bank Governors’ Meeting that took place in Cape Town from 26 February - 27 February.

The JFHTF seeks to enhance the collaboration and global cooperation on issues relating to pandemic prevention, preparedness and response, thus leaving the international community better prepared in the eventual case of future health threat outbreaks.

The Task Force will also promote the exchange of experiences and best practices, developing coordination arrangements between Finance and Health Ministries, promoting collective action and encouraging effective stewardship of resources to address the existing financing gaps in pandemic preparedness and response.

The G20 welcomed discussion on addressing deep challenges in the capabilities of countries to prevent, prepare for, and respond to pandemics.

“[The meeting] recognised the critical importance of sustainable health financing in addressing these challenges, and towards achieving health Sustainable Development Goals (SDGs) on universal health coverage. [The meeting] looked forward to the Task Force delivering important work this year by updating the Global Report based on the Framework for Economic Vulnerabilities and Risks.

“The South African G20 Presidency looked forward to updating the Operational Playbook for pandemic response with a focus on day zero and surge financing, as well as simulation exercises to assess the efficiency of domestic and international finance coordination in dealing with future health emergencies and identify any remaining gaps,” the summary statement said on Thursday.

The G20 welcomed the important contribution of the Pandemic Fund, as a component of pandemic prevention, preparedness and response financing.

It recognised current contributions and encouraged increased support to the fund, in particular through the voluntary expansion of its donor base.

“[The meeting] looked forward to the plan to take stock of the JFHTF since its establishment, to discuss and evaluate the options for its potential evolution. [It also] acknowledged the continued support of the World Bank and the World Health Organisation (WHO), and the WHO for hosting the JFHTF Secretariat,” the statement said.

Infrastructure development

Furthermore, the meeting recognised that increasing quality infrastructure investment is critical to support faster, inclusive and sustainable economic growth and development.

During the meeting, the Infrastructure Working Group discussed the importance of continuing to focus on addressing impediments to long-term finance and creating an enabling environment for infrastructure as an asset class.

In this regard, the Presidency will prioritise:

•    the development of a robust, accessible and investable pipeline towards attracting private sector participation;
•    exploration of blended finance de-risking measures to bolster sustainable infrastructure investment flows, particularly in Emerging Market and Developing Economies (EMDEs); and
•    development of a toolkit to assist countries in overcoming significant barriers to advancing cross-border infrastructure projects.

SA welcomes EU support on geopolitics

The Cabinet has welcomed the support of the European Union (EU) for South Africa’s positions on global geopolitics and the priorities of its Group of 20 (G20) Presidency.

This follows the successful 16th Ministerial Political Dialogue between South Africa and the EU, which took place on 19 February 2025 in Cape Town.

“The dialogue presented an opportunity for the EU and South Africa to reiterate their common commitment to multilateralism, rules-based international order, and the centrality of the United Nations (UN) Charter,” said Minister in the Presidency, Khumbudzo Ntshavheni on Thursday.

The Minister was addressing a post-Cabinet briefing in Cape Town after Wednesday's meeting.

According to Ntshavheni, the parties at  the ministerial dialogue also agreed on the need to reform the UN Security Council, recognising the urgent need to make it more representative, inclusive, transparent, efficient, democratic and accountable.

The EU and South Africa discussed their cooperation in multilateral and regional fora, highlighting their joint efforts to promote human rights, sustainable development and address climate change.

“They also reviewed opportunities to step up cooperation on sustainable value chains, including critical raw materials to further their respective competitiveness, economic security and decarbonisation efforts,” Ntshavheni said.

She explained that the meeting also acted as a preparatory platform for the upcoming EU-South Africa Summit, scheduled for 13 March 2025 in South Africa.

The summit will focus on improving economic relations, ensuring a just energy transition, addressing security and defence issues, promoting sustainable value chains and enhancing multilateral cooperation.

The EU is South Africa’s top source of foreign direct investment and South Africa is the EU’s largest trading partner in Sub-Saharan Africa.

Moreover, Ntshavheni said the meeting also underscored the importance of holding the EU-African Union (AU) Ministerial Meeting and Summit in 2025. – SAnews.gov.za

More than 716 900 SASSA beneficiaries transition to Black Cards

Location: News

More than 716 900 SASSA beneficiaries transition to Black Cards

Over 716 900 South African Social Security Agency (SASSA) beneficiaries have transitioned to the Postbank Black Cards from the previous SASSA Gold Cards, Cabinet said on Thursday.

Minister in the Presidency Khumbudzo Ntshavheni said card distribution sites have been increased around the country to ensure that beneficiaries are assisted before the 20 March 2025 deadline.

“More than 716 900 beneficiaries have transitioned to the Postbank black cards and card distribution sites have been increased around the country to mitigate the queues so that every beneficiary receives the new card near where they live.

“Postbank has also increased the number of tellers in the card replacement sites from 2 tellers to up to 5 tellers depending on the business of the site,” the Minister said at a post-Cabinet briefing in Cape Town.

Cabinet also encouraged beneficiaries to visit their nearest Checkers, Shoprite, Pick ‘n Pay, Usave, or Boxer stores to collect their new Postbank Black Card.

Steps to take

A valid South African identity document (ID) or temporary ID is required. Mobile offices will also be available in rural areas to assist beneficiaries.

Additionally, Postbank has partnered with the Spar Group, which will designate 200 of its stores as service sites across the country.

“Cabinet reminds beneficiaries that the old SASSA Gold Card will stop working on 20 March 2025 and beneficiaries who have not exchanged their cards by then will need to visit their nearest Post Office branch to access their funds,” the Minister said.

SASSA had previously said that Postbank has also made it easy for beneficiaries to locate the nearest place in every province where they can collect their Postbank Black Cards.

All they need to do from the comfort of their homes is to use their cellphone and:
•    Dial: *120*218*3#
•    To continue, reply by pressing number: 1; and
•    reply with the number representing the province they live in.

To get the new Postbank Black Cards, beneficiaries are required to have a valid South African ID, or a temporary ID. Beneficiaries are urged to be aware that no card will be issued without these documents.

Ensuring that minimum documentation is required to get the new Postbank Black Cards is in line with SASSA and Postbank's ongoing commitment to continuously improve the customer experience of all social grant beneficiaries.

The Postbank Black Cards will be issued free of charge. For further enquiries, beneficiaries can contact Postbank on 0800 53 54 55 or SASSA on 0800 60 10 11.

Budget Speech delay a result of “funding challenges”

Budget Speech delay a result of "funding challenges"

Cabinet has reiterated that the postponement of the tabling of the National Budget from 19 February to 12 March is a result of efforts by Cabinet to collectively address the nation’s funding challenges within a constrained fiscal environment.

Cabinet on Thursday assured South Africans that deliberations within Cabinet on the 2025 National Budget are continuing to determine the best ways to fund the national priorities and ensure that the budget reflects the aspirations of all South Africans.

“The postponement, while it is the first in the history of South Africa, but not out of the norm in other jurisdictions, is still within the provisions of the Public Finance Management Act (PFMA),” Cabinet said in a statement after it met on Wednesday.

Finance Minister Enoch Godongwana was scheduled to outline the financial, economic and social commitments that government would prioritise in its planned expenditure as part of the 2025 Budget Speech.

However, in an unprecedented move, it was postponed for further deliberation.

“The annual budget is tabled by the Minister of Finance but it requires the deliberation of the Cabinet before it is tabled in the National Assembly.

“Cabinet considered that although the tabling of the 2025 budget was scheduled for release at 2pm on 19 February 2025, a postponement is needed to allow for further deliberations to take place on the budget. Cabinet is united in the view that the budget must strike a balance between the interests of the public, economic growth and fiscal sustainability,” Godongwana said at a media briefing after the postponement.

Furthermore, the budget is produced and presented before the National Assembly according to the rules outlined in the Public Finance Management Act.

During the Budget Speech, the Finance Minister indicates the allocation of financial resources to the national government’s priorities outlined by President Cyril Ramaphosa in the State of the Nation Address.

Quarterly Labour Force Survey

Meanwhile, Cabinet welcomed the upward trajectory in employment creation following the second consecutive drop in the unemployment rate, which marks the lowest rate since the third quarter of 2023.

“The country’s unemployment rate decreased to 31.9% in the fourth quarter of 2024 from 32.1% in the previous quarter. The number of employed people increased by 132 000 to 17.1 million, while the number of unemployed persons decreased by 20 000 to eight million during the same quarter,” Cabinet said.

Employment over the quarter increased in four of the 10 industries surveyed by Statistics South Africa, including finance (232 000), manufacturing (41 000), private households (18 000) and transport (17 000).

“Cabinet affirmed government’s commitment to create jobs with a special focus on youth employment programmes. Through the Presidential Employment Stimulus Programme, almost 2.2 million work opportunities have been created for young people,” Cabinet said. – SAnews.gov.za

Cabinet approves Medium Term Development Plan and National Communication Strategy Framework

Cabinet approves Medium Term Development Plan and National Communication Strategy Framework

Cabinet has approved the Medium Term Development Plan (MTDP)  for the period 2024-2029, which outlines key priorities for the 7th administration.

The MTDP builds on the National Development Plan, the Statement of Intent of the Government of National Unity, and the consensus reached during the Cabinet Lekgotla held on 29-30 January 2025.

Additionally, the MTDP incorporates the three strategic priorities outlined by President Cyril Ramaphosa in his Opening of Parliament Adress on 18 July 2024.

“The plan guides government’s initiatives to create a more inclusive country that lives up to the commitments of the Government of National Unity.

“It aims, among others, to ensure inclusive economic growth, reduce unemployment, poverty, and the rising cost of living as well as to ensure a capable, developmental, and ethical state,” Cabinet said in a statement.

National Communication Strategy Framework (NCSF)

Cabinet has also approved the National Communication Strategy Framework (NCSF) for the period 2024-2029 for implementation across all spheres of government.

The NCSF forms part of the ongoing work to consolidate and enhance government-wide communication system, in support of the implementation of the Medium Term Development Plan 2024-2029 as envisaged in the Government Communication Policy, approved by Cabinet in 2018 which is currently under review.

The NCSF responds to the expectation that government communication must be coherent, improve public trust and investor confidence, foster unity and social cohesion and mobilise citizens’ participation.

This is part of ongoing efforts to encourage South Africans to use information to improve their lives and take advantage of socio-economic opportunities to contribute to the development of our country. – SAnews.gov.za

Call to intensify efforts to improve early childhood learning

Location: News

Call to intensify efforts to improve early childhood learning

President Cyril Ramaphosa has called on educators to intensify efforts to improve early childhood learning, emphasising the urgent need to strengthen foundational skills in reading and mathematics.

The President was addressing the 2025 Basic Education Sector Lekgotla, at OR Tambo Conference Centre, in Ekurhuleni on Thursday.

He highlighted concerning literacy and numeracy statistics, warning that failure to address these gaps could have long-term consequences for learners.

Citing the 2021 Progress in International Reading Literacy Study (PIRLS), he noted that more than 80% of Grade 4 learners in South Africa cannot read for meaning in any language, including their home language.

Additionally, the country ranked low in a recently published study on Trends in International Mathematics and Science Study (TIMSS), which surveys capabilities in Grades 4 and 8.

“Not having mastered basic skills in reading and maths at foundation level sets the tone for how a learner will perform in high school and beyond. That is why Early Childhood Development [ECD] education has become the key foundation and bedrock.

“So, correcting these shortcomings is the most urgent of tasks. It must be front and centre of our efforts in basic education,” he explained.

In the same breath, the President lauded the achievements of the Class of 2024 saying it reinforces government’s commitment to developing the nation’s young people as the most valuable resource.

He said this achievement shows that the country is steadily undoing the apartheid legacy of intergenerational poverty, disadvantage and indignity.

“Our learners, teachers, parents and caregivers deserve our appreciation, alongside school governing bodies and partners in business, trade unions and academia. However, these impressive outcomes stand in stark contrast to what we see in the early years of education.”

To address these challenges, the President welcomed the Department of Basic Education’s review and realignment of the curriculum, including teacher development programmes and a focus on the Mother-Tongue Based Bilingual Education approach.

He also stressed the importance of inclusive education, calling for greater access to quality learning for children with disabilities.

“We are encouraged by the department’s efforts to review and realign our existing curriculum, including assessment, learning and teaching support material and teacher development programmes,” the President said.

Embracing AI and technology

The first citizen warned that globalisation, automation, and artificial intelligence (AI) are reshaping the job market, making it critical for South Africa’s education system to evolve.

He said that the theme of this year’s lekgotla – ‘Strengthening Foundations for a Resilient, Future-Fit Education System’ – is therefore most appropriate and timely.

He highlighted that the World Economic Forum’s 2025 Future of Jobs Report showed the world’s fastest growing and fastest declining jobs.

The report showed that jobs that are growing fastest are big data specialists, user interface and user experience engineers, data warehousing specialists and renewable energy engineers.

At the bottom of the pyramid, some of the jobs that are in decline include bank tellers, data entry clerks, cashiers, admin assistants, book-keeping and payroll clerks, and telemarketers, among others.

The President noted that many of these occupations that are in decline are entry level positions for young people entering the job market after school.

He noted that AI and advanced language models are significantly reshaping various industries.

One such tool, ChatGPT, now has approximately 300 million weekly active users worldwide. The number of students relying on ChatGPT for school assignments has doubled between 2023 and 2024.

The President emphasised the need for the education system to embrace technology while maintaining a strong foundation in human-led learning.

“We have to adapt to this new reality or risk the consequences of last century methods that cannot deliver new century outcomes. As impressive as technological advances have been, technology is but a complement to human endeavour.

“There is no substitute for solid foundational education led by committed and capable educators that sets the stage for a more effective and equitable educational system,” the President said.

The President further highlighted that the first generation to grow up with the internet, Gen Z, are already in their thirties. Generation Alpha, the first fully digital generation, are now in high school.

The babies born this year are the start of Generation Beta and will begin school in 2030.

“These Generation Beta children will be mastering the use of AI tools for schoolwork, problem solving and life advice before they even reach high school.

“This is to say nothing of their future career paths. There are now tools that can build a website in 10 seconds and compile a fully referenced research paper in about a minute.

“So, when we speak of equipping our young people with the skills for a changing world, we are not only talking about the structure of education needing to be transformed, but its methods of delivery as well. I am pleased that this is an issue that is prioritised at the Basic Education Lekgotla,” the President said.

Vocational and Entrepreneurial Pathways

President Ramaphosa also called for greater emphasis on technical and vocational education as viable alternatives to traditional academic pathways. He pointed to Germany, where 47% of the workforce holds vocational qualifications, compared to just 17% with university degrees.

“As stakeholders in the sector we need to work together to address the prevalent bias towards general academic education, and even the stigma that exists around choosing vocational occupations.

“Vocational training should not be seen as a fall-back option for learners who have been identified as unlikely to obtain the marks needed for university entry. It should be seen as an attractive proposition for all learners.”

The President also highlighted the importance of fostering entrepreneurship to support young people in an economy with limited job opportunities.

Agenda for education

The 2025 Basic Education Sector Lekgotla, tcomes at a pivotal time as South Africa enters the implementation phase of the Medium-Term Development Plan and nears the five-year countdown to achieving the Sustainable Development Goals.

As South Africa chairs the G20, President Ramaphosa noted the opportunity to drive a progressive global education agenda under the theme of “solidarity, equality, and sustainability.”

“As the host of the G20 Education Working Group, we have a unique opportunity to drive a progressive agenda for inclusive and equitable education within the framework of the G20,” he said. – SAnews.gov.za

Over R20 million allocated to boost North West economy

Location: News

Over R20 million allocated to boost North West economy

The North West Provincial Government has allocated R24 million to establish a Development Fund to accelerate development initiatives across the province.

The fund will be established with a special focus on stimulating economic growth and creating sustainable job opportunities.
This is according to the North West Premier Lazarus Kagiso Mokgosi who delivered his State of the Province Address (SOPA) at the provincial legislature on Thursday.

He informed the Members of the Provincial Legislature (MPL) that the efforts of the Economic and Investment Advisory Council are starting to produce positive results.

The Council is responsible for assisting the province to drive its industrialisation programme, lure investments, and see to the full implementation of the Provincial Growth and Development Strategy.

“We envisage establishing a Regional Research, Innovation and Development Office, which will be in, and coordinated by, the Office of the Premier with a specific focus on Science, Technology and Engineering,” he said on Thursday.

The SOPA outlined the province’s strategic priorities for the next five years, focusing on inclusive growth, job creation, poverty reduction, and building a capable and ethical State.

Mokgosi highlighted the province’s challenges, including high unemployment and poverty rates, and emphasised the need for aggressive measures to address these issues.

He announced several initiatives, such as the expansion of the National School Nutrition Programme to provide two meals per day to learners in more schools and the launch of the “Ntime o Mphele Ngwana Poverty Alleviation Programme” to combat hunger among children and youth.

In addition, infrastructure development was a key focus, with significant investments in road projects, water and sanitation improvements, and the construction of new schools and clinics.

The Premier also announced plans to revitalise the Taung irrigation scheme and other agricultural projects to boost food production and support emerging farmers.

“The collaborative work between the Vaalharts Water Users Association, the Department of Water and Sanitation, and the Dr Ruth Segomotsi Mompati District Municipality will result in an increase of water supply to households in areas such as Taung, Pudimoe, and Huhudi.”

Jobs and attracting investment

Mokgosi reaffirmed the government’s commitment to creating job opportunities through public employment programs, such as expanded public works, community health workers, community works, and labour activation programmes.

These initiatives aim to create over 150 000 job opportunities in the next five years, targeting women, youth, and persons with disabilities.

The provincial government is fostering relations with the private sector to address infrastructure backlogs and attract investment.

The Premier cited the Mekgareng Smart City project, which is expected to create 20 000 jobs for the people of Madibeng Local Municipality and attract investments of between R10 and R25 billion.

The smart city project is a collaborative development initiative between the North West and Gauteng, coordinated by the national Department of Human Settlements.

Meanwhile, the provincial government has partnered with the South African National Defence Force (SANDF) and Phila Jordan Academy to provide training opportunities to 3 000 beneficiaries in artisanal and tooling programs.

In addition, more than 1 200 young people are participating in a National Youth Service programme, and over 7 000 youth have been provided with skills and job placements.

The Premier hopes that these comprehensive measures will help reduce unemployment and stimulate economic growth in the North West.

In addition, he covered efforts to promote clean governance, combat corruption, and improve audit outcomes.

He concluded with a call for unity and collaboration among all stakeholders to tackle the province’s socioeconomic challenges and build a better future for all residents.

“Ours is a skewed past centered on exploitation, exclusion, and oppression but we remain hopeful about the socio-economic prospects of our province, and we are unflinching on our commitment to creating a better life of all, irrespective of race, class, and gender or creed,” he said. – SAnews.gov.za

Government concludes talks on Sectoral Emission Targets

Government concludes talks on Sectoral Emission Targets

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has announced that the first round of consultations on the Sectoral Emission Targets (SETs) have been concluded, marking an important step forward in the country’s climate action journey.

Published for public comment in May 2024, the SETs are a key component of South Africa’s broader climate change strategy, aligning sector-specific emissions reductions with economic growth and job creation.

“The feedback received through the public consultations has been invaluable, helping to ensure that the Sectoral Emission Targets are both effective in addressing climate change and conducive to sustainable economic development.

“We are committed to ensuring that the final SETs create clear, actionable goals that will foster green innovation, attract investment, and create job opportunities across key sectors such as energy, manufacturing, and agriculture,” the Minister said on Thursday.

Following a thorough review and consultation process, the Department of Forestry, Fisheries and the Environment (DFFE) is now in the process of refining the SETs, incorporating valuable feedback from stakeholders and the public.

This inclusive approach ensures that the targets are not only ambitious but also achievable, providing a balanced pathway that supports both climate objectives and economic resilience.

In March 2025, the revised SETs will be shared with the Minister to initiate Inter-Ministerial discussions, as outlined by section 25(3) of the National Climate Change Act.

“These discussions will focus on aligning the SETs with national development goals, ensuring that South Africa’s climate response supports the creation of jobs in emerging industries while promoting long-term economic growth and accelerating the implementation of existing sectoral policies.

“The SETs will provide a clear framework for sectors to reduce their emissions, which in turn will drive the transition to a low-carbon economy. This transition is expected to create significant employment opportunities in sectors such as renewable energy, energy efficiency, and sustainable agriculture,” the department said.

The DFFE, under the leadership of Dr George, has asserted its commitment to working collaboratively with all stakeholders to ensure that the SETs contribute to building a resilient, low-carbon economy that drives sustainable growth and job creation for all South Africans. -SAnews.gov.za

Cabinet sends best wishes for injured SANDF troops

Cabinet sends best wishes for injured SANDF troops

Cabinet has extended its heartfelt wishes for a quick recovery to all soldiers returning from the Democratic Republic of Congo (DRC) who are currently receiving medical treatment in South Africa.

“Cabinet expressed its well wishes for a speedy recovery for all 1returned injured soldiers who are now receiving medical treatment in South Africa, the home soil,” Minister in the Presidency, Khumbudzo Ntshavheni said on Thursday.

This as the South African National Defence Force (SANDF) announced earlier in the week that the remaining wounded troops in need of medical attention had been successfully repatriated from the DRC and would now receive necessary care and support.

READ | Critically injured soldiers in DRC brought back home

The injured soldiers have been categorised into three priority areas for care – critical, non-critical, and those requiring psychological and social interventions.

This is after 14 troop members lost their lives and others sustained injuries at the hands of the M23 as fighting in the Goma region escalated.

The rebel group fought intensely against the Congolese armed forces, resulting in the deaths of soldiers from 23 to 27 January during M23’s advance on Sake and Goma.

These soldiers were part of the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC), which aims to help restore peace, security, and stability in Africa’s second-largest country.

At a post-Cabinet briefing in Cape Town, Ntshavheni announced that the Executive supports the resolutions from both the African Union Peace and Security Council (AUPSC) and the United Nations Security Council (UNSC) concerning the eastern DRC.

The AUPSC endorsed decisions from the Joint East African Community (EAC) and SADC meeting, which called for an immediate ceasefire, safe humanitarian routes, the withdrawal of uninvited forces, respect for territorial integrity, and the inclusion of all actors in the joint Luanda-Nairobi political dialogue.

“UNSC resolution urged all parties – State and non-State actors in the eastern DRC to conclude an immediate and unconditional ceasefire, as called for by leaders of the EAC and SADC.”

According to the Minister, the resolution further demands that M23 rebel groups withdraw from the territories they have seized in the eastern DRC and called on the Rwanda Defence Forces to stop supporting the armed group and immediately withdraw from Congolese territory “without preconditions.” – SAnews.gov.za

Cabinet welcomes progress on Eskom recovery efforts

Cabinet welcomes progress on Eskom recovery efforts

Cabinet has welcomed an update on Eskom’s ongoing efforts to restore stability to the country’s national power supply, including additional capacity to the grid.

This follows unforeseen incidents at multiple power stations that led to the implementation of load shedding that began at the weekend.

Addressing a post-Cabinet briefing on Thursday, Minister in the Presidency Khumbudzo Ntshavheni explained that the highly unusual and unrelated incidents at the weekend resulted in a rapid depletion of reserve margins.

They included an electrical fault at Majuba power station, the loss of cooling water pumps at Camden power station and unit loss at Medupi power station.

“Cabinet noted that the upcoming addition of 1 600 megawatts with the synchronisation of Kusile Unit 6 scheduled for 9 March 2025 and Medupi Unit 4 at the end of March 2025 will further bolster our nation’s energy supply,” Ntshavheni said.

Cabinet also acknowledged the swift response by Eskom’s technical team to recover 4 800 MW with four of the five tripped units at Majuba having returned to the grid and two of four tripped units returned at Camden by 8pm on Sunday.

Despite the setback, Cabinet has noted that steady progress has been made in improving generation capacity and maintaining a reliable electricity supply.

From 1 April 2024 to 20 February 2025, load-shedding was suspended for 323 days, compared to 32 days in the same period last year. Electricity supply was available 99% of the time compared to just 9.8% last year.

Eskom suspended load shedding on Wednesday morning.

“We maintain our guidance that load shedding is largely behind us due to structural improvements in the generation fleet. Our focus remains on eliminating load shedding as a structural constraint on the economy.

“There will be valuable lessons to be learned from the set of multiple unit trips that were unconnected and purely technical in nature related to electrical and control system issues within auxiliary parts of our power stations,” said the utility’s  Group Chief Executive, Dan Marokane said in a statement at the time.– SAnews.gov.za

Cabinet approves submission of AfCFTA Protocol to Parliament

Cabinet approves submission of AfCFTA Protocol to Parliament

Cabinet has approved the submission of the African Continental Free Trade Area (AfCFTA) Protocol on Women and Youth in Trade to Parliament for ratification.

The protocol aims to enhance the participation of women and youth in trade under the AfCFTA, and it outlines specific objectives such as helping women and youth traders to effectively participate in the market.

It also strives to foster value addition and innovation for increased imports and exports by women and youth as well as their inclusion in regional and continental value chains.

“The protocol also advocates for measures to eliminate discrimination, promote equality and inclusivity to ensure that women and youth benefit from trade opportunities,” Minister in the Presidency, Khumbudzo Ntshavheni told reporters on Thursday.

At the media briefing held following Cabinet’s meeting on Wednesday, the Minister said that other significant provisions of the protocol include eliminating non-tariff barriers affecting women and youth in trade, promoting their participation in policy formulation, and improving their access to finance.

“The protocol is expected to support women and youth in trade to take advantage of the opportunities presented by the AfCFTA and enhance their inclusive participation in intra-Africa trade.

Additionally, Cabinet has also approved the submission of the Protocol on Competition Policy under the AfCFTA to Parliament for ratification.

The protocol is an agreement by African Union (AU) member states to ensure that competition on the continent contributes to trade, inclusive growth, industrialisation and sustainable economic development.

The protocol focuses on preventing anti-competitive practices by providing a framework for addressing market concentration, abuse of power and other competition-related issues.

“The AU acknowledges that the absence of continental competition policies results in anti-competitive practices such as cartels and monopolies that abuse their market position,” said the Minister.

Cabinet said the protocol will apply to all economic activity within the AfCFTA market and will target anti-competitive practices including international and cross-border cartels that are not effectively regulated, as well as competitive practices initiated by larger enterprises operating outside the continent.  -SAnews.gov.za

Cabinet welcomes reduction in crime levels

Cabinet welcomes reduction in crime levels

While South Africa’s crime levels remain unacceptably high, Cabinet has welcomed the decline in some categories of the country’s crime statistics.

“While overall levels of crime continue to remain unacceptably high, the decline shows that interventions by the South African Police Service (SAPS) to make South Africa safer are making a difference,” Cabinet said in a statement on Thursday.

In its statement following its meeting on Wednesday, Cabinet stated that “Fighting crime is a shared responsibility between the police, the community and the business sector.”

This as the Minister of Police, Senzo Mchunu presented the Quarterly Crime Statistics for the third quarter of the current financial year (1 October 2024 – 31 December 2024) on Friday.

The stats showed that there had been a decline across multiple crime categories, including a notable decline in carjackings and robberies.

The third quarter showed a 9.8% decrease in murder, a 3.3% reduction in rape, and a 3.2% drop in attempted sexual offences

At the time, the Minister said that while there was a reduction in several categories, more still needs to be done to reduce the country’s crime levels.

“We are positioning ourselves accordingly in terms of policing whilst we continue our work throughout the whole country,” Mchunu said.

Call for urgency in assisting KZN flood victims

Officials responsible for emergency housing within the Department of Human Settlements have been directed to speed up the process of assisting flood-affected households in KwaZulu Natal.

The areas affected by the inclement weather include eThekwini townships such as Lamontville, Umlazi, uGu and King Cetshwayo District Municipalities.

“We regret that the floods have resulted in the loss of life. Our deepest condolences to the families that lost their loved ones. I have impressed upon our team to work with other spheres of government and relevant institutions to assist the affected households.

“Key to this is the provision of emergency shelter. Our team will conduct the necessary assessment that will inform our intervention in line with our Emergency Housing Policy,” Human Settlements Minister Thembi Simelane said in a statement.

A team from the department is expected to conduct preliminary technical assessments and beneficiary registration.

These will inform possible interventions such as rebuilding the damaged structures, relocating the affected households and providing building materials to enable the affected to restore their damaged houses or structures.

Simelane appealed for maximum cooperation between government and other stakeholders including communities.

“It is only through cooperation that we will be able to effectively respond to housing emergencies such as this one,” the Minister said.

Accordingly, the department is already working with the provincial structures to ensure that affected households are assisted with adequate shelter.

Meanwhile, in a statement on Facebook, the MEC for Transport and Human Settlements in the province, Siboniso Duma expressed his condolences to the families who have lost loved ones following the adverse weather.

This as he together with the provincial Department of Cooperative Governance and Traditional Affairs MEC Thulasizwe Buthelezi and eThekwini Mator Cyril Xaba among others, visited the bereaved families on Wednesday.

“This follows last night's heavy rainfall that resulted in the collapse of houses, destruction of roads and people being washed away.An intergrated approach involving all spheres of government has been adopted to assist affected families,” said the KwaZulu-Natal Department of Human Settlements.

In addition, the eThekwini Municipality will assist with burials.

“Importantly, a decision has been made to move families living in flood prone areas around Ward 74,” it said.

Duma announced that Temporary Residential Units are being arranged for families whose houses collapsed.

Earlier this week, the South African Weather Service (SAWS) issued a yellow level 2 heavy rain warning for the province following widespread flooding.

Community media plays a vital role in promoting social change

Community media plays a vital role in promoting social change

In a world where information is power, community media stands as a vital force in empowering marginalised voices, driving social change and strengthening democracy.

Deputy Minister in the Presidency, Kenny Morolong, has underscored the significance of this sector, emphasising its role in fostering community engagement and supporting local development.

Speaking during Parliament’s Portfolio Committee on Communication and Digital Technologies oversight visit to the Government Communication and Information System in Pretoria on Wednesday, Morolong urged the GCIS to harness the power of strategic partnerships to inform South Africans about government’s social transformation agenda.

"We have a network of communicators across all three spheres of government to ensure effective coordination," Morolong said, highlighting the need to build professional capacity in government communication.

He stressed the importance of adapting to the rapid growth of new media to bridge the gap between government and citizens.

According to Morolong, communication is not just a bureaucratic function but a constitutional responsibility.

"An appreciation of this premise will ensure that we fulfil the prescripts of the Constitution, including upholding political, social and other rights," he said.

GCIS Deputy Director-General: Intergovernmental Coordination and Stakeholder Management, Michael Currin, echoed this sentiment, explaining that effective government communication plays a crucial role in shaping national sentiment, fostering social cohesion and inspiring positive behavioural change.

"Through a coordinated communication system, government proactively responds to the evolving political and socio-economic landscape, fostering a direct relationship with citizens," Currin said.

He emphasised that clear and coherent messaging is essential to building public confidence and national unity.

Portfolio Committee commends GCIS's efforts

Portfolio Committee on Communication chairperson, Khusela Diko, expressed her satisfaction with the GCIS’s performance.

"I was impressed with the presentations [on the GCIS operations and its programmes], especially those involving community print media. These discussions help us, as lawmakers, understand the core issues that affect our citizens," she told SAnews.

Diko affirmed that lessons learned from these engagements would shape the committee’s oversight efforts.

"We hope that GCIS and its partnerships will continue to empower people with vital information, enabling them to improve their lives," she said.

Diko further stressed the importance of citizens knowing how to access job opportunities, start businesses, and benefit from government programmes.

"When South Africans can confidently say: 'I know what my government is doing for me and how I can access services', we will have achieved our goal," she said.

Established in 1998 and operating under the Presidency, the GCIS has a clear mission: to strengthen government communication, ensure transparency, and keep citizens informed about policies, programmes, and achievements. By embracing innovation and leveraging new media, it continues to play a crucial role in fostering a well-informed and engaged society.

Bringing government closer to the people

The Portfolio Committee is committed to ensuring that government communication is effective and accessible. As part of its mandate, the committee is conducting oversight visits to various entities in Gauteng, engaging with staff members and reviewing government communication strategies.

The committee has also listened to presentations from the Media Development and Diversity Agency (MDDA) and other entities, evaluating their effectiveness in delivering critical information to the public. – SAnews.gov.za

Beware of fake COVID-19 SRD application sites

Location: News

Beware of fake COVID-19 SRD application sites

The Department of Social Development and it's entity the South African Social Security Agency (SASSA), have warned the public of fake sites and links for applications for the COVID-19 Social Relief of Distress (cSRD) grants.

The correct and authentic application platform for all applications for the COVID-19 Social Relief of Distress is https://SRD.sassa.gov.za .

The following links: https://srd-sassa.org.za  and https://srdsassagov.co.za  are fake and are used to collect data from unsuspecting applicants, stealing personal information from applicants of the grant of R370.

This was revealed in Parliament on Wednesday when the Portfolio Committee on Social Development received an update into the investigation on alleged weaknesses and fraud in the application and payment system of social grants.

The Minister of Social Development Sisisi Tolashe instituted an investigation into vulnerabilities of the applications and systems used by SASSA for the payment of social grants.

The Portfolio Committee on Social Development had made recommendations to conduct an investigation on alleged vulnerabilities after claims of fraud in the application system of the cSRD were made by two students from the University of Stellenbosch.

“Phase 1 of the investigation consisted of a comprehensive audit into the SRD application system administered by SASSA to determine the extent to which the system was exposed to Fraud.

“The findings of this audit will serve as input as a basis for Phase 2, which will be an investigation into alleged fraud and weaknesses in the broader social grant system that results in ineligible beneficiaries receiving social grants,” said the Department of Social Development in a statement.

The Final Report on the Vulnerability Assessment (VA) and Penetration Testing (PT) on the SRD online system administered by SASSA made the following findings, among others:

- That there are unidentified, malicious websites with .org and .co.za domain names that purport to be the authentic SRD application websites that are used to harvest applicants information for fraud purposes

- That the SRD web application has weaknesses, such as unencrypted communications, that present threats to the security of the platform and the safety of users. These weaknesses are classified as medium risk by the Final Audit Report.

The Final Audit recommends a communication campaign warning beneficiaries and applicants about the unofficial and fake sites that are used to harvest their information for fraudulent purposes.

The department said SASSA has developed an action plan to respond to the recommendations of the Final Audit Report. It has the following activities:

- It has replaced the HTTPS: method with a POST method to protect communications between the applicant and the server that processes their information.

-To implement a Rate Limit to limit the abnormal number of requests made to the SRD application system

- Update outdated software, and

- Implement regular patch updates and introduce biometric

In the long term, and within 18 months, SASSA will take down the fake websites and other content that violates its brand, copyright or right to information and privacy.

Minister Tolashe has assured the committee of her commitment in addressing the vulnerabilities and weaknesses identified in the system. – SAnews.gov.za

Government welcomes provisional outcomes of the media market inquiry

Government welcomes provisional outcomes of the media market inquiry

Government says it acknowledges and welcomes the provisional outcomes of the Media and Digital Platforms Market Inquiry (MDPMI), led by the Competition Commission of South Africa.

This week, the preliminary report from the commission regarding the MDPMI) garnered attention for its strong recommendation that Google should pay as much as R500 million yearly to compensate South Africa’s news industry.

The commission believes that South Africa should impose a digital tariff of 5% to 10% on major tech companies such as Google, Meta and Microsoft if they fail to fairly compensate media organisations for the content they distribute on their platforms.

The MDPMI began on 17 October 2023 and aims to investigate the characteristics of digital platforms that distribute news media content.

The focus is on identifying features that may hinder, distort, or restrict competition, or that undermine the objectives of the Competition Act.

The Government Communication and Information System (GCIS) has since described the inquiry as a crucial step in ensuring a fair and competitive digital media environment that supports the sustainability of local journalism and promotes media diversity.

“The South African media landscape is evolving rapidly, with digital platforms playing an increasingly dominant role in content distribution and advertising revenue,” a statement from the GCIS on Wednesday read.

Adjunct Faculty Member and Head of the GIBS Media Leadership Think Tank, Michael Markovitz, stated that the report aims to address the root causes of anti-competitive behaviour among big tech companies, and seeks to fundamentally reshape the digital market to foster fairer competitive dynamics.

The inquiry assessed the impact of global digital giants on local media businesses, ensuring that South African publishers, broadcasters and digital content creators can compete on a level playing field.

Government - through the GCIS, in partnership with members of the Print and Digital Media Transformation Steering Committee - said it remains committed to supporting an independent, pluralistic and sustainable media sector, recognising its fundamental role in strengthening democracy and ensuring access to diverse sources of information.

Deputy Minister in the Presidency, Kenny Morolong, said the GCIS will work with all stakeholders, including media houses, digital platforms, advertisers, and the public on the implementation of the final outcomes of the MDPMI.

“We will also contribute to the solutions proposed for addressing the challenges facing the media sector while unlocking opportunities for innovation and growth,” Morolong said.

The GCIS said the inquiry’s provisional outcome supports efforts for media transformation and sustainability, promoting economic participation and safeguarding public interest journalism, which is vital for a fair and diverse media landscape in South Africa.

White paper

Meanwhile, the Chairperson of the Portfolio Committee on Communication and Digital Technologies, Khusela Diko, has welcomed the recommendations of the provisional report.

Diko believes that the recommendations strengthen the committee’s call for an urgent publication of a White Paper on Audio and Audiovisual Media Services and Online Content Safety by the Department of Communication and Digital Technologies (DCDT).

“For a very long time, over-the-top (OTT) digital platforms exploited the regulatory gap in the sector to the detriment of the public broadcaster, the South African Broadcasting Corporation, which operates under stringent regulations. We further welcome the recommendation that media houses be remunerated for the content they produce that gets to be exploited by OTT and digital platforms,” Diko explained.

She further said that the recommendations on Google and YouTube, amongst others, will hopefully serve as a deterrent to everyone that the lack of direct regulation in the sector is not "licencee for unscrupulous business practices". – SAnews.gov.za
