Govt, private sector urged to prioritise education and employment opportunities for persons with disabilities

Govt, private sector urged to prioritise education and employment opportunities for persons with disabilities

As various government departments work around the clock to put final touches to the Medium-Term Development Plan (2024-2029), individuals and organisations representing persons with disabilities have called on government and the private sector to prioritise education and employment opportunities.

This, they say, is key to the realisation of the full inclusion of persons with disabilities in every aspect of South African life.

This emerged on Monday in Cape Town as the Deputy Minister of Social Development, Ganief Hendricks, officially handed over a report of public hearings to the Western Cape MEC of Social Development, Jaco Londt.

The ceremony was attended by over 90 people representing government and civil society organisations in the disability sector.

The report and the high-level action are a result of extensive consultations with individuals and organisations representing persons with disabilities during the development of the Draft Policy on Social Development Services to Persons with Disabilities.

The report argues strongly for government to invest in educational, capacity building, skills development, employment and funding opportunities for persons with disabilities. It further calls for the provision of and training on the use of assistive devices, including wheelchairs and hearing aids to ensure independent living.

The report is structured around the following province-specific thematic areas:

(i) mainstreaming, inclusivity and accessibility—establishment of municipal advice office to promote accessibility and inclusivity at local level.
(ii) education, capacity building, and skills development—scale up training programmes on assistive devices for persons with disabilities and caregivers.
(iii) employment and socio-economic empowerment—proposed tax rebates for assistive devices and financial support for families promoting accessibility.
(iv) social development support services, such as care and access to funding—consider introduction of differentiated disability grants and tailoring financial support to individual needs, ensuring equitable distribution.

The Deputy Minister quoted the 2022 census data, which estimates that there are 3.3 million persons with disabilities, which constitutes 7.5 % of the South African population.

“The 2022 census data underscore the fact that persons with disabilities are a large part of the South African families, communities and population.

“Many of us know someone with a disability, which makes it important for all of us to work together to build a caring and inclusive society that enables persons with disabilities to thrive and contribute to our society,” the Deputy Minister said.

Hendricks added that the high-level action, which was presented as part of the report will be monitored regularly to ensure accountability and implementation by all provinces and key stakeholders.

Sharing her personal journey which drew applause and brought tears to many participants, a South African ability activist and the co-founder and global ambassador of The Chaeli Campaign and Chaeli Foundation SA, Chaeli Mycroft highlighted disability-related costs for individuals and families.

“Disability is very costly as there are significant additional costs faced by individuals and families caring and supporting persons with disabilities which are unfortunately currently not met by existing social grants.

“It is for this reason that persons with disabilities face enormous challenges in living independently and many are condemned to a life of poverty and social exclusion. It is for this reason that government must increase investment in education and employment opportunities for persons with disabilities,” Mycroft said.

Mycroft has cerebral palsy and is well known in the disability sector for her activism which has earned her numerous global recognitions, including the International Children’s Peace Prize (2011) and she was awarded the Peace Summit Medal for Social Activism on behalf of all Nobel Peace Laureates.

She is the first female quadriplegic to summit Mount Kilimanjaro in Tanzania, the highest free-standing mountain in the world.

In true disability rights awareness style, the handover ceremony was officiated in sign language by Jabaar Mohamed, Western Cape Provincial Director of DeafSA. Last year, President Cyril Ramaphosa made sign language the 12th official language in South Africa.

This was the first of the nine that the Department of Social Development will be handing over to provinces across the country as part of the National Disability Rights Awareness Month, which is observed annually from 3 November-3 December.

The objective of this campaign is to educate the public about disability issues, take stock of progress and to celebrate the contributions of persons with disabilities in South Africa. – SAnews.gov.za

Committee established to address issues at Hartbeespoort Dam

Location: News

Committee established to address issues at Hartbeespoort Dam

A multi-stakeholder steering committee has been established to address issues at Hartbeespoort Dam.

Water and Sanitation Deputy Minister, David Mahlobo, and North West Premier, Lazarus Mokgosi, launched the committee to look into different issues affecting the stakeholders operating their business at state-owned land around Hartbeespoort Dam and settlements around the water resource.

By bringing together stakeholders from various sectors, the committee seeks to encourage economic development and opportunities for all and to ensure the sustainability and health of the Hartbeespoort Dam.

The committee will also address disputes among businesses operating at the dam and will strive to promote the harmonious use of the state-owned land and access to dam economy.

The committee, to be co-chaired by the Department of Water and Sanitation and North West Provincial Government, will include the representatives from the North West House of Traditional and Khoi-San Leaders, Madibeng Local Municipality, civic organisations, non-profit organisations and non-governmental organisations, as well as business, environmental and religious organisations.

Mahlobo emphasised the importance of collaboration and mutual understanding in addressing the complex challenges facing the Hartbeespoort Dam community.

“The Department of Water and Sanitation views this initiative as a critical step towards resolving long-standing issues and promoting inclusive economic growth and development in the area.

“As the steering committee begins its work, stakeholders and communities can look forward to positive transformations in the Hartbeespoort Dam area. The committee will further contribute to the ongoing efforts to restore the dam's ecosystem and ensure its long-term health,” Mahlobo said.

Mahlobo added that the collaborative effort demonstrates government's commitment to engage with various stakeholders and work towards solutions that benefit all.

He said the Department of Water and Sanitation remained committed to transparency and open communication and will continue to provide updates on the progress of the steering committee and its initiatives, ensuring that the members of the public are informed about developments in the Hartbeespoort Dam area.

The department has developed a comprehensive lease policy to manage leases in the area and all its dams.

The policy seeks to address previous gaps and ensure transparency for the businesses and individuals utilising state-owned land under the custodianship of the department.

The department advertised an Expression of Interest with a closing date of 31 July this year, inviting all interested parties to apply for the use of state land at its dams.

Mokgosi highlighted the province's commitment to support initiatives that will bring development and improvement to the area for local residents. – SAnews.gov.za

Lamola to host UK Foreign Secretary in Cape Town

Location: News

Lamola to host UK Foreign Secretary in Cape Town

International Relations and Cooperation Minister, Ronald Lamola, will host his United Kingdom counterpart, David Lammy, on Tuesday, 5 November 2024, in Cape Town.

According to the department, the meeting between the Minister and the United Kingdom Secretary of State for Foreign, Commonwealth and Development will focus on strengthening relations between the two nations.

“The UK is one of South Africa’s most significant bilateral partners, particularly in trade, investment, skills development, science, innovation, the Just Energy Transition and tourism, among others,” the Department of International Relations and Cooperation (DIRCO) said.

According to Lammy’s office, he began his visit to the continent in Nigeria, his first trip to Africa as Foreign Secretary and the first to visit South Africa since 2013.

Committing to a fresh approach to Africa that works productively from Morocco to Madagascar, Lammy announced the start of a five-month consultation process to ensure African voices inform and sit at the very heart of the United Kingdom’s new approach to the continent.

“Accommodating the diverse needs and ambitions of 54 countries, the consultation will guarantee the UK’s relationships across Africa are based on mutual respect and partnership,” Lammy's Office said.

Lammy believes Africa has huge growth potential, with the continent on track to make up 25% of the world’s population by 2050.

“Our new approach will deliver respectful partnerships that listen rather than tell, deliver long-term growth rather than short-term solutions and build a freer, safer, more prosperous continent. I want to hear what our African partners need and foster relationships so that the UK and our friends and partners in Africa can grow together,“ he said.

According to Lammy, growth is the core mission of the UK government and will underpin relationships in Nigeria, South Africa and beyond.

“This will mean more jobs, more prosperity and more opportunities for Brits and Africans alike.”

In South Africa, Lammy’s Office said he will agree to develop a new United Kingdom-South Africa Growth Plan.

“South Africa is our largest trading partner on the continent and this plan will allow trade to flourish even more through collaboration on market access, a new UK Trade Partnership programme to boost South Africa exports, and a new programme to increase the number of agricultural jobs in rural South Africa. This will simultaneously boost trade for Brits whilst bolstering opportunities within South Africa.”

At the biennial United Kingdom-South Africa bilateral forum, the Foreign Secretary and Lamola will refresh the Comprehensive Strategic Partnership to 2030 – raising joint ambition on climate, nature, trade and security, and committing to United Kingdom-South Africa cooperation for the next two years on trade and investment, energy transition, and security.

South African exports to the United Kingdom supported over 137 000 jobs in 2020. The Foreign Secretary will boost this with the renewal of a risk-sharing partnership between British International Investment and Standard Chartered to provide trade finance for SMEs and corporates operating across Africa and Asia.

“No growth can be truly inclusive or effective unless it is green,” the statement from Lammy's office read.

Diesel, petrol price to increase in November

Location: News

Diesel, petrol price to increase in November

Prices of all grades of fuel as well as that of petrol and gas are expected to rise this coming Wednesday.

This as announced by the Department of Mineral and Petroleum Resources (DMPR) on Monday.

The increases are as follows:

•    Petrol 93 (ULP & LRP): 25c increase
•    Petrol 95 (ULP & LRP): 25c increase
•    Diesel (0.05% sulphur): 21c increase
•    Diesel (0.005% sulphur): 20c increase
•    Illuminating Paraffin (wholesale): 21c increase
•    Single Maximum National Retail Price for illuminating paraffin: 28c increase
•    Maximum LPGas Retail Price: 36c increase

A litre of 95 petrol, which currently costs R21,05 in Gauteng, will now cost R21,30 a litre as of Wednesday.

In the coast, a litre of 95 petrol, which costs R20,26 in October, will now cost R20,51 a litre in November.

The department explained the international and local factors leading to the price adjustments for November.

“The average Brent Crude oil price increased from 72.82 US Dollars (USD) to USD 75.07 per barrel, during the period under review. The main contributing factor is the continued conflict in the Middle East and the stand-off between Iran and Israel.

“The average international petroleum product prices increased on average, in line with the higher oil prices, during the period under review. This led to higher contributions to the Basic Fuel Prices of petrol by 33.56 cents a litre and 21.55 cents a litre, diesel by 30.33 cents a litre and 28.58 cents a litre and illuminating paraffin by 29.79 cents a litre respectively.

“The Rand slightly appreciated on average, against the US Dollar (from 17.68 to 17.53 Rand per USD) during the period under review. This led to lower contributions to the Basic Fuel Prices of all products by over 8.00 cents per litre,” the department said. –

Generation capacity sufficient despite Kriel Power Station incident

Generation capacity sufficient despite Kriel Power Station incident

State power utility Eskom has moved to assure the public that it has enough generation capacity to continue staving off load shedding.

This after a fire erupted at Kriel Power Station’s Unit Six, triggered by an oil spill on the hot surfaces of the turbine.

“Eskom assures South Africans that this incident will not impact the current generation capacity or lead to load shedding. The ongoing, incremental results of the Generation Recovery Plan have continually added more of a buffer to the system to manage incidents such as this. The system has sufficient reserves.

“The station's fire and emergency team responded swiftly to extinguish and contain the fire. Eskom can confirm no personnel were injured, and all other units at the power station remain fully operational,” the power utility said of the Mpumalanga based station.

An investigation is underway to “assess the extent of the damage, as well as the time required for repairs and restoration” and Eskom is expected to announce the results of the investigation when finalised.

“Kriel Power Station Unit 6 contributes 475MW to the power grid. With this unit temporarily offline, total unplanned outages stand at 8 483MW – still 4 517MW below the base case for summer 2024.

“The current available generation capacity is 30 809MW, while [Monday’s] peak demand is forecast at 26 364MW. There are currently adequate reserves for evening peak, with an additional 720MW anticipated to return to service later [on Monday].

“Eskom remains committed to maintaining a reliable power supply and will continue to provide the public with significant updates,” Eskom said. – SAnews.gov.za

Minister to engage with small-scale growers and Umbumbulu NARYSEC participants

The Minister of Land Reform and Rural Development, Mzwanele Nyhontso, together with eThekwini Metropolitan Municipality Mayor, Cyril Xaba, will this week engage with small-scale growers and supported rural youth enterprises in the Umbumbulu area under eThekwini metro.

The engagement, set to take place at Mpandwini Community Hall in Umbumbulu, forms part of the department’s National Rural Youth Service Corps (NARYSEC) Programme.

The department said it has invested in production inputs to the value of more than R4 million towards the Ratoon Management Programme, which provides fertiliser and technical assistance to small-scale growers, with over 800 of the small-scale producers being in Umbumbulu.

“The South African Farmers Development Association (SAFDA) was appointed as an implementing agent to ensure the success of this initiative by guiding farmers on a day-to-day basis,” the department said.

The department said Nyhontso, together with the delegates, will on Wednesday have an opportunity to engage with the community about the challenges they face, including opportunities and success stories of the sugar cane industry from the perspective of a previously disadvantaged emerging farmer.

“In addition, as part of the build-up activities to the Presidential Imbizo scheduled for 8 November 2024 in eThekwini, the Minister will lead the delegation on a walkabout to three households, whose livelihoods are solely dependent on sugar cane farming within Ward 96 in Umbumbulu in the Mpandwini area of eThekwini Metropolitan Municipality,” the department said. – SAnews.gov.za

Investigative report finds Pretoria Girls High head committed misconduct

Location: News

Investigative report finds Pretoria Girls High head committed misconduct

An independent investigative report on incidents at Pretoria High School for Girls has recommended that the principal and deputy principal responsible be charged with misconduct.

The Gauteng MEC for Education, Matome Chiloane, on Monday released the independent investigative report which probed allegations of a culture of racism at the school and provided recommendations to address such incidents.

The investigation, which was conducted by Mdladlamba Attorneys, a law firm commissioned by the Gauteng Department of Education came after pupils created a “whites only” WhatsApp group where they shared insensitive messages with racial undertones.

The 12 learners who were part of the WhatsApp group were subsequently charged and taken through a formal disciplinary inquiry by the school’s School Governing Body (SGB) and were all found not guilty on the basis that the WhatsApp group was deemed to be a private platform.

Director of the law firm, Charles Mdladlamba, told a media briefing that the principal and deputy principal of the school mishandled the issue and should be charged with misconduct.

“School Official 1 mishandled this matter and thus failed to comply with her obligations under paragraphs 5.1.1.2 c) and 5.1.1.5 i) and n) of the School Policy. She further breached the learners’ rights under paragraph 10.1.1 of the PHSG Learner code of conduct and thus item 3 – sections 9 (1) and 10 of the constitution.

“It follows therefore that School Official 1 has committed misconduct as envisaged in section 18 (1) (a) and (f) of the Employment Equity Act (EEA),” Mdladlamba said.

The report also found that some white teachers at the school did not greet their fellow black colleagues "because they do not know whether they are cleaners or educators at the school".

Mdladlamba said the allegation that some white teachers do not greet their black colleagues was confirmed by the principal, Phillipa Erasmus, who is suspended.

"According to the principal, this is the biggest frustration that she must deal with at the school, including the ill-treatment of the administration staff by some educators.

"The principal indicated that her challenge is that the administration staff do not want to name the educators that are ill-treating them and thus she cannot take the necessary disciplinary steps against them."

The report recommended that she as well as the deputy principal responsible for discipline as well as two educators be charged with misconduct.

It also recommended that the estate manager and the HR manager be charged with misconduct.

"The GDE [Gauteng education department] is to consider removing the governing body chairman from the governing body for his allegations of interfering with the legislative powers and functions of the MEC.”

Having investigated the matter, the law firm recommended that the GDE must ensure that the school offers counselling to all learners who were affected by the incident, including the 13 learners that were found guilty by the disciplinary hearings.

“We will implement the recommendations, and bring social cohesion into the school in a manner that involves everyone, learners and teachers alike. We will also bring the school closer to the National Dialogue that is being purported by the Government of National Unity,” MEC Chiloane said.

How the probe emerged

The probe followed a visit to the school by Gauteng Education MEC Matome Chiloane on 30 July after 12 white girls, including eight prefects, were suspended on 24 July for suspected racism.

According to the department, the conversations allegedly included racial commentary about the ongoing dissatisfaction among black pupils regarding issues they faced at the school, alluding to these issues being insignificant.

"Similar commentary about a black hair protest by learners that reportedly took place at the school in 2016 was also made in the group chat."

They were subsequently cleared of the allegation during an internal disciplinary hearing earlier this month.

Following the outcome of the disciplinary hearings of the 13 learners, various sections of society expressed disappointment with the outcome of the disciplinary process and pleaded with the GDE to commission an independent inquiry into all allegations.

Notwithstanding the previous investigation - which made clear findings and recommendations - similar allegations had resurfaced.

The allegations that were put forward were tested against the records and policies of the school and the law.

The report is based on evidence and the rules of engagement were explained thoroughly to all individuals who were interviewed. Therefore, the findings of the investigation are based on evidence and concessions made by some of the implicated persons.

The investigation found that the principal, deputy principal and acting principal should be charged with misconduct; there is selective application of discipline based on race; the SGB attempted to interfere with the suspension of the 12 pupils; some white staff do not greet their black colleagues; and the estate manager committed misconduct. - SAnews.gov.za

Call for meaningful action to deal with wildlife crimes

Location: News

Call for meaningful action to deal with wildlife crimes

Minister of Forestry, Fisheries and the Environment, Dr Dion George, has called for decisive and integrated action to deal with wildlife crimes, as they threaten the country’s rich biodiversity and the potential of the eco-tourism industry.

Addressing the United for Wildflife Global Summit 2024 in Cape Town on Monday, the Minister said the Department of Forestry, Fisheries, and the Environment (DFFE) plays an indispensable role in shaping South Africa's future within the borders and in the increasingly complex global geopolitical landscape.

“However, despite local and international efforts to address environmental crime at the highest levels of government, it is essential that we now refocus our efforts towards action.

“Representatives from the police, customs, prosecuting authorities, financial intelligence units, and environmental and wildlife investigative agencies all hold crucial roles, and your collaboration is essential.

“We all recognise this global scourge that can only be overcome through a focused and integrated international effort,” the Minister said.

South Africa’s wildlife, plant life and marine life is a target for illicit activities.

“Our lions, rhinoceros, pangolin, succulent plants, abalone, and our fish stock, to name only a few, are significantly at risk and we must respond.

“These crimes... have a devastating impact on our country’s moral fabric (where the poaching culture consumes communities) on our existing and potential eco-tourism industry, and on our good standing in the international community as custodians of irreplaceable natural heritage,” George said.

He emphasised that South Africa remains resolutely focused on implementing the National Integrated Strategy to Combat Wildlife Trafficking.

This strategy aims to establish a well-resourced, integrated, multidisciplinary law enforcement approach to dismantle the illicit value chain of wildlife trafficking within our country and beyond.

“We recognise that achieving this objective requires the unwavering commitment of our entire government to enhance law enforcement capabilities and to mobilise societal support.

“As part of implementing the strategy, South Africa actively participated in both informal and formal negotiations leading up to the recent United Nations Convention against Transnational Organised Crime, Conference of Parties.

“We supported the resolution sponsored by Brazil, France, and Peru, which aims to enhance measures to prevent and combat crimes affecting the environment. This important document recognises that environmental crimes has evolved into a major form of transnational organised crime,” the Minister said.

South Africa remains committed to implementing the key proposals outlined in the resolution.

“We must confront the stark reality that these crimes are not isolated to a series of arbitrary incidents, and that they have developed into highly sophisticated, greed-driven enterprises orchestrated by international criminal syndicates.

“They exploit our natural heritage for financial gain and cause immeasurable harm to the environment while undermining our conservation efforts. These environmental crimes threaten to ravage the world's natural resources, impose immense financial burdens, and lead to the widespread loss of economic and development opportunities.

“While we are keenly aware of the threat this poses to security and the rule of law, we must also remain cognisant of the complex issues of poverty and the lack of alternative livelihoods that contribute to the rise of such illicit activities,” the Minister said.

South Africa has also actively participated in WIRE meetings since 2016, which have been instrumental in overcoming obstacles related to information sharing and cooperation in investigations.

“This has provided an invaluable platform that enables the international community to strategies, overcome obstacles, ensure meaningful cooperation, and respond swiftly when necessary, despite the bureaucratic processes inherent in any government.

“Collaborating with international counterparts is crucial for tackling wildlife crime, especially since the illicit market is primarily in Southeast Asia. It is essential that we reinforce our working relationship with law enforcement agencies in these countries,” the Minister said. - SAnews.gov.za

SIU to probe tender corruption at AEMFC and Dihlabeng Local Municipality

Location: News

SIU to probe tender corruption at AEMFC and Dihlabeng Local Municipality

The Special Investigating Unit (SIU) is expected to conduct investigations into the affairs of the African Exploration Mining and Finance Corporation (AEMFC) and, in a separate probe, that of the Dihlabeng Local Municipality in the Free State.

This after President Cyril Ramaphosa signed two proclamations authorising the corruption busting unit to conduct the investigations.

At the AEMFC, the SIU will probe allegations of serious maladministration related to six tenders.

“The probe will also examine whether the payments for these contracts adhered to national treasury guidelines and ascertain whether the payments were irregular, fruitless, and wasteful expenditures or financial losses for the department or the state.
“The investigation will probe whether fraudulent conduct occurred, including the causes of such maladministration, any losses, damages, or prejudice actually or potentially suffered by AEMFC or the State, and any irregular, improper, or unlawful conduct by employees or officials of the AEMFC or any other person or entity,” the SIU said.

The unit added that it will also investigate whether there is “unlawful or improper conduct of the AEMFC employees, officials or agents and any other person or entity to corruptly or unduly benefit themselves or others”.

“The Proclamation covers allegations of unlawful and improper conduct that occurred between 1 January 2016 and 01 November 2024, as well as any related activities before 1 January 2016 after the date of the Proclamation that is pertinent to the matters under investigation or involve the same persons, entities, or contracts,” the unit added.

Dihlabeng Local Municipality

The investigation at the Dihlabeng Local Municipality is related to a tender for the supply, delivery and installation of two 40m high-mast lights.

“The SIU probe will examine whether the procurement and contracting were made in a manner that was not fair, competitive, transparent, equitable, or cost-effective or in violation of applicable legislation, guidelines, or instructions from the National or Provincial Treasury.

“This includes the municipality or the state’s unauthorised, irregular, or wasteful expenditure. The probe will also look at any irregular, unlawful, or improper conduct by officials or employees of the Municipality, its suppliers or service providers, or any other person or entity implicated,” the corruption busting unit explained.

This proclamation covers the period from 1 January 2016 to 1 November 2024 “as well as any related activities before 1 January 2016 and after the date of the Proclamation that are pertinent to the matters under investigation or involve the same persons, entities, or contracts”.

“Beyond investigating maladministration, corruption, and fraud, the SIU is committed to identifying systemic failures and recommending measures to prevent future losses.

“In line with the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act), the SIU will refer any evidence of criminal conduct uncovered during its investigation to the National Prosecuting Authority for further action.

Mother and son hospitalised after consuming food from spaza shop

Mother and son hospitalised after consuming food from spaza shop

The Gauteng Department of Health has confirmed that a 38-year-old mother and her four-year-old son from Alexandra in Johannesburg, are currently receiving treatment at Edenvale Hospital, following a suspected foodborne illness.

According to the department, both patients are in a stable condition and under medical care after allegedly consuming food from a spaza shop.

The family’s 10-year-old daughter passed away after being rushed to the Alexandra Community Health Centre emergency unit on Friday, 2 November 2024.

According to the department, further reports are awaited on the cause of the sudden illness and death.

“The department extends its heartfelt condolences to the bereaved family during this difficult time,” the statement read.

Meanwhile, government said it was concerned about the rising incidents of foodborne illnesses, particularly those affecting children.

“The department is working closely with multiple stakeholders and the municipalities to heighten awareness in townships, informal settlements, and hostel communities.”

On Friday, Gauteng MEC for Health and Wellness, Nomantu Nkomo-Ralehoko, lamented the lack of food safety standards at some of the local spaza shops in Ekurhuleni townships.

The MEC, together with City of Ekurhuleni officials and local councillors, conducted a food safety blitz in the area, following the recent spate of deaths and children falling ill after eating snacks from local spaza shops across the country.

Health Minister, Dr Aaron Motsoaledi, announced last week that forensic tests following the deaths of six primary school children from Naledi, Soweto – who had allegedly eaten snacks from a foreign-owned local spaza shop – showed they were killed by a highly toxic organophosphate called Terbufos.

The provincial department has urged the public to exercise caution when purchasing and consuming food items.

In addition, the department said it was important to purchase food from reputable sellers with valid permits to operate, check expiration dates and avoid consuming expired products.

They also encourage locals to ensure that food packaging is intact and has not been tampered with and that shops adhere to the conditions of their permits, which include compliance with environmental health regulations and maintaining hygiene standards.

“We appeal to the public not to take the law into their own hands but to rather notify relevant authorities where they pick up noncompliance issues.”

According to the provincial department, the public can contact an Environmental Health Practitioner (EHP) at the municipal offices closest to where the supplier is based.

The can also lodge complaints against suppliers that sell expired goods or foodstuffs without labelling and notify the Gauteng Office of Consumer Affairs on 011 355 8006 or consumer@gauteng.gov.za.

Alternatively, the public can contact the Gauteng contact centre on 0800 GAUTENG (4288364) or 0800 22 88 27 (toll-free), USSD *134*47472# or *134*GPGSA# (zero rated), email support@gauteng.gov.za and hotline@gauteng.gov.za.

The department is also available on X at @GautengHotline or WhatsApp 082 601 1000. – SAnews.gov.za

Human Rights Commission appears before Parliament’s justice committee

Human Rights Commission appears before Parliament’s justice committee

The Portfolio Committee on Justice and Constitutional Development has expressed concern over allegations of a “toxic” environment in the office of the South African Human Rights Commission (SAHRC).

This following the suspension of the commission’s CEO Vusumuzi Mkhize as well as other complaints brought before the committee against the SAHRC chairperson Reverend Chris Nissen and Commissioner Philile Ntuli.

In a statement, the committee said calls are mounting for the removal of the three, through Section 194 of the Constitution.
However, committee chairperson, Xola Nqola, said issues at the SAHRC had not reached that point.

“We are not there yet, at Section 194. We want to stabilize the institution so that it can focus on its core mandate of service to our people. Now it seems it is rather hamstrung by those opposing the current leadership,” Nqola said.

Further in a statement, the committee said it held a “frank and robust discussion” with the SAHRC on Friday.

“Rev Nissen told the committee that all the new allegations and information before the committee made no sense as it referred to his former public life, which is well known. He said he was vetted several times by various sectors and twice by Parliament and he was never found wanting. The committee noted that prior to Rev Nissen’s appointment as Chairperson of the SAHRC, Parliament called for public input into his suitability, and none was received.

“The committee expressed its concern over the toxic environment in the office of the SAHRC, stating that the situation is further deteriorating and seemingly it has been like that for some time.

“The committee has noted utterances Ms Ntuli made that the attack on her is of a political nature accusing senior staff of the Commission and former commissioners of working together to have her and Rev Nissen out. She now fears for her safety and the committee resolved that the SAHRC must request that a risk assessment be done by security agencies,” the statement read.
Furthermore, the committee said it heard allegations that former members of staff were sowing divisions within the commission and “created factions in the SAHRC by having meetings outside the commission”.

On allegations against Mkhize, the committee was told of alleged disparaging remarks he had made during a meeting.
“The committee heard that Mr Mkhize, during a hybrid meeting of the SAHRC, unaware that he was not muted made some remarks about white people and about the Government of National Unity.

“He allegedly later “unlawfully” instructed a junior official to delete the recording of a meeting, breaking the protocol.
Furthermore, the SAHRC said other concerns were raised prior to this regarding, amongst others, procurement, consequence management and him only accepting instructions from the interview panel that appointed him.

“The committee further heard that concerns were raised about Mkhize’s appointment process when a report from the Public Protector on the Guptas' citizenships said he violated the Constitution during his employment at the Department of Home Affairs,” the statement read.

The committee chairperson vowed that the commission will be taken to task if any wrongdoing is found.

“We decided to adopt the Commission; we conditionally support it. When it does good work, it will have our support, but when we hear of shenanigans, we will take them to task.

“We will do unannounced visits to its headquarters as well as to provinces to ascertain the real conditions in the institution,” Nqola said. – SAnews.gov.za

Let's ensure a safer festive season

The South African Police Service (SAPS) has called on communities to assist in ensuring a safer festive season for all through Operation Shanela.

The weekly multi-disciplinary, high-density operation, which commenced on Monday, 28 October 2024 until Sunday, 3 November 2024, executed in the five districts of the Northern Cape, resulted in the apprehension and arrest of 334 suspects, and the confiscation of numerous items.

Safer Festive Season Operations are in full swing in all districts throughout this period and beyond, encompassing high-density operations, which include regular roadblocks, stop and searches, the tracking and tracing of wanted suspects and heightened police visibility aimed at preventing and combating serious and violent crimes during the holiday season and beyond.

Numerous vehicle check points (VCPs) and roadblocks were conducted across the province, during which a total of 2 247 vehicles and 4 136 persons were stopped and searched.

Compliance inspections at second-hand dealers, scrapyards, recyclers, private security, firearm dealers, formal and informal businesses, as well as farms were conducted, including community awareness campaigns.

Operational successes achieved include the arrest of 280 suspects for murder, attempted murder, assault, burglary, illegal dealing in liquor, illegal firearm and ammunition, theft of or out of motor vehicle, malicious damage to property, driving under the influence of alcohol, robbery, rape, possession of dangerous weapons, dealing in and possession of drugs, illegal immigrants, stock theft and other crimes.

Police in De Aar tracked down a robbery suspect and recovered stolen property, including bank cards, clothing and traveling bags, and managed to link the suspect to several other cases.

Fifty-four wanted suspects were traced and brought to book by detectives for evading court appearances and contravention of court orders.

The police confiscated large volumes of alcoholic beverages, drugs, dangerous weapons, fuel, copper and cash that is believed to be the proceeds of crime.

The Provincial Commissioner of the Northern Cape, Lieutenant General Kholiswa Otola, expressed her gratitude to all law enforcement agencies for the collective efforts and actions executed during this period.

Otola reiterated that no one will be left behind when it comes to fighting crime as it involves the robust involvement and support of community structures.

She urged everyone to be alert and vigilant, and report any suspicious criminal activity immediately to the police using the SAPS Crime Stop number on 08600 10111 or on the MySAPS App. – SAnews.gov.za

Police arrest 225 illegal miners in the North West

Acting National Commissioner of the South African Police Service (SAPS), Lieutenant General Shadrack Sibiya has welcomed the arrests of 225 illegal miners in the North West province.

The arrests were made when the illegal miners resurfaced from underground in Orkney, as a result of starvation and dehydration.

“These 225 illegal miners are part of others believed to be hundreds if not a thousand illegal miners who are stuck underground with no food, water and necessities because the Vala Umgodi teams,” said the police.

The teams are led by the SAPS and the South African National Defence Force (SANDF) who are “blocking routes used to deliver food and necessities to these illegal miners.”

“Just earlier this week, SAPS and members of the SANDF blocked communities in and around these abandoned mining shifts in Orkney from delivering food parcels, water and necessities to these illegal miners,” the police said.

The act of stamping the authority of the state eventually forced these illegal miners to resurface.

“This operation is ongoing, and the SAPS and the SANDF are still monitoring these old abandoned mine shafts as more and more illegal miners resurface,” the SAPS said on Saturday.

Sibiya said Operation Vala Umgodi is yielding positive results across the country.

“We are closely monitoring the situation that is unfolding in the North West province, we are not backing down until all those illegal miners resurface and are arrested. Since its inception in December 2023 to date, more than 13 691 suspects have been arrested in the seven provinces that are hotspots for illegal mining.

"We have seized R5 million in cash and uncut diamonds worth R32 million through Operation Vala Umgodi,” said the Lieutenant General.

The majority of those that have been arrested are inclusive of South Africans, Mozambicans, and Basotho nationals. -SAnews.gov.za

Call to champion disability rights

Minister in the Presidency for Women, Youth, and Persons with Disabilities (DWYPD), Sindisiwe Chikunga, has called for a disability-inclusive society that upholds a better quality of life and the protection of the rights of persons with disabilities.

This call marks the beginning of Disability Rights Awareness Month (DRAM), which is observed from 3 November to 3 December 2024.

“This month provides an important platform to champion disability rights and to work toward a South Africa where dignity and equality are universal. Whether disabled or able-bodied, all individuals must be empowered to contribute toward an inclusive society,” the Minister said on Saturday.

DRAM is taking place under the theme: “Celebrating 30 Years of Democracy: Creating a Disability-Inclusive Society for a Better Quality of Life and the Protection of the Rights of Persons with Disabilities.”

This month-long campaign underscores the universality, interdependence, and fundamental rights of persons with disabilities, advocating for the full enjoyment of these rights without discrimination.

It aims to drive awareness, inclusion, and empowerment of persons with disabilities across South Africa.

“Aligned with the 2024-2029 Medium-Term Development Framework, which seeks to address current socio-economic challenges, DRAM2024 serves as a bridge uniting South Africans to build a disability-inclusive, barrier-free society.

“It envisions a South Africa where persons with disabilities actively contribute to socio-economic empowerment within their communities.

“Government also urges all members of society to participate in the significant process of domesticating the United Nations Convention on the Rights of Persons with Disabilities, facilitated by the South African Law Reform Commission. This process will contribute to the development of the Disability Rights Bill,” the DWYPD said.

The purpose of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.  -SAnews.gov.za

Mpumalanga High Court to open for business

Mpumalanga High Court to open for business

The Department of Justice and Constitutional Development (DOJ&CD) has advised the public that the Mpumalanga High Court will be open for business on Monday.

The Mpumalanga High Court was recently closed after an inspection by the Department of Labour and the subsequent findings that highlighted health and safety issues with the building.

On Saturday, the DOJ&CD met with the Departments of Employment and Labour (DEL), Public Works and Infrastructure (DPWI), Independent Development Trust (IDT) and the Office of the Chief Justice (OCJ) to determine a course of action in response to issues identified during a recent inspection of the Mpumalanga High Court conducted by DEL.

The prohibition notice was issued on 30 October 2024.

“Following representation made by the departments in relation to the areas identified to be addressed, it was resolved that the prohibition notice shall be suspended for a period of seven working days commencing on Monday, 04 November 2024.

“The suspension of the implementation of the prohibition notice will provide an opportunity for the department to address the issues raised in the prohibition notice,” DOJ&CD said.

The concerns raised by DEL relate to the following specific three areas:
•    Ensuring proper ventilation.
•    Provision of a report confirming the integrity of the structure.
•    Provision of the occupancy certificate.

The departments provided extensive feedback to DEL on matters relating to the prohibition notice and progress thereof.

“It is on the basis of the above that the extension was granted. The department remains committed to resolve the issues raised by DEL including ensuring the safety of staff, judiciary and members of the public.

“The discussions are still ongoing between the parties including the exchange of expert and technical reports to find a long-term solution to matters that were raised. During the suspension period, the department wishes to advise the public that the court will remain open on Monday, 04 November 2024,” DOJ&CD said. -SAnews.gov.za

Eskom saves R13.7 billion on diesel

Location: News

Eskom saves R13.7 billion on diesel

Due to load shedding being suspended for over seven months, Eskom’s diesel savings have reached R13.7 billion year-on-year.

In a statement on Friday, Eskom said load shedding has remained suspended for over seven months (219 consecutive days) since 26 March 2024.

“Investments in the Generation Recovery Plan have been instrumental in maintaining a stable power supply across South Africa, driving efficiencies, and achieving R13.7 billion in year-on-year diesel savings.

“On Monday, 28 October 2024, Eskom achieved a significant milestone in operational efficiency, moving closer to its goal of a 70% Energy Availability Factor (EAF) by end March 2025.

“This achievement is marked by a reduction in unplanned outages, which are measured by the Unplanned Capacity Loss Factor (UCLF) and Other Capacity Loss Factors (OCLF), to 7 299MW. The last time Eskom reached a comparable UCLF milestone was four years ago,” the power utility said.

This achievement follows Eskom’s recent milestone of delivering the longest stretch of uninterrupted power supply in five years, reaching Day 206 of loadshedding suspension on Saturday, 19 October 2024.

“The reduction in unplanned outages means that more generation capacity is available to meet the country’s electricity demand. Additionally, it provides Eskom with the necessary capacity to conduct more planned maintenance activities, which are crucial for further improving the reliability and stability of the generation fleet,” Eskom said.

Eskom’s EAF increased to an average of 65 % over the past week and 63.1% year-to-date, with top-performing stations — including Grootvlei, Camden, Medupi, Lethabo, and peaking facilities — achieving over 70% EAF.

Five other power stations recorded EAFs above 60%.

“By Monday evening, an additional 4 030MW is expected to return online, with six units on cold reserve this weekend to manage supply and demand balance,” Eskom said.

In August, Eskom shared its Summer Outlook for the period from 1 September 2024 to 31 March 2025, predicting a likely scenario of a load shedding-free summer due to structural generation improvements. This outlook remains unchanged.

Illegal connections

While load shedding remains suspended, Eskom continues to face network overloading issues in certain local areas due to illegal connections, vandalism, meter tampering, unauthorised network operations, theft of network equipment, and purchasing electricity from unlicensed vendors.

“To prevent public safety hazards and the risk of network overloading which can lead to load reduction measures and extended unplanned power outages, Eskom strongly urges customers to avoid illegal connections, as this can negatively impact the entire local community. It is also essential for customers to ensure they purchase electricity only from authorised vendors,” the power utility said.

Eskom urged the public to help protect the integrity of the power network by reporting any illegal activities to the Eskom Crime Line at 0800 112 722 or via WhatsApp at 081 333 3323.

Meter updates

In addition, as the 24 November 2024 deadline approaches, Eskom has reminded customers to update their pre-paid meters to avoid them expiring and losing electricity.

GCIS to brings services closer to communities

The Government Communication and Information System (GCIS) will host its annual Government Exhibition Day (GED) in KwaZulu-Natal.

The exhibition day will bring government services closer to communities.

“The Government Exhibition Day is a continuation of the commitment by government to ensure that critical information regarding government services and their provision is accessible to all citizens,” the GCIS said on Saturday.

The event, which will take place on Wednesday, 06 November in Umgababa, highlights the work of Thusong Service Centres, which are a one-stop-shop for government services as a means to centralise service provision for communities that are far flung.

It will take place at the Umnini Thusong Centre from 9: 30 am.

At the GED, relationships with community members will be strengthened by facilitating face-to-face conversations and delivery of essential services that include:
•    Department of Home Affairs: Assistance with ID issuance, birth certificate registration and other identity-related services.
•    Department of Labour: Consultation on labour related matters.
•    SASSA: Registration for grants, including social grants and enquiries on grants-in-aid.
