Pleasant weather conditions during elections week

Location: News

Pleasant weather conditions during elections week

With South Africans going to the polls next week, weather conditions are expected to be sunny and cool over most parts of the country while many of the northern provinces can expect sunny and warm conditions.

“It is undoubtedly good news that no severe or extreme weather is anticipated in the lead up to, and including, Voting Day. It is also very encouraging that daytime weather conditions will remain pleasantly cool over the southern half of the country, while the northern provinces will be warm, but not particularly hot,” the South African Weather Service (SAWS) said on Thursday.

South Africans will be exercising their democratic right to vote next week Wednesday, 29 May 2024.

“The persistence of such mild, settled weather conditions is somewhat unusual for this time of year but will no doubt be welcomed by election officials as well as the public.

“Weather conditions in the period from Monday, 27 May to Wednesday, 29 May are likely to remain predominantly free of rain and clouds. Rainfall, if any, is expected to be light and very localised in nature,” the weather service said.

On Monday, 27 May 2024, the country could see a few light showers along the northern coast of KwaZulu-Natal, while some early morning fog and drizzle patches can be expected along the eastern escarpment areas of Mpumalanga and Limpopo on Tuesday, 28 May 2024.

“At this stage, Voting Day is expected to remain dry and rain-free. A cold front will indeed be moving closer to the Western Cape on Voting Day, however, current numeric weather prediction models (NWP) indicate that rainfall associated with the arrival of the cold front will only occur after Wednesday,” SAWS said.

The weather service has recommended that voters and election officials be cognisant of the outlook for predominantly sunny conditions for large parts of the country next week.

“Wide-brimmed hats, sunblock and sunglasses are therefore recommended, especially if voting queues result in voters standing in direct sunshine for extended periods. Moreover, it is a good idea to remember to drink water regularly, in order to avoid dehydration.

“It is also important to bear in mind that infants, small children as well as the elderly and infirm are highly prone to dehydration, especially when the weather is sunny, dry and warm, as will be the case on voting day, 29 May 2024,” SAWS said.

Next week’s weather in summary:

  • Predicted weather conditions for Monday: Sunny and cool conditions are expected, but it will be warm in places over the northern areas of Limpopo, Mpumalanga and the Northern Cape, with isolated showers over the northern parts of KwaZulu-Natal.
  • Predicted weather conditions for Tuesday: Fine and cool conditions are expected, but it will be warm in places over the northern areas of Limpopo, Mpumalanga, KwaZulu-Natal and Northern Cape. There is a 30% chance of drizzle and showers expected along the escarpment of north-eastern areas.
  • Predicted weather conditions for Wednesday: Warm in places over the northern areas of Limpopo, North West and Northern Cape, otherwise sunny and cool. It will be windy and gusty over the western interior, especially from mid-morning onwards. Blowing dust could locally reduce visibility over these areas and could also result in minor disruption and discomfort for voters at voting stations.

SAWS said it will continue to monitor any further weather developments and will issue subsequent warnings if any need arises. – SAnews.gov.za

R2 million to help agricultural sector suppress pest affecting export crops

Location: News

R2 million to help agricultural sector suppress pest affecting export crops

The Western Cape Department of Agriculture has handed over a R2 million cheque to the Citrus Growers Association (CGA) to support their Sterile Insect Technique (SIT) Programme aimed at suppressing False Codling Moth (FCM).

False Codling Moth is a phytosanitary pest affecting export crops including citrus, table grapes, and stone fruit.

The programme offers immense potential in reducing pests and ensuring that South African agricultural products meet the strict standards required by international markets.

The programme, which uses cutting-edge science, also reduces the reliance on environmentally harmful pesticides and leads to improved fruit quality.

Western Cape Agriculture MEC Dr Ivan Meyer said addressing False Codling Moth will contribute to increased export earnings for especially the citrus industry, creating jobs and uplifting rural communities.

“Colonies of False Codling Moth are raised in special facilities where the male and female insects are sterilised using radiation from the isotope Cobalt-60 and are safely released in large numbers. Females mated with sterile males then lay eggs that do not hatch. A large decline in the pest population follows,” Meyer said.

Meyer said the trials for the programme in Citrusdal began in 2005 through a collaboration with the United States Department of Agriculture and the International Atomic Energy Agency.

“The successes that followed lead to the founding of X Sterile Insect Technique (X-SIT). X-SIT now administers the SIT programme lending the programme their expertise.

“Despite its immense potential, the SIT programme faces challenges in that it is expensive. The high cost of SIT compared to cheaper but much less sustainable alternatives threatens its long-term viability,” Meyer said.

The MEC said the programme currently covers 20 400 hectares but has the potential to expand to over 4 ,000 hectares with adequate funding, and this could facilitate the creation of an estimated 50 job opportunities.

Meyer said the Citrus Growers Association has emphasised the critical need for financial support to sustain and grow the program, ensuring the continued production of export-quality residue-free fruit.

Meyer said the entire programme is currently funded by citrus and table grape growers who use the service themselves.

However, he said, the R2 million funding would alleviate some of the financial burden of the Western Cape growers and help ensure the continuation and expansion of this vital pest management strategy.

"Our support for the SIT programme underscores our commitment to a sustainable agricultural sector. This funding will help secure the future of our citrus industry, ensuring that it remains competitive in the global market while protecting our environment and creating jobs,” Meyer said.

Citrus Growers Association CEO Justin Chadwick expressed his gratitude, saying the support from the provincial government is a significant boost for X-SIT and everyone involved.

“The CGA hopes this type of agricultural innovation will find widespread support, as developing new technologies, though essential, does not come cheaply," Chadwick said. – SAnews.gov.za

Universal Ballot Template widens access to democracy

Universal Ballot Template widens access to democracy

The Electoral Commission (IEC) says the Universal Ballot Template, a voting aid designed to empower persons with disabilities and special needs, will help this section of the population to exercise their democratic right independently and with the utmost secrecy.

This, according to the Commission, was developed in collaboration with the South African National Council for the Blind.

Speaking at the launch of the National Result Operation Centre (ROC) in Midrand on Wednesday, the Electoral Commission Chief Electoral Officer, Sy Mamabolo, said on 27 and 28 May, the Commission will accept Special Votes from the 1 668 076 South Africans who were approved for this category of votes.

“The Commission will visit 624 593 voters at their homes or places of confinement, and 1 043 483 will be assisted at voting stations where they are registered,” he said.

Mamabolo said in addition to trained staff, agents from political parties and independent candidates, as well as accredited observers will be present when the special votes are cast.

“As we embark on this momentous journey, we find inspiration in the unwavering commitment of our staff, who will be present at all 23 303 voting stations, diligently attending to the needs of those unable to visit the stations, ensuring a seamless and inclusive voting experience for all,” Mamabolo said.

Mamabolo said the appointment of 202 500 voting officials, including a new category of staff dedicated to enhancing the counting quality, underscores the Commission’s resolute dedication to upholding the integrity of the electoral process.

“The Commission takes immense pride in announcing the completion of ballot printing and delivery of over 90 million ballots meticulously prepared for this historic occasion.

“Voters will be presented with three ballot papers: The National Compensatory Ballot for political parties, the Provincial Ballot, and the Regional Ballot for parties and independent candidates. We remind all voters of the sacred principle, 'One ballot, One Mark'," Mamabolo said.

According to Mamabolo, provinces with the most approved special votes for both home visits and voting station visits are Gauteng (335 480), KwaZulu-Natal (320 010), Eastern Cape (286 059), Limpopo (159 800), Western Cape (137 558), North West (132 627), Mpumalanga (126,112), Free State (86,908), and Northern Cape (83,504).

“It is important to point out that in addition to our trained staff, agents from political parties and independent candidates, as well as accredited observers, will be present when the special votes are cast,” he said. – SAnews.gov.za

“Nerve centre” ready for capturing, auditing, collating elections results

"Nerve centre" ready for capturing, auditing, collating elections results

The National Result Operation Centre (ROC) for the 2024 national elections has been launched in Midrand.

The ROC, at Gallagher Estate in Midrand, will be the nerve centre for capturing, auditing, collating and announcing the election results next week after Election Day.

Speaking at the official launch of the results centre on Wednesday, the Electoral Commission (IEC) Chief Electoral Officer Sy Mamabolo said it will serve as the “beating heart of the democratic process”, bringing together commission members, operational areas, representatives of political parties and independent candidates, observer missions and media representatives from across the globe.

There will also be ROCs across all the nine provinces, Mamabolo said.

He said it was an honour to welcome a record-breaking 160 organisations, collectively deploying over 5 000 observers from around the world to witness and validate the integrity of the commission’s electoral process.

“This includes esteemed international bodies such as the African Union, The Carter Centre Democracy Program, and the International Institute for Democracy and Electoral Assistance, alongside a legion of domestic observers committed to upholding the principles of transparency and accountability.”

He reminded all voters of the principle that governs the elections - a person votes at the voting station where they are registered.

“The only exception to this rule is for those who have duly notified the commission of their intention to vote outside their registered voting district,” he said.

With less than a week before Election Day, Mamabolo called on all South Africans, both at home and abroad, to participate in this defining moment for the nation.

Chairperson of the Electoral Commission Mosotho Moepya said the ROC was not merely a physical space but was a testament to the unwavering commitment to transparency and integrity in the electoral process.

“The ROC stands as a beacon of transparency and accountability, illuminating the path toward a future characterised by free and fair elections. Here, within the walls of what we affectionately call ‘The ROC’, South Africa's commitment to free and fair elections finds its stronghold,” Moepya said.

Moepya said the results centre would witness the announcement and certification of results in national, provincial, and local elections and that it symbolised the nation's steadfast dedication to democratic principles.

“I extend a warm welcome to representatives from all political parties and independent candidates participating in these elections.

“Your presence here underscores the collaborative effort required in the management of elections. Through the National Political Liaison Committee, we have engaged transparently at every stage of the electoral process, ensuring inclusivity and fairness,” he said.

Moepya said each voting station result undergoes rigorous audit authentication before being posted, ensuring accuracy and accountability.

“The capture and verification of results at each voting station, independent audits, and real-time accessibility of data to stakeholders exemplify our commitment to integrity,” he said.

Special Votes

On 27 May and 28 May, the commission will accept special votes from the 1 668 076 South Africans who were approved for this category of votes.

The commission will visit 624 593 voters at their homes or places of confinement and 1 043 483 will be assisted at voting stations where they are registered.

The province with the most approved special votes for both home visits and voting station visits is Gauteng with 335 480.

The rest are as follows: KwaZulu-Natal with 320 010, the Eastern Cape with 286 059, Limpopo with 159 800, the Western Cape with 137 558, North West with 132 627, Mpumalanga with 126 112, Free State with 86 908 and the Northern Cape with 83 504.

The ROC is supported by nine other provincial elections centres across the country. – SAnews.gov.za

Practising responsible citizenry

Location: News

Practising responsible citizenry

Five months into 2024, and many a thing has happened, requiring us to sit down and catch our collective breath.

In the last five months, the country commemorated Human Rights and Freedom Months, experienced tragedy with the recent shooting of a five-year-old boy in a hijacking in Soshanguve as well as a deadly bus crash over the Easter holiday period.

Recently, the country was also on tenterhooks following the Victoria Street multi-storey George building collapse in the Western Cape, which claimed at least 33 lives.

Just as self-care Sundays are necessary to keep one’s wits about oneself, we need to do the same for our beloved country.

That oh so necessary routine of taking care of one’s skin, hair and reflecting on the week that was, accompanied by a delicious, nourishing meal, is the same kind of nurturing we ought to provide for the country on the southernmost tip of the African continent.

Reflection is a powerful tool that one can use to take stock of the goings-on in one’s life and with the country’s upcoming 2024 National and Provincial Elections, it is a tool that we can use to move the country forward.

The beautiful thing about reflection is that while it can bring back painful memories of the past which was dominated by segregation brought about by the then apartheid regime, it also affords the country time to reflect on pockets of excellence, including the provision of housing; equal education and social grants to assist the less fortunate in our country.

While government has provided clean water, sanitation and continues to provide electricity - and yes, it is intermittent at the best of times - it has not swept the challenges under the rug.

With us approaching the half-year mark – yes can you believe it? - we can start the second part of our journey across the sun having taken action that will guide the future direction of our country.

As responsible citizens who despite our country’s challenges of unemployment, crime and gender-based violence, among others, we have to cast our votes in South Africa’s seventh democratic elections on 29 May 2024.

And as responsible citizens, entrusted with the right to vote through the Constitution’s Bill of Rights, we ought to exercise that right.

Section 19 (3) of the Bill of Rights makes provision to vote in elections and to do so in secret, while also allowing adult citizens to stand for public office and, if elected, to hold office.

This is probably the best and most important self-care routine we cannot afford to miss as a country.

And while others may still be undecided as to who to vote for, the hourglass has not run out of sand yet. You can still make up your mind on who to vote for.

This year’s elections are believed to be the most contested in our history as a democratic dispensation and you don’t want to suffer from a bout of the FOMO (fear of missing out) post the elections that will see the participation of independent candidates for the very first time.

Voting is not a pointless exercise. Many died for the privilege we enjoy today. Additionally, the World Economic Forum reported that 2024 is a historic election with elections being held in 50 countries around the world, including the United States.

Naysayers may say that project democracy has failed. In his Freedom Day speech commemorating 30 years of South Africa’s freedom and democracy, President Cyril Ramaphosa stated that our democracy is young, highlighting that “most of the world’s most established democracies are over a hundred years old.”

Nobody can say that democracy is perfect at 100 years old, no more so than at 30 years. What we’ve seen over the last three decades as citizens is the growth of a nation that is not without its faults.

We all have faults and what matters most is that we still have the ability to recalibrate and make the necessary changes.

While there are many important issues that rile us up, including crime and corruption, that may fuel voter apathy, we cannot give up on our country.

At a recent District Development Model Presidential Imbizo in the Northern Cape, the President called on citizens not to throw in the towel as government is committed to delivering services and addressing challenges.

“We don’t want you, our people, to lose hope,” he said.

We should not underestimate the power of a single vote if all 27.79 million of the country’s registered voters make their voices heard as we go to the polls on 29 May 2024.  It’s a date.

The KwaZulu-Natal Provincial Government has sent condolences to the families of four construction workers who died during the tragic Ballito wall collapse on Saturday.

One construction worker survived and is recovering in hospital.

“It is with profound sadness and a heavy heart that I extend my deepest condolences to the families, friends, and colleagues of the four construction workers who tragically lost their lives when a wall collapsed at a construction site on Zen Drive in Ballito on Saturday. This devastating incident has cast a shadow of grief over our community, and we mourn alongside those who are suffering this unimaginable loss,” Dube-Ncube said.

MEC Mireille Wenger on growth and development of South African economy

Location: News

Western Cape Finance and Economic Opportunities, South Africa

South Africa and the Western Cape in particular, is a destination of choice for many respected and market-leading global business process outsourcing (BPO) companies. Many of these businesses base some of their global operations here in the Western Cape, where they employ, train and upskill tens of thousands of local South Africans to provide world-class professional business services to clients across the world.

According to CapeBPO, the Western Cape's strategic business partner responsible for the growth and development of the BPO industry, for every offshore BPO job based in South Africa, R350 000 of foreign revenue is injected into our economy.

“This means that for the approximately 100 000 BPO jobs country wide, the majority of which (approximately 60 000) are right here in the Western Cape, R35 billion goes into our national economy. The value that our talented people contribute on the world's stage is impressive,” explained Provincial Minister of Finance and Economic Opportunities, Mireille Wenger.

“The growth of the BPO sector in the Western Cape is a testament to the hard work and perseverance put into the promotion and mobilisation of the industry by our private and public sector stakeholders. The investment in skills development has created a steady and world-class supply of talent to cater to the clear international demand, supported through our agile public/private partnership between our local and provincial government partners (the City of Cape Town and Western Cape Government) and our Operator community. Based on our shared vision to enable  meaningful careers, we are tackling the challenge of unemployment head on, with each job created contributing to a solution we as proud South Africans want to see manifested,” added CEO of CapeBPO, Clayton Williams.

The Western Cape Government's (WCG) ambitious economic plan of action, ‘Growth for Jobs' is focused on enabling the private sector to grow and create jobs.

“As the WCG, we are immensely proud to partner, through our dedicated programmes, with the determined and dedicated people investing in the BPO sector. BPO is a thriving and growing industry that must be nurtured if we are to enable the private sector to establish, expand and – critically – employ many more hundreds of thousands of South Africans. At the end of the day, this is why we do what we do – to give more South Africans, and particularly our young people, the opportunities they need to live up to their full potential,” concluded Minister Wenger.

George building collapse: Rescue and recovery operation concluded

George building collapse: Rescue and recovery operation concluded

The George building collapse rescue and recovery operation has concluded, Western Cape Local Government, Environmental Affairs and Development Planning MEC Anton Bredell announced on Friday.

This follows an operation which lasted 260 hours, with personnel working on a 24-hour basis, with two shifts on rotation.

In a joint media statement released on Friday, Western Cape Premier Alan Winde said the disaster will be remembered for the immense and tragic loss of life, but also for the incredibly brave and selfless work carried out by the more than 1 000 rescue, support, and volunteer workers who were involved since the incident occurred on 6 May 2024.

“The rescue operation saw more than 6 000 tons of rubble being carefully removed while rescue workers searched for survivors. This has been an exceptionally difficult time for us all. But through it all, our disaster management workers and volunteers persevered with the sole aim of saving the lives of as many people as possible,” Winde said.

Revised number of people on site

There were several revisions to the number of people who were reported to be on site when the collapse happened and during the rescue operation.

Rescue personnel had to work under extremely difficult conditions, with the information provided to them at the time based on information received from the contractor on site, the South African Police Service, and other emerging external sources.

“I am very happy that we could revise the number of people on site down from 81 to 62, as it means fewer families are grieving today,” Winde said.

According to the latest update issued by George Municipality on Friday at 9am, 62 people were on the building site when the building collapse occurred; 34 people were successfully rescued; 33 people passed away, including five people who were rescued, but later succumbed to their injuries in hospital.

Ten people are still in hospital and 19 people have either been discharged or received medical treatment on site.

Winde expressed his heartfelt condolences to the families of deceased.

“We share your pain and will do everything we can to hold those responsible for this tragedy accountable,” he said.

The Premier reiterated the attention is now focused on the investigation launched by the provincial government after the incident.

“This was a devastating tragedy. We need to understand what happened and what steps need to be taken to ensure that we do whatever we can to hold those who need to be held to account,” Winde said.

Winde also commended the rescue team for every life saved, while they were on the ground during the operation.

“I know what it did for all of us when our teams pulled Gabriel from the rubble early on Saturday morning. And I must again recognise all the residents of this province who pulled together and showed immense compassion and support, thank you,” Winde said. – SAnews.gov.za

Government commits to support families of collapsed George building

President Cyril Ramaphosa has assured the families of the deceased and injured workers who were trapped inside the collapsed building in George, that government will do everything possible to assist.

“We do not want to increase the burden, the suffering, and the grief that you are going through. We want to be there as government at all levels to demonstrate our compassion,” President Ramaphosa said.

President Ramaphosa visited the George disaster site on Thursday following the fatal collapse of the partially built building, where a total of 81 people were reported to be onsite when the incident happened last Monday.

According to an update report issued by George Municipality, in the Western Cape, at 12pm on Thursday, of the 81 people who were inside the building during the incident, 62 have been recovered. Thirty-two people have passed away, while 12 have been admitted in the hospital. Nineteen are still unaccounted for.

During the site visit, President Ramaphosa held a briefing with various people involved in the rescue and dealing with all aspects of the disaster, including a number of Ministers, and Western Cape Premier, Allan Winde, where he received an update on the extent of the work done and support that has been provided for the families since the disaster struck.

President Ramaphosa commended the effort that is going into dealing with the incident, including the professionalism, capability and knowledge displayed by those involved.

The President said he is satisfied that South Africa is able to deal with disasters, particularly this one until it reaches finality.

He assured the bereaved families that government will leave no stone unturned and will ensure accountability.

“It will take some time for all aspects of this disaster to be properly tied together... I can assure you that the seriousness in which this matter is being [dealt with] will lead to the truth coming out,” the President said, urging for patience while the investigation continues.

While acknowledging that the families are grieving and need immediate solutions and answers to their questions, the President assured that all officials dealing with the matter are going to remain transparent.

“We are a transparent government. We are able to reveal everything as it should be revealed. Let us have a level of patience. I know it is very difficult for those who have lost their loved ones to have that level of patience,” the President said.

The President also offered his condolences to the bereaved families, and wished those who are in hospital a speedy recovery.

“We are currently focusing on saving lives, caring for the injured, making sure that the remains of those who have lost their lives, are well put together so that those who need to be repatriated can be repatriated, and those who need to be buried here can also be buried,” President Ramaphosa said. – SAnews.gov.za

Anton Bredell, Western Cape Minister of Local Government, Environmental Affairs and Development Planning, said the judgement declaring the appointment of Ombali Sebola as Knysna's Municipal Manager null and void should be seen as a strong warning message to councils that do not respect the relevant legal frameworks when making appointments in municipalities.

“This judgement is another victory for the rule of law and strengthens and confirms our interpretation of legislation that governs municipal appointments. It is unfortunate that we sometimes have to communicate through the courts to a council, but we also understand the dire consequences of having unqualified and unsuited individuals in critical positions in a municipality. We will remain firm on the minimum requirements and procedural requirements as set out in law, and councils should reacquaint themselves with these before embarking on recruitment to avoid the steps that we have had to take on this matter.”

“It cannot be that it takes more than a year of legal wrangling to set aside an appointment that was patently illegal right from the start. While we were fighting in court, Knysna has been paralysed by a lack of basic service delivery and we have had to work with officials who are more focussed on retaining their positions than on what they have been appointed to do, which is to serve the residents of Knysna,” Minister Bredell said.

On 22 March 2023 Minister Bredell sought, by way of an urgent application, to declare the decision taken by the Knysna Municipal Council on 25 January 2023 to appoint Ombali Phineas Sebola as its Municipal Manager, null and void, and in further orders, in the event of opposition, an order of costs.

In its correspondence to the Executive Mayor on 23 February 2023, Minister Bredell alerted the Executive Mayor, that the appointment of Mr Sebola was made in contravention of the provisions of the Local Government: Municipal Systems Act 32 of 2000 and the Regulations on Appointment and Conditions of Employment of Senior Managers, as published in Government Gazette No. 37245 of 17 January 2014.

Minister Bredell requested the municipality to terminate the appointment, failing which he would take appropriate steps to enforce compliance with the provisions of the Municipal Systems Act and the Appointment Regulations. No such steps were forthcoming from the Municipality, leading to the Minister to institute legal proceedings declaring that the appointment is null and void and seeking that it be set aside.

The Court in its ruling expressly held that critical required information was not placed before the Municipal Council at the time when it made its decision to appoint Mr Sebola. In this respect, there was a failure to provide Council with the Curriculum Vitae of the appointee, nor was the weighted scores allocated to the candidates during the assessment of their competency tabled before Council. In addition, it was apparent that Council did not have before it information related to the candidates leading competencies and core competencies.

The Court further held that the applicant's application was devoid of his academic qualifications, contactable references, registration with a professional body, full details of dismissal for misconduct and details of any disciplinary actions pending, instituted, or finalized against the candidate, which is specifically required in terms of the applicable Regulations.

According to the Court, “it is …. clear that the process of appointment was riddled by one or more procedural flaw and that certain documents which were supposed to have been before the Council were not, prior to the final appointment decision being made.” As a result, it was evident that the Municipal Council did not comply with the Municipal Systems Act and the applicable Regulations regulating the appointment process.

Minister Bredell said the length of time and legal costs to reach this point is unsustainable, and better consequence management is needed to deal with such cases.

George building collapse: Death toll reaches 32, while 20 still unaccounted

Rescue and recovery efforts are ongoing into the second week after the collapse of the George building, with the death toll standing at 32, as at 9am on Tuesday.

According to the latest statistics released by George Municipality, out of the estimated 81 workers who were on site at the time of the incident on 6 May, 61 have been rescued and/or recovered, while 20 are still unaccounted for.

“The primary focus continues to be on rescue efforts. With this in mind, we are also proactively setting up plans to expedite the identification of the deceased,” the statement read.

This is being done by the Forensic Pathology Service (FPS) and the South African Police Service (SAPS).

“We, therefore, endeavour to fast-track the process to help bring closure to families. Fingerprints, DNA testing and photographs of unique markings, such as tattoos and clothing items, are some of the methods used to identify the deceased.”

Meanwhile, six of the deceased have already been positively identified.

Since the first call for support, the municipality confirmed that adequate numbers of fluent practitioners in Chewa, Portuguese and Shona languages are all at the scene to address the emotional, social, and overall mental health needs of those affected by the building collapse.

However, the municipality said it was having trouble obtaining accurate names of missing people or the deceased.

“We urgently request families who have lost contact with their loved ones to come to the George Civic Centre on York Street. This will enable the Department of Social Development to collect detailed and precise information, ensuring that all records are accurately documented.”

Investigations

The Western Cape MEC for Infrastructure, Tertuis Simmers, visited the site in George and expressed his sincere gratitude to the rescue workers, who have been on site for over 187 hours, as well as the support personnel and the Joint Operations Centre for their dedicated work since the tragedy occurred.

Simmers confirmed that the Western Cape Government (WCG) has launched an independent investigation into the collapse.

“We want to make sure that we fully investigate and understand what happened so that a tragedy like this does not occur on any construction site in this province.

“I received a briefing this morning from our independent investigator and at this stage, the team is still busy with information and fact-finding processes. This includes document analysis of plans, site records and the like,” he said on Monday.

The MEC stated that specialist equipment, including ground penetration radar (GPR) is also used on-site, while investigators are also collecting material samples.

In addition, an independently appointed laboratory is working around the clock to analyse the material samples.

“Not only did the WCG appoint an independent investigation, but we also supplied trucks and machinery and even hired an excavator to assist with bulk movement of material. We will continue to provide support until all workers are accounted for and we get to the bottom of this tragedy,” said Simmers.

Meanwhile, the MEC said the WCG is working with the SAPS, the Department of Employment and Labour, National Department of Public Works and Infrastructure in their investigations.

“On behalf of the WCG, I offer our sincere condolences to the bereaved families, and I wish those currently hospitalised a speedy recovery,” the MEC added. – SAnews.gov.za

National reforms can boost economy by R426bn & create thousands of jobs

Republic Of South Africa: Western Cape Provincial Government

The South African economy can be significantly boosted, and the growth of start-ups and the private sector – through businesses big and small – that create vital jobs, catalysed through two regulatory reforms: lifting exchange controls on the offshore transfer of intellectual property and introducing tax incentives for investors in start-ups.

“Our research shows that changes to the Exchange Control Regulations relating to the offshore transfer of intellectual property and offshore movement of money could create a net benefit to the South Africa economy of R426 billion over the next five years. In addition, SARS could collect a net increase of R315 billion in tax revenue over the same period. These reforms would not compromise attempts to comply with the Financial Action Task Force standards,” Provincial Minister of Finance and Economic Opportunities, Mireille Wenger, explained.

She continued, “Similarly, improving tax incentives for investors to encourage early-stage start-up enterprises could result in R927 million in total investment raised by the country's venture capital industry over the next five years. This would result in an additional 79 start-ups, creating 1 840 jobs with total after-tax salaries generated amounting to R890 million.”

These reforms will also allow South Africa to remain competitive against other global destinations, including competitors on the African continent like Nigeria, Kenya, and Egypt.

In 2023, the South African Start-up Act Movement conducted a survey of 52 start-up founders who had moved part or all of their business offshore. Of the respondents, 42 (81%) reported that they had moved their businesses offshore to raise capital from international investors whose main concern was South Africa's exchange controls.  Views from start-ups consulted all confirmed that investors are increasingly refusing to invest in South African-domiciled companies due to restrictions on the offshore movement of IP.

The WCG is determined to make it as easy as possible for the private sector to do business and create jobs in the province.

This objective lies at the very core of the WCG's bold new economic action plan, ‘Growth For Jobs' or G4J, which aims to enable a R1 trillion jobs-rich and inclusive economy, that is growing between 4% and 6% in real terms by 2035.

“The introduction of these reforms is a no-brainer. With current anaemic GDP growth rates, it is our responsibility as government to explore and introduce measures that boost growth so that we can help enable the creation of jobs in South Africa. Our comprehensive proposals, that we have shared with Minister Godongwana, the South African Reserve Bank and the South African Revenue Service, offer a relatively easy path towards achieving rapid growth and expansion in the start-ups sector, aiding South Africa's economic recovery in the short and long term” Minister Wenger concluded.

Health dept commemorates International Nurses Day in W Cape

The Deputy Minister of Health, Dr Sibongiseni Dhlomo, is today leading International Nurses Day to recognise the tireless efforts of nurses in providing compassionate care and promoting health and wellness worldwide.

“Nurses are usually the first primary care contact for the patients and are also responsible for recognising patients’ symptoms, taking measures within their scope of practice to administer medications, providing other measures for symptom alleviation, and collaborating with other health professionals to optimise patients’ comfort and families’ understanding and adaptation,” said the department.

International Nurses Day is celebrated annually on 12 May in memory of the birth of the founder of modern nursing, Florence Nightingale, who was regarded as the foundational philosopher of modern nursing.

This year’s International Nurses Day will be celebrated under the, ‘Our Nurses, Our Future’, theme.

It will focus on the economic power of care, which serves as a clarion call by the International Council of Nurses to countries to address global health challenges and improve global health for all.

The Western Cape event is part of countrywide activities to honour nurses for the important role they play in saving millions of lives and raise awareness of the challenges they face.

Dhlomo will be joined by Western Cape MEC for Health and Wellness, Dr Nomafrench Mbombo; United States Consular General for Cape Town Consulate, Todd Haskell; Acting US President’s Emergency Plan for AIDS Relief (Pepfar) Country Coordinator, Saira Johnson-Qureshi; leaders of nursing trade unions, and representatives of key stakeholders.

The event will culminate with the launch of the Nursing Leadership Initiative aimed at building leadership capacity among current and emerging nurse leaders in practice, education and training to empower them with leadership skills.

The event, the department said, is a collaboration between the Department of Health and Pepfar.

The initiative forms part of a plan to elevate the nursing profession within Pepfar-supported countries as part of a larger effort to strengthen the healthcare workforce globally and ensure HIV response gains are sustained. – SAnews.gov.za
