Tanzania’s New Foreign Policy Reaffirms Pan-African Leadership and Vision

In a landmark diplomatic step, Tanzania has launched a revised National Foreign Policy that reinforces the country's leadership in African diplomacy. The updated policy embraces Pan-African values, supports the African Continental Free Trade Area (AfCFTA), and advances regional peace, integration, and sustainable development. 

The launch event, held at the Julius Nyerere International Convention Centre (JNICC) in Dar es Salaam, was officiated by H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania. It was also attended by Dr. Hussein Ali Mwinyi, President of Zanzibar and Chairman of the Revolutionary Council, members of the Diplomatic Corps, senior government leaders, and private sector representatives. 

Rooted in the vision of Mwalimu Julius Nyerere, Tanzania has historically championed unity, liberation, and non-alignment in African diplomacy. Under Nyerere's leadership, Tanzania became a moral compass for the continent and a founding member of the Organization of African Unity (OAU). 

“This policy speaks on who we are as a nation—firm in our values, proactive in our diplomacy, and committed to constructive partnerships that advance peace, security, and shared prosperity,” President Samia said during the event. 

The new policy reflects this legacy while responding to contemporary priorities like trade, migration, regional infrastructure, climate action, and digital transformation. It aims to deepen Tanzania's engagement with continental bodies like the AU, SADC, and EAC while emphasizing Kiswahili as a tool for regional integration. 

President Samia noted that the revised policy was shaped through a broad-based participatory process involving Tanzanians from all walks of life. “It was high time we revised the policy to cope with global shifts in various spheres,” she said, citing the global scramble for strategic minerals and trade disruptions caused by ongoing conflicts as key motivators. 

A core feature of the updated framework includes economic diplomacy and the creation of a Special Status for Tanzanians in the diaspora. The policy promotes legal reforms that would allow non-citizen Tanzanians abroad to own land, register businesses, and invest back home. 

To strengthen implementation, President Samia called on the Ministry of Foreign Affairs and East African Cooperation to engage retired diplomats in training current officials, ensuring that Tanzania's envoys are equipped to promote national interests globally. 

President Mwinyi welcomed the revised policy as a catalyst for unlocking social, economic, and political potential. “Tanzania continues to position itself globally, and the revised policy aligns with evolving global needs,” he said. 

He urged the Ministry to encourage more countries to open consulates in Zanzibar and called on all Tanzanians to embrace and defend national interests through the policy. “This policy will benefit both Tanzania Mainland and Zanzibar,” he emphasized. 

President Samia's regional outreach began early in her presidency. In April 2021, she visited Uganda, where she and President Yoweri Museveni signed the Final Investment Decision for the $10 billion East African Crude Oil Pipeline (EACOP). 

In May 2021, her visit to Kenya revitalized bilateral ties, followed by trips to Burundi, Mozambique, Rwanda, Zambia, and Egypt, resulting in cooperation on trade, energy, security, and innovation. 

At the June 2021 SADC Summit in Mozambique, Tanzania reaffirmed its commitment to regional peace by supporting the fight against insurgency in Cabo Delgado. In Ghana, she received the Africa Road Builders–Babacar Ndiaye Trophy for leadership in infrastructure development. 

In Senegal, during the IDA20 Summit, and at COP27 in Egypt, she positioned Tanzania as a leader in climate resilience, presenting an $18 billion renewable energy plan. 

From 2023 to 2025, she maintained strong continental engagement through AU summits, the BRICS Summit in South Africa, and diplomatic visits to Malawi, Zambia, South Africa, and Morocco. 

A key milestone in Tanzania's growing international stature was the invitation to the Lobito Corridor Development Project high-level meeting in Angola—part of the G7's Global Infrastructure Initiative. Although Tanzania was not originally a member of the project, its geographic and strategic relevance was recognized as critical to the corridor's success. 

In February 2024, President Samia unveiled a statue of Mwalimu Nyerere at the AU Headquarters in Ethiopia—a symbolic act that underscored Tanzania's foundational role in the Pan-African movement. 

As Chair of the SADC Organ, she presided over the 2024 Troika Summit in Zimbabwe, advancing peace and security initiatives and supporting Raila Odinga's candidacy for AU Commission leadership. 

On May 18, 2025, Professor Mohamed Yakub Janabi was elected as the next Regional Director of the WHO African Region, a milestone widely credited to Tanzania's rising diplomatic influence. His nomination followed the untimely death of Dr. Faustine Ndugulile in 2024. Janabi's appointment will be formalized by the WHO Executive Board later this month. 

According to Ambassador Mahmoud Thabit Kombo, the revised policy focuses on ten strategic pillars:

  4. Participation in Regional and Global Bodies 
  5. Promotion of Kiswahili as a Diplomatic Tool

  9. Human Rights and Good Governance 
  10. Environmental Protection and Climate Leadership 

This updated policy reflects Tanzania's commitment to Pan-African unity while embracing innovation, inclusion, and global partnership. It sets the stage for the next chapter in Tanzania's regional leadership and sustainable development.

FIND Convenes African Union Ambassadors

As part of its continuing outreach to the parts of the world that it was set up to serve, FIND  (www.FINDdx.org) hosted Ambassadors from 26 African countries and the African Union for a meeting at FIND's offices in the Global Health Campus in Geneva. The Ambassadors received an overview of FIND's work in their respective countries, future prospects and were made aware of FIND as a value-added partner for countries with respect to diagnostics.

“The foundation of any successful health response is diagnosis. From early detection to pandemic preparedness, our collaboration with the African Union is essential to guaranteeing that no one is left behind,” said Dr. Ifedayo Adetifa, CEO of FIND. “FIND's  vision is focused on both catalyzing innovation and ensuring access to diagnostics in low- and middle-income countries.”

In order to improve diagnostic systems and get ready for potential health and pandemic risks, FIND's leadership presented its updated strategic vision as a precursor to this year's Diagnostics Day event to be held on 21 May, which will take place on the sidelines of the World Health Assembly.

The ambassadors of the African Union, Angola, Burkina Faso, Cabo Verde, Cameroon, Central African Republic, Chad, Côte d'Ivoire, Democratic Republic of Congo, Kenya, Lesotho, Madagascar, Malawi, Mauritania, Mauritius, Mozambique, Namibia, Rwanda, Sao Tomé and Principe, Sierra Leone, South Africa, South Sudan, Sudan, Tanzania, The Gambia, Togo, and Zimbabwe were present.

The Ambassadors led a lively discussion which touched upon a number of key issues, including South-South collaboration; pandemic preparedness and response; the role of health in national development; national essential diagnostics lists; the growing issue of non-communicable diseases such as diabetes; and ensuring sustainable financing for diagnostics and health in general.

Among the meeting's main conclusions were:

  • Commitment to strengthen regional manufacturing of diagnostics and other health technologies.
  • Consensus on increased AU-FIND cooperation to country and Africa CDC's diagnostic priorities.
  • Support for FIND's function as a technical partner to expand access to vital diagnostics for illnesses like HIV, TB, malaria, mpox and emerging outbreaks.
  • Diagnostics acknowledged as a key component of health security and universal health coverage.

“In this moment of dramatic change, African leaders are stepping up to fill the power vacuum left by a world in turmoil where women and children are being left behind and left to die, particularly on the African continent – the continent with the greatest health burden,” said Dr Ayoade Alakija, FIND's Board Chair. “FIND will continue to support them on strengthening pandemic preparedness and ensuring quality diagnostics are available to all.”

The kilns are firing again—and with them, the economic hopes of a community. In the quiet town of Lobatse, southern Botswana, a decades-old industrial landmark is undergoing a remarkable renaissance. Lobatse Clay Works (LCW), a brick manufacturer that was once the cornerstone of Botswana's construction industry, has been resurrected owing to a strategic investment from the African Development Bank Group (www.AfDB.org). The financing has transformed not only the company but an entire community.

“The buildings that shaped modern Botswana will rise again from our clay," declares Anthony Moepeng, Acting Chief Executive Officer of Lobatse Clay Works.

Founded in 1992 as a joint venture between Botswana Development Corporation (BDC) and American firm Inter-Kiln, Lobatse Clay Works quickly established itself as the nation's premier maker of bricks. For decades, its distinctive reddish-brown bricks were synonymous with Botswana's construction boom, during which schools, hospitals, and government buildings all showcased the company's craftsmanship.

But in 2017 the company faced a perfect storm of challenges. Aging equipment, production inefficiencies, and rising fuel costs forced the shuttering of the once-thriving operation, leaving the factory idled -- stripping the community of both jobs and identity.

African Development Bank's Catalytic Investment Powers Revival

Recognizing Lobatse Clay Works' potential, the African Development Bank provided a loan facility, in partnership with the Botswana Development Corporation to turn around the company's fortunes, focusing on technological modernization and operational efficiency.

The Bank's investment enabled Lobatse Clay Works to acquire state-of-the-art manufacturing equipment that dramatically improved energy efficiency. A new hybrid fuel system slashed production costs, while enhanced kiln technology boosted output capacity and product quality.

In 2023, the company, facing supply chain challenges and rising costs, secured an additional 48 million Pula (around $3.5 million) from the African Development Bank — bringing the total financing to 138 million Pula— to keep growth on track.

This substantial investment enabled the plant to reopen in 2024.

Beyond Bricks: Building Communities and Futures

The revitalized facility has already created 148 direct jobs with hundreds more expected in supporting industries from transportation to services.

The plant's output of three million bricks per month is high enough to meet domestic construction demand and serve lucrative export markets in South Africa, Zimbabwe and Namibia, generating valuable foreign exchange for Botswana's economy.

African Development Bank's Deputy Director General for Southern Africa, Moono Mupotola, stressed the broader significance of the investment. "This speaks directly to what we do at the African Development Bank. Lobatse is a small town, but almost one hundred percent of the factory workers are from the town. This project delivers on our High 5 development priority of improving the quality of life for Africans."

Most significantly, Lobatse Clay Works's revival aligns perfectly with Botswana's industrial diversification goal to reduce dependence on diamond revenues by strengthening manufacturing capability.

"Through the African Development Bank funding, we have been able to commit BWP 4 million towards the refurbishment of the plant," explains Benedicta Abosi, Acting Managing Director at BDC. "This has enabled us to restart operations and produce enough bricks for expansion opportunities into the region."

The company plans to expand from brick manufacturing to include tiles, further cementing its role in Botswana's construction renaissance and economic diversification efforts.

African Mining Week to Spotlight Cutting-Edge Mining Tech

The upcoming African Mining Week (AMW) – Africa's premier gathering for mining stakeholders, scheduled for October 1-3, 2025 in Cape Town – will feature a dedicated Technology Forum. The forum will connect African mining projects with global technology providers and investors, showcasing how digital solutions are transforming resource extraction and redefining the mining value chain.

As African countries scale up mineral production to drive GDP growth, developers are increasingly adopting data analytics and digital tools to boost operational efficiency. U.S.-based startup KoBold Metals, which applies artificial intelligence (AI) to mineral exploration, entered the Democratic Republic of Congo (DRC) in April 2025 to tap into the country's estimated $24 trillion in untapped mineral resources. The DRC – already the world's largest cobalt producer and a key copper supplier – could see its global mining profile rise significantly with KoBold's involvement. In Zambia, the company is advancing the $2 billion Mingomba project, one of the world's most promising untapped copper assets.

Similarly, in Zimbabwe, Caledonia Mining is investing $1.1 million in IT infrastructure upgrades at the Blanket Mine as part of its $41.8 million capital budget. The upgrades include new mine planning software and a digital clocking system to improve labor efficiency, with a goal to increase gold output from 76,656 ounces in 2024 to up to 77,500 ounces in 2025.

In Botswana, Botswana Diamonds is employing AI-driven exploration to expand beyond diamond mining, recently identifying new prospects for copper, silver, cobalt, gold, nickel, zinc and platinum group metals. “During the initial analysis of the big database, it became clear that the AI technology could be used to identify other unknown minerals opportunities – and so it turned out,” said John Teeling, Chairman of Botswana Diamonds.

Meanwhile, South African firms such as Kilken Platinum and Rio Tinto are deploying digital tools to unlock greater operational value. A joint report by Accenture and the World Economic Forum projects that digitalization could unlock up to R213 billion in additional value for South Africa's mining sector by 2026. Technologies such as predictive maintenance, autonomous operations and real-time data monitoring are helping firms streamline processes, reduce downtime and improve safety outcomes.

African Farmout Forum Returns to AEW 2025, Showcasing Emerging Block Opportunities

The African Farmout Forum will return to African Energy Week (AEW): Invest in African Energies in 2025, offering a collaborative platform for international oil companies, national oil companies and upstream regulators to present their projects and block opportunities to a global audience. Over the years, the African Farmout Forum has played a vital role in facilitating farm-in agreements in both emerging and mature hydrocarbon markets. Africa's upstream oil and gas sector is entering a new growth phase. According to the African Energy Chamber's (AEC) State of African Energy 2025 Outlook, upstream capital expenditure is projected to reach $43 billion in 2025, climbing to $54 billion by 2030. West and North Africa are set to lead this surge, accounting for half of the total spend.  

While offshore developments have led investment since 2023, the outlook suggests a balancing trend, with onshore and offshore spending expected to converge as interest grows in underexplored onshore acreage. Notable hotspots include North Africa, where Egypt and Algeria are witnessing heavy-capital flows; West Africa, with a surge in spending in Ivory Coast; and Southern Africa, led by markets such as Namibia – targeting first oil by 2029 – and Angola. An uptick in spending has also been registered in Zimbabwe (onshore) and South Africa (offshore).  

Amid this growth, Africa's M&A activity is gaining momentum. The first half of 2024 saw M&A deals surpass 2023 totals, with $12.7 billion in deals by July. With approximately $16 billion worth of assets holding over three billion barrels of oil equivalent resources currently on the market, African upstream M&A activity is expected to remain robust through 2025.  

The 2024/2025 period will also see more than 11 licensing rounds launched across the continent as governments aim to sustain or expand production. In North Africa, Libya launched a 22-block bid round in April 2025 as part of a strategy to boost oil output to two million barrels per day. Egypt recently closed submissions for its 12-block licensing round covering the Mediterranean and Nile Delta regions, while Algeria has extended the deadline for its latest round – offering six onshore blocks – to June 2025.  

In West Africa, Mauritania is expected to auction 15 offshore blocks in 2025 while Liberia has 29 offshore blocks on offer as part of a direct negotiation round. In southern Africa, Angola is preparing to launch its 2025 licensing round, while Namibia has introduced a new open-door licensing system to encourage exploration. Tanzania is promoting 24 oil and gas blocks, while South Africa is on track to open new offshore and onshore acreage in 2025.  

These rounds signal a wealth of new farm-in and partnership prospects, with the African Farmout Forum positioned to highlight the continent's most promising hydrocarbon basins. Featuring 7-minute deal pitches, a wall of farmouts and curated networking opportunities, the forum will catalyze upstream investment and deal-making in Africa.

African Mining Week (AMW) – Africa's premier gathering for mining stakeholders, taking place from October 1-3 in Cape Town – will feature a high-level Ministerial Forum dedicated to advancing local mineral beneficiation across the continent.

The session – From Extraction to Transformation: African Governments Driving Beneficiation and Value Addition – will spotlight national strategies and regulatory reforms aimed at boosting midstream and downstream infrastructure, enhancing local content, supporting community development and maximizing national value capture from resource exploitation.

Across the continent, mineral-rich countries are enacting policies and investment incentives – including export restrictions on raw minerals – to spur industrialization and local processing. In the Democratic Republic of Congo, the world's top cobalt producer, authorities imposed a four-month suspension on cobalt and copper exports in February 2025 to prevent market oversupply and stabilize prices. The decision came in response to a steep price drop from $82,000 per metric ton in April 2022 to just $21,550 in February 2025, aiming to resume exports once more favorable market conditions return. These proactive measures are expected to enhance the long-term sustainability of the sector and attract new investments in processing and refining infrastructure.

In Zimbabwe, a 2023 ban on raw lithium exports has attracted billions in downstream investment and created new jobs. In August 2024, Zimbabwe secured $310 million from Chinese and British investors to construct a three-million-ton-per-annum lithium processing facility at Sandawana Mine. Guinea-Conakry, which holds 23% of global bauxite reserves and is the second-largest producer worldwide, is reducing its reliance on raw exports by advancing several alumina refinery projects. Key developments include partnerships with Emirates Global Aluminium and Alteo Refinery to strengthen local industrial capacity. These strategic moves are positioning both countries as key players in the global mineral refining market, with significant potential for long-term economic growth and job creation.

Meanwhile, South Africa, the world's leading producer of platinum group metals (PGMs), is making major strides in beneficiation. Projects include the $4.5 billion KwaZulu-Natal Titanium Beneficiation Complex by Nyanza Light Metals; a titanium pigment plant at the Richards Bay Industrial Development Zone; a PGM treatment facility at the Steelpoortdrift Vanadium Project by Vanadium Resources Limited; and a new treatment plant at Ivanhoe Mines' Platreef PGM Nickel Project. These initiatives are expected to significantly boost South Africa's beneficiation capacity, create thousands of jobs and further cement the country's position as a global leader in mineral processing and industrialization.

The Ministerial Forum at AMW will provide a strategic platform for African leaders to showcase progress, present investment-ready opportunities and foster collaboration across the mining value chain. It will also serve to align policy priorities and attract long-term capital for the development of sustainable, value-driven mineral economies.

Southern African Countries Launch Climate-Resilient Health Initiative With WHO Support

Eight Southern African countries have embarked on a landmark effort to bolster emergency preparedness and response systems in the face of increasing climate-related health threats. 

With financial support from the Pandemic Fund, and technical assistance from World Health Organization (WHO) in the African Region and other partners, Botswana, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa and Zimbabwe are advancing their capacity to protect public health, and respond to emergencies.

The US$ 35-million, three-year programme is aimed at supporting these countries as they strengthen national and regional systems for early warning, disease surveillance, laboratory diagnostics and workforce development – key pillars of health emergency readiness.

While implementation activities are yet to begin on the ground, coordinated planning efforts are well under way, including the establishment of governance structures at country and regional levels. Through a dedicated technical coordination capacity at the WHO Emergency Hub in Nairobi, Kenya, WHO is putting in place systems to ensure agile implementation and project monitoring, evaluation, research and learning over the three-year project duration. 

To date, all eight countries have convened multi- disciplinary National Steering Committees and have undertaken a detailed microplanning activity with key stakeholders. Furthermore, initial funds have been disbursed to countries, marking a critical early milestone in a regionally coordinated, country-driven initiative to build climate-resilient health systems.

A formal launch event is planned for next month.

“This investment represents a vital turning point for Southern Africa, a region on the frontlines of the climate and health crisis. Countries now have a unique opportunity to develop systems that are robust, responsive and resilient to emerging threats,” said Dr Chikwe Ihekweazu, Acting WHO Regional Director for Africa.

Southern Africa is warming at nearly twice the global average. Droughts, floods and cyclones are becoming more frequent and severe, fuelling the spread of vector- and waterborne diseases such as malaria and cholera, and placing added strain on health systems.

Five of the countries involved in the initiative – Lesotho, Madagascar, Malawi, Mozambique and Zimbabwe – rank among the world's 50 most vulnerable nations to infectious diseases. Many also face high climate risk, compounded by structural challenges such as weak infrastructure, limited resources and high levels of cross-border migration, underlining the urgent need for coordinated preparedness across the region. 

The new programme, developed under the leadership of national governments, is focused on addressing critical gaps in three priority areas:

  • Early warning and disease surveillance: Strengthening real-time, cross-border detection and information-sharing systems across the One Health spectrum, including human, animal and environmental health.
  • Laboratory systems: Enhancing national and regional laboratory networks, including  upgrading diagnostic capacity and regional testing hubs.
  • Public health and community workforce: Supporting the development of a skilled, coordinated workforce aligned with countries' Human Resources for Health strategies.

The proposal was developed as part of the Common Africa Approach under the Joint Emergency Action Plan, with WHO in the African Region, Africa Centres for Disease Control and WHO's Regional Office for the Eastern Mediterranean. Proposal development was supported by the Gates Foundation.

It builds on existing primary health care and community health efforts, and is aligned with global standards, including the International Health Regulations (2005) and the One Health approach.

One of its most ambitious long-term goals is the creation of a Climate-Health Observatory, a platform to support early warning systems and evidence-based decision making by tracking climate-sensitive health risks across borders. The observatory will facilitate data-driven policymaking and foster long-term resilience in the region.

In addition, the programme will help strengthen leadership and governance by establishing a regional network of connected leadership across Ministries of Health and National Public Health Agencies, further enabling swifter and smarter coordination during responses to emerging threats. 

“These efforts are essential in a region with frequent population movement, fragile health systems, and limited emergency response capacity,” said Dr Abdou Salam Gueye, WHO's Africa Regional Emergency Director. “Our role is to support countries with the expertise, tools and evidence they need to lead these efforts effectively.”

Funding is provided by the Pandemic Fund, which supports pandemic prevention, preparedness and response capacity in low- and middle-income countries. The programme also contributes to building sustainable, resilient health systems that can withstand future pandemics and climate shocks.

By working together, and with strong technical support from WHO and partners, countries in Southern Africa are laying the foundation for a scalable model for climate-resilient health security – grounded in national ownership, regional solidarity and a shared commitment to protecting health and saving lives.

Young voices make their mark at Africa Children’s Summit 2025

Children have taken centre stage to address critical issues affecting their lives, from education access to violence prevention, proving that they are not just future leaders but active changemakers.

This is according to the Department of Social Development, which has hosted the Africa Children’s Summit 2025.

Since its opening last week Friday, the summit has brought together some of the brightest and courageous young leaders in person from across Africa, with hundreds joining virtually. 

The children who attended in person are from South Africa, South Sudan, DRC, Ethiopia, Kenya, Lesotho, Ghana, Liberia, Mozambique, Uganda, Zambia and Zimbabwe.

In a statement, the department said the summit was child-led and child-centred, with its chairperson and programme facilitators all drawn from children invited to the summit. 

“Under the theme 'Seen, Heard, and Engaged in Education,' the children have boldly taken centre stage to address critical issues affecting their lives, from education access to violence prevention, proving that they are not just future leaders but active changemakers today,” the department said. 

One of the child leaders, 17-year-old Ison Cumbane from Mozambique, captured the spirit of the summit when he said: “Many children don’t have the opportunity to speak about their rights. We are here to give a voice to them and show that we can participate and influence decisions.”

The summit wraps up in Johannesburg today.

The child-led initiative is hosted by the South African Government through the Department of Social Development, in partnership with the Nelson Mandela Children’s Fund.

An Outcome Statement will be crafted by the children themselves, which will be handed over to the CEO of the Nelson Mandela Children's Fund and other key policymakers.

“The Outcome Statement outlines actionable recommendations for governments and civil society to implement policies that prioritise children’s voices and rights across Africa,” the department said. – SAnews.gov.za

South Africa, home to the world's largest deposits of platinum group metals (PGMs), will leverage this funding to enhance PGM production to meet growing demand for electrolysers used in green hydrogen applications. This follows South Africa's $1 billion green hydrogen partnership with Denmark and the Netherlands established in 2023. Neighboring Namibia has also attracted European investment, with the EU committing €25 million to Namibia Hydrogen Fund Managers in September 2024 to propel the country's green hydrogen sector. Meanwhile, Uganda is taking steps to develop its mining sector with the support of the EU and Germany's Federal Ministry for Economic Cooperation and Development, having launched the Sustainable Development of the Mining Sector project earlier this month. 

China Strengthens its Position in African Mining

China remains one of the largest investors in African mining, with both state-owned and private firms driving sector growth. In September 2024, China pledged $50 billion over three years for infrastructure and mineral development across the continent. Key projects in the DRC include CMOC's $2.5 billion expansion of the Tenke Fungurume Mine and Sinohydro and China Railway's $7 billion infrastructure-for-minerals deal in copper and cobalt mining. China has also invested heavily in Zimbabwe's lithium sector and pledged $1 billion to upgrade the Tazara Railway, improving East Africa's mineral exports.

Growing Global Interest in Africa's Mining Sector

Beyond the U.S., EU and China, countries like Canada, Australia and the UAE are ramping up mining investments in Africa. Canadian firms are expanding their footprint in West Africa's gold sector, Australian companies are backing lithium and rare earth projects in southern Africa and the UAE is securing stakes in critical mineral supply chains through strategic joint ventures. African Mining Week, taking place October 1-3 in Cape Town, will provide a platform for African nations to engage global investors, strengthen cooperation and accelerate resource development.
