TIPS – Sectoral Prioritisation and Policy Instruments for Greening South Africa’s Industrial Policy | SA News

23 July 2026 by Guest

This paper focuses on two interlinked issues. First, it proposes an approach to sectoral targeting for green industrial policy which prioritises developmental objectives, particularly employment creation, while lowering the carbon-intensity of South Africa’s industrialisation trajectory. Second, it identifies major policy instruments that can be brought to bear to support green industrialisation in these sectors. It builds on a prior report by Nimrod Zalk, Greening South Africa’s Industrial Policy, which sets out a framework for greening South Africa’s industrial policy.
