The Tshwane Metro pays 1c a litre for water, but it costs 10c a litre to have it delivered with water tankers.

The Freedom Front Plus (VF Plus) has called on the Tshwane Metro’s City Management to account for the shocking disparity between the actual cost of water and the cost to deliver it to communities using hired water tankers.

According to the Metro’s Public Accounts Committee (MPAC) report, the price of water increases tenfold if delivered by tankers.

This amounts to more than R530 million per financial year and is unsustainable.

The Freedom Front Plus acknowledges the need for emergency service delivery to communities, but when millions of rand is spent on water tankers and there are no proper contracts, tender processes or cost control in place, there is cause for concern – especially when many neighbourhoods still do not have water.

The party is in possession of evidence of serious malpractices relating to the use of water tankers.

In some instances, water tankers are parked for hours on end, pointing to ineffective service delivery. In addition, there is evidence of double billing for the same trips, raising questions about financial management and monitoring.

To make matters worse, there has been no proper record keeping of contracts since 2021, making the process untransparent and vulnerable to exploitation. There is also no clear monitoring of delivery routes or volumes, undermining the accuracy of service reporting.

To address these problems and prevent future misuse, an independent forensic investigation into all water tanker contracts since 2021 should be conducted. Officials involved in maladministration must be summarily suspended.

Moreover, the party demands a cost analysis of the current delivery model to identify alternatives that are sustainable, cost-effective and service-oriented in the long term, and not a potential feeding ground for the so-called water mafia.

When delivery costs ten times more than the product itself, something is seriously wrong.

The Freedom Front Plus will not rest until every last cent is accounted for, and a model is implemented that serves residents and not contractors or corrupt networks profiting from crises.
