The Freedom Front Plus (VF Plus) welcomes the decision by the Auditor-General (AG) to issue the country’s first Certificate of Debt (CoD) for R4,6 million to the Municipal Manager of the Ngaka Modiri Molema District Municipality, Allen Losaba.
This step confirms the Freedom Front Plus’s constant claims that financial control, consequence management and political accountability have virtually collapsed in all North West municipalities.
It is crucial to expand this apparent pilot project to all municipalities nationwide.
The AG’s findings reveal that the Municipal Manager failed to recover material financial losses arising from manipulated water tanker claims, despite repeated warnings, recommendations and binding remedial steps.
This is not an isolated incident, but part of a deep-rooted culture of impunity caused by weak political leadership.
The AG formally notified Executive Mayor Khumalo Molefe that she is legally obliged to recover the amount from the Municipal Manager.
Mayors and executive committees in North West have hidden behind “administrative processes” to evade accountability for far too long. The AG’s action has now eliminated that loophole.
While the AG’s intervention is a positive first step, it should be followed by a more comprehensive intervention process modelled on the one successfully implemented at the Ditsobotla Local Municipality.
A multi-disciplinary intervention team comprising various departments and law-enforcement agencies was previously deployed in Ditsobotla to ensure effective action against corruption and maladministration.
Residents can no longer pay the price for corrupt elements’ actions in the ANC-controlled Ngaka Modiri Molema District Municipality.
Water tankers have become a multi-million-rand opportunity for corruption — something the Freedom Front Plus has been pointing out in written questions, committee contributions and oversight visits for a long time.
The party will keep fighting for a transparent, accountable and corruption-free government.
