Criminal Charges Laid in Corruption Scandal

GOOD Statement by Rosa Louw, GOOD George Municipality Councillor:

The GOOD Party confirms that criminal charges against the DA’s Dirk Wessels and Marlene Barnardt were laid at the George Police Station on Tuesday.

The case has been registered under reference number CAS 31/7/2025.

This follows damning findings, by an external investigation, detailed in a report tabled by the Speaker of the George Municipality, which uncovered deeply concerning irregularities and potential corruption involving the manipulation of the municipality’s Supply Chain Management (SCM) processes.

According to the report then Councillor Dirk Wessels and Councillor Marlene Barnardt sourced quotes for a Craven Week event directly from suppliers in direct contravention of the Municipal Finance Management Act and the Code of Conduct for Councillors.

Councillors, like all public representatives, are not permitted to be directly involved in any public procurement process.

This matter dates back to June 2023, under the leadership of former Mayor Leon van Wyk and then Municipal Manager Michele Gratz. Wessels, a councillor at the time, now a member of the Western Cape Provincial Parliament and Councillor Barnardt’s actions appear to have paved the way for the deliberate manipulation of SCM processes.

GOOD will not allow this issue to be buried under bureaucracy or politics. We have filed formal criminal charges to ensure this case receives the full attention it deserves. We also call for accountability at the administrative level. The CFO has a legal obligation to report financial irregularities to the Council within a defined timeframe. If this duty was neglected, consequence management must follow.

This was a coordinated breach of public trust and those responsible must be held accountable.
