Patel unveils strategy charting the course for SA's Global Business Services

Trade, Industry and Competition Minister Ebrahim Patel on Tuesday unveiled a forward-looking strategy charting the course for South Africa's Global Business Services (GBS) sector.

Patel made the announcement during his opening address at the annual BPESA [Business Process Enabling South Africa] GBS | BPO Conference, which took place in Cape Town.

Patel highlighted the sector's pivotal role in job creation and economic expansion, emphasising the vital partnerships between government, private sector and employees.

He noted the GBS sector's achievements, citing its contributions to job growth, geographic expansion and its impact on the national economy.

Government has invested more than R3 billion since 2016 in the sector, which currently employs more than 31 000 employees in firms receiving national government support, earning significant sums of foreign exchange to the country. The industry has a Sector Masterplan that drives its growth and development.

Patel outlined the next phase of the GBS sector, focusing on expanding operations across provinces and towns, with a strong emphasis on high-value services in services in Information Technology, finance, health, legal and retail.

The sector will need to address the challenges of artificial intelligence in consumer servicing markets. Underlining the importance of language and technical skills, he stressed the need to tap into South Africa's diverse talent pool and the country's robust customer service culture.

He noted a number of strengths in the local economy that international investors pointed to as reasons for choosing SA as a destination for their GBS-centres.

South Africa now services markets in the United Kingdom, United States of America, Canada, Australia, China, Mauritius, Belgium, the Netherlands, Germany and France.

The sector was youth-focused, with 90% of employees being young people, and six out of ten employees being women.

“The face of the industry is female and young people, which fits in well with our national priorities,” Patel said.

Addressing the crucial issue of ethical sourcing, Patel acknowledged consumers' growing awareness of social and environmental conditions.

He emphasised the industry's commitment to ethical practices and called for improved social impact and strengthened labour relations and decent working conditions, in line with the principles enshrined in the South African constitution.

"Ethical sourcing presents both a market challenge and a tremendous opportunity. As consumers demand transparency in production conditions, we must showcase our strengths while enhancing their impact in local operations," Patel said.

With a government allocation of R569 million to the GBS sector this financial year, these initiatives mark a significant stride toward ensuring the sector's resilience, competitiveness and positive impact on both the national economy and the workforce. – SAnews.gov.za

The heavily armed gang was intercepted in Vrede, Free State.

According to police, officials were following up on intelligence received of a planned CIT when a shootout ensued between police and members of a private security company.

A 40-year-old security officer was shot and killed when the suspects who were travelling in a Dodge sedan opened fire. A shootout ensued and the Dodge overturned. It was later discovered that it was hijacked in Wierdabrug, Centurion.

At the scene, two suspects were injured and arrested. Police recovered an AK47 and an R5 with more than 240 rounds of high calibre ammunition.

Another group of suspects were intercepted in Memela about 52km from Vrede. Three suspects were arrested however some got away. A manhunt has since been launched for those who fled the scene. At this scene, two Mercedes Benz sedans were recovered and one has already been detected as stolen.

General Masemola said safer festive season operations are in full swing.

“Our members are on high alert to prevent and combat incidents of serious and violent crime especially aggravated robberies. We will continue to trace these wanted criminals, it’s them and us and this is a fight we are not willing to lose.

“We have heightened our operations and are intensifying them throughout the country,” said General Masemola. – SAnews.gov.za

Pandor warns of looming genocide in Gaza, calls for immediate cease flame

Pandor warns of looming genocide in Gaza, calls for immediate cease fire

International Relations and Cooperation Minister, Dr Naledi Pandor, on Tuesday warned that the crime of genocide “sadly” looms large in the current situation in Gaza, as the conflict between Israel and Palestine continues.

“We recall that in 1994, a genocide occurred on the African continent, with much of the whole world watching as innocent people were massacred,” she said.

Pandor, who delivered a statement in the National Assembly explaining the country's standpoint on the war, called for an immediate ceasefire in Gaza and the opening of humanitarian corridors and basic services to allow much-needed aid to reach those that are injured.

“The actions that we are witnessing daily by Israel are a violation of international law, including the United Nations Charter, the Geneva Convention and all its protocols, and its attacks on and kidnapping of innocent civilians.”

While she did not mince her words when talking about Israel, she told the Members of Parliament that Hamas has also violated international law.

“While we express horror at the violence, it is critical that we acknowledge that the illegal occupation of Palestine by Israel for several decades has led to bitter hatred and increased violence, and this violence is not the first violence the people of Palestine have experienced.”

The violation, she said, has been going on for decades.

“The murder of children of women... is an act that should have resulted in the International Criminal Court issuing an immediate arrest warrant for key decision makers, including Mr Benjamin Netanyahu, who is responsible for violations of international criminal law.”

According to Al Jazeera, at least 10 328 Palestinians in Gaza have been killed in Israeli attacks since October 7. Meanwhile, the news channel said the death toll in Israel over the same period stands at more than 1 400.

Pandor has once again stressed that the Israeli-Palestinian conflict can only be solved through the establishment of two States, Palestine and Israel, living side by side in peace.

“The Palestinian State should be created along the lines of the 1967 border with East Jerusalem as its capital, and in line with standing multiple UN resolutions.”

Pandor believes that for this two-State solution to materialise, a peace process initiated by the United Nations (UN) needs to commence urgently.

“We are aware that increasing settlements and illegal occupation have been used to make the creation of a Palestinian State almost impossible.”

Pandor has since outlined concrete actions to end the suffering, including an immediate comprehensive ceasefire and the opening of humanitarian corridors.

She called on all parties to exercise restraint and to desist from fueling unjust war and human suffering, including by seizing the supplying of weapons to the various parties and for the release of all civilian hostages.

“Africa seeks the resumption of a comprehensive dialogue led and owned by Palestinians and Israelis themselves and facilitated by the United Nations,” she said.

In addition, she called for the deployment of a UN Rapid Deployment Force in Palestine mandated to monitor the implementation of a ceasefire, cessation of hostilities and most importantly, to protect civilians.

“Our common humanity dictates that all human lives matter. The time for the international community to stand together and act is now. We, who enjoy freedom from apartheid, can never ever be the ones who agree to any apartheid form of oppression.

“This brutality should not be accepted. We must call for a ceasefire.” – SAnews.gov.za

SA remains the preferred investment destination in Africa

Location: News

SA remains the preferred investment destination in Africa

President Cyril Ramaphosa has emphasised that South Africa remains one of the preferred investment destinations and is an important gateway for markets and other business opportunities throughout the continent.

The President was delivering remarks at the Procter & Gamble Plant launch in Kempton Park, in Ekurhuleni, Gauteng.

“As a clear demonstration of the value of trade between African countries, Procter & Gamble currently exports from South Africa to Namibia, Swaziland, Mozambique and Botswana. We understand that the company is set to supply the African continent from South Africa through the implementation of the African Continental Free Trade Area.

“The African Continental Free Trade Area will unlock opportunities for the development of export markets, enhance industrial bases and regional value chains.

“We expect the continental free trade area to reduce the cost and improve the ease of doing business in Africa,” he said, adding that government wants to make the movement of products, processes and people seamless as companies increase their footprint on the continent.

Over the years, P&G has been a valuable partner to the South African government through the South Africa Investment Conference (SAIC), continually announcing new investments.

Procter & Gamble stands behind many brands that are household names in South Africa, such as Vicks, Old Spice, Gillette, Oral B and Pampers, amongst others, and has a strong manufacturing footprint in the country.

The company has been in Africa for over 50 years. It has manufacturing operations in South Africa, Nigeria, Kenya, Egypt and Morocco, and has distributor operations in over 45 countries.

The President said that it has been greatly encouraging to see the company’s response to South Africa’s ambitious investment drive and the investment commitments made by the company at the five South Africa Investment Conferences that we have held since 2018.

“It is a pleasure being here today with all of you to launch this state-of-the-art production line of Pampers Premium Care. The timing of this launch is very opportune.

“South Africa has just hosted the 20th AGOA Forum. It was an opportunity to showcase the capabilities of the African continent to the United States, the world’s largest consumer market. I was pleased to see that leading companies that have an established presence on our continent, like Procter & Gamble, were represented,” he said.

The launch of Tuesday’s production line is the latest in a number of projects that have given effect to Procter & Gamble’s investment pledges.

Through these and other investments, Procter & Gamble is contributing to the reindustrialisation of South Africa’s economy.

“To drive growth that is sustainable and inclusive, we are working to expand and diversify our manufacturing base, and improve its competitiveness and dynamism,” he said.

The President noted that disruptions to global supply chains caused by COVID-19 lockdowns have highlighted the imperative for companies all over the world to diversify their sources of supply.

Investment

“Just as we have seen the benefits of nearshoring and localisation for South African manufacturers, we can appreciate its value to broader global supply stability.

“South Africa is an investment destination with significant untapped potential. We have the ability to attract higher levels of investment and we look forward to working with Procter & Gamble on its future pipeline of investments,” he said.

While investment decisions often take several years to reach fruition, the President said that the investment commitments made to date have already resulted in substantial investment into the productive economy and have created jobs.

He highlighted that Procter & Gamble has heeded government’s call and has sought to increase the participation of small South African businesses in its value chains.

“We are encouraged by the company’s commitment to sourcing local materials, reducing waste, promoting skills development and creating more roles for women in the company.

“We welcome the work the company has undertaken alongside government departments in expanding access to menstrual hygiene products and supporting Early Childhood Development centres.

“We see these partnerships as a testament to the continued commitment of Procter & Gamble to South Africa and the African continent,” the President said.

The President emphasised that government will continue to support Procter & Gamble to increase its footprint through local sourcing and to contribute to job creation, technological development and sustainability.

He congratulated the Procter & Gamble team, from the shop floor to the senior executives, on the launch of this production line.

The President further congratulated the team for the continuous stream of investments being made to increase the company’s footprint on the continent.

“Through the launch of this production line, Procter & Gamble is making a worthy contribution towards our vision of African producers supplying quality goods to African markets.

“This is the vision of a continent that is emerging as the next frontier of global production, meeting the needs of its own people and the peoples of the world,” he said. – SAnews.gov.za

Summer school participants encouraged to advance Afrobarometer’s goal to “let the people believe a say!”

Afrobarometer

“We want people to have a say in decisions that affect their lives, and you are in that equation, contributing to ensure that we advance the agenda and amplify the voices of citizens on the continent,” Afrobarometer (https://www.Afrobarometer.org/) CEO Joseph Asunka told participants in the network's summer school on Monday in Pretoria, South Africa.

“The contributions that you make to publications will be helpful in making sure that we take our data and analysis to new audiences, driven by new actors like yourselves,” Asunka added in his video message.

The summer school is Afrobarometer's flagship capacity building event, aimed at equipping African scholars with solid skills in research design, survey methodology, and the use of social statistics as part of a broader effort to strengthen research capacity on the continent.

Over the next three weeks, Afrobarometer will be hosting the free training programme in collaboration with the University of Pretoria's Future Africa, a pan-African research institute pioneering approaches to research and innovation on the continent and beyond. At the end of the summer school, participants are expected to produce a research paper.

Describing the summer school, Capacity Building Manager Thomas Isbell said, “One of the core objectives of Afrobarometer is to strengthen capacity for survey research, analysis, and communication on the African continent. In a world that is increasingly dependent on credible data, these skills are needed more than ever to ensure that this work continues to be for Africans and by Africans.”

The 18 participants – 50% women – represent 11 countries: Benin, Botswana, Ghana, Kenya, Lesotho, Madagascar, Mozambique, Nigeria, South Africa, Tanzania, and Uganda.

This year's summer school marked the introduction of an online component to allow participants to build their research skills and understanding of Afrobarometer prior to arriving on campus.

“You are the pioneers of this new model, and I hope that you will set a good example and a good bar for future iterations of the programme,” Asunka said.

Reflecting on the importance of summer school, Adivhaho Florence Ramaite, research officer at the Institute for Security Studies and a 2023 summer school participant, noted, “Afrobarometer aims to be the voice of the people. As researchers, it's crucial we grasp and effectively communicate these findings to policy makers, policy advocates, and NGOs for the promotion of the well-being of Africans.”

SA records over 7 400 malaria cases

SA records over 7 400 malaria cases

South Africa has recorded over 7 400 malaria cases between January and October this year, with only 17% of these having been locally acquired.

This means that more people got infected while out of the country, while the country logged at least 66 deaths during the same period.

The Department of Health has since urged all people travelling to and from malaria-endemic or high-risk areas to take the appropriate precautionary measures to prevent possible infection, as the country enters malaria season.

“Summer season marks the start of the malaria period in South Africa due to higher temperatures and increased rainfall in the malaria transmission areas,” the department explained.

Cases are starting to rise in some parts of the country, especially in high-risk areas.

Malaria symptoms include headache, fever, chills, and muscle and joint pain. The department advised citizens, who experience these signs, to visit their local health facility without delay for effective treatment.

“Late presentation to a health facility with symptoms is one of the contributing factors to increasing malaria morbidity and mortality rates,” the department said.

Malaria is defined as a life-threatening, but preventable and curable disease.

“Early detection saves lives,” the department stressed.

The department has since intensified its malaria response plan through screening and testing around borders in high-risk provinces such as KwaZulu-Natal, Mpumalanga and Limpopo throughout the year for early detection of imported cases.

The department is also embarking on public education campaigns and indoor residual spraying in high-risk areas every year from September until the beginning of the following year.

The department warned pregnant women and children under five years to avoid visiting malaria-endemic areas, unless they take extra caution.

As the Southern African Development Community (SADC) observed Malaria Day on Monday, the Gauteng Department of Health (GDoH) said it continues to target public transport nodes, such as taxi ranks and bus stations, to heighten education among the public on prevention measures.

This comes as Gauteng hospitals reported 1 105 malaria cases and 10 deaths from January to September 2023, as a result of the life-threatening disease spread to humans by mosquitoes in endemic areas.

“The majority of people who were admitted and those who have demised as a result of the disease had travelled to Mozambique, Ethiopia, Nigeria, Zimbabwe, Zambia and Angola,” the GDoH said, adding that these countries are known to be malaria-endemic regions. – SAnews.gov.za

Empowering women: Turning the tide on GBV

Location: News

Empowering women: Turning the tide on GBV

Throughout our history, organised South African women have proven to be a force to be reckoned with by rising above painful circumstances and empowering themselves to create a brighter future for our nation.

The powerful impact of women on our nation was demonstrated on the 9th of August 1956 when 20 000 South African women marched against discriminatory apartheid laws.

Thanks in a large part to the resilience of women, the pass laws were later abolished and it was proven that when “you strike a woman, you strike a rock”.  Today we applaud the strength, determination and bravery of the women who came before us. Many were harassed, detained and died in their quest for freedom. Their selfless actions helped to pave the path for our democracy and its manifold opportunities.

Since 1994, we have made great strides in gender equality, inclusion and representation of women in all spheres of government, business and civil society. Successive democratic administrations have also sought to empower women through our Constitution, legislation and progressive policies.

Though we have accelerated opportunities for women, there is still much work to be done and one of the major challenges that persists and affects women is Gender-Based Violence and Femicide (GBVF).

Considering the harmful effects of GBVF and the alarming rate of these cases, it prompts the question of what is being done to overcome GBVF.

The need to empower GBVF survivors led to the establishment of several Thuthuzela care centres across the nation. These centres are part of our toolkit and actions to help prevent, respond to and support rape victims.

Through these facilities, individuals can report rape cases, receive medical assistance and counselling, open a police case and prepare for court. In this way, these centres give power and hope back to survivors by prioritising their needs and helping them heal from past trauma.

Another government initiative helping victims rise from pain into power is the victim empowerment programme, which supports victims through shelters, counselling and life skills that facilitate behavioural change.

The victim empowerment programme is aimed at eliminating all forms of violence against women and children through a collaborative approach.

Given the complex nature of GBVF, government has been working to strengthen the entire criminal justice system.  In this regard, President Cyril Ramaphosa in 2022 signed into law three pieces of legislation to strengthen the criminal justice system, promote accountability across the state and support survivors.

The pieces of legislation includes tightening bail conditions, strengthening parole conditions, ensuring consequences for contravening a protection order, as well as increasing the minimum sentence for perpetrators of sexual offences.

Through stricter legislation, enhanced policing powers that enable peace officers to arrest perpetrators without a warrant at the scene of domestic violence, and the collaboration of the NPA and courts, women are empowered to take action as we strive to bring perpetrators to book.

Government’s efforts towards tackling the scourge of GBVF continues and currently all avenues are being explored to make attaining protection orders easier.

Alongside government efforts, we also applaud the efforts of the private sector in tackling GBVF. Through the private sector GBVF response fund, we have raised millions to support GBVF prevention programmes, forums, shelters and welfare organisations.

We urge all entities and individuals to continue to work towards eradicating GBVF and to act when they see or know something. One of the ways individuals can assist is through the Bright Sky SA initiative (free mobile application), which helps assess whether someone may be in an abusive situation through completion of a risk assessment questionnaire, as an endeavour to protect them.

We call upon everyone to report GBVF cases to their local police station, toll-free Crime Stop number: 086 00 10111, or via the GBV command centre: 0800 428 428.

Together we can tackle the scourge of GBVF and build the society we want to live in.

Draft White Paper on Citizenship, Immigration and Refugee Protection approved for publication

Cabinet has approved the publication of the White Paper on Citizenship, Immigration and Refugee Protection for public comment.

“The draft policy aims to provide a framework to guide the granting of residency and citizenship to foreign nationals, as well as the protection of refugees and asylum seekers in South Africa, cognisant of the Republic’s national security interests and in compliance with international agreements and protocols on migration that South Africa is party to,” Minister in The Presidency Khumbudzo Ntshavheni said on Monday.

The Minister was addressing a media briefing in Pretoria on the outcomes of the Cabinet meeting held on 1 November in Pretoria.

In addition, Cabinet has approved the submission of the Draft African Renaissance and International Cooperation Fund (ARF) Bill to Parliament.

“The bill seeks to amend the ARF Act (Act 51 of 2000) and establish the South African Development Partnership Agency that will serve as a mechanism to support South Africa’s development and cooperation with sister countries through the promotion of democracy, good governance, the prevention and resolution of conflict, socio-economic development and integration,” Ntshavheni said.

Disability rights, 16 Days of Activism

Cabinet has approved for publication in the government gazette the 6th Annual Progress Report on the implementation of the White Paper on the Rights of People with Disabilities.

The publication of the progress report will coincide with the international commemoration of the Disability Rights Awareness Month from 3 November to 3 December.

“The progress report also signals an increase of the minimum employment equity target from 2% to 3% for persons with disabilities, as from the 2024/2025 financial year, towards a minimum 7% employment equity target for persons with disabilities by 2030,” Ntshavheni said.

Meanwhile, this year marks the 25th anniversary of South Africa’s participation in the 16 Days of Activism for No Violence against Women and Children Campaign.

The campaign will take place under the theme: “Accelerating Actions to end Gender-Based Violence and Femicide (GBVF): Leaving no one behind”.

“This global campaign runs from 25 November -- the International Day for the Elimination of Violence against Women to 10 December -- International Human Rights Day. It aims to combat violence against women, whilst upholding human rights,” Ntshavheni said.

Anti-corruption

Following Cabinet’s approval of the National Anti-Corruption Strategy (NACS 2020-2030) in November 2020, government will host the Anti-Corruption Dialogue to mobilise society in the fight against corruption, in line with the country’s National Anti-Corruption Strategy.

The strategy is aimed at creating a corruption-free society, while also encouraging citizens to have zero-tolerance for corruption and abide by the rule of law.

Cabinet affirms value of AGOA

“Cabinet has always asserted that the African Growth and Opportunity Act [AGOA] provides an opportunity for the United States of America to strengthen its economic relationship with Africa and thus it must be extended for a meaningful period, enhanced to make it impactful and attractive,” said Minister in The Presidency, Khumbudzo Ntshavheni on Monday.

The 20th AGOA Forum was hosted in Johannesburg last week and it concluded on Saturday.

The forum, held from 2 - 4 November 2023, brought together participants from 32 Africa countries from government, business, civil society and organised labour, for the first time, including representatives of the United States government.

BRICS Tourism Ministers’ Meeting

Cabinet has also welcomed the successful conclusion of the 2023 BRICS Tourism Ministers’ Meeting held in Cape Town, which committed member nations to deeper cooperation and to promote intra-BRICS tourism, develop routes for better tourism mobility and connectivity among the member countries.

Ntshavheni said this will further strengthen South Africa’s tourism sector, which is already showing signs of recovery.

“For the first eight months of 2023, the country saw 5.5 million arrivals, which represented a 63.4% increase from the same period in 2022,” the Minister said.

Held in Cape Town on 24 October 2023, the BRICS Tourism Ministers’ Meeting provided an opportunity for exchange of information and experiences, as well as deepening cooperation among BRICS members to reach consensus on key policy priorities for a balanced tourism recovery.

To ensure continuity and to leverage on the combined strength of BRICS member States, South Africa’s theme for chairing the meeting was: “Sustainable and inclusive tourism recovery”, which aligns to the overall theme of SA’s chairship. – SAnews.gov.za

All eligible voters are encouraged to go to and check their voter registration status when the Independent Electoral Commission (IEC) holds its first voter registration weekend.

The registration weekend will be held on 18 and 19 November 2023 ahead of the General Elections next year.

Minister in The Presidency, Khumbudzo Ntshavheni, said: “Cabinet is calling on all eligible voters to register to vote in the 2024 General Elections at your nearest voting stations.”

The Minister said online voter registration has already commenced, with citizens urged to make use of the online facility to register or update their details.

“South Africans, who have applied for their IDs, are encouraged to visit their local Home Affairs office to collect them. There are more than 500 000 smart ID cards still to be collected at Home Affairs offices across the country,” she said.

The IEC has said that some 22 300 voting stations will be open to the public during the voter registration weekend.

The commission explained that only South African citizens 18 years and older can vote.

“To register, you need a South African identity document – either a green barcoded ID book, a smart ID card, or a valid temporary ID certificate. To register, you must also provide an address or description of where you live, so that the IEC can place you in the correct ward and voting district. No proof of address is needed.

“If you don’t have an ID, please apply for one at Home Affairs as soon as possible. In addition to their normal working hours, Home Affairs offices will be open on 18 and 19 November, from 8am to 5pm, to coincide with the voter registration weekend.

“In the 2024 Elections, you must register at the voting station for the voting district where you live, and vote where you are registered,” the commission said. – SAnews.gov.za

SA recalls diplomats in Israel for consultation

Cabinet has decided to recall all South African diplomats from Tel Aviv for consultation.

“Cabinet is disappointed by the refusal of the Israeli government to respect international law and its continued undermining of the United Nations resolutions for the implementation of a ceasefire with impunity,” Minister in The Presidency Khumbudzo Ntshavheni said on Monday.

Addressing a media briefing in Pretoria, Ntshavheni said the humanitarian corridors for the people of Palestine remain closed, with dire consequences for children, women and innocent civilians.

“The genocidal airstrikes by the government of Israel on the people of Palestine continue, with a rising death toll that includes women and children.

“In the last two days, the world has sat helplessly and watched as intensifying airstrikes on Gaza and the West Bank have destroyed schools, health facilities, ambulances and civilian infrastructure, and supposedly safe roads travelling to the South of Gaza,” the Minister said.

"For these, the Cabinet has decided to recall all South African diplomats from Tel Aviv for consultation."

According to the latest data, the Department of International Relations and Cooperation (DIRCO) said at least 9 227 Palestinian civilians have been killed in Israeli attacks on Gaza since 7 October.

Meanwhile, more than 1 400 Israelis, including settlers and soldiers, have been killed in Israel.

Cabinet also noted with disquiet the continuing disparaging remarks of the Israeli’s ambassador to South Africa, Eliav Belotsercovsky, against South Africans, the leadership of South Africa both in and outside government, including civil society, who are speaking against the holocaust being committed by the Israeli government against Palestinians.

“The disparaging remarks of Ambassador Belotsercovsky are contrasted by the statements of two former Israeli ambassadors to South Africa (Illan Baruch and Dr. Alon Liel), who have been consistent in describing the actions of their government against Palestinians as apartheid.

“The disparaging remarks against those speaking up against the atrocities and the country’s leaders make Ambassador Belotsercovsky's position more and more untenable.

“As such, Cabinet has directed the Department of International Relations and Cooperation to convey the South African government displeasure with the ambassador formally through diplomatic channels,” the Minister said.
