The Portfolio Committee on Sport, Arts and Culture extends its warmest congratulations to South Africa's Under-20 national soccer team on their historic triumph at the Afcon Championship. This remarkable achievement marks a first-time victory for our young talented soccer stars.

Chairperson Mr Joe McGluwa praised the team's success, highlighting the impressive wins against Nigeria in the semi-finals and Morocco in the final. “This victory serves as a foundation for future soccer stars and their successes. Having tasted triumph at this level , the South African Football Association (SAFA) should take the opportunity to build on this momentum and create programmes to empower our youth and ensure that excellence is rewarded,” the Chairperson said.

The committee commends the young players for their formidable spirit and courage,particularly as they were playing away from home.

“We urge SAFA to incentivise and reward the remarkable achievements of our Under-20national team. Recognising and rewarding excellence will not only motivate these young players but also foster a culture of success in South African football. Let's celebrate and support our young talent after this historic win,” Mr McGluwa said.

Minister Lamola arrives in France

International Relations and Cooperation Minister Ronald Lamola has arrived in France to co-chair the Ninth Forum for Political Dialogue alongside the Minister for Europe and Foreign Affairs of the French Republic, Jean-Noël Barrot.  

“This bilateral engagement will enable the two Ministers to review progress and discuss key issues of mutual interest, further strengthening the strategic partnership between South Africa and France,” the Ministry of International Relations and Cooperation said on Friday.

South Africa enjoys robust trade relations and significant investment flows with France, which remains one of its largest trading partners within the European Union. 

The two nations also collaborate strategically in critical areas such as education and skills development science, technology, arts, and culture, energy cooperation, health and defence. 

According to the Ministry, the forum will further provide an opportunity for the Ministers to exchange perspectives on pressing global and regional geopolitical developments, underscoring their shared commitment to multilateralism and a rules-based international order.

Mashatile Undertakes an Official Working Visit to France

Deputy President Shipokosa Paulus Mashatile will undertake an official Working Visit to the Republic of France from 19 – 24 May 2025, for the South Africa-France Investment Conference. The Visit is aimed at strengthening relations between the two countries and, most importantly, mobilising investments in order to realise the country's economic growth and transformation objectives.

South Africa and France enjoy cordial relations underpinned by a robust bilateral cooperation programme in areas such as Political Dialogue, Defence, Science & Technology, Energy cooperation, Education and skills development, Health, Transport, Arts and Culture, among others.

This Investment Conference will be held under the theme “SA-France: A Partnership for Mutual Prosperity” with the objective of attracting Foreign Direct Investment (FDI), Public-Private Partnerships (PPPs), and financial resources focusing on key issues such as unemployment, poverty, inequality, climate change and transitions in the digital economy.

The Conference will be centred on eight main sectors, namely Energy, Infrastructure, Transport and Logistics, Finance, Tourism, Agriculture and Agro-Processing, Mining, as well as Information and Communication Technology (ICT). There will also be breakaway groups, which will explore practical steps for projects and investments in these areas.

In addition, the Conference will consist of a high-level segment by Government officials who will lead on thematic discussions related to investment opportunities, policies, and the investment climate in South Africa.

The Deputy President is expected to have a bilateral meeting with his counterpart, Mr Francois Bayrou, Prime Minister of the French Republic.

Parliament's All Party Parliamentary Group for Africa (APPG) publishes today a report highlighting the importance of achieving a just and rapid energy transition in Africa, one that responds to the need for cleaner energy while expanding energy access and enabling more rapid development. In this transition, Britain has an important and constructive role to play. This report has been produced by the AAPPG in partnership with the Royal African Society (“the Society”), which acts as the Secretariat for the APPG.

As a continent, Africa has contributed least to causing climate change, yet is suffering most from its impact, while 600 million of its 1.4 billion people still have no or only intermittent access to electricity. 

With enormous potential for renewable energy, as well as some of the world's largest carbon sinks and many of the essential minerals for a clean transition, Africa has a crucial role in tackling climate change. But to enable Africans to mitigate and adapt, faster economic development using increased energy supply and access is crucial.

The report, link to doc on RAS website (apo-opa.co/44AMX01): Africa's Just Energy Transition: How Can the UK Support? is the result of an 18-month inquiry consulting a wide range of witnesses from Africa and beyond. It explores the challenges and solutions to Africa's energy dilemma, from the use of solar mini-grids and stand-alone systems and clean cooking technologies, to hydro, wind, gas and geothermal energy, and the role of Just Energy Partnerships (JETPs) with South Africa and Senegal.

In particular it looks at how the transition can be financed, from traditional grants and loans, through blended finance and private sector investments, to better use of carbon markets.

It makes nine specific recommendations for action by the British government, covering:

  • The need for the UK to deliver on its existing commitments on climate and finance;
  • Helping African governments mobilise more domestic resources and international funding for the energy sector;
  • Helping African countries create appropriate regulation and a conducive environment for investment;
  • Supporting African innovation and industrialisation, including through the work of BII and PIDG.

The report is being sent to the British government and circulated widely in Africa and the UK as an input to policy-making and debate on climate and energy issues.

Giants of Africa (https://GiantsOfAfrica.org/), a non-profit organization dedicated to empowering African youth through basketball, alongside its founder Masai Ujiri, Vice-Chairman and President of the Toronto Raptors, has announced Giants of Africa Festival 2025. Returning to the vibrant city of Kigali, Rwanda from July 26-August 2, the event will bring together 320 young athletes from 20 African nations, and more than 20,000 spectators for a week of community, culture, basketball, education, and entertainment. The festival will unite communities, spark potential, and drive transformative change across the continent.

“Like these kids, I grew up on the continent,” says Ujiri. “As Africans, we know the landscape of what the kids go through. We know they dream just like we did and it really inspires me because, those kids have so much more talent and intelligence, they have ways to communicate now that we didn't. This festival is about showing them there is a path. We want them to never stop dreaming.”

Giants of Africa Festival 2025 will begin with an exhilarating Opening Show, as the athletes unite in an inspiring parade to kick off the weeklong celebration. South African international DJ sensation Uncle Waffles, MTV Video Music Award-winning choreographer Sherrie Silver, and Rwandan singer and songwriter, Kevin Kade will bring electrifying performances as Ujiri and special guests welcome all to the festivities. The awe-inspiring event will mark the beginning of life-changing journeys for Africa's leaders of tomorrow.

Taking place across Kigali Sports City's BK Arena, Amahoro National Stadium, Petit Stade, and Paralympic Gymnasium, the festival will showcase the full potential of Africa's sports and entertainment ecosystem, highlighting its social and economic value for the next generation and the continent at large. Giants of Africa Festival 2025 will also serve as the grand opening of Zaria Court. Founded by Ujiri, the new mixed-use sports, entertainment, and cultural district includes an 80-room hotel, sports bar, basketball court, event space, retail outlets, gym, five-a-side football pitch, and outdoor public areas.

The festival will conclude with a spectacular Closing Concert featuring performances from Nigerian Afrobeats artist Kizz Daniel and award-winning Nigerian singer/songwriter Timaya. Celebrity guests in attendance throughout the week will include Chris Tucker, Candace Parker, Robin Roberts, Chiney Ogwumike, Didier Drogba, Michael Blackson, Boris Kodjoe and more. Additional performers for both the Opening Show and Closing Concert will be announced in the coming weeks.

Since 2003, Giants of Africa has empowered youth through basketball, hosting camps and building courts across 20 African countries. The foundation not only teaches game fundamentals but connects young people with inspirational mentors who show how determination, leadership, and integrity can transform dreams into reality. Also central to their mission is basketball's unique power to transcend barriers and unite diverse communities. The Giants of Africa Festival is a culmination of this vision, featuring a weeklong youth basketball camp and tournament that brings together young men and women from 20 nations. Youth campers will represent Senegal, Nigeria, Cameroon, Mali, Ivory Coast, Ghana, Burkina Faso, Benin, Gabon, Rwanda, Kenya, Uganda, South Sudan, Tanzania, D.R. Congo, Somalia, Ethiopia, Morocco, Botswana, and South Africa. Giants of Africa and NBA/WNBA coaches and personnel will lead training sessions, with assistance from local coaches from the participating countries. A round-robin tournament will determine which countries and players will compete in the festival's championship and all-star games.

This year, Giants of Africa will also present its inaugural Threads of Africa Fashion Show, celebrating culture, fashion, and design from across Africa. The show will spotlight the work of three talented fashion designers, each from a different region of the continent. The Women's Community Outreach Program will take place in Rwanda and across all 20 represented countries, offering leadership and education sessions in local communities to empower women and girls with knowledge, resources, and inspiration.

Giants of Africa Festival 2025 follows the inaugural Giants of Africa Festival (https://apo-opa.co/42RZZFe) which took place in Kigali in 2023 in celebration of the non-profit's 20th anniversary. The event united over 250 youth basketball players from 16 African nations, drew in over 14,000 spectators, and saw an estimated $1.5M invested into Kigali's local economy. The festival culminated in a closing concert featuring performances from Afrobeats icon Davido, Queen of Afrobeats Tiwa Savage, Rwanda's own Bruce Melodie, and South African superstar Tyla. It was a beacon of unity, inspiration, and transformation that ignited the continent. Building upon their bold ambitions, Masai Ujiri and Giants of Africa are poised to make an even more powerful statement in 2025.

SA-Ghana strengthen tourism partnerships

Tourism Minister Patricia de Lille has embarked on a special outreach programme to Ghana to strengthen tourism partnerships and promote cultural exchange between the two nations.

As part of the outreach programme, taking place from 26 – 28 March, de Lille will engage the Minister of Tourism, Culture and Creative Arts of Ghana, Abla-Dzifa Gomashie as well as the South Africa-Ghana Chamber of Commerce, tourism trade, key media and tourism stakeholders to showcase South Africa as an attractive leisure and MICE (meetings, incentives, conferences and exhibitions) destination.

The easing of visa regulations between the two countries in November 2023 was a progressive step that contributed to unlocking significant tourism potential. 

It also marked a new chapter in strengthening tourism and trade, creating a seamless journey for both South Africans and Ghanaians to experience the beauty and diversity Ghana and South Africa have to offer. This development also opened doors for increased business, leisure and cultural exchange.

“Ghana and the broader African continent are incredibly important markets for South Africa’s tourism sector. 

“This visit reaffirms our dedication to deepening partnerships and unlocking growth opportunities through meaningful collaboration. Ghana has emerged as a standout performer, recording an exceptional 149.0% increase in tourist arrivals to South Africa in 2024 when compared to 2023. 

“The number of Ghanaian visitors surged to 36 656, largely due to the introduction of a visa waiver in November 2023 coupled with the consistent marketing by South African Tourism, allowing citizens of both countries to travel to each other's country visa-free for up to 90 days within a year,” the Minister said.

Her visit holds added significance as it takes place in a year when South Africa proudly hosts the G20 Summit - a momentous occasion that highlights South Africa’s growing influence on the global stage and its commitment to fostering meaningful partnerships across the African continent.

“We recognise the immense potential of intra-African travel to drive economic development, cultural exchange, and shared prosperity. It is for this reason that we are conducting this outreach mission to strengthen relations and partnerships with our counterparts in Ghana,” de Lille said.

The outreach programme will also enable senior officials from both countries to engage further on tourism bilateral issues and enhance relations. – SAnews.gov.za

Chinese Traditional Culture Presented in Pretoria Market

On 22 February 2025, the Chinese Embassy in South Africa held a Lantern Festival themed activity at the famous Boeremark in Pretoria to promote traditional Chinese culture. Minister Li Zhigang attended the event.

A number of exhibition areas were set up on the spot. Locals were invited to taste tangyuan, the traditional Chinese delicacy. They received Chinese culture themed books and souvenirs, watched Chinese martial arts and dance performances, and learned about the origin and customs of the Lantern Festival, as well as the 24 solar terms and 12 zodiac signs. Traditional Chinese culture was presented in a graphic, vivid way. The game of pitch-pot was played and the 12 zodiac seals were presented to attract more people to participate and feel the charm of Chinese culture.

Chinese culture is profound and has a long history. This event allowed the local people to appreciate the profound Chinese culture in a relaxing and pleasant atmosphere, and to enjoy the festivity while savouring the delicious food. It not only showed the unique charm of traditional Chinese culture, but also built a bridge of communication and understanding for people of different cultural backgrounds.

Rodgers announces strategic initiatives to drive KZN economic growth, job creation

KwaZulu-Natal Finance MEC, Francois Rodgers, has announced a number of strategic initiatives aimed at boosting the province's economic growth, creating jobs, and stabilising the cost of living.

Rodgers highlighted some of the initiatives, when he was tabling the province’s R158.478 billion budget for the 2025/2026 financial year, on Tuesday.

In his address, Rodgers highlighted the positive signs of economic recovery, pointing to key indicators, including an increase in the province’s equitable share and additional allocations in conditional grants.

He also noted the progress being made through the Provincial Financial Recovery Plan.

“What is required now is discipline with a sharp focus on the end objective, growth in our economy, job creation, and stabilising and reducing the cost of living,” Rodgers said.

Initiatives to strengthen financial discipline

The MEC said the provincial Treasury is committed to perform financial oversight and monitor provincial expenditure, with a view to prevent non-essential government activities.

He added that efforts are underway to identify new streams of revenue for the provincial fiscus.

Another key initiative is the adoption of a cost-containment instruction by the Executive Council, which aims to sustain KZN’s ability to meet its needs, “while protecting its future.”

“Cutting the nice to haves to protect the must haves. One such example is [council] agreement to do away with rental vehicles, with procurement for vehicles, in line with National Treasury guidelines.

“When the GPU (Government of Provincial Unity) took office, the province was projecting to over-spend in the region of R10 billion, [but] with strict control measures and compliance, we have now reduced this to R4.9 billion,” Rodgers highlighted.

E-procurement tool

To further improve financial efficiency, Rodgers announced that Treasury is awaiting approval for the acquisition and implementation of an e-procurement tool, a system designed to eliminate overcharging of goods and services during the Supply Chain Management (SCM) and tender processes.

“This system will yield enormous savings for the province and reduce irregularities in the procurement process,” Rodgers said.

The MEC said the provincial government is making great strides in achieving a balanced budget, noting that “it’s a painful process, but a process that needs to be sustained and supported.”

Rodgers further announced that starting in April 2025, the provincial government will introduce departmental financial dashboards, which will reflect departments financial metrics, such as creditors, debtors, cash balances, and projected expenditure.

He said these dashboards will assist members of the Executive Council and oversight committees with a clearer picture of the province's financial health.

Additionally, the provincial Treasury is exploring the establishment of an information centre, which will focus on "Operation Pay on Time" and assist with tender processes and supplying information on Public Private Partnerships (PPPs).

“Going forward, I will continue, in my capacity as MEC, to regularly engage the Premier and the provincial executive on good financial practices. We will be consistent in our advocacy for efficient expenditure and the prioritisation of programmes aimed at alleviating poverty, inequality, unemployment, effective service delivery and building a sustainable economy,” the MEC said.

Provincial budget highlights

A large portion of the 2025/2026 provincial budged (79.9%), has been allocated to the three key social services departments, including Education, Health, and Social Development.

The Education Department received the largest share of the budget, with R66 690 206 allocated, followed by Health with R56 211 801.

This International Women's Month, inDrive is taking a bold step toward greater inclusivity by setting a target to onboard over 400 female drivers in Cape Town. By creating more earning opportunities for women and meeting the growing demand for female drivers, this initiative seeks to foster a more diverse and equitable ride-hailing industry. Increasing female representation behind the wheel is a key move toward economic empowerment and a more inclusive mobility landscape.

Recent research revealed that over 80% of e-hailing passengers would prefer female drivers when given a choice. These findings highlight the critical need for increased female participation in the industry, ensuring more inclusive, and trusted mobility experience for all.

“We understand the barriers women face in accessing employment opportunities in South Africa. Our commitment to increasing female driver participation is just one of the ways we aim to create more equitable opportunities,” said Ashif Black, Country Representative at inDrive South Africa. “Passengers also have the option to select female drivers, enhancing their control over the ride experience and further empowering women in the industry.”
