SA freight rail sector requires R50 billion investment

Location: News

SA freight rail sector requires R50 billion investment

Transnet Freight Rail (TFR) will need in excess of R50 billion investment in the next five years to improve capacity and the freight rail performance.

In recent years, Transnet has experienced challenges characterised by the condition of the network, security issues, including cable theft and infrastructure vandalism, as well as the unavailability and reliability of the locomotives.

Addressing a webinar on the state of freight and rail in South Africa, TFR Acting General Manager: Rail Network and Projects, Bessie Mabunda, said the entity requires a combination of funding to deal with the network backlog and to continually maintain the network at the desired standard.

In addition, Mabunda said a level of capital funding will be required to sustain the network at full capacity.

Transnet’s primary business is to provide rail transport of commodities for the export, regional and domestic markets.

“The National Rail Policy, approved by Cabinet on 23 March 2022, provides an opportunity for funding through full network reflective tariff, as well as  government support and public participation. From a network restoration point of view, we have identified that some of the corridors have a high requirement due to years of underfunding.

“There are certain lines that require more intensive maintenance due to the age of the line, the design topography and the impacts of weather. Certain lines are also more prone to theft and vandalism, especially our electrifying lines and our fully signaled areas, which have been under siege in the last couple of years,” Mabunda said on Thursday.

From a 'sustaining capex' point of view, Mabunda said the biggest concern is that most of the train authorisation systems are actually at the end of life and must be replaced.

“New technology is being considered, which will be less prone to theft. With regards to the telecom system, our requirements are mostly driven by the legal compliance to Independent Communications Authority of South Africa (ICASA) and similar regulations,” Mabunda said.

In an effort to address the security challenges, the entity will implement the outcomes based security (OBS), which relies on boots on the ground and vehicles guarding the network.

“The OBS places the responsibility of protecting the network on the service providers, who implement a combination of various security measures, including physical guarding, intelligence as well as technology such as drones, CCTVs and smart fencing.

“Over and above what the OBS providers are doing, the TFR security has put in place strategies that are meant to curb the scourge of security incidents. These include replacing copper cables with copper magnesium that has no resale value and therefore will deter criminal in terms of stealing cables,” she said.

The entity is also piloting a system on some of the lines, which will allow it to pick up intrusions close to the rail network before the criminals cut the cables.

In addition, Transnet is employing other measures such as target hardening for substations and target hardening to protect the signaling equipment.

With Transnet’s peace officer status, internal security has powers to make arrests.

“We have been carrying out specialised operations at hotspot areas; we have been focusing on illicit markets in conjunction with law enforcement agencies. There has been a national logistics committee that has been established and one of the work streams focuses on an integrated approach to fighting crime with support from law enforcement agencies.

“We are also creating capability to ensure effective identification and investigation of organised crime groupings and follow up on any suspected internal involvement. It is important that when arrests are made that we are able to connect these individuals to other crimes that could have taken place in the Passenger Rail Agency of South Africa, Eskom and City Power networks, so that we have stronger cases and improve our chances of getting a successful conviction,” she said.

As pertaining to the rolling stock, Transnet has enlisted the assistance of various original equipment manufacturers (OEMs) for their fleet.

“The original equipment manufacturers of stock are critical to the supply of spare parts, especially parts and systems that have inherent intellectual property linked to it. We have concluded and awarded one of the contracts, it supports our diesel fleet. There are three contracts that we do need to award. The second contract is at final approval stage and the last contract is in technical evaluation,” Mabunda said.

She said returning the long standing locomotives into service is only part of the solution, as there is a further requirement for continued sustainability of the fleet to ensure reliability and availability.

“This we can only do through long-term agreements with the respective OEMs in the form of Material and Reliability Support Agreement (MRSA), where the OEMs provide, amongst others, the necessary parts, technical support as well as guidance.

“The MRSA is in the final approval stage and the second contract is in the negation phase. All of these initiatives are expected to be in place within the next few months, with the benefits being realised as early as the next financial year,” Mabunda said.

Transnet is also hard at work improving the status of the fleet by performing certain modifications through Transnet engineering, which has already seen a number of locomotives being returned to service using alternative compressors.

“We have a large order of compressors that will assist us in the interim to return some of the long-standing locomotives. We are also focusing on digital transformation.

“This is to transform the business by implementing integrated technologies and systems across the value chain including train planning, yard operations – that will allow us track and trace rolling stock, unlock value and drive efficiencies and position us for the railway of the future,” she said. – SAnews.gov.za

World Rugby clears Mbongeni Mbonambi

World Rugby clears Mbongeni Mbonambi

World Rugby has determined that there is insufficient evidence at this time to proceed with charges against South African rugby player Mbongeni Mbonambi.

Mbonambi was accused by England’s Tom Curry of using discriminatory language during the England versus South Africa Rugby World Cup 2023 semi-final last Saturday.

In addition, a further allegation was brought forward in recent days about a previous match in the Autumn Nations Series 2022.

“Any allegation of discrimination is taken extremely seriously by World Rugby, warranting a thorough investigation. Having considered all the available evidence, including match footage, audio and evidence from both teams, the governing body has determined that there is insufficient evidence at this time to proceed with charges.

“Therefore, the matter is deemed closed unless additional evidence comes to light,” World Rugby said in a statement on Thursday.

The body said it accepts that Curry made the allegations in good faith, and that there is no suggestion that the allegation was deliberately false or malicious.

“World Rugby is also concerned by the social media abuse that both players have been subjected to this week. There is no place in rugby or society for discrimination, abuse or hate speech, and World Rugby urges fans to embrace the sport’s values of respect, integrity and solidarity,” it said.

This news comes ahead of the 2023 Rugby World Cup final where South Africa will take on New Zealand, also known as the All Blacks, at Stade de France in Paris, on Saturday.

The Rugby World Cup final kicks off at 9pm and will be broadcast live on SuperSport and SABC.

Excitement is mounting in the country, with supporters looking forward to watching the historic World Cup final game, which will also be screened at various fan parks.

The City of Cape Town has announced three public viewing areas and the Free State province will have a fan park at the SaamTrek Fan Park - Phakisa Raceway.

“The World Cup this year has been one of the most exciting and unifying sporting events in our nation's history. For the final, the City is pleased to announce three public viewing sites in the CBD, Langa and Mitchells Plain where residents can get together and hopefully watch the Springboks make history by winning the title for a fourth time,” Cape Town Mayor Geordin Hill-Lewis said.

Free State MEC for Small Business Development, Tourism and Environmental Affairs, Thabo Meeko, called on citizens to back the national rugby team at the SaamTrek Fan Park - Phakisa Raceway.

Entrance will be free. Additional activities and entertainment include a kiddie’s village, biker stunts show, car drifting, music performances, food stalls, and tourism products exhibitions. – SAnews.gov.za

Call to reduce carbon emissions

Location: News

Call to reduce carbon emissions

Minister of Forestry, Fisheries and Environmental Affairs, Barbara Creecy, has called for nations to move with speed to reduce carbon emissions to limit the severity of climate change impacts.

“Simultaneously, we have to adapt and build resilience to the impacts that will occur, even in a 1.5 degree world. The Sixth Report of the International Panel on Climate Change shows us that the world is already dangerously close to an average temperature increase of 1.5 degrees above pre-industrial times,” the Minister said on Tuesday.

She was addressing the National Assembly debate on the Climate Change Bill, which will enable the orderly reduction of greenhouse gas emissions through the implementation of sectoral emission targets to guide the journey to the mid -century net- zero commitment.

The Bill will also ensure the country reaches its Nationally Determined Contribution by assigning individual enterprises carbon budgets and facilitating public disclosure of the progress.

“We know climate change impacts will hit the most vulnerable communities first, and will hit them the hardest. A key part of building climate resilience is to set up 'early-warning' systems so that communities can prepare for disasters before they happen,” the Minister said.

According to the Global Commission on Adaptation, knowing that a natural disaster event will happen 24 hours before it occurs can reduce damage by 30 percent.

The Department of Forestry, Fisheries and the Environment and the South African Weather Service (SAWS) currently provide regular weather updates and have technology that can give South African communities advanced warning of extreme weather events.

“Our fundraising efforts aim to improve existing infrastructure and replace outdated and dysfunctional systems. Responding to climate change is not the responsibility of government alone.

“Every aspect of society and the economy will be impacted upon. Consequently, the Bill will formally establish the Presidential Climate Commission as a statutory body to mobilise communities, organised labour, business and civil society to represent a whole of society response to future challenges,” Creecy said.

Last month, African leaders adopted the Nairobi Declaration on Climate Change and Call to Action, which recognises that decarbonising the global economy is an opportunity to contribute to equality and shared prosperity on our continent.

“In support of this vision, President Cyril Ramaphosa, at the United Nations Climate Summit, called on developed countries to meet the need for new, predictable public finance to support climate adaptation and build resilience to loss and damage in developing countries so that no country should ever have to choose between development aspirations and climate action.

“With abundant solar and wind resources, and significant reserves of critical minerals, South Africa is positioning itself to be a leader in renewable energy, green hydrogen and sustainable industrialisation.

“The Just Transition Framework developed by the Presidential Climate Commission aims to ensure that climate actions adhere to principles of procedural, restorative and distributive justice. Consequently as our country develops our vision of a Just Transition to a low carbon economy and climate resilient society we will ensure it is sustainable, inclusive, comprehensive and leaves no one behind,” the Minister said.

The Climate Change Bill will provide impetus for mainstreaming the country’s climate and disaster response by placing a legal obligation on every organ of state to coordinate and harmonise policies, plans, and programmes, to make sure climate change risks and associated vulnerabilities are acted upon by national, provincial and local government.

“Because sub national governments already face financial shortfalls, the Bill provides mechanisms for national government to provide additional support for our climate change response.  Already the Department has mobilised finances to assist municipalities to prepare climate response strategies.

“Honourable members, government and society have already achieved a great deal through voluntary co-operation. With this important legal instrument, we are approving today, much more can be achieved for both people and nature,” the Minister said. –SAnews.gov.za

SAA to be officially relaunched

SAA to be officially relaunched

Government is expected to officially relaunch South African Airways (SAA) in Cape Town on Thursday.

The event – which will mark two years since SAA returned to the skies – will also be used to announce the restart of the state-owned airliner’s direct flights to São Paulo, Brazil.

Public Enterprises Minister Pravin Gordhan said the relaunch was a milestone for the airliner which had run into turbulence after it was grounded for 16 months and underwent business rescue and averted liquidation.

“The upcoming event marks a very significant step in the resurgence of South African Airways. We look forward to the official relaunch of SAA, along with the introduction of its first intercontinental flight to São Paulo, Brazil,” Gordhan said.

In a statement earlier this year, SAA revealed that it will fly four times a week to São Paulo with two flights each departing from Cape Town and Johannesburg.

At the time, SAA Interim CEO, Professor John Lamola, said the airliner took the decision to introduce the long haul flight following thorough sustainability analysis.

“We are overjoyed to announce São Paulo as our first international destination since the airline successfully emerged from an intensive Business Rescue process and COVID-19 lockdown. It also marks our return of our long-haul service out of Cape Town. The teams at SAA are working hard behind the scenes to gear our operations for this much-anticipated route launch to South America.

“Our decision to begin the relaunch of our long-haul service with São Paulo was taken based on a rigorous analysis of the viability of the route. Sustainability has been at the heart of SAA’s approach since our restart,” he said.

The first flight to the South American country is expected to depart from Cape Town next Tuesday with the Johannesburg flight to follow suit on November 6. – SAnews.gov.za

SA urges BRICS collaboration for tourism

Location: News

SA urges BRICS collaboration for tourism

South African Tourism Minister, Patricia de Lille, says the BRICS partnership is enough reason for Tourism Ministers and countries to come together and work in collaboration to grow their sectors and economies.

De Lille made the remarks during the opening session of the BRICS (Brazil, Russia, India, China, and South Africa) Tourism Ministers meeting held in Cape Town on Tuesday.

Held under the theme: "Sustainable and inclusive tourism recovery", the meeting builds on South Africa's 2023 BRICS Summit held in August under the theme: "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development and Inclusive Multilateralism".

De Lille noted that in the Summit Declaration, BRICS Heads of State acknowledged the urgent need for tourism industry recovery and the importance of increasing mutual tourist flows.

“We are here today to agree on a way forward and action plan. The BRICS Tourism Ministers Meeting will exchange information and experiences in our tourism sectors.

“It is also an opportunity for BRICS Members to reach a consensus on key policy priorities for a more just and sustainable tourism recovery. We do so because we know that poverty, unemployment and inequality are the biggest problems the world faces,” De Lille said.

According to the United Nations World Tourism Organisation (UNWTO), international arrivals could reach 80% to 95% of pre-pandemic levels in 2023.

In South Africa, the tourism sector has risen from January to August 2023, with a total of 5.5 million international tourists arriving in the country, signifying a remarkable 70.6% surge compared to the same period in 2022.

While this resurgence is encouraging, the Minister noted these figures still lag behind the pre-pandemic levels of 2019 by a 19.0% shortfall.

However, she said the figures are encouraging, noting that within the 5.5 million arrivals, “the African region has the biggest share.”

The Minister noted that tourism can be an engine of growth of our economy, and it is also a key part of our country's Economic Reconstruction and Recovery Plan.

“We have seen similar growth in our fellow BRICS countries. This recovery provides an opportunity to implement transformational shifts as the travel and tourism sector creates a more resilient and inclusive future.

“As international arrivals are forecast to reach 1.8 billion by 2030, this growth should be sustainable and inclusive and contribute positively to the communities, natural ecosystems, and cultural heritage,” the Minister said.

Aligning tourism strategies

De Lille also called on BRICS Members to align tourism strategies with the six lines of action, as recommended by the UNWTO's One Planet Vision for a Responsible Recovery of the Tourism Sector.

These include public health, social inclusion, biodiversity conservation, combating climate change, ensuring a circular economy that empowers all, and a commitment to fair and transparent governance and finance.

“Our collective recovery of tourism must be measured beyond economic impacts. A fairer development model is called for.

“It involves stakeholders at different levels in its planning and implementation and provides decent work conditions and opportunities for all, including women, youth, people with disabilities and indigenous communities,” De Lille said.

She said the meeting will explore cooperation priorities for BRICS Members to achieve a resilient, sustainable and inclusive tourism recovery.

“We will look at mainstreaming sustainable policies and practices so we can take steps to support better the transition to a green, low emissions and climate-resilient tourism economy.

“We will look at developing more sustainable tourism business models using technology to manage visitor flows better. We will encourage a paradigm shift by reconsidering perceptions of tourism success. Is it just arrival numbers or the actual impact on communities?” she asked.  – SAnews.gov.za

IEC launches the 2024 National and Provincial Elections programme

The Electoral Commission of South Africa has formally launched the 2024 National and Provincial Elections (NPE 2024) programme as a means of declaring its readiness to host millions of eligible voters at over 23 296 voting stations across the country next year.

According to the Electoral Commission, the NPE 2024 will be historic, as independent candidates will, for the first time, be able to contest for seats in the national and provincial elections.

The legislation enabling the participation of independent candidates was signed into law in April by President Cyril Ramaphosa.

The Commission, led by the institution’s chairperson Mosotho Moepya and Sy Mamabolo, the Chief Electoral Officer, presided over the launch of the NPE 2024 at Gallagher Estate in Midrand and was attended by various stakeholders, including political parties.

“Today, we stand proud as the pre-eminent Constitutionally-mandated body that manages elections, and make bold that we are ready for the NPE 2024,” Mamabolo said.

Mamabolo explained that while the term of office of the current legislatures, national and provincial governments ends around 18 May 2023, the national and provincial governments will remain in office until the newly elected public representatives are able to take office.

He said in terms of the Constitution, the country must have an election within 90 days of the expiry of the legislatures’ terms.

“Therefore, an election is possible between May and the middle of August 2024. The proclamation of the election date is by our Head of State, His Excellency President Cyril Ramaphosa, after consultation with the Electoral Commission.

“Our expectation is that the provincial elections will be, as they have for the past 30 years, synchronised with the national election,” he said.

Mamabolo said once the Electoral Amendment Act was signed into law by the President, the Commission moved with speed to finalise the supporting business applications necessary for the implementation of the Act.

Prior to each election, the Electoral Commission launches registration drives aimed at enrolling new voters and empowering existing ones to scrutinise and, where necessary, amend their registration details.

The Commission reiterated its commitment to open nearly all voting stations for the weekend of November 18th and 19th, 2023.

This monumental effort not only registers new voters but also facilitates the verification of the roll. Station-based registration ensures equitable access to the vote.

Modernising registration

Furthermore, the Electoral Commission has expanded registration modalities to enable voters’ continuous enrolment.

For those with internet access, registration, inspection and updates are accessible via www.elections.org.za.

Voters may also visit local Commission offices or capitalise on various activation campaigns to register and update their information.

The theme for NPE 2024 will be: “Your Democracy, Own It” - celebrating the fruits of democracy by showcasing different, real-life experiences of young South Africans from all corners of the country.

The Commission called on South Africans to use its online portal for registration, verification and updates.

“We urge you to actively participate in the registration weekends and exercise your responsibility as engaged citizens who choose their own representatives.

“We extend a call to all electoral stakeholders to stand shoulder to shoulder with us, working collaboratively to make these historic elections a resounding success,” Mamabolo said.

Moepya said the Electoral Commission of South Africa is approaching the upcoming elections with immense pride and a profound sense of responsibility.

“This is so because our electoral democracy has come a long way since those historic elections in 1994, when millions of South Africans cast their votes for the very first time. While it is essential that we recognise the remarkable achievements of the past three decades, it is necessary for us to embrace the challenges that lie before us,” he said. – SAnews.gov.za

New State-of-the-art Primary Healthcare Clinic to Meet Growing Health Demands in Botleng Extension 6

Location: News
GE

As part of GE Vernova's (https://www.GEVernova.com/) commitment to support communities in areas it operates in, GE Vernova's Steam Power business, is proud to announce the handover of the Botleng Extension 6 Community Health Centre, a first-of-its-kind primary healthcare facility in Delmas, Mpumalanga, South Africa. The clinic was officially handed over to the Mpumalanga Department of Health and marked by an official opening ceremony in Nkangala District of Victor Khanye Local Municipality.

The Botleng Extension 6 Community Health Centre represents an approximated R75 million investment towards the turnkey construction and full equipment kitting of the clinic in efforts to uplift the local healthcare infrastructure. The clinic will play a critical role in meeting the growing healthcare demands of the community and its surrounding areas. Up to 100 000 local beneficiaries will have access to comprehensive primary healthcare services including 24-hour emergency care, maternity, dentistry, eyecare, medical dispensary, and mental healthcare services.

While Botleng Extension 6, part of a rapidly growing settlement in Victor Khanye Local Municipality was being serviced by a mobile clinic with restricted services that visits the area twice a week, the new clinic will alleviate the community's burden of travelling great distances to access quality healthcare services. The state-of-the-art facility boasts of a cutting-edge maternity ward equipped with premium GE Healthcare ultrasound/V-scan equipment, ensuring precision healthcare for expectant mothers and their babies. In addition to this, GE Healthcare will roll-out technical, clinical, and soft skills training programmes for nurses and midwives at the clinic, enhancing the quality of healthcare services.

Premier of Mpumalanga, Refilwe Mtshweni-Tsipane expressed the provincial government's gratitude for this significant contribution to the healthcare infrastructure in the region. "This facility will be heralded and safeguarded by generations to come. Not only has it exceeded our standard infrastructural requirements but should be used as a benchmark for public service and infrastructural excellence," Mtshweni-Tsipane stated. "Thank you for leading by example and being a prime example of how private public partnerships can significantly aid our efforts and serve as catalysts for sustainable employment opportunity creation in our communities."

In line with its continuous strategy to empower local businesses, GE Vernova's Steam Power business supported local businesses and communities throughout the construction process where GVK-Siyazama Construction served as the principal contractor, overseeing construction activities. A minimum of 30% of the work was sub-contracted to local Small and Medium-sized Enterprises (SMEs), and the general workforce was sourced entirely from the local community and empowered through accredited trade and skills development trainings. It was critical for the clinic's design approach to incorporate ecologically conscious solutions like rainwater harvesting, energy-efficient fittings and low maintenance landscaping throughout the construction process.

Speaking at the opening ceremony, Emmanuel Thouet, GE Vernova's Steam Power SSA Regional Leader, expressed the company's commitment to driving social change through public-private partnerships. " Over the years, large infrastructure projects have provided us opportunities to create jobs and develop the critical skills needed to drive continuous growth in the energy sector. We recognize that for us to make a sustainable impact, we must be deliberate in our efforts to support social change," he stated. "Through our expertise and innovation, we are able to address social challenges by creating shared value. We are proud to be part of this transformative project that will significantly improve the social and economic vitality of the Botleng Extension 6 community."

Zandile Shange, Eskom General Manager for Kusile Power Plant Project, expressed her enthusiasm for the community-centric partnership Eskom enjoys with GE Vernova's Steam Power business in delivering this essential healthcare facility. " Health and wellness are fundamental human rights for all South Africans," Shange said. "The Botleng Extension 6 Community Health Centre represents a crucial step in providing accessible healthcare services to the people of this region. We are proud to be part of this initiative, which aligns with our mission to support the well-being of our communities and in accordance with one of our core values, ‘Sinobuntu'."

The Botleng Extension 6 Community Health Centre stands as a testament to the power of collaboration between industry leaders, government agencies, and the community to address critical healthcare needs and uplift local communities.
