Government partners with business to tackle economic challenges

Location: News

Government partners with business to tackle economic challenges

Government has established a partnership with business to work together in four critical areas, including energy, logistics, crime and corruption, and employment to give impetus to efforts currently being undertaken.

President Cyril Ramaphosa said this while delivering an address to the nation updating on the Economic Recovery progress on Monday.

“We continue to collaborate with organised labour and civil society to ensure a whole-of-society approach to addressing the most important challenges our country faces. All of this gives us hope that we are turning the tide on the many challenges that we face,” the President said.

This month marks three years since government embarked on the Economic Reconstruction and Recovery Plan, which outlined the actions that it would take to rebuild the economy and create jobs in the wake of the COVID pandemic.

The President acknowledged that the last three years have been extremely challenging, as the country emerges from more than a decade of stagnant economic growth, compounded by the impact of the pandemic.

“We are working to reverse the legacy of the past era of corruption and mismanagement of our State-owned enterprises, which has left us with a persistent energy crisis and an inefficient ports and rail network.

“And we are contending with a range of global and domestic pressures which have set back our economic recovery. And yet, there are clear signs that our efforts are showing results. Electricity supply is improving. Jobs are being created.

“Houses, roads, bridges and dams are under construction. Law enforcement agencies are cracking down on criminal syndicates. The proceeds of State capture are being recovered. These are reasons for hope,” President Ramaphosa said.

Since then, in the midst of severe load shedding and increased global volatility, he highlighted that the economy has continued growing, albeit too slowly. He added that the economy has shown a significant degree of resilience and is now larger than it was before the pandemic.

Reforms – Energy Action Plan

Turning to one of the main challenges in the country, President Ramaphosa told the nation that progress is being made towards ending load shedding.

“We are making progress towards ending load shedding. Our greatest priority has been to reduce the severity and frequency of load shedding to achieve energy security. Over the last few months, there has been a measurable decline in the severity of load shedding,” the President said.

He noted that the Energy Action Plan he announced in July last year is showing positive results, “giving us greater confidence that we will bring load shedding to an end”.

The President said that regulatory reforms that have been initiated have enabled a massive increase in private investment in electricity generation, with over 12 000MW of confirmed projects in development.

Following the introduction of tax incentives and financing mechanisms, he said that the amount of installed rooftop solar has more than doubled to over 4 500MW in the last year.

“The steady progress we are making in resolving the energy crisis is a reason for hope,” he said.

Infrastructure

Another commitment made in the Reconstruction and Recovery Plan was to fix South Africa’s infrastructure through renewed investment in maintenance and construction of new projects.

The President highlighted that several significant infrastructure projects are underway.

“These projects are both contributing to greater economic activity and jobs, and providing much-needed infrastructure for the growth of our economy and the needs of our people.

“These infrastructure projects range from social housing, road construction, rural bridges, and dam constructions,” he said.

President Ramaphosa further highlighted that the Passenger Rail Agency of South Africa has to date restored operations on 26 out of 40 commuter rail corridors.

To continue with the restoration of the country’s commuter rail corridors, he said R50 billion will be spent over the next three years to modernise the passenger rail network.

As part of the infrastructure build, the President said that the sixth administration is undertaking significant water infrastructure projects. These include Phase II of the Lesotho Highlands Water Project and the Mzimvubu water project in the Eastern Cape, which will involve an investment of R17 billion.

“Around the country, water treatment works are being upgraded, pumping stations are being repaired, and pipes are being laid to get water to under-serviced areas,” he noted.

Logistics system

President Ramaphosa said the country is making progress in restoring its logistics system to world-class standards, so that SA can export goods to global markets.

The National Logistics Crisis Committee is overseeing a range of interventions to stabilise and improve the performance of the logistics system in the short term, in addition to ongoing reform to improve its efficiency and competitiveness in the long term.

He said the Transnet board has developed a turnaround plan, which aims to increase volumes transported on SA’s network.

“Progress is also being made with the introduction of private sector participation in container terminals. I want to make it clear that South Africa’s port, rail and electricity infrastructure are strategic national assets, and that they will remain in public ownership.

“However, introducing competition in operations – both in electricity and logistics – will create greater efficiency and reduce prices in the long term, just as the introduction of competition in the telecommunications sector has led to greater choice and enormous benefits for consumers,” he said. – SAnews.gov.za

The company has rapidly expanded its services to 20 African cities in less than 12 months throughout 2023, all while not charging any commission fees to its drivers.

inDrive has successfully established its presence across a variety of cities in Nigeria, including Port Harcourt, Abuja, Kano, Kaduna, Benin City, Nnewi, Aba, Onitsha, Jos, Enugu, Warri, Abeokuta, Akure, Owerri, Calabar, Ado Ekiti, and Uyo, as well as Maseru in Lesotho, and Bulawayo in Zimbabwe. In addition to these cities, the platform is also operational in several African countries such as South Africa, Kenya, Tanzania, Botswana, Ghana, and Namibia. What sets inDrive apart from many other platforms is its commitment to fairness and empowerment within the transportation sector, ensuring that drivers retain a significant portion of their earnings. This noble strategy highlights the company's unwavering dedication to uplifting both the drivers and passengers across the continent

This expansion is a key part of inDrive's strategic plan to establish a strong and equitable presence in new markets. A distinctive feature of this strategy allows drivers to benefit significantly: they pay zero commissions for an extended period to allow enough time to build a community of customers. This policy ensures that a greater portion of earnings goes directly to the drivers, showcasing inDrive's dedication to fostering a balanced and fair marketplace.

“Our launch strategy is meticulously crafted to guarantee fair treatment for both drivers and passengers,” stated Ilia Anisimov the Regional Business Development Specialist (Expansion)at inDrive. “We are committed to creating a win-win scenario, ensuring passengers have access to affordable rides while drivers receive their rightful share of the income.”

The expansion is rolling out in a series of thoughtful and active stages, each aimed at establishing a just and sustainable ecosystem for all stakeholders. The first stage encompasses extensive market research, conducted by inDrive's team of specialists, to ensure that our entry into each new market is well-informed and tailored to local needs.

Following this, the focus shifts to building a robust user community. The final stage is monetization, which involves charging a modest commission of no more than 10% on drivers' earnings, starting only six months post-launch in each city.

Africa faces numerous challenges, particularly in providing ample employment opportunities. inDrive's venture into the continent represents a strategic move to address these issues, offering drivers not just a platform to earn but also the necessary tools and support to prosper.

With its innovative approach and unwavering dedication to fairness, inDrive is set to revolutionize the transportation landscape in Africa. The company is empowering drivers, delighting passengers, and contributing significantly to the vibrant tapestry of the gig economy.

Transport PPE contract reviewed and set aside

Location: News

Transport PPE contract reviewed and set aside

The Special Tribunal has set aside an R8 million personal protective equipment contract awarded by the Transport department in 2020.

The contract was awarded to the company, Ecko Green, to supply the taxi industry with personal protective equipment (PPE).

This as the Special Investigating Unit’s (SIU) application to review and set aside a personal protective equipment PPE contract awarded by the Department of Transport in April 2020 was successful.

The SIU welcomed the tribunal’s judgment in a statement.

“An investigation by the SIU revealed that Ecko Green was not registered on the government’s Central Supplier Database (CSD) when it was awarded the contract. Ecko Green edited details of another company on CSD in April 2020 for the purpose of submitting bid documents to the department.

“The Special Tribunal ruled that the procurement process that led to the awarding of the contract to Ecko Green is declared irregular and unlawful. Ecko Green was awarded a PPE contract despite not being on the department’s supplier database and its name was given to the department by a senior SANTACO [South African National Taxi Council] official.

“The company was ordered to pay the department R1 701 000 plus interest, within 30 days from the date of the order. This amount represents profit derived from the PPE contract,” the SIU said in a statement on Sunday.

The investigation also found that Ecko Green allegedly made a R220 000 payment to a company linked to then SANTACO chief executive officer Nkululeko Buthelezi.

“Buthelezi is the one who handed a list of suppliers to the transport department, which included Ecko Green. When questioned about the payment, Ecko Green director Sharon Bhimjee claimed that the funds were for ‘rendered advisory services’ by Buthelezi and were not associated with the Ecko Green contract.

“[Special Tribunal Judge Lebogang Modiba] stated that had Ecko Green declared its relationship with Buthelezi and disclosed the conflict of interest to the department, Ecko Green would have been excluded from the bidding process. Ecko Green’s failure to disclose Bhimjee’s business associate’s relationship with Buthelezi is grossly irregular, Judge Modiba found,” the SIU said. – SAnews.gov.za

Operation Shanela efforts pay off

Efforts by various law enforcement agencies to curb various crimes in communities continue to yield successful outcomes with over 300 suspects having been arrested over the weekend in Gauteng.

The joint efforts comprised members of the South African Police Service (SAPS), Ekurhuleni Metro Police Department (EMPD), Gauteng Traffic,  the Community Policing Forum, the Department of Home Affairs and other law enforcement agencies.

During the integrated Operation Shanela on Saturday, law enforcement agencies arrested two suspects for possession of three unlicensed firearms and ammunition while executing their duties at Moleleki Extension 2.  The two were arrested after law enforcement officers went to a car wash and noticed a man hiding something in one of the cars. The police immediately approached the car and upon searching it, discovered two AK47 rifles, a pistol and ammunition.

“Among the suspects arrested this weekend, 277 suspects were nabbed by detectives who were tracing suspects in the District Policing precincts during their Shanela operations conducted on Saturday, whereby 129 [suspects] were arrested for contact crime, 21 for contact related crime, five for property crime, two for tempering with essential infrastructure, five for crimes depending on police action and 34 for gender-based violence,” said police on Sunday.

Ekurhuleni District Commissioner Major General Anna Sithole commended the efforts by the teams to reduce crime.

Meanwhile, in KwaZulu-Natal, 62 suspects were arrested for various crimes in KwaDukuza on Friday following an Operation Shanela initiative in the central business district.

Various disciplines from the KwaZulu-Natal police joined forces with multiple stakeholders to remove criminals from the streets.

The suspects were arrested for various offences such as possession of drugs, dangerous weapons, illicit cigarettes, illegal medicines as well as  counterfeit goods.

A total of 36 illegal immigrants were also detained for contravention of the Immigration Act.

The police also recovered 60 heroine capsules as well as dagga and counterfeit goods with a street value of R140 000. A number of scrapyards were also searched and the police seized scaffolding equipment and a bakkie.

The arrested suspects are expected to appear in the KwaDukuza Magistrate’s Court today. – SAnews.gov.za

Climate finance remains a key issue: Creecy

Location: News

Climate finance remains a key issue: Creecy

Minister of Forestry, Fisheries and the Environment, Barbara Creecy, has expressed concern that developing nations have continually called for more support for the financing of the fight against climate change, yet the funding targets pledged by developed countries are still not being met.

“At the 28th session of the Conference of the Parties (COP28), there will be a renewed call for a scaled-up and predictable goal for climate finance. The deadline for agreeing upon this goal is 2024, and the success of this COP, and perhaps future climate talks, will depend on the outcome,” Creecy said on Thursday.

She was addressing the National Stakeholder consultations on the UN Framework Convention on Climate Change (UNFCCC) COP 28.

“Whilst the establishment of a global fund for loss and damage is indeed a milestone, the difficult task of working out the details of the fund – how it will be financed, where finance will come from, and the form of such finance – will be one of key agenda items in Dubai.

“As with all COPs, finance will remain a key issue. COP 28 therefore takes place in a context where we cannot simply congratulate ourselves for the apparent progress we have made whilst key issues still need to be addressed,” the Minister said.

COP28 to the UNFCCC will be held at Expo City, Dubai in the United Arab Emirates (UAE) from 30 November – 12 December 2023.

“At COP 27, South Africa and the Africa Group put forward the proposal to include the special needs and circumstances of the continent on the conference agenda, but this did not enjoy consensus. This proposal will be made again at COP 28.

“Acknowledging the special circumstances of the African continent will be an important step in upholding the principle of differentiated responsibility, and would recognise the continent’s vulnerability to climate change, but also the need for mitigation and adaptation support,” the Minister said.

She said the first Global Stocktake (GST) will be completed at COP28, where the world will take stock of the collective progress since adopting the Paris Agreement, and make recommendations where implementation of the Agreement is not on course to achieve its long-term goals.

“We already know we are not on track, based on the detailed evidence presented by Parties and other stakeholders during the technical dialogues of the GST over the last year. The outcome of the GST will be the central outcome of COP28, and this outcome must increase collective action on mitigation, adaptation, loss and damage and the provision of support to developing countries to achieve this, commensurate with the challenges we face,” Creecy said.

She noted that the technical phase of the GST (in a series of technical dialogues) has made clear that, while action is proceeding under the Paris Agreement, much more is needed now on all fronts.

“The world is far better off than it would have been without the Paris Agreement and multilateral cooperation, but we are not on track to achieve the global goals we agreed to in Paris in 2015.

“The discussions on the outcome of the GST have started, and focus on key political messages, and more importantly, multilateral and national measures that need to be put in place to accelerate our journey towards a more sustainable and equitable world.

“As the co-facilitator of the consultations on the outcome of the political phase of the GST, together with Demark, South Africa is supporting the incoming Emirati COP Presidency to help identify areas of convergence and divergence between Parties in the run-up to and during COP28,” the Minister said.

She said at the past three COPs, the South African delegation has joined delegations from other developing countries in calling for a clear adaptation work programme with clear targets for building the resilience of developing countries and clear financial mechanisms to achieve this.

“To date there has been little or no progress on this matter,” the Minister said.

SA fully committed to addressing climate change

Creecy affirmed South Africa is commitment to addressing climate change based on science, equity and in the context of sustainable development.

“Hence, our updated Nationally determined contributions (NDCs) seek to balance the three structural components of mitigation, adaptation and the need for international support for implementation.

“Our Climate Change Bill, which was adopted by the National Assembly on Tuesday, will lay a strong legal basis for climate action, and the regulatory framework for the whole of government, business, organised labour and civil society to implement our country’s climate commitments,” the Minister said.

She said COP28 provides a key platform for broader conversations, including:

  • How developing countries in Africa can take advantage of their abundant renewable resources and strategic minerals to build shared prosperity and sustainable development on the continent;
  • The threat to sustainable development posed by unilateral trade measures imposed outside the Paris Agreement and in violation of its key principles, and
  • The pressing need for transformation of the global financial architecture to make the global financial system fit for purpose, in assisting countries to combat climate change and achieve their sustainable development goals.

Minister of Education Unveils Edu Invest initiative

Location: News

Western Cape Education Department, South Africa
Download logo

Public-Private Partnership initiative aims to attract investment into education and establish the Western Cape as an innovation powerhouse.

  • Edu Invest: A public-private partnership initiative to attract investment and fuel education innovation in the Western Cape.
  • Emphasis on attracting investments into low-cost new private schools to alleviate overcrowding and improve access to quality education.
  • The initiative highlights the commitment of both public and private sectors to reshape the educational landscape, promote collaboration, and create a brighter future for the Western Cape.

The Western Cape Education Department, in collaboration with Wesgro, the official agency responsible for promoting tourism, trade, and investment in the region, has launched a ground-breaking initiative, Edu Invest. This public-private collaboration seeks to not only drive investment into the education sector but also ignite innovation throughout the region.

By uniting a diverse spectrum of stakeholders, Edu Invest jumpstarts investments in high-quality education, fosters collaboration, and fuels innovation.

Edu Invest will position the Western Cape as the premier education and innovation hub on the continent, making it the go-to choice for investments in the education sector. It represents a pivotal moment driven by a dual mission. First and foremost, it offers a gateway to investment opportunities in the education sector, an arena poised for remarkable transformation and substantial growth. Simultaneously, it serves as a unifying platform, nurturing collaboration among stakeholders with the shared goal of cultivating long-term public-private partnerships. This convergence of interests and investments has strategic significance, shaping the future of education in the Western Cape and generating a robust skills pipeline.

The initiative focuses on attracting investments in new private schools, including those that serve learners in poor communities, to create more classrooms and alleviate overcrowding in schools. This step is crucial for improving access to quality education and enhancing overall educational outcomes.

Currently, the Western Cape has a total of 1,754 schools out of which 1,449 are public schools. We have a much lower proportion of independent schools than provinces like Gauteng. Despite an additional 18 000 learners joining our province's education system each year, we do not have enough independent schools, and particularly low-fee independent schools, complementing our public school offering.

It's becoming increasingly urgent to establish new schools in the Western Cape, which is known for its dedication to retaining students and delivering high-quality education.

The learner-to-teacher ratio in schools remains persistently high, especially for government-funded teachers across all nine provinces. This essentially means that teachers paid by the government are dealing with an overwhelming number of students in their classrooms. The availability of new school places in independent schools would help to address overcrowding in public schools.

David Maynier, Western Cape Minister of Education, emphasised that the future of SA hinges on a strong education system that works hand in hand with the private sector and integrates smart solutions to address learning setbacks.

"We are not just paying lip service to change in the Western Cape. We are actively collaborating with businesses to improve teaching and learning outcomes and expand access to education in our province. We are wholeheartedly embracing innovative teaching and learning methods," Maynier stated.

He underlined the pressing demand for additional classrooms and a strengthened education sector, especially in the aftermath of the pandemic, which resulted in substantial learning losses.

“We need to all work together to build a world-class education system. Edu Invest promises to be a game-changer, promoting education innovation, collaboration, and driving investments in the Western Cape's education sector. This initiative demonstrates the commitment of both public and private sectors to reshape the educational landscape and create a brighter future for the region,” Maynier said.

Wrenelle Stander, CEO of Wesgro, underscored the critical role of education innovation to drive competitiveness.

"Edu Invest reflects Wesgro's commitment to advancing the business of education. Education is the cornerstone of a thriving economy, essential for both economic prosperity and social well-being," she emphasised. Private sector investments, Stander stated, will enhance academic achievements and overall competitiveness.

Stander highlighted the need for pioneering methods, state-of-the-art technology, contemporary curricula, indispensable teacher training, and a complete overhaul of our perspective on education.

She added: "We are amidst global competition, racing to secure new markets, investments, skills, and technology. To not only survive but flourish on the global stage, we must craft a fresh growth narrative with education as its linchpin. For businesses, it's not just a strategic move; it's an investment in the young talents who will shape our economic future.”

SAA officially relaunched

SAA officially relaunched

Public Enterprises Minister Pravin Gordhan says despite all the challenges it has faced, South African Airways (SAA) has a “tremendously bright future" if its current expansion is properly managed.

The Minister officially relaunched SAA on Thursday at an event that also marked the restart of the State-owned airliner’s direct flights to São Paulo, Brazil.

“Notwithstanding State capture, notwithstanding the COVID pandemic, SAA is where it is today. What we can see ahead of ourselves, as part of the recovery of SAA, is a tremendously bright future, if we manage the current expansion properly but also conclude the deal with the equity partner, which should be concluded either late this year or early next year.

“That will add a lot more money... to SAA to expand and will multiply its capacity to fly South Africans out of South Africa and also bring tourists into South Africa from all parts of the world as it once did, but now in a financially sustainable way,” Gordhan said.

The State-owned airline has endured challenges for several years.

SAA was racked by allegations of fraud and corruption during the State capture years and was also put under business rescue and grounded.

The Minister explained the turnaround for the airline.

“What we have been able to do is to firstly establish that there’s no more money that’s going to come from taxes that’s going to go into SAA, like the R40 billion that went in over a 10-year period. SAA must survive on its own strength... [and] on the capital that is actually provided by the strategic equity partner and it must grow organically. Through the business rescue process, its balance sheet is not encumbered in any kind of way.

“It took three and a half years of very hard work…to ensure that we steer this process. It’s a signal to investors and the investing community in South Africa that reforms are possible in South Africa. That we can execute, just with South African talent, these very complex deals and complex reform processes in State owned entities,” he said.

Gordhan hailed SAA’s new offering to fly to Brazil as just the start for the airline.

“This flight to São Paulo… is an important event because it signifies an important gesture to all those who critically watch what we’re doing with SAA at the moment. There are many naysayers around and many people in the industry - and sometimes outside the industry - who wish it wouldn’t work. But…we are South African and South Africans are known…for resilience, and a sense of vision. We have our pitfalls every now and again.

“But SAA…is going to be a success. This is a sign that the intercontinental flights – not only through code shares, but SAA in its own right – should be around the corner. São Paulo is just the start. We need to see how we can expand the network because…the beneficiary will be South Africans at the end of the day,” he said. – SAnews.gov.za

“I know I speak for my colleagues, the investors and judges who will be closely monitoring the pitch competition, when I say that Africa's talent, ingenuity, and unmatched potential is abundant and diverse, and this is clearly represented in this broad array of finalists. It is therefore going to be no small task to select just one winner who will represent the continent at the Startup World Cup Final, held by Pegasus in San Francisco on 1st December.”

Providing insight as to what she will be looking for in the winning pitch, investor, and AfricaIgnite Pitch Competition judge, Keshni Morar of Investable (https://www.Investable.Business/), warns contenders to come prepared. Morar will be looking for the granular detail in the presentations, with a demonstrable understanding of the market in which the start-up is looking to play or is already active. Depth of the go to market strategy too for those start-ups at pre-seed capital, is a vital consideration.

But in short, Morar says: “Like every other serious investor out there, I look for the coherence between the pitch story and the data points. If it's not there, there's no chance of us getting involved.”

President Ramaphosa to host AGOA forum

President Cyril Ramaphosa will address shared priorities and opportunities to make the African Growth and Opportunity Act (AGOA) more transformative during the forum’s 20th gathering to be held in Johannesburg next week.

This is according to Presidential Spokesperson Vincent Magwenya, who on Thursday briefed the media on the President’s upcoming engagements.

“The AGOA Forum serves as a vital platform for the United States to build on the success of the Africa Leaders’ Summit and further enhance the economic partnership with African states, under the aegis of the United States’ African Growth and Opportunity Act that was approved by the US Congress in May 2000," Magwenya said.

The event brings together the US government together with the governments of eligible African countries and economic organisations, business, labour and civil society.

“Over the course of the event, participants will delve into conversations about strengthening trade and investment ties between the United States and Sub-Saharan Africa, with a focus on promoting resilient, sustainable, and inclusive economic growth and development.

“AGOA…remains a key driver of economic growth and development. An extension of AGOA beyond 2025 is expected to promote inward investment in Africa and provide mutual benefits to the United States and African countries.

“This extension will further support the African Continental Free Trade Area, covering 54 countries and 1.4 billion people,” Magwenya said.

South Africa has derived benefits from AGOA, including the following:

  • In 2022, South African exports under the Most Favoured Nation system accounted for the largest share and export value of the country’s total exports to the US market, steadily growing from US$5.6 billion in 2011 to US$12.7 billion in 2022.
  • Trade under AGOA accounted for approximately 21% of South Africa's total exports to the United States in 2022, increasing in value from US$2.0 billion in 2021 to US$3.0 billion in 2022.
  • AGOA has been estimated to create numerous jobs in Sub-Saharan Africa, with South Africa benefiting from the creation of 62 395 jobs, both directly and indirectly.
  • AGOA exports represented 21% of total South African exports in 2022, up from 13% in 2021.

“Since its inception in 2000, the African Growth and Opportunity Act (AGOA) has been pivotal in strengthening economic ties and promoting growth and development across the African continent.

“AGOA has opened up new market opportunities, facilitated economic growth, encouraged economic and political reform, and improved economic relations between the United States and Sub-Saharan Africa.

“It remains a cornerstone of United States economic policy and commercial engagement with Africa,” Magwenya concluded. – SAnews.gov.za

Strengthening community relationships is key to improving mental health

Strengthening community relationships is key to improving mental health and wellbeing for residents.

On the 25th of October, Western Cape Minister of Health and Wellness, Dr Nomafrench Mbombo, hosted a multi-stakeholder mental health and wellbeing engagement with community members at the Western Cape College of Nurses.

Almost 200 residents, students, officials from various Departments and members of community organisations joined the event. During the proceedings, officials were able to detail the current state of mental health in the province, how the healthcare system responds to it and how other stakeholders have a role in improving these outcomes.

Ever since the advent of the Covid-19 pandemic, the Western Cape has been experiencing an increased prevalence of mental health cases and admissions. This has been further worsened exacerbated by increased unemployment, substance abuse and safety concern in our communities. For an example, last year we recorded 26 600 acute adult mental health admissions at our facilities and is 2 600 more than in 2021. Of these cases last year, 6 700 were substance-related psychiatric admissions.

While mental health services are incorporated into our facilities' operational budgets, we made an additional R72.4 million allocation in 2023/24 towards strengthening these services. This included:

  • Increasing the number of mental health beds at George Hospital and Lentegeur Hospital;
  • Strengthening child and adolescent, and psychogeriatric mental health services;
  • Strengthening mental health services at primary health care level; and
  • Ensuring equitable funding of non-profit organisations in both the metro and rural districts.

However, poor mental health is not only a result of an illness or a disorder; anyone can experience it if one's environment does not allow for one's wellbeing. This emphasises the need for us to address the upstream factors that affect an individual, which is why engaging communities every step of the way is crucial to this end.

Highlighting the role government plays in supporting communities, Western Cape Minister of Social Development, Sharna Fernandez added that: "Mental health is everyone's business and it is an important component to one's overall wellbeing. The effective rendering of services requires a multi-disciplined approach. Collaborations are important when it comes to raising awareness and implementing interventions, as this workshop has proven. The Western Cape Department of Social Development has a close relationship with the Department of Health and Wellness in this regard. DSD also works with other government departments, the NPO sector, and community structures."

Speaking to the effects crime has on one's wellbeing, Western Cape Minister of Police Oversight and Community Safety, Reagen Allen said: “Being of healthy mind, body and spirit is of utmost importance for us as individuals to function optimally. The various societal issues that we have to contend with makes this quite challenging. It is vital that we support one another as we navigate through life. The daily violence we encounter has to come to an immediate end if we are to heal fully from all the trauma. This will go a long way in living an optimised and dignified life.”

Minister Dr Nomafrench Mbombo concluded the event by saying: “Health is truly everyone's business. Even though the health system plays an essential role in mental health outcomes, this engagement with the community proved that one's mental wellbeing is dependent various physical, mental and social health factors. As such, it highlights the need for us to further strengthen whole-of-government and whole-of society approaches going forward. We need to continue forming strategic relationships with all stakeholders in order for our interventions to be effective and change the lives of residents.”

Large African delegation expected to attend the AGOA Forum in SA

A large number of African Trade Ministers and their delegations are expected to attend the African Growth and Opportunity Act (AGOA) Forum taking place in South Africa next week.

“The US delegation at the Forum will be led by the US Trade Secretary Ambassador [Katherine Tai] together with members of the Congress, businesspeople and business delegation from around the continent,” Trade, Industry and Competition Minister Ebrahim Patel said.

Addressing the media on the state of South Africa’s readiness to host the AGOA Forum in Sandton, Johannesburg, earlier today, Patel said the Forum will also be attended by labour representatives from the United States and South African business people.

“We have taken steps to reduce barriers on trade. South Africa is the biggest trade market partner in the Sub-Saharan,” Patel said, adding that the forum is set to widen the trade corridors between South Africa, Africa, and the United States of America.

Patel explained that during the Forum there will be a number of break-away sessions as well as displays of products.

To date, 360 delegates from the US business sector, including the US Chamber of Commerce, together with delegates from Business Unity South Africa (Busa), Black Business Council, and Business Leadership South Africa have registered for the forum.

A further 80 labour representatives have registered to attend the Forum.

Minister Patel said about 520 firms were expected to exhibit their products at Nasrec.

The theme of this year’s Forum is: Partnering to Build a Resilient, Sustainable and Inclusive Agenda to Support Economic Development, Industrialisation and Quality Job Creation.

The AGOA is a United States of America trade programme that provides eligible countries in sub-Saharan Africa with preferential access to the US markets. The AGOA aims to promote economic growth, reduce poverty, and foster a stronger trade partnership between the United States and African nations.

South Africa will be hosting the AGOA Forum for 2023 in Johannesburg from 2 - 4 November 2023.

This will be the third time the AGOA Forum is hosted in Southern Africa after Zambia in 2011 and Mauritius in 2003.

The purpose of the Forum is to discuss ways to expand trade and investment relations between the United States and sub-Saharan Africa and the implementation of AGOA including encouraging joint ventures between small and large businesses.

The AGOA Forum will consist of the following elements:

The Formal AGOA Forum, with representatives of governments, and business/labour  delegates.

  • A Forum of African Trade Ministers.
  • Private Sector Forum.
  • A Labour Forum.
  • A Civil Society Forum.
  • Forums on competition policy, trade administration, technical standards and development finance.
  • An industrial Exhibition, with industrial products.
  • African cuisine plus food and beverages.
  • A display of African history, film and music.
  • Official dinner and VIP lunches (organised by SA).
  • Closing reception (organised by USA).
  • Possible community visits.

Currently, 35 countries in Sub-Saharan Africa have been designated as eligible for AGOA benefits.

To qualify for AGOA, a country must first be eligible for the Generalized System of Preferences (GSP) program. The GSP applies to 3 400 products from designated beneficiary countries, plus a further 1 450 products from least developed countries. AGOA supplements the GSP with an additional 1 835 products.

Only Sub-Saharan African countries are eligible for AGOA. The US determines whether countries have met these requirements of eligibility in Section 104 of the Act.

In order to qualify, countries must already be GSP beneficiary countries – though GSP eligibility does not imply AGOA eligibility. – SAnews.gov.za
