Bean farmers taste the first fruits of Contract farming in Lesotho

Location: News

Mamahali Peete, a mother of three children, left her marketing career in the vibrant Johannesburg city in the neighboring South Africa and relocated to Lesotho when she got married. Three years in the country she ventured into farming in the rural area of Bela-Bela, and she has never looked back since. She rotates between growing beans and maize on her 30 acres of land.

“Agriculture was not my first choice of business. But realizing the local demand for food I decided to give it a shot. Living in Africa, I now see a lot of potential in agriculture. There will never be a time when people don't need food. The demand for food is even higher in Lesotho,” said Mamahali.

Lesotho is a net importer of agricultural products, with 30 percent of its total food requirements produced locally and the remaining 70 percent imported.

Building mutually beneficial partnerships

Mamahali is one of the first ever bunch of farmers who signed up for Contract farming – a kind of trading arrangement that is not common in Lesotho. The Contract Farming initiative was pioneered by the Food and Agriculture Organization of the United Nations (FAO) in the country as an innovative business model establishing meaningful market linkages between farmers and the market.

Mamahali and 29 other farmers signed the contract with ‘Tasty Food Packers', a leading Pulses supplier in the country. At the end of this season, Mamahali made her first delivery to the company.

“Contract farming brings security and gives us farmers bargaining power. It also motivates us to work hard to honor our portion of the deal. For example, this season we received agricultural inputs late in the season, but I tried everything possible to grow so that I can make delivery,” says Mamahali with a smile of triumph.

Promoting innovations, markets access

Under the agreement, ‘Tasty Food Packers' buys the beans from all the farmers it has contract with at an agreed price for the produce delivered. However, if there are fluctuations in prices during the harvest season, the two parties can revise the prices, and the same can be for the quantities.

“I didn't have a guaranteed market for my beans. Every season we have to look for potential markets. Sometimes we are not sure if our last buyer will be willing to buy from us the next season's harvest. I made my first supply of beans to the buyer. It inspires me to work hard and honor the agreement,” says Tlalane Sebeko, block farmer from Berea.

The farmers and the buyer who signed the contract were trained to increase their understanding and knowledge of Contract farming, and their fields were monitored right from planting to ensure good production and productivity, thanks to the support from the Ministry of Agriculture Food Security and Nutrition of Lesotho in collaboration with FAO.

Collateral to access finance

Most financial institutions in Lesotho just like elsewhere in Africa, have provided limited or no credit and insurance to farmers, although farmers represent the biggest opportunity for scale and impact in financial inclusion today. This is largely due to the fact that agriculture is considered a highly risky business undertaken with limited risk mitigation or sharing measures. About 80 percent of Lesotho's rural population depends on the agricultural sector for their livelihoods. With proper investment and improved access to market agriculture has a huge potential to contribute to economic growth and uplift the livelihoods of the rural populations.

Contract farming assists with credit because most of the time financial institutions accept contracts as collateral for a loan directly to the farmer.

“Access to finance has been a challenge to farmers in Lesotho. Banks and Insurance companies here fear to give us loans, yet our saving capacity is low. However, when Banks learnt about this Contract farming, they told us that they were going to tailor-make a product for farmers. I will be applying for a loan soon using this contract,” says Tlalane Sebeko with excitement.

Integrating actors in the agricultural value chain

Nizam Abubaker, owner of ‘Tasty Food Packers' said the contracts will enable his company to get steady supply as he is currently importing most of the beans from the neighbouring south Africa to meet the demand in Lesotho.

“Communication is important during the season so that if the farmer encounters difficulties let's say unfavourable weather conditions or poor harvest, we are aware and can trigger the ‘force majeure' clause in the contract that protects farmers from uncertainties,” says Nizam Abubaker.

Nizam acknowledges that Contract farming is a win-win arrangement for both the farmer and the buyer, however noting that the government should work to establish laws regulating contract farming to protect and efficiently integrate producers and actors down the value chain, such as agribusiness, processors, exporters, or retailers.

FAO would like to see the Ministry of Agriculture, Food Security and Nutrition Expanding Contract farming to other commodities such as vegetables, maize, and others in Lesotho, which would eventually give farmers the opportunity to diversify into new crops, which would not be possible without available and stable market.

Nominations Sought for National Orders

Location: News

The Presidency: Republic of South Africa
Download logo

The Presidency invites all South Africans to use August, as the final month for nominations for National Orders, to identify persons nationally and globally who have served the nation or attained personal achievement in exceptional ways.

National Orders are the highest awards that a country, through its President, bestows on its citizens and eminent foreign nationals.

The President as the fount (holder, cradle, main source) of honour in the country bestows these Orders and Decorations and is assisted by the Director-General in The Presidency, who is the Chancellor of National Orders and an Advisory Council on National Orders, in the execution of this responsibility.

The Chancellor of National Orders, Ms Phindile Baleni, calls on citizens to make nominations for National Orders as part of sustaining the integrity, inclusiveness and diversity of this institution of social cohesion and nation-building.

Ms Baleni said: “The National Orders are a platform for the recognition of fellow South Africans and persons globally who, in exceptional ways, have historically made or are currently making important or interesting contributions to all aspects of our national life.

“From politics to popular culture, as well as the recognition of bravery, the National Orders give us an opportunity annually to be inspired by and grateful for people who have done outstanding things to shape our past and our future.

“We therefore invite people from all walks of life and backgrounds – including the youth of our country - to identify from their communities and sectors persons who, on the basis of exceptional achievements or contributions, deserve the honour of a National Order.”

The birth of a non-racial and non-sexist democracy in South Africa in 1994 necessitated a review of the system of National Orders.

A review was conducted from May 1998 by the newly-instituted President's Advisory Council on National Orders and the Orders were progressively instituted in 2002 and 2003.

The Order of Mapungubwe is awarded to South African citizens for excellence and exceptional achievement.

The Order of the Baobab is awarded to South African citizens for distinguished service. The service awarded is well above and beyond the ordinary call of duty. It is an award for exceptional and distinguished contributions in the following categories: business and the economy: science, medicine and technological innovation, and community service.

The Order of the Companions of OR Tambo is awarded to foreign nationals (Heads of State and Government) and other foreign dignitaries. It is awarded for friendship shown to South Africa. It is therefore an order of peace, co-operation and active expression of solidarity and support. The Order constitutes an essential pillar of international and multilateral relations.

The Order of Luthuli is awarded to South Africans who have made a meaningful contribution to the struggle for democracy, human rights, nation-building, justice and peace, and conflict resolution.

The Order of Ikhamanga is awarded to South African citizens who have excelled in the fields of arts, culture, literature, music, journalism and sport.

The Mendi Decoration for Bravery is awarded to South African citizens who have performed an extraordinary act of bravery that placed their lives in great danger, or who lost their own lives including in trying to save the life of another person, or by saving property, in or outside the Republic of South Africa.

Nomination forms that outline simple guidelines to proposers of nominees can be downloaded at https://www.thepresidency.gov.za/download/file/fid/2785

Submissions must include:

• an introductory paragraph with a summary of the nominee's achievements

• a  list of exceptional milestones reached by the nominee in his/her career and/or international arena, and

SA’s sportswomen praised for reaching recent heights

SA's sportswomen praised for reaching new heights

President Cyril Ramaphosa has lauded female athletes for reaching new heights and achieving remarkable accomplishments across a number of sporting codes.

In his weekly newsletter on Monday, the President said this has been a great year for women’s sport in South Africa and the nation is exhilarated by the successes of sportswomen on the field, track and pitch.

“Our female athletes have reached new heights across a number of sporting codes, and we have hosted several women’s international sports tournaments.

“Our nation’s sportswomen have proven themselves, time and again. It is up to us, as a society, to provide the necessary environment that will enable a new generation of women and girls to thrive and excel in sport,” the President said.

SA’s women’s national football team, Banyana Banyana, who are the reigning Women’s Africa Cup of Nations champions, has delivered some stunning performances in the FIFA Women’s World Cup taking place in Australia and New Zealand.

The women’s netball team, the Proteas, also put in a strong showing at the Netball World Cup that ended in Cape Town on Sunday.

In February, the country hosted the first ICC Women’s T20 Cricket World Cup to take place on African soil. Our national team made history as the first South African team to reach the final.

The President said that many of these fine sportswomen have excelled despite humble beginnings, overcoming adversity and achieving success despite the odds.

“As we prepare to celebrate Women’s Day later this week, these many achievements are a reminder of how far we have come in building a South Africa where women are full and equal participants in society. They are also a reminder of how much further we still need to go,” he said.

President Ramaphosa said that the increased participation of women and girls in sport supports women’s empowerment and advances gender equality.

He highlighted that earlier this year, UN Women launched the Sports for Generation Equality Initiative. It noted that sport holds enormous capacity to propel women and girls’ empowerment. Female athletes are inspiring role models and can make the most of their status “to raise awareness around gender issues and to demand change”.

The President added that competing in sports fosters a sense of empowerment among women, helping them build confidence in their abilities and break gender stereotypes. Through sports, he said, women can challenge societal norms, experiencing personal growth and achievement.

He said that all of these can enable women and girls to be more assertive and confident in society, and can support the fight against discrimination and gender-based violence.

“As government, we want to increase the representation of women in sport and to promote the development of women’s sports both through mass participation and at an elite level.

“There are a number of government programmes to develop mass participation in women’s sports. There are also initiatives supported by the private sector and international development partners," he said.

When it comes to elite athletes, the South African Sports Confederation and Olympic Committee’s ‘Operation Excellence’ programme provides preparatory support to Olympians and Paralympians.

The President pointed out that funding and sponsorship predominantly flow towards male-dominated team sports such as football, cricket, and rugby. He said these sports have well-established professional leagues, unlike women's football, cricket, and rugby.

The President highlighted that this situation adds to the significant difference in pay between female athletes and their male counterparts.

“Equal pay for work of equal value is one of most fundamental tenets of gender equality. The sporting fraternity is neither exceptional nor is it exempt.

“That female athletes should still earn less than their male counterparts is an affront to our nation’s sportswomen, more so at a time when the achievements of some of our women’s sports teams surpass those of our men’s teams,” the President said.

He called on sponsors and sporting bodies to direct greater resources to women’s sports.

President Ramaphosa said it is only through greater sponsorship and support that women’s sport will be able to grow and attract larger audiences. As they attract a greater following, he said, women’s sports events will provide greater value to sponsors.

The President added that the success of the major women’s sports tournaments that have been hosted in South Africa will no doubt bolster our bid to host the FIFA Women’s World Cup in 2027.

“Working together as government, business and the sporting fraternity we can level the playing field for women’s sports in our country. And by so doing, we will take another step towards a more equal society,” he said. – SAnews.gov.za

KZN investment projects fabricate a contrast

KZN investment projects make a difference

The Deputy Ministers in the Presidency on Friday led a media tour to KwaZulu-Natal to showcase the South African investment projects taking place in the province.

The tour was led by Deputy Ministers Kenneth Morolong and Nomasonto Motaung to the Serenity Hills R800 million eco-estate and the R500 million Renishaw Coastal Precinct respectively.

Speaking after the tour at the Renishaw Coastal Precinct in Scottburgh, Morolong said the community programmes that are linked with the two projects are making a significant impact in the lives of those who were unemployed previously.

According to Morolong, the skills and entrepreneurial opportunities that have been created for young people at both projects are very impressive.

“The investments of both Serenity Hills and Renishaw Coastal will make a serious economic transformation for the country. Government is also committed to continue mobilising investment in order to create sustainable jobs for the future of this country,” he said.

The Chief Executive Officer of Trade and Investment KwaZulu-Natal, Neville Matjie said he was pleased with the progress of the projects which are important for the province.

Open for business

“We have worked with both projects, coordinating the unblocking of bottlenecks in municipal processes so that the developments run smoothly and timeously,” Matjie said.

“As the provincial investment promotion agency, we confirm that KwaZulu-Natal is open for business. We will continue to work and showcase the province’s competitive advantage and position as a world-class investment destination,” he said.

The Serenity Hills R800 million eco-estate in Margate, is meant to attract foreign investment while uplifting local communities in the mid-South Coast. It has been included in the South African Economic Reconstruction and Recovery Plan after being honoured by President Cyril Ramaphosa at the 5th South African Investment Conference in April this year.

The second project visited was the Renishaw Coastal Precinct, the 1 300 hectares mixed-use development on the KwaZulu-Natal mid-South Coast, is considered as one of the country’s biggest developments.

The projects have employed local communities who have benefited through skills development.

South Africa hosted its fifth South Africa Investment Conference (SAIC) in April 2023 in Johannesburg. The conference was the final leg of the drive to attract R1.2 trillion into the country over a period of five years.

The target of reaching R1.2 trillion worth of investments was successfully reached.

These investments have resulted in new factories, call centres, solar power plants, undersea fibre optic cables, expansion of production lines and the adoption of new technologies.

Serenity Hills was selected for attracting both national and international interest, contributing significantly towards the country’s socio-economic goals of creating sustainable jobs, driving back inequality, and positioning the region as a key investment destination.

Serenity Hills launched Phase 1 in the second half of last year and has already sold 50% of its units, with national and international buyers also coming from Canada, the United Kingdom, Switzerland, and Germany.

Community development

Through the Sweetdale Skills Centre, the development committed to investing in local communities to revitalise the area.

There are several community-driven projects already underway, with 100 jobs already created.

Forming part of the Centre is the Sweetbike Community Project, a non-profit organisation that provides vulnerable schoolchildren with bicycles.

Mxolisi Mthwana who fixes bicycles at the centre, told SAnews that his happy with what he is doing.

“It’s been five years now fixing bicycles, I love what am doing,” he said.

According Mthwana, the centre had already donated 50 bicycles to learners in nearby schools.

“We doing this to assist the learners to get to school on time and to encourage them not to abscond,” he said.

Mlonde High School Principal Linda Mkhize told SAnews that there had been an improvement in school attendance since the school received the bicycles.

“I thank the centre with the bicycle donation because even school attendance has improved a lot, with learners no longer coming late,” she said of the bicycles donated to matric leaners.

Quality bicycles are imported from Europe and refurbished at the Sweetbike Workshop, employing and upskilling people from the local communities.

Once ready, these bicycles are donated to the learners attending rural schools from Umzumbe to Port Edward, with recipients given training in mechanics to maintain and look after the bikes. – SAnews.gov.za

E Cape Premier welcomes DDM Presidential Imbizo

Premier Lubabalo Oscar Mabuyane has welcomed the ninth District Development Model (DDM) Presidential Imbizo to be held in Tsomo, Chris Hani District Municipality in the Eastern Cape.

Planned for Friday, 11 August, the engagement will see President Cyril Ramaphosa, together with Ministers, Members of the Executive Council (MECs), Executive Mayors, and councillors from various municipalities, coming together to engage, listen and provide responses in real time to issues affecting communities.

The Presidential Imbizo creates a platform for social partners, including government, traditional leaders, organs of civil society, labour, women, youth, persons with disabilities, business, and communities an opportunity to collectively engage in keeping with the DDM principle of an – All of Society and government approach, to enhance integrated service delivery and create jobs.

Mabuyane has called upon the people of Intsika Yethu Local Municipality to come out in their numbers to engage with the President and raise their concerns.

Mabuyane said the engagement of communities is a critical aspect of our democracy, as it ensures that the principals are inclusive and accessible to citizens.

“This is an opportunity for communities and citizens to add their voices and enrich the work of the President. Through this commitment and partnerships guided by the DDM, communities will surely see enhanced integrated service delivery,” Mabuyane said on Thursday.

The Premier said the provincial government will use the imbizo to continue advocating for the service delivery needs of the people. This includes the acceleration of the government’s response in areas that were affected by disasters, improvements on water reticulation projects, interventions on the management of crime, as well as the accelerated implementation of all the catalytic projects across the province.

“Engagements between the two spheres of government have yielded positive results with massive investment received to improve some of the provincial infrastructure, amongst others the resolution on the funding deadlock for the construction of the R8 billion Umzimvubu Dam and an additional R6.33 billion has been allocated to municipalities in the province through various water infrastructure grants.

“The Eastern Cape provincial government has since the launch of the DDM developed and submitted at least eight DDM One Plans designed to unlock massive growth and socio-economic development across the province,” Mabuyane said. – SAnews.gov.za
