Several parts of KZN classified disaster areas following floods
Several flood-stricken parts of KwaZulu-Natal have been classified disaster areas by Cooperative Governance and Traditional Affairs (CoGTA) Minister, Thembi Nkadimeng.
The move will enable government to access additional funding from provincial and national departments to start repairs as soon as possible.
According to the SABC, the disaster areas include Ilembe, Ugu and UMzinyathi municipalities and the hardest-hit eThekwini Metro and uThukela District, which suffered about R2 billion worth of damage.
“Nkadimeng says the classification is done while processing for the declaration is underway,” the public broadcaster explained.
Heavy rains have ravaged KwaZulu-Natal since mid-December, spilling over to the new year.
Ladysmith, which falls under UThukela District, has recorded 26 fatalities due to inclement weather during the festive season.
Meanwhile, the Minister also emphasised the need to find a lasting solution for the flooding of the Ladysmith Central Business District (CBD) by channelling water towards preservation dams or catchment areas to avoid flooding.
Nkadimeng led a multidisciplinary intergovernmental team on a visit to the uThukela District Municipality, specifically in the Alfred Duma Local Municipality on Friday.
The Minister was accompanied by Deputy Minister Parks Tau and KZN CoGTA MEC Bongi Sithole-Moloi.
The leaders engaged various stakeholders from across all sectors of society representing a wide range of communities.
“The engagements and the assessment showed the devastation caused by flooding, especially on lives and livelihoods which has resulted in extensive damages to properties and critical infrastructure collapse leaving affected families homeless.”
The department believes that the impact of natural disasters is made worse by the ongoing impact of climate change, which has brought unprecedented weather patterns.
“The Minister emphasised the need for all role players including communities to ensure better-integrated planning to mitigate the impact of such adverse natural disasters.
“She made it clear that disaster risk reduction and adaptability are the only way to reduce the impact of climate change,” CoGTA said.
Nkadimeng also appreciated the ongoing work and urged that other additional planned interventions in the municipality geared to improving mitigation against floods be accelerated.
The visit by the Minister, the department said, is an expression of government’s commitment to elevating integrated disaster management and the promotion of risk-averse behaviour among communities in keeping with the ethos of a caring government.
“She advised that government through the Disaster Management Centre, will assist to mobilise resources to rebuild and rehabilitate the damages to infrastructure.”
The Minister also conveyed her sincere condolences to all who lost their loved ones as a result of the recent heavy rains.
She also took the time to thank communities who assisted those who were displaced by floods.
“The selfless and compassionate actions by ordinary members of our communities and civil society organisations in support of humanitarian aid efforts including search and rescue as well as search and recovery symbolises the true meaning of a caring nation that South African is. We are immensely grateful to everyone for pulling together and showing Ubuntu,” Nkadimeng said. – SAnews.gov.za

Taking stock of fintech in the broader African context while looking forward to opportunities in the year ahead.
At this time of the year there is usually a flurry of articles attempting to lay out trends to look out for in various industries over the coming months. This is a good exercise as it gets one thinking about industries broadly and technology specifically. However, it would be remiss to embark on this exercise without first taking stock of where we are now. The fintech ecosystem is currently in a period of stress, less so for incumbents but noticeably for newcomers.
This stress is a direct result of macroeconomic pressures piling up to generate headwinds for new market entrants. As we all know, when the macro picture is less than rosy it affects play out on the ground. In summary, there is less money floating around – less money from investors and most notably, less disposable income in the hands of consumers.
Let's take a moment to appreciate how this looks in the broader African context. Firstly, it means there is significantly less money knocking on the doors of new and innovative businesses that need investors.
Just recently, a payments processor headquartered in France lost 53% of its value - this kind of scenario has a knock-on effect across borders. However, there is a massive opportunity for fintechs that have bootstrapped themselves up in the uniquely African context.
What does this opportunity look like? For starters, there continues to be a great deal of disruption in the market. Fintechs, mobile network operators (MNOs) and banks will approach the challenges and opportunities differently. The ones that emerge from this phase in a strong position will be those that have thought about the economics of their proposition carefully, because the opportunity that presents itself in tough times is likely more scalable from an addressable market perspective.
On the other hand, those who react will focus on price. A war on price is a race to the bottom. On the contrary, the businesses and fintechs that get through the tough times will be those that focus on customer experience (CX). It may be considered an intangible that sits between the bricks and cogs of a business, but it is crucial.
In difficult conditions, every business focuses on customers returning and using their products and services more frequently. This isn't easy, or everyone would be getting it right. Customers with less money in their pockets become more discerning, and in our experience are looking for a full basket of genuinely personalised customer experience where affordability is a crucial component, but most certainly not the only one.
We have learnt that speed, access, trust, convenience and safety in the payments space continue to be exceptionally important drivers in customers' decision making on where to spend their hard-earned money. At Mukuru we build very tight feedback loops with our customers and the feedback we get time and time again is speed, ease of use and safety is primary to how they develop their consideration set.
Looking ahead, regulation will continue to play an important role in how the industry evolves. The FATF's greylisting earlier this year has had a significant impact on businesses such as ours. We are under increasing scrutiny, not because anyone thinks we present any more risk than before, but because accountable institutions must demonstrate that they are confident money isn't being laundered or used for nefarious purposes. The result is that fintechs need to spend more time thinking and planning their products and must be tight in terms of the relationships they build with their customers.
Regulation is also expected to present immense opportunities, especially in Southern Africa. South Africa, for example, lags other regions in the realm of mobile money. Legislation which is expected to come into play in 2025 will effectively form the framework within which e-money capabilities will be governed. This moment will be a significant game changer for the region. The ability for more people to use e-wallets more frictionlessly will add immense value in the South African context and will fundamentally change the landscape of how money is stored, used and moved.
Looking toward this big disruption on our doorstep, businesses will approach the opportunity differently. There will be those who throw mud at the wall and see what sticks, whereas we believe the real winners will be those that remain crisp and precise with their customer propositions. In this context, we believe partnerships will be vital for stability and growth, where partners enter mutually beneficial symbiotic relationships. These can take many shapes and forms, such as payment providers bridging the gap between the informal and formal sectors solving a problem for fintechs who need ways to enable their customers to pay for goods and services, and where the payment provider gets access to millions of previously unreachable customers.
Digitisation and diversification will continue to be important trends in the coming months and years. Take a moment to consider the power that MNOs and banks have traditionally exerted in the formal payments ecosystem – fintechs who are agile can enter into partnerships with other fintechs to offer similar one-stop solutions to those currently offered by the MNOs and banks. This trend will see an equalisation of influence.
Lastly, those that prioritise customer needs and wants will emerge stronger. There are two schools of thought on how you digitise money. The first is that you place a wallet in someone's hands and encourage them to use it. This would be the traditional approach. The Mukuru approach, and certainly the approach of the more agile players, is to find a way to help people with their payment and remittance needs and then graduate them towards using a digital store of value as they develop trust in the brand and the technology.
These are divergent approaches, but in difficult economic conditions our experience – which has seen us sign up 14-million customers across many countries – says it is better to listen to what customers want and then walk a journey with them as they become more sophisticated in their digital journeys. Our approach is to solve a problem and then gradually build trust and extend the services and products we offer, as opposed to building a shiny product and waiting for customers to arrive.

South Africa's delegation to the World Economic Forum (WEF) 2024 Annual Meeting in Davos used the platform to meaningfully engage investors, civil society, businesses and governments, and drove home the message that the country remains a top destination for growth and investment. The delegation was led by the Minister of Finance, Mr Enoch Godongwana and comprised of Minister of Trade, Industry and Competition Mr Ebrahim Patel, Minister of Higher Education, Science and Innovation Dr Blade Nzimande, Minister of Communications and Digital Technologies Mr Mondli Gungubele, and Minister of Health Dr Joe Phaahla, Brand South Africa, business executives, entrepreneurs and civil society leaders.
The overall WEF 2024 theme, Rebuilding Trust, underlined South Africa's continued role as a regional and global leader in the international community. Minister Godongwana said that South Africa's participation in global forums such as WEF Davos reinforced their belief in the value of multilateralism and the spirit of cooperation as a critical part of an overall strategy to lift economic growth. He added that countries stood to benefit from the common pursuit of a fairer, more inclusive, and representative global system.
The South African delegation tackled questions on the progress the country is making in economic reforms, particularly in areas of energy, transport and logistics, and fighting crime.
“We took the opportunity of the WEF Davos gathering to remind our partners around the world that South Africa has made tremendous progress in the past 30 years since we achieved democracy,” said Minister Godongwana. “Yes, we face a number of obstacles to achieving policy that balances fiscal sustainability, growth-accelerating reforms, and targeted spending on social services and infrastructure. We are forging ahead and making good progress.”
The Annual WEF meeting, which took place from 15 to 19 January 2024, offered South Africa's policymakers a genuine and rare opportunity to speak directly with a cross spectrum of stakeholders in global affairs, exchanging views on how to weather the rise in geopolitical and economic tensions that are shaping today's world.
Climate, technology, trade and multilateral cooperation were high on the agenda, as was South Africa's upcoming presidency of the G20 in 2025. In addition to its participation in the G20, the country is playing a key part in the expansion of the BRICS group, as well as the deepening of intercontinental economic integration through the African Continental Free Trade Area (AfCFTA).
Speaking at a panel on the BRICS in Expansion, which was inked in August 2023 at a summit in Johannesburg, Minister Godongwana stressed the importance the bloc is playing in reforming international decision-making bodies to better reflect contemporary power and economic realities.
“Although individual economic circumstances amongst BRICS+ will vary, there will be common interests that will allow the bloc to forge consensus on the urgency of sustainable economic development,” said Minister Godongwana. “The expansion will help the BRICS Group to be the voice of the global south.”

Tax Ombud secures taxpayer’s refund and interest of more than R135 000
The Office of the Tax Ombud (OTO) does not only help speed up the resolution of taxpayer complaints and gets the South African Revenue Services (SARS) to pay monies due.
According to OTO, there are also instances where it secures them thousands of rands worth in interest.
The Ombud has cited the latest case involving a complaint about SARS’ “repeated” inability to finalise a taxpayer’s verification of the 03/2023 value-added tax (VAT) declaration.
“The OTO investigated the complaint and discovered that the taxpayer had filed the VAT return on 14 April 2023, reflecting a refund of R5 398 613.44.
“The return was selected for verification and the taxpayer uploaded the supporting documentation requested, all on the same day. SARS, however, did not request additional information or finalise the verification within the turnaround time of 21 business days,” the OTO explained.
As a result, the taxpayer complained to the SARS Complaints Management Office in May last year.
However, according to the statement, SARS proceeded to request additional information in June 2023.
“After the taxpayer submitted the documentation on 20 June 2023, SARS again did not finalise the verification within 21 business days. The taxpayer complained with the OTO on 7 August 2023, and the complaint was accepted on 11 August 2023.”
The office recommended that SARS finalise the verification of the 03/2023 VAT declaration and pay out the refund with interest if applicable or provide valid reasons for not doing so.
Meanwhile, the verification of the 03/2023 VAT declaration was finalised in August 2023.
Although SARS issued an additional assessment, the OTO stated that a refund of R4 255 398.20 was paid in September last year and the taxman paid the taxpayer interest of R135 152.62 the following month.
The Ombud explained that if a VAT refund is not paid out within 21 business days, SARS is obliged to pay interest at a prescribed rate on the amount refundable.
“There are, however, certain circumstances that will delay the accrual of interest. Where for instance a taxpayer submitted a defective or incomplete return, where SARS requested information from the taxpayers about the return in question, or where a taxpayer did not provide SARS with confirmed banking details,” the statement read.
The OTO said the 21 business days will only start counting on the date on which the taxpayer provides SARS with the correct return, information or banking details.
“It is therefore extremely important for taxpayers to ensure that they act promptly to comply with SARS’s requests.”
The OTO’s services are free, and the organisation continues to make a massive difference in taxpayers’ lives with tax complaints against SARS. – SAnews.gov.za

Government empowers citizens throught tv programme
Government has packaged a television programme to empower, inform and educate citizens regarding initiatives that can improve their lives by profiling its programmes.
“We are giving voices to communities. We are sharing our content with the broader communities in this country. We are giving ordinary citizens an opportunity to talk about their daily experiences,” Government Communication and Information System (GCIS) Chief Director: Communication Service Agency, Neli Shuping, said in Pretoria on Thursday.
Shuping was addressing a special screening for a 13-episode Advertiser Funded Programme (AFP) called Citizens Connect, which will be flighted on SABC 2 starting on Thursday, 18 January 2024 at 20:30.
Repeats will be played on Fridays from 12:00 – 12:30 and it will be available on the SABC Plus streaming platform.
The Government Communication and Information System (GCIS) said the collaboration with SABC 2 was testament to government’s commitment to reaching a diverse audience and delivering impactful content.
“This is a massive milestone for the GCIS and it is a significant project that will be flighted on one of the biggest platforms, which is the SABC. The latest research on television advertisements shows that the engagement on ads from viewers has decreased, so having a programme like this is monumental as it provides an opportunity to communicate government messages,” Shuping said.
Citizens Connect is a social reality programme featuring government content, re-enactments and discussions on matters relating to gender-based violence and femicide (GBVF), anti-corruption and the Economic Recovery and Reconstruction Plan (ERRP).
The programme is aimed at encouraging active citizenry, inspiring change while informing and profiling government programmes. The choice of SABC 2 as a channel was informed by government’s efforts to engage and inform the public through a platform that has a wide audience and reaches many households across South Africa.
“We call on all South Africans across all spheres of life to follow and tune into SABC 2 from Thursday, 18 January – 22 March 2024 at 20:30, to follow and engage on the 13 episodes of Citizens Connect, which will significantly touch on various interventions and experiences of citizens with government on issues that are essential to their lives. Through storytelling and engaging content, we aspire to inspire a collective shift towards an informed and engaged society,” said Acting Director General of GCIS, Nomonde Mnukwa.
One of the episodes focuses on entrepreneurship and the government programmes that are intended to assist business owners with funding and business development.
The episode features two entrepreneurs who share their journeys in business and how they have navigated challenges such as the COVID-19 pandemic and the ongoing load shedding.
Communications Manager for the National Youth Development Agency (NYDA), Lwazilwaphesheya Khoza, informed viewers about the Voucher Programme, which range from R6 600 to R19 800. The voucher is used to purchase business support services from approved service providers.
She suggested that entrepreneurs could use the vouchers to buy inverters or generators to help keep the lights on during load shedding.
There is no contribution fee required for young entrepreneurs to participate in the Voucher Programme. Each registered entity is entitled to a maximum of two vouchers as per business development phase.

4 000 families to receive houses in the Northern Cape
Government is set to build over 4 000 houses in municipalities across the Northern Cape over the course of the next 12 to 18 months, in a programme valued at R1 billion.
“Through this project, thousands of families will now have a home they can call their own, an asset that can be used to improve their lives and access financing for their needs, and a home that can be passed on to future generations,” President Cyril Ramaphosa said on Thursday.
Addressing the launch in Kimberley, President Ramaphosa described the mega-housing project as the biggest in the history of the Northern Cape.
“This project is going to help reduce the housing backlog in the Northern Cape, as more people have access to housing in urban and rural areas. The most vulnerable in our society will be prioritised as beneficiaries of this mega-housing project.
“We will strive to ensure that the elderly, child-headed households, military veterans and persons with disabilities get priority in the allocation of these houses. What is significant about this project is that it will also address the housing needs of the so-called ‘missing middle’, people who have a form of income but do not qualify for either subsidised housing or home loans with commercial banks,” President Ramaphosa said.
The project will also be allocating funds to eradicate informal settlements and unsuitable housing structures like mud homes.
“This project is going to create work and business opportunities in the Northern Cape across its lifespan. These opportunities will be in the construction itself, in the sourcing and production of building materials, in the laying down of bulk infrastructure, in the supply of professional services and other economic activities associated with the project.
“We will be prioritising women and youth-owned businesses. We are determined that it will be Northern Cape residents and Northern Cape businesses that will benefit from the opportunities that will be created,” the President said.
He assured residents that the province has put measures in place to ensure these housing projects are delivered within the projected timeframes, according to budget and without any wastage or corruption.
“We know that right here in Roodepan and in other parts of the municipality there are social housing structures that were not built according to quality standards, or are facing challenges with wastewater drainage and groundwater seepage.
“This will not be allowed to happen again. We are going to ensure that the contractors appointed to this project observe the highest construction standards,” the President said.
He said the launch of the project is a further demonstration that government is making good on its commitment to fulfil the human rights of all South Africans.
“Providing houses for the poor and vulnerable who are dependent on government support requires innovative funding mechanisms. We have to mobilise resources in partnership with financial institutions, especially development finance institutions.
“By leveraging the Human Settlements Development Grant, the Northern Cape has secured funding through a loan facility of National Treasury and the Development Bank of Southern Africa to build these top structures and housing units.
“This loan will further be augmented by funding from the fiscus and the provincial government to achieve the total project value. This will significantly shorten the time it takes to build these houses,” the President said.
Thirty years of democracy
Despite the current challenges in the country, the President said government has made progress in expanding access to housing since the advent of democracy.
“This year, we celebrate 30 years since achieving our democracy. Last year, Statistics South Africa released the results of Census 2022, which give an indication of the strides we have made in improving the lives of the South African people.
“When the census was conducted in 2022, nearly 9 out of every 10 households were living in formal dwellings. When the first census in a democratic South Africa was held in 1996, only 6 out of every 10 households lived in a formal dwelling.
“In South Africa today, 8 out of every 10 households have access to piped water either inside their home or in the yard. These are achievements we must celebrate,” President Ramaphosa said.
He said over 4.7 million housing opportunities have been provided since the advent of democracy.
This includes stand-alone houses, multiple storey and multi-unit buildings and serviced stands.
“Security of tenure has been granted to the many households who live in pre-1994 government rental houses. We have given subsidies and transferred title deeds to approximately 376 000 qualifying beneficiaries of these homes.
“We have been working to eradicate spatial inequality by building socially and economically sustainable human settlements close to places of work, study and recreation,” he said. – SAnews.gov.za
