Public urged to follow instructions of firefighting authorities in Simon’s Town

Location: News

Public urged to follow instructions of firefighting authorities in Simon’s Town

The public has been urged to follow instructions from firefighters managing the wildfire in Simon’s Town.

“We have a strong and professional team on the ground, and we request that the public do not panic and work with us.

“Our officials will request residents well in advance if they need to evacuate, and all firefighting decisions being made is with the safety of the public as number one priority,” Western Cape MEC for Local Government, Environmental Affairs and Development Planning Anton Bredell said on Wednesday afternoon.

The fire has been burning since Tuesday morning and firefighting efforts are currently focused on the flank moving from Castle Rock towards Simon’s Town.

The Provincial Disaster Management Centre has availed provincial aerial resources to the Simon’s Town fire. Currently, there are four Huey helicopters and a spotter plane, as well as an Oryx helicopter from the South African Defence Force, deployed.

“Staff from Working on Fire, Volunteer Wildfire Services, NCC Environmental Services, the City of Cape Town and South African National Parks (SANParks) have through Tuesday night worked tirelessly to protect people and property until they could be supported with aerial water bombing again since daybreak today,” the MEC said.

While Simon's Town is being addressed, several wildfires in the Cape Winelands District Municipality (CWDM) also need attending to.

Firefighters from CWDM Fire Services, CapeNature, Winelands Fire Protection Association, NCC Environmental Services and aerial resources from Leading Edge has been engaged in active firefighting on several fronts.

The provincial government said a fire is burning through dense and inaccessible vegetation along the Berg River in the vicinity of the Berg River Dam outside Franschhoek.

Efforts are focused on preventing the spread to farms and nearby infrastructure. A fire in Du Toit’s Kloof outside Paarl is currently mostly contained, with ground crews attending to isolated hot spots, monitoring for flareups, and doing general mopping up work.

The Western Cape Provincial Government has budgeted R16 million for the current wildfire season.

“Fires due to natural causes, such as lightning strikes or rockfalls, account for less than 3% of all wildfires. The other 97% is caused either intentionally, 25%, or through negligence, 72%. These statistics show the huge role ordinary citizens can play to protect not only our natural environment, but also our personal safety and infrastructure, from runaway wildfires,” the MEC said.

Bredell asked that people report any sighting of a fire as quickly as possible to the closest authorities.

“Experience over many years has taught us that the faster the initial response, the better our chances are of successfully controlling a fire before it spirals out of control,” he said.

The following numbers can be contacted to report any fire sightings:

  • City of Cape Town: 107 or 021 480 7700 from a cell phone
  • Overberg: 028 425 1690
  • West Coast: 022 433 8700
  • Garden Route: 044 805 5071
  • Central Karoo: 023 414 2603
  • Cape Winelands: 021 887 4446

MEC Marais mourns death of celebrity cook Fatima Sydow

MEC Marais mourns death of celebrity cook Fatima Sydow

Western Cape Cultural Affairs and Sport MEC, Anroux Marais, has expressed shock and sadness at the passing of celebrity cook, Fatima Sydow, at the age of 50.

According to a statement released by the family, Sydow passed away peacefully on Tuesday at Vincent Pallotti Hospital in Cape Town, after battling soft tissue sarcoma since 2020.

She was surrounded by her immediate family.

Marais said Sydow would be missed by everyone she touched with her warm personality, including the many fans of her hit TV show, Kaap, Kerrie en Koesisters.

“The sun will shine a little less brightly after Fatima lost her battle, so bravely fought, against soft tissue sarcoma, which has robbed the Western Cape of one of its most beloved residents. Her recipes were often short and simple enough for anyone to attempt. Yet the end product, often with Cape Malay flair, would always be so spectacular,” Marais said.

The MEC thanked Sydow’s family and loved ones for supporting her so that she might share her gift with the nation.

“She made her mark and will be sorely missed by all those who knew and cared for her. Her life and work will live on through her recipes. I send my most heartfelt condolences and hope that you will find peace and strength during this difficult time,” Marais said.

Sydow is a renowned culinary artist and beloved personality known for her exceptional culinary skills, infectious enthusiasm and warm personality.

The cook was born on 12 November 1973 to Abduraghmaan and the late Waseela (nee Davids) Sydow on the Cape Flats in Cape Town.

“Her culinary odyssey commenced at the tender age of nine, standing alongside her mother, peeling potatoes, and cutting onions.

“Inspired by her mother's ability to perform culinary miracles with few ingredients; creating dishes that generously fed many hungry stomachs, Fatima found the spark that would ignite her own culinary journey,” said Marais.

In 2015, she published a book, The Journey of Cape Malay Cooking with Fatima Sydow.

She subsequently published three more books, Cape, Curry & Koesisters, Fatima Sydow Cooks, and My Story, My Heritage.

Her funeral will take place on Wednesday in Cape Town. – SAnews.gov.za

Thousands of jobs created in tourism, clothing sectors in W Cape

Thousands of jobs created in tourism, clothing sectors in W Cape

Targeted skills programmes run by the Western Cape’s Department of Economic Development and Tourism (DEDAT), in partnership with the private sector, resulted in 2 772 jobs for previously unemployed young people between April and November 2023.

The province said there has been "notable" post-pandemic growth in the tourism sector.

According to the latest data, between 2021 and 2022, 154 442 tourism jobs were created in the province, bringing the total to 214 909 jobs.

“In just three sectors in the Western Cape, we have seen the creation of nearly 160 000 jobs since 2021.  This achievement has not happened by chance and is the result of hard work, strategic support, and critical partnerships with the private sector to support and enable businesses to do what they do best – create jobs,” said Western Cape Finance and Economic Opportunities MEC, Mireille Wenger.

She said she was “extremely” proud of the work done by DEDAT, together with the private sector.

“We are getting the most out of every cent of public funds by enabling job creation in the province, despite the current tough economic climate and a fiscal crisis that has resulted in unprecedented in-year budget cuts.

“The thousands of jobs being created are a true testament to the power of partnerships between the public and private sectors, for the benefit of all residents,” Wenger said.

She noted the key outcomes of the targeted programmes within DEDAT this year.

These include the skills training and placement programmes in the clothing and textiles sector, which created 402 jobs.

Meanwhile, the partnership with Airports Company South Africa (ACSA) also placed 124 unemployed youth at the Cape Town International Airport to assist with providing information services to travellers and help process passengers in peak times.

The provincial department also worked with the thriving Business Process Outsourcing (BPO) sector to upskill and place 2 196 previously jobless youngsters in full-time employment opportunities in the sector.

“2023 has been a year of jobs and growth in the Western Cape.”

However, Wenger said without a growing pool of talent, the province cannot hope to take full advantage of the immense potential of the economy or give young people the opportunities they need to succeed.

“This is why we will continue to work hard with our partners and stakeholders across all levels of government, our international partners and investors, and across the private sector to invest in the right qualifications, skills, and experience for jobs available this year and in the future.

“We can create many more jobs and opportunities for a better future for everyone in our province,” Wenger said. – SAnews.gov.za

Anti-corruption forum welcomes SAPS progress against construction mafia

Anti-corruption forum welcomes SAPS progress against construction mafia

The Infrastructure Built Anti-Corruption Forum (IBACF) has welcomed the progress made by the South African Police Service (SAPS) and other law enforcement agencies on the progress made to crackdown on the construction mafia.

The IBACF was formed in 2020 and is aimed at monitoring infrastructure projects and putting systems in place to detect and prevent corruption.

The forum comprises civil society, representatives from the built environment and various arms of government, including the Special Investigating Unit (SIU).

SIU spokesperson Kaizer Kganyago said hundreds of arrests have been made relating to illegal practices in construction.

“There are ongoing investigations in the sector by various law enforcement agencies that have led to consequence management such as asset recovery, disciplinary action, and criminal prosecution.

“It is against this background that the IBACF welcomes and congratulates the SAPS on their progress in addressing the construction sector mafia in South Africa. The SAPS has confirmed that the 712 cases referred for investigation have resulted in 722 arrests and 52 convictions so far,” Kganyago said.

According to Kganyago, at a recent meeting of the IBACF, the National Priority Committee on Extortion and Violence at Economic Sites reported that “the fight against fraud, corruption, and maladministration in the construction sector is gaining significant ground”.

“A notable recent arrest has been that of alleged 28s gang boss Ralph Stanfield and his wife, Nicole Johnson. Several Cape Town construction contractors had to abandon government housing construction sites following alleged acts of intimidation and violence.

“Thereafter, the Western Cape government’s Human Settlements Department awarded Johnson's company, Glomix House Brokers, the contracts for completing these abandoned projects,” the SIU said.

Kganyago explained that the construction mafia refers to groups of extortionists who attempt to forcefully extract protection fees from local construction companies and contractors or extort a portion of the cost of an infrastructure project, including specific individuals affiliated with the mafia being recruited to work on the site.

“The construction sector is one of the most important job-creating sectors in the country. Investment in the sector not only benefits the country through improved infrastructure but creates hundreds of thousands of jobs on construction sites and throughout the construction sector value chain.

“Research documents published during the last two years have revealed the impact of construction sector mafia on construction projects and investment in the sector. In the period leading up to 2022, up to R63 billion worth of projects were reported, and delayed or cancelled as a result of the extortion tactics and disruptions posed by construction mafia,” Kganyago said.

Community involvement

The SIU called on community members to report any illegality on construction sites.

“The IBACF encourages proactive community engagement to inform residents of the projects underway in their areas; of possible opportunities for legitimate sub-contractors and workers, and encourages all South Africans, who are aware of any criminal actions such as threats of violence or extortion that may lead to the loss of such projects and work opportunities, to report these crimes,” the SIU said.

Crimes of this nature can be reported to:

  • Any South African Police Service (SAPS) station;
  • The toll-free National Anti-Corruption Hotline on 0800 701 701;
  • The Presidential Hotline on 17737 or email president@po.gov.za, and
  • The SIU Hotline on 0800 037 774.

“As the SAPS report back on arrests and convictions, we warn the public that there are consequences for people who engage in illegal activities within the construction sector. The IBACF thanks the whistleblowers and law enforcement agencies for their bravery and tremendous efforts in tackling these criminal matters,” Kganyago said. – SAnews.gov.za

Reduce food waste this Christmas

Location: News

Reduce food waste this Christmas

With the holiday season often being a time of abundance and indulgence, the City of Cape Town has urged residents to join in the effort to reduce food waste during the upcoming Christmas celebrations.

Member of Mayoral Committee for Urban Waste Management, Grant Twigg, warned that food waste is a significant contributor to greenhouse gas emissions and exacerbates the effects of climate change.

“When food is wasted, not only are valuable resources such as water, energy and land wasted, but when leftovers and scraps end up in landfill, they produce a potent greenhouse gas that can accelerate climate change.

“The city encourages residents to practice careful planning when it comes to their holiday meals. Smart shopping and thoughtful meal preparation can help avoid overstocking and excess consumption,” Twigg said.

Tips to reduce food waste during the holiday season:
• Plan meals and shopping lists: Plan your meals in advance and create a detailed shopping list. This way, you can avoid overbuying and ensure you only purchase what you need.
• Buy locally and seasonally: Support local farmers and reduce the carbon footprint associated with long-distance transportation by choosing locally-grown and seasonal produce.
• Proper storage: Store food correctly to extend its shelf life. Ensure refrigerated items are kept at the appropriate temperature and use the first-in, first-out method when organising your pantry.
• Be mindful of your fridge/freezer capacity, when stocking up on fresh fruit and vegetables, to minimise unnecessary spoiling of unused vegetables,
• Portion control: Be mindful of how much food you cook and serve. Start with smaller portions and allow guests to serve themselves second helpings if desired. This will minimise leftovers and reduce waste.
• Be creative with re-using leftover food: There are options to make leftovers into new and exciting dishes to enjoy, rather than just throwing them out.
• Composting: Consider composting at home. Composting food scraps not only reduces landfill waste but also creates nutrient-rich compost that can be used to nourish plants and gardens.

Twigg reminded businesses to come up with alternative plans to landfill, when disposing of organic waste.

Since the adoption of the amended Integrated Waste Management By-Law in 2009, every business in Cape Town has been required to develop integrated waste management plans (IWMP) to cover all aspects of waste management. - SAnews.gov.za

AGOA illustrates inter-dependence of Africa and the US

Location: News

AGOA illustrates inter-dependence of Africa and the US

The African Growth and Opportunities Act exemplifies the growing inter-dependence between African countries and the United States of America.

“AGOA exemplifies the growing inter-dependence between Africa and the US. Don’t forget there are 40 million African Americans in the US,” says honourary Professor of International Relations at the University of the Witwatersrand, John Stremlau.

The act is an initiative of the United States and is aimed at giving duty-free market access for producers in eligible countries in sub-Saharan Africa.

According to the Office of the United States Trade Representative, AGOA has been at the core of US economic policy as well as commercial engagement with the African continent. The Office of the United States Trade Representative further adds that by “providing new market opportunities, AGOA has helped bolster economic growth, promoted economic and political reform, and improved US economic relations in the region”.

South Africa hosted the 20th AGOA Forum in early November. The three-day session held in Johannesburg followed on the short, physical meeting held in Washington DC, in the US in December 2022.

One wouldn’t have been wrong to wonder how the meeting - which alternates between the US and the African continent annually - would pan out, given what appeared to be strained relations between South Africa and the US. This, following the Lady R matter in which US Ambassador to South Africa, Reuben Brigety, accused South Africa of having weapons intended for Russia, loaded onto the container ship that docked near Cape Town in December last year.

However, an independent panel appointed by President Cyril Ramaphosa found no evidence that weapons had been loaded.

Despite the outcome of the panel, the seeds of doubt had already been sown and what followed was a wait-and-see game of how the meeting would unfold, despite Cabinet’s welcoming of the acknowledgement of US National Security Advisor, Jake Sullivan, of the seriousness with which  President Ramaphosa had addressed the matter.  In a statement in October, Cabinet welcomed the affirmation of the strong relations between South Africa and the United States.

In October, Sullivan spoke to President Ramaphosa’s National Security Advisor Sydney Mufamadi and the two officials reaffirmed the strong relations between the two countries.

In an interview with SAnews, Stremlau reflected on relations between South Africa and the US recalling how then US President Ronald Reagan in 1986 vetoed a bill that would have imposed sanctions on the apartheid government of the day. However, the US Congress overruled the President and sanctions were imposed.

“…South Africa is a really special case for America because of its own history of racism and South Africa’s history of racism… and the fact that you have Joe Biden in the White House now, who championed the overturning of the Reagan veto back in 1986 for the comprehensive ending [of] apartheid legislation that imposed sanctions on South Africa.”

He added that while there was a “sordid history” in which he was referring to “the tacit alliance between the Apartheid regime and successive US regimes during the Cold War era but also reflective of racism that was the sediments of slavery in the US that are ebbing but still pollute politics there,” the two countries “are moving on.”

“AGOA exemplifies the current complexity of the relations between the US and South Africa which have been good in the fundamental sense but strained over Russia and I suppose now the Israel –Palestine [matter],” Stremlau explained.

Enacted in 2000, the Act has been at the core of US economic policy and commercial engagement with Africa.

“The point is that both for the US and for South Africa, this relationship is important and was reaffirmed by the US Special Trade Representative Catherine Tai when she came here for the forum and by [Trade, Industry and Competition] Minister Ebrahim Patel and everyone else in the government.”

In a recent Cabinet statement, government asserted that AGOA provides an opportunity for the US to strengthen its economic relationship with Africa.

“And even though the South Africans and the Americans agree to disagree on Russia, which is a peripheral issue, it’s not the peripheral issue for the Ukrainians or the United States… and I think that’s the maturity in the relationship that you can differ on particular policies but still maintain the overall relationship and for AGOA, South Africa is the most important country,” he explained.

Impact

Currently, 35 countries in sub-Saharan Africa have been designated as eligible for AGOA benefits and Stremlau shared his thoughts on whether the Act has lived up to expectations.

“For Lesotho’s textile exports, it’s been a boon. It may be a possible example of where China, the US and African countries can have a positive sum game going. The point is, some countries have benefitted a lot; other countries not so much.

“South Africa is the biggest economic partner of America in Africa with 600 US companies operating here and  vis-a-vie exports of manufactured products particularly automobiles is vital, as evidenced by comments on both sides at the forum. I think you can safely say it depends on the expectation of the country involved.”

He added that overall, African trade with America is only at 1 or 2 % but has a big impact “on the development of a particular African country.”

“It boils down to jobs and the income of sectors. Governments should be free to negotiate that or try to get to a positive sum and in the case of the US, South Africa and AGOA, I think that they have got that positive sum.”

In his address at the forum, Patel said more African countries could benefit from AGOA while Tai reiterated her country’s commitment to strengthening the US-Africa trade and investment relationship to deliver real opportunities across societies.

Tai also announced that her country backs the implementation of the African Continental Free Trade Area (AfCFTA) under the US-AfCFTA Memorandum of Understanding (MoU) on Cooperation for Trade and Investment.

This after the AfCFTA Secretary General, Wamkele Mene, and Tai signed the MoU during the US-Africa Leaders' Summit last December.

US Secretary of State, Antony Blinken has reiterated US President Joe Biden’s commitment to extend the act beyond the expiration date of September 2025.

This comes after the US Congress in 2015 passed legislation extending the programme to 2025.

Extension

In his remarks at the forum, President Ramaphosa said an extension of the act for a longer period of time could act as an instrument to entice investors to pour more resources into the African continent adding that shorter periods of extension “impeded investment ambitions.”

Meanwhile, the Department of Trade, Industry and Competition (dtic) said that African trade ministers had prior to the forum, met and agreed on a common position calling on the US to extend AGOA for at least 10 years when it expires with all existing AGOA-eligible countries retained in the programme.

Stremlau said there are now discussions on improving AGOA going forward.

“Now that I’ve seen the draft bill that [US Democratic Party Senator] Chris Coombs is tabling that would extend the AGOA 16 years to 2041 and read the [Senator] Jim Risch’s (Republican from Idaho) letter that criticises South Africa’s relationship with Iran and Russia and I think on the Middle East too, I’m of the view that there’s only one sentence in Coombs’s bill about South Africa and it calls for the President - who would be Joe Biden at least until February 2025 - to within 30 days do a review. I  think they will push for a renewal. I take [the] Coombs bill as a very positive sign, despite the fact that it calls for a Presidential review of South Africa. So long as Biden does it, South Africa has nothing to worry about in my view,” said Stremlau.

According to the draft bill, which was released following the forum, the long-term extension of the expiration date would “provide businesses the certainty needed to invest in sub-Saharan Africa, supporting economic growth and development in the region.”

On eligibility, the bill notes that the current statute requires the President to undertake an annual review of all 49 AGOA eligible countries to evaluate their continued eligibility for the program. The AGOA Renewal Act would reduce that obligation, requiring a review of each country at least once every three years.  It further adds that the “President would retain the authority to conduct an out-of-cycle review of the eligibility of any country at any time, and the bill requires that USTR [Office of the US Trade Representative] undertake an immediate out-of-cycle review of South Africa.”

On integration with the AfCFTA, the renewal act would “modify AGOA’s rules of origin to allow inputs from North African AfCFTA members to count toward the requirement that 35% of a product’s value originate in the region.”

On whether South Africa could be booted out of AGOA, Stremlau said he would be “surprised” if this were to occur.

“If you look at the Coombs bill, there is a provision for graduation where it requires middle income status [for a qualifying country] for five years before the review occurs even.

“The one thing we have to remember and one thing that is worth highlighting is that the bill is not a trade bill. It is an initiative by the US Congress so it has a lot of political conditions such as the rule of law, freedom of the press, periodic credible elections and South Africa passes all of those of course, even if it’s the most unequal country in the world,” he said. -SAnews.gov.za

Celebrating South Africa's sports stars

South Africans will celebrate South Africa’s sports achievements and the Springboks World Cup victory on Friday, after President Cyril Ramaphosa declared 15 December a public holiday.

The Boks clinched a hard fought and historic victory during a tough encounter against New Zealand in the 2023 Rugby World Cup final held in Paris in October.

The Boks are the only national team who have won the Rugby World Cup four times.

In an address to nation shortly after the win and following public calls for a public holiday to celebrate the victory and sports achievements in true South African style, President Ramaphosa said the holiday would only be held after the matric final exams.

“In celebration of the Springboks’ momentous achievement and the achievements of all our other sports men and women, and as a tribute to the resolve of our united nation, I am declaring Friday the 15th of December 2023 as a public holiday.

“We declare this to be a day of hope, a day of celebration and unity. Our sports men and women have shown us what is possible. We will succeed and we will ensure that we leave no one behind,” President Ramaphosa said.

The year 2023 has been a glittering year for South African sports and its stars. Notable achievements include:

  • The Springbok’s Rugby World Cup victory in October.
  • Banyana Banyana’s progression into the knockout stages of the FIFA Women’s World Cup (the first South African senior football side to do so) following their maiden Women’s Africa Cup of Nations victory in 2022.
  • KG Montjane became the first South African woman in 40 years to win a French Open title after she and her Japanese partner Yui Kamiji, clinched the doubles wheelchair final in June.
  • South African swimming sensation Tatjana Schoenmaker won her first ever world title at the World Aquatics Championships held in Japan in July.
  • The South African Special Olympics team returned from the Special Olympics World Games held in June with 22 gold, 20 silver and seven bronze medals.
  • South Africa’s successful hosting of the Netball World Cup which was held on African soil for the first time in its history. The tournament was held during July and August.
  • The Momentum Proteas – South Africa’s women’s national team – reached the finals of the Women’s T20 World Cup final held in Cape Town in February.
  • The Proteas reached the semi-finals of the Cricket World Cup held in India in November.

Earlier this week in his newsletter to the nation, the President urged South Africans to come together to “remind ourselves of everything that we love about South Africa”.

The President called on South Africans to mark a special public holiday to celebrate the historic victory of the Springboks in the Rugby World Cup.

“Their victory, alongside many other achievements by South Africans on the global stage, is a reminder of our country’s tremendous strengths and the promise that it holds.

“Let us come together on Friday to remind ourselves of everything that we love about South Africa. Let it be a day of hope, celebration and unity. I wish all South Africans a safe, peaceful and restful festive season as we all prepare for a successful new year,” he said. – SAnews.gov.za
