South Africa to focus on development and growth during G20 Presidency

South Africa to focus on development and growth during G20 Presidency

South Africa will use its G20 Presidency to review the group’s processes, address financing for development, and tackle barriers to growth in developing countries, including those in Africa.

Addressing the opening of the G20 Finance Ministers' and Central Bank Governors' meeting, National Treasury Director-General, Dr Duncan Pieterse, outlined a range of issues that will be discussed at this week’s finance track meetings, taking place in Cape Town.

This as the Finance and Central Bank Deputies' meeting is taking place at the Cape Town International Convention Centre, on 24 and 25 February 2025. The meeting will be followed by the first meeting of the G20 Finance Ministers and Central Bank Governors on 26 to 27 February 2025.

“South Africa has signalled a strong and keen intent to review the operational process of the G20. Last month, the G20 began its 26th year of operation, however the operational processes of the G20 have rarely been reviewed.

“In the coming months and following the discussions this week, the South African Presidency working with the G20 membership will for the first time conduct a review of these processes and consider how to improve and strengthen them. We will also discuss various other opportunities for G20 engagement this year,” Pieterse said on Monday.

South Africa’s G20 Presidency commenced on 1 December 2024, and all engagements are being held under the theme: “Solidarity, Equality, Sustainability.” The theme underscores the nation’s focus on inclusive global economic growth, with particular attention to the needs of the world’s most vulnerable nations.

He said one of the issues of importance to the world’s poorest and most vulnerable countries is the issue of financing for development.

“Today we will discuss the Financing for Development Conference that is happening in July this year and how the G20 Finance Track might consider engaging with this process.

“We will also hold a very important meeting on the challenges and the constraints to growth in developing countries, including African countries,” the Director-General said.

Other issues of relevance to the membership to G20 will be discussed as well.

“We have worked on a very detailed programme and the work continues this week. Over the last few weeks and months, the G20 working groups of the Finance Track have met and have made progress in shaping our agenda for this year, which is going to be taken forward and discussed in detail this week,” he said.

This week, there will be several critical side meetings, including  the meeting of the G20 Troika members, the meeting of the G20 emerging markets and developing economies, which took place this morning, as well as several bilateral meetings with various G20 members and other international organisations.

“This morning, we had an emerging market and developing economies breakfast where we discussed a wide range of challenges affecting emerging markets and economies.

“The participants in our meeting reflected on various issues, including the current state of the global economy, issues relating to debt and how it affects Africa in particular, various perspectives on the reform of the financial architectural were shared and the challenges facing members in affording financing for development and the importance of the Financing for Development Conference that is happening later this year in Spain, which is one of the areas we will discuss,” Pieterse said.

Some of the side events for this week include domestic resource mobilisation, bridging the tax gap, cross border payments, global financial architecture in transition and a cost of capital roundtable.

The G20 was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85% of global GDP and 75% of international trade.

It comprises 19 countries including: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and United States and two regional bodies, namely the European Union and the African Union.

South Africa’s Presidency of the G20 continues full steam ahead - with the country's efforts to foster greater collaboration among the G20 members to address pressing global issues and find sustainable solutions that prioritise the well-being of all people.

South Africa’s G20 Presidency commenced on 1 December 2024 and all engagements are being held under the theme: “Solidarity, Equality, Sustainability” as the country endeavours to ensure “no one is left behind.”

The Finance Track deals with strategic macroeconomic and financial stability issues and is led by member countries’ Finance Ministers and central bank heads.

M&As Reflect Growing Global Interest in African Mining

Location: Business
Energy Capital & Power

International mining stakeholders are increasing their access to Africa's mineral resources through joint ventures, acquisitions and stakes in local projects. Meanwhile, African countries and operators are leveraging these partnerships to enhance capital, accelerate project development and meet ambitious production targets.

The upcoming African Mining Week (AMW), taking place in Cape Town this October, will spotlight mergers and acquisitions (M&A), offering African projects a platform to showcase opportunities and providing global investors the stage to present growth strategies for Africa's expanding mining sector.

Recent research by the Economist Intelligence Unit indicates that foreign investment in Africa's mining industry is poised for significant growth in 2025, building on strong momentum established in 2024. Several key transactions highlight this trend. Earlier this month, UK-based Altona Rare Earths finalized its acquisition of an 85% stake in Botswana's Sesana Copper-Silver Project from Ignate Minerals, committing significant capital to accelerate exploration and mine development. In December 2024, Australian mining firm Patriot Lithium acquired a 90% stake in Zambia's Kitumba Copper Large Scale Exploration License from Newlight Nominees Zambia, enabling increased funding for exploration and production activities. Similarly, in October 2024, Jubilee Metals, a UK-based company, acquired Project G, its second open-pit copper asset in Zambia, as part of a strategy to boost investments and raise copper output to 25,000 tons per year.

Recent M&A activity in Africa's mining sector is reshaping the industry, improving operational efficiencies and creating new pathways for innovation and technology transfer. For African nations, these investments bring new opportunities for job creation, infrastructure development and access to global markets, fueling economic growth. Additionally, the influx of foreign capital and expertise enhances local capabilities, enabling African countries to harness their natural resources more effectively while addressing challenges like underdeveloped supply chains and limited financing for exploration.

In South Africa, M&A activity reached $10 billion between June 2023 and 2024, with 32 deals closed, compared to 24 year-on-year, according to PwC. Among the notable deals, Kenya's Marula Mining secured a 51% stake in South Africa's Mansera Kruisrivier Cobalt Holding Company in July 2024, funding feasibility and aerial studies to advance the project. Meanwhile, China's Baowu Steel Group acquired stakes in Guinea's Simandou Project, the world's largest untapped iron ore deposit, in June 2024. In Mali, Ganfeng Lithium secured an operational stake in the Goulamina Lithium Mine in a $342.7-million deal with Australia's Leo Lithium in May 2024. The UAE-based International Resource Holdings also entered the market, acquiring Zambia's Mopani Copper Mines for $1.1 billion in May 2024, enhancing exploration and production capabilities at one of the country's largest copper facilities.

As African nations focus on boosting mineral production to drive economic growth, M&A activity is expected to intensify, with global partners seeking greater stakes in the continent's abundant resources. Against this backdrop, the upcoming AMW will play a crucial role in shaping Africa's M&A landscape by facilitating project showcases, fostering partnerships and advancing deal signings that will define the future of the mining sector.

African Mining Week serves as a premier platform for exploring the full spectrum of mining opportunities across Africa. The event is held alongside the African Energy Week: Invest in African Energy 2025 conference (https://AECWeek.com/) from October 1 -3. in Cape Town. Solarafrica Secures R1.8 Billion Solar Investment, Advancing Wheeling Adoption in South Africa

Location: Business
Starsight Energy

SolarAfrica (https://SolarAfrica.com/) is proud to take another major step forward in the development of its flagship utility-scale solar project, SunCentral, by successfully reaching financial close on the first 114 MW component of the project alongside funding partners Investec and RMB. The R1.8 billion investment into SunCentral marks the start of the project's rollout in South Africa.

SunCentral is a large-scale solar photovoltaic (PV) plant located between Hanover and De Aar in South Africa's Northern Cape province. The project will be developed in three phases.

Phase 1, consisting of 342 MW, will be delivered through a staged roll-out of three 114 MW facilities and will deliver renewable energy to a diverse range of off-takers by wheeling it through South Africa's power grid. Phase 2 and 3 will increase SunCentral's capacity to 1 GW.

Unlike similarly sized projects that offer wheeling on a one-to-one basis (with one generation plant supplying one off-taker), SolarAfrica's project will offer wheeling on a one-to-many basis, making it available to a wider pool of businesses in South Africa.

SolarAfrica's Chief Investment Officer Charl Alheit, who spearheaded the financial close, explains: “Reaching financial close on the first 114 MW of our utility-scale wheeling development and Main Transmission Substation (MTS) investment marks a significant milestone in our commitment to advancing sustainable energy solutions for our customers in the commercial and industrial sectors.”

He adds that the substantial size of SunCentral will unlock access to cheaper, greener power for even more businesses across the country. “We are excited to see this project move forward as we continue contributing to the energy transition while delivering long-term value to our customers."

SolarAfrica is part of the greater Starsight Energy Africa Group. The success of SunCentral will act as a blueprint for similar (and possibly smaller) off-site generation projects in other key African markets in which the Starsight Energy Africa Group companies operate.

“The construction of SolarAfrica's SunCentral is a critical step in our journey to expand clean energy adoption across Sub-Saharan Africa, says Paul van Zijl, Group CEO of Starsight Energy Africa Group. “We are excited to move this project forward and continue delivering long-term value to our customers,” he says.

SolarAfrica is backed by world-class investors African Infrastructure Investment Managers (AIIM) and Helios Investment Partners who both hold decades-long track records of bringing investment to support African innovation.

“Reaching Financial Close on the first 114 MW on SunCentral is a fantastic milestone for SolarAfrica, says Thor Corry, Investment Director at AIIM.

“The modular approach to construct the MTS and plug in subsequent 114 MW modules provides a superb platform for SolarAfrica to scale at pace to meet the needs of the C&I customers in South Africa who want to secure price certainty and cost efficiencies while furthering South Africa's Just Energy Transition. With South Africa requiring up to 30 GW of new capacity by 2030 to meet its climate commitments and energy needs, projects like this are crucial,” Corry concludes.

SA welcomes first visitors from China through new visa initiative

The digital Trusted Tour Operator Scheme (TTOS) visa initiative is bearing fruit with the first group of visitors from China having arrived in South Africa at the weekend.

Home Affairs Minister Dr Leon Schreiber along with Tourism Minister Patricia de Lille and other government and tourism stakeholders welcomed the first group of visitors from China through the TTOS visa initiative.

The 15 tourists arrived on Saturday through the Cape Town International Airport in the Western Cape.

The Ministers were delighted to welcome the tourists and a tour guide who arrived in South Africa only a few days after their visas were processed through the Department of Home Affairs visa initiative.

“This was an exciting moment in this ground-breaking initiative where the TTOS is providing a faster and more seamless process for visas for travellers from India and China. Together with the Department of Home Affairs we have worked tirelessly to make this happen and I commend Minister Schreiber and the team in the Department of Home Affairs for the swift implementation of this new and improved visa initiative,” Minister de Lille said.

Last year, an Inter-Ministerial Committee with the Department of Tourism, the Department of Home Affairs, the State Security Agency and Operation Vulindlela in the Presidency was established to tackle the visa regime issues.

Home Affairs announced that the ground-breaking Trusted Tour Operator Scheme will significantly ease the process and allow for a seamless visa application process for travellers and tour operators from India and China.
READ | Trusted Tour Operator Scheme to boost tourism from China, India

From 12 February, the first group of approved 65 tour operators from South Africa, India and China started processing visa applications through the TTOS.

India and China have been identified as two key source markets for South Africa to grow arrivals due to the high number of tourists who travel internationally from these countries.

Currently, South Africa only receives 41 600 arrivals from India and 79 700 from China, a minor share of the country’s total arrivals for 2024 which stood at 8.9million total international arrivals.

“The TTOS is a massive win for the tourism and business events sector and the Department of Tourism will use the new visa initiatives as enablers to grow tourism arrivals to South Africa which will in turn drive inclusive economic growth and job creation,” Minister de Lille added.

Through targeted outreach engagements in India and China, the country has also been sharing the developments of the TTOS, the Electronic Travel Authorisation and Digital Nomad Visas with these two key source markets to ensure that more tour operators register and use these new and enhanced visa processes.

“We are extremely excited about these visa developments and what it means for the growth of the tourism sector. We have no doubt that the TTOS will exponentially increase arrivals from India and China which will stimulate demand across the tourism and services sector,” the Minister said. – SAnews.gov.za

Saudi Arabia Expands Energy Ties With Africa

Location: News
African Energy Chamber

Earlier this week, Egypt's Minister of Petroleum and Mineral Resources Karim Badawi and Saudi Arabia's Minister of Energy Abdulaziz bin Salman Al Saud signed an agreement to develop an executive plan for energy efficiency cooperation, strengthening bilateral ties in the energy sector and fostering sustainable development. This follows another significant development in September, in which Egyptian Prime Minister Mostafa Madbouly secured a $5 billion pledge from Saudi Arabia's PIF, representing the “first phase” of a larger investment strategy.

As a leading global energy giant, Saudi Arabia has been actively investing in Africa's energy sector, aiming to expand its energy reserves, advance energy diplomacy and compete with other global superpowers. This strategic push not only strengthens Saudi Arabia's influence in the region, but also paves the way for deeper economic and political ties with African nations.

To date, the lion's share of investment in Africa's energy sector has focused on clean energy advancements. With total project costs reaching $7 billion across the continent, Saudi developer ACWA Power stands as the leading private-sector investor in African renewable energy. In October 2024, the company announced that its Redstone solar plant in South Africa was set to achieve its full 100 MW capacity, while its Kom Ombo solar PV plant in Egypt successfully reached its full capacity of 200 MW. ACWA Power is also leading Project DAO, South Africa's largest hybrid renewable power plant, with an $800 million investment. The project is expected to come online by 2026 and aligns with the Kingdom's broader Vision 2030 goals.

In addition to renewable energy, Saudi Arabia is diversifying its investments to secure critical minerals for clean energy technologies. In October, Saudi Arabia's Manara Minerals, a joint venture between Ma'aden and the Public Investment Fund (PIF), entered advanced talks to acquire a minority stake in First Quantum Minerals' Zambian copper and nickel assets. The potential investment, valued between $1.5 billion and $2 billion, underscores Saudi Arabia's strategy to secure critical minerals that are vital for the global clean energy transition.

Turning to broader regional commitments, Saudi Arabia's financial support for Africa's energy infrastructure has grown. In October, the Kingdom announced a major funding initiative, pledging at least $41 billion for sub-Saharan African nations. This includes $1 billion for development, $5 billion for startups, $10 billion in financing from the Saudi Export-Import Bank and $25 billion in private sector investments over the next decade.

Meanwhile, the Saudi Ministry of Energy has established the "Empowering Africa" initiative as part of its broader commitment to supporting sustainable development across the continent. In collaboration with the Ministries of Communications and Information Technology and Health, the initiative aims to deliver clean energy, connectivity, e-health and e-learning solutions to enhance lives and promote long-term growth in Africa. Building upon the Clean Fuel Solutions for Cooking Program, it focuses on providing cleaner cooking solutions to vulnerable populations, aiming to reduce reliance on traditional biomass fuels and improve health outcomes for millions of households. Minister bin Salman Al Saud has emphasized energy as a fundamental human right and is spearheading efforts to improve access to clean cooking technologies across the continent.

Additionally, state-owned petroleum company Saudi Aramco is strengthening its partnerships with African nations to support energy investments and mobilization. These collaborations are expected to drive infrastructure development, enhance oil and gas production capacity and facilitate knowledge transfer between Saudi and African energy stakeholders, while aligning with broader energy security and sustainability goals.

In the multilateral arena, the African Energy Chamber is working with Saudi Arabia to support South Africa's G20 energy investments and mobilization. This partnership is set to facilitate greater financing and policy coordination, ensuring Africa's energy priorities are well-represented in global energy discussions. The upcoming African Energy Week: Invest in African Energies conference in Cape Town serves as a key platform to facilitate and support these investments, bringing together Saudi stakeholders, African governments and global energy leaders to advance new projects, strengthen partnerships and accelerate the continent's energy transition. These collaborations are essential in addressing energy challenges, driving economic growth and fostering long-term sustainability. As Saudi investments expand – alongside those of other G20 nations – their impact on Africa's energy landscape will only deepen.

AEW: Invest in African Energies is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

Cape Town to host B20 meeting

Location: News

Cape Town to host B20 meeting

With South Africa due to host the Group of Twenty (G20) Leaders’ Summit this year, Cape Town is set to host the Business 20 (B20) – the official dialogue forum for domestic and international business communities next week.

Western Cape Premier Alan Winde said the province and Cape Town look forward to welcoming the world once again.

This as the province will host the B20 from 24-25 February in the year that South Africa hosts the Group of Twenty (G20) Leaders’ Summit.

“This is an important milestone for our province, country, and continent. It is a huge honour for us all to showcase the region to the world. We did this so well this last holiday season and again with the recent Mining Indaba and other major events. Now it is our opportunity to host the B20. Let us all put our best foot forward and send delegates home as marketers of Cape Town and the Western Cape,” he said.

According to the Premier, the B20 serves as an important networking platform for local companies and businesses to link up with international counterparts, who are eager to join hands with them in exploring ways in which to take economic growth and job creation forward.

The B20 offers several benefits, including attracting foreign investment, boosting tourism, enhancing the international reputation of the Western Cape and South Africa, and influencing global policy discussions.

The B20 summit will focus on the theme ’Inclusive Growth and Prosperity through Global Participation.’

Key areas of priority for the summit include trade and investment, infrastructure development, education, and climate change.
“We have a vital opportunity to showcase our economic successes, further highlight the region as an investment destination of choice, build on our achievements together with global partners, and deepen international ties to tackle critical issues.

“The issues that will be discussed at the B20 can influence the G20 and so we will ensure our voice is heard,” Winde added.

Meanwhile, more than 100 meetings of the G20 will be held throughout the year, 40 of which are planned to take place in the Western Cape.

“The Western Cape is ready to host even more meetings and gatherings linked to the G20 if need be. We must maximise the hosting of these events to enhance our global standing.”

Meanwhile, President Cyril Ramaphosa will today officially open and address the G20 Foreign Ministers’ Meeting in Johannesburg.

The Foreign Ministers’ Meeting hosted by the Minister of International Relations and Cooperation Minister Ronald Lamola takes place under South Africa’s G20 Presidency theme of “Solidarity, Equality and Sustainability” on 20 and 21 February at the Nasrec Expo Centre. – SAnews.gov.za

International Relations and Cooperation Minister Ronald Lamola, along with the European Union High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission, Kaja Kallas, co-chaired the dialogue in the context of the EU-South Africa Strategic Partnership.

“The EU-South Africa Ministerial Political Dialogue builds on the joint aspiration to further the strategic partnership, which has grown in depth and ambition over the years.

“The political and security cooperation is strong, and so are trade and investment relations: South Africa is the EU’s largest trading partner in sub-Saharan Africa, and the EU is South Africa’s first trade and investment partner,” a joint communique said.

The meeting was also attended by Minister of Trade, Industry and Competition, Parks Tau, Minister of Agriculture John Steenhuizen, Minister of Basic Education Siviwe Gawarube and Minister of Science, Technology and Innovation Blade Nzimande.

The High Representative’s three-day visit to Africa at the beginning of her mandate signals the EU’s commitment to the partnership with South Africa and with the continent.

The Ministerial Political Dialogue is a key milestone ahead of the 8th European Union-South Africa Summit, which is scheduled for 13 March 2025.

The political engagements between the European Union and South Africa contribute to the celebration of the 25th anniversary of the European Union’s partnership with Africa.

In this context, both sides underscored the importance of holding the European Union- African Union Ministerial Meeting and Summit in 2025.

“The Ministerial Political Dialogue presented an opportunity for the European Union and South Africa to reiterate their common commitment to multilateralism, a consistent approach to the rules-based international order, and the centrality of the United Nations Charter.

“The parties further agreed on the need to reform the UN Security Council, recognising the urgent need to make it more representative, inclusive, transparent, efficient, democratic and accountable,” a joint communique said.

Addressing global conflicts, both sides affirmed their unwavering commitment to act in accordance with international law, including the Charter of the United Nations and its purposes and principles.

Both sides noted with distress the immense human suffering and the adverse impact of wars and conflicts around the world.

The parties also reaffirmed that all states must act in a manner consistent with the Purposes and Principles of the UN Charter in its entirety.

“In line with the UN Charter, all states must refrain from the threat or use of force to seek territorial acquisition against the territorial integrity and sovereignty or political independence of any state and affirmed that all parties in conflicts must comply with their obligations under international law, including international humanitarian law and international human rights law,” the joint communique said.

Both sides further agreed that, guided by these principles, to support efforts towards a just peace in Ukraine, Occupied Palestinian Territory, Sudan, the DRC and other major conflicts around the globe.

The European Union and South Africa also discussed their cooperation in multilateral and regional fora, focusing in particular on their joint efforts to promote human rights and sustainable development and to address climate change.

The European Union emphasised its alignment with and support for South Africa G20’s presidency priorities.

In view of the Summit, the European Union and South Africa also looked at their economic, trade and investment agenda, including outstanding issues on both sides.

“Underlining the importance of a just energy transition, the European Union and South Africa reviewed opportunities to step up cooperation on sustainable value chains, including critical raw materials with a view to further their respective competitiveness, economic security and decarbonisation efforts.

“The parties agreed that critical minerals have emerged as a pivotal topic on the global stage, reflecting a critical role in driving industrialisation, technological innovation, and inclusive economic growth. South Africa underscored the need for the transition to a low carbon economy to be just, enhance energy security and create jobs. The two sides acknowledged the role of regulatory cooperation, investment facilitation, as well as of businesses in driving these initiatives,” the joint communique said.

The European Union and South Africa further welcomed the robust collaboration in the areas of education, research and innovation.

Both sides discussed opportunities to further enhance cooperation on open science and nuclear medical applications, to ensure progress on South Africa joining the Clean Hydrogen Mission of Mission Innovation.

This is to broaden the participation of South Africa in the EU Framework Programme for Research and Innovation (R&I) Horizon Europe and in the Marie Skłodowska-Curie Actions as well as to promote mobility and cooperation through Erasmus+.

The European Union and South Africa further agreed that international trade is an important engine for inclusive economic growth, combating poverty and hunger and promoting sustainable development and the SDGs.

“The EU and South Africa also stressed that for trade and investment to act as a driver of global growth, well-being and prosperity, a transparent rules-based multilateral trading system, that is non-discriminatory, fair, open, inclusive, equitable and sustainable is a necessity. Both sides reaffirmed that the WTO must be at the core such a multilateral trading system,” said the joint communique.  – SAnews.gov.za
