President Ramaphosa to receive Census 2022 results

President Cyril Ramaphosa is expected to receive South Africa's Census 2022 national results from Statistics South Africa (Stats SA).

The Statistician-General, Risenga Maluleke, will officially hand over the report to the President and announce the results of the population and housing count to the country at the Union Buildings in Pretoria on Tuesday

Census 2022, according to the Presidency, was the fourth population and housing count in post-apartheid South Africa, with the first conducted in 1996, with subsequent censuses being conducted in 2001 and 2011.

The population and housing census was conducted in February 2022 and will provide comprehensive data on population size, demographic trends, and other service delivery-related information.

Stats SA will be following the trend adopted by many countries and data will be released in phases.

For phase one, the Census 2022 launch will only cover reports and indicators at the national, provincial, district and local municipality levels.

“Census data is an important data source used for planning and evidence-based decision making by government and various sectors of society. 

“The census population count provides data on the demographic, economic and social makeup of the country. Furthermore, findings from censuses are key in tracking service delivery programmes over time," said the Presidency. – SAnews.gov.za

Pact to fund STEM postgrad students 

The National Research Foundation (NRF) and the Energy Mobility Education Trust have concluded a three-year partnership agreement to fund postgraduate students in the science, technology, engineering, and mathematics (STEM) and commerce fields. 

The agreement is said to focus on traditionally marginalised groups and contribute to the transformation of the education landscape, with a specific focus on South Africans who are Black, female or people with a disability. 

According to the Energy Mobility Education Trust CEO, Vuyo Mwase, the move will promote academic, scientific, and technological cooperation by supporting full-time studies for South African postgraduate students at the Honours level for the first year and Master’s and Doctoral levels from 2024. 

“The Energy Mobility Education Trust has championed the attainment of formal qualifications in STEM and commerce for over years,” said Mwase. 

The CEO also noted the lack of funding for postgraduate studies. 

“As such, this complementary and strategic partnership with the NRF strengthens our position and commitment to narrowing this gap. Additionally, our partnership will augment the much-needed innovation in developing and managing the current and emerging renewable energy systems,” Mwase explained.  

The programme will initially provide funding opportunities for 38 Honours students for the 2023 academic year, with an initial investment of R6.8 million, with Master’s and Doctoral programmes to start in 2024. 

Funding for postgraduate students will be made available in the STEM disciplines, with a specific focus on mathematical science, data science, computer science, green economy, renewable energy and climate change studies. 

The first phase of the programme will support students from the Universities of Fort Hare, Limpopo, Pretoria, Witwatersrand, Western Cape and Johannesburg. 

The NRF’s Dr Mbulelo Ncango is of the view that the scholarship programme comes at a critical time as South Africa strives to respond to energy and climate change challenges amongst many other national concerns. 

“This partnership is aligned with national policy goals on higher education, science, and technology such as the strengthening of human resource development and the creation of an enabling environment for innovation in South Africa,” he said. – SAnews.gov.za

Deputy President Paul Mashatile has reaffirmed government’s commitment to reinforcing teacher support and prioritising the professional growth of those who are the key drivers of basic education. 

On behalf of the nation's people, the Deputy President saluted all teachers for their commendable and unparalleled contributions. 

“Acknowledging that teaching is a labour of love and passion, as Government we are committed to reinforcing teacher support, and prioritising the professional growth of the women and men who are key drivers of basic education. 

“Such a posture is critical in that it boosts their personal prowess and propels our schools towards unparalleled achievements. The wellness of all public servants in the Department of Basic Education must as such remain a priority, " he said. 

The Deputy President was delivering remarks at the National Teachers’ Awards, held at the Hatfield Christian Church in Thaba Tshwane, Pretoria on Thursday.

This year marks 23 years since the first National Teachers’ Awards took place as spearheaded by the former Minister of Education, the late Professor Kader Asmal. 

Mashatile said the awards will always serve as a reminder of the contributions of Professor Asmal to social transformation in South Africa, to the extent that the Lifetime Achievement Award is named after him. 

The Deputy President used his address to recognise the daily achievements of teachers who quietly inspire students to overcome obstacles in life by believing in them, igniting a passion for learning in young, bright minds, and quietly planting the seeds of optimism for a better future in the classroom.

He said these are the triumphs that may not always make headlines, but carry children and youth towards the kind of prosperous society that we all envisage. 

“In celebrating our teachers today, let us therefore renew our commitment to supporting them in every possible way, for in their success lies the success of our nation,” he said. 

The Deputy President highlighted that unemployment, poverty and inequality are the three main challenges that plaque society today, adding that youth, women and other marginalised groups bear the brunt of these.

It is therefore, he said, the government’s responsibility to ensure that its policies are aligned across various departmental priorities.

“Our commitment to building a brighter future for our children is unwavering. We have taken note of the challenges, particularly concerning reports that our young learners struggle to read for meaning. A fundamental aspect of improving our education system hinges upon building robust foundations of literacy and numeracy from the earliest ages,” he said.  

Mashatile highlighted that the system shift of Early Childhood Development (ECD) from the Department of Social Development to Basic Education is a testament to governmnet’s dedication to this cause. 

He said this offers a ripe opportunity to instil these foundational competencies right from the early stages of education. 

Turning to the Fourth Industrial Revolution, Mashatile said it presents both challenges and opportunities for us. 

With the introduction of avant-garde subjects like Coding, Robotics, Data Analytics, and Science Technology, he said government aims to keep South Africa at the forefront of global innovation. 

“Our fervent belief is that by equipping our learners with these competencies, we're not only making them globally competitive but are also paving the way for a technologically advanced and prosperous nation.

“We recognise that our teachers must be equally adept and updated to achieve this. We've begun substantial investments in training programmes to ensure our educators are well-versed with emerging technologies such as the Internet of Things, Robotics, Artificial Intelligence, and others.

“By doing this, we aim to cultivate a symbiotic growth pattern where our educators and learners evolve together, harnessing the boundless potential of the digital age,” he said. 

Turning to climate change and the recent climatic disasters, the Deputy President said these events and others highlight the urgent need for environmental education and training in order to equip communities with the requisite skills and capacity to both respond to, and prepare for the inevitability of climate disasters. 

He emphasised that education has an important role in raising awareness and changing behaviour. Globally, educators are tasked with the monumental role of raising awareness about climate change and nurturing a proactive generation in finding solutions. 

“As we charter our course into this new era, the importance of a well-rounded, technologically adept, and socially responsible education cannot be emphasised enough. 

“And at the heart of this mission are all the teachers of our country - those of you honoured today, and those who also dedicate themselves in earnest to the development of our children and youth through education. Let us continue on this journey, hand in hand, as we mould future generations that are equipped, empowered, and enlightened,” he said. – SAnews.gov.za

Infrastructure development in Africa key to success of smart mobility - Mashatile

Africa should accelerate investment in critical infrastructure and digital solutions for smart mobility to succeed on the continent, says Deputy President Paul Mashatile.

“For example, investment [must be made] towards building charging stations for electric vehicles, expanding broadband connectivity, and developing intelligent transportation systems. 

“Governments, private sector organisations and international partners must, therefore, come together to invest in the necessary infrastructure.”

The Deputy President was delivering a keynote address at the Smarter Mobility Africa (SMA) Conference Gala Dinner at the Gallagher Convention Centre in Midrand, Johannesburg.

SMA, he believes, is another opportunity to collaborate to build a better and smarter transport system that will assist in growing the economy, create jobs and improve people’s quality of life.

Smart mobility involves creating connected and integrated transport systems, which offer flexibility and efficiency, cutting across all modes of transport. 

The country’s second-in-command said governments should develop clear guidelines and regulations to ensure a safe and reliable transportation system.

These, he said, include regulations on data privacy, cybersecurity, and standards for electric vehicles. 

“We must make it our responsibility to establish a harmonised approach to smarter mobility across Africa.”

In South Africa, the Deputy President said smarter mobility has been embraced to align with ongoing worldwide discussions regarding the trajectory of mobility and climate change.

Meanwhile, government is pushing ahead with a National Transport Master Plan (NATMAP) 2050 strategy to establish a safe, affordable, dependable, and efficient means of transporting people and products.

“We understand that we cannot discuss the transport sector's transformation without addressing the exclusion of our youth, particularly girls and women, who continue to face devastating and discouraging unemployment and the risk of poverty and violence in our society.”

Urban planning

In light of the accelerated urbanisation expected over the next few years, Mashatile told attendees that governments and cities must prioritise urban planning policies that are responsive to changes.  

“There is no doubt that the need for the transportation of both people and goods will always exist and is, in most aspects, one of the few ways in which economic development occurs.”

According to Deputy President Mashatile Africa must seize the opportunities presented by technology to enhance the efficacy and sustainability of our transport systems. 

“This is because major cities, such as Lagos, Nairobi, and Johannesburg, face significant challenges in heavy congestion, overcrowded public transport systems, poor traffic management, and overall inefficient public transportation systems.”

He has since called for more imaginative mobility solutions that can leverage technology to optimise routes, reduce traffic congestion, and use data to provide real-time information to commuters.

The Deputy President believes that this could transportation networks’ overall efficiency and reliability and will go a long way towards the development aspirations and efforts. 

“In addition, smart mobility solutions can have a significantly positive impact on the environment.”

By transitioning to electric vehicles and adopting clean energy sources, he said the continent can reduce carbon emissions and contribute towards achieving carbon neutrality by 2050.    

New energy vehicles

The State, according to the Deputy President, remains committed to supporting and investing in the expansion and development of new and existing manufacturing plants to support the production of new energy vehicles (NEVs) components and grow employment in the automotive sector.

Investing in the NEV, he said, also contributes to the decarbonisation of road transport.

African trade

Shifting his focus to the African Continental Free Trade Area (AfCFTA), Deputy President Mashatile said the continent should address the inconsistent and inefficient goods and logistics services that have long impeded intra-African trade and commerce. 

“In addition, through this agreement, we will address the high customs delay times, lack of paved roadways on which goods can be conveyed, and more significant loss of goods due to limited cold chains compared to other global regions.” – SAnews.gov.za

DPWI warns public of job scams ahead of the festive season

The Department of Public Works and Infrastructure (DPWI) has in a statement warned members of the public to be vigilant of fraudsters.

As the festive season approaches, fraudsters have increased their unscrupulous methods of tricking unsuspecting South Africans to part with their hard earned money. One of these methods, which is currently on the rise, is to fraudulently advertise jobs, falsely claiming they are at the Department of Public Works and Infrastructure.

Unsuspecting job seekers are prompted to send their applications to a website bearing the name of the department but has slight difference from the official site.

Once the application is received by the fraudsters, applicants are requested to deposit money for a purported verification fee. Applicants are requested to make the deposit via cell-phone generated money transfer known as E-Wallets and at supermarkets like Spar, Shoprite, Pick ‘n Pay, etc.

After the money is deposited, fraudsters disappear with the money never to be seen and heard from again. This leaves the potential job seekers broke and their sensitive personal information at the hands of fraudsters who could further use the information to commit more fraud.

“The department will never ask for payment for any jobs advertised. DPWI only advertises jobs through the DPSA circular and on the official DPWI website www.publicworks.gov.za,” the department said.

The website, application links and the email addresses always end with gov.za and never with .org as advertised in the latest fraudulent advert.

“We urge all job seekers to always verify all advertised vacancies by going to the official websites as highlighted above. Job seekers are also advised to visit DPWI offices to verify any vacancies advertised.

“The current vacancy scam that has been doing the rounds, is for 85 Data Capturing Clerks. The DPWI has not advertised this and warns the public NOT to click on the link and send their sensitive information,” the department said. – SAnews.gov.za
