Infrastructure development in Africa key to success of smart mobility - Mashatile

Africa should accelerate investment in critical infrastructure and digital solutions for smart mobility to succeed on the continent, says Deputy President Paul Mashatile.

“For example, investment [must be made] towards building charging stations for electric vehicles, expanding broadband connectivity, and developing intelligent transportation systems. 

“Governments, private sector organisations and international partners must, therefore, come together to invest in the necessary infrastructure.”

The Deputy President was delivering a keynote address at the Smarter Mobility Africa (SMA) Conference Gala Dinner at the Gallagher Convention Centre in Midrand, Johannesburg.

SMA, he believes, is another opportunity to collaborate to build a better and smarter transport system that will assist in growing the economy, create jobs and improve people’s quality of life.

Smart mobility involves creating connected and integrated transport systems, which offer flexibility and efficiency, cutting across all modes of transport. 

The country’s second-in-command said governments should develop clear guidelines and regulations to ensure a safe and reliable transportation system.

These, he said, include regulations on data privacy, cybersecurity, and standards for electric vehicles. 

“We must make it our responsibility to establish a harmonised approach to smarter mobility across Africa.”

In South Africa, the Deputy President said smarter mobility has been embraced to align with ongoing worldwide discussions regarding the trajectory of mobility and climate change.

Meanwhile, government is pushing ahead with a National Transport Master Plan (NATMAP) 2050 strategy to establish a safe, affordable, dependable, and efficient means of transporting people and products.

“We understand that we cannot discuss the transport sector's transformation without addressing the exclusion of our youth, particularly girls and women, who continue to face devastating and discouraging unemployment and the risk of poverty and violence in our society.”

Urban planning

In light of the accelerated urbanisation expected over the next few years, Mashatile told attendees that governments and cities must prioritise urban planning policies that are responsive to changes.  

“There is no doubt that the need for the transportation of both people and goods will always exist and is, in most aspects, one of the few ways in which economic development occurs.”

According to Deputy President Mashatile Africa must seize the opportunities presented by technology to enhance the efficacy and sustainability of our transport systems. 

“This is because major cities, such as Lagos, Nairobi, and Johannesburg, face significant challenges in heavy congestion, overcrowded public transport systems, poor traffic management, and overall inefficient public transportation systems.”

He has since called for more imaginative mobility solutions that can leverage technology to optimise routes, reduce traffic congestion, and use data to provide real-time information to commuters.

The Deputy President believes that this could transportation networks’ overall efficiency and reliability and will go a long way towards the development aspirations and efforts. 

“In addition, smart mobility solutions can have a significantly positive impact on the environment.”

By transitioning to electric vehicles and adopting clean energy sources, he said the continent can reduce carbon emissions and contribute towards achieving carbon neutrality by 2050.    

New energy vehicles

The State, according to the Deputy President, remains committed to supporting and investing in the expansion and development of new and existing manufacturing plants to support the production of new energy vehicles (NEVs) components and grow employment in the automotive sector.

Investing in the NEV, he said, also contributes to the decarbonisation of road transport.

African trade

Shifting his focus to the African Continental Free Trade Area (AfCFTA), Deputy President Mashatile said the continent should address the inconsistent and inefficient goods and logistics services that have long impeded intra-African trade and commerce. 

“In addition, through this agreement, we will address the high customs delay times, lack of paved roadways on which goods can be conveyed, and more significant loss of goods due to limited cold chains compared to other global regions.” – SAnews.gov.za

IEC concluded the revision of voting district boundaries

The Electoral Commission has concluded the revision of voting district boundaries in an effort to increase voter access in the 2024 National and Provincial Elections.

As a result, some new voting districts have been created, others have been disestablished, while some existing voting districts have changed shape.

The revision of voting district boundaries, a process known as re-delimitation, has given rise to 23 296 voting districts, compared to 23 148 for the 2021 Municipal Elections –  an increase of 148 voting districts, or 0,6%.

“This increase in voting districts, however slight, implies increased access and convenience to voting for voters,” said Chief Electoral Officer Sy Mamabolo in a statement.

Unlike wards, voting districts are not political boundaries, but are the creation of the Electoral Commission for the purposes of electoral efficiency and planning.

Mamabolo said the Electoral Commission will embark on a campaign of targeted communication and re-registration of voters affected by the voting district boundary changes on Monday, 2 October 2023.

The campaign will continue until Friday, 27 October 2023, ahead of voter registration for the forthcoming elections.

By law, eligible voters must be registered in the voting district in which they ordinarily reside in order to participate in elections.

“Nationally there are 1 925 affected voting districts identified for this campaign, the majority of which are in KwaZulu-Natal (774), the Eastern Cape (332) and Limpopo province (296),” said Mamabolo.

The targeted communication and re-registration of voters affected by the voting district boundary changes will be done by a combination of methods, including trained fieldworkers walking from house to house in certain affected voting districts, and the use of direct messaging with affected voters via SMS and other digital channels to inform them of the need to re-register in their new voting districts.

“Our fieldworkers, identifiable by identification card and vest clearly marked with IEC branding, will be equipped with voter management devices (VMDs) to re-register voters on the spot,” Mamabolo said.

Where voters are not home, a flyer will be dropped off communicating details of their new voting district and station, the national registration weekend dates, and also directing them to the Voter Portal where they can self-register online 24/7.

Voters are encouraged to check their voter registration status on the Electoral Commission’s Voter Portal.

Visit www.registertovote.elections.org.za or scan the QR code in the banner below, or SMS your ID number to 32810 to get a notification of the current voting district and station on record for you.

When you visit the Voter Portal or use the SMS line, your registration details will be displayed, including your voting district and station. If you have moved to a new home, you are most likely in a different voting district.

“We appeal to voters that if your voting district has indeed changed, it is important that you re-register in your new voting district to ensure that your name appears on the voters’ roll segment for your voting district on Election Day,” Mamabolo said.

The Electoral Commission will host the first registration weekend for the 2024 Elections on 18-19 November 2023, when all voting stations will be open from 8am to 5pm on both the Saturday and Sunday. – SAnews.gov.za

Cabinet approves revised game meat strategy for South Africa

Cabinet has approved the implementation of the Revised Game Meat Strategy for South Africa, which seeks to formalise and transform the game meat industry. 

Briefing the media in Pretoria on the outcomes of Cabinet meeting on Thursday, Minister in the Presidency Khumbudzo Ntshavheni said the strategy is also designed to contribute towards food security for the country.

“It aims to strengthen the game meat sector as both provider of food security and an economic growth sector that can help create job opportunities,” Ntshavheni said. 

South Africa is ranked number one on the African continent for game meat production and therefore, said the Minister, needs to take full advantage of the economic opportunities that the sector provides.

“Ultimately, the strategy seeks to ensure the creation of 202 666 sustainable jobs in the game meat industry by 2030.”

The strategy will be published on the Department of Forestry, Fisheries and the Environment website at www.dffe.gov.za.

Tourism Master Plan 

Cabinet has also given the go ahead for the Department of Tourism to align the Tourism Sector Recovery Plan to a new Tourism Master Plan. 

An important component of the Master Plan is to mitigate the impact of the COVID-19 pandemic on the tourism sector and provides a road map for full recovery of tourism in the country. 

The Tourism Sector Recovery Plan was developed to facilitate the recovery of the sector, preserve jobs and protect livelihoods. 

Ntshavheni said the Master Plan will take this work to another level and facilitate new opportunities in the sector.

“The plan proposes seven intervention strategies to ensure the tourism sector returns to its glory days and that the sector becomes the centre of job creation and entrepreneurship. These interventions include stimulating demand through rigorous campaigns, promoting South Africa internationally and cutting red tape in the processing of visas and tour operator licences. 

“The tourism industry is a vital contributor to the economy and supported 725 000 jobs before COVID 19. Cabinet believes that the interventions will go a long way in restoring the role of tourism in the economy and job creation,” Ntshavheni said. 

Competition Commission’s work commended 

Meanwhile, Cabinet commended the work of the Competition Commission in addressing monopoly concerns in digital intermediation platforms, including ecommerce, online travel agencies, food delivery, app stores, classifieds providers and search engines.

This comes after Cabinet received a report from the Commission outlining the findings and remedial actions on the Online Intermediation Platform Market Inquiry.

Ntshavheni said Cabinet has directed Ministers of the Economic Cluster to interrogate the policy implications and recommend required policy reforms.  

“Cabinet encouraged the Commission to continue its good work in enabling SME’s and previously disadvantaged people, especially Black people to actively participate in the economy of their country,” the Minister said. – SAnews.gov.za

ABALOBI, on the other hand, is a community-centric mobile application supporting small-scale fishers in their quest for sustainable fishing practices while preventing the overfishing of at-risk species. It also enhances boat and fisher safety by providing real-time weather warnings and tracking capabilities. The initiative has already expanded its reach beyond South Africa, directly benefiting over 1,600 fishers with a substantial increase in revenue due to better access to profitable markets for sustainable species.
