Child of SA woman in Senegalese prison comes home

Child of SA woman in Senegalese prison comes home

The Department of Social Development has successfully repariated a toddler who was being held in a Dakar prison in Senegal.

The department’s social workers arrived at OR Tambo International Airport on Sunday with a two-year-old baby who was born in Senegal and has been in the care of the mother who was arrested last year for drug trafficking.

The Department of International Relations and Cooperation (DIRCO) through its International Social Services (ISS) Directorate notified the Department of Social Development in August 2023 that the biological mother of the child had been arrested last year in February.

“It is reported that within days of her incarceration, she gave birth to the child. Due to the mother’s incarceration, the child is considered to be in distress since prison is not a conducive environment for the upbringing of the child.”

The South African government through the DIRCO initiated the process of repatriating the child by first visiting the mother to ascertain her wishes about her child.

“The mother nominated the grandmother of the child as the guardian in the country while she serves her sentence in Senegal,” said the Department of Social Development (DSD) in a statement.

The National DSD then requested the Eastern Cape provincial department to investigate the circumstances of the nominated foster parent to assess suitability to care for the child.

“The child will be integrated with the mother’s family in the Eastern Cape and the department will continue providing child protection services and provide support to the family.”

The department said it was obligated by Section 7, subsection (1), (f), (ii), of the Children’s Act 38 of 2005 that a child needs to maintain a connection with their family, extended family, culture, or tradition and all decisions must be made in the best interest of the child.

Social Development Minister, Lindiwe Zulu, said the department will always put the best interest of the child first.

“However, we remain concerned about the issue of drugs and what it can do to children. This unborn baby ended up in distress in a foreign country because the mother was arrested for trafficking drugs. We cannot stress more the importance of young people to make the right decisions about their lives,” the Minister added.

Since 2015, the department has repatriated 21 children in distress in foreign countries.

According to the data, seven were repatriated in Zimbabwe; three in Brazil; two each in Malawi, Mozambique, Canada and Tanzania; and one each in Ghana, the United Kingdom, Peru, Mauritius and Senegal. – SAnews.gov.za

Celebrating 30 years of human rights

Location: News

Celebrating 30 years of human rights

The year 2024 coincides with several historic milestones in the nation’s fight for fundamental human rights and freedoms, says Minister of Sport, Arts and Culture Zizi Kodwa.

“South Africans from all walks of life will be participating in the seventh National Elections since the dawn of democracy and the country, in April, will be celebrating 30 years of democracy in South Africa,” the Minister said on Monday in Pretoria.

He was addressing the launch of Human Rights Month, which is taking place under the theme: “Three Decades of Respect For and Promotion of Human Rights.”

Human Rights Month is observed to remind South Africans about the sacrifices that accompanied the struggle for the attainment of democracy.

“Overall, Human Rights Month serves as a reminder of the ongoing work needed to uphold and protect human rights for all individuals worldwide. It encourages reflection, action, and solidarity in the pursuit of a more just and equitable world.

“From 1994 to date, South Africa underwent a radical transition from the oppressive apartheid regime, with its system founded on parliamentary sovereignty, to a constitutional democracy committed to the creation of a society based on democratic values, social justice and fundamental human rights,” the Minister said.

Outlining the programme for Human Rights Month, he said the commemoration of the National Human Rights Day is planned for 21 March 2024 at the George Thabe Stadium, in Sharpeville.

“The hosting of the event in Sharpeville symbolises government’s commitment to honour sacrifices made by those who fought and died for our liberation in Sharpeville and other townships across the land.  It makes sense that we take the commemoration of the day to the place where it originated.

“On 21 March, the national Human Rights Day is commemorated to honour the Sharpeville massacre of 1960 where peaceful protestors marched against discriminatory pass laws and were fatally shot by police. The Sharpeville massacre stands as a potent symbol of the brutal realities of apartheid.

“Sharpeville's historical significance extended beyond its national borders, receiving global attention, which culminated in the United Nations (UN) Security Council passing a resolution condemning the killings and calling for the South African government to abandon its policy of apartheid and the UN General Assembly declaring apartheid as a violation of the UN Charter,” the Minister said.

Six years after the massacre, the UN declared March 21 to be the International Day for the Elimination of Racial Discrimination.

“The Sharpeville massacre galvanised the anti-apartheid movement both within South Africa and internationally. It energized resistance efforts and led to increased solidarity among activists and organizations working towards the dismantling of apartheid.

“The massacre served as a catalyst for global awareness of the oppressive nature of apartheid and prompted increased international pressure on the South African government.  Over the following decades, the anti-apartheid movement gained momentum, ultimately contributing to the dismantling of apartheid in the early 1990s.”

Activities

The Minister called on all South Africans to participate in the activities planned for Human Rights Month.

“This year’s National Human Rights Day will be preceded by an International National Human Rights Conference, bringing together key stakeholders from across the globe as well as other government departments, to assess progress on the advancement of human rights since 1994.

“The Conference will be hosted by the Department of Justice and Constitutional Development from the 18th to 20th of March 2024 and is premised on the department’s core mandate to uphold and administer the Constitution, deepening constitutional democracy, and promoting the values of human dignity, equality and the advancement of human rights and freedoms,” the Minister said.

Through this Conference, South Africa will conduct critical assessment of its state of human rights almost three decades into its constitutional democracy.

“There will be other activations across the country, amongst others, the Social Cohesion Dialogue to be hosted by the Eastern Cape province in Gqeberha on the 20th of March.

“Panellists in this programme include leaders who have demonstrated a commitment to building bridges across diverse communities. Amongst them will be Dr Brigalia Bam, former Chairperson of IEC and Dr Bonisile John Kani and Ms Rochelle de Kock from [the] Herald Newspaper,” the Minister said. –SAnews.gov.za

R1 billion investment to boost tugboat availability

R1 billion investment to boost tugboat availability

Transnet National Ports Authority (TNPA) is injecting a R1 billion investment in its marine fleet renewal programme through the acquisition of seven tugboats aimed at enhancing marine operations at its commercial seaports.

“The seven tugboats will replace marine craft that has reached its operational lifespan at the ports of Durban [in KwaZulu-Natal] and East London [in the Eastern Cape]. TNPA has awarded two contracts to a shipbuilding company, Damen Shipyards Cape Town, to deliver the seven tugboats from April to August 2024,” Transnet said on Tuesday.

From this procured tug fleet, the Port of Durban has been allocated five tugboats and two will go to the Port of East London.

“This investment demonstrates TNPA’s ongoing commitment in providing reliable marine craft at our South African ports, which will enable us to effectively service the marine industry and respond to global shipping demands,” TNPA Chief Harbour Master, Captain Rufus Lekala said.

The procured tugboats boast the latest hull design and propulsion, as well as a 60-ton bollard pull, which is a much-needed improvement from the bollard pull of the existing tugboats that will be replaced that ranges between 32 and 40-ton bollard pull.

“The 60-ton pollard pull meets international standards and makes the craft highly manoeuvrable while guiding larger and newer vessels safely in and out of the ports.

“TNPA’s marine fleet programme demonstrates a reimagined focus in ensuring that the Ports Authority delivers on its mandate of providing a competitive port system in its role as an enabler of economic growth,” Transnet said. –SAnews.gov.za

President consults political parties on nomination for Chief Justice position

President Cyril Ramaphosa has embarked on a process of consultation with the leaders of political parties represented in Parliament and the Judicial Service Commission to convey his nomination of Judge Mandisa Muriel Lindelwa Maya as Chief Justice of the Republic of South Africa.

Judge Maya currently serves as Deputy Chief Justice and has held the positions of Deputy President and President of the Supreme Court of Appeal.

“The position of Chief Justice will become vacant on 31 August 2024 when the term of office of Justice Raymond Zondo comes to an end. The Chief Justice was appointed as a Justice of the Constitutional Court for a 12-year term with effect from 1 September 2012. The Chief Justice will therefore complete his term as a Justice of the Constitutional Court with effect from 31 August 2024.

“President Ramaphosa has invited the leaders of political parties represented in the National Assembly to make submissions on the suitability or otherwise of Deputy Chief Justice Maya to hold the office of Chief Justice,” the Presidency said on Tuesday.

The President has drawn the attention of leaders of political parties to Judge Maya’s illustrious judicial career, in which she was first appointed as a Judge of the Eastern Cape Division of the High Court in 2000.

She attained B.Proc (University of Transkei); LLB (University of Natal); and LLM (Duke University, North Carolina, United States of America) degrees as well as three LLD degrees (Honoraris) from the Universities of Fort Hare, Walter Sisulu and Nelson Mandela respectively.

The President has embarked on the process for consultation in terms of Section 174(3) of the Constitution.

He has also, in terms of Section 174(3) of the Constitution, consulted the Judicial Service Commission, chaired by Chief Justice Raymond Zondo, on the process of the President’s nomination of Justice Dumisani Hamilton Zondi as Deputy President of the Supreme Court of Appeal.

Justice Zondi currently serves as a Justice of the Supreme Court of Appeal.

The term of office of the Current Deputy President of the Supreme Court of Appeal, Justice Xola Petse, will come to an end on 10 July 2024 when he attains the age of 70 and will be automatically discharged from office.

Justice Zondi holds a B.Juris from the University of Fort Hare, an LLB from the University of Natal, as well as an LLM from Georgetown University in the United States of America.

Following a successful career in practice, Justice Zondi was appointed to the Western Cape Bench in 2007. In 2011, he became a Judge of the Competition Appeal Court. Justice Zondi was elevated to the Supreme Court of Appeal in June 2014. In 2022, he was appointed as a Chairperson of the Electoral Court.

Transnet makes progress at Eastern Cape ports

Transnet National Ports Authority (TNPA) says it is forging ahead with the implementation of the state-owned company’s Recovery Plan at its Eastern Cape ports.

The plan is aimed at enabling efficient utilisation of port infrastructure and improving operational efficiencies at its Central Region ports of East London, Ngqura and Port Elizabeth.

According to TNPA, the improvements are also geared at ensuring competitiveness of the central region ports “through robust port operations oversight, delivery of critical infrastructure and investing in reliable marine fleet”.

“Among the strategic initiatives for East London is the deepening and strengthening of the N-berth, the replacement of two Graving Dock Jib Cranes to enable the ship repair facility and the acquisition of two tugboats. These initiatives are aimed at boosting the river ports marine infrastructure and fleet availability to enable key sectors of the local economy.

“The N-Berth construction project has commenced and will be completed in October 2024. Within this project, TNPA seeks to increase the berth capacity of the automotive terminal of the Port of East London and allow for berthing of modern automotive carriers,” TNPA said in a statement on Thursday.

The authority said the project also includes an upgrade of a quay at the Port Elizabeth port.

“In line with the Central Region’s focus on enabling the local fishing industry in Nelson Mandela Bay, the project pipeline for the Port of Port Elizabeth includes the completed upgrade of the 1200-ton slipway and the refurbishment of the Dom Pedro Quay which is planned to commence at the end of February 2024.

“The port will also benefit from eight of the 52 hydraulic tension units that TNPA has procured for its ports,” TNPA said.

Earlier this month, TNPA announced that the first batch of four hydraulic mooring units it has procured to improve operations and reduce shipping delays at ports have been delivered and operationalised at the Ports of Cape Town and Ngqura.

E Cape collaborates to accelerate spring water project rollout

The Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR) has joined forces with Chris Hani District Municipality (CHDM) to accelerate access to clean drinking water in rural communities, using the cost-effective rollout of spring water projects in the province.

DRDAR MEC Nonkqubela Pieters and Chris Hani District Municipality Executive Mayor Lusanda Sizani, have officially handed over a spring water project that will benefit five villages in the Manzana administrative area, outside eNgcobo. The community has been battling to access safe drinking water.

Pieters said the programme, implemented by the department’s Rural Appropriation Technology Unit (RATU), is cost-effective because no tenders were issued for the construction of the project. However, local people are trained to do maintenance work when the need arises.

“In this programme, we do not have a middleman or spend millions on contractors for something that will not be operational. We employ and train local people and in that way, we create the opportunities for people to fend for their families,” Pieters said.

The MEC explained that RATU trains locals workers and procures material for the construction of the project.

“In delivering these spring water protection projects, DRDAR identifies nearby hills and mountains with spring water [that is channeled]... for use by households,” Pieters said.

She said during the implementation of the Manzana project, which is set to benefit at least 1 220 villagers, about 75 people including 61 youth, seven women and seven men were employed and trained.

Pieters said the department will use the District Development Model (DDM) to work with the municipality to ensure the smooth rollout of spring water projects, taking advantage of the more than 250 natural springs in the district.

“We are in agreement with the executive mayor that all these springs will be utilised to bring water to all the people of Chris Hani District, who do not have access to water while they have spring water in their villages.

“They will now have access to clean drinking water because the implementation of the programme will be accelerated. We will reach more communities through this collaboration with the municipality,” Pieters said.

The delivery of the spring water protection projects marks the completion of infrastructure work done by the department in various rural communities, which will now have reliable access to clean drinking water and agricultural activities.

To date, Pieters said, a total of 757 water taps have been installed in 36 villages across the province, benefitting 8 781 households, including four schools, one clinic and one youth co-operative.

“The department has [also] implemented 17 spring water protection projects that are contributing towards community development with an investment of R14 765 million benefiting 4 123 households, and creating 967 temporary jobs,” the MEC said.

Sizani said with the district municipality being both a Water Services Authority (WSA) and provider, water supply that is pumped with generators to serve communities is expensive compared to the department's method of drawing water, using natural springs, to communal taps and households.

“We are a rural district, which is leaning towards the agricultural sector potential for growth, hence we are partnering with the department to bring water to the people for both consumption and agricultural activities. Through this programme, we aim to achieve agriculture development prosperity,” Sizani said.

Local farmer, Viwe Gidimisani, said when the spring water project construction started in his village, he was inspired to start his vegetable production business, banking on using water from the spring for irrigation.

Gidimisani received a new hose pipe, wheelbarrow, spade, fork spade, hand hoe, and various vegetable seedlings from government, as part of ongoing efforts to support villagers to produce their own food.

“This will help my enterprise to grow more, and it will give me strength to improve the productivity of my business. I am happy that water supply is always available, unlike in the past where we battled to get water," Gidimisani said.

Gidimisani is now able to grow his enterprise and owns a hawker’s stand, where he sells his spinach and cabbage produce to his neighbours and local buyers in town. – SAnews.gov.za

Cash-in-transit suspects sentenced to life in prison

The Eastern Cape Hawks Head, Major General Mboiki Obed Ngwenya, has commended the collaborative efforts of the investigation team and the National Prosecuting Authority in securing life sentences and 216 years for Lwando Ntiayantia (36) and Nkosekhaya Lloyd (38).

The two were arrested for robbery with aggravating circumstances, murder and unlawful possession of ammunition.

The Makhanda High Court sentenced Ntiyantiya and Lloyd on 19 February 2024 for charges including four counts of robbery with aggravating circumstances, murder, three counts of attempted murder, three counts of unlawful possession of a firearm and unlawful possession of ammunition.

Their arrest by the Centane Crime Prevention Unit on 25 March 2022 followed a robbery of a G4S armoured vehicle.

The East London-based Serious Organised Crime Investigation of the Hawks conducted an extensive probe linking the accused to multiple cash-in-transit armed robberies.

The arrests stem from an incident on 25 March 2022 when a G4S vehicle was robbed at gunpoint in Centane. Despite a shootout, the police managed to apprehend the suspects and that resulted in the unfortunate death of an innocent bystander used as a shield by the perpetrators.

Following various court appearance, both Ntiyantiya and Lloyd were sentenced on 19 February 2024 in the Makhanda High Court.

The breakdown of their sentences includes significant prison terms for counts related to robbery, murder, attempted murder, possession of unlicensed firearms and possession of ammunition. Concurrent sentences were also imposed for certain charges. – SAnews.gov.za

Government raises US$3.3 billion to support climate change initiatives

Government raises US$3.3 billion to support climate change initiatives

Government has raised US$3.3 billion so far from Multilateral Development Banks and International Finance Institutions to support climate change, energy, and just transition objectives.

Delivering the 2024 National Budget Speech, Finance Minister Enoch Godongwana said National Treasury plays a crucial role in mobilising resources, designing incentives, and influencing policy to mainstream climate change.

“As climate-related disasters intensify, a multi-layered risk-based approach is being developed to manage the associated fiscal risks.  This considers various funding instruments from grants to contingency funds, including the Climate Change Response Fund, depending on the incidence and intensity of the disaster event.

“The National Treasury is reviewing disaster response grants to improve efficiency and create incentives for disaster planning, preparedness and risk reduction. It is also developing a climate-budget tagging framework to influence policy, planning, and budget decisions, by tracking climate-related expenditures in public budgets,” the Minister said on Wednesday in Parliament.

He said the support of concessional funding providers, such as Multilateral Development Banks, is going a long way to support the country’s climate adaptation, mitigation, energy transition, and sustainability initiatives.

“Crowding-in the private sector is necessary to managing the climate disaster funds. We are actively participating in climate negotiations, aligning with the government's advocacy for reforming multilateral finance institutions.

“We are also working with eight municipalities to adapt and mitigate the effects of climate and weather-related events, by providing technical assistance for climate-responsive capital projects,” the Minister said.

According to the 2024 National Treasury Budget Review, the department is finalising a disaster risk financing strategy, centred on innovative financing and risk transfer to effectively mitigate climate impacts.

The strategy will boost state capacity to fund disaster recovery efforts and expand insurance mechanisms to protect against the financial strain of natural disasters.

“Recent years have seen a significant increase in extreme weather events and economic losses amid mounting concern over the effects of climate change. Between 1980 and 2021, 86 notable weather-related disasters have been recorded, affecting more than 22 million people and causing economic losses of about R113 billion.

“The 2017 Knysna wildfires, Cape Town (2015–2018) and Eastern Cape (2015–2020) droughts and KwaZulu-Natal floods in 2022 have heavily affected agriculture and tourism, with negative implications for government spending and revenue.

“These events exacerbate economic inequality, particularly in poor communities that are highly exposed to droughts, floods and wildfires and their consequences,” the document said.

Government incentivises electric vehicles producers

In an effort to encourage the production of electric vehicles in South Africa, government will introduce an investment allowance for new investments, beginning 1 March 2026.

This will allow producers to claim 150% of qualifying investment spending on electric and hydrogen-powered vehicles in the first year.

“The incentive will be implemented in addition to the existing support under the Automotive Production Development Programme. Government has also reprioritised R964 million over the medium term to support the transition to electric vehicles,” the Minister said.

The Electric Vehicles White Paper outlines government’s strategy to transition towards a broader new energy vehicle production and consumption in South Africa, starting with electric vehicles.

It aims to transition the automotive industry from primarily producing internal combustion engine vehicles to a dual platform that includes electric vehicles, by 2035. – SAnews.gov.za

Stats SA records decrease in number of employed persons

The Quarterly Labour Force Survey (QLFS) results for the fourth quarter of 2023 by Statistics South Africa (Stats SA) indicate that the number of employed persons decreased by 22 000 to 16.7 million in the fourth quarter of 2023 when compared to the third quarter.

Addressing a media briefing on Tuesday in Pretoria, Statistician-General Risenga Maluleke said the number of unemployed persons increased by 46 000 to 7.9 million compared to quarter three.

“Additionally, the number of people who were not economically active for reasons other than discouragement increased by 218 000 to 13.4 million, while discouraged work-seekers decreased by 107 000 in the fourth quarter of 2023 compared to the third quarter of 2023. This resulted in a net increase of 111 000 in the not economically active population.

“The above changes in employment and unemployment resulted in the official unemployment rate increasing by 0.2 of a percentage point from 31.9% in the third quarter of 2023 to 32.1% in the fourth quarter of 2023.

“The unemployment rate according to the expanded definition decreased by 0.1 of a percentage point to 41.1% in Q4: 2023 compared to Q3: 2023,” Maluleke said.

Formal sector employment decreased by 128 000 in Q4: 2023, while informal sector employment increased by 124 000 over the same period.

The industries that contributed to the net employment decline include community and social services (down by 171 000), construction (down by 36 000), agriculture (down by 35 000), trade (down by 28 000) and manufacturing (down by 1 000).

However, finance (up by 128 000), transport (up by 57 000), mining (up by 37 000) and private households (up by 18 000) recorded the largest employment gains.

“Provincially, employment losses were recorded in Eastern Cape (111 000), Limpopo (40 000), North West (30 000) and Northern Cape (2 000). The largest employment increase was recorded in KwaZulu-Natal (62 000), followed by Mpumalanga (48 000) and Western Cape (23 000) during the same period.

“The youth (15–34 years) remain vulnerable in the labour market; the fourth quarter of 2023 results show that the total number of unemployed youth increased by 87 000 to 4.7 million while there was a decrease of 97 000 in the number of employed youth to 5.9 million. This resulted in an increase in the youth unemployment rate by 0.9 of a percentage point from 43.4% in Q3: 2023 to 44.3% in Q4: 2023,” he said. – SAnews.gov.za
