Australia’s Orion Minerals to Participate at Critical Minerals Africa Summit

Location: News
Energy Capital & Power

Orion Minerals CEO Errol Smart will participate at the upcoming Critical Minerals Africa (CMA) Summit, taking place on November 6-7 in Cape Town. Smart is expected to speak on the Australian mining firm's role in advancing the energy transition minerals industry in South Africa, as well as identify strategic areas for further investment.

In South Africa, Orion Minerals is undertaking a series of exploration and infrastructure development initiatives to achieve its target of first copper sales by 2025. Earlier this month, the company discovered high-grade copper deposits at the Flat Mines area of the Okiep Copper Project in Northern Cape Province. Orion Minerals is conducting a feasibility study to secure the funding required to initiate mine development. With up to 9.4 million tons at 1.3% copper reserves estimated at the Flat Mines, the project will consolidate South Africa's position as a leading supplier of the essential mineral.

CMA 2024 serves to position Africa as the primary investment destination for critical minerals. The event is held alongside the African Energy Week: Invest in African Energy 2024 conference (https://AECWeek.com) on November 4 - 8, offering delegates access to the full scope of energy, mining and finance leaders in Cape Town. Sponsors, exhibitors and delegates can learn more by contacting sales@energycapitalpower.com.

Last month, Orion Minerals secured R43.7 million (US$2.4 million) from South Africa's Industrial Development Corporation to acquire a controlling stake in the Okiep Copper Project, supporting ongoing exploration and accelerating mine development towards the 2025 production goal. The company has also begun trial mining at its Prieska Copper Zinc Mine project in the Northern Cape, as part of efforts to fast-track the rollout of the 2.4 million metric tons per annum project.

Orion Minerals has shown a strong commitment to enhancing South Africa's critical mineral value chain and increasing value-added activities. The company is conducting feasibility studies for the Jacomynspan Battery Metals Project, which aims to supply high-grade nickel-copper-cobalt-PGE-gold to the Stratega Metals Vapour Refining Project. The latter project is set to be South Africa's first refinery facility for battery materials. At CMA 2024, Smart will participate in high-level panel discussions that highlight the company's project portfolio, investment strategy and partnership opportunities going forward.

Meet SA's new cabinet

President Cyril Ramaphosa has today, Sunday 30 June 2024, announced the new members of the National Executive for the seventh administration, which is inclusive of all the parties to the Government of National Unity.

The highly anticipated announcement took place after Ramaphosa was elected as the President by the National Assembly on Friday, 14 June 2024, after which he was inaugurated on Wednesday, 19 June 2024.

The eleven parties to the GNU include the African National Congress, Democratic Alliance, Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan Africanist Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and the United Africans Transformation.

Addressing the nation on Sunday evening, the President said given the challenges that the country faces and considering the electoral mandate this government must implement, he has decided to make certain changes to the national government portfolios.

“In the course of the sixth democratic administration, we indicated our intention to reduce the number of portfolios in the National Executive. However, due to the need to ensure that the National Executive is inclusive of all the parties to the Government of National Unity, this has not been possible.

“In some instances, we have considered it necessary to separate certain portfolios to ensure that there is sufficient focus on key issues,” Ramaphosa said at the Union Buildings in Pretoria.

NCOP constitutes key committees

NCOP constitutes key committees

The Rules Committee of the National Council of Provinces (NCOP) has appointed members to constitute the Select Committees, Subcommittee on the Review of the Council Rules and the Programming Committee of the seventh Parliament.

During its first meeting held on Wednesday, the Committee also agreed to reduce the number of its Select Committees to 10 instead of the previous 11 of the sixth Parliament.

“These Select Committees are the engine room of the NCOP, as they are responsible for overseeing the performance of various government departments. Select committees are also crucial in ensuring consistent focus on provincial issues,” the Committee said in a statement.

The Rules Committee said the decision to reduce the number of Select Committees to 10 will now mean that the Social Cluster will have two committees.

“The Select Committee on Education and Technology, Sports, Arts and Culture will oversee the Departments of Basic Education, Higher Education, Science and Technology, Communications and Digital Technologies, and Sports, Arts and Culture.

“The Select Committee on Social Services will oversee the Departments of Health, Social Development, Women, Youth Development and Persons with Disabilities, and Statistics South Africa,” the Committee explained.

The Committee also announced that Governance Cluster will comprise two committees, including the Select Committee on Public Infrastructure, overseeing the work of the Departments of Public Works and Infrastructure, Transport, Planning, Monitoring and Evaluation and the Select Committee on Cooperative Governance and Public Administration.

The committees will also overseeing the Departments of Co-operative Governance and Traditional Affairs, Public Service and Administration, Human Settlements, and Water and Sanitation.

“The Security Cluster has two committees, namely, the Select Committee on Security and Justice, overseeing the Departments of Police, Justice and Correctional Services, Defence and Military Veterans, Home Affairs, State Security, and International Relations and Co-operation, and the Select Committee on Public Petitions and Executive Undertakings,” the Committee said.

The Economic Cluster will include the Select Committee on Economic Development and Trade, overseeing the Departments of Economic Development, Trade, Industry and Competition, Small Business Development and Tourism, Employment and Labour, and Public Enterprises and the Select Committee on Land and Mineral Resources, overseeing the Departments of Agriculture, Land Reform and Rural Development, Environment, Forestry and Fisheries, Mineral Resources and Energy, and Electricity.

The Finance Cluster has the Select Committee on Finance and the Select Committee on Appropriations to oversee the Treasury.

Elections on four NCOP vacancies scheduled for next week

Meanwhile, the elections to fill the four vacancies in the NCOP for Permanent Deputy Chairperson, House Chairperson for Committees, House Chairperson for Members Support and International Relations, and the Programming Whip of the NCOP have been scheduled to take place on Tuesday, 2 July 2024.

The Rules Committee comprises 20 Council members, including the Permanent Deputy Chairperson, NCOP Chief Whip Kenneth Mmoiemang, the House Chairpersons, the Programming Whip, and the Provincial Whips. Refilwe Mtsweni-Tsipane, who is the Chairperson of the NCOP, chairs the Committee.

The Committee noted that NCOP Rule 133 provides that parties represented in the NCOP that do not have a Provincial Whip, are entitled to be represented in the Rules Committee.

“The parties without provincial whips are the Economic Freedom Fighters (EFF), Freedom Front Plus (FF+); uMkhonto Wesizwe Party (MKP), Patriotic Alliance (PA), and the United Democratic Alliance (UDM). The EFF will be represented by Mandisa Makesini, FF+ by Tamarin Breedt, MKP by Seeng Mokoena, PA by Bino Farmer, and the UDM by Mandla Peter.

“The NCOP Provincial Whips are Advocate Mwelo Nonkonyana (Eastern Cape), Mapule Dhlamini (Free State), Mpho Modise (Gauteng), Poobalan Govender (KwaZulu-Natal), Regina Molokomme (Limpopo), Sylvia Nxumalo (Mpumalanga), Solomon Mabilo (Northern Cape), Sylvia Sithole (North West), and Frederik Badenhorst (Western Cape),” the Committee said.

The Committee also noted Rule 137 of the NCOP Rules, which states that the Rules Committee may establish a Subcommittee that can make recommendations on the Council Rules, Orders, proceedings, procedures, and practices.

For the current purposes, the Committee said the five-member Subcommittee includes the NCOP Chairperson, NCOP Chief Whip, and Bhekizizwe Radebe from the African National Congress; Badenhorst from the Democratic Alliance and Makesini from the EFF.

African Development Bank expands urban support program to six new cities

Location: News
African Development Bank Group (AfDB)

The African Development Bank's (www.AfDB.org) Urban and Municipal Development Fund (UMDF) (https://apo-opa.co/4exYmAh) has expanded its African Cities Program to cover six new cities across the continent. The expansion, approved by the Fund's 13th Oversight Committee, will help bolster urban development and address critical challenges faced by rapidly growing African cities.

The newly included cities are:

  • Kolwezi, the Democratic Republic of Congo: mining town grappling with rapid urban growth and environmental issues.
  • Grand Nokoué, Benin: an economic hub with over two million inhabitants.
  • Buffalo City, South Africa: a coastal city prioritizing climate resilience.
  • Joal, Senegal: A medium-sized city focusing on integrating environmental and social issues into economic development.
  • Juba, South Sudan: Prioritizing essential services for a growing, vulnerable population;
  • Nouakchott, Mauritania: Planning to combine projects on climate resilience, urban mobility, and sustainable energy.

The Bank launched the UMDF in 2019 in response to growing demand from countries and cities for urban development support. It receives contributions from the Nordic Development Fund and the governments of Denmark, Spain, and Switzerland, as well as the Walloon Export and Foreign Investment Agency.

The Fund provides financial and technical assistance to national and local governments for improving governance, planning, and to prepare investments in sustainable urban development for more climate resilient, resilient, liveable and productive cities, underpinning national socio-economic development and poverty reduction.

UMDF will provide funding for each of the six cities over several months, including a detailed analysis of the strengths and vulnerabilities, especially regarding economic, social, climate, and gender issues. The goal is to identify transformative infrastructure projects that can attract public and private sector investments.

The committee also reviewed the Fund's progress and approved its 2024 work program, allocating over $4.7 million to identify and develop urban infrastructure projects and bring them to maturity.

Mike Salawou, Director of the African Development Bank's Infrastructure and Urban Development Department, committed to strengthening the Fund's operational effectiveness and capacity to mobilize more funding and partnerships for greater impact.

“The question of urban development is at the heart of the Bank's new ten-year strategy for 2024-2033, of which the Urban and Municipal Development Fund is a strategic implementation mechanism,” he emphasized. The Bank ten-year strategy 2024-2025 (https://apo-opa.co/3L73NIF) includes data and research from publications (https://apo-opa.co/3XEbJbS) financed by the Fund and its partners.

It is hoped that the Fund will act as a catalyst in boosting access of African municipalities to public and private finance, a priority defined by the President of the African Development Bank Group, Akinwumi Adesina, at the Africa Investment Forum (www.AfricaInvestmentForum.com) 2023 Market Days in Morocco.
