President: 100 days of no load shedding no reason to relax

Even though South Africa recently reached the longest period without load shedding since 2020, there is no reason to relax, says President Cyril Ramaphosa.

“Our electricity system remains vulnerable and we cannot yet rule out a possibility of further load shedding.

“Rather, this milestone provides encouragement for us to do more and to work faster to ensure a secure supply of electricity now and into the future,” President Ramaphosa said in his weekly newsletter on Monday.

On Friday last week, South Africa marked 100 days since the country experienced load shedding.

This, according to the nation’s First Citizen, was a sign that the Energy Action Plan (EAP), which was launched in July 2022, was bringing some of the outcomes of collaboration between government, business, and other social partners.

He welcomed Eskom’s Generation Operational Recovery Plan, which stepped up the maintenance schedule, with a marked improvement in the performance of the power stations that produce the bulk of South Africa’s electricity.

The President also commended the State-owned power utility for successfully commissioning Unit 5 at the Kusile Power Station, adding 800MW to the grid last week.

This means Eskom has returned three units at Kusile to service ahead of schedule.

“The improvement in the reliability of power supply has been a relief for households, who have been able to go about their daily lives without the inconvenience of load shedding. It has also been a great relief for businesses.”

The President cited the Bureau for Economic Research (BER) index which found that consumer confidence rose in the second quarter of this year because of the suspension of load shedding.

This improvement is also a boost to the national economy, which is reliant on the availability and reliability of electricity supply for growth.

“There is cause for optimism that business and investor confidence will improve. Earlier this month, steelmaker ArcelorMittal announced that it would not go ahead with plans to close its operations in Newcastle and Vereeniging, citing improvements in the country’s electricity and logistics situations as among the factors behind its decision.”

The South African Reserve Bank stated in its April Monetary Policy Review that “as electricity supply gradually improves, underpinned by the ongoing private investment in renewable energy generation and increased maintenance by Eskom,” South Africa’s near and medium-term growth outlook is set to improve.

“We are committed to continue and complete the far-reaching structural reforms we started during the sixth administration to resolve the immediate electricity supply challenges and lay the groundwork for energy security into the future.”

These reforms, he wrote, include the removal of the licensing threshold for new power generation projects, tax incentives for rooftop solar, opening more bid windows for renewable energy projects, and improving Eskom’s operational viability.

He mentioned that the National Transmission Company South Africa (NTSA), which will own and operate the nation’s national electricity transmission system, started trading last week, marking the latest milestone in the structural reform process.

“This forms part of the reforms we have been driving to establish an electricity market that will enable competition, secure supply and revolutionise the energy sector.”

As the Government of National Unity (GNU) begins its work, he vowed that leaders will sustain this momentum.

“For us to continue to implement the EAP and support the hard-working management and staff of Eskom, who are day by day helping to bring us out of this crisis, we must all pull in the same direction.”

In addition, by focusing on the broader picture and scaling up what has already been achieved, he is of the view that the country was in a far better position to achieve the task they have set themselves to end load shedding and achieve an energy-secure future.

“We have reached 100 days without load shedding by working together. This should encourage us to redouble our efforts and to strengthen the collaboration between all stakeholders in both the public and private sectors.” – SAnews.gov.za

Mpox patients receive clean bill of health

The Department of Health has announced that 15 people who had Mpox have received a clean bill of health, while five remain hospitalised due to severe health complications.

The complications, the department explained, are compounded by either unmanaged or recently diagnosed underlying conditions such as HIV.

“Only one case was re-admitted for further medical attention,” the department said in a statement.

The department believes that the 15 cases are a testimony that the infectious disease is treatable if diagnosed early for effective treatment.

“This is the reason people are urged to seek healthcare once they experience Mpox-like symptoms or come into direct contact with someone who tested positive.”

The department, working with various stakeholders, continues with efforts to curb the spread and transmission of Mpox in the country.

On Thursday, the department announced four additional Mpox cases that were reported in the  KwaZulu-Natal and Gauteng provinces.

The additional cases have pushed the total number of laboratory-confirmed cases of Mpox in South Africa to 20 since the outbreak in May 2024.

All the 20 cases involve men, with 10 recorded in Gauteng, nine in KwaZulu-Natal and one from Western Cape.

GNU: A new era for SA

Location: News

GNU: A new era for SA

As the new Cabinet of the seventh administration gets to grips with the workings of their various portfolios - it has been advised to place ordinary South Africans at the heart of the administration.

“Show the ordinary South Africans that their well-being is the ultimate goal and at the heart of those running government and the administration,” Extraordinary Professor at the Department of Political Sciences at the University of Pretoria, Henning Melber, told SAnews.

Melber’s comments follow on the announcement on Sunday, 30 June 2024, of the new National Executive of the seventh administration by President Cyril Ramaphosa.

The much-anticipated announcement is the result of the National and Provincial Elections that were held on 29 May. For the first time in democratic South Africa’s history, that election did not result in an outright majority for a single party to lead the country for the next five years.

The will of the people

In those initial days following from the point where voting took place, up to the announcement of the results, ordinary citizens were wondering what would happen next. After all, we were accustomed to living in a country that since the advent of democracy, was led by a single majority party.

However, from the hotly contested elections themselves to the announcement of the election results, peace was the order of the day. This also extended to the period of the swearing in of Members of Parliament (MPs) and other MPs at a later stage, as well as the election of National Assembly (NA) Speaker Thoko Didiza and National Council of Provinces (NCOP) Chairperson Refilwe Mtsweni-Tsipane. The election and inauguration of Cyril Ramaphosa as President and head of government of the seventh administration was also peaceful.

An acceptance of the will of the people at the ballot box also played an important part in where the country finds itself today with the seventh administration’s Government of National Unity (GNU) starting to take shape.

This GNU, however, differs from the one that South Africa had, following the seminal elections of 1994 that saw the African National Congress (ANC) go into a GNU with two other political parties, despite having won an outright majority. The current GNU comprises 11parties across the political spectrum.

These parties are: the African National Congress (ANC), Democratic Alliance (DA), Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan Africanist Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and the United Africans Transformation.

Collaboration

In an interview with SAnews, Melber further advised parties involved in the GNU to “collaborate with members of other parties based on trust; seeking to improve efficiency in service delivery.”

With this rather eventful week drawing to a close, South Africans not only witnessed the announcement of the new Cabinet, but also the swearing in of the new executive, including Deputy President Paul Mashatile as well as the induction programme of new MPS in the Western Cape.

And yes, it did take some time to get to where we are now as a country, but we must remember that Rome was not built in a day.

In his address to the nation on Sunday, President Ramaphosa acknowledged the length of time it took to put together the administration.

Confidence vs Time

However, Melber points out that given the different elements at play, the process in truth did not take too much time.

He said that given the rather unusual, if not complicated blend of parties who needed to secure common ground, and agreeing on an acceptable power sharing arrangement in terms of portfolios -, this process had actually not taken that long.

“And it was a necessary investment in building a minimum degree of confidence and trust as a point of departure. There are democracies who for months (among others The Netherlands, Sweden) if not years (Belgium) had not a proper government and were neither less politically stable. Many observers at least in the Western democracies were hoping for such a power-sharing arrangement and did not expect this to happen much faster. Building a reliable collaboration between political parties so different in their programmes needs time,” Melber explained.

A new era

In his inauguration address on 19 June 2024, President Ramaphosa described the GNU as “the beginning of a new era” adding that it requires a common mission, which is anchored in safeguarding national unity, peace, stability, inclusive economic growth, non-racialism and non-sexism.

Asked about his thoughts on the GNU, Melber said: “Under the given circumstances of the election result, the decision to form a GNU seemed to be a wise and considerate move, aiming to accommodate a broad middle for political stability in a government, in which the ANC remains the major party.”

The announcement of the new Cabinet also came with changes in government departments that involve the merger of the Ministries of Electricity and Energy as well as the announcement of a separate Ministry of Mineral and Petroleum Resources. The President also announced the separation of the Ministry of Agriculture from the Ministry of Land Reform and Rural Development, among others.

“This is a necessary adjustment to accommodate divergent interests seeking influence in governance. If in the end - despite some further bloating of the structures - it provides a reliable operational structure to make improvements in delivery - it is a well justified investment,” said the Professor.

South Africa’s future under a GNU is now underway with Minister in the Presidency Khumbudzo Ntshavheni having held the first media briefing of the seventh administration on Thursday, 4 July 2024.

At that briefing, the Minister outlined the process that would be followed to set government’s priorities and programme of action for the seventh administration. These said the Minister, will be articulated in the Medium-Term Strategic Framework (MTSF), which is normally guided by the election manifesto of the governing party. However, in this case of the GNU, a unique case for government, this will be guided by the election manifestoes of the 11 parties to the GNU.

To give effect to the signed Statement of Intent as signed by parties to the GNU, the Forum of South African Directors-General (FOSAD), chaired by the Director-General in The Presidency, has undertaken the work of analysing the manifestoes of parties to the GNU.

After thorough scrutiny, the Directors-General will then submit a proposal for consideration and adoption at the Cabinet Lekgotla scheduled for 11-12 July.

The two-day Lekgotla will deliberate on the proposals of the Directors-General, after which the programmes and priorities of government will be announced.

“The adopted programme of action (MTSF) will be announced by the President at the Opening of Parliament on Thursday, 18 July 2024. After the adoption of the MTSF, the individual departments will then develop their Strategic Plans linked to the MTSF and Annual Performance Plans for implementation of the MTSF targets,” explained Minister Ntshavheni.

Happiness trajectory

Following the elections and Sunday’s cabinet announcement, South Africa’s happiness trends have been on an upright trajectory.

This is according to the Gross National Happiness (GNH) index. The index is the brainchild of Professor Talita Greyling of the University of Johannesburg (UJ) and Prof Stephanie Rossouw of the Auckland University of Technology, with the technical support of AFSTEREO (Pty) Ltd.

According to UJ, the GNH is the first index of its kind and measures the real-time sentiment of the country.

“The much-anticipated announcement by President Cyril Ramaphosa of the new GNU Cabinet on 30 June 2024 is being experienced positively by the South African people, as shown by the near real-time Happiness Index of the GNH.today project.

“The happiness levels in South Africa have been trending upward since the election results were announced in June 2024, from 5.36 to 5.42,” the university said in a statement.

The GNH.today project measures happiness in near real-time based on specific emotion words used in Google searches.

“The GNU ensures a broad representation and a solid mandate to govern the country, contributing to higher levels of transparency, accountability, and trust in the government.  It also explains the higher happiness levels, reflecting hope for a better future,” said the university.

In analysing the positive trend in the happiness index, the team found that positive emotion words used in South Africa increased, such as “hope”, “happiness”, and “joy”.

However, there was an increase in negative emotion words such as “bad” and “afraid”, but with a positive net effect.

“The increase in both positive and negative words is expected as it indicates the debate around the newly appointed cabinet.  Different parties criticise the portfolio allocations and the ministers appointed. The increased size of the government is also critiqued.  On the other hand, there is relief that the Cabinet was announced after almost a month of negotiations.

“This announcement implies an agreement about power-sharing,” said the university.

Asked about whether he thinks the GNU will stick, Professor Melber is hopeful.

“I’m afraid I have misplaced my crystal ball,” he chirps.

“More seriously [though,] one hopes for the sake of South African citizens that this GNU manages to operate and serve the best interest of the people. If this construction holds, it is a win-win situation for all the parties who were able to compromise for the sake of the people and the country’s stability,” he said. -SAnews.gov.za

Mpox cases rise to 20 with infections expected to increase

Four additional Mpox cases have been reported in KwaZulu-Natal and Gauteng, with infections expected to rise as contact tracing efforts are stepped up.

This pushes the total number of laboratory-confirmed cases of Mpox in South Africa to 20 since the outbreak in May 2024.

According to the Department of Health’s data, all cases involve males aged between 17 to 43 years old.

The recent infections include a 17-year-old man from Hillbrow in Johannesburg, a 37-year-old from Pretoria East, a 29-year-old from West Rand, and a 19-year-old from Durban in KwaZulu-Natal.

Of the 20 cases, 10 were recorded in Gauteng, nine cases in KwaZulu-Natal and one from Western Cape.

Meanwhile, the death toll has remained at three since the outbreak.

READ | Everything you need to know about Mpox disease

The department said outbreak response teams have been activated for the newly diagnosed cases.

“Another batch of Mpox-specific treatment is expected to arrive in the country in the next few weeks as the number of cases is also expected to rise due to intensified contact tracing, risk communication and community engagement activities in the affected communities.”

The National Institute for Communicable Diseases (NICD) has received over 130 test requests since the outbreak of Mpox in South Africa.

“The department appeals to all contacts of confirmed cases and suspected cases to cooperate with health workers during contact tracing, screening and 21-day monitoring period, to ensure no case is left undetected.”

According to the department, contact tracing is one of the critical tools available to effectively break the chains of local transmission and control the Mpox outbreak.

“All people with suspected symptoms are reminded to visit their nearest healthcare facility right away for clinical evaluation, diagnosis and treatment options, instead of self-diagnosing and isolation.”

The common symptoms of Mpox include a rash which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.

“The rash looks like blisters or sores, and can affect the face, palms of the hands, soles of the feet and so on,” the department explained. – SAnews.gov.za

EnerGeo Alliance Champions Gas as South Africa’s Transition Fuel of Choice

Location: News
African Energy Chamber

In its latest natural gas policy brief, global trade association EnerGeo Alliance has positioned natural gas as the premier transition fuel for South Africa, citing its reduced carbon emissions, scalability and cost competitiveness. The African Energy Chamber (AEC) (www.EnergyChamber.org)– as the voice of the African energy sector – supports these data-driven findings and calls for greater foreign investment in Africa's natural gas prospects.

South Africa's power supply remains in urgent need of diversification away from aging coal- and diesel-powered plants. While the country is looking to renewables to diversify its power mix and alleviate load shedding, the brief identifies natural gas as the ideal transition fuel to achieving a low-carbon future and meeting the demands of South Africa's rapidly growing population and economy. According to the report, countries that use gas as a source for power generation have seen their electricity supply grow approximately three times faster in the past decade than those without gas. The Chamber has long advocated for the exploration and development of Africa's natural gas resources – of which the continent holds over 620 trillion cubic feet – and commends EnerGeo Alliance for championing its expanded role in the energy mix.

With member companies spanning more than 50 countries, EnerGeo Alliance brings together the global geoscience industry to discover, develop and deliver alternative energy and low-carbon energy solutions that meet growing energy demand. Natural gas emits 50-60% less carbon dioxide, rendering it a relatively clean energy source able to meet power demand reliably and at scale. Gas also serves as a critical feedstock for the production of fertilizers and petrochemicals, as well as a source of process heat in energy-intensive industries, creating the potential to decarbonize heavy industry. According to the World Economic Forum, a tripling of sub-Saharan Africa's power consumption using natural gas would only correspond to a one percent increase in global carbon emissions.

Natural gas also represents the most cost-effective pathway to energy security for South Africa and the continent at-large. It can provide both base load and backup power – whereas solar and wind power present intermittency problems – and is more cost-competitive as a base load supply than nuclear. According to the policy brief, large-scale discoveries like Brulpadda-Luiperd, the offshore Orange Basin and shale reserve prospects in the Karoo Basin suggest that South Africa could not only meet its power demand through domestic gas resources, but also stimulate broader economic development through regional gas exports.

EnerGeo Alliance highlights South Africa's promising reserves in Mossel Bay and the Orange River Basin, as well as shale gas in the Karoo Basin, for further upstream investment. Through advanced seismic survey, upstream geoscience and data generation activities play a key role in identifying potential gas reserves, de-risking exploration and reducing the environmental footprint associated with gas exploration and extraction. Major investment is also needed across South Africa's midstream and downstream sectors, including regional transmission pipelines, gas storage facilities and gas-to-liquids, regasification and LNG plants. While the construction of gas-fired power plants is already underway at Coega, Richards Bay and Saldanha Bay, new projects are needed to boost South Africa's gas availability and reliability.

“The AEC supports the EnerGeo Alliance in positioning gas as critical to South Africa's energy independence and low-carbon future. The science confirms this, and the bottom line confirms this. More capital must flow to African upstream and integrated gas projects, and we must support the geoscience community so that natural gas exploration is no longer seen as a risk, but as a given,” says NJ Ayuk, AEC Executive Chairman.

Eskom-owned transmission company officially commences trading

Eskom-owned transmission company officially commences trading

The National Transmission Company South Africa (NTCSA) has officially commenced trading, marking the company’s establishment as a distinct and wholly owned subsidiary of Eskom.

The move is a also a significant step in the reform of South Africa’s electricity supply industry.

This is according a joint media statement released by Eskom, the NTCSA and the Department of Public Enterprises.

Eskom Board chairperson Mteto Nyati said the entity will focus on adding capacity to South Africa’s power grid.

“We are pleased to announce that NTCSA begins trading today and will focus on increasing the capacity of the national transmission grid to allow the connection of much-needed new power generation capacity.

“As a wholly owned subsidiary, it will operate under the direction of an independent board while providing open access to the electricity network, as envisaged during the unbundling process. We look forward to contributing to a more efficient and transparent electricity industry,” he said.

The NTCSA board chairperson, Priscillah Mabelane, said that together with the relevant departments, the entity is embarking on an important journey.

“As we embark on this exciting and critical journey, our commitment is to continue focusing on ensuring safe, reliable, and efficient operations while accelerating the development of an interconnected transmission system in line with our mandate.

“We will ensure non-discriminatory access to the transmission network and seek ways to accelerate the rollout of the transmission grid while fostering transparency and efficiency. Together, we look forward to shaping a dynamic electricity market.

“We extend our deepest gratitude to our team, Eskom, Inter-Governmental Steering Committee comprising of Department of Minerals and Energy, National Treasury and the Shareholder Representative, DPE for their immense support in achieving this pivotal milestone,” Mabelane said.

About the NTCSA

According to the joint statement, the entity will “own and operate the country’s national transmission system, the world-class System Operator, the grid strengthening function, energy market services and the International Trader”.

The benefits of legal separation from Eskom are as follows:

  • A competitive electricity market.
  • An open access to the transmission network.
  • Enhanced efficiency and promoting transparency.

How the NTCSA will operate:

The NTCSA will operate under the three following licences issued to it by the National Energy Regulator of South Africa (NERSA):

  • The operation of transmission facilities by operating and managing the transmission grid.
  • Trading, in terms of which it will buy energy from Eskom generators and Independent Power Producers, as procured by the Minister of Mineral Resource and Energy.
  • Import and export in terms of which it will import and export energy, as well as continue as the trading arm to and from the Southern African Power Pool (SAPP)

“In terms of current legislation, NTCSA will play the role of the Transmission System Operator and buyer. It will assume additional roles once the Electricity Regulation Amendment (ERA) Bill is passed into law. The NTCSA will trade with Eskom Generation and Independent Power Producers (IPPs) using the current industry framework.

“The transition to a competitive electricity market will only commence after the ERA is gazetted, and NTCSA will assume the additional role of Market Operator. In this capacity, it will provide a platform for generators, consumers, traders, and retailers to trade with one another, as is the case in leading countries around the world.

“The establishment of the NTCA is another step in the electricity market structure reform, aiming to enhance efficiency and promote transparency. It will act as a catalyst for much-needed improvements and upgrades within the national electricity transmission infrastructure,” the statement read. – SAnews.gov.za

Kusile Power Station’s Unit 5 reaches commercial operation

Kusile Power Station’s Unit 5 reaches commercial operation

Eskom’s Kusile Unit 5 has achieved commercial operation, adding some 800MW to the grid.

This comes as the power utility has maintained at least 90 days of uninterrupted electricity supply.

Eskom Group Chief Executive Dan Marokane said the move is part of the power utility’s focus on its recovery plan.

“We stated in our winter outlook…that we would add new generation capacity to the grid with Kusile Power Station Unit 5, as part of our intense focus on delivering the Generation Operational Recovery Plan. This addition is part of a total of 2500MW that will be added before the end of this calendar year.

“Eskom will continue to focus on implementing operational recovery, strengthening governance and future proofing the organisation to enable energy security, growth and long-term sustainability to the benefit of South Africa and sub-Saharan Africa,” Marokane said.

Kusile Power Station is located in Mpumalanga.

The power utility’s Group Executive for Generation Bheki Nxumalo added that the addition of the much-needed megawatts is a result of the collective efforts of all Eskom employees.

“The delivery of the unit, as part of our Generation Operational Recovery Plan, showcases the remarkable achievements possible when our 40 000 employees work together as a collective.

“I extend my gratitude to all Eskom employees and contractors for their diligent work in bringing this unit to commercial operation. This achievement aligns with our commitment to maximising grid capacity,” Nxumalo said.

According to Eskom, the unit was first synchronised to the grid in December 2023 but will now “begin contributing power, increasing Kusile Power Station’s total output to 4000MW”.

“Since its synchronisation…the unit has met performance expectations, supported the grid and helped to reduce load shedding. Upon completion, Kusile Power Station will consist of six units, producing a maximum of 4800MW.

“Additionally, Kusile is equipped with wet flue gas desulphurisation (WFGD) technology, making it the first power station in South Africa and Africa to use this emissions abatement technology. WFGD removes sulphur dioxide from flue gas before it is released into the atmosphere, ensuring compliance with international air quality standards.

“Construction of the remaining Kusile Unit 6 is progressing as planned, with it expected to be synchronised to the grid in November 2024,” the power utility said. – SAnews.gov.za
