2.5 MTPA in Gas Output Feasible for Namibia, Says NAMCOR

The National Petroleum Corporation of Namibia (NAMCOR) has revealed that the country could produce more than 2.5 million tons of natural gas per year, based on early-stage assessments of recent discoveries made since 2022.

Speaking during a panel discussion on gas monetization strategies at the Namibia International Energy Conference on April 24, Mtundeni Ndafyaalako, Executive of Upstream Development & Production at national oil company NAMCOR, outlined a dual-pronged approach adopted by the corporation.

The first pillar focuses on leveraging legislative frameworks to enable coordinated infrastructure development, fostering collaboration among operators. The second emphasizes expanding exploration activities to unlock further resources.

“We have launched a gas monetization strategy project to support both government and industry on how best to commercialize gas. From our appraisals, we now have a clearer picture of production potential and various applications,” said Ndafyaalako, noting that the strategy is designed to attract new players and investment by clarifying monetization pathways.

Manfriedt Muundjua, Deputy General Manager at BW Kudu, reinforced the importance of integrating four pillars of local content – training, skills transfer, local procurement and local ownership – into the broader gas development framework.

Muundjua shared that BW Kudu is placing Namibian interns in every technical role currently held by international staff, supporting long-term local capacity building. He also emphasized the urgent need for downstream investment and infrastructure development.

“We already have a downstream investment partner lined up to join us once production at Kudu begins,” he said.He added that drilling of additional wells is scheduled to begin in October, supporting NAMCOR's emphasis on continued exploration to identify new reserves.

Paul Eardley-Taylor, Head of Oil & Gas Coverage for Southern Africa at Standard Bank, highlighted the need for a "shadow infrastructure" – potentially led by public-private partnerships – in southern Namibia to address energy shortages through gas utilization. He suggested that oil revenues should be strategically directed toward financing gas infrastructure and fostering local energy markets.

Eardley-Taylor also pointed to the broader regional opportunity, suggesting that Namibia could assume a role once held by South Africa as the region's primary energy supplier, particularly as critical mineral projects are willing to pay a premium for stable power supply.

Meanwhile, Ian Thom, Research Director for Upstream at Wood Mackenzie, expressed confidence that Namibia could implement a comprehensive Gas Master Plan within the next nine months. With only 59% of the population currently connected to the electricity grid, Thom underscored the potential of gas to dramatically increase energy access across residential, commercial and industrial sectors.

“Namibia could generate more value by exporting electricity rather than raw gas, given the limited infrastructure for gas exports and the high costs associated with building it,” Thom said.

Atomic Alliances: China’s Strategic Push Into Africa’s Nuclear Energy Sector

China is rapidly scaling up its energy diplomacy in Africa, with nuclear cooperation emerging as a cornerstone of its broader strategic agenda. On April 8, South Africa's Nuclear Energy Corporation signed a Memorandum of Understanding (MoU) with the China National Nuclear Corporation (CNNC) during an official visit to China led by South Africa's Electricity Minister, Dr. Kgosientsho Ramokgopa.

The agreement aims to revive South Africa's nuclear fuel cycle, accelerate the deployment of small modular reactors and promote collaboration on advanced fuels such as high-assay low-enriched uranium. With strong government support for nuclear power but limited domestic financing, South Africa is seeking international partners to inject capital and technology while maintaining state ownership of key infrastructure.

Minister Ramokgopa's working visit to China also aimed to find solutions to South Africa's energy insecurity and loadshedding. Central to this effort is the proposed life extension of the SAFARI-1 reactor at the Pelindaba nuclear research center, which is scheduled for retirement in 2030. Plans for a new multi-purpose reactor are already underway with R1.2 billion ($63.6 million) in seed funding allocated, but further investment is needed to move the project forward. This underscores the critical role of sustained nuclear investment in securing South Africa's long-term energy resilience and reducing dependence on aging infrastructure.

China's Expanding Footprint

China's ambitions in Africa's nuclear sector extend beyond South Africa. At the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, China launched the China-Africa Forum on the Peaceful Use of Nuclear Technology, as part of its 2025-2027 Beijing Action Plan. The move reinforced China's long-term goal to become Africa's premier nuclear energy partner. With 53 of 54 African nations represented at FOCAC – including 51 Heads of State – the event provided a powerful platform for Beijing to promote its nuclear agenda and expand its diplomatic and technical reach, while highlighting how Africa is leveraging nuclear energy to meet its growing power demands.

For Africa, nuclear power presents a unique opportunity to address the continent's urgent energy access gap while advancing long-term sustainability. Nuclear offers baseload electricity with zero carbon emissions, making it well-suited to complement intermittent renewables like solar and wind. Small modular reactors, in particular, are seen as a viable solution for remote or off-grid regions due to their scalability, smaller footprint and enhanced safety features. With growing populations and rising industrial demand, several African nations view nuclear power as a low-carbon, scalable pathway to energy security and broader socioeconomic development.

Nuclear Expansion Across Africa

Currently, Africa's nuclear energy development is concentrated in six countries – Egypt, Ghana, Kenya, Morocco, Nigeria and South Africa. Of these, four have recently signed nuclear cooperation agreements with China. In September 2024, Nigeria entered high-level discussions with China on peaceful nuclear energy cooperation, covering the full project lifecycle – from research and training to construction and plant decommissioning. Earlier that year, Nigeria also signed an MoU with the CNNC aimed at operationalizing nuclear power plants by the 2030s. Ghana followed suit with a deal to deploy China's Hualong One reactor, while Kenya continues to pursue its longstanding 2015 agreement with China to develop a 1,000 MW plant by 2034.

The International Atomic Energy Agency projects a 58% increase in nuclear energy use in Africa by 2030, with a tenfold increase by 2050. With more than 600 million people on the continent lacking electricity access, China's nuclear partnerships are positioned to close critical power gaps while supporting shared decarbonization goals.

Against this backdrop, African Energy Week (AEW) 2025: Invest in African Energies serves as a pivotal platform for advancing nuclear energy collaboration between Africa, China and other global partners. Building on existing partnerships and recent MoUs, AEW will facilitate high-level discussions on technology transfer, investment frameworks and regulatory readiness to accelerate nuclear deployment in key African markets. These conversations will align national nuclear ambitions with China's global expertise, ensuring that energy security, sustainability and sovereignty are at the core of future collaborations.

Africa's upstream oil and gas sector is entering a new growth phase. According to the African Energy Chamber's (AEC) State of African Energy 2025 Outlook, upstream capital expenditure is projected to reach $43 billion in 2025, climbing to $54 billion by 2030. West and North Africa are set to lead this surge, accounting for half of the total spend.  

While offshore developments have led investment since 2023, the outlook suggests a balancing trend, with onshore and offshore spending expected to converge as interest grows in underexplored onshore acreage. Notable hotspots include North Africa, where Egypt and Algeria are witnessing heavy-capital flows; West Africa, with a surge in spending in Ivory Coast; and Southern Africa, led by markets such as Namibia – targeting first oil by 2029 – and Angola. An uptick in spending has also been registered in Zimbabwe (onshore) and South Africa (offshore).  

Amid this growth, Africa's M&A activity is gaining momentum. The first half of 2024 saw M&A deals surpass 2023 totals, with $12.7 billion in deals by July. With approximately $16 billion worth of assets holding over three billion barrels of oil equivalent resources currently on the market, African upstream M&A activity is expected to remain robust through 2025.  

The 2024/2025 period will also see more than 11 licensing rounds launched across the continent as governments aim to sustain or expand production. In North Africa, Libya launched a 22-block bid round in April 2025 as part of a strategy to boost oil output to two million barrels per day. Egypt recently closed submissions for its 12-block licensing round covering the Mediterranean and Nile Delta regions, while Algeria has extended the deadline for its latest round – offering six onshore blocks – to June 2025.  

In West Africa, Mauritania is expected to auction 15 offshore blocks in 2025 while Liberia has 29 offshore blocks on offer as part of a direct negotiation round. In southern Africa, Angola is preparing to launch its 2025 licensing round, while Namibia has introduced a new open-door licensing system to encourage exploration. Tanzania is promoting 24 oil and gas blocks, while South Africa is on track to open new offshore and onshore acreage in 2025.  

These rounds signal a wealth of new farm-in and partnership prospects, with the African Farmout Forum positioned to highlight the continent's most promising hydrocarbon basins. Featuring 7-minute deal pitches, a wall of farmouts and curated networking opportunities, the forum will catalyze upstream investment and deal-making in Africa.

Germany Sets Sights on Africa’s Energy Future With Major Investment Pledge

Germany is eyeing expanded investments in Africa's energy sector, having pledged €4 billion for green energy projects by 2030 and advancing hydrogen and gas partnerships through the European Union's (EU) Global Gateway initiative. These investments aim to enhance conditions for private sector involvement and infrastructure development, underscoring Germany's commitment to sustainable development and economic growth across the continent.

In South Africa, Germany committed R5.2 billion last December to support the country's energy transition and deepen bilateral cooperation. This funding is directed towards facilitating South Africa's shift from coal to renewable energy sources, addressing both environmental concerns and energy security. Earlier this month, the EU also announced a €4.7 billion investment in South Africa to support green energy initiatives and vaccine production, reflecting a broader commitment to sustainable development in the region.

Further strengthening these efforts, Germany and the African Development Bank announced joint initiatives last month to accelerate energy access and private sector growth across Africa. This partnership includes support for the Mission 300 initiative, which aims to provide electricity access to 300 million Africans by 2030, and expanded financing for youth entrepreneurship programs.

Meanwhile, German companies are optimistic about their prospects in South Africa, signaling growing confidence in the country's economic stability, expanding trade opportunities and the potential for long-term partnerships in energy and industrial sectors. A recent survey by KPMG Germany and the Southern African-German Chamber of Commerce and Industry revealed that 64% of German companies expect rising revenues in South Africa, with 44% planning to invest in the country within the next three years.

Germany has already been active in Africa's green hydrogen sector, recognizing the continent's vast potential for renewable energy production. In Namibia, German investors have partnered on the $10 billion Hyphen Green Hydrogen Project, aiming to harness the country's abundant solar and wind resources to produce green ammonia for global export. Additionally, Germany mobilized €150 billion through the Global Gateway initiative earlier this year to enhance its energy engagement in Africa, with green hydrogen as a key focus. West African countries alone have the potential to produce up to 165,000 TWh of green hydrogen annually – far exceeding Germany's projected demand for 2030.

Beyond renewable initiatives, Germany remains open to cooperating with African countries on natural gas and blue hydrogen production. This approach reflects Germany's updated Africa policy guidelines, which emphasize the importance of African energy resources – including renewable electricity, green hydrogen and, under specific conditions, natural gas – for a successful energy transition in both Africa and Europe.

North West traditional horse racing gives the economy a leg up

The inaugural Lobelo la Dipitsi Traditional Horse Racing event, held at Bloomtech Lodge in Vryburg at the weekend, celebrated the rich cultural heritage of the North West province while also stimulating local economic growth.

According to the North West Provincial Government (NWPG), Lobelo la Dipitsi represents a significant milestone in the province’s initiative to use traditional sports for economic development.

The race attracted an influx of visitors from across the province and neighbouring countries such as Botswana and Namibia, boosting tourism and fostering cross-border collaboration.

A key feature of the event was the small, medium, and micro enterprises (SMME) exhibition, which showcased 69 stalls supported by the Department of Economic Development, Conservation, Environment, and Tourism (DEDECT)and Dr Ruth Segomotsi Mompati District Municipality.

These enterprises, ranging from flea market vendors to informal traders, displayed a variety of artisanal products, including handcrafted African-themed clothing, footwear, organic herbs, spices, perfumes, and wooden vases.

The gathering was attended by Premier Lazarus Mokgosi and the DEDECT MEC, Bitsa Lenkopane with the MEC emphasising the race’s role in economic transformation, saying it is not just a celebration of cultural heritage but also a strategic initiative to drive local business growth. 

This platform empowers Black entrepreneurs, facilitates job creation, and strengthens the local economy.

“Through the North West Gambling Board, we envisage empowering emerging race associations with compliance in terms of acquiring relevant licenses with gambling legislations.” 

During a walkabout of the flea market, the MEC engaged directly with small business owners to assess their experiences and the impact of the event on their enterprises. 

She alluded to the fact that the department will continue to offer support to small businesses and cooperatives to ensure that their products are well packaged, properly labelled, and adhere to the South African Bureau of Standards (SABS) requirements. 

“The economic activity generated by the event reaffirmed the potential of public-private partnerships in promoting sustainable economic development.” 

The event reached its highlight with an exciting prize-giving ceremony, officiated by the province’s leadership. 

Lenkopane commended the participation of young riders and the involvement of regional partners from Botswana, Namibia, and Lesotho, highlighting the significance of this initiative in fostering strong economic and cultural ties. 

“I am confident that Lobelo la Dipitsi has the potential to grow into a flagship event on North West’s tourism calendar,” she added. 

She further extended her gratitude to the event sponsors, including GBets, Goldrush, Sunbets, CGM and other contributors, for their commitment to making the event a reality.

She also expressed gratitude to community members and horse riders for their enthusiastic participation and support.

Colloquium to discuss developments in intellectual property

Intellectual property and technology commercialisation will come under the spotlight at a colloquium that will be hosted by the Department of Trade, Industry and Competition (the dtic).

Wednesday’s colloquium will be held under the theme: "Driving Innovation and Positioning Intellectual Property Commercialisation for a Better and Inclusive South Africa".

According to the Minister of the dtic, Parks Tau, the session will provide a platform to exchange ideas and experiences on addressing challenges hindering successful technology commercialisation, and what measures can be taken to address these challenges.

He said the session, which the dtic will host in partnership with the Companies and Intellectual Property Commission (CIPC), will focus on enhancing awareness and understanding of intellectual property (IP), technology management, and the commercialisation process. 

Discussions will cover the advancement of new technologies and their impact on the IP landscape and the commercialisation of these innovations. 

The session will also explore strategies for innovating, scaling, and commercialising more effectively during and after a pandemic.

“The National System of Innovation stakeholders will exchange ideas and share experiences on overcoming challenges in intellectual property and technology commercialisation. The key focus areas include addressing barriers to successful commercialisation, improving access to venture capital funding, enhancing knowledge of equity structures, and creating effective market channels,” the Minister said.

The session will bring together international and local expert speakers in the field of IP and technology commercialisation, including commercialisation specialists, IP Merchant Banks, venture capitalists, incubators and fund finders, among others.

Significantly, the session will also see high school and tertiary students participating in order to instil an interest in IP. 

“The learners will participate in an interactive session,, where they will be taken through the exciting journey of IP and technology development. 

“This session will stimulate and harness a culture of innovation and creativity amongst South African school learners, build a future generation that will be ready and attuned to the skills needs of the 4IR [Fourth Industrial Revolution] and be a generation of job creators rather than job seekers,” Tau said.

Some of the topics that will be discussed include technology development and commercialisation, intellectual property in successful commercialisation of products and services, and understanding IP rights and their role in technology transfer and economic growth.

The colloquium will have exhibition stands for innovators to display their products and services.

The exhibition will be used to showcase support offered by government to innovators through different funding instruments.

This year's African Energy Week (AEW): Invest in African Energies conference will debut the first-ever National Oil Company (NOC) and International Oil Company (IOC) Forum, a dynamic platform that brings key public and private sector stakeholders into direct conversation to drive investment, secure new deals, foster local capacity building and advance exploration.

A key focus of the forum will be enhancing collaboration in the exploration, development and production of hydrocarbon resources across the continent, with an emphasis on data sharing and joint decision-making to unlock untapped potential. In South Africa, TotalEnergies is preparing to drill its first exploration well on Block 3B/4B, leveraging 14,000 km of 2D seismic and 10,800 km² of 3D seismic, with a large set of exploration prospects already identified. In Angola, Sonangol is ramping up offshore exploration on Block 6/24, focusing on geological and geophysical studies and seismic data reprocessing to assess the block's resource potential, which includes a possible commercial oil discovery. Meanwhile, in Equatorial Guinea, GEPetrol has partnered with Panoro Energy on Block EG-23, conducting subsurface studies to evaluate the block's potential, with the possibility of drilling an exploration well.

In parallel, new market activity is reshaping Africa's exploration landscape, as both NOCs and IOCs pursue strategic acquisitions, partnerships and project expansions. Chevron has strengthened its presence in Equatorial Guinea by securing PSCs for two highly prospective offshore blocks. In October 2024, Brazilian NOC Petrobras acquired a 10% stake in the offshore Deep Western Orange Basin in South Africa as part of its strategy to boost reserves and expand its footprint in Africa's emerging oil and gas markets. Last month, Chinese state-backed company Sinopec signed an $850 million contract with Algerian NOC Sonatrach for exploration and development, securing a PSC covering the Hassi Berkane North license. Sonatrach is also in discussions with Eni, TotalEnergies, Chevron and ExxonMobil for exploration and development activities in the region. The NOC-IOC Forum will provide a key platform to examine these developments, fostering discussions on how public and private sector cooperation can accelerate exploration, attract capital and unlock new resource opportunities.

The NOC-IOC Forum will also focus on forging new partnerships to drive capacity-building programs and facilitate knowledge-sharing, empowering local talent in the oil and gas sector. The National Petroleum Corporation of Namibia (NAMCOR) has been active in establishing partnerships to support the country's goal of producing first oil by year-end. This includes a collaboration with QatarEnergy focused on providing training and development opportunities for NAMCOR employees in industry-specific skills. In October 2024, NAMCOR also signed an agreement with global technology company SLB to improve operational performance in decarbonization, green hydrogen and sustainable energy, with an emphasis on local capacity development. Meanwhile, Mozambique's Empresa Nacional de Hidrocarbonetos is investing in specialized offshore drilling services, reinforcing the state's involvement in the country's oil and gas projects through an agreement with Italian multinational oilfield services company Saipem.

Additionally, the NOC-IOC Forum will facilitate the exchange of insights on regional and global energy regulations, helping participants navigate the evolving energy landscape. In the Republic of Congo, Société Nationale des Pétroles du Congo is working closely with private sector companies and IOCs to gather input for its upcoming Gas Master Plan, as well as developing a new gas code aimed at modernizing the regulatory framework to attract foreign investment. This push for regulatory improvements has driven increased IOC activity in the country, with Eni advancing the second phase of its $5 billion Congo LNG project and TotalEnergies committing $600 million to expand its E&P operations, specifically in the deep offshore Moho Nord Field.

The NOC-IOC Forum offers a strategic platform for both African NOCs and IOCs to present their exploration strategies, access available acreage and showcase ongoing energy developments. By facilitating direct engagement across sectors, the forum will drive insightful exchanges on sharing data and insights to improve decision-making, optimizing operational efficiencies and unlocking new investment opportunities. Basketball Africa League Announces Collaboration With Wave Senegal and Wave Cote D’Ivoire

Namibia Unveils Offshore Drilling Plans

Namibia's offshore oil and gas industry is set for significant growth in 2025, driven by new licensing opportunities and an uptick in drilling activities, Petroleum Commissioner Maggy Shino announced during a webinar hosted by the African Energy Chamber (https://EnergyChamber.org), Wood Mackenzie and Namibia's Ministry of Mines and Energy. The move is set to attract fresh investment as the country cements its status as one of the world's most promising oil frontiers.

“We are operating in an open licensing regime and will be receiving applications shortly,” Shino stated, noting that available acreage spans deepwater, ultra-deepwater and shallow-water environments.

Meanwhile, development is accelerating on two of Namibia's most significant discoveries. TotalEnergies' Venus project in Block 2913B remains on track for a final investment decision (FID) in 2026, with new data confirming better density and permeability compared to surrounding blocks. On Galp's Mopane discovery, Shino revealed that 3,500Km2 of high-density seismic data were collected this week to refine volume estimates and advance the project toward FID.

On Shell's PEL 39 discovery – where the company recently wrote down $400 million – the Commissioner said Shell and its partners are analyzing data from the nine wells drilled so far to “ensure we have designed a pathway to development” and to determine the next steps.

Namibia's offshore basin remains vastly underexplored, despite its enormous scale. “The scale is enormous – there's 220,000 square kilometers of offshore license acreage,” said Ian Thom, Research Director for Sub-Saharan Africa Upstream at Wood Mackenzie. “With just over 20 exploration and appraisal wells drilled, this area is still hugely underexplored.”

“The resources are definitely there,” said Verner Ayukegba, Senior Vice President of the African Energy Chamber. “The big questions now revolve around sub-surface conditions, gas content and how best to commercialize these discoveries.”

Drilling activity in Namibia is set to ramp up in 2025, with seven wells expected this year alone. BW Energy plans to drill at the Kharas prospect within the Kudu license, while Rhino Resources awaits results from two high-impact wells in PEL 85. In South Africa's Orange Basin, TotalEnergies is expected to drill in Block 3B/4B, and Shell may drill in an ultra-deepwater block near the maritime boundary with Namibia.

On the Kudu license, Shino stated that BW Energy has “identified new targets with upside potential – not only for gas, but also for oil within the main area,” with two wells planned by year-end.

As Namibia advances toward first oil production, the government is committed to ensuring that petroleum discoveries translate into long-term economic benefits for the nation. “We are offering a sustainable operating environment, ensuring all discoveries are in a race to first oil while making a lasting impact on the local economy,” said Shino. Higher Education and Training Minister, Dr Nobuhle Nkabane, has congratulated former Cabinet Minister, Dr Naledi Pandor on her recent appointment as an Honorary Professor in the Faculty of Education at the University of Pretoria (UP).

Nkabane said this achievement is a fitting recognition of Pandor’s extensive contributions to the South African higher education sector, having served admirably as the Minister of Education; Science and Technology; Higher Education and Training; and more recently, Minister of International Relations and Cooperation (DIRCO).

Nkabane noted Pandor’s significant contribution to reconfiguring the South African higher education landscape in the post-apartheid era, by ensuring that the restructuring of the higher education sector serves South Africans, irrespective of race, gender, and other forms of exclusion.

The Minister also noted Pandor’s visionary leadership and a pivotal role she played in transforming the South African higher education system, promoting social justice and equality through progressive policies.

“South Africa has positioned itself at the forefront of science, technology, and innovation, thanks to the solid foundation laid by Dr Pandor. Her unwavering commitment to building an inclusive and coordinated higher education sector is commendable,” Nkabane said in a statement on Monday.

She said the University of Pretoria had made an excellent and befitting appointment, highlighting that Pandor’s knowledge and passion for transformation, will “undoubtedly enrich the university and the broader higher education community.”

“Her academic achievements, including her doctoral research on transformation in the South African higher education context, reflect her deep commitment to shaping a progressive and inclusive sector.”

Nkabane further expressed her personal admiration for Pandor, saying, “It is an honour to stand on the shoulders of giants like Dr. Pandor, whose mentorship and guidance continue to inspire me.”

“I consider her a mentor, mother, and a constant source of wisdom as we navigate the challenges facing our higher education system. Her contribution to the sector is invaluable, and I wish her every success in this exciting new chapter.

“The Department of Higher Education and Training wishes Dr Pandor well in her new role and looks forward to the positive impact she will continue to make within the higher education space,” Nkabane said.

Contribution to development

Meanwhile, University Vice-Chancellor and Principal, Professor Francis Petersen, said Pandor joins UP’s Centre for the Advancement of Sustainable Higher Education Futures, where she will contribute without remuneration to research, and student and staff development.

Speaking at a recent event held at UP’s Hatfield campus to welcome Pandor, Petersen said Pandor is a leader whose impact on education, policy and innovation, and whose unwavering commitment to advancing higher education and sustainable development, aligns perfectly with the mission of the centre.

“It is truly a privilege to have someone of her calibre joining our academic network in this esteemed role.”

Petersen highlighted that Pandor’s appointment followed an external peer-review process and was vetted by the Senior Appointments Committee of the UP Senate. The university’s Registrar issued a formal note confirming that Professor Pandor is permitted to use the title of “Professor.”

Pandor received a Doctor of Philosophy (PhD) in Education from UP in 2019, after completing her doctoral thesis, titled ‘The contested meaning of transformation in higher education in post-apartheid South Africa’.

“Her passion for education stems from her background as a teacher and a lifelong curiosity about the field. Through her research, Prof Pandor explored the vast and rewarding landscape in education, while acquiring academic and research skills,” the Vice-Chancellor said.

He added that the honorary professorship was a testament, not only to Pandor’s academic abilities and remarkable contributions to transformation, but also to her excellence as a leader with strong ethical values.

“Balancing the responsibilities of a Cabinet Minister and PhD student was no easy task. She meticulously planned her schedule and dedicated every available moment outside work and politics to her studies, even reducing her public engagements. South Africa faces a critical energy challenge: securing a stable power supply while transitioning to a low-carbon future. The African Energy Chamber's (EnergyChamber.org/) State of African Energy 2025 Outlook Report provides a detailed analysis of this shift, highlighting the country's continued reliance on coal, the slow pace of renewable energy integration and the urgent need for infrastructure investments to modernize the grid. These insights will set the stage for key discussions at African Energy Week (AEW) 2025: Invest in African Energies, where industry leaders will examine how South Africa and other mature markets across the continent can balance energy security with decarbonization.

Coal remains the cornerstone of South Africa's power generation, contributing over 80% to the energy mix. This heavy reliance has led to ongoing load-shedding – constraining industrial productivity, discouraging investment and limiting GDP growth to less than 1% annually over the past decade. Addressing this crisis requires urgent intervention through infrastructure investment, diversification of the energy mix and policy reforms to enhance grid stability and efficiency. In response to the energy crisis, South Africa has embarked on integrating renewable energy sources. The Renewable Energy Independent Power Producer Procurement Program has been instrumental, with over 7.2 GW of solar PV and 3.6 GW of onshore wind capacity installed by the end of 2023, collectively accounting for over 17% of the country's total installed capacity. Gas-to-power projects have also emerged as a viable solution, with the government issuing requests for proposals for 2 GW of such projects in late 2024. Concurrently, battery energy storage systems are being developed, with the Department of Mineral Resources and Energy launching bid rounds totaling over 1.7 GW/6.9 GWh of storage capacity.

South Africa's Just Energy Transition Investment Plan has drawn global interest, securing $8.5 billion in commitments from partners including France, Germany, the UK, the US and the EU. However, disbursement remains a challenge, with only $1.9 billion allocated to date – primarily for grid expansion and support for coal-mining communities. As the country navigates the complexities of a large-scale transition, key issues such as grid constraints, the integration of renewables and ensuring a stable, sustainable energy supply will be addressed at AEW 2025.

Taking place in Cape Town, AEW 2025: Invest in African Energies serves as the premier platform for South Africa and the broader African continent to tackle the critical energy challenges shaping the region's future. Partnerships also serve to support mature players enhance their production capacity as Africa drives long-term energy development. Phuti Joyce Tsipa, Consul General, South African Consulate-General Shanghai, highlighted the value of enhanced cooperation with China.

“Together, China and South Africa can work towards building a high-quality international community that can work on a prosperous future, centered on balanced economic growth. Increased energy investment in Africa is at the heart of our future prosperity. We see China as a critical country to partner with, not only with South Africa, but the entire continent,” she said.  

The Shanghai Forum sought to bolster China-Africa relations by facilitating market entry and expansion by Chinese firms in Africa. The Forum featured the participation of 100 companies, including consulates, private firms, investors and policymakers, with presentations centering on opportunities for Chinese firms in Africa, strategies for advancing African industrialization and electrification and the impact Chinese technology will have on the African energy market.

Dr. Bieni Da, Chief Representative for China at the AEC and Yide Qiao, Vice Chairman and Secretary General, Shanghai Development and Research Foundation, underscored the need to facilitate energy ties between China and Africa. According to Qiao, “China has strong technology in green energy and cooperation can be extended to Africa.”

Chinese firms are leading in terms of innovative, low-carbon energy solutions. With a national goal of becoming carbon neutral by 2060, China is supporting domestic companies through policy improvements, capital and research and development. Africa stands to leverage this expertise to advance its own development agenda. This expertise extends to the oil and gas sectors and Chinese companies have begun to expand their footprint in Africa.

Dr. Wang Zengye, Deputy Director-General of Policy Research Office, China National Petroleum Corporation (CNPC) provided an overview of the projects CNPC has led in Africa. He said: “Bilateral relationships between China and Africa is already quite strong and high-level cooperation has been established. This ensures that investment can flow.”

China has also effectively established industrial hubs which support the economy by centralizing manufacturing. Bi Mingze, CFO of Yunan County Chuangxing Industrial Investment Group, said that the company has established an industrial hub in Yunan in China. This hub can be replicated across Africa.

The Shanghai Forum served as a prelude to the African Energy Week (AEW): Invest in African Energies conference, slated for September 29 to October 3 in Cape Town. As the largest event of its kind in Africa, AEW: Invest in African Energies fosters collaboration and investment in Africa. For Chinese companies, the event offers a strategic opportunity to gain insight into African projects while strengthening ties with African firms.

African Energy Week (AEW): Invest in African Energies, the premier platform for Africa's energy sector, marks its fifth anniversary in 2025, celebrating a legacy of driving investment, fostering partnerships and advancing the continent's energy future. Over the past five years, AEW has facilitated multi-billion-dollar deals, shaped policy discussions and strengthened regional cooperation. Its inaugural edition in 2021 set a strong foundation, attracting 1,700 delegates, including ministers, global energy executives and financial institutions. The event reinforced Africa's appeal to investors while establishing AEW's strategic goal of eradicating energy poverty by 2030. The event introduced key features such as the African Energy Awards, panel discussions and forums covering the entire energy sector across four venues. Country spotlight sessions provided market insights, while the African Energy Chamber, alongside African energy ministers and a representative from the German government, launched the African Green Energy Dialogue Initiative to accelerate investment in Africa's green energy space.

The 2022 edition of AEW kicked off with opening remarks from esteemed African leaders including the presidents of Uganda and Mozambique, Minister of Hydrocarbons from the Republic of Congo, as well as prominent industry figures from APPO, the European Commission, the International Energy Forum and the private sector. AEW 2022 provided a platform for high-level discussions on investment opportunities, energy policy and strategies for driving Africa's energy transition. In addition to insightful discussions and networking opportunities, AEW 2022 introduced the Just Energy Transition Concert, blending music and culture with energy dialogue to promote investment, development and wider participation across the energy industry.

AEW 2023 saw an unprecedented level of participation, with opening remarks from the presidents of Namibia, Senegal and Uganda, alongside energy ministers from South Africa, South Sudan, Uganda, Equatorial Guinea, the Republic of Congo, Ghana and Mozambique. Representatives from OPEC, APPO, GECF, and key global partners from Russia, the U.S., Europe, and Saudi Arabia further reinforced the event's strategic importance. Afreximbank played a central role, hosting a dedicated deal room and supporting Africa's growing M&A activity. Key agreements signed included Afreximbank's $75 million financing deal with Torxen Energy Resources for Nigeria's PPL 241, a hydrogen exploration agreement between The Gambia and H2 Gambia Limited, and a $60 million term loan for Alphaden Energy & Oilfield Limited to develop a gas facility in Nigeria. Additionally, the African Energy Chamber partnered with the Black Impact Foundation to promote global opportunities for the Black community. The African Farmout Forum connected investors with available blocks, accelerating exploration and partnerships across Africa's oil and gas sector.

In 2024, AEW underscored its role as a catalyst for deal-making and sectoral development. Afreximbank committed over $120 million in financial facilities to support Africa's oil and gas sector, while the Republic of Congo's Société nationale des pétroles du Congo partnered with the State Oil Company of Azerbaijan to modernize the CORAF refinery and the African Farmout Forum returned to highlight available block opportunities for partnership and investment. The event featured a distinguished lineup of speakers and delegations, including energy ministers from South Africa, Namibia, the Republic of Congo, Gabon, Nigeria, Equatorial Guinea and Angola; OPEC and APPO secretary generals; and top executives from Eni, bp, Chevron, TotalEnergies and other leading energy companies.

The fifth edition of AEW promises an even greater focus on investment opportunities and project developments, including 2025/2026 licensing rounds, multi-phase LNG facilities, new refining capacity, drilling and appraisal programs and cross-border pipeline infrastructure. All flagship features will return, including the Big Five Stages of Premium Industry Content, the African Farmout Forum, the Deal Room, the OPEC-Africa Roundtable and more. With capital-intensive projects requiring global financing, AEW 2025 will serve as the premier platform to connect investors with Africa's most promising energy opportunities.
