Aspiring traffic officers in Western Cape warned about college scam

The Western Cape Mobility Department said it is aware of fraudulent activities where individuals are being scammed into paying fees to attend the provincial Gene Louw Traffic Training College.

“The unscrupulous scammers, operating via social media, falsely claim to represent the college and request payments of R150 for registration forms and a further R3 000 for enrolment,” the department’s statement read. 

In late 2024 and early 2025, several individuals arrived at the college, believing they had secured training opportunities, only to discover they had been deceived, according to the provincial department.

A case of fraud has been opened and the department is actively working with law enforcement agencies.

“Gene Louw Traffic Training College emphatically states that no payments are required to secure admission, and it will not communicate through social media platforms on recruitment or training opportunities. Members of the public are urged to be vigilant and recognise that any such request is a scam.”

The department said there are no specific timelines for these advertisements and that prospective applicants should regularly monitor official channels.

Western Cape Mobility MEC, Isaac Sileku, said the safety and security of residents extend beyond the road and into the integrity of our institutions. 

“It is deeply concerning that scammers are preying on the hopes and ambitions of those seeking to serve our communities as traffic officers. The department will continue to take all necessary steps to protect our law-abiding residents and maintain the trustworthiness of our recruitment processes. 

“I urge everyone to remain cautious and report suspicious activities immediately,” Sileku explained. 

The Head of the Gene Louw Traffic College, Jacqueline Tweedie, said they were disheartened by these fraudulent activities that exploit the aspirations of prospective traffic officers. 

“This institution is committed to providing transparent and fair training opportunities to all qualified candidates. We remind everyone that admission to the college does not require any form of payment. Please verify all information through official channels to avoid falling victim to these scams,” Tweedie added.

Steps to becoming a Traffic Officer in the Western Cape:

•    Posts for Traffic Officers are officially advertised by the Western Cape Mobility Department in newspapers and on the Western Cape Government website.
•    A Traffic Officer qualification is not a prerequisite when applying for advertised posts.
•     Applications are reviewed, and successful candidates are invited for recruitment processes.
•    Only those who pass the recruitment process are admitted to training for a traffic officer qualification.

What to do if you are approached:

•    Do not make any payments or share personal information with individuals claiming to represent the Traffic Training College via social media or unofficial platforms.
•    Verify information directly through the Western Cape Government website.

Western Cape urges collective responsibility to save lives on the roads

Western Cape Mobility MEC, Isaac Sileku, has expressed deep concern about road fatalities during this festive season, emphasising the urgent need for enhanced road safety measures.

The Western Cape experienced a devastating week on the roads with 11 fatalities, including nine pedestrians, between 17 and 22 December 2024.  

“Every life lost is a painful reminder of our need to change road behaviour. These are not just statistics, they represent families shattered by preventable tragedies. We must act now to save lives,” Sileku said.

The MEC emphasised the urgent need for action due to the rising number of pedestrian deaths.

Sileku called on the pedestrians to wear reflective clothing to ensure they are visible, especially at night or during poor visibility, and to never walk under the influence as alcohol impairs judgment and increases the risk of accidents.

In addition, he urged pedestrians to always use safe crossings and remain alert of their surroundings.

“Drivers, reduce your speed and stay alert – slowing down saves lives. Pedestrians, make yourself visible, stay sober, and be aware. Now is the time for action, before another life is lost,” he warned.

The Western Cape Provincial Government said it remained committed to reducing road fatalities through constant law enforcement, education and public cooperation.

“Let’s make this festive season one in which we prioritise safety above all else and work together to protect lives on the road.”

Meanwhile, this week 111 drivers were arrested for driving under the influence, preventing further tragedies.

In total, 196 integrated operations were conducted, stopping 29 153 vehicles.

Key figures from law enforcement efforts: 

•    124 speeding offenses, with a shocking 162 km/h in a 120 km/h zone.

•    10 492 fines for violations, including unroadworthy vehicles, reckless driving and fraud.

•    31 vehicles were impounded, and 214 were discontinued for safety violations.

•    148 total arrests, including nine for reckless driving, 11 for fraudulent documents, and four for bribery.

Road safety reminders:

•    If you drink, do not drive. Even small amounts of alcohol impair your judgment. Plan and find a safer way home.

•    Always buckle up. No trip is too short to skip this life-saving step.

•    Watch for pedestrians. Slow down and stay vigilant, especially in areas with high foot traffic. – SAnews.gov.za

SIU conducts search and seizure at Free State municipality

The Special Investigating Unit (SIU), together with the Hawks and the South African Police Service, have conducted a search operation at the Masilonyana Local Municipality in the Free State.

The operation was part of an investigation into allegations of maladministration related to two tenders at the municipality.

The two tenders are for the refurbishment of Brandfort Water Treatment Works and Raw Water Pump Stations, and the upgrading of Brandfort Sport Centre Phase II.

“The investigation focus also seeks to establish whether municipal officials, service providers, or any other involved parties unduly benefit themselves or others, leading to unauthorised, irregular, or fruitless and wasteful expenditure or financial losses for the municipality. 

“The search and seizure operation is the SIU’s last resort to access documents needed for the investigation and obtain the necessary documentation for its investigation. Since the proclamation was published on 13 September 2024, the SIU has made multiple attempts to contact the municipality in an effort to access the required documents voluntarily. However, these attempts have gone unanswered. 

“This lack of cooperation prompted the SIU to seek the court’s assistance in securing a warrant to search and seize pertinent documents and electronic equipment,” the SIU said in a statement.

Materials seized during the search operation include:

  • Company registration documents.
  • Payment records (invoices, purchase orders, remittance advice).
  • Electronic devices, including laptops, mobile devices, and external storage media used by relevant officials and employees. 
  • Any associated electronic data, including emails and cloud storage information linked to specific personnel.

“The SIU is empowered by the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act) to subpoena bank statements and cell phone records, search and seize evidence, and interrogate witnesses under oath to thoroughly investigate allegations brought before it.

“The SIU is also empowered to institute civil action in the High Court or a Special Tribunal to correct any wrongdoing uncovered during investigations caused by acts of corruption, fraud or maladministration. In line with the SIU Act, the SIU will refer any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority for further action,” the SIU said. – SAnews.gov.za

AI becomes an everyday reality

AI is predicted to fully integrate into daily life in 2025, becoming a standard tool rather than a novel technology. With prominent operating systems like iOS and Android rolling out AI-enhanced features, people will increasingly rely on AI for communication, workflows, and creative tasks. However, this normalisation also brings challenges, particularly as personalised deepfakes become increasingly sophisticated in the absence of reliable detection tools.

Privacy regulations will expand user data ownership

The growing emphasis on privacy is expected to lead to new regulations that strengthen user control over personal data. By 2025, individuals may gain the right to monetise their data, transfer it easily across platforms, and benefit from simplified consent processes. Global frameworks, such as the EU's GDPR, California's CPRA and South Africa's POPIA, continue to inspire reforms worldwide, while decentralised storage technologies could further strengthen user autonomy over their information.

Fraudsters will continue to exploit premieres and releases

Cybercriminals are expected to target prominent gaming, console, and film launches in 2025. Titles like Mafia: The Old Country, Civilization VII, and Death Stranding 2, as well as the anticipated Nintendo Switch 2, are likely to attract scams involving fake pre-orders, counterfeit rootkits, and malicious downloads. Similarly, blockbuster films like Superman and Jurassic World Rebirth may trigger phishing campaigns and counterfeit merchandise fraud aimed at enthusiastic fanbases.

Political polarisation will fuel cyberbullying

Increasing political polarisation is expected to exacerbate cyberbullying in 2025. Social media algorithms that amplify divisive content, combined with the widespread availability of AI tools for creating deepfakes and doctored posts, are likely to intensify online harassment. Cross-border cyberbullying could also escalate as global platforms facilitate the targeting of individuals based on their political beliefs.

Rising number of subscription services will fuel fraud risks

As the global economy shifts further towards subscription-based models, a rise in fraud related to fake subscription promotions is expected. Cybercriminals are expected to create counterfeit services that mimic legitimate platforms, aiming to deceive users into providing personal and financial information, resulting in identity theft and financial losses. Additionally, the growth of unofficial resources that provide discounted or free access to subscription services is expected to become a significant threat vector, exposing users to phishing attacks, malware, and data breaches.

Prohibition of social media for children may lead to broader user restrictions

Australia's proposed legislation to ban social media access for children under 16 could set a global precedent. If implemented successfully, the restriction could pave the way for broader limitations on access for other demographics. Platforms like Instagram have already begun adopting AI-powered age-verification systems, signaling a shift toward stricter governance of online spaces.

Relief and hope as Social Development brings critical services to East London

The Department of Social Development (DSD) has brought vital services to citizens in the Buffalo City Metropolitan Municipality by setting up a temporary service point during the Berlin November horse racing festival, which was recently held in the Eastern Cape.

Mother of four, Pamoria Mayengane, 48, is one of the residents who could not contain her joy after receiving the help she urgently needed from the DSD. Mayengane had been struggling for months with the suspension of her Social Relief of Distress (SRD) grant due to fraud activity, which impacted her. 

The weight of uncertainty had taken a toll on Mayengane, but that changed when she heard on the radio that the DSD would be bringing its services to Berlin, a small, yet vibrant town in East London, in the Buffalo City Metropolitan Municipality.

The annual Berlin November event draws thousands of visitors from across South Africa, providing a unique platform for government departments and corporate organisations to showcase their services and promote social cohesion.

Mayengane, who lives within walking distance of the Berlin racecourse, seized the opportunity to reach out to the DSD.

“I was so happy when I heard the announcement [on the radio]. I did not even have to pay for transport. I walked from my house to the venue. It was such a relief to finally be assisted,” she said. 

The SRD grant, coupled with child support grants for her two younger children, is the lifeline for her family. The fraudulent attempt to access her SRD grant had left her unable to receive payments, plunging her into financial stress. 

With the South African Social Security Agency's new face verification system in place, the fraudulent individual was blocked, and the payment was stopped. 

At the Berlin temporary service point, officials helped Mayengane to resolve the issue, ensuring that her grant would be reinstated for the next payment cycle.

“This grant means everything to me. It helps me buy groceries and cover my children’s basic needs. Now I can look forward to buying them Christmas groceries, just like other families,” she said. 

Berlin, nestled between East London and King William’s Town, is a historical town that has maintained its charm, while growing into a hub of cultural activity. The Berlin November horse racing function, in particular, has become a major drawcard, blending tradition with entertainment. 

This year, the DSD used the function as a platform to bring its services closer to the people, addressing pressing social challenges and fostering community engagement during the 16 Days of Activism for No Violence against Women and Children campaign.

In addition to assisting residents like Mayengane, the DSD and other participating stakeholders provided information and support on various issues, including social grants, child protection, substance abuse, non-profit organisations and community development.

“The municipality faces significant financial challenges, with employee costs exceeding 50% of the budget, an overdraft, and exhausted project grants. The Acting Municipal Manager has been tasked with stabilising the financial situation and ensuring uninterrupted service delivery,” Buthelezi said.
