Seven people arrested for Clarens ATM bombing
Police have arrested seven suspects in connection with an ATM bombing that happened in Clarens in the Free State earlier this week.
The seven individuals, aged between 24 and 36, were arrested on Saturday in Ficksburg after the South African Police Service (SAPS) spotted a Toyota Fortuner parked near an ATM at about 1am.
“Two males were seen tampering with the ATM. Upon noticing the police presence, the suspects attempted to flee the scene. A vehicle pursuit ensued, culminating in the successful apprehension of the Fortuner’s five occupants, including one woman,” the SAPS said in a statement.
All suspects are foreign nationals. Four of them have been confirmed as undocumented immigrants.
The suspects were wanted for allegedly bombing an ATM located at a petrol station in Clarens on Tuesday.
On Tuesday, four suspects were seen near an ATM located at a petrol station in Clarens. Moments later, an explosion occurred, followed by gunfire. Upon receiving the alert, members of the Clarence SAPS responded swiftly.
“Preliminary investigations confirmed that explosives had been used to destroy the ATM and an undisclosed sum of money was stolen.
“Initial reports pointed to four suspects travelling in a blue Toyota Fortuner with Gauteng registration plates. This vital information was immediately circulated and a coordinated manhunt was launched,” SAPS said.
The blue Toyota Fortuner has been seized as evidence in the ongoing investigation.
“The suspects will appear in the Clarens and Ficksburg Magistrate’s Courts in due course. The provincial Serious, Violent and Murder Unit has taken over the investigation, focusing on charges of business robbery and other possible related offenses. Further inquiries are ongoing to determine any links to additional criminal activities,” the police said. - SAnews.gov.za

The National Prosecuting Authority (NPA) has welcomed the decision of the Supreme Court of Appeal to dismiss the deportation appeal of controversial doctor Nandipha Magudumana.
She was arrested in 2023 in Tanzania, together with serial rapist and murderer Thabo Bester – an arrest she had contended was illegal.
“In June 2023, Judge Loubser dismissed Dr Magudumana’s application for her arrest and deportation from Tanzania in April 2023 to be declared unlawful and set aside. The NPA’s prosecution team will now focus on ensuring that the trial set down for 21 July to 19 September 2025, before the Free State Division of the High Court in Bloemfontein, proceeds without any unreasonable delay.
“Dr Magudumana and her co-accused are facing a total of 38 counts ranging from fraud, corruption, money laundering, assisting an inmate to escape, violation of the body, arson, and defeating the ends of justice. The NPA is committed to ensuring that justice is not only done but manifestly seen to be done because of the alleged crimes’ impact on the rule of law and the victims,” the NPA said in a statement on Friday. – SAnews.gov.za

Small business urged to apply for tourism opportunities
Small businesses have been encouraged to apply for opportunities provided by the Department of Tourism.
“The Department of Tourism is dedicated to creating an inclusive, sustainable, and resilient tourism economy. We have a variety of programmes with the specific aim of promoting tourism, alleviating poverty and creating jobs,” Tourism Deputy Minister Maggie Sotyu said.
Addressing a stakeholder engagement at the Fezile Dabi District Municipality in the Free State, the Deputy Minister said small businesses face challenges that threaten their survival and growth.
These include limited access to funding and financial support, skills gap in business management and digital transformation, market access and a lack of exposure to international tourists.
“As the government, our role is to enable and empower small, medium, and micro enterprises (SMMEs) to overcome these barriers and it is our duty to maximise every opportunity to empower these enterprises.
“Embracing sustainable tourism by black-owned enterprises is not just about being part of a global trend, but is a necessity for resilience, competitiveness and profitability,” the Deputy Minister said on Friday.
The department’s Market Access Support Programme offers financial support to small tourism enterprises to exhibit at tourism platforms.
“I want to urge you to visit the Department of Tourism website at www.tourism.gov.za and look at this Market Access Support Incentive Programme.
“This week we are assisting 49 tourism SMMEs [small, medium, and micro enterprises] to promote their services at the World Travel Market Africa in Cape Town. We also want to encourage you to apply for our Green Tourism Incentive Programme which offers a win-win solution to tourism establishments and our greening objectives,” the Deputy Minister said.
The Green Tourism Incentive Programme is a resource efficiency programme which aims to support tourism enterprises to reduce the cost of investing in energy and water efficient solutions.
“This incentive can greatly assist a tourism establishment to reduce their electricity and water bills in the long term. The department also established a Tourism Transformation Fund and Tourism Equity Fund to support the transformation efforts in the sector.
“The Transformation Fund offers a combination of debt finance and grant funding for new and expansion tourism development projects with majority black shareholding,” she said.
For tourist guides, the department has a number of programmes including language training.
“We recently advertised for youth to apply for tourist guide training in Vredefort Dome and we are currently conducting tourist guide training in Golden Gate National Park.
“For youth in tourism, the department offers annually a bursary programme and learnership programmes, focusing on professional cooking, wine appreciation and hospitality, targeting youth with a specific interest in tourism,” said the Deputy Minister. -SAnews.gov.za

Communities along Vaal River floodlines urged to evacuate
Water and Sanitation Minister, Pemmy Majodina, has urged residents residing along the floodlines of the Vaal River to evacuate the area and those who have already relocated not to return to their homes.
Majodina, accompanied by Deputy Minister David Mahlobo, conducted a site visit to the Vaal Dam on Wednesday to assess the condition of water resource infrastructure following significant inflows into the dam due to persistent rainfall across the Vaal River Catchment.
The Minister was joined by Rand Water Chairperson Ramateu Monyokolo and Chief Executive Officer Sipho Mosai, and the provincial heads of Gauteng, Free State, and North West, Justice Maluleke, Tseliso Ntili, and Luxolo Mditshane, respectively.
Majodina warned that low-lying areas downstream of the Vaal and Bloemhof Dams, remain vulnerable due to the release of water through open sluice gates, which are being used to manage water levels.
“During heavy rains and high inflows into dams, the department implement flood management protocols through controlled water releases to ensure the safety of water resource infrastructure (dams and barrages); protection of downstream communities as such, minimise loss of human lives and livelihoods, destruction of property and disruption of services; and to ensure that the dams are full at the end of the flood season,” Majodina said.
Since 3 March 2025, the Department of Water and Sanitation has been gradually releasing water from both dams through sluice gates and valves to maintain structural integrity and reduce flood risk.
Currently, five sluice gates at both the Vaal and Bloemhof Dams have been opened to manage the increased inflows.
Speaking from the Vaal Dam wall, Majodina assured the public that bulk water supply remains stable, and that the department is working closely with the municipalities to manage water reticulation to ensure that the citizens of South Africa have access to potable water from their taps.
The Minister warned residents who encroach upon flood lines to move to a safe area and to remove valuable equipment, including movable infrastructure, and livestock.
She appealed to religious groups and the general public to avoid large bodies of water, as strong currents pose significant danger.
“We want to make a plea and strong caution to people on the flood line; it may not be raining in your area, but because of the tributaries that flow into the dam, high volumes of water could reach your locality and wash away your homes. We also call on churches to be aware of the dangers of strong tides due to the open gates.
“Water currents are not always visible on the surface and can be difficult to detect, making them hazardous. As we approach Easter, let us be cautious regarding water activities that may endanger lives,” the Minister advised.
Mahlobo said living near large bodies of water was visually appealing; however, there was a boundary that should not be crossed for safety reasons.
"A flood line has a red line that should not be crossed, and when water volumes increase, there is a risk to residents and their properties. We cannot be held responsible for decisions made by individuals who cross that red line," Mahlobo said.
Vaal and Bloemhof Dams status
The department reported that the five sluice gates remain opened with an outflow of 793 cubic metres per second (mᵌ/s) at the Vaal Dam and water levels are currently at 114.61% as at this morning.
“At Bloemhof Dam, levels have gone down from last night’s (Tuesday) 116% to 111% this morning (Wednesday) and water levels continue to decline. As such, the Department has reduced outflows from 3000 mᵌ/s by this afternoon to 2500 mᵌ/s”.
The Department of Water and Sanitation continues to monitor the situation and will provide regular updates. Residents are urged to follow instructions from local authorities and disaster management teams. – SAnews.gov.za

Five suspects to appear in court for kidnapping
Five suspects are due to appear in the Wolmaransstad Magistrate's Court today on charges of kidnapping, extortion, aggravated robbery and assault with intent to do grievous bodily harm (GBH).
The suspects, aged between 29 and 45, were arrested on Sunday by various South African Police Service (SAPS) national and provincial units.
The members were activated following a kidnapping for ransom incident reported on Friday night in Wolmaransstad. Subsequent negotiations led the team to Welkom and Virginia in the Free State, where five suspects were arrested and a male kidnapping victim, aged 39, was rescued unharmed.
During the arrest, the team seized three cellphones, including the victim's and a replica firearm.
The Acting Provincial Commissioner of the North West province, Major General Patrick Asaneng, has commended the SAPS members for their commitment, dedication and bravery in tracking, arresting and safely rescuing the victim of kidnapping linked to extortion.
"The team worked non-stop, day and night, before arresting the suspects at the hideout in the Free State.
"This arrest should send a strong message to heartless criminals that the police shall pursue them wherever they are and no resources will be spared in making sure that they are removed from society and jailed for their heinous crimes," said Asaneng. – SAnews.gov.za

Government allocates R1.44 billion for natural disaster recovery efforts – Hlabisa
Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has announced a significant financial commitment of R1.44 billion from the R11 billion requested to assist municipalities impacted by recent natural disasters.
The funds, dispersed between February and March 2025, aim to address infrastructure damage caused by floods, heat waves, and severe weather events across multiple provinces.
The grant allocation covers 60 municipalities and provincial sector departments across five provinces, including the Eastern Cape, KwaZulu-Natal, Limpopo, Mpumalanga and Free State, targeting sectors such as infrastructure repair, education, health and agriculture.
Meanwhile, the Minister announced that the National Disaster Management Centre (NDMC) has officially classified recent weather events as a national disaster, enabling prompt intervention and support for affected communities.
“As we face the growing challenges posed by natural hazards such as floods, heat waves, fires and droughts, it is crucial to recognise the substantial threats these events pose to our communities, to our infrastructure, as well as to our economy.
“While climate change has exacerbated some of these risks, we also confront challenges that stem from unsustainable practices and inadequate planning,” the Minister said on Monday at a media briefing.
He believed that acknowledging these factors allowed government to pursue proactive measures and solutions that can lessen future risks.
The country has been experiencing significant weather events, including heavy rains, floods, thunderstorms and strong winds since the beginning of 2025.
The Minister is of the view that this calls for urgent collaborative action and resilience-building within communities on behalf of the government and South Africans.
Hlabisa also took the time to offer his condolences to the families and loved ones of the 40 people who have lost their lives since the December holidays.
“We continue to commit our efforts to build resilience and reduce the risk of future disasters so that no more lives are needlessly lost.”
He assured citizens that the State was now turning its attention to recovery and improving preparedness for future challenges by learning through developing stronger systems and strategies that will safeguard citizens and enhance collective resilience.
Hlabisa emphasised the importance of accountability, warning that any mismanagement or diversion of funds will face strict consequences.
“I'm speaking about the funds amounting to R1.44 billion already in the accounts of our municipalities, but what we notice in some of our municipalities is that the poor infrastructure, planning and implementation become a serious factor.
“The poor workmanship is always noted once the money has been spent, diversion from the original allocation. When money was allocated for a bridge, a municipality decides to use the money for salaries, or when the money was allocated for 3 kilometres, the municipality decided to spend the money on 1 kilometre,” he explained.
However, he said government will do whatever it takes to ensure that they follow these monies that have been allocated and have given municipalities up until August this year to use the allocated funds.
“The allocation of disaster response and recovery grants is a testament to our unwavering commitment to safeguarding our communities and rebuilding our nation as we navigate these challenging times. We must work together, leveraging our collective strengths and resources to ensure a resilient and prosperous future for all people of South Africa,” he concluded. – SAnews.gov.za

Committee Receives Briefings on Interventions to Address the Escalating Municipal Electricity Debt
As part of its week-long oversight to Gauteng, the Portfolio Committee on Electricity and Energy held a meeting that brought together key stakeholders which included Eskom, National Treasury, the Department of Cooperative Governance and Traditional Affairs (COGTA), and the South African Local Government Association (SALGA), on the growing municipal electricity debt crisis, which has escalated to nearly R100 billion.
The aim of the meeting was to find solutions on the pressing challenges affecting municipalities' ability to meet their financial obligations and sustain electricity. The committee emphasised the seriousness of the situation, noting that the escalating municipal debt affects not only Eskom's financial stability but also the delivery of essential services to millions of South Africans.
During the discussions over 160 municipalities were classified as financially distressed, with 98 of them operating on unfunded budgets in the 2024/2025 financial year, 7 of them participating in the Municipal Debt Relief Program, and 14 of them have successfully met the conditions required for debt relief and write-offs.
The committee stressed that the municipal electricity debt crisis requires collaboration and decisive action from all levels of government and stakeholders. The committee said the crisis poses a significant risk to service delivery and the livelihoods of millions of South Africans. Members of the committee said the time of pointing fingers is over, the time calls for collaborative solutions and long-term reforms.
Eskom highlighted that the municipal arrears increased from R74 billion in March 2024 to R98.5 billion by February 2025, with significant growth in debt attributable to provinces like Free State and Mpumalanga. Eskom expressed grave concerns about the implications of this trend on its financial sustainability, noting that the gains from the debt relief program aimed at reducing its overall debt from R400 billion to R250 billion could be neutralised within three years if the rising municipal debt trajectory is not curtailed.
Eskom emphasised that as part of solutions to address the electricity debt crisis, funds collected from customers by the municipalities are prioritised to settle bulk electricity accounts before being used for other municipal expenses.
National Treasury underscored its efforts to enforce fiscal discipline through several interventions, including withholding equitable share allocations to defaulting municipalities under Section 216(2) of the Constitution. Treasury reported that equitable share allocations for several municipalities were withheld to compel them to address their financial management failures.
Despite these measures, Treasury acknowledged that entrenched dysfunctionality in many municipalities continues to undermine progress. Treasury also highlighted that only a fraction of the 10 million indigent households identified in the census are benefitting from the Free Basic Electricity grant due to inefficiencies in municipal administration, leaving millions of impoverished South Africans without critical energy support.
COGTA and SALGA shared insights into the structural and operational inefficiencies that have crippled municipalities. These include weak governance, lack of capacity, inadequate enforcement of revenue collection measures, and outdated infrastructure. COGTA noted that the absence of energy master plans and failure to maintain accurate indigent registers have compounded the crisis.
SALGA highlighted that the overly fragmented approach to addressing municipal debt must be replaced with integrated capacity-building programs, including technical assistance for cost-reflective tariffs and improved revenue collection systems.
The committee also heard that smart metring solutions have shown promising results in improving revenue collection, with pilot projects recovering millions of rands in previously uncollected funds. National Treasury announced that an additional R650 million would be allocated in the next financial year to expand smart metering programs to targeted municipalities. These interventions aim to enhance overall efficiency and ensure timely payment of bulk electricity accounts.
The meeting further explored the critical role of legislative reform in tackling these issues. Eskom and other stakeholders called for adjustments to the Electricity Regulation Act to enable more proactive credit control measures. The committee also noted concerns about the affordability of electricity tariffs and the long-standing need to increase the FBE grant threshold to meet the growing needs of indigent households.
Members of the committee pointed out that sustainability solutions must balance immediate interventions with long-term reforms. Furthermore, the committee stressed the need for an all-of-government approach to address the systemic nature of the challenges faced. The committee recommended the establishment of a dedicated Municipal Recovery Task Team comprising Eskom, National Treasury, COGTA, SALGA, and other relevant stakeholders. This task team will focus on implementing and monitoring solutions, including measures to improve governance, enhance collections, introduce prepaid systems for bulk electricity, and address legislative barriers.
The committee commended Eskom, National Treasury, COGTA, and SALGA for their continued commitment to resolving this crisis. However, the committee emphasised that municipalities must take greater responsibility for reversing the current trajectory.

The Portfolio Committee on Higher Education has expressed concern about the University of the Free State's (UFS) employment of 141 foreign academics as well as 26 foreign support staff. The committee is currently conducting a week-long oversight visit to post-school education and training institutions in the Free State to assess academic readiness and infrastructure.
During engagements with UFS senior management, labour unions, student representatives and other stakeholders, the committee acknowledged the cordial relations between university leadership and its stakeholders. However, it urged UFS to prioritise the development and hiring of local talent where possible, cautioning against over-reliance on the “scarce skills” argument to justify overlooking qualified South African candidates.
The committee also raised concerns about the underrepresentation of African, Coloured, and Indian staff in professorships and associate professorships, highlighting ongoing transformation challenges at UFS. University management acknowledged that there is a need to address employment equity, agreeing on the need for greater diversity in leadership to better reflect to the Free State's demographics.
On language policy, the committee supported student preferences for English as the medium of instruction and noted concerns that there are lecturers who insist on only using Afrikaans to teach students. Additionally, while the student representative council advocated for better support for pregnant students, the committee reminded them that this responsibility cannot fall on the university.
Regarding the Qwaqwa campus, the committee emphasised the need for accredited student accommodation, noting that academic success rates are higher among students residing in university housing compared to those staying at home. The committee Chairperson, Mr Tebogo Letsie, said, “Pouring billions into student housing without accountability means students may end up in substandard conditions.”
Today the committee will conduct an oversight visit to Motheo TVET Colleges National Artisan Development Academy and Central University of Technology main campus in Bloemfontein.

Government adopts improved approach to curb road crashes
Over the last two months, government has adopted an improved approach to managing road safety and it has resulted in a decrease in road crashes.
“The consequence of these actions is that we saw a 10% month-on-month decline in accidents in January 2025 compared with January 2024, and a 25% decline in accidents when one compares February 2025 with February 2024,” Minister of Transport Barbara Creecy, said on Thursday.
As part of this strategy, the Department of Transport has deployed the National Traffic Police on key routes at month end, deepened cooperation and focused on high-risk areas amongst national, provincial and municipal traffic officers. It also focuses on arresting pedestrians who walk on highways.
During this period 21 282 fines were issued to drivers for speeding, and over 3 000 drivers were arrested for drunk driving during January and February. About 12 000 illegal vehicles were impounded.
The Minister was speaking during the launch of the 2025 Easter Season Road Safety Arrive Alive campaign, that is taking place from 20 March to 2 May 2025, under the theme: “It begins with Me”.
“We chose this theme because driver and pedestrian behaviour is responsible for 87% of road accidents and fatalities in our country. And so, reducing road fatalities and accidents is the responsibility of each one of us.
“The National Traffic Police, [including] South African Police Services provincial traffic departments, Cross Border Road Traffic Agency, Border Management Agency, the metros and local authorities, will work together to patrol routes leading to Limpopo, KwaZulu Natal, Mpumalanga, Free State, Eastern Cape and Western Cape. High visibility will also be maintained in Gauteng.
“We have identified the most critical routes across the country requiring additional resources and more focused monitoring over this period,” she said.
These include among others, the following:
- The N4 Nelspruit;
- Mankweng (R71);
- Libode on the N2, Mthatha’s R61;
- Parys (FS), R54;
- Harrismith and the N3;
- KwaDukuza, N2 in KZN and
- N4 Middleburg in Mpumalanga.
Over the next six weeks the department will focus on working with the bus industry to check vehicle roadworthiness and educate drivers on fatigue management ahead of the Easer weekend.
Meetings will also be held with faith-based sector to support safe and appropriate travel arrangements to the big events over the Easter weekend. Taxi ranks will be visited to inspect vehicles and safer driving practices will be promoted. -SAnews.gov.za

Free State police arrest 12 for illegal mining
Twelve foreign nationals have been arrested in connection with illegal mining activities in the Free State, said the South African Police Service (SAPS).
This follows a coordinated operation by the Mission Area Joint Operational Center (MAJOC) Roving team, which included combat operators, proactive members, and various other participants of Operation Valu uMgodi.
The arrests happened on Saturday, while the suspects were actively engaged in illegal mining.
The operation, aimed at disrupting illicit mining activities, was carried out in different identified hotspots within the province.
Foot patrols, including vehicle patrols, air-to-ground drone patrols and vehicle check points, were conducted in the Stone and Allied area, Bambanani SS1 Slam Dam, Kudu Mine Shaft, Stilte Farm and G-Hostel in Thabong Extension 4.
“During the operation, the 12 foreign nationals were found in possession of gold bearing material weighing at 132.52 kilograms and gold processing equipment such as steel balls, garden spades, shovels, pick axes, steel plates, buckets and washing basins were all seized,” said the SAPS in a statement.
The suspects (aged between 26 and 40), face charges of the possession of suspected gold bearing material, illegal gold processing equipment, trespassing and the contravention of the Immigration Act.
They 12 are expected to appear in court soon. – SAnews.gov.za

Simelane commits to support Free State in delivering housing units
Human Settlements Minister, Thembi Simelane, has pledged to support the Free State Province in its efforts to meet the 2024-2029 target to deliver housing units to qualifying beneficiaries.
Simelane made the commitment during an oversight visit to the Mangaung Metropolitan Municipality on Friday, as part of a nationwide assessment of municipal and provincial performance in human settlements programmes.
The visit aimed to address ongoing service delivery blockages within the province.
The visit also formed part of a country-wide municipal and provincial assessment of human settlements programme performance.
Addressing the provincial Human Settlements and Mangaung Municipality, Simelane discouraged working in silos between the provincial department and municipalities.
She emphasised that overcoming the housing backlog and ensuring the delivery of sustainable human settlements, can only be achieved through coordinated efforts.
While acknowledging the progress made to ensure the qualifying beneficiaries receive their houses, with some contractors already on the ground, the Minister expressed concern over several incomplete projects across the province.
“We are gearing ourselves for the current 2024-2029 Medium Term Development Plan (MTDP) to deliver on our mandate. With our limited budget, we are aligning our plans to ensure that we effectively use our allocated budget,” Simelane said.
The Minister reiterated the critical role that contractors play in delivering housing units and warned against those who have been given opportunities to “do the right thing and deliver houses.”
She also issued a stern warning to both contractors and officials who fail to meet their responsibilities, saying that there would be consequences against those who let down the people.
“A delayed project means one senior citizen is denied his or her constitutional right to adequate shelter,” Simelane said.
Simelane further undertook to visit the Metros every quarter, to ensure that housing and service delivery targets are being met.
She also underscored the importance of ensuring that every cent allocated to the department is spent towards improving the lives of deserving households.
Human Settlements MEC, Teboho Mokoena, challenged the Minister to consider visiting the province more frequently, suggesting every two months, and reiterated the province's commitment to improving service delivery.
Mokoena also emphasised budget constraints, which remains a challenge, noting that this will have an impact in the department’s programme.
“Progress is being made on several projects that were blocked including G-Hostel and Dark and Silver City. The qualifying beneficiaries are expected to incrementally move into the completed units during the 2025/2026 financial year,” Mokoena said.
The MEC highlighted the province’s struggle with completing housing projects due to a range of issues, including multiple contractor changes in due to non-performance, vandalism at abandoned sites after contract terminations, community disruptions and non-compliance issues, financial constraints, non-payment of completed work certificates, and bureaucratic delays in the approvals of variation orders and claims.
However, Mokoena assured that interventions are being implemented, including the appointment of new, reliable contractors, and regular monitoring and reporting, to ensure projects stay on track.
“Despite these challenges, the province has done exceptionally well in the provision of serviced sites. By January 2025, the province reported the successful delivery of 5 025 service sites against the 1755 2024/2025 target. Most of the sites delivered are in Fezile Dabi District Municipality,” Mokoena said.
Simelane is expected to return to the Free State to officially hand over completed units at Dark and Silver City Community Residential Units, as well as military veterans’ housing units at the Vista Park Catalytic Project, in Mangaung.
The Vista Park project is a massive development aimed at providing much needed housing opportunities.
The department said extension 2 of the project is expected to yield over 5 344 residential housing opportunities, while extension 3 will produce around 6 036 residential opportunities.
The project is also expected to deliver the Breaking New Ground (BNG) units, including social housing, First Home Finance, and student accommodation. – SAnews.gov.za
