Lesotho Highlands Water Project tunnel closure extended
Due to technical challenges, the closure of the Lesotho Highlands Water Project (LHWP) water transfer and delivery tunnels for maintenance has been extended by an additional three weeks.
In a statement released on Wednesday, the Department of Water and Sanitation (DWS) confirmed that the extension was due to the delays in the maintenance work experienced in the Delivery Tunnel South on the Lesotho side of the project.
Originally, the tunnel shutdown was planned to run from 1 October 2024 to 31 March 2025.
However, the department cited a combination of unpredictable weather conditions and technical issues experienced by the implementing agent, the Lesotho Highlands Development Agency (LHDA).
“The challenges experienced include higher than anticipated seepage within the tunnel due to a change in sand blasting technique. There was a change from a manual to an automated approach of sand blasting, but high humidity affected the automated approach.
“The contractor is reported to have procured additional equipment to better manage the seepage challenge. The recovery plan was implemented to accelerate the progress of the maintenance work in Lesotho, but the delay could not be avoided,” the department’s spokesperson, Wisane Mavasa, explained.
According to Mavasa, on the South African side of the project, maintenance work being carried out by the Trans Caledon Tunnel Authority (TCTA) is progressing according to schedule and is expected to be completed on time.
With the Vaal Dam currently at full capacity (101.51%) due to the recent above-normal rainfall experienced in most parts of the country, the department has reassured all water users that the extended tunnel closure will not affect the availability of water for the Integrated Vaal River System.
The municipalities located along the Liebenbergsvlei River in the Free State will also not be impacted by the extended tunnel closure.
“The Sol Plaatje (Saulspoort) Dam is [currently] at satisfactory levels, standing at 82.1% this week. Therefore, water can be released from the dam to assist downstream users, should the need arise.
"Saulspoort Dam will be able to provide water to the local communities of Bethlehem, Reitz and Tweeling for a period of up to nine months, which is more than the initially scheduled six months of the LHWP tunnel shutdown,” Mavasa said. – SAnews.gov.za

RTMC to convene bus stakeholder engagement
Transport Minister Barbara Creecy has instructed the Road Traffic Management Corporation to urgently convene with stakeholders in the bus industry in light of recent accidents involving buses in South Africa.
The Minister conducted a media briefing at Pelonomi Hospital in the Free State, where she visited bus crash survivors.
During the last seven days, at least 19 people have died in bus related accidents in two separate incidents in the Free State and KwaZulu-Natal.
Last year, several bus accidents caused alarm, with one of the worst taking 45 lives in Limpopo during the Easter pilgrimage to Moria.
“We’ve been through quite a considerable period of time where we haven’t had bus accidents. But now, in the light of these two accidents that have occurred, it’s very important that we call all stakeholders together and we emphasise the issues of appropriate driver conduct in all kinds of weather conditions, making sure that vehicles are in a roadworthy condition, and adherence to things like speed.
“We don’t know the cause of these two accidents and I’m not pointing fingers at any particular individuals. But in my view, prevention is better than cure and it is very important that we urgently bring all of our bus companies and once again reiterate the message of safe driver behaviour so that we save lives,” she said.
Turning to the accident in KwaZulu-Natal, where a bus rolled down an embankment, killing at least 10 people on board, the Minister passed her condolences to those who have lost loved ones in the incident.
The RTMC has confirmed that the accident is under investigation.
“A team from the Road Traffic Management Corporation has started with the South African Police Service to establish the cause of the crash that claimed the lives… of people on the N2 between Richard’s Bay and Shaka’s Kraal.
“The crash involved a passenger bus from Pontys Transport – Tongaat. Preliminary reports suggest that the crash happened due to a tyre failure, causing the driver to lose control. The bus subsequently went through a crash barrier, plunged down an embankment and overturned.
“The incident resulted in [fatalities] and… four individuals sustained serious injuries, 35 suffered minor injuries, and 12 remained uninjured... The precise cause of the crash is still subject to an ongoing investigation,” the RTMC said in a statement on Sunday. – SAnews.gov.za

PRASA sends condolences after fatal Free State crash
The Passenger Rail Agency of South Africa (PRASA) says it is working closely with the authorities to gather more information and provide support following the crash that claimed 10 lives in the Free State.
PRASA has confirmed that one of its buses was involved in the accident, which occurred on Wednesday between Smithfield and Reddersburg in the Free State.
“Regrettably, we can confirm the loss of 10 lives. Four passengers and one of our bus drivers are critically injured and have been taken to the nearest hospital. We extend our deepest condolences to the families and friends of those who lost their lives in this accident,” PRASA said.
The bus was carrying 35 passengers when the truck and bus collided.
Emergency services, including the South African Police Service, promptly responded to the incident.
“We wish those injured in the accident a speedy recovery. While details surrounding the accident are still emerging, PRASA is working closely with authorities to establish the full circumstances surrounding the incident. Trauma support has been provided to those who were involved in this unfortunate incident.
“We are working closely with authorities to gather more information and providing support where needed. Further updates will be communicated as more details become available. A police officer arrested for the alleged illegal possession of two firearms and ammunition, is expected to appear in the Odendaalsrus Magistrates Court today, said the Directorate for Priority Crimes Investigation (HAWKS).
According to the Hawks in the Free State, in January this year, Welkom-based Hawks detectives received information about a man who kept unpermitted firearms at his house. The said house was observed and confirmed as belonging to the 53-year-old suspect.
“After obtaining a search and seizure warrant, a multi-faceted team of the Hawks, Tactical Response Team (TRT), SAPS detectives, and Local Criminal Record Center (LCRC) was assembled. They descended on the house early hours of 27 February,” said the Hawks on Friday.
Free State Head of the Hawks, Major General Mokgadi Bokaba, has praised members involved in the operation for their swiftness.
"No one is above the law. This arrest is evidence of our commitment to rooting out criminality, even within our ranks," she said.

Free State Premier Maqueen Letsoha-Mathae has assured that her government, in collaboration with the national Department of Health, will explore innovative solutions to prevent job losses in the province’s health sector.
This follows the withdrawal of a United States (US) foreign aid grant to South Africa which has supported critical health programs.
Delivering her State of the Province Address (SOPA) on Friday, Letsoha-Mathae emphasised that efforts are underway to mitigate the impact and ensure continued healthcare service delivery despite the funding shortfall.
“Many of our strategic partners have indicated that funding from USAID [United States Agency for International Development] has been stopped. This poses an immediate threat of job losses to about 725 healthcare workers, social workers, data capturers, cleaners and many others.
“We will find innovative ways working with national Department of Health to mitigate the impact of this decision,” she said.
The Premier emphasised that no inclusive growth would be realised without quality healthcare and her administration was doing its best to improve healthcare quality in government facilities.
She added that less professionals mean less provision of services of which the province cannot afford.
“That is the reason why, last year, we employed 1 232 healthcare professionals that include doctors and nurses. More will be employed in the next financial year.
“The 1 112 contract workers employed to ease the COVID-19 health pressures, whose contracts expired in October 2024, were re-employed in January this year. Their return is a crucial step in increasing the provision of health services,” she said.
The Premier highlighted that the province had procured more Renal Dialysis Machines and installed Renal Water Purification Systems in some of its hospitals.
At the Mofumahadi Manapo Mopeli Regional Hospital in Qwaqwa, six dialysis machines were commissioned in this financial year. A Reverse Osmosis Water Purification Unit was delivered and will be installed and commissioned upon the completion of construction and prefiltration.
“At Boitumelo Regional Hospital, ten dialysis machines, two mobile Reverse Osmosis, and a Reverse Osmosis Plant are in clinical use. Importantly, availability of medicines in our health facilities is above 90%,” she said.
Due to increasing population, urbanisation and changing lifestyles, the Premier noted that the health burden is increasing, putting pressure on the available facilities.
She announced that healthcare facilities that are under construction will be completed in the 2025/26 financial year. These include the Thandanani Clinic in Welkom, Rheederpark Clinic in Welkom, Borwa Clinic in Tweespruit, Clocolan Clinic in Clocolan, Dinaane Clinic in Thaba-Nchu, and Valrok Clinic in Brandfort.
“We are also upgrading hospitals, laboratories, neonatal facilities, renal units, maternity wards, pharmacies, mortuaries, theatres and heli-stops. We have taken note of particular challenges at the Bloemfontein Government Mortuary and plans are afoot to remedy the situation,” she said.
The Premier further announced that the following health facilities now render a 24-hour service: MUCPP in Mangaung (Maternity and Emergency Services); Heidedal Clinic in Mangaung (Emergency Services); PAX Clinic in Viljoenskroon (Emergency Services); Bolata Clinic in Qwaqwa (Maternity Services) and the Lesedi Clinic in Kroonstad will be operational from April 2025 (Maternity and Emergency Services). - SAnews.gov.za

Plans underway to ensure service delivery in the Free State
Free State Premier Maqueen Letsoha-Mathae says plans are underway to ensure that municipalities in the province can deliver basic services such as water, electricity, and refuse collection to the people.
Delivering the State of the Province Address (SOPA) on Friday, Letsoha-Mathae said that work to improve the state of the province’s municipalities is continuing.
“We are deeply concerned about the state of some of our municipalities. Their failure to provide services such as water, electricity and refuse removal is worrying. Water treatment plants are not maintained. Electricity infrastructure is collapsing. Taps are dry. Streets are littered with garbage.
“Work to improve the state of our municipalities is continuing. We want to get the basics right and improve service delivery to our people,” she said.
She added that the professionalisation of local government was ongoing and that the seventh administration continues to assist municipalities with the implementation of the Municipal Staff Regulations meant to create a development-oriented local government.
“We are also supporting municipalities with the development of municipal staff establishments that are fit for purpose, review of competency assessments, and remuneration framework for senior managers.
“Section 56 Managers are now permanently appointed in compliance with the Municipal Systems Amendment Act of 2022. Deployment of competent managers and technical officials to municipalities to enhance service delivery is also continuing.”
Letsoha-Mathae said the provincial authorities and municipal officials met with the Minister of Electricity and Energy, Kgosientsho Ramokgopa last week to ensure that all municipalities can meet their financial obligations to Eskom.
“Ten municipalities in our province are participating in the Eskom Debt Relief Programme meant to help them settle their current accounts. We continue to provide support to these municipalities to ensure compliance and financial discipline in their engagements with Eskom.
“We commit to meet our electricity, water, services and property rates obligations to municipalities to lessen their dire financial state. Payment plans will be developed and adhered to. We will lead by example,” she explained.
The province has also been battling water challenges, however, the Premier announced that the Department of Water and Sanitation has committed to giving the provincial government R1.4 billion to deal with water and sanitation issues.
This amount is meant to improve water supply and quality and upgrade water and wastewater treatment works throughout the province.
Housing
Meanwhile, the Premier committed that there shall be housing, security and comfort for all as the provincial government drives integration to bring people closer to areas of opportunities.
“We will complete the upgrade of G-Hostel in Welkom, and Dark and Silver City Development in Bloemfontein in the third quarter of the 2025/26 financial year. Conversion and development of hostels into family units is our way of saying our people deserve better.
“We will also upgrade 34 informal settlements by the end of cycle to ensure access to basic services and security for thousands of residents,” she said.
This financial year, the province had planned to service 3 652 sites in informal settlements and greenfields. She announced that this target has been surpassed with 6 878 sites having been serviced.
She added that this year, contractors will be invited through a competitive bidding process to complete historically incomplete houses throughout the province.
“In improving the living conditions of our people in rural areas, we will eradicate mud houses and replace them with proper housing structures in [the]Thabo Mofutsanyana District and Mangaung Metro. We also commit to delivering government-subsidised housing across various types to meet the diverse needs of our communities,” she said. – SAnews.gov.za

Crime Stats reveal reduction in some categories of crime
Police Minister Senzo Mchunu says although there has been some reduction in several categories, more still needs to be done to reduce the country’s crime levels.
“We are positioning ourselves accordingly in terms of policing whilst we continue our work throughout the whole country,” Mchunu said.
The Minister was presenting the Quarterly Crime Statistics, reflecting on crimes that occurred during the third quarter of the current financial year (1 October 2024 – 31 December 2024).
At Friday’s briefing in Pretoria, the Minister said the police had observed an overall decrease in several categories of crime when compared to the same period in the previous year.
“We have also registered a 4.5% reduction in stock theft, which is a welcome relief for farmers, communities and the agricultural sector as a whole,” Mchunu said, adding that the positive shift highlights the importance of continued collaboration between law enforcement, local leaders and communities to safeguard this vital industry.
“Although the percentage appears to be relatively small, we note the outcry of communities that farm livestock, particularly in the eastern Free State, north western parts of KwaZulu-Natal and in the northern Eastern Cape, hence our plan to combine these three provinces in a meeting to discuss this challenge.
“We must, however, also acknowledge the areas that require urgent attention. We have seen an increase in cases of assault with intent to cause grievous bodily harm and malicious damage to property. These crimes continue to disrupt communities and demand a reinforced response from law enforcement.
“For the third quarter, all provinces recorded a decrease in murder cases, marking a significant milestone in our national crime reduction efforts,” the Minister explained.
Murder
However, he expressed concern over the provinces of Gauteng, KwaZulu-Natal, Eastern Cape and the Western Cape.
This as Gauteng and KwaZulu-Natal remain the highest contributors to overall national murder figures, accounting for 25.0% and 21.4% respectively, while the Eastern and Western Cape account for 18.9% and 17.4%.
“The Western Cape continues to record the highest number of gang-related murders, with 263 counts reported in this quarter alone.
“This is completely unacceptable, and it must change. A large number of these murders (collectively amounting to a figure of 135) occurred in Bishop Lavis, Mitchells Plain, Kleinvlei, Delft and Elsies River.
A 9.8% decrease in murder cases was recorded in the quarter.
“The issue of gang violence requires a rethink in approach, because this is not only a historic matter but is also repetitive in nature, there is no point in us discussing one and the same thing with no change.”
He further announced that the police are dedicating 27 February to amongst other things, to review policing in high murder zones. The focus, said the Minister, will be on murders and firearms, after which they will decide on the concrete steps to be taken.
“Partnerships with communities and other partners will be a critical element in the rethinking approach. A combination of interventions indicates that there are much more effective methods of fighting crime and criminals.
“Several individuals have been dealt with in a number of areas in the Eastern Cape recently and KwaZulu- Natal, following a series of taxi violence and extortion related murders. I do want to state that no one is classified as “untouchable” – you do wrong, we arrest you,” Mchunu said.
Crimes against women and children
Mchunu said while police have registered an overall reduction in contact crimes against women, the men and women in blue are deeply concerned by the increase in attempted murder cases against children aged 0 to 17 years.
“This is an alarming development that calls for a concerted effort to protect the most vulnerable members of our society,” he said.
Another bugbear was that of extortions, kidnappings and drugs with these matters being added to the meeting on 27 February.
Police have noted that some of the kidnappings are orchestrated from the St Albans prison in the Eastern Cape and that the mastermind of these kidnappings still has access to a number of cellphones.
Meanwhile, the statistics showed a 3.3% reduction in rape cases; a 3.2% drop in attempted sexual offences and a decline in carjackings and robberies at both residential and non-residential premises.

Safer Festive Season, new recruits
Mchunu said the Safer Festive Season initiative, launched in October 2024, has played a significant role in the recorded crime reductions.
“Through heightened police visibility and strategic operations, fewer crimes were reported and recorded during this period.
“A key element in our crime-fighting strategy has been Project 10 000, aimed at bolstering police personnel,” he said.
In addition, to bolster the fight against crime, police welcomed 5500 new recruits at various South African Police Service (SAPS) academies.
“These individuals will undergo rigorous training and, upon completion, will reinforce our crime-fighting efforts as constables. This initiative not only enhances policing capacity but also contributes to job creation, a crucial aspect in addressing social determinants of crime,” the minister said.
Destroying illegal weapons
Mchunu said that just yesterday, 16 049 firearms were destroyed in accordance with Section 149 of the Firearms Control Act.
“We will continue to carry out measures aimed at ensuring that illegal weapons are seized and destroyed so as to ensure the safety of our communities,” he said.
Mchunu appealed to communities to work hand in hand with law enforcement.
“Crime thrives in silence, and we urge all South Africans to report criminal activities, cooperate with the police, and participate in community policing forums,” he said. – SAnews.gov.za

The South African Weather Service (SAWS) says most parts of South Africa will experience scattered to widespread showers and thundershowers today.
“The tropical moisture, which was responsible for the persistent rainfall over the eastern and central parts of South Africa in the past few days will be over the western interior, where scattered to mild showers and thunder showers are expected on Friday,” SAWS said.
The eastern parts of the country include the Eastern Cape, Mpumalanga, Limpopo and KwaZulu-Natal, while the central parts of the country refer to the Free State, North West, Gauteng and Northern Cape.
The Western interior pertains to the Northern Cape, North West and Free State.
The SAWS has issued a yellow level 2 warning and level 4 warning for the sub different fall in places mentioned above.
A yellow level 4 warning refers to disruptive rainfall that could lead to flooding of roads, bridges and settlements.
With a yellow level 2 warning, residents can expect disruptive rainfall that can result in localised flooding of settlements, roads/bridges and damage to property.
“On Saturday, a high-pressure system south of the country will reach into the eastern part of the country, resulting in isolated thundershowers but scattered in the southeast [Eastern Cape and KwaZulu-Natal].

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has urged all South Africans to remain vigilant as heavy rains continue to fall in various parts of the country.
The South African Weather Service (SAWS) has issued warnings of persistent heavy showers since the weekend, impacting the North West, Gauteng, the northern Free State, the highveld areas of Mpumalanga, and southwestern Limpopo.
Rainfall accumulations of 20 to 50mm are expected, with cooler daytime temperatures prevailing in these regions.
“The continued rainfall poses a risk of localised flooding, particularly in low-lying areas, bridges, and roads,” the department warned.
Reports indicate that numerous residences and businesses in the southern area of Durban experienced flooding on Thursday due to intense rainfall, with the province already reporting fatalities.
This follows the South African Weather Service issuing of a level 5 orange warning for significant rainfall in KwaZulu-Natal earlier this week.
In the North West province, heavy rainfall has led to the closure of schools, while flooding has occurred in various locations in Gauteng, including Soweto and Centurion.
Hlabisa has emphasised the necessity of exercising caution as disaster response teams remain on high alert, ready to offer emergency assistance as required.
Meanwhile, according to the department, the National Disaster Management Centre (NDMC) is actively monitoring the situation and coordinating response efforts with provincial and local authorities to ensure a swift and effective response to any emergencies.
Community members are encouraged to quickly report any emergencies and to help those who might need extra support, such as the elderly and children, to stay safe.
The department also urged everyone to keep an eye on news reports, radio updates, and official social media pages for the latest information and alerts.
“While our dedicated teams are on high alert, the first line of defence is always preparedness. We urge South Africans to not take risks, avoid flooded roads, stay informed, and follow official warnings. The safety of all South Africans during this time remains a priority,” said Hlabisa.
Additionally, Minister Hlabisa encourages all communities to delay their trips to areas with heavy rains if those trips are not urgent and can be delayed for safety purposes.

SA’s unemployment rate declines to 31.9%
South Africa’s official unemployment rate has dropped by 0.2 percentage points to 31.9% in the fourth quarter of 2024, down from 32.1% in the previous quarter.
This is according to the latest Quarterly Labour Force Survey (QLFS) released by Statistics South Africa on Tuesday.
The survey results indicate an increase of 132 000 in the number of employed persons, bringing the total to 17.1 million in the fourth quarter. At the same time, the number of unemployed persons decreased by 20 000 to 8.0 million. This contributed to an overall increase of 112 000 (0.4%) in the labour force during the same period.
Despite these gains, the number of discouraged work-seekers increased by 111 000 (3.3%), while those who were not economically active for reasons other than discouragement decreased by 93 000 (0.7%). This led to an increase of 18 000 in the number of the not economically active population to 16.5 million.
“The above changes in employment and unemployment resulted in the official unemployment rate decreasing by 0.2 of a percentage point from 32.1% in the third quarter of 2024 to 31.9% in the fourth quarter of 2024.
“The expanded unemployment rate in the fourth quarter of 2024 remained unchanged at 41.9% when compared with the third quarter of 2024,” Statistics South Africa said.
The number of persons employed in the formal sector increased by 90 000 in quarter four of 2024, and the informal sector employment increased by 34 000 over the same period.
The largest increases in employment were recorded in finance with 232 000 and manufacturing with 41 000. Decreases in employment were recorded in community and social services at 63 000, trade at 48 000, construction at 22 000, mining at 18 000, utilities at 17 000 and agriculture at 11 000.
The results also indicate that the largest increases in employment were observed in Western Cape at 62 000, KwaZulu-Natal at 52 000 and Gauteng at 45 000, while decreases were only observed in Free State at 25 000, North West at 20 000 and Limpopo at 16 000.
Stats SA added that the youth aged between 15 – 34 years continue to face challenges in the labour market. The results for the fourth quarter of 2024 show that the total number of unemployed youth decreased by 133 000 to 4.7 million, while employed youth recorded an increase of 37 000 to 5.8 million.
As a result, the youth unemployment rate decreased from 45.5% in the third quarter of 2024 to 44.6% in the fourth quarter of 2024. – SAnews.gov.za

According to SAWS, the rainfall is expected to continue today and on Wednesday.

The South African Weather Service (SAWS) has advised of the return of heavy showers across parts of South Africa this week.
In a statement on Sunday, the weather service advised communities living in low-lying areas and flat plains to be on the lookout for the disruptive rain across the central and eastern regions of South Africa, from 16 February to 19 February 2025.
“Motorists and pedestrians should be extra cautious where roads are slippery and/or visibility is affected. These conditions with cloudy to overcast skies are expected across South Africa along with subregions of ordinary showers and thundershowers.
“The rainfall accumulation is expected to be in the region of 20 to 50 millimetres (mm). Daytime temperatures in these regions are also expected to be cool. The transport of moist tropical air from continental low over Botswana is the main source of the current cloudy and showery conditions,” SAWS said.
Added to which, severe thunderstorms are expected in places across the southern Free State and northern region of the Eastern Cape where damaging winds, excessive lightning, hail and heavy downpours are likely.
“However, potentially strong damaging winds are expected along the west and south-west coasts of the Cape Provinces. Damaging winds are possible due to the tight pressure gradient along the west coast.
“No major changes are anticipated on the rainfall pattern on Monday, 17 February 2025, apart from the extension of widespread showers (80%) across the North West and Gauteng, where additional disruptive rain is expected in places.
“Summer thunderstorms across South Africa ordinarily develop in the afternoon and early evening. As was stated just before the onset of persistent showers in early January, the tropical moisture typically possesses a significant amount of energy,” SAWS said.
In the case of Sunday through Tuesday, 18 February 2025, the tropical airmass is expected to cause disruptive rain during this week, with amounts in the region of 30 to 50 mm daily.
Further, continual showers are also expected on Wednesday and might persist into Thursday morning.
There will still be the likelihood of disruptive rain around the coastal region of the eastern half of the Eastern Cape, as well as the southern coastline of KwaZulu-Natal, before the rainfall return to the more favourable weather in South Africa.
To ensure safety and preparedness, the following precautions are advised:
- Avoid crossing flooded roads or swollen streams.
- Move to higher ground if rising water levels are observed.
- Refrain from travelling on bridges or roads in low-lying areas, which are particularly vulnerable to flooding.
