African solidarity key to future pandemic preparedness

African solidarity key to future pandemic preparedness

Africa’s pandemic prevention, preparedness and response should be characterised by unity, solidarity and coherence between countries as was the case during the COVID-19 pandemic.

This according to President Cyril Ramaphosa who was addressing the Uniting Behind a Common Africa Position on Pandemic Preparedness, Prevention and Response (PPPR) Summit on the sidelines of the ongoing United Nations General Assembly (UNGA) in New York.

“In the same way as we responded to COVID-19, Africa’s pandemic prevention, preparedness and response efforts should be defined by unity, solidarity and coherence. As far as I know, we in Africa are possibly the only continent that succeeded and managed to develop a clear strategy on how to respond to COVID-19. A well-articulated strategy, well developed strategy that enabled our continent, in more ways than one, to navigate its way through COVID-19.

“Likewise, Africa should set its own agenda to fit into the global plans. Africa is justified in wanting to have self-reliance in pandemic prevention, pandemic preparedness and response, or PPPR. Africa experiences over 100 infectious disease that have broken out quite often in a year, most of which we manage to contain,” he said.

Leaning further into Africa’s response to COVID-19, President Ramaphosa reminded those gathered at the PPPR Summit about the strides the continent made during the height of the pandemic.

“During COVID-19, Africa emerged as a leader in genomic surveillance. On two occasions, we were the first to alert the world to new COVID-19 variants.

“The relative success of Africa’s COVID-19 Response Strategy should be studied and documented. We need to understand the effect of factors such as the high degree of cross-border cooperation, local expertise, the relatively young population and the impact of partnerships. These learnings can form the basis of an informed, proactive strategy.

“Together, we built a solid foundation for PPPR…by strengthening our public health institutions. We initiated a pharmaceutical manufacturing strategy, established a model for continent-wide pooled procurement and exposed African products to the global market through the Africa Medical Supplies Platform.

“If ever there was a moment when our continent really showed positive signs of integration in practical terms, going just beyond talking about integration, it was during the COVID-19 pandemic,” he said.

President Ramaphosa emphasised that a combination of climate change and the increased movement of people has caused an increase in the frequency of outbreaks worldwide – making the need for pandemic preparedness a pressing matter.

“This means preparation is urgent and will not wait for us to make up our minds at the Intergovernmental Negotiating Body.

“It is for this reason that we support the establishment of an interim medical countermeasures coordination mechanism. However, it must correct the mistakes of ACT-A [Access to COVID-19 Tools Accelerator] and be founded on a firm principle of accountability and fair governance characterised by a partnership of equals.

“We support the WHO consultative process towards establishing this mechanism and that it should align with the determinations of the Intergovernmental Negotiating Body,” he said.

Building preparedness capacity

President Ramaphosa said the continent now has a “window of opportunity to maintain political will and investor interest to drive significant investments towards developing regional PPPR capacity”.

He added that this will require focus on critical areas:

“Firstly, we need strong, sustainable, digitally-empowered primary health care systems and we need community-responsive national public health institutes. Because outbreaks happen at the community level, information must travel faster than the pathogen. Health services must be able to reach vulnerable groups on our continent, including those in conflict settings. Secondly, we need real-time surveillance and good cross-border cooperation.

“Thirdly, we need a capable and fit-for-purpose workforce. We need to urgently establish the health workforce task team to operationalise health workforce development. With such a large young population, Africa can be the hub of health workforce production to close the global health workforce shortage.

“Fourthly, we need equitable access to medical countermeasures, including vaccines, therapeutics and diagnostics, through local manufacturing and functional last-mile delivery of goods and services. Fifthly, we need predictable financing for pandemic prevention, preparedness and response systems,” he said.

President Ramaphosa said Africa needs to speak with a “unified voice” but further emphasised that that voice must having a stronger say international fora.

“As we build our regional capacity, we must also position ourselves prominently in the global PPPR negotiations. We need a unified voice as well as demonstrate that we have common positions to advance the interests of our continent but more particularly, the people who live on our beloved continent Africa.

“Africa needs to be well represented in key global fora, like the World Health Organisation’s consultative process towards an interim medical countermeasures coordination mechanism, the G20 as part of the AU’s new membership, the G7 MCM Delivery Partnership and the informal Johannesburg process,” he said. – SAnews.gov.za

Africa ready for novel investment – President Ramaphosa

Africa ready for new investment – President Ramaphosa

President Cyril Ramaphosa has told American business representatives that Africa is ready for new investment and strong partnerships.

The President was delivering remarks at the US - South Africa Trade and Investment Business Roundtable Dialogue in New York on Monday.

“Africa is ready for new investment and strong partnerships. South Africa is well positioned as the continent’s industrial centre, with deep capital markets, the rule of law, protection of property rights and a dynamic and youthful population.

“The significant presence of US companies operating in South Africa, including Ford, Coca-Cola, Pepsico, Procter & Gamble, Google, Amazon and Walmart, among many others, forms a base for increased investment,” the President said.

President Ramaphosa said he was pleased to hear that the US Africa Business Council and BUSA will be hosting the inaugural business and investment forum on the margins of the AGOA Forum scheduled to be held in South Africa in November 2023.

He said this platform will present the countries’ respective governments, private sectors and civil society with numerous opportunities to advance trade and investment relations.

“I look forward to our discussions and encourage your candid views. I also look forward to welcoming all of the companies present here today to South Africa in November this year during the AGOA Forum… I look forward to building and strengthening business relationships that will accelerate growth, enable commercial success and ensure prosperity for both our countries,” President Ramaphosa said.

Global prosperity

The President told the business representatives that global prosperity has been founded on greater levels of openness and engagement between nations and people.

He said in recent decades, a more open, rules-based trading system, complemented by deeper levels of cross-border investment, has helped to sustain and grow global GDP.

He said it has helped to increase employment in many countries and spur innovation and new technologies.

“Yet, the heightened tension of this moment has led to fragmentation, hostility and increasing protectionism. For South Africa, a divided world is not a good thing. We are a trading nation, with above average trade-to-GDP ratios. A significant part of our economic growth is driven by exports.

“We believe that the voices advocating greater dialogue and continued economic engagement between nations need to be strengthened,” he said.

Trade and investment agenda

Turning to the trade and investment agenda, President Ramaphosa said that they are finalising the modalities for the imminent launch of trade under the African Continental Free Trade Area.

“We expect that the first goods to be traded under this free trade pact would commence within the next six months or sooner. The AfCFTA, as it is called, will cover 1.3 billion consumers in countries possessing some of the world’s most valuable minerals and raw materials,” he said.

South Africa is working with the US Administration to make the case for the extension of AGOA to current beneficiary countries for a further period of 10 years, prior to its expiry in 2025, President Ramaphosa said.

He emphasised that the US remains a very important economic partner in trade and investment, with great potential to further expand economic ties.

Accompanying this trade agenda, the President said government has embarked on far-reaching economic reforms, including the energy market being restructured.

Economic reform agenda

Turning to the economic reforms agenda, President Ramaphosa said the country is also focusing on expanding its industrial capacity.

“The availability of critical raw materials in South Africa and in neighbouring countries is driving efforts to expand high-value manufacturing. This is a real opportunity for more US investment that can leverage off the demonstrated manufacturing base of South Africa.

“African growth rates provide a stable growth in aggregate demand over the next decade and more,” he said.

The recently published African Economic Outlook for 2023 noted: “Growth is projected to rebound to 4% in 2023 and consolidate at 4.3% in 2024, underpinning Africa’s continued resilience to shocks.”

The report goes on to say that Africa is endowed with 30% of the world’s mineral resources and 65% of the world’s uncultivated arable land, the world’s most productive forests both in timber and carbon retention resources, and ample solar, wind and hydropower.

“With this kind of potential, savvy investors will be expanding… their base in South Africa and the rest of the continent.

“Our economic reform agenda also includes targeted measures to open the market for more South Africans to participate,” he said.

The President told the business leaders that South Africa has increased its target for its investment drive to R2 trillion over the next five years.

“To appreciate the great opportunities in our economy, I invite you to the next South Africa Investment Conference, to be held in March 2024,” he said.

The investment drive includes an expansion of Special Economic Zones, the most recent of which was built around the Ford Motor Company plant in the capital city, Pretoria. Around 10 large factories now produce components for the scaled-up Ford plant. – SAnews.gov.za

SA offers a treasure trove of experiences

SA offers a treasure trove of experiences

Tourism Minister Patricia de Lille says South Africa offers a treasure trove of experiences suitable for all types of travellers - whether you are a local looking to explore your own country without straining your budget or an international adventurer seeking new memories.

“We’ve got you covered! We are committed to highlighting the less-visited provinces and regions of our country. As we all welcome the peak tourism summer season, we must showcase the unexplored beauty and hidden treasures that await discovery,” the Minister said at the launch of the 2023 Summer Campaign in the Eastern Cape on Tuesday.

De Lille said all the provinces have the “most amazing hidden gems” and that government is on a mission to highlight these hidden gems and showcase them to all of South Africa and the world.

She said tourism brings immense benefits to host communities and that these benefits must be felt in even the most remote of areas.

“We couldn’t have chosen a better province to do this than the province so rich in history and unparalleled beauty,” De Lille said.

De Lille said with over 800 kilometres of awe-inspiring coastline, the Eastern Cape province boasts some of the country’s most stunning beaches.

“Its landscapes are adorned with jaw-dropping rock formations and its ecosystems teem with a magnificent diversity of flora and fauna.

“What sets the Eastern Cape apart is its unique offering of the ‘Big 7’ – a thrilling roster that includes lions, leopards, rhinos, elephants, buffalos, Southern Right whales and Great White sharks.

“We all know the province, the home province of Tata Nelson Mandela, but it is equally known for its warm and welcoming people, who extend generous hospitality to all.

“In most successful tourism destinations worldwide, the domestic market serves as the bedrock of the tourism industry,” De Lille said.

During the height of the COVID-19 pandemic, when international travel faced severe restrictions due to global travel bans, the tourism sector leaned heavily on domestic tourism to sustain itself.

The Minister thanked local travellers who nonetheless explored the country when conditions permitted.

According to the Minister, in the first half of 2023, South Africans took 18.8 million domestic overnight trips up 23.4% when compared to the first half of 2022. Overnight spend was also up by 21.2% to reach R52.2 billion.

South Africans spent 65.7 million nights away from home and this was up 24.4% when compared to the first half of 2022.

De Lille said they want to use the Summer Campaign to further foster a culture of travel among South Africans.

“We understand that for this to be effective, ensuring affordability of travel should be at the forefront of our efforts.

“We are well aware that consumers are grappling with the challenges of a high cost of living. Consumers are facing an overall rise in the cost of living, driven by escalating fuel prices and interest rate hikes among others,” the Minister said.

De Lille said to respond to the high cost of living, said the tourism industry continues to explore creative ways in which to make travel more affordable.

From January to July 2023, a total of 4.8 million international tourists arrived in South Africa, signifying a remarkable 70.6% surge compared to the same period in 2022.

During Africa’s Travel Indaba in May this year, a significant milestone was reached when various stakeholders, including industry representatives and operators, came together to endorse the inclusivity pledge. – SAnews.gov.za

World leaders called to champion women, children health agenda

President Cyril Ramaphosa has called on Heads of State and Government to join the Global Leaders Network to champion the women, children and adolescent health agenda.

The President was addressing the High Level Partnership for Maternal, Newborn and Child Health (PMNCH) event on Monday at the UNICEF headquarters in New York, USA.

“As Heads of State, we can provide leadership and inspire ambitious action. We have the convening power to mobilise our peers and advance policies, programmes and financing initiatives for improved outcomes.

“As part of our agenda, we must challenge the disregard in many communities and countries for the sexual and reproductive health and rights of women,” President Ramaphosa said.

The President spent the first and second day of his working visit to the United States - for the 78th United Nations General Assembly - discussing sustainable development goals and investments in South Africa.

On Sunday, President Ramaphosa held a bilateral meeting with Professor Klaus Schwab, CEO of the World Economic Forum (WEF), to discuss South Africa’s participation at WEF and the progress the country is making on the reforms aimed at advancing inclusive economic growth.

The President also met with United States Congressman, Gregory Meeks. Both President Ramaphosa and Congressman Meeks acknowledged the need for greater cooperation between the US and South Africa in tackling global issues that are impacting the African continent, primarily, the impact of the Russia-Ukraine conflict on Africa.

“Congressman Meeks welcomed the briefing on the conclusion of the investigation into the docking of the LadyR vessel in Simmons Town, South Africa, and expressed his commitment to contributing to the strengthening of US-Africa diplomatic and trade relations, and to attending the AGOA forum in South Africa later this year,” the Presidency said.

President Ramaphosa concluded his first day of engagements with a meeting with the United Nations Secretary General, Antonio Guterres.

The two leaders discussed developments related to the reform of the international financial architecture and other initiatives in support of the Sustainable Development Goals, as well as the reform of the United Nations Security Council. The Secretary General commended South Africa for its important role in advancing these efforts.

The President also delivered remarks at the Sustainable Development Goals Summit, where he joined the call to address the fundamental development challenges that have long characterised an unequal world.

“The President emphasised the need for targeted investment, technology transfer and capacity building support especially in key areas such as industralisation, infrastructure, agriculture, water, energy, education and health. The President further underscored the requirement for sustained financial support, including supportive trade policies from the international community,” the Presidency said.

Later on Monday, President Ramaphosa led the business roundtable discussions with the US Chamber of Commerce and the US-Africa Business Center.

President Ramaphosa used the occasion to position South Africa’s economic reform agenda, which is focused on expanding industrial capacity as an opportunity for more US investment that can leverage off the demonstrated manufacturing base of South Africa. – SAnews.gov.za

FPB CEO appointed as Vice Chair of Global Online Safety Regulators Network

Film and Publication Board (FPB) Chief Executive Officer, Dr Mashilo Boloka, has been appointed as Vice Chairperson of the Global Online Safety Regulators Network (GORSN).

Boloka’s appointment as Vice Chairperson, was made by the Global Online Safety Network during a meeting hosted by the UK’s Communications Regulator, the Office of Communications (OFCOM) in London.

His one-year term will run until 2024.

Welcoming the new leadership, outgoing Chairperson and eSafety Commissioner’s Julie Inman-Grant, said they are happy to hand over the reins to OFCOM under the capable stewardship of Gill Whitehead.

“The 2024 Vice Chair will be the incredibly energetic Mashilo Boloka, CEO of the South African Film and Publication Board.  We will continue to stand shoulder to shoulder in working together to work towards creating a safer, more positive online world,” Inman-Grant said.

Boloka’s appointment follows the FPB’s acceptance as a member of the GORSN earlier in July 2023.

The network was established in November 2022 to promote online safety and share information and good practice around online regulation.

Dr Boloka said the network represents a collaborative initiative to fight the borderless online harms, pursue harmonisation to avoid fragmentation of online safety legislation and coordinated online safety measures.

“As the Film and Publication Board of South Africa, we are excited to be a member of this Network. As the only representative on the African continent, we will ensure that voice of other regulators on the continent and the other developing worlds is heard.

“We will persuade other regulators on the continent to join the Network so that they can seize the opportunities it provides, information sharing on experiences and best practices so that we can together promote a safer online environment and fight online harms wherever it exists,” Boloka said.

During the London meeting, the Network discussed the need to promote regulatory coherence and underscored the importance of collaboration on shared issues, including industry engagement and new and emerging technology.

It also agreed on creation of a technology and public education working group. – SAnews.gov.za

Science and technology are key to development

Science and technology are key to development

International Relations and Cooperation Minister, Dr Naledi Pandor has highlighted the importance of science, technology and innovation in the development of countries.

Speaking at the General Debate at the Summit of Heads of State and Government of the G77 + China, the Minister said that there “is no doubt science technology and innovation are strategic levers for development.”

“The struggle for the soul of the South and for unilateral global dominance has never been more intense and as the South, we must seize this historic moment to ensure we develop the ability to be free agents of a development agenda that will advance our battle against poverty inequality and unemployment,” she said.

Pandor was representing President Cyril Ramaphosa at the two-day Summit of Heads of State and Government of the Group of 77 (G77) + China in Havana, Cuba. The Summit began on Friday.

“Effective support for science research, innovation and digital technologies has the potential to advance these objectives but it must be buttressed by effective organisation, coordination and well-crafted G77 science diplomacy. South Africa confirmed the efficacy of science diplomacy in our collaboration in genomic sequencing research that assisted us in combatting COVID-19.

“Increased attention must be given to ensuring we have a science and innovation ecosystem that can support our ambition,” she said at the debate on Saturday.

She said investment in research universities, increased graduation of science and technology researchers at PhD level, centres of excellence and the building of robust science councils are needed.

She also spoke of ensuring equal access to science and innovation for women and girls.

“Since the achievement of freedom and democracy in 1994, South Africa has increased investment in research, development, and innovation. Funding to create ninety Centres of Excellence has been provided as well as support for thousands of young people to study for PhDs in science, engineering, economics, humanities, and technology. The support has included investment in young women scientists.”

Government has also funded over 200 Research Chairs and attracted local and international talent to these chairs.

She added that science partnerships between researchers and university systems must be formed drawing on the successes of Cuba, China and India.

“Greater focus must be given to Africa expanding its science and innovation ecosystem and to using science to resolve our most intractable challenges.”

“Mr President science and innovation will provide the means to grow a green economy in the South, to increase productive capacity and high value addition to our mineral wealth.

“Alongside pursuing this important agenda let us also reinforce our commitment to effective reform of the United Nations mechanisms, especially the Security Council and also actively jointly advance the fundamental reform of international development finance institutions,” she said. –SAnews.gov.za

Energy Investment Village 2023 Finalists Announced

Location: News

Green Energy Africa Summit

Africa's boldest and most ambitious cleantech start-ups will take part in the Energy Investment Village (https://apo-opa.info/468SsAw), an exciting deal-pitching event at the Green Energy Africa Summit (https://GreenEnergyAfricaSummit.com), to be held in the heart of South Africa's Cape Town on 10-11 October at the CTICC2.

Held under the theme, “Unlocking Africa's Sustainable Energy Potential,” the Green Energy Africa Summit (GEAS) will provide unrivalled opportunities throughout its two-day programme for the continent's leaders in energy, finance, and social development, to meet with international investors, to find sustainable solutions to Africa's energy needs and a just transition to a green economy.

This highly anticipated event advocates for the harmonisation of Africa's natural resources, as well as policy reforms, to help usher in an energy transition that ensures the continent remains competitive and attractive to global finance. With over 1000 delegates from 67 countries, GEAS invites both public and private stakeholders across the energy value chain to collaborate, offer solutions, and build partnerships to help unlock Africa's true socioeconomic potential.

GEAS is thrilled to welcome its strategic industry partners, including The Banking Association of South Africa (https://www.Banking.org.za/) and The African Forum for Utility Regulators (https://AFURnet.org/). This year's agenda features a strong mix of discussions within dedicated content streams, from the Energy Strategy Forum on day one, to the Green Energy and Green Finance Forums on day two. Attendees can look forward to country and regional spotlights on South Africa and West Africa, as well as sessions led by finance and energy heavyweights. Find the full GEAS 2023 agenda here: https://apo-opa.info/3rfJNxm

The Energy Investment Village (EIV) is the GEAS's Lion's Den-style pitching event for cleantech companies, which will be held on 11 October. The finalists will be given an extraordinary opportunity to gain exposure, network with potential clients, and receive vital market validation. Most importantly, they will be given the chance to pitch for funding (https://apo-opa.info/468SsAw) from international investors.

“Africa's traditional, fossil-fuel-based energy cannot keep pace with its swift development. While the continent's abundance of natural resources can enable clean energy innovations, constraints like access to finance impedes the opportunities for local clean-tech innovators. Events such as the EIV open up direct pathways to decision-makers and funders, and are a critical enabler of the clean-tech ecosystem,” says RIIS CEO Davis Cook.

In partnership with Saldanha Bay Innovation Campus (https://www.InnovationCampus.co.za/), RIIS (https://EnablingInnovation.Africa/), and Anza Capital (https://Anza.Holdings/), and supported by Africa Scotland, JSE, Oceanhub-Africa, Savant, Firecracker, CHIETA, and SASOL, the EIV is delighted to introduce the outstanding finalists that have been selected to present their projects, which aim to revolutionise the energy landscape and promote sustainable development in Africa:

  1. Therm Development: Pioneers in sustainable heating solutions, utilising innovative technologies for efficient energy consumption.
  1. AET Africa: Visionaries in renewable energy systems, specialising in solar and wind power generation across the African continent.
  1. Ceneco Green Power Limited: Experts in developing and operating environmentally friendly power plants, focused on reducing carbon emissions.
  1. Energy Cubes: Innovators in energy storage, offering scalable and cost-effective solutions for optimising power distribution.
  1. Powerstove Energy: Trailblazers in clean cooking solutions, providing efficient and clean-burning stoves for households and communities
  1. Revive Earth Limited: Leaders in waste-to-energy conversion, turning organic waste into renewable resources while mitigating environmental impact.
  1. Green Share Virtual Power Plant: Pioneers of a decentralised energy management system, enabling communities to generate, store, and share renewable energy.
  1. Thinkbikes: Innovators in sustainable urban transportation, designing and manufacturing electric bicycles for eco-conscious commuters.
  1. FLX EV: Visionaries in electric mobility, offering cutting-edge electric vehicles with a focus on performance, affordability, and sustainability.
  1. Impact Free Water: Experts in water treatment technologies, providing sustainable solutions for clean and accessible water in resource-challenged regions.

Don't miss out on the chance to engage with these visionary entrepreneurs and experts, as they demonstrate how their projects will address the energy challenges across Africa. From scalable solutions for rural communities, to innovative grid technologies, these finalists promise to inspire, educate, and shape a greener future for the continent.

President Ramaphosa to deliver eulogy at Prince Buthelezi's funeral

President Cyril Ramaphosa will deliver the eulogy at the special official funeral of the late Prince Mangosuthu Buthelezi in Ulundi, KwaZulu-Natal on Saturday.

Presidential spokesperson Vincent Magwenya confirmed this during a press briefing with media houses to update them about the President’s diary at the Union Buildings on Thursday.

Buthelezi passed away on 9 September 2023, at the age of 95.

President Ramaphosa has honoured Buthelezi by declaring his funeral a special official funeral category 1.

“In accordance with the state, official, and provincial official funeral policy of the government, a special official funeral category 1 is a recognition reserved for individuals of extraordinary distinction as designated by the President of the Republic of South Africa,” Magwenya explained.

The funeral, according to the President’s spokesperson, will include elements of military honours.

“The President has directed that flags be flown half-mast at flag stations around the country until the evening of Saturday, which is the day of the funeral,” he added.

G77+China Summit

The First Citizen has delegated International Relations and Cooperation Minister, Dr Naledi Pandor, to lead South Africa’s delegation to the Summit of Heads of State and Government of the Group of 77 and China.

The gathering, which will be held on 15 and 16 September, will focus on the role of science, technology and innovation.

“President Ramaphosa values the importance of the Group of 77 and China as the largest intergovernmental organisation of developing countries in the United Nations (UN).”

The platform, according to Magwenya, is where Global South countries can articulate, promote collective economic interests and enhance their collective negotiating capacity.

“This capacity is brought to bear on global issues that are deliberated within the UN system and on the advancement of South-South cooperation for development.

“The President welcomes the opportunity for South Africa to contribute to the Group’s debates, analysis and consensus on the main challenges facing the South,” he added.

UNGA78

Meanwhile, it was announced that President Ramaphosa will lead South Africa’s delegation to the General Debate of the 78th Session of the UN General Assembly (UNGA78) which takes place from 18 to 26 September 2023 in New York, in the United States.

The President will deliver the South Africa statement to the UN General Assembly on Tuesday, 19 September 2023.

A number of high-level engagements will precede the address to the UN General Assembly.

These include summits on Partnership for Maternal, Newborn and Child Health; Sustainable Development Goals; a High-Level Dialogue on Financing for Development; Pandemic Prevention, Preparedness and Response; and Climate Ambition to be hosted by the UN Secretary-General.

President Ramaphosa will also lead discussions during the Presidential Roundtable that will hosted by the United States Chamber of Commerce and the US-Africa Business Centre.

His programme will also include several bilateral meetings on the sidelines of UNGA.

SA economy demonstrates resilience through multiple gains

SA economy demonstrates resilience through multiple gains

Despite the prevailing difficult global economic conditions, South Africa’s economy continues to demonstrate its resilience, with multiple gains being achieved towards the country’s economy, investment and trade.

These include the 0.6% expansion of the Gross Domestic Product (GDP) in the second quarter of 2023, a R5 billion investment pledge by auto component manufacturers, job creation at the Rainbow Chickens facility in Hammarsdale and an investment by Stellantis to develop a greenfield manufacturing facility.

“Cabinet is pleased with the resilience of the South African economy as shown by South Africa’s GDP second quarter data, as released by StatsSA. This is despite the prevailing difficult global economic conditions and the persistence of the electricity situation in the country,” Minister in The Presidency Khumbudzo Ntshavheni said on Thursday.

According to Stats SA, six industries on the supply side of the economy grew in the second quarter, with manufacturing and finance driving much of the upward momentum.

“The manufacturing industry increased by 2.2% in the second quarter, contributing 0.3 of a percentage point to GDP growth. The continued improvements in manufacturing data indicates improvements in the production capacity, which in turn contributes to an increase in total manufacturing employment.

“The petroleum, chemical products, rubber and plastic products division made the largest contribution to the increase in the second quarter. The basic iron and steel, non-ferrous metal products, metal products and machinery division also made a significant contribution to the growth in this industry,” the Minister said.

The finance, real estate and business services industry increased by 0.7% in the second quarter, contributing 0.2 of a percentage point to GDP growth while the agriculture, forestry and fishing industry increased by 4.2%, contributing 0.1 of a percentage point to GDP growth.

The personal services industry increased by 0.7% in the second quarter, contributing 0.1% of a percentage point to GDP growth.

The Minister made these remarks during a media briefing in Pretoria on the outcomes a Cabinet meeting that was held on Wednesday.

Cabinet had at the meeting also welcomed a pledge for an investment worth approximately R5 billion by auto component manufacturers made at the National Association of Automotive Component and Allied Manufacturers (NAACAM) show recently.

“These pledges by companies operating in South Africa show the confidence of the industry in the South African market and the opportunities to localise the production of components, providing auto assemblers with a more resilient supply base.

“Shortly after the announcement, the Minister of Trade, Industry and Competition officially opened the Benteler plant extension in the Eastern Cape, producing components for local car assemblers. The expansion of production is estimated to replace imports worth R1 billion and the workforce grew to 743 workers,” Ntshavheni said.

Gains in poultry sector

Cabinet said the recent job creation for 750 people at the Rainbow Chickens facility in Hammarsdale demonstrates the success of the implementation of the Poultry Masterplan.

“During 2017, Rainbow Chickens had retrenched more than 1 000 workers and closed operations. After adoption of the masterplan, government implemented a variety of measures to safeguard the local poultry industry including placing anti-dumping duties on poultry imported from producers in five countries.

“This, together with increased investment and measures to transform the industry and bring more black-owned firms into the market, has seen real successes,” Ntshavheni said.

Rainbow Chickens has since re-opened and invested R220 million.

In addition, the overall employment within the poultry industry has been reported to have increased by 2 780 jobs and more than R2 billion in fresh investment has been implemented.

Meanwhile, Cabinet welcomed the confirmation by Stellantis of its intention to develop a greenfield manufacturing facility in Coega, South Africa. The greenfield manufacturing project is planned to be completed by the end of 2025.

“The first launch, planned for early 2026, is for a 1 T pick-up truck, with volumes expected to reach up to 50 000 annually, including for export, in line with the industry masterplan, known as the Automotive Production Development Program (APDP).

“Direct employment to support the first capacity step is expected at 1 000 jobs. Stellantis will be massively investing in over 500 000 hours in training and skills to develop and support the local teams to the level of global standards. We are targeting a localisation rate over 30%,” the Minister said. – SAnews.gov.za

Food inflation remains high: EFPM report

Food inflation remains high: EFPM report

The latest edition of the Essential Food Pricing Monitoring (EFPM) report, released by the Competition Commission on Wednesday, details how inflation has come down, but food inflation remains at nearly twice the inflation rate for all goods and services.

The report also highlights comparative trends in grocery retailer margins to global peers. It shares evidence of ‘rocket and feather’ [retail prices go up like ‘rockets’ after an increase in wholesale costs but fall like ‘feathers’ after a decrease] effects in maize meal, cooking oil and bread, and provides an in-depth overview of the beef value chain in South Africa.

The Commission said it is actively monitoring essential food prices and investigating the factors driving food inflation.

“This ensures transparency regarding the profit margins set by producers and retailers of these products. With upstream commodity prices declining in the first half of 2023, the Commission is now focusing on how quickly this translates into lower prices for consumers,” the Commission said in a statement.

However, this report indicates that these price drops have not consistently resulted in reduced producer or retail prices or have been delayed in doing so, noting that producers and retailers face other cost pressures.

The Commission noted that competition authorities in Canada, Ireland and the United Kingdom recently published reports on the state of grocery retail competition in these countries in light of high food inflation.

“These reports assess trends in retail profits over the past three to four years. When comparing their findings to South Africa, we notice that local retailers are much more profitable than their counterparts in these countries. This could be due to various factors, including differences in the level of competition.

“Additionally, in some markets like the UK, retailer margins are decreasing, as discounters gain prominence, while in South Africa, margins increased between 2019 and 2022 before a recent decline primarily attributed to load shedding costs.

“This edition of the EFPM report also provides an overview of the work that has been done by other researchers, who have found evidence of the rocket and feather effect in local staple food value chains reviewed, where prices rise quickly during inflationary periods and decline slowly when inflation subsides,” the Commission said.

Various explanations have been proposed for this phenomenon, with the key concern being the potential dysfunction of competition.

The EFPM includes an update on recent pricing trends and margins at the producer and retail level for sunflower oil, bread, maize meal, and individual quick frozen (IQF) chicken pieces.

Key findings of the EFPM include:

  •  Bread and wheat prices (lagged three months to reflect the time to feed into producer stock) fell by approximately 10% during the first quarter of the year but producer and retailer prices for bread both rose by 3% in this period, and only started to drop in the second quarter of the year.
  •  White maize prices (lagged three months) have fallen consistently and by 23% since February but producer and retail prices for maize meal have yet to decline.
  •  Cooking oil prices have been on a declining trend since a year ago when the EFPM report indicated that producer prices were rising, despite sunflower seed prices remaining stable in South Africa.

However, while retailers cut their margins during the period of rising prices, they have been slower to reduce prices, resulting in expanding margins. More recently, sunflower seed prices (lagged three months) have dropped but producer prices have still not responded.

As noted in the previous EFPM Report, IQF chicken price inflation remains lower than food inflation. The Commission will continue to monitor this value chain following the re-imposition of anti-dumping tariffs.

Some of the large food companies have recorded large revenue increases as a result of price increases, rather than volume growth, the Commission said.

Some producers have indicated that load shedding costs have not had a material impact on their businesses, except for poultry producers.

Beef value chain

This EFPM report takes a closer look at the South African beef sector, a crucial component of the country’s economy and diet, finding that it is becoming increasingly concentrated, with more companies vertically integrating across several points of the value chain.

The number of commercial cattle farmers has more than halved in the last 10 years.

The top 10 cattle feedlots account for almost 70% of cattle, up from 50% only six years ago. Feedlots are increasingly integrated into abattoirs and the top 10 slaughtered close to 50% of cattle.

During 2023, weaner calve prices declined substantially, which has resulted in lower prices for beef carcasses too.

However, the retail price for beef cuts collectively has not declined this year, resulting in the retailer share reaching 40% of the shelf price, the highest share since January 2021.
