SA, Netherlands recommit to cooperation in water and sanitation sector

The governments of South Africa and the Netherlands have undertaken to explore more cooperation opportunities in the water and sanitation sector in order to strength the existing relations between the two States.

The two countries made the undertaking when Water and Sanitation Minister Senzo Mchunu joined by Director-General, Dr Sean Phillips, met with the Ambassador of the Netherlands to South Africa, Joanne Doornewaard, in Pretoria this week.

Mchunu and Doornewaard held their first meeting since the Ambassador was posted to South Africa in August 2023.

A number of issues were discussed at the meeting, including the bilateral agreement on water management between the two countries, as well as other collaboration opportunities in the water and sanitation sector.

Expanding on the existing relations between the two States, Mchunu acknowledged the expertise and contribution offered by the Netherlands in the water and sanitation space, saying that it has a significant impact.

Mchunu said the visit by His Majesty the King of Netherlands, Willem-Alexander and Her Majesty Queen Máxima in South Africa in October last year, as part of the Blue Deal Project, demonstrated the love they have for the people of South Africa.

The Minister outlined some challenges that the country continues to face, including delipidating infrastructure at municipal level, resulting in water losses.

“South Africa remains one of the driest countries in the world, yet we have a high rate of non-venue water at municipal level, losing so much water that we so need. We need lots of work around this matter [through] investing more in our water infrastructure to ensure that we nip this in a bud,” Mchunu said.

He said that South Africa has more challenges in water services than it has with water resources.

Mchunu, however, maintained there is no water crisis in the country but is experiencing “isolated incidents that do not equate to a crisis".

Phillips said the department and the sector at large are reaping the benefits of some programmes undertaken by the Netherlands government under the Blue Deal Project, particularly in the supply chain management in infrastructure procurement.

“We have had an internationally renowned expert in infrastructure procurement, who has imparted so much knowledge that we are currently implementing to modernise our systems. This is going to make a huge improvement in our service delivery, and we want to take this to our water boards and municipalities to implement as well,” Phillips said.

Doornewaard outlined several projects that they want to undertake in Limpopo and other parts of the country, as part of support to the country’s water challenges and other sectors.

“We just want to lend a helping hand to the country,” Doornewaard said.

128 Mpumalanga schools introduce coding, robotics

128 Mpumalanga schools introduce coding, robotics

The Mpumalanga provincial government has introduced coding and robotics in 128 schools, as part of its pilot programme.

“That pilot is progressing well and 128 schools, from Grade R to 3 and Grade 7, are currently doing coding and robotics,” Mpumalanga Premier Refilwe Mtshweni-Tsipane said on Friday when delivering the State of the Province Address (SOPA).

Since 2022, in its quest to improve learner performance, the provincial government is providing all Grade 12 learners and teachers in Quantile 1 to 3 schools with tablets and laptops respectively.

These devices, the Premier said, are loaded with e-content and will be provided this year with an offline application to enable access to learning even outside the four walls of the classroom without data or connectivity.

“This government continues to strengthen e-learning in our schools. This year, the province will introduce the smart schools concept in eight schools where both teachers and learners will utilise technological devices and thus making the schools paperless," Mtshweni-Tsipane said.

She said the land for the construction of the proposed School for the Deaf and Blind has been secured at Emalahleni Municipality.

“Once the school is completed, the 250 deaf learners currently studying at Bukhosibetfu Full Service School and the 200 in other special schools will be relocated to the new school."

Job creation

By the end of January 2024, a total of 63 478 jobs were created through the 21 identified programmes, including the Siyatentela Road Maintenance Programme, Government Nutrition Programme, School Handymen and Tourism Safety Monitors, to name a few.

“Since 2021 and through the Presidential Employment Stimulus, we have trained and created a total of 65 296 job opportunities for unemployed youth in different schools.

“Since its inception in 2019, the Premier’s Youth Development Fund has disbursed R258 million to fund 182 youth-owned enterprises. The funded beneficiaries have created more than 630 jobs in agriculture, mining, manufacturing as well as film and production,” Mtshweni-Tsipane said.

Growing tourism

As part of ongoing efforts to attract tourism to Mpumalanga, the provincial government has upgraded tourism facilities in four nature reserves with accommodation facilities.

These include Songimvelo-Kromdraai Camp, Andover, SS Skhosana and Manyeleti.

“Phase 2 of fence installations is in progress in order to minimise human wildlife conflict in Songimvelo, Mthethomusha and Mdala reserves. It’s important for us to implement these projects efficiently, economically and effectively in order to increase the number visitors to our province.

"We are pleased with the intention to support the provincial efforts in this regard, expressed from the National Department of Agriculture, Land Reform and Rural Development,” the Premier said.

As of 1 April 2024, FlySaFair introduced new routes between Kruger Mpumalanga International Airport and Cape Town

“This adds further impetus to the gains we made when Eurowings, a German airline, chose Mpumalanga as its destination of choice more than a year ago. This is further supported by the Stats SA Tourism and migration report released in January 2024, which placed Mpumalanga at the second spot in international tourist arrivals.

“As early as February 2024, we entered into a strategic partnership with Aspinall Foundation to elevate the Loskop Dam Nature Reserve to a Big Five Game Reserve. We have also concluded a collaboration with Greater Kruger Environmental Protection Foundation to fight poaching in Manyeleti. This collaboration includes establishing new pickets, maintenance of fence and the training of field rangers,” the Premier said.

Transport

The provincial government plans to build a state-of-the-art interchange along the railway line from the city centre leading to Pine Ridge, Klarinet, Siyanqoba and Verena.

“This interchange will improve safety and ease traffic flow in that area. The planning and design process has been completed. The construction of the interchange will commence in the 2024/25 financial,” the Premier said.

During the current administration, government will complete projects including the rehabilitation of sections P8/1 (R36) between Mashishing and Bambi Phase 3; D2950 Mananga to River Crossing; Coal Haul P36/1 Delmas to N12 and the upgrading of D481 Mooiplaas and Ekulindeni; D4407 Hluvukani – Orpen Road near Welverdied.

Caring for the vulnerable

Since the beginning of the sixth administration, government has placed 542 children in foster care.

The Premier also touched on social ills.

"Substance abuse has become endemic, negatively impacting on the lives of the substance abusers and their close families. We opened our doors and our hearts to more than 1 942 substance abusers who needed our help.

“We have completed the construction of the Swartfontein and the Nkangala treatment centres. In the days ahead, we will officially handover the Nkangala treatment centre.

“In the current administration, 7 409 Non-Profit Organisations (NPOs) have been supported to implement programmes that are impact driven and aid our efforts to create a Mpumalanga anchored on morals and social cohesion,” the Premier said. – SAnews.gov.za

South Africa and Netherlands governments have undertaken to forge more cooperation opportunities in the water and sanitation sector in efforts to strength the existing relations between the two states.

This undertaking was made on Tuesday, 27 February 2024 in Pretoria when the Minister of Water and Sanitation, Mr Senzo Mchunu, joined by Director-General, Dr Sean Phillips met with the Ambassador of Netherlands to South Africa, Joanne Doornewaard.

The meeting between Minister Mchunu and Ambassador Doornewaard was the first one since she was posted to South Africa in August 2023. Several issues were discussed, including the bilateral agreement on water management between the two countries as well as other collaboration opportunities in the water and sanitation sector.

Expanding on the existing relations between the two states, Minister Mchunu appreciated Netherlands expertise and the contribution that they are making in the water and sanitation space, saying that it has a significant impact. Minister Mchunu outlined some challenges that the country continues to face includes the delipidating infrastructure at municipal level as well as water losses as a result of that.

“South Africa remains one of the driest countries in the world, yet we have a high rate of non-venue water at municipal level, losing so much water that we so need. We need lots of work around this matter, that is investing more on our water infrastructure, to ensure that we nip this in a bud”, he emphasised.

Limpopo records progress in improving citizens’ lives

Limpopo records progress in improving citizens' lives

Limpopo Premier Stan Mathabatha says much has been done to improve the lives of people in the province.

“When we achieved our April 1994 democratic breakthrough, less than 30% of rural households had access to electricity,” Mathabatha said.

Delivering the State of the Province Address in Polokwane on Thursday, Mathabatha said the provincial government has electrified at least 94.% of rural households in the province, marking a significant improvement in access to electricity.

“People in rural areas overwhelmingly depended on firewood to cook, using three-legged pots. There was deforestation, impacting trees and other plants, an important source of oxygen supply for human life, and a key resource of environmental conservation,” Mathabatha said.

Mathabatha said forests have risen in various areas that were affected due to the massive household electrification programme.

“In healthcare, it is pleasing that we currently have 476 clinics in Limpopo and 216 of healthcare centres (45%) operate 24 hours a day,” Mathabatha said.

Mathabatha said in 2010, the province reached 80% access to water, reaching more communities and improving public health outcomes.

“However, because of various countervailing factors, we have experienced a decline to 69.1%. We are worried about this, and we are hard at work with authorities in the water provision space to improve the situation.

“It is important to note that we have improved access to sanitation to 63.1%, up from 26.9% in 2002, and up from a far lower baseline in 1994.”

Mathabatha said the tarred roads network in the province has significantly expanded since April 1994.

“It is now covering rural areas that were neglected before. Through this progress, we have enhanced connectivity and improved transportation efficiency, facilitating economic development in Limpopo. At present, our target is to surface 13 800 kilometres from gravel to tar,” he said.

Mathabatha said the provincial government has worked very hard in education.

“Our efforts are now visible in improved matric results. We have improved from a 38% matric pass rate in 1996. At 79.5% in 2024, our matric pass rate now approximates our 80% target.”

Mathabatha said Limpopo's contribution to the national economic output over the past three decades has improved.

He said in 1996, Limpopo contributed 5.3% to the national gross domestic product.

“Despite the global economic and pandemic crises, our contribution to national GDP reached 7.3% by 2023. This reflects the strategic efforts undertaken by the province to harness its vast natural resources, develop critical sectors and attract investment.

“From just over 911 000 households in 1996, we have increased to over 1.8 million households in 2022. This substantial growth in households highlights Limpopo’s growing population. We have now reached over six million people, according to the latest census,” the Premier said. – SAnews.gov.za

KZN plans to recruit 1000 social crime prevention volunteers

In a bid to further strengthen the fight against crime in KwaZulu-Natal, the provincial government plans to recruit 1000 social crime prevention volunteers who will be deployed throughout the province.

KwaZulu-Natal Premier, Nomusa Dube-Ncube, made the announcement when she was delivering the State of the Province Address (SOPA) in Pietermaritzburg on Wednesday.

Highlighting some of the provincial government’s initiatives aimed at fighting crime in communities, Dube-Ncube said police capacity has over the past four years been augmented by new members with a total of over 4 000 new police officers received in the past two years.

Dube-Ncube also announced that the Department of Community Safety and Liaison will in the 2024/25 financial year establish a Community Safety Intervention Unit (CSIU) which will work with other law enforcement agencies as a force multiplier, proactively and reactively fighting crime in communities.

“The SAPS has also announced significant improvements in the allocation of resources with more vehicles and trainee Constables being made available in KwaZulu-Natal.

“The Department of Community Safety and Liaison has bought 60 safety patrol cars that will be used by the Community Safety Committees and Community Police Forums to complement the work of the police,” Dube-Ncube said.

Specialised team to tackle cross border crime

On cross border crime, Dube-Ncube said the province is pursuing diplomatic channels to ensure that South Africans’ properties that are illegally stuck in sister countries are returned to their rightful owners.

“In this regard, we met with the Mozambican High Commissioner to South Africa last year to discuss this matter. We have installed jersey barriers at exit points to make it difficult for stolen vehicles to cross into Mozambique,” Dube-Ncube said.

The provincial government is working closely with the SAPS’ Specialised KZN Stabilising Team to address issues of criminality in and around the Manguzi area.

She said the interventions have resulted in the arrest of several highly sought criminals, and who are currently facing justice.

“When we visited there late last year with Police Minister Bheki Cele this special team had arrested 103 suspects [and] four had been convicted. Fifty-six dockets were in court, 193 motor vehicles had been identified or which 63 had been handed back to the owners,” the Premier said, adding that 42 cases were also under investigation,” the Premier said. – SAnews.gov.za

Dube-Ncube commends setting up of victim-friendly rooms at police stations

KwaZulu-Natal Premier, Nomusa Dube-Ncube, has commended the installation of victim-friendly rooms at 28 police stations, boreholes and streetlights at a gender-based violence and femicide (GBVF) hotspot in Nongoma.

The victim-friendly rooms were installed by lsibaya Casino, while Vodacom installed the boreholes and streetlights.

Dube-Ncube said at least 755 survivors of GBVF accessed services in government supported GBVF shelters, with 112 964 survivors receiving psychosocial support services from the Department of Social Development and their partners.

“A total of 3 540 victims of GBV and crime accessed Khuseleka/White Door houses and shelters. District focal points and stakeholders from 11 districts were trained as master trainers,” Dube-Ncube said.

The Premier said there are currently 74 functional ward-based rapid response teams integrated into war rooms.

The Premier emphasised that one of the best ways is to assist GBV survivors through economic empowerment, highlighting that 26 401 women were reached with economic empowerment programmes this year.

“Three hundred women in business have been supported with card machines by the Office of the Premier. A GBVF App with a panic button is being developed by the Moses Kotane Institute, with funds from lsibaya Casino.

“We are determined to ensure that women are continuously empowered and in this regard, through the Department of Social Development, SEDA [Small Enterprise Development Agency] and EDTEA [Economic Development, Tourism, and Environmental], we have trained over 500 women in business skills,” the Premier said.

She said most of these women were survivors of GBV and to this end, they have received start-up packs to set up and run their own businesses.

Forging partnerships for GBV response programmes

Meanwhile, the KwaZulu-Natal Office of the Premier has forged strategic partnerships for the Gender-Based Violence and Femicide (GBVF) Response Programmes.

The office, as the coordinating office, is leading the implementation of the Provincial GBVF Strategic Implementation Plan, which was approved by the provincial Executive Council in 2022.

“These partners include the KZN Gaming Board, lsibaya Casino, United Nations Population Fund, AIDS Foundation of South Africa, TBHIV Care, Cloud Therapist, Vodacom, lmbumba Foundation, SAB, and Spar Group. This structure is responsible for addressing high profile cases and supporting District Rapid Response Teams,” Dube-Ncube said. – SAnews.gov.za

National Treasury publishes Policy Position Statement on financial ombud system

National Treasury publishes Policy Position Statement on financial ombud system

National Treasury has published its Policy Position Statement titled, 'A Simpler, Stronger Financial Sector Ombud System', which outlines proposed reforms to the ombud system.

The Policy Position Statement follows the publication of a World Bank Diagnostic Study in 2021 titled, 'South Africa - Financial Ombud System Diagnostic'.

“The study provided an independent review of South Africa’s financial ombud system and recommended reforms to enhance consumer protection and encourage good quality outcomes in the financial services sector,” National Treasury said on Thursday.

Prior to the diagnostic study, an earlier discussion document titled, 'A Known and Trusted Ombud System for All (2017)', had proposed initial reforms to the ombud system, which were later included in the Financial Sector Regulation (FSR) Act (Act 9 of 2017), as part of the Twin Peaks financial sector regulatory reform.

National Treasury said the publication of the policy position is a necessary step to communicate and publish its Policy Position Statement and accompanying detailed feedback statement, including an implementation plan.

“This publication also provides a response to consultation comments, and enables ombud schemes and the Ombud Council to work towards implementing a reformed structure,” National Treasury said.

Key elements of the proposed reform that National Treasury supports include:

  1. Structural reform of the ombud system, that will reduce the seven ombud schemes to two:
  • A new, consolidated ombud scheme: National Financial Ombud (NFO) – a new body, independent of industry and government, replacing 6 of the current 7 schemes (all the industry schemes plus the FAIS Ombud).
  • A Retirement Funds Ombud (RFO) – a renamed and reformed Pension Funds Adjudicator, with a board to underpin its independence and oversee its efficiency and effectiveness. National Treasury considers that it would be too complex a transition for the NFO to absorb the work of the RFO at this stage. However, this is likely to happen in the medium term, once the NFO has been up and running for a while.
  1. A modified Ombud Council – modifications to the title and appointment of its chief executive and (later) a review of its powers in the light of the simplification of the ombud system.
  2. Improved consistency across the ombud system on visibility and accessibility, eligibility of complainants, processes, powers and enforceability of decisions, and improved coverage to significantly reduce jurisdictional gaps and overlaps

“Full implementation of the above reforms will require legislative amendments. In the interim, National Treasury notes and welcomes the voluntary amalgamation, in consultation with the Ombud Council, of four of the current industry schemes (Credit, Banking, Long-term Insurance and Short-term Insurance) to form a new, streamlined industry scheme, the National Financial Ombud Scheme South Africa (NFO).

“The NFO is expected to commence operations on 1 March 2024, after recognition by the Ombud Council. This is an important step towards the broader reforms outlined in the policy position and will simplify their implementation,” National Treasury said.

The following documents are available on the website of the National Treasury at www.treasury.gov.za:

  • Annexure A: A Simpler, Stronger Financial Sector Ombud System: Policy Position Statement.
  • Annexure B: A Simpler, Stronger Financial Sector Ombud System: Feedback Statement.

Limpopo committed to good governance, says Mathabatha

Limpopo committed to good governance, says Mathabatha

Limpopo Premier Stan Mathabatha says the province has, over the past decade, worked tirelessly to bring stability and sound administration.

“Through collective effort and unwavering commitment, we have seen remarkable improvements in audit outcomes and overall provincial performance,” Mathabatha said.

Delivering the State of the Province Address in Polokwane on Thursday, Mathabatha said the once prevalent disclaimer audit opinions are now a thing of the past in the provincial departments, public entities and municipalities.

"In 2013, Limpopo was at a critical juncture. Five departments were under national administration. Confidence in our provincial administration was waning. Our task was clear, yet daunting. It was to breathe life back into these departments and restore confidence in our governance.

“[Now] no department is under administration. As we reflect on the progress we have made, let us also look to the future with optimism and determination,” Mathabatha said.

Mathabatha said the story of Limpopo's renewal and development is far from over.

“It is a continuous journey, one that requires an active citizenry, and the collective effort of every community and leader. Together, we can build on the foundation we have laid, striving for even greater achievements and a brighter future for all who call Limpopo home.

“Our trajectory towards a Limpopo that we all yearn for is taking shape during an unfavorable, harsh global reality,” he said.

Mathabatha said under the circumstances, the province needs to build greater self-reliance and increase its share of value addition in finished products.

“It is important to continue our efforts to achieve manufacturing localisation, to deepen and expand domestic beneficiation of our minerals and primary agricultural products, industrialise and drive large-scale employment,” he said.

Mathabatha said since 2022, the province has become the fifth largest province in South Africa.

“Although we have moved from the fourth spot, we have become the largest contributor to Gauteng’s population.

“Our economic and social development programmes should help us retain our youth, while protecting their freedom of movement. Democracy has brought about many shifts. More people stay where they want to,” he said.

Food security

Mathabatha said the provincial government remains determined to support its people in food production.

“Limpopo has established a firm role in food security in our country.”

Mathabatha said 29% of households in the province now grow food in their yards.

“This is a testament to the fact that we have an active citizenry in food production. We remain determined to support our people in food production,” Mathabatha said.

He emphasised the need to build on the progress made, harnessing the potential of the  youth, investing in infrastructure, fostering industrialisation and promoting sustainable development.

“... We have made progress in addressing the legacy of colonialism and apartheid. We also all acknowledge that there is still a lot of work to be done. I am sure we all agree that the road to success is a journey, not a sprint,” Mathabatha said.

Mathabatha said as the province, they reaffirm what President Cyril Ramaphosa said during the State of the Nation Address earlier this month, that the provincial government must strive for a non-racial and non-sexist democratic South Africa. - SAnews.gov.za

Cabinet has considered and approved the hosting of the annual meeting of the New Development Bank (NDB) to take place in South Africa in June 2024.

Minister in The Presidency Khumbudzo Ntshavheni said it has been 10 years since Brazil, Russia, India, China and South Africa (BRICS) countries signed the Articles of the NDB at the 6th BRICS Summit in Fortaleza, marking the establishment of the “first multilateral development institution by emerging and developing countries”.

Briefing media on the outcomes of the Cabinet meeting on Thursday, Ntshavheni said South Africa had so far contributed R25 billion towards the bank’s paid in capital.

“South Africa is looking forward to host the meeting on the NDB and commits to working hand-in-hand with the bank and its member countries to achieve sustainable development and create a better the African continent,” Ntshavheni said.

Social service professionals strategy approved

Cabinet has also approved the Strategy for the Employment of social service professionals (SSPs) strategy, as part of increasing the human resource capacity of government, including non-governmental organisations, and the private sector to proactively respond to social ills that are facing the country.

“The strategy is a collective commitment to building a social service sector that is responsive to the needs of our communities and overcome social ills such as crime, gender-based violence and femicide, teenage pregnancy, bullying, child-headed households, mental health and substance abuse.

“The strategy is also aimed at laying the foundation for a socially inclusive and resilient future and a caring society,” Ntshavheni said.

Comments sought on Green Paper on Comprehensive Social Security

Meanwhile, Cabinet has called on the public to submit comments on the revised Green Paper on Comprehensive Social Security for the country.

This follows Cabinet’s approval of the publication of the revised paper, which aims to introduce a mandatory social security pension system that provides retirement, disability, and death benefits to all workers.

Low income earners would have their contributions subsidised, in line with existing provisions.

“The paper further proposes the harmonisation of the tax treatment of older persons in the tax and social grant system to address the unequal treatment of older persons in the two regimes.

“In addition, the paper also seeks to propose institutional reforms to promote coherence in social security policy making for administrative efficiency, improved service delivery and ensure effective regulation, governance and oversight across all social security arrangements,” Ntshavheni said. – SAnews.gov.za

KZN continues quest to remain most favoured investment destination

KZN continues quest to remain most favoured investment destination

While unemployment figures may cause despair, KwaZulu-Natal Premier, Nomusa Dube-Ncube, says the rate of investment into the province is a sign that tomorrow will be better than today.

“As KwaZulu-Natal, we faced an uphill battle in ensuring that investor confidence is unwavering, despite challenges with load shedding, the civil unrest, ageing utilities' infrastructure, some of which could not withstand the recent floods. Yet we remain determined to continue in our quest to ensure that investors know that KwaZulu-Natal is and remains the most favoured investment destination in Southern Africa,” Dube-Ncube said.

The Premier made the remarks when delivering the State of the Province Address (SOPA) at the Oval Cricket Stadium in Pietermaritzburg on Wednesday.

Dube-Ncube said during the South African Investment Conference (SAIC) held last year, where President Ramaphosa’s target was exceeded by some R306 billion, KwaZulu-Natal’s share included 55 companies in the province, which invested over R300 billion.

Dube-Ncube said some of the investments are located in the province's Special Economic Zones (SEZs), Richards Bay and Dube Trade Port, and around the province.

“Targeted business expansion and retention support activities amounted to over R23 billion, resulting in 37 201 jobs being created. Added to this are investments attracted by Trade and Investment KwaZulu-Natal (TIKZN) over the last two decades, amounting to over R60 billion and creating over 95 000 jobs,” Dube-Ncube said.

The Premier said KwaZulu-Natal is committed to the establishment of new leather and textile Special Economic Zones in the Newcastle and Ladysmith corridor, which are estimated at R600 million.

She said the two new SEZs will add to the two provincial SEZs of Dube Trade Port and Richards Bay Industrial Development Zone (RBIDZ), and will create 4 500 employment opportunities.

According to the Premier, 35 Black Industrialists have been supported by the Department of Trade, Industry and Competition (the dtic) and for grant funding, and they will create approximately 4 000 jobs. She said the target is to support 10 new Black Industrialists in the coming financial year.

“KwaZulu-Natal has 35 small scale fisheries cooperatives comprising 1 000 small scale fishers registered by the Department of Forestry, Fisheries and the Environment. Government has rolled out training to capacitate these fishers in the variety of Ocean Economy and Maritime technical skills,” the Premier said.

Dube-Ncube also highlighted some government-led projects to create jobs, including the Port of Durban's R1.34 billion investment programme aimed at upgrading port facilities to mainly increase port capacity. This created 1 328 jobs.

The Passenger Rail Agency South Africa (PRASA) has also spent over R900 million in KwaZulu-Natal through its capital programme on investment and infrastructure works.

“This includes projects on rolling stock upgrades, including the Bridge City Development with a new rail network, new access gates and CCTV cameras and stations, and the Dalbridge turnaround facility and general infrastructure station improvement. These were never there prior to this government.

“In 2023, the R2 billion Dr Pixley ka lsaka Seme Regional Hospital was officially opened with 500 beds and a full package of regional services provided. This hospital has changed lives, especially in the Phoenix, lnanda, Ntuzuma and KwaMashu (PINK) area, and created 5 312 jobs during construction,” Dube-Ncube highlighted.

The Premier acknowledged that government alone cannot address the enormous developmental challenges faced by the province.

“In order to accelerate development, we have partnered with the private sector to stimulate our economy. The public and private projects, worth over R129 billion, have created over 339 000 jobs,” the Premier said. – SAnews.gov.za

Mpumalanga ready to host Presidential Imbizo

Preparations are well underway for the Presidential Imbizo to be held next Wednesday at the Sy Mthimunye Stadium in the Emalahleni Local Municipality, Nkangala District, Mpumalanga.

Mpumalanga Premier Refilwe Mtshweni-Tsipane is expected to welcome President Cyril Ramaphosa and Cabinet Ministers for the District Development Model (DDM) Presidential Imbizo.

About 3 000 people across the province, including traditional leaders, civil society organisations and labour; women, youth, persons with disabilities and business representatives are expected to attend.

Mtshweni-Tsipane says the imbizo is a vital pillar of participatory democracy and will offer the citizens an opportunity to engage the President on developmental issues.

“Mpumalanga is more than ready to host the Presidential Imbizo. We are inspired by the President’s decision to afford our citizens an opportunity to engage him and to share solutions on service delivery challenges. This view is based on the previous Imbizo, which was held in Gert Sibande District,” the Premier said.

Mtshweni-Tsipane said the Imbizo seeks to entrench government’s ‘Leave no one behind’ perspective, as the country marks 30 years of democracy.

She encouraged citizens to use all available measures, such as posting of messages through social media, to share with the President.

Proceedings will be shared live on various platforms, including radio and tv stations as well as a Facebook livestream on the Mpumalanga Provincial Government page and Government Communication and Information System (GCIS) social media pages.

The Presidential Imbizo affords all social partners, government, traditional leaders, civil society organisations and communities an opportunity to collectively engage on how to best address the immediate challenges and to create conditions for long-lasting stability and development.

This public participation platform was informed by the country’s participatory democracy that enjoins citizens to make their voices heard, especially in their own development and service delivery. – SAnews.gov.za

Spotlight on GBV action plan

Government and civil society continue to forge a collaborative approach to ensure the implementation of the National Strategic Plan on Gender-Based Violence and Femicide (GBVF-NSP).

Launched in April 2020, the GBVF-NSP has six pillars, including accountability, coordination and leadership; prevention and rebuilding; justice, safety and protection; response, care support and healing; economic power, and research and information.

Women, Youth and Persons with Disabilities Deputy Minister, Nokuzola Tolashe, said the department has already made a submission requesting that GBVF be dealt with as a pandemic, with President Cyril Ramaphosa committing to the call during the State of the Nation Address.

“Since the launch of the National Femicide Prevalence Survey in March 2022, the department has reaffirmed its willingness to confront GBVF with unwavering determination through a multi-stakeholder and intergovernmental approach, with the ultimate goal of ending gender-based violence,” Tolashe said.

Tolashe said GBVF continues to plague the country, despite some progress being made to curb it.

“As a widespread occurrence, GBV continues to spread its ugly legs and it is deeply rooted in communal structures, such as homes, churches and workplaces."

She argued that GBV and femicide are structural issues fuelled by inequalities that cut across race, class, gender, sexuality and age.

“Women in third world countries are more likely to experience gender-based oppression perpetuated and motivated by patriarchal customs. When poverty and lack of jobs or economic empowerment opportunities are present, GBVF is likely to be exacerbated,” the Deputy Minister said.

As part of the two-year goal set by the GBVF Presidential Summit in 2022 to implement the National Strategic Plan, Tolashe said there is a proposal to establish local economies centred on women cooperatives, supported by local institutions.

“This initiative can bolster government endeavours to combat GBVF, empowering women and persons with disabilities to break free from economic dependence,” Tolashe said.

The World Bank said GBVF is a global pandemic that affects one in three women in their lifetime.

“GBV is not only devastating for the survivors of violence and their families, but also has significant social and economic costs to the country’s Gross Domestic Product (GDP),” the World Bank stated.

KPMG, a global network of professional firms providing audit, tax and advisory services - said GBV costs South Africa between R28.4 billion and R42. 4 billion per year (or between 0.9% and 1.3% of GDP annually), resulting in individuals and families bearing the greatest proportion of costs. – SAnews.gov.za

The Deputy Minister of Health, Dr Sibongiseni Dhlomo has praised the North West Province for registering massive progress in the provincial department's endeavour to trace and track ex-mineworkers who left work without claiming their benefits. Accompanied by the North West Health MEC Madoda Sambatha at Westvaal Hospital, the Deputy Minister found out that a total of 20 798 ex-mine workers were successfully traced, with 2669 claims processed and paid a combined figure of R76.9 million. All this was achieved between August 2022 when the project was launched and the end of 2023.

The North West Province ex-mineworkers compensation project was launched by the Deputy Minister of Health, Premier of North West Province and the MEC for Health in August 2022.

The aim of the intervention is to provide ex-mineworkers and their beneficiaries with access to compensation benefits for occupational lung diseases and other social protection funds which were left unclaimed.

Speaking at Westvaal Hospital in Orkney and after receiving a report and assessment of the center, the Deputy Health Minister, Dhlomo congratulated the North West Province, the provincial health department and all stakeholders including the Mining Council and the interim Ex-Mineworkers leadership structure for the commitment shown in tracing deserving ex-mine workers.

“The province and the Department has done extremely well if you consider that between 2017 and 2021, the total value of the payouts were ranging from between 10 and 11% but in one year of 2023 the province was able to pay R76.9 million. It's a massive success though there are still many ex-mineworkers to be traced and compensated”, said Deputy Minister Dr Sibongiseni Dhlomo

All stakeholders in attendance immediately convened to discuss strategies for accelerated tracing and tracking. The target is all Ex-mineworkers who are estimated at 168,000 and their beneficiaries who reside in the North West Province.

As stakeholders deliberated on ways of improving the project output, MEC Madoda Sambatha made a commitment to integrate the Ex-mineworkers programme in the HAST programme of the Department. “We already have community health workers who are doing a good work of ‘loss to follow-up' because they track and trace people who miss their TB treatment. When we integrate this programme, we will be able to utilise this resource to track and trace ex-mine workers”, said MEC Sambatha.

The Ex-Mineworkers Council Interim Provincial Secretary, Mr Mr Tana Mahlophe suggested the use of two ex-mineworkers per region who can be contracted for a short period to assist in tracing deserving ex-mineworkers while the Mineral Council of South Africa committed to assist should this option be implemented.

Meanwhile the Department of Health has committed to ensure that all ex-mineworkers centers in the four districts remain operational and accessible to all ex-mineworkers. The centres are: Westvaal Hospital for Dr Kenneth Kaunda District, Old Vryburg Hospital for Dr Ruth Segomotsi Mompati District, Mahikeng Provincial Hospital for Ngaka Modiri Molema and Job Shimankana Tabane Hospital in Bojanala District.

MEC Sambatha concluded the deliberations by assuring stakeholders that the Department is committed to conclude outreach in the remaining districts between March and May 2024 as this will raise awareness to ex-mineworkers especially those in deep rural areas who might not be aware of the project.

All the key stakeholders in the projects were highlighted as essential for its success and they include the Provincial Leadership, Local government structures, the Minerals Council SA, TEBA Bank, the National Department of Health MBOD/CCOD, XDS call centre, IP Capital, Rand Mutual / CCMS, Tshiamiso Trust and the Traditional Leadership.  They will be consulted throughout all the project implementation phases to ensure its success.

Murder of Soweto doctor condemned

The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety has strongly condemned the recent tragic murder of a medical doctor in Dobsonville, Soweto.

Well-known Dr Michael Isabelle was tragically shot during an armed robbery at his medical facility and succumbed to his injuries at a nearby hospital on Saturday.

“It is deeply troubling that he lost his life simply for refusing to surrender his laptop and phones to the suspects,” the committee said.

The committee has described the incident as utterly unacceptable and regrettable.

“This heartbreaking incident serves as a sad reminder of the pervasive violence that plagues our communities, with innocent individuals bearing the brunt of heinous crimes.

“Despite concerted efforts by government and civil society to combat crime in Gauteng and across the nation, criminals continue to wreak havoc and instill fear among South Africans.”

The committee has urgently called upon law enforcement agencies to swiftly apprehend those responsible for this senseless act of violence and ensure that they are brought to justice.

“It is imperative that we send a resounding message that senseless crimes of this nature have no place in our society and that perpetrators will be held accountable for their actions.”

The committee also extended its heartfelt condolences to Isabelle’s family.

“We stand in solidarity with them during this difficult time and recognise doctors' invaluable role in saving lives and providing essential medical care to those in need.

“We urge the entire nation to unite in condemning violence and reaffirming our commitment to building safer communities for all.”

According to TimesLive Premium, Isabelle was also attacked and shot in the stomach soon after he qualified in Katlehong, Ekurhuleni, 20 years ago.

A family spokesperson who spoke to the publication said Isabelle was a jazz lover, who was generous and principled with an uncompromising work ethic. – SAnews.gov.za

North West ex-mineworkers receive over R76m of their unclaimed benefits

The Deputy Minister of Health, Dr Sibongiseni Dhlomo, has praised the North West provincial government for its dedication to tracing and tracking ex-mineworkers who left employment without claiming their benefits.

The North West has so far traced 20 798 ex-mineworkers, with 2 669 claims processed and paid to the tune of R76.9 million between 2022 and 2023.

This comes after Dhlomo launched the compensation project with the North West Premier and MEC for Health in August 2022.

“The intervention aims to provide ex-mineworkers and their beneficiaries with access to compensation benefits for occupational lung diseases and other social protection funds which were left unclaimed,” the department explained.

Speaking at Westvaal Hospital in Orkney on Monday, Dhlomo congratulated the North West provincial government, the provincial health department and all stakeholders including the Mining Council and the interim ex-mineworkers leadership structure for the job well done.

“The province and the department have done extremely well if you consider that between 2017 and 2021, the total value of the payouts ranged from between 10% and 11% but in one year of 2023 the province was able to pay R76.9 million.

“It’s a massive success though there are still many ex-mineworkers to be traced and compensated,” said the Deputy Minister.

According to the North West Health MEC Madoda Sambatha, the province is working around the clock to find the 168 000 former mineworkers and their beneficiaries.

“We already have community health workers who are doing good work of ‘loss to follow-up’ because they track and trace people who miss their TB treatment. When we integrate this programme, we will be able to utilise this resource to track and trace ex-mine workers,” Sambatha explained.

EWSETA introduces specialised training for renewable energy, water management

Location: News

EWSETA introduces specialised training for renewable energy, water management

The Energy and Water Sector Education and Training Authority (EWSETA) has developed and implemented specialised renewable energy and water resource management training programmes, in a bid to align with industry needs and technological advancements.

This was revealed during a media engagement with the organisation in Rosebank, Johannesburg on Tuesday.

EWSETA Chief Executive Officer, Mpho Mookapele, engaged the media on the back of growing research that macroeconomic trends and technological advancements continue to disrupt labour markets worldwide.

Mookapele highlighted some of the courses implemented by the organisation and others currently in the pipeline, including water works management, solar panel installation, wind turbine maintenance and other green energy solutions, among others.

She said as the energy sector is rapidly evolving the EWSETA is currently developing qualifications that will respond to the gaps in the curriculum.

The skills programmes that will be introduced include wind turbine operation, biogas installation, microgrid and battery energy storage operation, solar PV manufacture, design, and installation.

“When the sector needs certain skills, we are committed to working together with industry to build these capabilities. Ultimately, we exist to ensure industries are successful.

“As such, we aim to move with agility to ensure that these programmes and qualifications are concluded and submitted for registration with Quality Council for Trades and Occupation (QCTO) and South African Qualification South African Qualifications Authority (SAQA),” Mookapele said.

She said due to the boom in the photovoltaic sector and more people going solar, the SETA is also currently working with industry to ensure that minimum skills requirements are mandated for the PV Green Card training - a quality assurance standard for solar PV installers.

These minimum requirements will hopefully mitigate against substandard installations.

Mookapela said the EWSETA is looking for partners to enable retro-fitting technical workshops for TVET colleges to ensure that they are responding to the tech-developments in the industry.

Developing water-related qualifications

The EWSETA has also partnered with water boards, including municipalities and private industries, to develop water-related qualifications that aim to address the challenges around clean drinking water and wastewater treatment plants.

“In response to the evolving water landscape, a Water Works Management NQF 6 qualification has been registered. EWSETA is in the process of developing a Water Resource Management qualification at NQF level 8 and a skills programme for a Water Conservation Practitioner,” she said.

Advances in water treatment processes will necessitate the development of qualifications that will respond to the future treatment landscape, and these include biological water treatment and smart water grids, amongst others.

“As the world transitions to net zero, the traditional career landscape is changing, and it is up to all of us to future-proof our workforce. The Energy and Water Sector Education and Training Authority is taking strides to harness the opportunities that these exciting changes present,” Mookapele said.

Skills development initiatives

Meanwhile, Mookapele underscored the importance for businesses to share their skills plans with the EWSETA to enable the organisation to capacitate learners accordingly.

Investing in skills development secures the long-term sustainability of industries and contributes to economic resilience.

“Together with government and private entities we are collaborating to fast-track skills development initiatives that seek to upskill and reskill employees to meet the workforce demands of the changing energy and water sectors,” Mookapele said.

The International Energy Agency (IEA) last year revealed that 4.7 million more people were employed in clean energy globally in 2022 than in 2019.

Mookapele noted that concerns around the “green skills gap” have been echoed by a recent report from LinkedIn, which shows that only 1 in 8 employees globally possess one or more green skills.

“We don’t want to leave South Africa’s young people and workforce behind; it is important for businesses to share their skills plans with us, so that we can capacitate learners accordingly,” she said.

EWSETA’s mandate is to participate, build and strategically plan and manage skills development, and training needs in the energy and water sectors, as directed by the National Skills Development Plan 2030.  – SAnews.gov.za
