ICAO Signs New Agreements with African States to Boost Sustainable Aviation Development

Location: News
International Civil Aviation Organization (ICAO)

The International Civil Aviation Organization (ICAO) made a significant step forward in enhancing aviation's role as a catalyst for sustainable development in Africa. During the AFI Week held in Gabon, ICAO signed four pivotal capacity building and implementation support agreements with Member States, each aimed at strengthening their aviation sectors and alignment with international standards.

Gabon's Agence Nationale de l'Aviation Civile entered into a Management Service Agreement (MSA) with ICAO. This comprehensive agreement will provide Gabon with access to ICAO's expertise, project management and procurement services, and customized training packages. A key focus of this collaboration is the potential development of a Civil Aviation Master Plan, which will chart the strategic growth of Gabon's aviation sector, ensuring efficient, safe, and sustainable development of infrastructure and services.

Chad's Autorité de l'Aviation Civile partnered with ICAO for a preliminary assessment of training needs. This crucial project will evaluate the technical and general skills of ADAC's staff responsible for overseeing civil aviation safety and security. By optimizing human resources, Chad aims to significantly enhance the operational efficiency of its civil aviation authority.

Uganda's Civil Aviation Authority and ICAO agreed to develop a comprehensive 15-year Air Navigation Plan. This strategic framework will not only guide the implementation of air navigation services and infrastructure but also ensure Uganda's alignment with international aviation standards, in order to facilitate a safer, more efficient, and higher capacity air navigation system for the East African nation.

South Africa's Civil Aviation Authority signed a Declaration of Intent to host the next Global Next Generation of Aviation Professionals (NGAP) Summit. Set for February 2025 in Johannesburg, this summit highlights South Africa's commitment to nurturing the future leaders of the aviation industry.

These agreements represent ICAO's commitment to supporting African Member States in developing sustainable aviation sectors. By focusing on areas such as strategic planning, human resource development, and infrastructure enhancement, these initiatives are set to improve aviation safety, efficiency, and capacity across the continent.

The collaborative efforts between ICAO and these African states are expected to yield significant benefits, not only for the aviation sector but also for the broader economy. As aviation acts as a multiplier for economic growth, these agreements are poised to contribute to the UN Sustainable Development Goals, improve connectivity, and foster economic opportunities in the region.

As these projects unfold, they will serve as examples of how targeted ICAO support and collaboration in the aviation sector can drive sustainable development and economic growth in Africa.

Public Procurement Act not yet effective

Public Procurement Act not yet effective

While the President has signed into law the Public Procurement Act, the provisions of the Act are not in force yet.

“The President will bring the provisions of the Act into operation through a proclamation in the Gazette,” National Treasury said on Tuesday.

The Public Procurement Act, 2024 (Act No. 28 of 2024) was approved by the President and published as an Act in the Government Gazette on 23 July 2024.

READ | Public Procurement Act to direct public funds to where they are intended

The legislation aims to create a single framework that regulates public procurement, including preferential procurement, by all organs of state, with the necessary efficiency, cost-effectiveness and integrity.

As enacted by the President, the Public Procurement Act addresses weaknesses in the procurement of goods and services by organs of State that have in the past enabled various degrees of corruption, including State capture.

“Section 69 of the Act enables the President to bring the provisions into operation on different dates (phased approach) and to determine different dates for different categories of procuring institutions such as national and provincial departments, national and provincial public entities and municipalities and municipal entities.

“The Act also allows for the repeal or amendment of different provisions of a law to be brought into operation on different dates. For example, the repeal of the Preferential Policy Procurement Framework Act, 2000 (PPPFA), and Chapter 4 of the Act (including provisions of other Chapters necessary for its implementation) and required regulations should take effect on the same date,” National Treasury said.

Many provisions of the Act require regulations before the accompanying provisions of the Act could be brought into operation.

The process of making regulations involves consultation with affected Ministers, the South African Local Government Association (SALGA), and the public and Parliamentary scrutiny as outlined in section 64 of the Act. Different regulations for different categories of procuring institutions and for different types of procurement are provided in section 64.

“The making of regulations regarding procurement of infrastructure and capital assets, and goods and services related to infrastructure and capital assets, are a mandatory requirement.

“The recommendations on the effective dates of various provisions of the Act and the accompanying regulations will consider the readiness of the affected procuring institutions to implement.

“The current procurement framework provided for under the Public Finance Management Act, 1999, the Municipal Finance Management Act, 2003, the PPPFA and other applicable legislation, remain in place until the relevant provisions of the Public Procurement Act, 2024, and accompanying regulations take effect,” National Treasury said. - SAnews.gov.za

African Energy Week (AEW) 2024 Launches Upstream Oil & Gas Forum Amid African Liquefied Natural Gas (LNG) Market Expansion

Location: News
African Energy Chamber

Africa's upstream oil and gas sector is attracting substantial investments, with an $800-billion capital expenditure program focusing on LNG alongside traditional deep-water oil projects currently underway. This investment cycle is expected to boost Africa's LNG production capacity at a time when global gas demand is on the rise.

Responding to this environment, African Energy Week (AEW): Invest in African Energy 2024 will host a two-day Upstream Exploration & Production (E&P) Forum spotlighting Africa's LNG prospects. The forum will feature a series of strategic sessions and presentations, highlighting major LNG and floating LNG (FLNG) developments and investment opportunities shaping the sector.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

Mozambique is at the forefront of Africa's LNG growth, with the $20-billion Mozambique LNG project led by TotalEnergies set to produce 12.8 million tons of LNG per annum by 2028. Eni's second FLNG production project in the country – Coral Norte – and ExxonMobil's Rovuma LNG development are anticipated to reach FID by 2025. The country achieved natural gas sales of $1.7 billion in revenue in 2023, mostly driven by the start up of the Coral Sul FLNG project in November 2022.

The Nigeria LNG (NLNG) Train 7 expansion project is approaching completion, set to boost the country's LNG capacity by 35%, adding roughly 8 million tons per annum. The project is part of Nigeria's broader strategy to enhance its LNG production capabilities to meet both local and regional demand. In June 2024, the Nigerian National Petroleum Corporation signed a Project Development Agreement (PDA) with marine infrastructure company Golar LNG to deploy a FLNG vessel in the offshore Niger Delta region. The PDA plans to monetize 400-500 million standard cubic feet of gas per day, producing LNG, LPG and condensate, with FID expected by Q4 2024.

Under the Upstream E&P Forum, a session on The Demand Economics Driving the Growth of African LNG and FLNG will explore Africa's LNG portfolio, shedding light on supply and demand dynamics and future investment opportunities. Speakers will include Managing Director & General Manager of Eni Rovuma Basin Marica Calabrese, Africa Finance Corporation Vice President Taiwo Okwor, and senior representatives from Golar LNG, Angola LNG, and UTM Offshore.

In West Africa, Equatorial Guinea is also establishing itself as a major LNG player through its Gas Mega Hub (GMH) initiative, which aims to pool regional gas resources to become a central hub for gas processing, liquefaction and distribution. Last October, US oil and gas company Marathon Oil entered into an LNG sales agreement with commodity trader Glencore for Equatorial Guinea's Alba field, positioning the company for the GMH's next phase of development. Meanwhile, the Greater Tortue Ahmeyim (GTA) LNG project, spanning Mauritania and Senegal, is set to reach first production by Q4 2024, with a capacity of 2.3 million tons per year.

In southern Africa, Angola's LNG market is also growing, launching the second phase of the Falcão natural gas project last December, as well as developing the country's first non-associated gas development project in Soyo. South Africa's Virginia Phase 2 project is set to produce commercial quantities of LNG and liquid helium, with a capacity of 670,000 cubic meters of LNG per day. Meanwhile, the country's Port of Ngqura FLNG project involves the installation of a floating storage and regasification unit, gas-to-power infrastructure, cryogenic pipelines and a terminal for processing, storing, on-site exploitation and distribution of gas acquired from the country's on- and offshore fields.

A session on The Game Changer: Examining African Gas will outline Africa's natural gas reserves, production capacities, infrastructure development and export potential, highlighting potential for transitional energy, power generation and diversified growth. The session will feature senior representatives from Equatorial Guinea's national oil company (NOC) GEPetrol, Seplat Energies, and Mozambican NOC Empresa Nacional de Hidrocarbonetos.

With these developments on the horizon, Africa's leading upstream markets are positioning themselves as key players in the global LNG industry. AEW: Invest in African Energy 2024 will provide a pivotal platform for stakeholders to engage in discussions, forge partnerships and explore new opportunities within Africa's growing LNG sector.

Lamola to use economic diplomacy to tackle poverty and unemployment

Location: News

Lamola to use economic diplomacy to tackle poverty and unemployment

International Relations and Cooperation Minister, Ronald Lamola, has pledged that his department will use economic diplomacy to tackle the underlying challenges of poverty, inequality, and unemployment in South Africa.

“I look forward to working with all of you in the seventh administration to make international relations more accessible to every South African. International relations is not abstract, it affects us in our everyday lives,” he said on Monday.

Lamola was speaking during a media briefing where he was updating the public on his programme and topical issues.

He also emphasised the consistent goal of achieving a more just and equitable African continent and world.
“DIRCO’s [Department of International Relations and Cooperation] work is crucial in realising this grand vision every day. We have reassured everyone that there will be continuity in foreign policy, aligned with the Government of National Unity's (GNU) vision.”

He told journalists that parties in the GNU have agreed to work together to address the nation’s most pressing challenges.

“President Cyril Ramaphosa indicated in his inauguration speech that the parties have committed to pursuing a foreign policy based on human rights, solidarity, and peace.

“They will also promote multilateralism for a fairer, more equal, just, and compassionate world.”

In addition, he said the GNU was committed to the well-being and professional growth of the team, encouraging them to take advantage of learning and development opportunities provided by the department.

Other issues

On Israel, he said South Africa “strongly” condemns the attack on a school turned shelter for displaced Palestinians in Gaza that has killed more than 100 people, including women and children.

This is after the Israeli military claimed its air force on Saturday struck a “command and control centre” that “served as a hideout for Hamas terrorists and commanders” at Al-Tabaeen school.

However, the department said they had not provided evidence to qualify the harming of defenceless civilians in its dangerous escalation.

“South Africa is gravely concerned at the continuous targeting of schools, hospitals, medical infrastructure, and holy sites that are a source of shelter and protection for the civilian population who bear the brunt of the inhumane attacks in the Gaza Strip.”

The Minister said South Africa continues to maintain that there is no legal, ethical, or moral justification for the bombardment of non-combatants and destruction of civilian sites.

Lamola called on the international community to act decisively against this deliberate attempt to derail the ceasefire negotiations and the unprecedented humanitarian catastrophe due to the ongoing violations of international law.

“South Africa once again calls on the United Nations to deploy a rapid protection force to protect the civilian population from further bombardment.”

He also welcomed the ceasefire agreement between the government of the Democratic Republic of Congo (DRC) and Rwanda, which Angola facilitated.

In addition, he said South Africa was monitoring developments in Venezuela following the recent elections.
Lamola has welcomed that President Nicolás Maduro was declared the winner and reaffirmed South Africa’s support for the people of Venezuela to self-determination without the interference of external forces. – SAnews.gov.za

Emergency spillway under construction to avoid further Riverlands disaster

Emergency spillway under construction to avoid further Riverlands disaster

The Department of Water and Sanitation (DWS) has given the City of Cape Town permission to construct an emergency spillway on the fourth and remaining farm dam reported to be on the verge of collapse to lower the risk of its collapse.

This follows the failure of three farm dams, located in Riverlands, that breached, resulting in flooding that caused severe property and infrastructure damage to the affected area, leading to hundreds of people being provided with humanitarian assistance.

The department’s Head of Communication, Dr Mandla Mathebula, said the three failed dams did not have sufficient spillways and had filled beyond the safe level, resulting in overtopping due to high rainfall and associated run off, causing them to fail in series.

“The fourth dam, which is the highest dam in the valley, also has no spillway and it has been discovered that it has some structural damage. The dams are owned by the Western Cape Provincial Government and serve local farmers.

“To reduce the risk of potential failure, the DWS Dam Safey Office has granted permission for the construction of an emergency spillway on the fourth dam,” Mathebula said.

Mathebula said construction has started under the supervision of an approved professional person and will ensure that the dam is able to manage the anticipated floods due to the predicted rainfall, which will last until Tuesday.

“The existing outlet pipe of the dam will also be kept fully open to allow the dam levels to drop to safe capacity or even empty if required,” Mathebula said.

According to the preliminary report by the department’s engineers who are on site, the dams failed last week Wednesday at approximately 3am. The town of Riverlands, approximately two kilometres downstream, was partially flooded.

Due to the dams storing the bulk of the catchment runoff and not having any spillways to discharge any water in rainy seasons, the river dried up downstream.

Mathebula noted that most of the affected houses, including the railway line, subsistence farming smallholdings, schools, roads, and other structures, were constructed in the original river flood zones.

He said the department will conduct an investigation into the causes of the dam failures and depending on the results of the investigation, DWS may implement regulatory actions to ensure accountability.

“DWS is doing its best to assist the City of Cape Town during this difficult period to ensure that the situation is normalised. The DWS has dispatched its engineers from the Western Cape Regional Office to provide expert advice to stabilise and rehabilitate the situation.

“A local Joint Operations Committee has been established, represented by a variety of municipalities, disaster management teams, DWS, Gift for Givers, SPCA (Society for the Prevention of Cruelty to Animals), social and humanitarian organisations, amongst others,’” Mathebula said.

The department has assured the communities around the affected area that all hands are on deck to resolve the problem. It encouraged community members to cooperate during this period to ensure speedy work on site. – SAnews.gov.za

South Africans are living longer

Meanwhile, Cabinet has also welcomed the Mid-Year Population Estimates (MYPE) for 2024, which showed that South Africans are living longer.

The MYPE shows that life expectancy has increased to 66.5 years from 53.6 years in 2005 due to multiple government interventions, including the expanded rollout of antiretroviral therapy - which is one of the largest antiretroviral therapy programme in the world.

The estimates also show the provision of vaccinations and the decrease in the infant mortality rate from an estimated 57 infant deaths per 1000 live births in 2002 to 22.9 per 1000 live births in 2024.

“South Africa’s population now exceeded 63 million, growing 1.33 percent from July 2023 to July 2024. The updated population growth figures will assist government in its planning and resource allocation as we continue to better the life of all South Africans,” Ntshavheni said.

High-tech rail infrastructure

Cabinet has also commended the introduction of new high-tech trains on the Central Line in the City of Cape Town by the Passenger Rail Agency of South Africa (PRASA). PRASA is an agency of the Department of Transport.

The service has been extended from Nyanga to Mandalay station.

Ntshavheni highlighted that the trains utilise modern signalling system from Langa to Mutual Line, to enhance the safety and reliability of the rail service.

“The modern hi-tech features in these trains include automated doors, and CCTVs for each coach are for improved passenger safety,” the Minister said.

Cabinet has further commended the recovery of more rail lines part of government’s priority of providing safe, reliable and affordable public transport.

The RMB Where to Invest in Africa 2024 report highlights Africa’s top investment economies

Location: Business
Rand Merchant Bank

RMB (www.RMB.com) has released the highly anticipated 2024 edition of its Where to Invest in Africa report, a comprehensive analysis of the top investment destinations on the continent. The report, which has been developed in collaboration with the Gordon Institute of Business Science (GIBS), leverages a robust methodology that has been updated to reflect new data sources, taking into account a variety of factors that have been proven to determine a country's progress and therefore its investment potential.

“Africa is not a country, but a vast, diverse and complex continent with different cultures, economies and investment potential. Our report therefore is not a definitive guide, but rather it is designed to provide insight to uncover the underlying drivers of a country's performance that inform its ranking. This offers invaluable insights for investors, policymakers, and business leaders looking to navigate Africa's dynamic economic landscape,” says Isaah Mhlanga, Chief Economist at RMB.

Expanded data, extended granularity

Investment decisions need to be viewed through both an economic performance lens and an operating environment lens. As a result, the methodology used for this edition of the Where to Invest in Africa report builds and expands on previous editions, taking into account new data sets as well as changing geopolitical and macroeconomic climates.

The scorecard for the 2024 issue highlights 31 countries that collectively represent 92% of the continent's economic activity (measured by GDP), and more than one billion people (three quarters of the continent's population). It draws on publicly available data sets from global institutions, including the World Bank, the IMF, the African Development Bank, the United Nations, and the International Labour Organisation.

The model is constructed from 20 metrics across four measurement pillars: economic performance and potential; market accessibility and innovation; economic stability and investment climate; and social and human development. Each metric is weighted, which translates into a weight for each pillar, and based on these metrics a standardised scorecard is produced, with rankings that enable effective comparison across Africa's complex and heterogeneous environment.

Africa's top five investment destinations

Combining these elements results in a ranking across the 31 countries measured. The results of the report show that the two small island economies of Seychelles and Mauritius rank first and second as the most attractive investment destinations on the continent, while the significantly larger economies of Egypt, South Africa, and Morocco rank in third, fourth and fifth places respectively.

Seychelles leads the rankings thanks to high levels of personal freedom, human development, and a stable economic environment. Seychelles offers a unique and attractive investment climate. Despite scoring lower on economic size and potential, Mauritius is known for innovation, economic freedom, and high GDP per capita. It continues to be a top destination for investors seeking stability and growth opportunities in a well-regulated environment.

Egypt represents Africa's largest economy by GDP (2023), offering a substantial market with diverse opportunities in sectors like technology, manufacturing, and services. Its strategic location and economic complexity further enhance its attractiveness. Despite facing significant challenges, South Africa remains a crucial hub for investment in Africa. Its robust financial sector, diverse economy, and potential for infrastructure development make it a key player. Finally, Morocco's strong performance in connectedness, innovation, and economic stability positions it as a top investment destination. Its strategic proximity to European markets adds to its appeal.

Distilling diversity – investment archetypes explained

Africa is an incredibly diverse continent, and no two markets are the same, which means there is no such thing as a universal success story. However, when we zoom out and view nations through the lenses of size and the relevant investability score, it becomes apparent that they fall into distinct groupings with shared traits. The 2024 edition of Where to Invest in Africa suggests five potential investment archetypes based on shared characteristics revealed through the four measurement pillars.

‘Highflyers' represent the large, well-established economies that offer stability and a range of investment opportunities, such as Nigeria, South Africa, Egypt and Ethiopia. Those ‘Cleared for Take-off' are countries with high economic growth and innovation potential thanks to factors like a young population and abundant resources, including Senegal and Côte d'Ivoire. ‘People Potential' are markets with a young and growing demographic, creating a sizeable consumer base and a future workforce, such as Kenya, DRC and Uganda. ‘Global Connectors' are more advanced economies with a strong international presence, such as Morocco, Mauritius, Tunisia and Seychelles. ‘Low-Base Boomers' are smaller markets with high potential for explosive growth but a corresponding higher degree of risk, including Rwanda, Mozambique, and Benin.

Additional insights unpacked

The report also highlights a number of trends across the various markets, and the role of innovation and economic complexity in driving growth is a central theme. Countries such as South Africa, Kenya, and Ghana are noted for their strides in technological innovation and diversification of their economic bases, making them attractive destinations for investment.

The African Continental Free Trade Agreement (AfCFTA) holds significant potential for boosting intra-African trade, enhancing economic integration, and creating a more competitive continental market. Effective implementation of the AfCFTA is expected to drive economic growth and development across the continent. Africa's young and rapidly growing population also presents a unique opportunity for economic growth, with countries like Ethiopia, Tanzania, and Uganda poised to benefit from this demographic dividend, provided they can create sufficient employment opportunities and foster a conducive environment for economic participation.

In addition, there are a number of emerging markets with significant growth potential, including Nigeria, Ghana, and Kenya. Despite facing challenges such as political instability and infrastructural deficits, these countries offer substantial opportunities due to their large and youthful populations, improving business climates, and diversification efforts. Africa's vast natural resources, including minerals and arable land, are pivotal for sustainable economic growth. However, the report cautions against the "resource curse" and underscores the importance of good governance and strategic management. Angola, Mozambique, and the Democratic Republic of Congo are highlighted for their rich resources and potential for sustainable development.

One area that requires critical attention across the continent is the need for infrastructure investment. Improved transportation, energy, and digital infrastructure are essential for unlocking Africa's economic potential, and South Africa, Kenya, and Nigeria are identified as key markets where infrastructure development could yield significant returns.

Beyond the rankings – a deeper look at African investment

Looking beyond metrics and scorecards, Africa holds massive potential but equally faces numerous challenges. The continent is rich in natural resources, which can be a major driver of economic growth, but they also present challenges in the form of corruption and environmental degradation. Increased activity around trade agreements can open new markets for foreign investors and boost economic activity, but lack of adequate infrastructure is a major hurdle for many African economies. Investment in this space will improve connectivity and create new opportunities, while rapid and increasing urbanisation will prove attractive to investors in consumer goods, retail, and financial services. Finally, countries in Africa are embracing new technologies, leapfrogging traditional development stages and creating new investment opportunities in the tech sector.

“The richness of Africa's diversity makes fully analysing its nuance and contrast a challenging task, but an important one when it comes to understanding the varied markets that make up this vast regional economy. The 2024 RMB Where to Invest in Africa report aims to develop a balanced, robust and actionable view of the drivers, challenges and opportunities that characterise each of the 31 African markets included in the analysis,” Mhlanga concludes.

Minister acknowledges need for women to be equitably represented

Water and Sanitation Minister Pemmy Majodina has committed to ensure that women’s emancipation remains one of the department’s key focus areas, in line with government’s constitutional responsibility to protect, promote and advance the rights of women in all areas of the economy.

Briefing media on departmental plans and priorities for 2024/25 in Boksburg on Monday, Majodina said as the country celebrates 30 years of freedom and democracy this year, the month of August serves as an opportunity for the water sector to reflect on how women, in particular, are affected by a lack of access to clean water and safe sanitation.

“Women normally bear the brunt of the burden of fetching water from afar when they do not have access to clean running water. There is an ongoing need to ensure that women are equitably represented in the sector and have access to opportunities that are available in the sector,” Majodina said.

Community outreach programmes

Majodina said the department will be undertaking community outreach programmes to educate communities to understand that the provision of water services falls under the municipalities’ roles and responsibilities.

This follows numerous calls and messages received by the department, where the public, including local provincial leaders, share their challenges with water and sanitation service delivery at local level.

Among the challenges reported include lack of access to water, sewage pollution, and disruptions in water supply for various reasons.

According to the Minister, the callers do not seem to understand that the provision of water services is the responsibility of municipalities, not the national Department of Water and Sanitation.

“It will be a priority for us to correct this misunderstanding and to encourage communities and community leaders to hold their municipalities accountable for the delivery of water and sanitation services.

“When we receive calls related to the responsibilities of the national department or the water boards, we ensure that these issues are dealt with.

“The first point of call for residents to raise issues regarding municipal water and sanitation services must be their municipalities. However, when we receive calls related to water and sanitation services which are the responsibility of municipalities, we refer these to the relevant municipalities to resolve,” Majodina said.

Majodina reiterated that only the municipalities can resolve these issues, and “the national department cannot do maintenance or repairs to municipal infrastructure on behalf of a municipality”.

The call centre number where the department receives complaints and queries about all aspects of water and sanitation in the country is 0800 200 200.

Highlighting the department’s activities during its first 30 days, Majodina said the department has presented the Budget Vote Policy Statement for the 2024/2025 financial year to Parliament, followed by a series of appearances before various parliamentary committees.

“In addition, we have also met and had robust engagements with our seven water boards on their plans, the projects they are undertaking, and the challenges they face in their effort to provide potable bulk water services to their customers, who are municipalities and industries within their areas of service,” Majodina said.

Increase in water demand

While South Africa is one of the 30 most water-scarce countries in the world, Majodina said the consumption of water is 218 litres per capita per day, compared to the international average of 173 litres per capita per day.

“We have already captured 75% of the available surface water in dams, and the remaining opportunities for capturing surface water are expensive. At the same time, the demand for water in South Africa is increasing, as a result of population growth and economic growth.

“The average national access to at least an RDP level of water service has increased from approximately 60% in 1994 to approximately 90% currently. This is a major achievement,” Majodina said.

RDP or higher service levels are regarded as tapped (safe) water through a communal stand pipe within 200 metres from the dwelling, water in the yard or water in the dwelling. – SAnews.gov.za

Location: News

Nzimande to address the world’s largest astronomy meeting

Science, Technology and Innovation Minister, Professor Blade Nzimande, will give the opening address at the world’s largest astronomy meeting, the 32nd General Assembly of the International Astronomy Union (IAU).

The two week-long meeting will kick off on Tuesday, 6 August, in Cape Town, South Africa.

Hosted for the first time in Africa, the in-person and virtual global gathering of astronomers and other experts in the field will also provide open access for anyone to attend from anywhere in the world.

According to the Department of Science and Innovation (DSI), world-renowned astronomers Dr Mae Jemison and Dr Sian Proctor will address the assembly.

Jemison became the first female African American commercial astronaut and mission pilot to travel into space when she went into orbit aboard the National Administration and Space Administration’s (NASA) Space Shuttle Endeavour on 12 September 1992.

Proctor is an astronaut and was the first female pilot of a commercial spaceship.

The department said the two renowned experts will speak to over 2 000 astronomers from around the world at this event, which takes place at the Cape Town International Convention Centre.

“The assembly is an opportunity for astronomers to address key topics in contemporary astronomy and assess the latest scientific progress in various specialised areas,” the statement read.

This year’s General Assembly represents a significant milestone, highlighting Africa’s growing role in the global astronomical community and its potential for major contributions to astronomical research and development.

Meanwhile, the Minister’s address will underscore the commitment to advance Africa’s astronomy and science on the global stage as well as highlight South Africa’s massive investments in skills and infrastructure development.

His speech will also touch on the geographical advantages of clear southern skies in the Karoo, its engineering and scientific base, and its growing international ranking and partnerships.

“One highlight will be the opportunity for attendees to speak to the astronauts on board the International Space Station live from the conference venue via ham radio, in partnership with Amateur Radio on the International Space Station.”

Other guests include the former director of the Square Kilometre Array (SKA), Dr Bernie Fanaroff, who will deliver a talk on ‘Innovating at the periphery: the development of SKA and MeerKAT’.

The IAU General Assembly is held every three years and is led by the African Astronomical Society.

Each event advances the astronomical sciences through international collaboration and celebrates Africa's rich astronomical heritage and commitment to advancing the field.

The hybrid event is being hosted by the National Research Foundation, supported by the DSI.

The academic programme will include over 2 000 presentations scheduled across more than 300 sessions.

The General Assembly will include six symposia and 12 multi-session focus meetings. There will also be poster sessions and prize lectures given by recipients of prestigious awards in astronomy.

According to the department, this meeting will have a societal impact that goes beyond national barriers in a continent-wide celebration of astrology.

Exhibitors will include the South Africa Radio Astronomy Observatory (SARAO), the South African Astronomical Observatory, NASA, the European Space Agency and the National Astronomical Observatory of Japan, the US National Radio Astronomy Observatory, and several South African agencies. – SAnews.gov.za

DPWI to institute a commission of inquiry into Telkom headquarters building

DPWI to institute a commission of inquiry into Telkom headquarters building

Public Works and Infrastructure Minister Dean Macpherson says he will commission an independent report into the purchase of the former Telkom headquarters building in 2016 for R695 million and its subsequent renovation for R250 million.

The commission is meant to provide the Minister with recommendations within 60 days following its appointment and the necessary steps to address and remedy the situation.

Joined by the City of Tshwane Mayor, Cilliers Brink, on an oversight visit to the building on Thursday morning, Macpherson said it is unacceptable that for the past eight years, the building complex has barely been utilised and has been left vacant.

“It is disheartening that so much public funding has been spent to purchase and renovate the building, [and it has been] vandalised and occupied by criminal elements, thereby creating an additional burden for the City of Tshwane,” Macpherson said.

“We simply cannot spend more than eight years trying to establish how to secure public property while it deteriorates into lawlessness,” he said.

The Minister said the terms of reference for the independent investigation will be to provide him with answers to the following questions:

  • What led to the Department of Public Works and Infrastructure buying the Telkom Tower complex and whether the purchase was necessary?

  •  What was the process which was followed for contracts to be appointed and whether the contractors were fit for purpose?

  • Whether the purchase of the complex by the Department of Public Works was the best option for the South African Police Service?

  • Whether any officials should be held accountable for the position the department finds itself in, in relation to the purchase and renovation of the building?

  • Are there any grounds to reclaim any monies paid to contractors where work was not done, or not done according to building standards or health and safety standards?

  • What will be the best way forward considering the current state of the building?

  • What steps can be taken to avoid the situation from occurring again?

“As the Department of Public Works and Infrastructure, we need to start moving faster to ensure that public investments are secured and utilised to avoid the wastage of any public monies in a fiscally constrained environment.

“We simply cannot be spending millions to repair and address vandalism, and poor planning and spending by the department,” the Minister said.

“We will have to start working closer with role players such as the City of Tshwane to ensure our buildings are used for the public good and do not fall into disrepair and cause a burden for the municipality. By working together, we can reclaim these buildings, unleash infrastructure investment and turn the country into a construction site. Let’s Build South Africa,” the Minister said. – SAnews.gov.za

Work opportunities and training for unemployed people, says North West Premier

Location: News

Work opportunities and training for unemployed people, says North West Premier

Youth empowerment will be one of the apex priorities of the seventh administration, says North West Premier Lazarus Mokgosi.

He announced on Friday that the provincial government was working towards implementing the Labour Activation Plan that will result in 27 000 work opportunities and training to unemployed people with the focus being the youth.

“Through the National Youth Service Fund, we will implement training and skills development opportunities that will benefit over 1 200 young people at the Departments of Public Works and Roads, Social Development, Human Settlement as well as Arts, Culture Sports, and Recreation,” he told the media.

Mokgosi was speaking during the Provincial Annual Media Day launch in Mahikeng.

Currently, he said, the administration is investigating a new model for the Expanded Public Works Programme (EPWP) to ensure that this programme assists young people with various skills.

The Victor Thebe Sifora Provincial Bursary Scheme will also be resuscitated and that the grant will fund no less than 100 students for the 2025 academic year.

Service delivery

The Premier acknowledged that the province was confronted with many challenges and said they would work hard to “speedily” resolve them.

Mokgosi highlighted the Accelerated Service Delivery Programme - Thuntsha Lerole - which he believes has proven to be an important instrument in expediting the provision of services in municipalities.

“We are ramping up the programme with the implementation of phase four whose focus will be on accountability to allow members of the public to give feedback and report cases of bad or lack of service delivery.

“As mentioned during the address last week, the Executive Council will not hesitate to intervene in any municipality if the situation requires such intervention. There are promising signs of improvements in several interventions already being implemented across municipalities,” he explained.

The province was also working around the clock to create economic opportunities for its citizens as they attend to service delivery concerns.

Through the Special Economic Zone (SEZ), they have so far garnered investment commitments to the tune of R164 billion that will create over 5 000 jobs.

He said they will be rolling out three mega infrastructure projects in water, sanitation, and road infrastructure in the City of Matlosana, J.B Marks and Maquassi Hills local municipalities.

These projects will cost R19 billion and are expected to create over 60 000 work opportunities targeted at the youth and women.

In addition, through the Growth and Developmental Strategy (GDS), Mokgosi said they will initiate the North West Development Fund (NWDF) in partnership with the private sector.

“The setting up of the fund will be arranged in a way that will ensure good governance principles are adhered to whilst ensuring that there are as few impediments as possible to ensure seamless delivery of programmes and projects.”

He announced that the fund will help resuscitate the province’s ailing tourism sector particularly, provincial parks as well as the refurbishment of the George Dick Montshioa and Pilanesberg Airports.

Media Day

The Premier announced that a Media Day will be held annually after the Premier’s State of the Province Address (SOPA) to communicate developmental initiatives of the administration as well as interventions on various socio-economic challenges such as unemployment, poverty and income inequalities afflicting our communities.

His Office will also hold quarterly media sessions to report progress registered in attending to several challenges, remedial action plans and achievements.

“The media plays an important role in keeping our communities abreast of key government programmes that are primarily aimed at changing the lives of our people for the better.

“We affirm and fully support the independence of the media to hold government accountable as enshrined in our Constitution.” – SAnews.gov.za

SA condemns assassination of Hamas leader Ismail Haniyeh

The Department of International Relations and Cooperation (DIRCO) has condemned the “targeted” assassination of Ismail Haniyeh, the political leader of Hamas, who was killed by an airstrike in Tehran in the early hours of Wednesday.

According to reports, Haniyeh was killed while attending the inauguration of Iranian President Masoud Pezeshkian in Iran’s capital, Tehran.

One of Haniyeh’s bodyguards was also killed, according to reports.

“The government expresses its heartfelt condolences to the Haniyeh family as well as to the leadership and people of Palestine,” the department said in a statement.

“South Africa is concerned that the assassination of Haniyeh and the continuous targeting of civilians in Gaza will further spiral the already tense situation in the entire region.”

South Africa has since called for a “thorough” investigation to be conducted and called on all parties to exercise the utmost restraint to avoid any acts that would escalate tensions in the particularly fragile region.

International Relations and Cooperation Minister, Ronald Lamola, stressed that such acts of extrajudicial killings violate international law and the principles of human rights, undermining global efforts to promote peace and stability in the Middle East.

“No country is above the law and all nations must respect international law, particularly the principles outlined in the United Nations Charter and the Universal Declaration of Human Rights.

“Any form of extrajudicial killing is a blatant violation of these principles and extra-judicial killings of this nature have a destabilising effect. It is crucial that the perpetrators of such actions must be brought to justice,” Lamola added.

The department said the assassination of Haniyeh occurred in the context of the nine-month onslaught in Gaza where the ongoing bombardment by Israel has resulted in thousands of civilian casualties, almost half of which are children, and created an “unspeakable man-made humanitarian catastrophe”.

“Haniyeh was an integral member of the negotiating team, working with other countries to secure a comprehensive and permanent ceasefire and bring the war to Gaza to an end.”

South Africa reiterated its view that the international community must act immediately to end the genocide in Gaza, impunity, end the aggression meted out against Palestinians and the illegal occupation by Israel.

“It is our collective human duty to call for a comprehensive and permanent ceasefire. Nothing can justify the deliberate killings and injuring of civilians as an entire population endures destruction at a scale and speed without parallel in recent history.

“Continuing Israeli occupation, destruction of infrastructure, collective punishment, and extrajudicial assassinations would make the realisation of a peaceful solution in the Middle East much more difficult to achieve,” the statement read. – SAnews.gov.za

PRASA introduces new modern trains in Cape Town

The Passenger Rail Agency of South Africa (PRASA) has announced the introduction of the new blue and white modern Electric Multiple Units (EMUs) on the Central Line, along with the extension of the service from Nyanga to Mandalay station in the Western Cape.

This marks a significant milestone as this is the first time PRASA deploys the “People’s Train” on this corridor, following the completion of essential electrical and perway infrastructure between Nyanga and Nolungile.

Communities along the Central Line, now join many who have enjoyed the service using the new high-tech modern trains in other corridors. These state-of-the-art trains are equipped with advanced features such as automated doors, CCTV cameras, and air-conditioning, ensuring a comfortable and secure trip for all passengers.

“In addition to the new trains, the completion of signalling from Langa to Mutual Line marks a significant milestone in our efforts to enhance the safety and reliability of our services. Work to re-signal the rest of the Central corridor continues. This modern signaling system will not only improve the frequency and punctuality of our trains but will also reduce delays and congestion,” PRASA said on Thursday.

READ | PRASA makes steady progress in returning passenger trains

The rollout of the new trains and the advanced signalling system shows the agency’s commitment to revitalising and modernising commuter rail services.

“This important development in the region ensures we offer a safe, efficient, and dignified service to the 40% of Cape Town's commuters who rely on this key route. Extending the service on the Central Line to Mandalay station is expected to bring positive socio-economic benefits to the communities of Langa, Nyanga, Khayelitsha, Mitchells Plain, and other areas along the line.

“This notable development builds on PRASA’s recent achievements, including the reopening of 31 out of 40 commuter rail corridors and the refurbishment of 263 out of 463 stations,” PRASA said. -SAnews.gov.za
