Operation Shanela continues to disrupt criminal activities

Through the South African Police Service’s (SAPS) Operation Shanela, at least 124 suspects and 137 daily wanted suspects were arrested for committing various crimes over the past weekend.

Operation Shanela's disruptive actions were executed in hotspot areas across the Northern Cape province which included vehicle checkpoints, stop and searches, blue light and foot patrols, compliance inspections and tracing of wanted suspects by detectives across the province.

The outstanding success includes the arrest of two males, age 28 and 36, for possession of stolen property valued at R43 000 after the Kimberley Crime Prevention Unit received information of a tuckshop selling branded goods in bulk belonging to a local supermarket.

The police in Delportshoop recovered and confiscated a stolen vehicle and arrested a 62-year-old male for theft of a motor vehicle after the police were alerted by a tracking company about a stolen vehicle that was stationary around Ulco mine.

Another two male suspects, aged 37 and 40, were arrested and charged under the Northern Cape Nature Conservation Act 9/2009 sec 50 & 51 for alleged illegal possession of endangered plants on the R382 road between Steinkopf and Port Nolloth.

A white Isuzu Double Cab bakkie was stopped and searched and police confiscated ten 50kg bags containing 4485 Conophytum Bilobum plants.

Police also confiscated the Isuzu bakkie as it was allegedly utilized in the commission of a crime.

During the operation, the following items, such as alcoholic beverages, dangerous weapons, drugs including crystal meth, dagga mandrax and tik were confiscated.

A total of 56 compliance inspections at second-hand dealers, liquor outlets and premises, formal and informal businesses, farms and mines were executed.

Numerous roadblocks were conducted across the province during which 25 vehicle checkpoints and eight roadblocks were conducted which resulted in 1631 vehicles stopped and searched and 4637 persons searched.

Police across the province also conducted routine visits at ATM's, business premises, National Key Points, Post Offices and tuckshops.

The Provincial Commissioner of the Northern Cape, Lieutenant General Koliswa Otola, congratulated all SAPS personnel and other law enforcement agencies for ensuring that those who violated the laws are confronted and dealt with decisively.

She also appreciated community structures for their role and assistance in the fight against crime. – SAnews.gov.za

Use force proportional to threat, Cele tells police officers

Police Minister, General Bheki Cele, has called on police officers across the country to be the first to act when they have to use "force proportional to the threat”.

Cele made the call when he was addressing hundreds of mourners and police officers at the funeral of Sergeant Kediemetse Masilo in Schweizer Reneke, North West, on Sunday.

Sergeant Masilo and Constable Okaetse Mandindi, who were both attached to the Kimberley Flying Squad, were fatally shot earlier last week while tracing a stolen vehicle in Kimberley. 

Masilo allegedly died at the hands of her perpetrator, a 38-year-old Daniel Alberts, who according to records is a repeat offender. 

Alberts has already appeared before the Kimberley Magistrate’s Court on two counts of murder, three of robbery with aggravating circumstances, one of motor vehicle theft and one of theft.

During the funeral, speaker after speaker decried the killing of police officers, on and off duty.

Thirty-one police officers have died on and off duty in the last three months.

Cele supported by the South African Police Service (SAPS) management, and representatives of the Police and Prisons Civil Rights Union (POPCRU) have all urged police officers not to hesitate to act.

“Be vigilant and operationally ready to act in any circumstances. If force is required, it must at all times be necessary, reasonable and proportional. 

“I plead with you don’t die with the resources and tools that we have given you,” Cele said.

Constable Mandindi will be laid to rest on Saturday, 02 September 2023, in Pampierstad, Northern Cape.

The commemoration of 34 police officers will also be held on Sunday, 03 September 2023, at the Union Buildings where the SAPS will pay tribute to its fallen heroes and heroines who died in the line of duty in the 2022/2023 financial year. – SAnews.gov.za

SA participates in World Water Week

South Africa is set to participate in the World Water Week Conference in Stockholm, Sweden, which gets underway on Sunday.

Water and Sanitation Deputy Minister, Judith Tshabalala, will lead a South African delegation to the conference, which wraps up next week Thursday.

World Water Week 2023, hosted by the Stockholm International Water Institute (SIWI), is focused on innovation, particularly at a time of unprecedented challenges facing water security around the world.

The annual conference is the global leader on water issues and attracts diverse participants and global professionals in the water sector.

The year’s theme for the conference is, ‘Seeds of Change: Innovative Solutions for a Water-Wise World’, which invites global leaders to rethink how to manage water and come up with ideas, innovations and governance systems required in a more unstable and water scarce world.

Tshabalala will participate in several panel discussions with her counterparts from across the globe, and among her engagements will be Africa Focus Day, a high-level ministerial panel session aimed at addressing pressing water challenges faced by the African continent.

Africa Focus Day also serves as a platform for knowledge exchange and collaboration and to bring together water leaders, policymakers, civil society and academia across Africa and beyond.

“We, as the Department of Water and Sanitation, will use this opportunity to participate in various sessions to demonstrate to the world how South Africa is managing the imbalances of the energy and water usage by both households and businesses.

“We will also demonstrate how the department is working to achieve its vision of being a recognised world leader in water management, of course through positive inputs by SA’s Water Boards, research and academic institutions, business and other partners within SA’s water sector participation,” Tshabalala said.

Tshabalala will also be accompanied by two learners, Kelebogile Abrahams and Mahlohonolo Mosia from Emang-Mmogo Comprehensive School in Kimberley, Northern Cape.

The learners will represent South Africa in the Stockholm Junior Water Prize Competition for outstanding young learners participating in science-based projects aimed at improving water management in communities.

The two South African learners won the National South African Youth Water Prize Competition, held by the Department of Water and Sanitation (DWS) in May this year.

The aim of the programme is to encourage learners to protect water resources, use water efficiently, and furthermore, motivate them to pursue careers in the water sector. – SAnews.gov.za

Deputy President to chair Human Resource Development Council meeting

Deputy President Paul Mashatile is expected to chair the Human Resource Development Council (HRDC) meeting at the Sol Plaatje University in Kimberley, in the Northern Cape.

The meeting is scheduled for Friday, 18 August.

The HRDC is a national multi-stakeholder advisory body, which includes representatives from government, labour, the private sector and civil society, led by the Deputy President.

“Its deliberations are carried over for implementation, through various measures and programmes aimed at achieving the strategic goals of the Human Resource Development Strategy Towards 2030,” the Presidency said in a statement on Wednesday.

In line with the council’s decision of strengthening the link and alignment between provincial councils and the HRDC at the national level, Deputy President Mashatile recently led the council to KwaZulu-Natal in May 2023.

The aim was to assess progress achieved by the province in implementing programmes and initiatives towards the attainment of the Human Resource Development Strategy Towards 2030.

As part of the resolutions of the fourth HRDC Summit, representatives of relevant social partners signed two social compacts.

These include ‘Building foundations for a transformed economy and society’ and ‘Building skills for a transformed economy and society’, while the third one will be signed on Friday in Kimberley.

Through this HRDC outreach led by the Deputy President, all the relevant partners have rallied behind the vision to invest in education and training, science and technology, geared to address the challenges of critical skills shortages and unemployment.

The meeting is expected to receive a presentation from the Northern Cape HRDC, which was recently relaunched and chaired by Premier Zamani Saul.

The presentation will provide an update on provincial efforts towards building the requisite skills required for economic development.

Cabinet Ministers, the Premier of the Northern Cape and senior government officials, will accompany Deputy President Mashatile. – SAnews.gov.za

Opportunities for women in housing

Promoting value chain opportunities for socio-economic empowerment of women in the housing sector will come under the spotlight at the Human Settlements Women Indaba and Exhibition in Kimberley, Northern Cape.

Human Settlements Minister, Mmamoloko Kubayi and Deputy Minister Pam Tshwete will this weekend host the Indaba and Exhibition to showcase and unlock socio-economic opportunities for women in the housing sector.

The two-day Indaba to be held from 19-20 August 2023 at Lucrecia Primary School in Roodepan, will focus on promoting value chain opportunities for socio-economic empowerment of women, including access to market, finance and leveraging on innovative building technologies.

While women have been at the centre of housing delivery over the years, the department said, their full participation in the sector is still lacking.

The department said the gathering happens at a significant time as the nation commemorates Women’s Month and provides a platform for government to cast the spotlight on the transformation agenda for women in the sector through policy. 

“The policy includes, among others, enforcing the allocation of 40% of government procurement spent to women-owned businesses, implementing skills development programmes for women and women-owned business, and supporting women to set up their businesses and gain experience through incubator and mentorship programmes,” the department said.

The Indaba will be held under the theme: “Accelerating Socio-Economic Opportunities for Women Empowerment”.

The department said the outcomes of the Indaba are expected to be integrated into the new Medium Term Strategic Framework (MTSF) starting in 2024 and ultimately, the National Development Plan (NDP). – SAnews.gov.za
