Hawks committed to fighting serious crime

The National Head of the Directorate for Priority Crime Investigation (DPCI), Lieutenant General Godfrey Lebeya, has assured South Africans that the Hawks, as the directorate is known, are committed to the mandate of "investigating, preventing and combating national priority offences".

Lebeya was speaking during a media briefing to outline progress and take stock of milestones achieved during the first quarter of financial year 2024/2025.

“...We note that the fight against national priority offences remains an ongoing challenge that requires sustained commitment and collaboration.

“The DPCI recapitulates its commitment to work diligently to address the evolving threat and bring those who engage in criminality to justice. The DPCI shall at all times continue to enforce the law of the Republic without fear, favour or prejudice.

“At the end of the last financial year, the DPCI was carrying 18 461 cases involving 752 712 charges with the value of R1 026 817 012 597.38. Of these cases, 5 616 involving 11 972 accused [natural persons] were serving before the various courts in the country, while 1 788 were receiving attention by the National Prosecuting Authority [NPA] in order to decide on prosecution or otherwise,” he said.

Lebeya noted that the DPCI has made “significant inroads in apprehending individuals… thus ensuring accountability and justice for the victims”.

The arrested suspects are alleged to have been involved in crimes including serious corruption; fraud; money laundering; police killings; cash-in-transit robberies; illegal mining; damage to essential infrastructure and crimes against the State.

“A total number of 673 suspects, representing 637 natural persons and 36 juristic persons, were secured before the various courts in the country. Of these natural persons, 489, which is 77%, are South Africans while 148, which is 23%, are foreign nationals.

“Of the 673 suspects, the Serious Organised Crime Investigation secured 370, the Serious Commercial Crime Investigation secured 234, while the Serious Corruption Investigation secured 69 suspects.

“Most of the arrests were effected in Gauteng province with 167; KwaZulu-Natal province with 114; North West province with 92; Mpumalanga province with 57 and Eastern Cape province with 56 suspects,” Lebeya said.

The DPCI head added that not only were arrests made, convictions were secured against some 506 accused.

“Of these convictions, 262 accused persons, inclusive of 12 juristic persons, were sentenced, while the balance of 244 convicts, inclusive of 15 juristic persons, are to be sentenced on dates after the quarter under review. Of the 262 sentenced natural persons, 173 are South Africans while 77 are foreign nationals.

“To ensure that crime does not pay, 77 court orders were granted in relation to the assets associated with crime. These make the total recorded successes on arrests, convictions and attachment of assets to 1256,” he said. – SAnews.gov.za

Minister calls for urgent meeting to tackle construction mafia challenge

Location: News

Minister calls for urgent meeting to tackle construction mafia challenge

Public Works and Infrastructure Minister, Dean Macpherson, and KwaZulu-Natal Public Works and Infrastructure MEC Martin Meyer, have announced plans for an urgent meeting to develop a decisive response to the construction mafia challenge across the country.

In a statement, Minister Macpherson said they have jointly agreed that an urgent meeting with all the respective MECs in all provinces and the Ministers in the Law Enforcement cluster should be held in KwaZulu-Natal.
The decision follows a meeting between Macpherson and Meyer, during which Meyer presented a report detailing the resurgence of construction mafia activities in KwaZulu-Natal.

“Shortly after I was appointed as Minister of Public Works and Infrastructure, I vowed to deal decisively with the construction mafia and to restore the rule of law at construction sites across the country.

“During a recent oversight visit to the uMkhomazi water project, I learnt how an altercation with the construction mafia led to the death of three people and the assault of another. This is simply unacceptable. We will never be able to attract additional infrastructure investment, and turn the country into a construction site, while this lawlessness continues,” Macpherson said.

The Minister stated that this is why it is imperative to host the meeting with Public Works MECs across the country and the Ministers in the Law Enforcement cluster to develop a comprehensive plan to turn the tide against the construction mafia “to not only attract additional infrastructure investment but protect the lives of our people.”

Beyond addressing the construction mafia, the Minister and MEC Meyer discussed the potential reform of the Expanded Public Works Programme (EPWP) to ensure it benefits recipients and contributes to job creation.

They also explored how national and provincial governments can collaborate to expand infrastructure development in KwaZulu-Natal.

“KwaZulu-Natal is a province of such immense potential, and I therefore look forward to working closely with the MEC to unlock economic growth and job creation in the province,” he said.

The Minister added that he will be meeting with MECs in other provinces and mayors in the week ahead to see how they can work together to improve the lives of our people.

“It is only through working together towards a common vision that we can unlock South Africa’s potential. Let’s Build South Africa,” the Minister said. – SAnews.gov.za

SA’s Mpox disease under control, Cabinet

Location: News

SA’s Mpox disease under control, Cabinet

Cabinet has moved to reassure South Africans that the Mpox outbreak is under control.

The disease has now been declared a Public Health Emergency of International Concern (PHEIC) by the World Health Organisation (WHO) and a Public Health Emergency of Continental Security (PHECS) by the Africa Centres for Disease Control and Prevention (Africa CDC).

Addressing the media during a post-Cabinet media briefing in Pretoria on Thursday, Minister in The Presidency, Khumbudzo Ntshavheni reported that to date, the total number of positive cases recorded in South Africa stands at 24.

The cases include three deaths, 19 recoveries and two active cases undergoing home isolation.

“Of these, 12 cases were reported in Gauteng, 11 in KwaZulu-Natal and one in the Western Cape,” Ntshavheni said.

Cabinet has called on members of the public to play their part by supporting the government’s efforts to prevent the spread of Mpox by remaining vigilant and exercising non-pharmaceutical interventions such as heightened personal hygiene to prevent further transmission.

“Cabinet supports the call by President Cyril Ramaphosa in his capacity as the African Union (AU) Champion on Pandemic Prevention, Preparedness, and Response for all partners to collaborate closely with the Africa CDC to ensure that there is appropriate support from the international community, guaranteeing equitable access to medical countermeasures, including diagnostics, therapeutics and vaccines,” the Minister said.

Tackling foot-and-mouth disease

Cabinet has also noted major progress made in tackling foot and mouth disease (FMD) in the Kouga and Kou-Kamma Local Municipalities in the Eastern Cape, with the last clinical case reported in mid-July.

Ntshavheni said animal movements in and out of the affected regions continues to be monitored to prevent the spread of the disease to unaffected areas, in terms of the Disease Management Area, and the transportation of livestock from one place to another [which] requires a transport permit from a local state veterinary office, to prevent the spread of the disease.

“The 30 cattle farms that have tested positive for the disease have been placed under quarantine, and vaccination efforts continue to control the spread of infection and reduce the severity of clinical symptoms.

“Additionally, pre-emptive vaccination has been carried out on a further 37 farms identified as high risk due to their proximity to infected areas. In total, over 92 000 cattle and nearly 600 sheep across 67 farms have been vaccinated,” Ntshavheni said. – SAnews.gov.za

DPSA Minister calls for “mission oriented” approach to public service innovation

Location: News

DPSA Minister calls for "mission oriented" approach to public service innovation

Public Service and Administration Minister, Inkosi Mzamo Buthelezi, has called for the adoption of a mission oriented perspective that embraces complex challenges with diverse solutions.

“The key term in this theme is 'mission', which therefore means that our efforts must transition from the outdated, siloed approaches that address singular problems with singular solutions.

"We must strive for a mission oriented perspective. This mission orientated approach must embrace complex challenges with a range of solutions,” Buthelezi said.

The Minister was delivering the keynote address at the 18th CPSI Public Sector Innovation Conference being held in Durban, KwaZulu-Natal, on Wednesday.

The two-day conference, hosted by the Centre for Public Service Innovation (CPSI), is being held under the theme: “Accelerating Transformation through Mission Oriented Innovation”. It is being attended by at least 350 delegates, 60 System Developers and more than 15 speakers.

The conference serves as a critical platform that will effectively advance the creation of a government-wide enabling environment required for innovation to thrive.

The objective of the conference includes exposing government officials and strategic partners, such as the youth, civil society and academia, to robust engagements and discussions around international trends and topical issues on public sector innovation and its unparalleled potential.

The conference is also aimed at presenting an ideal opportunity to assess the role and impact of mission oriented innovation as a tool for enabling the public sector to meet its targets of, amongst others, tackling poverty, unemployment and inequality in order to achieve Vision 2030 and the United Nations Sustainable Development Goals (SDGs).

It further aims to explore key elements for successful implementation and sustenance of missions to enhance service delivery, facilitate the sharing of innovative perspectives and practices that respond to government priorities for replication and mainstreaming, and demonstrate how high impact, award winning projects have positively impacted on service delivery.

Buthelezi told the conference that the term "mission" will guide their path as they address issues within the public service.

He said this approach resonates deeply with him, his office and the entire public service because every government department has its mission, which is guided by the UN SDGs, the African Unions’ Agenda 2063, the National Development Plan (NDP) and government's priorities, as outlined in the Medium-Term Development Plan (MTDP 2024-2029).

With a clear mission, a set vision, and aligned goals, the Minister emphasised that government is committed to driving inclusive growth, job creation, poverty reduction, and addressing the high cost of living.

“Most importantly, we aim to build a capable, ethical and developmental State.

“This conference arrives at a crucial time. As we implement the 7th Administration’s Medium-Term Development Plan, aligning our work with a mission oriented approach will help us confront public service challenges effectively. While our term is limited to five years, we must strive to achieve ambitious goals swiftly.

“Time is of the essence, and our mission timeline should deliver results within the first two years. Though this is a significant challenge, I am confident that with the expertise [we have], we can accomplish remarkable results quickly,” he said.

Room for innovation

The Minister told the conference that the importance of innovation in improving service delivery cannot be overstated.

“With the CPSI at the core of government innovation, we can make a substantial impact in addressing service delivery backlogs and delays that undermine public trust in government,” he said.

He further emphasised the importance of collaboration, stating that isolated work within government departments must come to an end.

“The days of isolated work within government departments must end. We cannot have some departments advancing while others lag behind. It is unacceptable that service quality varies based on location.

“Our mission is to align Cabinet with our department’s mission, driven by the CPSI, to accelerate transformation through innovation in the public sector. Innovation must start at home, beginning with the Department of Public Service and Administration. We should use our department as a testing ground for new ideas before broader implementation,” he said.

Buthelezi called for the acceleration of all innovations and a close monitoring of their implementation.

He said the goal is to lead in public sector innovation by adopting a more integrated approach to addressing complex challenges. This, he said, will ensure that South Africans have a government that delivers effective service and a public sector dedicated to providing high quality services.

Buthelezi highlighted that historical innovations like the CAT scan (that now saves millions around the world), the Dolosse (which holds back ocean swells at harbours), the Kreepy Krauly (a system which cleans millions of pools around the world), and the first heart transplant in Cape Town are a reminder of the impact of creative solutions born from dedication to solving problems.

“By emulating these pioneers, we can achieve great things through collaborative problem solving. Dr Christiaan Barnard’s success with the first heart transplant was a result of teamwork and collaboration. Similarly, our mission to enhance service delivery through innovation cannot succeed in isolation.

“Collaboration with the private sector and civil society is crucial for sustainable solutions to poverty, inequality and unemployment. Although no single solution will address all issues, many innovations from public servants may offer answers to our challenges,” the Minister said.

Buthelezi declared the conference a success, calling for joint effort to ensure that government serves all people effectively. – SAnews.gov.za

KZN twin sisters gearing up to fly SA flag high in Sweden

KZN twin sisters gearing up to fly SA flag high in Sweden

Fifteen-year-old twins from KwaDabeka, outside Pinetown in KwaZulu-Natal, are gearing up to fly the South African flag high in the upcoming Stockholm Junior Water Prize competition, set to take place in Stockholm, Sweden, on Sunday.

The sisters, Sandisiwe and Sanelisiwe Nhlozi, won the South African Youth Water Prize (SAYWP) competition in June this year.

The competition is spearheaded by the Department of Water and Sanitation and challenges secondary and high school learners to identity a water problem in their community and come up with innovative and technology-based solutions to address the challenge.

The duo, who are currently in Grade 10 at Buhlebemfundo Secondary School, will present their aptly named “Drop-Drop” water education and awareness app that is aimed at enhancing education around the importance of prudent water use in communities.

The enthusiastic twin sisters have not only set their eyes on winning during the Stockholm Junior Water Prize competition, but plan to further refine their project and see it through its implementation in South Africa.

“Of course, we want to win, but if it happens that we do not win, we hope to see “Drop-Drop” being developed further and implemented in communities where it is needed the most,” the pair said.

The Nhlozi sisters have high hopes for their lives and expressed that through the comprehensive bursaries awarded by the Department of Water and Sanitation after winning the SAYWP competition.

The learners plan to pursue their studies in Civil Engineering after completing their matric, with the hope of working in the water sector and contributing solutions to address water challenges in the country.

“When we won the SAYWP competition, we were so overwhelmed with joy and gratitude. Although we did not think that we would win, because of the tough competition with our counterparts from other provinces, it was through teamwork and dedication that we were crowned winners,” Sandisiwe said.

The twin sisters and best friends expressed their excitement about travelling together for the first time outside of the country for the opportunity to represent South Africa on a global stage.

“Being provided with this opportunity to represent South Africa is an incredible honour and privilege. We feel proud, excited, and nervous, but we find comfort in each other and in knowing that learners at our school and even those we competed with are supporting us,” Sanelisiwe said.

The department has wished the duo well and said it is committed to working together with the Department of Basic Education to help raise awareness about water education, and to attract and get young minds to develop an interest in the sector.

Stockholm Junior Water Prize is a competition for learners aged between 15 to 20 years who have developed research projects that can help solve major water challenges.

The competition attracts tens of thousands of entries from approximately 35 countries. – SAnews.gov.za

‘Worm mom’ makes waves in farming

‘Worm mom’ makes waves in farming

If you think of worms, you might imagine slimy tiny creatures but for Snenhlanhla Maduna who has been dubbed ‘worm mom’, her face lights up at the sight of these creepy-crawlies.

“They are harmless, the tickling sensation they create when hand-held made me overcome my initial aversion,” Maduna said.

The 21-year-old from Hilton, Pietermaritzburg in KwaZulu-Natal, is the co-founder of SñP Organic Products, which specialises in vermicomposting, this is a process whereby earthworms convert natural waste into compost.

“We transform organic waste into nutrient-rich worm compost, which enhances soil health and fosters plant growth.”

The idea for SñP Organic Products stemmed from a deep-rooted passion for gardening and sustainable living.

“After the COVID-19 lockdown and the July unrest, we realised the impact of growing our own food. My father, Phumani Zondi and I decided to co-found SñP Organic Products."

After extensive research and training,  the father and daughter duo started experimenting with different organic waste materials to turn waste into valuable compost from their backyard,

This is how SñP Organic Products was born.

The entrepreneurs target local gardeners and environmentally conscious consumers who value organic products.

“We currently sell our compost to gardening enthusiasts who appreciate the benefits of nutrient-rich, chemical-free compost.

“We [also] provide worm bait for people who enjoy fishing. Dreaming big, we see ourselves eventually selling to farmers, golf courses and places that use compost to maintain their fields,” Maduna said.

SñP Organic comfrey balm

Apart from producing compost, SñP Organic Products has a comfrey balm product that offers natural therapeutic benefits. The product is made from comfrey plants grown from their home.

Comfrey is renowned for its healing properties, particularly in treating sore muscles, backaches, painful joints, and inflammation.
"Our plantain balm is known for its anti-inflammatory and antibacterial properties, making it ideal for treating acne, rash, eczema, and irritated skin."

SñP Organic Products currently employs one dedicated worker, who visits twice a week to assist with the operations.

“As we grow, we aim to expand our workforce, particularly targeting young, ambitious individuals aged 18 to 50 who are eager to learn and start their own ventures. Creating job opportunities for these individuals is a core part of our mission."

Maduna said she is hopeful for future collaborations with government that can support the business’s mission.

“Government funding and support would enable us to expand our operations, educate more people, and create job opportunities for disadvantaged communities. Our vision is to establish a large-scale worm farm, producing compost and training individuals in vermiculture and vermicomposting."

Maduna is currently studying towards a Bachelor of Education degree with Stadio Higher Education.

She said the course will equip her with the skills to effectively communicate and teach others about sustainable practices.

“Our journey in vermicomposting and organic product development is a testament to the potential of small efforts making a significant impact. With the right support and education, we aim to transform the agricultural landscape in South Africa, one worm at a time,” she concluded.

Maduna can be reached at kamagubevu@gmail.com.

SAPS celebrates its women in blue

This year, the South African Police Service (SAPS) is observing Women's Month by celebrating its women in blue, who do not only bring inclusivity and empathy to the table, but who also go beyond the call of duty to serve and protect the people of South Africa.

Today, SAPS introduces the nation to Sergeant Silindile Njilo, a crime prevention member attached to the Ntuzuma police station in KwaZulu-Natal.

Njilo and baby “Tholakele” captured the hearts and minds of the nation when a video clip of them trended on social media platforms earlier this year. Loosely translated, the name Tholakele means ‘being found'. The real identity of the toddler is being withheld.

Little did Njilo know how her day shift would unfold when she reported for duty on 05 May 2024 and found an abandoned baby girl at the Client Service Centre (CSC). The baby was brought to the police station during the previous shift by the owner of a local tavern after the biological mother had left the baby at his establishment.

Wasting no time, Njilo went home to get a wash basin and returned back to the police station where she bathed Tholakele, changed her into a new set of clothes and fed her while waiting for social services to arrive.

It was as if the baby instinctively realised that she was safe in the arms of Njilo and a bond immediately formed between them.

Baby Tholakele, a name Njilo gave her, has since been placed at a place of safety. Njilo visits often and says she continues to love and care for Tholakela as if she were one of her own.

Njilo, a devoted wife and mother of two, also says her act of humility that day was merely a reflection of her humble upbringing as she knows how it feels to 'come from nothing'.

Her mother single handedly raised Njilo and her siblings with no steady income. Njilo says she will never forget her late mother's words: "Be a light and take care of those who need help".

She often takes out money from her own pocket to buy basic essentials and food to support poverty-stricken community members.

Joining the Service 14 years ago was a dream come true for Njilo, as she believes there is no greater calling than to be of service to her community.

As a crime prevention member, her duties include dealing with general enquiries and complaints lodged by the public, attend to crime scenes, effecting arrests and detaining suspects as well as carrying out patrol duties.

"I urge our community members to support and stand alongside members of the South African Police Service. Because, together we can achieve more towards a safer country for all," said Njilo.

Special ConCourt sitting for Chief Justice Zondo

Special ConCourt sitting for Chief Justice Zondo

The Constitutional Court is expected to hold a special ceremonial sitting for outgoing Chief Justice Raymond Zondo on Wednesday morning.

Chief Justice Zondo is expected to leave the bench at the end of August following 27 years of service to the judiciary.

He will hand down his final judgement on the day.

“Deputy Chief Justice Mandisa Maya, Justices of the Constitutional Court, Judicial Officers as well as representatives of the Executive, Parliament and the legal profession will participate in this event,” the Office of the Chief Justice (OCJ) said in a statement.

Long serving

Chief Justice Zondo’s foray into practicing law began when he served articles under anti-Apartheid activist Victoria Mxenge before her assassination at the hands of Apartheid South Africa operatives.

Following that, he was a practising attorney in Durban, KwaZulu-Natal, before his first approach to the bench just three years after the dawn of democracy.

“Justice Zondo…was appointed as a Judge of the Labour Court in 1997. In April 1999 he was appointed as a Judge of the then Transvaal Provincial Division of the High Court. He served for close to eleven years as Judge-President of the Labour Appeal Court and Labour Court. His ten-year term of office as Judge-President ended in April 2010,” the OCJ said.

Following 15 years on the lower benches, Chief Justice Zondo was then appointed as a Constitutional Court Justice in 2012.

“In June 2017 he was appointed as Deputy Chief Justice of the Republic of South Africa. In January 2018 he was appointed as the Chairperson of the State Capture Commission, also known as the Zondo Commission.

“With effect from 1 April 2022 he was appointed as the Chief Justice of the Republic. For the past two and a half years he has led the Judiciary of this country with great success. His term of office comes to an end on 31 August 2024,” the statement said.

Tugboats position KZN as preferred logistics and transport hub

Location: News

Tugboats position KZN as preferred logistics and transport hub

KwaZulu-Natal Premier Thamsanqa Ntuli says the introduction of tugboats is not only a boost for the provincial port, but a significant advancement for the province’s economy, particularly within the logistics and maritime sectors.

Ntuli was speaking at the recent christening and naming ceremony of five new tugboats at the Port of Durban, hosted by the Transnet National Ports Authority (TNPA) Eastern Region.

The ceremony marked a major milestone in the TNPA Marine Fleet Renewal Programme, a key component of Transnet’s broader Recovery Plan aimed at enhancing shipping efficiencies across South African ports.

The five newly acquired tugboats are set to be injected into the port’s operations, reinforcing the Marine Fleet Renewal Programme’s objectives of increasing marine craft availability and ensuring smoother, more efficient port operations.

This strategic initiative aligns with Transnet’s mission to revitalise its infrastructure and strengthen the country’s logistics network.

Ntuli congratulated the TNPA on this critical acquisition, emphasising the importance of modernising port infrastructure to meet the evolving needs of the maritime industry.

“The introduction of the tugboats is not only a boost for the port, but a significant advancement for the province’s economy, particularly within the logistics and maritime sectors. This initiative positions KwaZulu-Natal as the preferred logistics and transport hub in South Africa.

“Strategic investments, such as the R1 billion allocated to enhancing the Durban Port, are vital to driving economic growth and creating much-needed employment opportunities in our province," Ntuli said.

Ntuli said both the Durban and Richards Bay ports are primed to become preferred gateways for cargo exports, bolstering KwaZulu-Natal’s economic competitiveness, and supporting South Africa’s global trade ambitions.

Journey toward economic recovery on course

Transnet Board Chairperson Andile Sangqu underscored the importance of the TNPA Marine Fleet Renewal Programme, noting that Transnet’s journey towards economic recovery is firmly on course.

With the advancements in operations and strategic initiatives, particularly through the Marine Fleet Renewal Programme, Sangqu said Transnet is witnessing significant progress in restoring and enhancing the efficiency of South Africa’s port infrastructure.

He said the successful implementation of these initiatives reflects Transnet’s commitment to fulfilling the objectives of the Transnet Recovery Plan.

“This plan is crucial to maintaining South Africa’s competitive edge in the global maritime industry and ensuring the country’s ports operate at world-class standards. The christening of these five tugboats marks a new chapter for the Port of Durban and sets the foundation for further advancements in the province’s maritime capabilities.

“With KwaZulu-Natal’s strategic location and ongoing investments in port infrastructure, the province is well-positioned to become a leader in logistics and transportation, driving economic growth and fostering international trade,” Sangqu said. – SAnews.gov.za

Let’s harness improved confidence to drive inclusive growth – President

Let’s harness improved confidence to drive inclusive growth - President

President Cyril Ramaphosa says government remains committed to collaborating with business, labour unions, and other social partners to advance the structural reforms necessary for fostering inclusive economic growth and creating jobs.

The President said this in his weekly newsletter to the nation on Monday.

“We cannot rebuild our country unless all South Africans work together. We will continue to work with business, labour and other social partners to drive the structural reform process that will boost inclusive economic growth and jobs.

“There is indeed an air of optimism in our country. Let us harness this confidence and goodwill to increase the momentum of our shared efforts to build and strengthen our economy,” the President said.

President Ramaphosa highlighted that over the last few months, the country has seen a growing confidence among investors, business and citizens over the prospects of the economy.

The latest Business Confidence Index published by the South African Chamber of Commerce and Industry (SACCI) points to an increase in business confidence since the elections in May.

The President noted that this sentiment is evident in the Johannesburg Stock Exchange’s All-Share Price Index, which increased by about 8% from the end of May to the end of July 2024.

“This is welcome news, particularly in light of the most recent employment figures released by Statistics South Africa, which show that unemployment remains extremely high at 33.5%.

“Business confidence is so important to our efforts to create jobs because it signals an improved business environment and encourages new investment. Greater investment in the economy enables faster growth and more job opportunities,” he said.

For several years, the country has experienced low levels of business confidence, having been negatively affected by the prolonged electricity crisis, State capture, concerns about corruption, the decline of State-owned enterprises and the manner in which law enforcement agencies had been compromised.

President Ramaphosa further reflected that investors have also been concerned about obstacles to growth, such as delays in the release of broadband spectrum, inefficiencies in ports and rail operations, and regulations that have slowed down licensing processes.

The President lauded the successful holding of the national and provincial elections in May and the formation of the Government of National Unity, both of which have had a positive effect on business confidence.

He said the progress that has been recorded in the reform process thus far has also contributed to the improved sentiment.

Rooting out corruption

To create a conducive environment, the President said government has shown its determination to tackle corruption.

Bodies like the National Prosecuting Authority (NPA), Special Investigating Unit (SIU) and the Hawks have brought several high-profile cases to trial. The permanent establishment of the NPA’s Investigating Directorate has also given further impetus to the fight against corruption.

Crime is also being tackled. Across the country, the President said, initiatives such as Operation Shanela have upped the war on crime.

“We are clamping down on illicit mining operations. Criminal syndicates involved in cable theft and extortion at construction sites are being dealt with.

“Through a concerted effort from all stakeholders, we have confronted the electricity crisis. We have now had more than 140 consecutive days without load shedding. There has been a huge increase in new power generation capacity.

“Investors have seen the growth opportunities in the far-reaching energy reforms we are undertaking. Just last week, I signed into law the Electricity Regulation Amendment Act, which will enable the establishment of a competitive electricity market,” the President said.

The progress made in electricity provision, he said, gives confidence that the country can overcome the problems on the freight rail lines and ports.

Transnet’s recovery plan is showing progress, with the private sector providing significant technical support and resources to Transnet Freight Rail and Port Terminals.

In Gauteng, the Western Cape and KwaZulu-Natal, newly launched state-of-the-art passenger trains are now operating along refurbished and reopened rail corridors, offering commuters faster and more affordable transportation options.

This development is expected to significantly reduce commuting times and costs for users.

Reforms and investment

Additionally, government has implemented changes to immigration regulations to attract skilled professionals, investment and tourists to South Africa.

Approval processes for water use licences and energy projects have been expedited, and the release of broadband spectrum aims to unlock the full potential of the telecommunications sector.

These reforms are set to drive economic growth and enhance the country’s global competitiveness.

The country is also making progress on infrastructure investment. According to Nedbank’s Capital Expenditure Project Listing, the value of fixed investment project announcements in the first half of this year rose to approximately R800 billion.

This was up sharply from just over R190 billion in 2023.

The public sector accounts for most of these projects in areas such as energy, transportation, health facility upgrades, roads and housing.

“As government, we held a meeting with business leaders last week. Business expressed optimism about the recovery and growth of our economy. They committed themselves to a new era of partnership with government. We agreed on key actions we must now take to build on the progress that has already been made,” the President said. – SAnews.gov.za

Mpox is under control: Depart of Health

Location: News

Mpox is under control: Depart of Health

The Department of Health has assured South Africans that the current Mpox outbreak remains under control.

“However, this does not mean people should become complacent because we have learned from the COVID-19 pandemic that viruses are unpredictable as they mutate from time to time.”

According to the department, South Africa remains on high alert in case of a surge in Mpox cases and the emergence of new contagious strains.

The department has since called on citizens to play their part and support the country’s response efforts to prevent the spread of Mpox by maintaining nonpharmaceutical measures, including personal hygiene.

Meanwhile, various pharmaceutical interventions, including additional treatments and vaccines, are being considered. The decision will be based on epidemiological data, the department added.

The department also clarified that both the declarations by the Africa Centres for Disease Control and Prevention (Africa CDC) and the World Health Organisation (WHO) do not translate into trade and travel restrictions.

This is after the ongoing outbreak of Mpox has been officially declared a Public Health Emergency of International Concern (PHEIC) by the WHO.

The department said this serves as a clarion call for Member States, including South Africa, to work together, fast-track approval of Mpox vaccine and treatment while maintaining strict safety protocols, and ensuring these life-saving vaccines reach the most vulnerable populations to prevent the further spread of this infectious, but treatable disease.

South Africa is also working with various stakeholders, including the WHO County Office, National Institute for Communicable Diseases (NICD) and Border Management Authority (BMA) to intensify epidemiological and surveillance, contact tracing and health screening activities for case investigation and early detection of new positive cases in the country.

The total number of positive cases recorded in the country as of Sunday, 18 August 2024, stands at 24 including three deaths, 19 recoveries and two active cases undergoing home isolation.

Twelve cases were reported in Gauteng, 11 in KwaZulu-Natal and one in the Western Cape.

“The department will keep the public updated on the situation and response efforts, including as and when there are new developments.

“We encourage businesses and organisations with operations in the affected countries to ensure [they] put measures in place to ensure their employees who regularly travel to and from South Africa, are well informed of Mpox; and are fit to travel.”

Symptoms

In addition, travellers experiencing Mpox-like symptoms should seek immediate medical attention and if possible, delay their travel until they are diagnosed or fully recovered to prevent possible cross-border transmission.

“We also urge all people who experience any of the Mpox symptoms, with or without international travel history to present themselves to a health facility for clinical observation and confine themselves to one place until their test results are available.”

The department stated that anyone can contract Mpox regardless of age, gender, sexual orientation and race.
“The current epidemiological data suggests that people living with HIV and men who have sex with men (MSM) are vulnerable to Mpox,” the department said, adding that those living with chronic medical conditions such as tuberculosis and diabetes are also at risk.

Some of the common symptoms of Mpox include a rash which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.

According to the department, the painful rash looks like blisters or sores and can affect the face, palms of the hands, soles of the feet and groin. – SAnews.gov.za

Mediation team to resolve succession disputes under Amakhosi areas

KwaZulu-Natal Cooperative Governance and Traditional Affairs (CoGTA) MEC, Thulasizwe Buthelezi, has introduced a team from the royal family appointed to resolve the succession disputes that have increased in areas under amakhosi.

The team - the Conflict Mediation Panel - which includes royal children, was appointed by Buthelezi in a bid to address long-standing challenges of succession disputes within royal families.

The panel will leverage their cultural authority and deep understanding of traditional practices to help families resolve disputes.

Presenting the members of the team during a media briefing on Thursday, Buthelezi noted that the late AmaZulu King, Goodwill Zwelithini kaBhekuzulu, started a process where the royal family played a critical role in resolving disputes and fostering reconciliation where succession disputes arise.

He said the team members include senior members of the royal family, who have worked for a long time with King Zwelithini kaBhekuzulu doing this work.

“Their dedication to this crucial task will have a positive impact and restore peace and stability in izizwe zamakhosi that have been torn apart by succession disputes. The introduction of this team, which comprises senior members of the royal family, will strengthen the institution of traditional leadership within our province and enhance the work of amakhosi,” Buthelezi said.

The KZN Traditional Leadership and Governance Act 5 of 2005 allows the CoGTA MEC in the province oversight over all matters pertaining to the institution of traditional leadership.

The team will be led by the late King’s brother, uMntwana uMathubesizwe kaBhekuzulu, with other brothers including uMntwana uMbonisi kaBhekuzulu; uMntwana uVulindlela kaBhekuzulu; uMntwana uMxolisi kaBhekuzulu; and Princess Lindi kaBhekuzulu.

Other members of the team include uMntwana uThuthukani kaMcwayizeni kaSolomon; Inyosi uBuzetsheni Mdletshe (King’s praise singer); and Reverend Canon Hamilton Mbatha.

“The families of Amakhosi who have disputes will work closely with this team, and CoGTA will be engaging with them,” the MEC said. – SAnews.gov.za

WHO declares mpox outbreaks in Africa a global health emergency

WHO declares mpox outbreaks in Africa a global health emergency

The ongoing outbreak of Mpox has been officially declared a Public Health Emergency of International Concern (PHEIC) by the World Health Organisation (WHO).

The upsurge of Mpox in the Democratic Republic of the Congo (DRC) and a growing number of countries in Africa has been determined by the WHO Director-General, Dr Tedros Adhanom Ghebreyesus, to constitute a
Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (IHR).

Ghebreyesus’ declaration came on the advice of an IHR Emergency Committee of independent experts who met on Wednesday to review data presented by experts from the WHO and affected countries.

A PHEIC is the highest alert level under international health law.

“The emergence of a new clade of Mpox, its rapid spread in eastern DRC, and the reporting of cases in several neighbouring countries are very worrying. On top of outbreaks of other Mpox clades in DRC and other countries in Africa, it’s clear that a coordinated international response is needed to stop these outbreaks and save lives,” Ghebreyesus said.

WHO Regional Director for Africa, Dr Matshidiso Moeti, said significant efforts are already underway in close collaboration with communities and governments, with country teams working on the frontlines to help reinforce measures to curb Mpox.

“With the growing spread of the virus, we’re scaling up further through coordinated international action to support countries bring the outbreaks to an end,” she said.

Committee Chair, Professor Dimie Ogoina, indicated that the current upsurge of Mpox in parts of Africa, along with the spread of a new sexually transmissible strain of the Mpox virus, is an emergency, not only for Africa but for the entire globe.

“Mpox, originating in Africa, was neglected there, and later caused a global outbreak in 2022. It is time to act decisively to prevent history from repeating itself.”

According to the WHO, the multi-country outbreak of Mpox was declared a PHEIC in 2022 after it spread rapidly via sexual contact across a range of countries where the virus had not been seen before.

That PHEIC was declared over in May 2023 after there had been a sustained decline in global cases.
Meanwhile, Mpox has been reported in the DRC for more than a decade, and the number of cases reported each year has increased steadily over that period.

Last year, the WHO said reported cases increased significantly, and already the number of cases reported so far this year has exceeded last year’s total, with more than 15 600 cases and 537 deaths.

“The emergence last year and rapid spread of a new virus strain in DRC, clade 1b, which appears to be spreading mainly through sexual networks, and its detection in countries neighbouring the DRC is especially concerning, and one of the main reasons for the declaration of the PHEIC,” the WHO said.

In South Africa, the total number of cases stands at 24, of which 12 were reported in Gauteng, 11 in KwaZulu-Natal and one in the Western Cape and three deaths.

Vaccine donation

The WHO announced it was working with countries and vaccine manufacturers on potential vaccine donations and coordinating with partners through the interim Medical Countermeasures Network to facilitate equitable access to vaccines, therapeutics, diagnostics and other tools.

The WHO said it anticipates an immediate funding requirement of an initial US$ 15 million to support surveillance, preparedness and response activities.

To allow for an immediate scale-up, the WHO said it has released US$ 1.45 million from the WHO Contingency Fund for Emergencies and may need to release more in the coming days.

“The organisation appeals to donors to fund the full extent of needs of the Mpox response.”

KZN CoGTA budget to empower traditional leadership, enhance local governance

KZN CoGTA budget to empower traditional leadership, enhance local governance

KwaZulu-Natal Cooperative Governance and Traditional Affairs (COGTA) MEC, Thulasizwe Buthelezi, has presented the department’s R1.8 billion, which is aimed at bolstering traditional leadership, enhancing local governance, and driving community development in the province.

Tabling the department's budget before the KwaZulu-Natal Legislature this week, Buthelezi said one of the cornerstones of the budget is the empowerment of amakhosi as cultural custodians.

To foster collaboration and address challenges faced by traditional communities, Buthelezi announced the KwaZulu-Natal Indaba, a summit which will bring together government officials, amakhosi, academics, and other stakeholders.

“The indaba will focus on challenges facing the institution of traditional leadership and come up with innovative solutions that will be to the benefit of communities and amakhosi,” Buthelezi said.

The MEC also announced the formation of a panel, including royal children, in a bid to address long-standing challenges of succession disputes within royal families.

“This panel will leverage their cultural authority and deep understanding of traditional practices to help families resolve disputes. Their goal is to achieve fair and culturally sensitive resolutions, uphold the legitimacy of traditional leadership, and foster community unity,” Buthelezi explained.

Over R350 million to strengthen local government

Buthelezi said an innovative approach, emphasising accountability and collaboration, will be implemented, with a focus on improving municipal performance in governance, finance and service delivery.

An amount of R352 million has been allocated to strengthen local government.

To support struggling municipalities, Buthelezi said the department will develop a Municipal Support Improvement Plan and a Provincial Discretionary Intervention Standard Operating Procedure.

“Infrastructure development, disaster management and local economic support will receive R257 million. This funding will enhance the department’s ability to respond to disasters and assist municipalities in maximising grant expenditure.

The administrative arm of COGTA will be allocated R490 million to optimise departmental operations and foster a skilled workforce. This investment aims to create an environment conducive to sustainable development in KwaZulu-Natal,” Buthelezi said.

Buthelezi further announced that the department will partner with higher education institutions to provide targeted training and building capacity within the institution of traditional leadership.

He emphasised the importance of these initiatives in achieving a developmental State and improving the lives of the people of KwaZulu-Natal. – SAnews.gov.za
