Deputy President calls on social partners to tackle joblessness, climate change

Deputy President calls on social partners to tackle joblessness, climate change

Deputy President Paul Mashatile has called on social partners to work with government to deal with the country’s pressing issues, especially unemployment and climate change.

The Deputy President took to the podium at the National Economic Development Labour Council’s (NEDLAC) 28th Annual Summit in Johannesburg on Friday to reflect on the COVID-19 pandemic, which he said intensified economic setbacks, resulting in high unemployment and loss of jobs.

He also spoke about the current condition of the labour market, which he believes is indicative of the legacy of apartheid.

“We have inherited a labour force characterised by racial and gender inequities, skills shortages and high unemployment rates, particularly among Africans,” he told the delegates.

He welcomed the decline in the unemployment rate to 32.6% in the second quarter of this year, this is down from 32.9% in the first quarter.

“The best that can be said here is that the trend is heading in the right direction, albeit at a slow pace. Serious concerns such as job losses in manufacturing remain.

“In this regard, organised business, labour, government and the community sector at NEDLAC have turned to each other to seek ways of turning our economy around, reversing unemployment and building inclusive growth.”

Through collective efforts, one purpose and shared values, he said, they hold the power to determine the trajectory of South Africa.

The Deputy President cited President Cyril Ramaphosa who has called for a social compact between the government and the social partners in his 2022 State of the Nation Address.

He noted that NEDLAC has historically sought to collaborate about the big policy choices that face the country.

“However, in South Africa, where unemployment is so high and those who work support many of those who do not, this type of trade-off may be difficult to attain. The most pressing challenge appears to be one about ideological positions among social partners with respect to the path to growth, which have not shifted despite the enormous crisis the country faces.

“We must summon enough bravery to discuss this matter openly in order to prevent the ticking time bomb of poverty, inequality and joblessness from going off. This is not impossible to achieve.”

Meanwhile, he said the Presidency and Business for South Africa has initiated an important partnership with government to focus on energy, logistics and crime.

“It has offered to bring in resources and expertise to accelerate progress and address the current impediments to economic growth.”

He also urged social compacts to avoid being mere “talk shops”.

“NEDLAC has a responsibility to demonstrate to the nation that there can be win-win situations and that we can proceed with the best potential or least worst outcomes.”

Climate change

He also touched on the impact of climate change whether it is the flooding in KwaZulu-Natal, persistent drought in the Eastern Cape, high temperatures in Upington or poor air quality in Mpumalanga.

“[This makes] it impossible to cultivate fields… climate change is here.”

“Government’s response has been to prepare for a just transition from the world as we know it, to one which is friendlier to the environment and ultimately gives our children a safe future.”

He believes it will only be through partnerships that they can ensure that everyone is supported to transition to new employment or better livelihoods and provided with the necessary social support mechanisms.

“If not, those that are negatively affected now will resist this transition, to the detriment of future generations.”

In addition, social partners should focus on preparing for and building resilience in the face of challenges, especially health crises, natural disasters, deteriorating infrastructure, and rising levels of disruptive crime and vandalism.

“The reality is that some terrible aspects of our country cannot be wished away. Instead, we must indeed prepare for these crises to preserve lives and livelihoods and then address systemic challenges such as climate change and improved water access.” – SAnews.gov.za

Dlamini Zuma launches women assembly in KZN

Minister in the Presidency for Women, Youth and People with Disabilities, Dr Nkosazana Dlamini Zuma and KwaZulu-Natal MEC of Cooperative Governance and Traditional Affairs, Bongi Sithole-Moloi have launched the provincial Women Economic Assembly (WECONA).

WECONA is a catalyst platform for women owned/managed/led businesses/enterprises, anchored on collaboration between government, the private sector and civil society.

It is an ongoing initiative aimed at encouraging women to be economically active with the objective of bringing together the private sector, government and civil society to drive change in the economic landscape.

“Throughout the continent, women entrepreneurs are not just business leaders; they are role models. Through mentorship programs, training workshops, and community initiatives, they are nurturing the next generation of entrepreneurs, ensuring that the legacy of women in business continues to thrive,” Dlamini Zuma said on Thursday in Durban.

The provincial assembly is aligned with the Pillar 5 of the National Strategic Plan on Gender-Based Violence and Femicide that calls for “the need to create more economic opportunities for women who are vulnerable to abuse due to poverty, unemployment and social inequality.”

“Through WECONA, there have been transformational conversations with the industry associations and representatives to establish procurement targets to ensure [that] women-owned businesses have increased levels of participation within business value chains by advocating for the implementation of 40% preferential public procurement for women - owned businesses.

“These dialogues have led to the implementation of game-changing initiatives in several sectors, including the financial industry and automotive sectors,” the Department of Women, Youth and People with Disabilities said. – SAnews.gov.za

Police committee vote to continue with process to consider Independent Police Investigative Directorate (IPID) amendment bill

Republic of South Africa: The Parliament

The Portfolio Committee on Police today voted to adopt a Motion of Desirability on the Independent Police Investigative Directorate Amendment Bill [B21-2023] and will continue with processes to consider the Bill. The majority view was that there is an urgent need to strengthen, through legislation, IPID's institutional and operational independence and give effect to the Constitutional Court judgement in the case of McBride v Minister of Police and another.

While there were concerns about the Bill's lack of certification by the Office of the State Law Advisor as it relates to apprehension on the constitutionality of clause 4 of the Bill, the committee emphasised that the Bill's principles are accepted. The committee's adoption of the motion of desirability is in line with National Assembly Rule 286 (6). The committee reiterates that it has taken due regard of the legal advice provided and will ensure that its processes comply with the Constitution, South Africa's laws and regulations and National Assembly rules.

“This decision is necessary as Parliament is the only body that has the mandate to legislate the structural and operational independence of IPID in accordance with section 206 (6) of the Constitution. We must also emphasise that the decision was taken with full consideration of the legal advice provided and that every step of the process will be guided by legal considerations,” said Mr Nocks Seabi, the Chairperson of the committee.

Meanwhile, the committee received a progress report and implementation plan emanating from the recommendations made by the Presidential Expert Panel report on the July 2021 unrest in KwaZulu-Natal and Gauteng. The committee welcomed the detailed plan and progress in implementing the recommendations directed to SAPS.

In line with this, the committee welcomed the implementation of the Increased Crime Prevention and Combating Action Plan, which will result in the countrywide mobilisation of SAPS resources to address violent crime through high-density operations, intelligence-led roadblocks and suspect tracking operations. The committee also welcomed the work to enhance relationships with the community through community police forums. Financial support of R70 million to these forums will provide them with the necessary support to procure the tools of trade they need to function efficiently.

Meanwhile, the committee raised its concerns about the slow prosecution of criminal cases linked to the unrest. While the committee acknowledges that criminal justice processes are sometimes protracted, it emphasised the need to ensure successful prosecution as a deterrent against a recurrence of such events.

The committee welcomes the progress in filling critical vacancies at the Division: Crime Intelligence. SAPS management informed the committee that a Divisional Commissioner was appointed in December 2022 and processes are underway to fill another 15 posts. A further 268 vacancies were filled in the 2022/23 financial year. The committee remains of the view that Crime Intelligence is critical to ensure proactive policing. The filling of posts is a major step towards enhancing this environment.

The committee also welcomed the plans to capacitate SAPS members with crowd control techniques and the assurance that more than 10 000 SAPS members were trained as first responders in crowd management. A further 4 900 Public Order Police members received training in the principles and techniques of basic crowd management, which the committee also welcomed.

Meanwhile, the committee has decided to give Members of Parliament time to consider whether it will be ideal for the committee to conduct a full enquiry on the unrest or to defer it to the seventh Parliament. The committee will draft a process plan setting out timeframes to see if the committee will have adequate time to process the matter. The committee previously deferred the matter to give time to the Presidential Expert Panel and the South African Human Rights Commission (SAHRC) investigations to avoid duplication. The SAHRC has said it is in the process of concluding its investigation.

Cele briefs on KZN political killings

Cele briefs on KZN political killings

The Inter-Ministerial Committee (IMC) on Political Killings in KwaZulu-Natal has urged political parties to strengthen their internal mechanisms in order to defuse inter- and intra-tensions and instability, which may escalate and lead to political attacks and killings.

Addressing media on Wednesday following the committee’s meeting in Durban, Police Minister and IMC chairperson, Bheki Cele, said as the country gets closer to the National General Elections next year, efforts are being solidified to boost the work of the IMC, as well as investigations.

“In enhancing the work of the task team, the IMC has resolved that there will be dedicated courts to speedily prosecute these matters,” Cele said.

The IMC -- which consists of the Ministers of State Security Agency, Defence, Justice and Correctional Services and Police -- remains committed to encouraging political tolerance by individuals and parties, whether before, during or after the election period.

Cele said through the integrated work of the task team, the IMC is committed to arresting those who use violence to settle political scores.

The task team includes the South African Police Service (SAPS), National Prosecuting Authority (NPA) - supported by the State Security Agency and Correctional Services, the KwaZulu-Natal Premier, and KZN Community Safety and Liaison MEC.

Progress on cases

Giving the latest developments around the investigation of politically linked violence in KZN, Cele said since 4 July 2018, a total of 321 cases have been investigated.

Cele said the cases under scrutiny by the team include 155 cases of murder; 51 attempted murder, 77 intimidation, 12 cases of conspiracy to commit murder and 26 other ad hoc cases.

“So far, the work of the task team has resulted in the arrest of 348 suspects, who have already been charged on 233 cases. Sixty-two suspects have been convicted, while 155 are going through the court processes. Seventeen arrested suspects have since died during the court processes,” Cele said.

Cele noted that firearms are the most used weapon in the majority of the attacks on councillors, office bearers and municipal officials.

He said the team has recovered 46 firearms from suspects, which are linked through ballistics to multiple political murder cases before the task team.

In a continuous effort to reduce political killings and at same time, reduce the proliferation of firearms within the province of KwaZulu-Natal and country at large, Cele said the task team is also investigating parallel cases that are not related to the task team’s mandate but are linked with politically related cases with similar suspects and ballistic analysis.

He said 85 such cases have so far been registered, and efforts to rid the streets of illegal firearms do not end here.

Over and above these parallel cases, Cele said the team continues to conduct intelligence driven operations, targeting unlicensed firearms, which has resulted in 86 cases being registered in this regard.

“The task team is conducting intelligence driven operations targeting the possession of unlicensed firearms, which has resulted in 172 cases. Over 250 unlicensed firearms have been taken off the streets through police operations,” the Minister said.

Region stabilisation

Cele said since the implementation of an integrated multi-disciplinary investigation approach, eight of the province's 11 regions have since stabilised.

However, he said, the eThekwini Metropolitan remains an area of concern, and the focus is now on the region to bring much needed stability.

“The IMC is encouraged that interventions are in place to deal with all forms of politically related crimes, proactively and reactively in the eThekwini and in the Zululand District.”

Political killings

The investigations of the political killings revealed that the most affected political parties are the African National Congress (ANC), Inkatha Freedom Party (IFP) and National Freedom Party (NFP), with 52 murder cases of councillors, including 31 councillors from the ANC, 14 from the IFP, and four from the NFP.

“While 52 councillors have been gunned down since 2011 to date, alarmingly 103 officials working within municipalities as political office bearers and officials in political offices were killed.

“Causative factors for these crimes are linked to intra-political conflicts, with a few cases linked to other motives, such as taxi violence, domestic related issues, business competition and traditional leadership competition, as well as family feuds.

“Murder cases that were reported before the 2016 and 2021 Local Government Elections were mainly as a result of fighting over councillors’ positions; where candidate councillors were eliminated.

“The majority of the murder cases reported after the 2016 and 2021 Local Government Elections were associated with infighting within structures and municipalities over positions,” Cele said.

High profile cases

Sentences handed down in high-profile cases include:
•    Mfanafuthi Zulu (notorious hitman): found guilty and sentenced to a total 10 years imprisonment for the murder of ANC Member Bongani Mhlongo.
•    Kingdom Phoswa (hitman): found guilty and sentenced to a total of 18 years imprisonment for the murder of ANC Ward Councillor Njabulo Dlamini.
•    Bongekile Ngcwaba and Thuthukani Mzolo: found guilty and sentenced to 20 years imprisonment each for the murder of ANC Ward Councillor Kheyelethu Mngcwaba.
•    Ntsazane Mthetiswa, Gutshana Zwelandile, Mcobhoti Aphelile and Ntsethe Bonasile (ANC members): found guilty and sentenced to life imprisonment (25 years each) for the murder of EFF member Sbusiso Mbhobo.
•    Mxolisi Mzokhona Gcabashe (hitman): found guilty and sentenced to a total of 28 years for the murder of ANC Councillor Minenhle Mkhize.
•    Nkosinathi Mantengu (land grabber): found guilty and sentenced to a total of 36 years imprisonment for the murder of IFP member Philangenkosi Nkundlane and his son Bongani (on three counts).
•    Thanda Chamane (hitman): found guilty and sentenced to a total of 42 years imprisonment for the murder of IFP Councillor Mfazo Nzuza (on three counts).

KZN youth-owned businesses to benefit from R90m fund

KZN youth-owned businesses to benefit from R90m fund

Fifty-nine youth-owned businesses are set to benefit from the R90 million KwaZulu-Natal Youth Empowerment Fund.

Announcing the youth businesses approved for funding during a ceremony held in Durban on Tuesday, KwaZulu-Natal Premier Nomusa Dube-Ncube said the event marks an important milestone in government’s quest to push back the frontiers of the stubbornly high rate of youth unemployment in the province.

She said moment marks the fulfilment of a pledge made during the State of the Province Address earlier this year, which was delivered under the theme, ‘Taking Decisive Action in the time of Renewal and Hope as we Rebuild a Better, Prosperous, and Resilient KwaZulu-Natal’.

The Youth Fund was established by the Office of the Premier in 2018 as part of government’s concerted efforts to crank up youth development and empowerment in the province.

According to the fund structure, 90% of the fund received by each beneficiary is channelled to buy equipment in order to lower their cost of business, while 10% is for working capital.

Dube-Ncube said during the first phase, R60 million was disbursed to 51 youth-owned businesses. In the current phase, which was opened in July 2021, a total of 4 016 applications were received for funding.

“Of those applications, 2 854 were disqualified for various compliance and other reasons while 1 162 were processed by the KwaZulu-Natal Growth Fund, an entity of government that is responsible for the disbursement process and management of the Youth Fund.

“A further rigorous evaluation process was undertaken, and 352 applications were shortlisted for the due diligence stage. Ultimately, site visits were conducted, which resulted in the 59 [businesses] that are today the recipients of the funding. The funding ranges from R200 000 to R2 million,” Dube-Ncube explained.

The Premier said youth-owned businesses that benefited from the current window operate in various strategic sectors, including water security, transport and logistics, farming technology, the digital economy, automotive and maritime industries.

“We could not have asked for a better present to mark the close of Women’s Month, as evidenced by the fact that 42% of the approved applicants are women. This is a significant improvement, if we consider that only 15% women applicants had benefitted previously.

“Our goal, moving forward, is to ensure at least a 50-50 access between men-owned and women-owned businesses,” the Premier said.

The Premier said they are encouraged by the fact that there is adequate geographic spread in terms of the distribution of beneficiaries as they come from across all the districts in the province.

She said the provincial government is decisively addressing the divide between urban and rural, the poor and affluent. They believe that all people must benefit equally from government’s interventions.

The Premier noted that the fund also approved businesses that are owned and managed by unemployed graduates and youths from professional sectors, including medical, engineering and accounting disciplines.

The Premier also announced that the new window (for R100 million funding) will be opened soon. – SAnews.gov.za

Govt reviews Intergovernmental Relations Framework Act

Govt reviews Intergovernmental Relations Framework Act

President Cyril Ramaphosa says government has embarked on a comprehensive review of the Intergovernmental Relations Framework Act of 2005, to ensure that the different spheres of government work in a joined-up and coordinated manner to secure the well-being of the people of South Africa, among other things.

“In the design of our democratic unitary state, we introduced cooperative governance to ensure that the three spheres of government worked together to meet the needs of the people. Each sphere of government has constitutionally assigned powers and functions that cannot be encroached upon, but need to be mutually respected.

“Chapter 3 of the Constitution requires all spheres of government to cooperate with one another in mutual trust and good faith by, among others, fostering friendly relations and assisting and supporting one another. Importantly, the Constitution says that all spheres of government must secure the well-being of the people of the Republic,” President Ramaphosa said.

The President said the District Development Model (DDM) is geared towards improving and strengthening the intergovernmental relations system as an approach towards giving effect to the Constitutional principles of cooperative governance.

“The District Development Model approach has made great strides in ensuring that the principles of cooperative governance guide how we plan, budget and implement key government programmes and projects across the country. This is demonstrated through the Presidential Izimbizo and implementation of key catalytic projects identified in intergovernmental long-term One Plans.”

To date, the President said, experiences in the implementation of the DDM have placed greater emphasis on the requirements to undertake a review and re-look at the policy instruments framing and guiding of intergovernmental relations system, and cooperative governance.

Progress in addressing challenges identified at Imbizos

President Ramaphosa highlighted some of the progress made and key service delivery interventions through Izimbizo, and these include road maintenance projects in Mpumalanga, the provision of title deeds in North West, measures to tackle livestock theft in the Free State, and the provision of water in North West, Limpopo and KwaZulu-Natal.

The President said through the Izimbizo government has further identified opportunities for skills development in key economic sectors in districts such as mining and agriculture in North West and Limpopo and energy programmes in Northern Cape.

“Through the information and contribution collected during the various Izimbizo, it has been possible to identify interventions that are required in many localities across the country. The benefit of these engagements therefore extends beyond the communities in which they take place as they are able to improve service provision more generally,” President Ramaphosa said.

He added that the documenting and tracking of key resolutions emanating from the Izimbizo are part of the design of the Izimbizo.

“Quarterly implementation reports indicate that measurable progress is being made in addressing the challenges identified, which are done in an intergovernmental manner. The various intergovernmental platforms established through the Izimbizo protocols are also tasked to address challenges where these occur.

“District Development Model political champions are assigned for each district and metro, and are tasked to provide regular updates not just to the established intergovernmental platforms but also to the respective communities,” the President said. – SAnews.gov.za

Use Heritage Month to build unity and social cohesion

KwaZulu-Natal Premier Nomusa Dube-Ncube has encouraged citizens of the province to use this year’s Heritage Month to foster social cohesion, forge unity and work to promote the country’s democratic values, as enshrined in the country’s Constitution.

The Premier made the call as South Africa marks the beginning of Heritage Month under the theme, 'Celebrating our Cultural Diversity in a Democratic South Africa', which underscores the declaration of the Constitution that South Africa belongs to all who live in it, united in their diversity.

Dube-Ncube said this year’s theme for Heritage Month aims to reinforce the message of building a united and prosperous nation. She said the KwaZulu-Natal provincial government fully embraces this theme and will utilise this year’s celebration to deepen social cohesion, engender solidarity amongst the different communities, and drive growth and prosperity.

“Ours is a province that boasts a rich history and is home to a number of diverse cultures and icons who have helped shape not only our province, but the world. From the founder of the AmaZulu Nation, King Shaka of Senzangakhona, to the global icon of non-violence, Mahatma Gandhi.

“Over the centuries, we have produced women and men who have changed the course of history globally. It is through embracing this diversity that our province has gained recognition as a province where the country and the world’s seminal moments are made,” Dube-Ncube said.

The Premier noted that over the years, the province has seen various cultures, including African, Indian, Afrikaner and English, amongst others, merge into an all-embracing KwaZulu-Natal culture that gives the province its cultural uniqueness.

“It is these various cultures that must come to the fore during this month, proving in the process, the maturity of our democracy.”

She also urged all South Africans to observe this month through events and meaningful engagements, whose aim is to celebrate and show case the provinces’ diverse cultures, forge unity and celebrate the country’s democracy.

The province will kick off its Heritage Month partnering with the Zulu Royal Household in celebrating the Royal Reed Dance (UMkhosi WoMhlanga), which will be presided over by His Majesty, King Misuzulu kaZwelithini.

The two-tiered Reed Festival will be held at Emachobeni Royal Palace in Jozini Local Municipality and at Enyokeni Royal Palace in Nongoma Local Municipality on 2 - 3 September and 9 - 10 September 2023, respectively. – SAnews.gov.za

Largest CHIETA smart skills centre opens in rural KZN

Largest CHIETA smart skills centre opens in rural KZN

Higher Education, Science and Innovation Minister, Dr Blade Nzimande, has commended the Chemical Industries Education and Training Authority (CHIETA) on the successful opening of the Babanango SMART Skills Centre, which will provide tech-enabled learning programmes.

Nzimande unveiled the third and largest CHIETA SMART Skills Centre last week. It forms part of CHIETA’s efforts to bridge the digital skills divide and accelerate the development of basic digital skills in rural communities.

The centre will provide tech-enabled learning programmes, including virtual and augmented reality, robotics and the Internet of Things, among others.

Speaking at the launch, Nzimande said the Babanango area was specifically identified for the establishment of the SMART Skills Centre because it is in a deeply rural area of KwaZulu-Natal, without any internet connectivity.

Nzimande said the centre will benefit the local community, including learners, students, job seekers and businesspeople. It will also provide youth with digital skills that will help to meet the demands of industries, which rely on technology to grow their enterprises.

“The centre will advance skills development for the unemployed youth by offering programmes based on various technologies, including Virtual Reality (VR), blockchain, artificial intelligence (AI), software development, data science and mobile repairs.

“Through this centre, our unemployed youth will have access to various online learning platforms to start up successful and scalable data-driven commercial businesses that will provide technological solutions. This centre we also help us bridge the digital skills divide between urban and rural communities,” Nzimande said.

The SMART Skills Centre is part of government’s bigger plans to revolutionise digital skills development in South Africa.

The skills centres will further cater for Small, Medium and Micro Enterprises (SMMEs) development, as they play a crucial role in the growth of the economy. SMMEs make up 34% of the Gross Domestic Product (GDP), which was valued at $358 billion in 2019.

Nzimande said through the National Development Plan (NDP), government has recognised the importance of SMMEs for job creation, innovation and sustainability of the country.

“One of the goals outlined in the NDP was for 90% of new jobs to be created through SMMEs by 2030. This is against the backdrop that our country continues to struggle with the burgeoning problem of unemployment, particularly in its highly youthful population.

“I am more than certain that this project will certainly give our youth and the community at large the opportunity to get or create employment because digital skills are required in most occupations in the 21st century. I am also hoping that this centre will be a catalyst to attract other developmental projects and programmes,” Nzimande said.

The Minister announced that due to the successful implementation of CHIETA SMART Skills Centre, the department has taken a decision to expand this project in all nine provinces of the country.

CHIETA CEO, Yershen Pillay, commended the partners who were involved in this initiative, including the department, Mthashana Technical and Vocational Education and Training (TVET) college and Sector Education and Training Authority (SETA), among others.

Pillay noted that this is one of the biggest smart skills centres in the country, which has, among others, cell phone repair skills, and will also provide free data to the community of Babanango. – SAnews.gov.za

Call to educate communities on legislation

Location: News

Call to educate communities on legislation

Employment and Labour Minister Thulas Nxesi has spoken of the need to educate communities on the recently amended Employment Equity Act.

The Minister was addressing the Chatsworth community and communities from adjacent areas in KwaZulu-Natal.

The Minister spoke to communities on the recently updated Employment Equity Act (EEA), workplace equity, affirmative action, and related topics. He said that there is still a long way to go towards emancipation, and acknowledged that the pace of transformation of workplaces remains at snail’s pace.

Nxesi noted that the Commission for Employment Equity (CEE) Report released in June showed that employment equity (EE) in the workplaces is unfolding at a snail pace, with top management still occupied by Whites at 62.9%, followed by Africans at 16.9%.

This, according to CEE is despite the fact that Africans constitute 80% of the national economically active population (EAP), followed by Coloureds at 9.3%, Whites at 8%, and Indians at 2.7%.

He added that the representation of people with disability in the workplaces is an indictment on government.

The Minister also bemoaned the economic sectors that have abandoned their charter commitments to transform, noting that corruption has seemingly taken over and destroyed communities.

“We had to postpone the promulgation of [Employment Equity] EE Regulations to first hear the voices of people. Transformation is painful and not nice,” he said.

The EE Act is interpreted in compliance with the Constitution and in compliance with the international law obligations of the Republic, in particular those contained in the International Labour Organisation Convention, 1958 (No. 111) concerning Discrimination in Respect of Employment and Occupation.

The International Labour Organisation’s (ILO), Discrimination (Employment and Occupation) Convention, places an obligation on ILO member countries to elimination of discrimination in employment and occupation and the promotion of equality.

Nxesi emphasised that the Convention prohibits all discrimination exclusion on the basis, including race or colour, sex, religion, political opinion, national or social origin in employment, and requires states to enact legislation that is based on equal opportunities.

“On the other hand, the purpose of the Employment Equity Act is to achieve equity in the workplace by – promoting equal opportunity and fair treatment in employment through the elimination of unfair discrimination and implementing affirmative action measures to redress the disadvantages in employment experienced by designated groups, in order to ensure their equitable representation in all occupational categories and levels in the workforce.

“In the advancement of elimination of unfair discrimination, the EE Act places the responsibility on the employer to take steps to promote equal opportunity in the workplace by eliminating unfair discrimination in any employment policy or practice,” Nxesi explained.

In the prohibition of unfair discrimination, the Act prescribes that no person may unfairly discriminate, directly or indirectly, against an employee, in any employment policy or practice, on one or more grounds.

These include race, gender, sex, pregnancy, marital status, family responsibility, ethnic or social origin, colour, sexual orientation, age, disability, religion, HIV status, conscience, belief, political opinion, culture, language and birth.

The next EE workshop will be held in Cape Town in the Western Cape on 13 September 2023.

The EE workshops target employers or heads of organisations, academics, assigned senior managers, consultative forum members, human resource practitioners, trade unions, employees and other interested stakeholders.

EE reporting season opens

Meanwhile, the department has announced that 2023 EE reporting season opens on 1 September 2023 for both manual and online reporting.

“In terms of reporting timeframes, the manual reporting will close on 2 October 2023 and the online reporting closes on 15 January 2024. SAnews.gov.za

Call for swift arrest of suspects behind councillors’ murders

Call for swift arrest of suspects behind councillors’ murders

KwaZulu-Natal Premier Nomusa Dube-Ncube has called on the police to leave no stone unturned to catch the attackers and killers of councillors in the province.

The call follows the recent attack of National Freedom Party (NFP) councillor Mphathiseni Manqele from Ward 4 in KwaNongoma, who was attacked by a suspected hitman.

The suspect was apprehended by the community who handed him over to the police.

Manqele’s attack was followed hot on the heels by the murder of an African National Congress (ANC) Msunduzi Local Municipality Councillor, Mabhungu Mkhize, who was killed last Friday.

Speaking at the KwaZulu-Natal Legislature hybrid sitting on Thursday, Dube-Ncube said drastic measures need to be taken to curb the murder and attack of councillors in the province.

“The killings of councillors are senseless and barbaric, and have no place in our society. As government [we] are not going to tolerate such violence and will do all in our power to bring the perpetrators to justice.

“We call on the police to work swiftly so that the perpetrators are brought to justice. We also urge the communities to work with law enforcement authorities to prevent such crimes from happening,” Dube-Ncube said.

Dube-Ncube has conveyed condolences to the family, friends and colleagues of Mkhize, and wished Manqele a speedy recovery.

Multi-stakeholder crime summit

Giving an update on the outcomes of the multi-stakeholder crime summit, held on Tuesday to discuss crime fighting strategies, Dube-Ncube reported that various crime issues were discussed, with participants highlighting how crime chase away investors from the province.

The summit, which was convened by the Department of Community Safety and Liaison, in collaboration with the Office of the Premier, was attended by representatives from government, the private security sector, civil society, and religious organisations.

Dube-Ncube said, the summit participants also considered ways to improve community safety and to build trust between the police and the public.

The summit was a follow-up on the commitments made during the State of the Province Address, where provincial government pledged that each provincial department will set aside R10 million, earmarked to curb and conquer crime in the province.

“One of the key collaborative areas with the private security sector emphasising the effective use of the Community Policing Forum (CPF) as a pivotal link between the community and the police, involving the KwaZulu-Natal Crime Prevention Association (KZN CCPA), an organisation formed by amalgamating community-initiated associations with a shared goal of combating crime, and also to use technology used by the private security sector,” Dube-Ncube said.

Condolences to Gauteng fire victims' families

Meanwhile, Dube-Ncube has send her deepest condolences to the people of Gauteng for the tragic fire that engulfed a Johannesburg building in the early hours of the morning, and reported to have claimed 73 lives with several others injured.

“We are saddened and we will continue to pray for all the survivors and wish them a speedy recovery,” the Premier said. – SAnews.gov.za

KZN entrepreneurs challenged to make their mark in mainstream economy

Trade, Industry and Competition Deputy Minister, Nomalungelo Gina, has urged entrepreneurs in KwaZulu-Natal to grow their enterprises in order to make their mark in the country’s mainstream economy, and contribute in creating more jobs.

Gina was speaking during the eThekwini Business Seminar, which strategically targeted at Small Micro and Medium Enterprises (SMMEs) that conduct business in Durban and surrounding areas.

The Department of Trade, Industry and Competition (dtic), in collaboration with the KwaZulu-Natal Department of Economic Development, Tourism, and Environmental Affairs (KZN EDTEA) and the eThekwini Metropolitan Municipality, hosted the seminar, aimed at providing insight and information on funding opportunities available within dtic agencies and KZN EDTEA.

The event was presented in an interactive format, designed to equip local entrepreneurs with the essential tools and knowledge required to evolve their businesses and make them thrive in today’s fiercely competitive business landscape.

Delivering a keynote address, Gina highlighted that the business seminar went beyond the mere distribution of information on funding.

“This exercise is aimed at facilitating the growth and expansion of local businesses, and to enable them to establish a significant presence in the mainstream business arena. It is also to emphasise the critical role of Small, Medium and Micro Enterprises, and I am excited to declare that the time is ripe for these enterprises to assert their presence and make their mark in the mainstream business landscape,” Gina said.

The Deputy Minister also highlighted that the success of the seminar underscored the commitment of the dtic and KZN EDTEA to driving economic transformation and promoting sustainable business development.

By empowering local entrepreneurs with the knowledge and resources they need, she said, both organisations are working to accelerate the growth of the business ecosystem in the region.

The seminar, which brought together a diverse array of entrepreneurs, business leaders, and industry stakeholders, fostering networking and collaboration, featured engaging panel discussions, including interactive workshops, and insightful presentations by industry experts and government officials.

The participants also had the opportunity to gain a comprehensive understanding of the available funding options, as well as the necessary strategies to propel their businesses to new heights.

The exchange of ideas and experiences further enriched the seminar’s impact, creating an atmosphere of collective growth.

Gina said, the seminar was a valuable opportunity for small businesses to learn about the latest trends and best practices in business.

“I am confident that the knowledge and skills gained will help you grow your businesses and become more competitive. I would like to encourage you all to go out and dominate the business space. You have the potential to succeed, and I am here to support you every step of the way,” the Deputy Minister said. – SAnews.gov.za

Progress made in fighting GBV in higher learning institutions

Higher Education and Training Minister, Dr Blade Nzimande, says good progress has been made to implement sustainable and impactful measures to address the scourge of gender-based violence (GBV) in higher learning institutions.

The country’s Post-School Education and Training (PSET) sector is home to more than 2.5 million youth with 51% being females.

According to the Minister, 10% of all reported rape cases originate from young women in the higher education sector and only one in ten women report a rape case.

“My Department of Higher Education and Training through Higher Health, has done so much over the past few years to implement sustainable and impactful systems, controls, infrastructure, and safety nets to address the scourge of GBV within the PSET sector.”

The Minister was speaking during the inaugural Transforming MENtalities Summit, which is aimed at engaging men and boys to address the root causes of violence against women.

He said that since launching the GBV Policy Framework in 2020, Higher Health has been putting systems, controls, capacity in institutions to respond to GBV issues.

Higher Health developed a Technical Task team which various PSET stakeholders as well as technical experts who are together developing a multi-sectoral response to issues of GBV in the PSET system.

“In 2021, the Task Team released procedural guidelines on how to respond to cases of GBV on campus; protocol on rape; and protocol on code of ethics. As part of our Women’s  Month celebration this month, the Task Team released the Protocol on Campus Safety and Security Minimum Standards; the Protocol on Safety in Private Accommodation, the Protocol on Safety in Residences; and Protocol on Staff-Student Relationships,” he said in his address on Tuesday.

“Higher Health is currently working with the National Prosecuting Authority (NPA) in developing Protocols on Statement of Complaint, whistleblowing and other legislature requirements for our system.”

The Minister said that Higher Health is continuing to implement various programmes and support structures for students and frontline staff at institutions of higher learning.  Programmes are offered on 420 campuses across South Africa including urban and rural areas.

Civic and Health Education Skills Programme

Another important achievement in addressing GBV in PSET institutions, include the launch of an online National Qualifications Framework (NQF) Level 5 Civic and Health Education Skills Programme in July 2023, which is first of its kind in the Global South.

The programme will cover modules that include gender-based violence, and will be offered in all 12 South African languages.

The Minister said the Human Sciences Research Council (HSRC) will be one of the institutions that will be playing a pivotal role in the sector’s efforts to deepen the fight against GBV.

He said the HSRC will forge a nexus of academics and researchers from South African public universities and various organisations to harness the power of collective insights, rallying men and boys as “staunch allies in our campaign to reduce violence, bolster human rights, and realise gender parity.”

The council will conduct studies that will pinpoint communities at risk. These studies will examine intricate layers of perception, aspiration, and change across KwaZulu Natal, the Eastern Cape, Western Cape, and Limpopo. These provinces bears the brunt of reported rape cases.

“Our journey will not be solitary. It will be a collective effort of research networks, embracing institutions such as Nelson Mandela University, University of the Western Cape, University of Venda, and [the] University of KwaZulu-Natal,” Nzimande explained.

He said, the PSET institutions will also be engaged, through seminars and workshops in order to have inclusivity and impact, and the sector’s outreach programme will sensitise young minds to gender issues.

The Transforming MENtalities Summit is based on United Nations Educational, Scientific and Cultural Organisation’s (UNESCO) Transforming MENtalities initiative, launched in 2015 in Latin America and the Caribbean, and later spread to a number of other countries.  – SAnews.gov.za

Women urged to be agents of change

Women urged to be agents of change

KwaZulu-Natal Premier Nomusa Dube-Ncube has urged women in leadership positions to become agents of change in the struggle for women emancipation.

Addressing the Evolution of Women in Leadership Conference at Durban, Dube-Ncube cautioned that it is easy for women to assume that their liberation will come from others, other than themselves.

“Those who are oppressed need not accept a diminished sense of self. This must not be the case with our fight for socio-economic emancipation as women. The evolution of women in leadership is less about celebrating how far we have come, but more about how we re-adjust the lenses of our struggle, such that we usher in a new world,” Dube-Ncube said.

Attended by more than 200 women leaders, entrepreneurs and decision-makers, the main point of the conference was the effect of Gender-Based Violence and Femicide (GBVF) and its impact in hampering impactful change in society.

The Premier highlighted a number of interventions that government has implemented to fight the scourge of GBV, these include, amongst others, the Light-Up Inanda Campaign where eThekwini Metro is working together with Mnambithi Group in Public-Private Partnership providing solar-powered streetlights in Inanda Township, which has been identified as the number one GBV spot in the country.

“The Office of the Premier recently secured funding from private sector partners to build the initial foundation of the GBVF App with a panic button. Making the system fully operational requires effective ward- based GBVF Rapid Response Teams integrated to War Rooms.

“The GBVF App will be linked to members of the Gender Based Violence and Femicide Rapid Response Teams which include war room, members of the Executive Committee (EXCO), traditional leadership, and SAPS,” the Premier highlighted.

The Premier also challenged women to be their own liberators and to understand that the change they want to see is not so that they can be like men, but to usher in a new world characterised by peace, equality, justice and prosperity.

She also urged women in leadership positions to lift more women so that the occupation of leadership positions should be seen less as an exception, but “more as a norm”. – SAnews.gov.za

KZN government unveils Nongoma multimillion rand projects

KZN government unveils Nongoma multimillion rand projects

KwaZulu-Natal Premier Nomusa Dube-Ncube has assured the residents of Nongoma that the provincial government remains committed to facilitate the speedy delivery of water, roads and houses, and to completing some unexpected project delays in the area.

Dube-Ncube was speaking during the province’s Operation Sukuma Sakhe (OSS) Cabinet Day, held recently, where the province’s MECs addressed various service delivery concerns and unveiled projects throughout the Nongoma Local Municipality.

Dube-Ncube said the OSS gives the leaders an opportunity to listen without mediation, to the voices and concerns of the people of KwaZulu-Natal.

The Premier unveiled the Bhuqwini Rural Housing Project, which will deliver 300 houses in Ward 17. The R49.4 million project will also see the employment of at least 60 people and 20 being trained as National Qualifications Framework (NQF) Level 2 builders.

Unveiling the project, Dube-Ncube said they have introduced the contractor to build houses and urge the community to take care of the project and to make sure that the houses are not vandalised.

“When we deliver houses as the Government of KwaZulu-Natal, we are implementing the Freedom Charter which says there shall be houses, security and comfort for all,” Dube-Ncube said.

The Premier also undertook to facilitate the repair and maintenance of Royal Palaces some of which are said to have fallen into disrepair due to lack of regular attention.

“We value the institution of traditional leadership as the glue that holds our communities together as the custodian of our customs and traditions. The Palaces are an important part of our history and we will ensure that for years to come, this heritage is protected for generations to come,” the Premier said.

Various MECs and senior government officials also visited other projects and centres to deliver dignified services to the community.

Economic Development Tourism and Environmental Affairs MEC and Government Business leader, Siboniso Duma, visited the R19 million Maphophoma Milling, which is owned by a co-operative and funded by the Department of Agriculture and Rural Development.

The MEC committed the provincial government support for the co-operative to access more land and to increase their maize production.

He said, the provincial state agencies, including Agri-Development Agency, ITHALA and the KZN Growth Fund, will also ensure access to funding for the co-operative.

Duma also visited the pedestrian bridges that are currently being constructed by Transport and Defence Departments.

Finance MEC, Neliswa Peggy Nkonyeni, visited the Casukile Primary Co-operative run by a group of women who manufacture toilet papers. Nkonyeni committed the provincial government to fund the co-operative members’ training on business skills, branding of their products and sourcing new markets for their products.

Nkonyeni also encouraged the Nongoma Local Municipality to buy locally manufactured goods in order to grow the local economy.

Over 20 speed points were donated to Ward 19 businesswomen, in a bid to encourage them to grow their businesses and create more jobs for the locals.

Sport, Arts and Culture MEC, who is also Zululand Cabinet OSS Champion, Dr Ntuthuko Mahlaba, visited the Buxedene Clinic where the toilets are not in good working order and have no computers, forcing personnel to capture data manually.

Mahlaba announced that Road D1880 which runs from Bhekumthetho to Ncemaneni will undergo an upgrade to install blacktop, and that the contract has already been advertised with an award expected to be finalised soon.

In addition to the housing shortage, Nongoma faces other challenges, including water, taxi-related killings, revenge murders, unemployment, teenage pregnancy and Gender-Based Violence and Femicide (GBVF), which Provincial Cabinet promised to urgently attend to.

The Premier said the departments, working with local government will soon return to the Nongoma Local Municipality, in order to follow up on all the challenges identified during the OSS engagement. – SAnews.gov.za
