Tanzania’s New Foreign Policy Reaffirms Pan-African Leadership and Vision

In a landmark diplomatic step, Tanzania has launched a revised National Foreign Policy that reinforces the country's leadership in African diplomacy. The updated policy embraces Pan-African values, supports the African Continental Free Trade Area (AfCFTA), and advances regional peace, integration, and sustainable development. 

The launch event, held at the Julius Nyerere International Convention Centre (JNICC) in Dar es Salaam, was officiated by H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania. It was also attended by Dr. Hussein Ali Mwinyi, President of Zanzibar and Chairman of the Revolutionary Council, members of the Diplomatic Corps, senior government leaders, and private sector representatives. 

Rooted in the vision of Mwalimu Julius Nyerere, Tanzania has historically championed unity, liberation, and non-alignment in African diplomacy. Under Nyerere's leadership, Tanzania became a moral compass for the continent and a founding member of the Organization of African Unity (OAU). 

“This policy speaks on who we are as a nation—firm in our values, proactive in our diplomacy, and committed to constructive partnerships that advance peace, security, and shared prosperity,” President Samia said during the event. 

The new policy reflects this legacy while responding to contemporary priorities like trade, migration, regional infrastructure, climate action, and digital transformation. It aims to deepen Tanzania's engagement with continental bodies like the AU, SADC, and EAC while emphasizing Kiswahili as a tool for regional integration. 

President Samia noted that the revised policy was shaped through a broad-based participatory process involving Tanzanians from all walks of life. “It was high time we revised the policy to cope with global shifts in various spheres,” she said, citing the global scramble for strategic minerals and trade disruptions caused by ongoing conflicts as key motivators. 

A core feature of the updated framework includes economic diplomacy and the creation of a Special Status for Tanzanians in the diaspora. The policy promotes legal reforms that would allow non-citizen Tanzanians abroad to own land, register businesses, and invest back home. 

To strengthen implementation, President Samia called on the Ministry of Foreign Affairs and East African Cooperation to engage retired diplomats in training current officials, ensuring that Tanzania's envoys are equipped to promote national interests globally. 

President Mwinyi welcomed the revised policy as a catalyst for unlocking social, economic, and political potential. “Tanzania continues to position itself globally, and the revised policy aligns with evolving global needs,” he said. 

He urged the Ministry to encourage more countries to open consulates in Zanzibar and called on all Tanzanians to embrace and defend national interests through the policy. “This policy will benefit both Tanzania Mainland and Zanzibar,” he emphasized. 

President Samia's regional outreach began early in her presidency. In April 2021, she visited Uganda, where she and President Yoweri Museveni signed the Final Investment Decision for the $10 billion East African Crude Oil Pipeline (EACOP). 

In May 2021, her visit to Kenya revitalized bilateral ties, followed by trips to Burundi, Mozambique, Rwanda, Zambia, and Egypt, resulting in cooperation on trade, energy, security, and innovation. 

At the June 2021 SADC Summit in Mozambique, Tanzania reaffirmed its commitment to regional peace by supporting the fight against insurgency in Cabo Delgado. In Ghana, she received the Africa Road Builders–Babacar Ndiaye Trophy for leadership in infrastructure development. 

In Senegal, during the IDA20 Summit, and at COP27 in Egypt, she positioned Tanzania as a leader in climate resilience, presenting an $18 billion renewable energy plan. 

From 2023 to 2025, she maintained strong continental engagement through AU summits, the BRICS Summit in South Africa, and diplomatic visits to Malawi, Zambia, South Africa, and Morocco. 

A key milestone in Tanzania's growing international stature was the invitation to the Lobito Corridor Development Project high-level meeting in Angola—part of the G7's Global Infrastructure Initiative. Although Tanzania was not originally a member of the project, its geographic and strategic relevance was recognized as critical to the corridor's success. 

In February 2024, President Samia unveiled a statue of Mwalimu Nyerere at the AU Headquarters in Ethiopia—a symbolic act that underscored Tanzania's foundational role in the Pan-African movement. 

As Chair of the SADC Organ, she presided over the 2024 Troika Summit in Zimbabwe, advancing peace and security initiatives and supporting Raila Odinga's candidacy for AU Commission leadership. 

On May 18, 2025, Professor Mohamed Yakub Janabi was elected as the next Regional Director of the WHO African Region, a milestone widely credited to Tanzania's rising diplomatic influence. His nomination followed the untimely death of Dr. Faustine Ndugulile in 2024. Janabi's appointment will be formalized by the WHO Executive Board later this month. 

According to Ambassador Mahmoud Thabit Kombo, the revised policy focuses on ten strategic pillars:

  4. Participation in Regional and Global Bodies 
  5. Promotion of Kiswahili as a Diplomatic Tool

  9. Human Rights and Good Governance 
  10. Environmental Protection and Climate Leadership 

This updated policy reflects Tanzania's commitment to Pan-African unity while embracing innovation, inclusion, and global partnership. It sets the stage for the next chapter in Tanzania's regional leadership and sustainable development.

The 2025 Future Hospitality Summit (FHS) Africa Awards will honour three exceptional individuals whose leadership, vision, and integrity have profoundly shaped the hospitality industry in Africa and beyond. David Green, CEO of the V&A Waterfront in Cape Town, will be recognised with the FHS Outstanding Contribution to Hospitality Award; William E. Heinecke, Founder and Chairman of Minor Hotels, will receive the FHS Leadership Award and Hala Matar Choufany, President of HVS Middle East, Africa & South Asia, will be presented with the FHS Excellence Award.

The awards were nominated by the FHS Africa Advisory Board, a group of senior industry leaders who collectively represent decades of insight and influence across the global hospitality ecosystem. Their selections reflect not only individual excellence, but also the values that FHS Africa seeks to champion: ethical leadership, inclusive development, and long-term impact.

William E. Heinecke, one of Asia's most influential entrepreneurs, was honoured with the FHS Leadership Award in recognition of a nearly six-decade-long career that began with a bold idea and just US$1,200. At the age of 17, Heinecke registered his first company under the name ‘Minor'- a nod to being underage at the time - and went on to create Minor Hotels, a diversified hospitality group that today operates more than 530 hotels across 56 countries under brands including Anantara, Avani, Oaks, Elewana, and Tivoli. His acquisition of NH Hotel Group in 2018 marked a turning point for global expansion and established Minor as a powerhouse in the international hospitality scene. A vocal advocate for sustainability and social impact, Heinecke also founded the Golden Triangle Asian Elephant Foundation, the Heinecke Foundation for education, and the Mai Khao Marine Turtle Foundation. His accolades include HOTELS Magazine's Corporate Hotelier of the World and Entrepreneur of the Year at the Asia Pacific Enterprise Awards. Now Chairman of the Board of Minor International, Heinecke continues to guide the group's long-term strategy and philanthropic mission.

David Green's recognition reflects more than a decade of transformative leadership at the helm of Cape Town's iconic V&A Waterfront. Since his appointment in 2009, Green has guided the historic precinct through a R8 billion reinvention, turning it into one of Africa's most successful mixed-use destinations. Under his stewardship, the Waterfront has become a blueprint for sustainable urban development - supporting nearly 80,000 jobs, empowering local entrepreneurs, and embedding environmental and social responsibility at the core of every initiative. From the launch of the Zeitz MOCAA Museum and Makers Landing to the expansion of the hotel and hospitality portfolio now comprising 14 hotels and over 1,800 rooms, Green's legacy lies in his deep commitment to inclusivity, innovation, and purpose-driven development. “Everything we do is viewed through the lenses of job creation, inclusivity, and sustainability,” Green reflected.

Hala Matar Choufany, recipient of the FHS Excellence Award, has set new benchmarks in hospitality advisory through her role as President of HVS Middle East, Africa & South Asia. The first woman to hold this position, she has led over 5,000 advisory engagements that have shaped hotel investments, asset strategies, and valuations across key markets. Her leadership is grounded in transparency, ethical decision-making, and long-term value creation - principles she champions not just in boardrooms, but also in classrooms and industry forums worldwide. A respected voice in global hospitality discourse, Choufany is committed to nurturing talent, supporting sustainable development in emerging markets, and driving responsible investment practices across Africa and beyond. “True leadership is not about titles or accolades,” she said. “It's defined by trust, integrity, and the impact created through knowledge-sharing and collaboration.”

COGTA Committee Welcomes Seminal Review of White Paper on Local Government

The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) has welcomed the launch of the seminal Review of the 1998 White Paper on Local Government, hailing it as an important step towards more accountable and efficient local governments, resulting in better service delivery.

Committee Chairperson Dr Zweli Mkhize and several committee members attended the launch event in Johannesburg on Monday. The review was launched under the theme “Every municipality must work – A call to collective action”.

The Chairperson said the review is long overdue, as a lot has changed in local government since the first White Paper, with many municipalities struggling and dysfunctional. He said the vision for local government as an important lever in addressing historical injustices and improving people's lives has not aligned with the lived realities in communities over the years.

“Now, this review provides an important pause to reinvigorate and chart a new trajectory of growth, development and efficiency for our municipalities,” the Chairperson said.

He invited all stakeholders to make their voices heard in the planned consultations that will follow, as the review is set to address service delivery challenges in municipalities and the funding model for local government, among other things.

“The committee is looking forward to interacting with the review process of the White Paper on Local Government,” said the Chairperson.

The review is expected to be finalised by March of next year.

Africa-First Energy Policies: Turning Vision Into Investment

Africa is entering a pivotal phase in its energy transformation, characterized by a growing shift toward “Africa-first” energy policies. Despite contributing less than 4% to global emissions, Africa faces the world's most severe energy access challenges – with approximately 600 million people lacking electricity and 900 million without clean cooking solutions. With $47 billion in oil and gas capex in 2024 – a 23% increase year-over-year – Africa is proving its value as a competitive and resilient energy investment destination. This surge reflects growing investor appetite, strengthened policy frameworks and a renewed focus on project bankability.

In this context, African Energy Week (AEW): Invest in African Energies 2025 – taking place from September 29 to October 3 in Cape Town – serves as the continent's leading forum for turning vision into tangible investment. With a focus on public-private partnerships (PPPs), blended finance and strategic energy projects, the event brings together government leaders, financiers, developers and technology providers to advance deals, foster collaboration and position Africa as a global energy leader.

Building Institutions for Local Investment

A wave of institutional and policy advancements is laying the groundwork for increased local investment in energy. A key milestone is the establishment of the Africa Energy Bank (AEB) by the African Petroleum Producers' Organization (APPO) and Afreximbank, with an initial capital of $5 billion. Headquartered in Abuja and set to launch in June 2025, the AEB will finance oil and gas infrastructure projects, serving as a bold step toward regional energy self-sufficiency and resource sovereignty.

At the same time, the African Development Bank (AfDB) is supporting long-term energy planning. In Algeria, the AfDB has launched a strategic dialogue to shape the 2025–2030 Country Strategy Paper, aligning national goals with sustainable, diversified energy development.

In South Africa, the success of the Renewable Energy Independent Power Producer Procurement Program (REIPPPP) illustrates how structured procurement can generate market certainty. The latest round secured 1,760 MW of solar PV capacity backed by R31.4 billion ($1.7 billion) in investment — with 49% local ownership and 46% equity held by Black Economic Empowerment entities.

Scaling Investment through PPPs and Blended Finance

As Africa's energy project pipeline expands, PPPs and blended finance have become essential tools for scaling investment. The AfDB's $10 million concessional equity stake in the ARM-Harith Successor Infrastructure Equity Fund, a $200 million regional vehicle, highlights how development finance institutions can de-risk infrastructure and crowd in private capital. The fund supports AfDB's target to electrify 300 million people by 2030 through sustainable energy solutions.

Meanwhile, South Africa's Battery Energy Storage Independent Power Producer Procurement Program illustrates the power of blended finance in scaling innovation. With R12.8 billion ($678.8 million) allocated to eight projects delivering 615 MW of storage across three provinces, the initiative enhances grid stability and achieved a 35% cost reduction from the first bid round – a clear sign of growing cost efficiency.

Frameworks for African-Led Growth

The African Continental Free Trade Agreement (AfCFTA), ratified by over 48 countries, offers a powerful framework for prioritizing African-led energy development. By promoting intra-African investment flows and removing trade barriers, AfCFTA enables energy projects to be sourced, financed and executed within the continent. With Ghana spearheading the AfCFTA Guided Trade Initiative – engaging eight pilot countries – the agreement is fostering regional cooperation to scale African energy solutions and reduce external dependency. Once fully operational across more than 50 member states, AfCFTA is set to accelerate an Africa-first approach to infrastructure, technology, and capital deployment in the energy sector.

Meanwhile, the African Energy Commission continues to strengthen institutional cooperation across the African Union to support sovereign energy strategies. A prime example of African private-sector leadership is Coscharis Technologies' $4 billion solar project in Nigeria – the largest renewable energy initiative in West Africa – reflecting a shift toward domestically-driven, large-scale investment in clean energy that aligns with national priorities and regional ambitions.

“Africa's energy future must be shaped by African priorities, African solutions and African investment. At AEW: Invest in African Energies 2025, we are not just talking about the energy transition – we are driving real deals and partnerships that put Africa-led development at the center of the global energy conversation,” states NJ Ayuk, Executive Chairman of the African Energy Chamber.

Prince Dlamini's participation at AEW: Invest in African Energies 2025 reinforces Eswatini's commitment to leveraging strategic partnerships and international forums to attract capital and technology into both its mining and energy sectors. The kingdom recently celebrated a major milestone with the financial close and construction launch of the 13.5 MW Lower Maguduza Hydro Power Project, a public-private initiative that underscores Eswatini's drive to achieve greater energy independence and sustainability through renewables.

Eswatini is also making significant progress toward universal energy access through the newly launched Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) project. Backed by international financial institution the World Bank, this initiative aims to connect 50,000 new households – benefitting 200,000 people – to electricity using both on- and off-grid solutions, with a focus on underserved rural communities. Supported by over $100 million in concessional financing, the ASCENT project will enhance energy security, build institutional capacity and improve livelihoods, making Eswatini one of Africa's frontrunners in equitable and sustainable electrification.

In the mining sector, Eswatini is actively working to position itself as an emerging market for critical minerals, following the launch of the second phase of a national mineral mapping program in partnership with South Africa's Council for Geoscience in November 2023. Using AI-based geoscientific techniques, this initiative seeks to unlock the country's vast yet underexplored mineral wealth – ranging from gold and iron ore to a broader portfolio of high-demand critical minerals. As part of its outreach to global investors, Eswatini is creating an enabling environment for private sector participation in mineral exploration, production and job creation.

Stepping into this picture, Minister Dlamini's participation at AEW: Invest in African Energies 2025 aligns with the goals of Eswatini to open its doors to investors in both energy and mining. By sharing insights into investment opportunities, policy developments and major projects, Minister Dlamini will not only promote greater foreign spending in the kingdom, but position Eswatini as a top destination for energy and mining developers.

Government Business Partnership Sets Three-Month Sprint to Accelerate Delivery

President Cyril Ramaphosa today convened ministers and senior business leaders under the Government Business Partnership. The partners agreed to fast-track the implementation of key structural reforms and support performance improvements at Transnet and Eskom through an accelerated delivery plan and an intensified phase of the Partnership's ongoing efforts to expedite delivery on priority interventions vital to economic growth and job creation.

The partnership believes that this acceleration is necessary to achieve a step-change in progress in response to difficult economic headwinds. Focus will remain on improving Eskom's Energy Availability Factor (EAF) and unblocking delays in new generation capacity to ensure a continued reprieve from load shedding. Work is underway to resolve grid access and allocation bottlenecks that hinder new generation projects. Whilst Transnet's performance is not at the level required, it has stabilised and there is a significant focus on growing volumes which will increase exports and revenue collected to support economic growth and preserve and grow employment.

Expediting reforms and performance improvement is crucial to reducing the possible negative impact of the complex global and domestic environment, which continues to present substantial challenges and uncertainty. GDP growth projections for 2025 have been revised down, and current forecasts remain far below the minimum 3% required to create the level of jobs needed to make an impact on the country's high levels of unemployment.

The Government Business Partnership, established in 2023, is focused on accelerating crucial reforms and operational improvements to lift confidence levels and to drive economic growth in four priority areas: energy, transport and logistics, crime and corruption, and youth employment (the latter added in January 2025).

President Cyril Ramaphosa said: “Through the strength of this partnership, we have been able to unlock many constraints that undermine growth and job creation. While there is much to improve, the dedication and commitment from both government and business remains undiminished. The pace of our work must increase to match the scale of the challenge.”

Important progress has been made to lay the groundwork for sustained accelerated action, including the finalisation of the Transnet Network Statement, the launch of a Request for Information (RFI) to attract private investment in port and rail infrastructure, and NERSA's approval of electricity wheeling regulations. These reforms enable broader private sector participation in energy and transportation and logistics. Both the crime and corruption and the youth employment focal areas are largely tracking against their plans which have a longer-term time horizon.

In line with this commitment to focused execution, the Partnership welcomed the launch of the second phase of Operation Vulindlela, which has a delivery focus that closely aligns with the Partnership's objective of more rapidly accelerating reforms and operational improvements that will drive growth and job creation.

Adrian Gore, BUSA Vice President and business co-convenor of the Partnership, said: “We are entering this accelerated execution “sprint” with a real sense of urgency. Progress has been made, but it's not enough. This requires a step change in the pace of decision making and execution. We need to redouble our collective efforts to help shift the country onto a sustained upward trajectory and deliver on our shared ambition of a virtuous cycle of growth, jobs, a more positive narrative and increased investment.”

The Milken Institute (https://apo-opa.co/452va1L) and the Motsepe Foundation are proud to announce the winner of the Milken-Motsepe Prize in FinTech, a $2 million innovation award designed to reward companies working to expand access to capital and financial services for small businesses in emerging and frontier markets. The winner was announced at the Milken Institute Global Conference in Los Angeles. 

Verto (https://apo-opa.co/4d7WePf), based in the United Kingdom, won the $1 million Grand Prize for its business-to-business cross-border payments platform, which enables businesses in emerging markets to send and receive payments, eliminating intermediary fees, supporting 49 currencies, and settling transactions quickly. 

FinTech is the third prize awarded as part of the Milken–Motsepe Innovation Prize Program, a series of competitive multimillion-dollar global competitions and awards designed to incentivize and reward bold, innovative solutions to address pressing economic and environmental challenges in Africa. 

A Rigorous Award Cycle: From Application to Award 

Launched in May 2024, the Milken-Motsepe Prize in FinTech attracted more than 3,000 entrepreneurs from 126 countries across six continents. A total of 400 teams applied, with just 10 being selected as semifinalists. 

Each team underwent a comprehensive judging process that evaluated five key criteria: affordability and accessibility, ethical and responsible practices, scalability in other markets, the use of cutting-edge technology, and the potential to promote equitable access to financial services.  

In December 2024, 10 semifinalists pitched their innovations to investors at the Milken Institute Middle East and Africa Summit in Abu Dhabi. From this group, an expert panel of judges selected three finalists—Chumz, Oze, and Verto—to advance to the final stage of the innovation award at the 2025 Milken Institute Global Conference. 

“Across the African continent, technology and innovation are disrupting traditional finance and banking approaches. Investment in this space is profitable and, more importantly, necessary for financial inclusion," said Dr. Precious Moloi-Motsepe, co-founder and CEO of the Motsepe Foundation. "My heartfelt congratulations to the winners and all the finalists for demonstrating feasible and impactful solutions that will drive economic activity and shared prosperity in the global South, while influencing the financial sector all over the world." 

Since its launch in 2021, the Milken-Motsepe Innovation Prize Program has awarded over $6 million in funding to more than 50 innovators worldwide. Participating teams have raised nearly 10 times the Grand Prize in additional outside investments, reaching and impacting over 530,000 community members. 

The Milken-Motsepe Innovation Prize Program offers free, curated resources and online events not only to award winners but also to nearly 9,000 global entrepreneurs.  

New Prize in AI and Manufacturing 

The fourth Milken-Motsepe Innovation Prize, which focuses on AI and manufacturing, launched at the 2025 Milken Institute Global Conference. The new $2 million award is designed to recognize established companies driving innovation in Africa's manufacturing sector. Focused on advanced data analytics and artificial intelligence, the prize rewards technological breakthroughs that create long-term economic resilience in the supply chain in Africa. 

Registration is open until July 31, 2025.  

With $2 million in total prizes, including a $1 million Grand Prize, “AI and Manufacturing” seeks companies that accelerate technological advancements, create jobs, and improve access to essential goods and services for communities across Africa. The award represents an opportunity to support companies leading the next wave of transformative change in manufacturing. 

“We have witnessed our prize programs bring forward some of the most visionary thinkers across sectors, from agriculture to financial technology. Returning to the vibrant city of Kigali, Rwanda from July 26-August 2, the event will bring together 320 young athletes from 20 African nations, and more than 20,000 spectators for a week of community, culture, basketball, education, and entertainment. The festival will unite communities, spark potential, and drive transformative change across the continent.

“Like these kids, I grew up on the continent,” says Ujiri. “As Africans, we know the landscape of what the kids go through. We know they dream just like we did and it really inspires me because, those kids have so much more talent and intelligence, they have ways to communicate now that we didn't. This festival is about showing them there is a path. We want them to never stop dreaming.”

Giants of Africa Festival 2025 will begin with an exhilarating Opening Show, as the athletes unite in an inspiring parade to kick off the weeklong celebration. South African international DJ sensation Uncle Waffles, MTV Video Music Award-winning choreographer Sherrie Silver, and Rwandan singer and songwriter, Kevin Kade will bring electrifying performances as Ujiri and special guests welcome all to the festivities. The awe-inspiring event will mark the beginning of life-changing journeys for Africa's leaders of tomorrow.

Taking place across Kigali Sports City's BK Arena, Amahoro National Stadium, Petit Stade, and Paralympic Gymnasium, the festival will showcase the full potential of Africa's sports and entertainment ecosystem, highlighting its social and economic value for the next generation and the continent at large. Giants of Africa Festival 2025 will also serve as the grand opening of Zaria Court. Founded by Ujiri, the new mixed-use sports, entertainment, and cultural district includes an 80-room hotel, sports bar, basketball court, event space, retail outlets, gym, five-a-side football pitch, and outdoor public areas.

The festival will conclude with a spectacular Closing Concert featuring performances from Nigerian Afrobeats artist Kizz Daniel and award-winning Nigerian singer/songwriter Timaya. Celebrity guests in attendance throughout the week will include Chris Tucker, Candace Parker, Robin Roberts, Chiney Ogwumike, Didier Drogba, Michael Blackson, Boris Kodjoe and more. Additional performers for both the Opening Show and Closing Concert will be announced in the coming weeks.

Since 2003, Giants of Africa has empowered youth through basketball, hosting camps and building courts across 20 African countries. The foundation not only teaches game fundamentals but connects young people with inspirational mentors who show how determination, leadership, and integrity can transform dreams into reality. Also central to their mission is basketball's unique power to transcend barriers and unite diverse communities. The Giants of Africa Festival is a culmination of this vision, featuring a weeklong youth basketball camp and tournament that brings together young men and women from 20 nations. Youth campers will represent Senegal, Nigeria, Cameroon, Mali, Ivory Coast, Ghana, Burkina Faso, Benin, Gabon, Rwanda, Kenya, Uganda, South Sudan, Tanzania, D.R. Congo, Somalia, Ethiopia, Morocco, Botswana, and South Africa. Giants of Africa and NBA/WNBA coaches and personnel will lead training sessions, with assistance from local coaches from the participating countries. A round-robin tournament will determine which countries and players will compete in the festival's championship and all-star games.

This year, Giants of Africa will also present its inaugural Threads of Africa Fashion Show, celebrating culture, fashion, and design from across Africa. The show will spotlight the work of three talented fashion designers, each from a different region of the continent. The event united over 250 youth basketball players from 16 African nations, drew in over 14,000 spectators, and saw an estimated $1.5M invested into Kigali's local economy. The Minister of International Relations and Cooperation, Mr Ronald Lamola, has expressed his sadness at the untimely passing of South Africa's Ambassador to the Republic of Côte d'Ivoire, His Excellency Zolani Mtshotshisa.

Ambassador Mtshotshisa passed away in a hospital in South Africa.

Minister Lamola said Ambassador Mtshotshisa was devoted to the maintenance of good political, diplomatic, economic and people-to-people ties between South Africa and Côte d'Ivoire.

“Amb Mtshotshisa worked tirelessly to promote South Africa's engagements with Côte d'Ivoire, including facilitating the November 2023 re-launch of SAA's Johannesburg to Abidjan route,” said Minister Lamola.

African Farmout Forum Returns to AEW 2025, Showcasing Emerging Block Opportunities

The African Farmout Forum will return to African Energy Week (AEW): Invest in African Energies in 2025, offering a collaborative platform for international oil companies, national oil companies and upstream regulators to present their projects and block opportunities to a global audience. Over the years, the African Farmout Forum has played a vital role in facilitating farm-in agreements in both emerging and mature hydrocarbon markets. During the 2024 edition, promoted blocks spanned across Somalia, Morocco, Ghana, Nigeria, Sierra Leone, Equatorial Guinea, Namibia, Cameroon, São Tomé and Príncipe, Angola, the Democratic Republic of the Congo and Senegal, with two additional onshore blocks presented in Timor-Leste. Africa's upstream oil and gas sector is entering a new growth phase. According to the African Energy Chamber's (AEC) State of African Energy 2025 Outlook, upstream capital expenditure is projected to reach $43 billion in 2025, climbing to $54 billion by 2030. West and North Africa are set to lead this surge, accounting for half of the total spend.  

While offshore developments have led investment since 2023, the outlook suggests a balancing trend, with onshore and offshore spending expected to converge as interest grows in underexplored onshore acreage. Notable hotspots include North Africa, where Egypt and Algeria are witnessing heavy-capital flows; West Africa, with a surge in spending in Ivory Coast; and Southern Africa, led by markets such as Namibia – targeting first oil by 2029 – and Angola. An uptick in spending has also been registered in Zimbabwe (onshore) and South Africa (offshore).  

Amid this growth, Africa's M&A activity is gaining momentum. The first half of 2024 saw M&A deals surpass 2023 totals, with $12.7 billion in deals by July. With approximately $16 billion worth of assets holding over three billion barrels of oil equivalent resources currently on the market, African upstream M&A activity is expected to remain robust through 2025.  

The 2024/2025 period will also see more than 11 licensing rounds launched across the continent as governments aim to sustain or expand production. In North Africa, Libya launched a 22-block bid round in April 2025 as part of a strategy to boost oil output to two million barrels per day. Egypt recently closed submissions for its 12-block licensing round covering the Mediterranean and Nile Delta regions, while Algeria has extended the deadline for its latest round – offering six onshore blocks – to June 2025.  

In West Africa, Mauritania is expected to auction 15 offshore blocks in 2025 while Liberia has 29 offshore blocks on offer as part of a direct negotiation round. In southern Africa, Angola is preparing to launch its 2025 licensing round, while Namibia has introduced a new open-door licensing system to encourage exploration. Tanzania is promoting 24 oil and gas blocks, while South Africa is on track to open new offshore and onshore acreage in 2025.  

These rounds signal a wealth of new farm-in and partnership prospects, with the African Farmout Forum positioned to highlight the continent's most promising hydrocarbon basins. Featuring 7-minute deal pitches, a wall of farmouts and curated networking opportunities, the forum will catalyze upstream investment and deal-making in Africa.

Technology to aid SA’s border management efforts  

Four advanced unmanned aerial vehicles, commonly known as drones and 40 body-worn cameras will be deployed for the first time at the country’s ports of entry over the coming Easter long weekend.

The drones are equipped with some of the most advanced night vision cameras in the world, including thermal detection technology.

Powered by Artificial Intelligence (AI), the devices are able to recognise and lock onto heat sources, moving people, or vehicles. They can also travel at speeds up to 43 kilometres per hour and are capable of operating in remote rural areas without access to GPS and even underground.

Speaking at a media briefing on Thursday, Home Affairs Minister Dr Leon Schreiber said the launch of technology marks the biggest step forward for enhancing border security and management.

“Data shows that when we first trialled the use of drones over the festive season, the number of attempted illegal crossings that were successfully prevented, increased by 215%,” said the Minister.

He added that the Border Management Authority (BMA) will now permanently deploy this cutting-edge technology on a fulltime basis.

“Our message to would-be illegal immigrants and smugglers is clear. We are now watching the borderline during the day, we are watching at night, we can see your body heat wherever you try to hide, and we will catch you. 

“As we roll out more and more cutting-edge technology, there are fewer and fewer places to hide for criminals who undermine our national security,” he said.

Schreiber explained that the cameras will be fitted to officials working in the port environment to detect and punish acts of corruption, while also monitoring the efficiency of officials.

“Importantly, the cameras are linked to a dedicated Digital Evidence Management System which ensures that all footage is admissible in court to ensure successful convictions.”

BMA Commissioner Dr Micheal Masiapato said the 2025 Easter Operation follows the successfully implemented 2024/25 Festive Season Plan which saw a steady increase of 5 084 251 travellers processed across 71 ports of entry.

“This plan builds on the successes and lessons learned from our previous operations, ensuring the advancement of robust mechanisms for safe and secure travel,” Masiapato said.

Heightened operations

Speaking at the media briefing in Pretoria, the Commissioner said that through the assistance of drone technology, previous deployments in the December-January operations were responsive and reactional to illegal movements.

“The increase in festive season movements prompted the BMA to officially begin with the Easter Planning Phase on the 1st of February 2025 through to the 14th of April 2025. 

“The Execution phase of the BMA’s Easter Operational Plan will run for a period of 10 days starting from the 15th to the 24th of April 2025, during which period deployments and intensified border operations will be heightened.
“We are here to serve the citizens of the country to deter any illegality at our ports of entry and border law enforcement area without fear or favour,” he said.

Masiapato said the Easter period is traditionally characterised by a significant spike in the movement of people and goods across the country’s ports, placing increased demand on the BMA to maintain optimal operational readiness.

“During this period, families travel for religious observances, holidays, and cultural gatherings, while traders and transporters increase activity in preparation for the long Easter weekend. 

“With the expected increase in attendance from the Zion Christian Church in Limpopo, more travellers are expected to move from our neighbouring countries into South Africa. These heightened activities bring both opportunities and risks, requiring a concerted and integrated operational response,” he said.

The BMA is undertaking training to equip eight officers to become expert drone pilots. They will operate the devices on a shift basis and will move around different ports in the country. – SAnews.gov.za
