Government to launch R500m spaza shop support fund

Trade, Industry and Competition Minister Parks Tau and the Minister of Small Business Development, Stella Tembisa Ndabeni, will next Tuesday officially launch the R500 million Spaza Shop Support Fund, an initiative which was first announced by President Cyril Ramaphosa in November 2024.

The fund, which will be jointly administered by the National Empowerment Fund (NEF) and the Small Enterprise Development Finance Agency (SEFDA), provides critical financial and non-financial support to township businesses, including community convenience stores and spaza shops.

The aim of the fund is to support South African owned township community convenience shops, including spaza shops, in order to increase their participation in the townships and rural areas’ retail trade sector.

“The opening of the applications for the fund marks another milestones in government’s efforts to stimulate the growth of the rural and township economy in the country, particularly by providing the necessary support to the convenience stores and spaza shops that are based in the townships and rural areas. 

“Government recognises the important role that small businesses, including those operating in the rural areas and townships, can play in creating jobs, growing our economy and alleviating poverty,” Ndabeni said.

The fund provides various types of support including the initial purchase of stock via delivery channel partners, upgrading of building infrastructure, systems, refrigeration, shelving and security, as well as training programmes which includes Point of Sale devices, business skills, digital literacy, credit health, food safety and business compliance.

Tau pointed out that the fund does not only support economic inclusion but also aligns with national priorities to formalise informal sectors, safeguard consumers and promote local production and said it is a holistic approach to revitalising township economies.

“Beyond individual support, the fund seeks to bolster the broader supply chain by fostering partnerships with local manufacturers, black industrialists and wholesalers. 

“Through bulk purchasing arrangements and the promotion of locally produced goods, spaza shops will benefit from reduced costs and increased access to quality products,” Tau said. – SAnews.gov.za

In Equatorial Guinea, the country is preparing to launch an oil and gas licensing round while Cameroon drives a gas-to-industry agenda. Further developments in Chad are underway, highlighting the region's potential as a major producing hub.

Internet connectivity can aid SA’s development 

Internet connectivity has the potential to boost employment while also broadening access to education, healthcare and the speeding up of service delivery, says Deputy Minister of Science, Technology and Innovation Nomalungelo Gina.

Internet connectivity also has the potential to broaden modern agricultural practices, mobility, and banking services.

“Internet connectivity’s potential to boost productivity and employment is well documented,” the Deputy Minister said during a parliamentary session on Tuesday.

Gina cited a study encompassing 14 countries that found a 10 percentage-point increase in 3G coverage raised the employment rate by 2.1 percentage points, as faster internet connections create better job opportunities.

The Deputy Minister was addressing a joint session of Parliament’s Portfolio Committees on Communications and Digital Technologies and Science, Technology and Innovation with the Deputy Minister of Communications and Digital Technologies, Mondli Gungubele. 

The Departments of Communications and Digital Technologies (DCDT) and Science, Technology and Innovation (DSTI) are collaborating in the development of a satellite communication strategy for South Africa.

The strategy is aimed at the establishment of a domestically owned satellite system that provides affordable, reliable, and secure communication infrastructure.

Over the past three years, the departments and their entities, Sentech and the South African National Space Agency (SANSA), have worked to develop the strategy, which is expected to significantly enhance digital inclusion, support economic growth, and bolster essential services such as e-government, telemedicine, and rural telephony.

“Following extensive consultations and feasibility studies, the strategy has received sign-off from the Presidency on the Social Economic Impact Assessment System process. The next phase involves further government cluster consultations and public engagement before final Cabinet approval.” 

While commending the progress, committee members stressed the urgency of implementation, the need for gender representativity, and the establishment of required capabilities to complete the project.

The Chairperson of the Portfolio Committee on Science, Technology and Innovation, Tsakani Shiviti, said that both committees were hopeful that quarterly reports on the strategy would encourage the two departments to expedite the process for final Cabinet approval.

Acting Deputy Director-General at the DCDT, Dr Tinyiko Ngobeni, said the strategy would be submitted to Cabinet to obtain approval to publish it for comment from the public. Additionally, a national workshop will also be convened to explore substantive issues.

According to the DSTI, South Africa currently spends approximately R100 billion a year on foreign communication service providers. 

“In contrast, a locally owned satellite system with a lifespan of up to 20 years would require a one-time capital investment of approximately R6 billion. This comparison shows the immense cost-saving potential of a domestic satellite system.” 

Meanwhile, the department believes that a domestic system would also strengthen South Africa’s sovereign capabilities, as required by the national defence and security clusters. 

The acquisition and operation of the satellite will be managed by a national satellite organisation through a strategic partnership with an international satellite fleet operator, ensuring sovereignty over critical communication infrastructure.

“The satellite industry presents vast opportunities for skills development, job creation, industrial growth, and self-reliance in national security matters. 

“The satellite communication strategy initiative will foster new technical expertise throughout the satellite’s lifecycle – from design and construction to launch, operation, and maintenance – creating sustainable, high-skilled jobs and stimulating the local space industry,” said the Department of Science, Technology and Innovation.

SANSA, with its extensive expertise in satellite operations, will play a key role in driving the initiative forward.

Incubator programme to empower emerging developers

Human Settlements Minister Thembi Simelane has hailed the Emerging Developer Incubator and Post-Investment Support Programme, which aims to empower emerging developers.

Launched in Sandton, Gauteng, the incubator programme will catalyse the transformation of the built environment and assist the Department of Human Settlements in achieving its five-year targets.

The department’s 2025/2030 Medium Term Development Plan (MTDP) seeks to deliver over 200 000 housing units, including 237 000 serviced sites, and 15 000 social housing units. The plan also seeks to upgrade over 4000 informal settlements.

The technical support programme, a brainchild of the department’s agency, the National Housing Finance Corporation (NHFC), will present an opportunity for contractors and emerging property developers to participate and play an active role in assisting the department in housing the nation.

Speaking at Friday’s launch, Simelane commended the NHFC for initiating the “indispensable and bespoke” incubation programme, noting that working together in the human settlement value chain, they can “move the needle as far as transformation is concerned".

The Minister highlighted that the initiative is intrinsically linked to one of the priorities of the government of driving inclusive growth and job creation, and a transformative three-year initiative designed to promote inclusivity and sustainability within the housing sector.

Recognising the challenges faced by emerging developers, including weak balance sheets, limited access to finance, and inadequate technical expertise, Simelane said the NHFC has strategically introduced this programme to address these barriers directly, by providing structured support to aspiring developers, with a keen focus on majority Black-owned and designated groups.

“What is particularly outstanding is that the three-year programme aims to support aspiring developers from majority Black-owned and designated groups by providing non-financial support and facilitating project sustainability through skills transfer and built industry technical assistance.

The Minister noted that the human settlement sector is currently beset with a myriad of challenges of blocked projects abandoned by contractors and developers, with capacity to manage projects, and access to finance being among the few contributing factors to these challenges.

The introduction of the initiative is to ensure an increased delivery of housing units within the sector; grow the participation of aspiring developers in the housing value chain, with an added focus on designated groups (women, youth and people with disability), and ease access to funding from the NHFC and from other financiers. 

Monitoring

The Minister also assured that the launch of the programme is not a rhetorical statement.

“We are not here for a talk-shop, we must be intentional and deliberate in driving transformation and in empowering the mentioned designated groups. At the core of the programme is capacity building, which ensures that emerging developers gain essential skills to manage and deliver successful projects.

“The incubator offers hands-on on and off-site support throughout the project lifecycle, from feasibility studies to financial modelling and compliance with statutory regulations, as well as construction monitoring. We are doing away with the tendency of launching projects of this magnitude and design without post-project monitoring and evaluation to measure impact and success.”

She emphasised that a key risk mitigation strategy embedded within the programme is the post-investment technical monitoring function, which ensures that the projects maintain quality and efficiency standards, while developers receive ongoing oversight and advisory services.

The NHFC will collaborate closely with the appointed incubator service provider experienced in contractor and developer support, ensuring adherence to industry best practices and skills transfer to the NHFC itself.

“This Emerging Developer Incubator Programme is designed not only to provide immediate support, but to cultivate a new generation of capable and self-sustaining developers who will contribute meaningfully to the housing sector. 

“By aligning with best practices and leveraging past lessons, the department and the NHFC are setting the stage for long-term transformation and economic inclusion,” Simelane said. – SAnews.gov.za

Cabinet welcomes corruption busting efforts

Cabinet has welcomed this week’s launch of the Border Management and Immigration Anti-Corruption Forum (BMIACF).

“Cabinet welcomed the launched Border Management and Immigration Anti-Corruption Forum on 25 March 2025, as part of efforts to clamp down on corruption in border management and immigration,” Minister in the Presidency Khumbudzo Ntshavheni said on Thursday.

The Minister was briefing media on the Cabinet meeting held on Wednesday.

Speaking at the launch of the BMIACF, Home Affairs Minister Dr Leon Schreiber warned crooked officials that the department will leave no stone unturned to rid its ranks of corruption. 

Schreiber said cooperation amongst the relevant authorities was making an impact on efforts to restore the image of the Department of Home Affairs and the Border Management Authority (BMA).

“We are also committed to the kind of systems reform that will close the space for discretion, which enables fraud and corruption in the first place,” Schreiber said on Tuesday.

Meanwhile, Cabinet also welcomed the arrest of 12 892 suspects between 17 and 23 March 2025 by the South African Police Service (SAPS) as part of Operation Shanela. 

These include 1 753 wanted suspects for serious and violent crimes such as murder, attempted murder, rape, business and house robberies.

The Summit underscores TikTok's ongoing efforts to prioritise user safety in Africa while fostering an open dialogue with policymakers to shape robust frameworks that protect users' rights while encouraging innovation and creativity in the digital space.

Government and Industry Leaders Discuss Digital Safety

The Summit was officially opened by South Africa's Hon. Solly Malatsi, Minister of Communications and Digital Technologies, who highlighted the importance of collaboration among governments, technology platforms, and communities to foster a safer digital ecosystem.

Helena Lersch, TikTok's Vice President for Public Policy, in her remarks, reaffirmed the platform's commitment to user safety and the role of partnerships in creating a secure digital environment.

“Billions of people come to TikTok every day to create, share and connect and we're continually evolving our policies and practices to safeguard our platform so our community can discover and do what they love. This summit underscores the importance of collaboration between industry leaders and regulators in shaping a digital ecosystem that is both innovative and secure," said Lersch.

Fortune Mgwili-Sibanda, Director of Public Policy & Government Relations for Sub-Saharan Africa, further emphasised the significance of collective efforts in digital safety, stating that the Summit serves as a valuable platform for sharing insights, strengthening collaboration, and ensuring that African users, particularly young people, are protected online.

Content Moderation in Africa

During the summit, TikTok reported a significant upward trend in its content removal rate across Sub-Saharan Africa, with data showing a 249.81% increase in content removals from the second quarter of 2023 to the fourth quarter of 2024. This improvement aligns with TikTok's global standards for content moderation and community guidelines enforcement. TikTok's Community Guidelines Enforcement Reports (https://apo-opa.co/3QMZNQH) reflect the platform's continued investment in automated moderation technology, alongside human safety experts that enables the detection and removal of harmful content before it reaches users. Globally, between July and September 2024, TikTok removed more than 147 million videos, of which 118 million were detected and removed automatically using these technologies.

In Sub-Saharan Africa, TikTok removed over 7.5 million videos in Q3 2024, rising to more than 8 million in Q4 2024—an increase of 14.06% quarter-on-quarter. Notably, 99.5% of these videos were removed before any user reports, underscoring TikTok's commitment to proactive moderation and swift action.

A similar trend was observed in North Africa, where TikTok removed over 7 million videos in both Q3 and Q4 of 2024. This represented an 8.70% increase in removals between the quarters, with 99.3% of these takedowns also occurring before user reports.

These figures highlight TikTok's ongoing efforts to provide a safe and positive online environment through robust, technology-enabled content moderation systems.

#SaferTogether - Driving Safer Digital Engagement

As part of its broader commitment to digital safety and education, TikTok is expanding its efforts across Africa through strategic partnerships and training programs that promote digital literacy, safety awareness, and responsible content creation.

At the forefront of these efforts is TikTok's flagship #SaferTogether campaign, which has achieved notable milestones since its launch in 2022.

In Kenya, the initiative, run in partnership with Eveminet (https://apo-opa.co/3Y8mHG7), a youth online protection organisation, has reached over 406,000 participants through in-person workshops across the country. These sessions provided communities with the knowledge and tools needed for responsible online engagement, particularly among students, teachers, and parents.

By working closely with civil society organisations, educators, and government agencies, TikTok continues to integrate proactive safety measures into its platform governance, creating safer digital environments for young users.

Building on the success of Phase 1, which educated parents in major cities such as Abuja, Lagos, and Kano on TikTok's safety features and mental well-being tools, the second phase aims to reach additional states and expand safety awareness among parents, teachers, and guardians.

Since September 2024, TikTok has also partnered with local creators across Sub-Saharan Africa to raise awareness about its safety features and Community Guidelines.

In Egypt, TikTok signed a Memorandum of Understanding (MoU) with the Journalists Syndicate to boost digital awareness, media literacy, and the detection of misinformation and online privacy risks. As part of this partnership, TikTok and the Syndicate hosted a one-day workshop equipping journalists and media professionals with the skills to navigate digital technologies safely and effectively. This collaboration underscores TikTok's ongoing commitment to empowering media professionals and supporting a more informed and digitally literate society.

Shaping the Future of Digital Safety in Africa - Global Youth Council

TikTok is also making a significant step in amplifying youth voices by expanding its Global Youth Council (https://apo-opa.co/4j2OWxZ) for 2025, further strengthening African representation. Originally launched in 2023 to empower young users and shape platform policies, the Global Youth Council has now nearly doubled in size, featuring 28 members from 15 countries. South Africa’s first democratic elections on 27 April 1994 signalled not only the end of the brutal system of apartheid, but also a change in the country’s international image.

The country’s struggle for liberation and reconciliation has shaped its identity and global standing. South Africa has positioned itself as a champion of international solidarity.

South Africa’s unique approach to global issues has found expression in the concept of Ubuntu. These concepts inform our approach to diplomacy and shape our vision of a better world for all.

This philosophy translates into an approach to international relations that respects all nations, peoples, and cultures. It recognises that it is in our national interest to promote and support the positive development of others.

As we celebrate our over 30 years of freedom and democracy, South Africa’s global repositioning can be seen with the strong strategic partnership with the European Union that is premised on values such as democracy, human rights and the rule of law.

Immediately after his release from prison thirty-five years ago, President Nelson Mandela, our first democratic President, travelled to the European Parliament to receive the Sakharov Prize for Freedom of Thought. This honorary award is the highest tribute given by the European Union (EU) to individuals who contributed to the fight for human rights.

During this visit, the former president, who is affectionately known as Madiba addressed the European Parliament and thanked the European countries for their contribution towards our fight for freedom. He also called on them to support us as we set about rebuilding the country and reversing the legacy of apartheid, which continues to be felt up to this day.

This visit marked the beginning of official relations between South Africa and the EU in pursuit of our national interests, especially to tackle pressing challenges we inherited under apartheid. In 1999 for instance, we became the first African country to sign a Free Trade Agreement (FTA) with the EU known as the South Africa-European Union (EU) Trade, Development and Cooperation Agreement (TDCA).

In 2007 we further deepened our relations through the adoption of the South Africa – EU Strategic Partnership Joint Action Plan. The plan is essentially a roadmap for cooperation in various key areas such as trade, climate change, science and technology as well as regional and global issues.  

The TDCA agreement has helped our country to integrate into the global economy and it established a Political Dialogue between South Africa and the EU at the Ministerial level. This high-level dialogue advances the EU-South Africa strategic partnership across key areas such as trade, energy, peace and security and multilateralism.

We are pleased that as we celebrate 30 years of democracy and thirty-five years since Madiba’s release and visit to the EU Parliament, our relationship with the EU continues to flourish and is mutually beneficial. South Africa remains the EU's key trade partner on the African Continent, and the EU as a bloc is South Africa's largest trading partner.

Total trade between South Africa and EU has increased by 44 percent over the past five years; recording an increase from R586 billion in 2019 to R846 billion in 2023. The EU accounts for 41 percent of total Foreign Direct Investment (FDI) in the country and over 2,000 EU companies operate in South Africa, supporting more than 500,000 direct and indirect jobs.

To further discuss shared priorities and foster stronger ties between South Africa and EU, in February this year, we successfully hosted the 16th Ministerial Political Dialogue. The Dialogue was co-chaired by the Minister of International Relations and Cooperation, Ronald Lamola and Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission.

During this dialogue, both parties reiterated their commitment to multilateralism, rules-based international order, and the centrality of the United Nations Charter. They agreed on the need to make the UN Security Council more representative, inclusive, transparent, efficient, democratic and accountable. They further discussed issues of trade and investment, along with greater mutual cooperation and reinforced bilateral relations between South Africa and the EU.

The dialogue also served as preparatory meeting for the EU-South Africa Summit which was held in South Africa on 13 March 2025. Our national priorities of reducing poverty, unemployment and inequality underpin our work at the SA-EU Summit. In line with commitments in the National Development Plan we engage with our EU counterparts to further grow our economy and develop our society.

The summit was also an opportunity to set new priorities for the Strategic Partnership, including in trade and investment, and to reinforce the shared values underpinning the partnership. During the summit, the EU announced a 4.7-billion-euro investment package to support mutually beneficial investment projects. The investment package covers areas such as critical raw mineral processing, green hydrogen, renewable energy, transport and digital infrastructure, local vaccine and pharmaceutical production, and resources for skills development.

The two parties further agreed to launch negotiations towards a Clean Trade and Investment Partnership to support the development of cleaner value chains for raw materials and local beneficiation, renewable and low carbon energy, and clean technology. Both parties committed to work together to address existing challenges in trade in animal and plant products. South Africa committed to find a solution to facilitate the imports of poultry from disease-free areas in the European Union into South Africa.

The Summit was also an opportunity for South Africa to influence international policies that could have an impact on our own economy. Both parties agreed to support a just, comprehensive, and lasting peace on conflicts around the globe including Ukraine, the Democratic Republic of the Congo and Palestine. This includes a need to reform the UN Security Council.  

Furthermore, the European Union expressed support for South Africa's G20 Presidency in 2025, and our hosting of the G20 Summit at the end of the year. The EU also pledged to strengthen the G20 Compact with Africa.

Government welcomes the visit by the EU leaders to the country and we are confident that the agreements signed will not only accelerate economic growth but will help South Africa eradicate the triple challenge of unemployment, poverty and inequality.

Home Affairs Minister issues stern warning to crooked officials

Home Affairs Minister Dr Leon Schreiber has warned crooked officials that the department will leave no stone unturned to rid its ranks of corruption. 

Schreiber said officials  involved in corrupt activities will face the full might of the law.

“Our message also makes it clear that we apply the rule of law without fear or favour,” Schreiber said.

Speaking at the launch of the Border Management and Immigration Anti-Corruption Forum (BMIACF) in Pretoria on Tuesday, Schreiber said cooperation amongst the relevant authorities is making an impact on efforts to restore the image of the Department of Home Affairs and the Border Management Authority (BMA).

“We are also committed to the kind of systems reform that will close the space for discretion, which enables fraud and corruption in the first place,” Schreiber said.

One of the fundamental pillars of digital transformation, the Minister said, is the use of technology to help prevent and detect corruption, and uproot corrupt networks altogether.

“But the reality is that, for as long as we have paper-based visa documents, for as long as we use manual, paper-based processes, and for as long as decisions are wide-open to human discretion and interference, the space for corruption will continue to exist.

“Paper visas are being replaced by an Electronic Travel Authorisation featuring Artificial Intelligence and machine learning-based adjudication. Paper documents are being replaced by secure digital documents, including the digital ID system announced by the President during the State of the Nation Address.

“The green ID book will be phased out and replaced by the far more secure smart ID and digital ID, and we are automating entry-and-exit at all South African ports-of-entry,” the Minister said.

Schreiber is confident that the systems reforms will deliver a "systems revolution" in the border management and immigration environment.

“No more papers that can go missing or be manipulated. No more photo-swopping on green ID books. No more bribing an immigration officer to manipulate an outcome, or to gain entry into the country illegally because you cannot bribe a computer and an electronic gate,” Schreiber said.

Schreiber said the Department of Home Affairs is concluding the appointment of a permanent Deputy Director-General for Human Resources.

“It is my expectation that this person will further intensify our quest to rid Home Affairs of the bad apples,” he said.

Speaking at the launch of the BMIACF, the National Director of Public Prosecutions (NDPP), Advocate Shamila Batohi, said officials must urgently bring an end to the phenomenon of South Africa being used as a transit route for criminal activities.

“We need law enforcement agencies that serve the public and put an end to these criminal activities.”

Batohi said a lot has been done over the period of five years and that more is still to be done to deal with crime and corruption.

Advocate Andy Mothibi, the Head of the Special Investigating Unit (SIU), said the launch of Border Management and Immigration Anti-Corruption Forum is a strategic intervention in the fight against crime and corruption.

“The launch of Border Management and Immigration Anti-Corruption Forum is a strategic intervention to foster collaboration between various stakeholders, who bring with them their respective mandates and expertise, which will speed up investigations of corruption allegations."

Mothibi expressed the SUI's support for the BMIACF.

The BMIACF focuses on immigration and border management, which is vulnerable to fraud and corruption.

The BMIACF has a steering committee coordinating all the work and managing stakeholders' progress. It is supported by subcommittees that focus on specialist areas such as prevention, detection, investigation and implementation of consequence management. – SAnews.gov.za

CEIF: CLG Workshop Offers Insight into Congo’s Legal Framework

Pan-African legal firm CLG – formerly Centurion Law Group – led a workshop during the inaugural Congo Energy & Investment Forum (CEIF) on the country's legal and fiscal frameworks. The workshop – Mastering Business in Congo: Challenges and Strategic Solutions for Success –  delved into strategies investors can deploy to navigate the Republic of Congo's business environment as the country prepares to launch an international licensing round.

This year's African Energy Week (AEW): Invest in African Energies conference will debut the first-ever National Oil Company (NOC) and International Oil Company (IOC) Forum, a dynamic platform that brings key public and private sector stakeholders into direct conversation to drive investment, secure new deals, foster local capacity building and advance exploration.

A key focus of the forum will be enhancing collaboration in the exploration, development and production of hydrocarbon resources across the continent, with an emphasis on data sharing and joint decision-making to unlock untapped potential. In South Africa, TotalEnergies is preparing to drill its first exploration well on Block 3B/4B, leveraging 14,000 km of 2D seismic and 10,800 km² of 3D seismic, with a large set of exploration prospects already identified. In Angola, Sonangol is ramping up offshore exploration on Block 6/24, focusing on geological and geophysical studies and seismic data reprocessing to assess the block's resource potential, which includes a possible commercial oil discovery. Meanwhile, in Equatorial Guinea, GEPetrol has partnered with Panoro Energy on Block EG-23, conducting subsurface studies to evaluate the block's potential, with the possibility of drilling an exploration well.

In parallel, new market activity is reshaping Africa's exploration landscape, as both NOCs and IOCs pursue strategic acquisitions, partnerships and project expansions. Chevron has strengthened its presence in Equatorial Guinea by securing PSCs for two highly prospective offshore blocks. In October 2024, Brazilian NOC Petrobras acquired a 10% stake in the offshore Deep Western Orange Basin in South Africa as part of its strategy to boost reserves and expand its footprint in Africa's emerging oil and gas markets. Last month, Chinese state-backed company Sinopec signed an $850 million contract with Algerian NOC Sonatrach for exploration and development, securing a PSC covering the Hassi Berkane North license. Sonatrach is also in discussions with Eni, TotalEnergies, Chevron and ExxonMobil for exploration and development activities in the region. The NOC-IOC Forum will provide a key platform to examine these developments, fostering discussions on how public and private sector cooperation can accelerate exploration, attract capital and unlock new resource opportunities.

The NOC-IOC Forum will also focus on forging new partnerships to drive capacity-building programs and facilitate knowledge-sharing, empowering local talent in the oil and gas sector. The National Petroleum Corporation of Namibia (NAMCOR) has been active in establishing partnerships to support the country's goal of producing first oil by year-end. This includes a collaboration with QatarEnergy focused on providing training and development opportunities for NAMCOR employees in industry-specific skills. In October 2024, NAMCOR also signed an agreement with global technology company SLB to improve operational performance in decarbonization, green hydrogen and sustainable energy, with an emphasis on local capacity development. Meanwhile, Mozambique's Empresa Nacional de Hidrocarbonetos is investing in specialized offshore drilling services, reinforcing the state's involvement in the country's oil and gas projects through an agreement with Italian multinational oilfield services company Saipem.

Additionally, the NOC-IOC Forum will facilitate the exchange of insights on regional and global energy regulations, helping participants navigate the evolving energy landscape. Home Affairs upgrades digital verification system

The Department of Home Affairs has announced a comprehensive upgrade to its digital verification system, a crucial component of national security, as well as both public and private sector services in South Africa.

The verification system enables government departments, including National Treasury and the South African Social Security Agency (SASSA), as well as financial sector businesses, to confirm client identities using biometric features, such as fingerprints and facial recognition, against the National Population Register.

In recent years, the system has, however, been plagued by inefficiencies, with users reporting a failure rate of up to 50% on these verification “hits” against the National Population Register. It also routinely took up to 24 hours for the system to respond, and when responses did arrive, they often contained errors that required manual verification.

The Department of Home Affairs has, over the past few months, worked to resolve these errors.

Testing has confirmed that the upgraded system is not only capable of dramatically faster performance, but that it now delivers an error rate of well below 1%. 

The department is ready to roll out access to the upgraded verification service to all its valued clients across the public and private sectors.

As part of ensuring the ongoing maintenance of this vastly improved system and after obtaining concurrence from the Minister of Finance, Home Affairs Minister Dr Leon Schreiber has gazetted a new set of fees associated with the use of this verification service. 

In order to better fund the maintenance of the National Population Register, fees for the use of the Home Affairs digital verification service by private sector companies will increase for the first time in over a decade, with effect from 1 April 2025.

However, public sector users of the service, including numerous government departments and agencies, will be unaffected by the increase, as government users remain exempted from fees. 

This approach, according to the Department of Home Affairs, enables the department to balance the need to invest in the National Population Register, while not negatively affecting public finances.

“The rollout of a reliable, efficient and secure verification service supports both the public and private sectors to improve service delivery. 

“This marks the most significant upgrade to the Home Affairs verification service since it was launched and will dramatically reduce waiting times whenever a client needs to verify their identity with the Department to obtain a social grant or open a bank account. The upgrade is also of immense importance to supporting private sector economic growth,” Minister Schreiber said. 

“When this vital Home Affairs system is down, slow, or littered with errors, it negatively impacts upon the ability of banks, insurance companies and other financial service providers to verify clients and conduct business.

“This investment in our population register is not only overdue, but also important for delivering on the vision for digital ID, as outlined by President Cyril Ramaphosa during the State of the Nation Address, as a secure and efficient population register forms the cornerstone of digital ID.

“The launch of the reformed verification system is further proof of the progress that Home Affairs is making on our journey of digital transformation to deliver dignity for all,” Schreiber said. – SAnews.gov.za

Deputy President calls urgent action to end TB in SA

Despite progress made in the fight against tuberculosis (TB), Deputy President Paul Mashatile has expressed concern that South Africa still has one of the highest TB burdens globally.

He noted that South Africa is among the 30 countries accounting for 87% of the global TB burden, highlighting that TB is preventable and curable, even for those living with HIV. 

The Deputy President has since called for urgent action to combat this infectious disease, which claims the lives of thousands of citizens each year.

South Africa commemorated World TB Day on Monday, focusing on the critical need to end TB in the country and across the globe. 

“Today, we join the global community to commemorate World TB Day. We unite as a nation with a shared purpose to end tuberculosis,” said the Deputy President. 

The Deputy President was speaking as the Chairperson of the South African National AIDS Council (SANAC) while addressing attendees at the national World TB Day event in Gamalakhe Township, Ugu District in KwaZulu-Natal.

In 2023 alone, around 270 000 South Africans were diagnosed with TB, with 56 000 deaths, equating to 153 deaths every day.

The Deputy President told the attendees that this day should serve as a reminder of the ongoing stigma and discrimination faced by those living with HIV and TB.

Two years ago, he said, SANAC initiated the development of Human Rights Charters aimed at protecting the rights of key populations affected by TB and HIV. 

While progress has been made, Deputy President Mashatile noted that some provinces are still yet to launch their charters, emphasising the need to address stigma actively.

“TB is not merely a medical issue; it is a human rights issue. Every person, regardless of their background, deserves access to life-saving treatment,” the Deputy President stressed.

Meanwhile, he said about 58 000 people with TB in South Africa remain undiagnosed.

“These are our mothers, fathers, brothers, and sisters – people who deserve care and dignity. We must reach them.”

He told the community that government was committed to maximising efforts to combat TB through four key objectives. These include raising awareness, promoting access to care, advocating for research and innovation and strengthening partnerships.

Through these initiatives, the Deputy President said government hopes to foster improved treatment success, link diagnosed patients to necessary care and reduce stigma and discrimination within communities. 

The Deputy President believes that collective action and commitment are imperative in the fight against this preventable and treatable disease. 

Government also launched the End TB campaign, which aims to test five million people by the end of March next year and annually thereafter.

“This will, in turn, result in a 29% reduction in TB incidence and a 41% reduction in TB mortality by 2035,” he said. 

Under SANAC coordination, the Deputy President said they will embark on a mass mobilisation drive to rally all South Africans behind the End TB initiative. 

“We will work with community leaders, traditional healers, and media platforms to spread the message that TB is preventable, treatable, and curable,” he added. – SAnews.gov.za

Human Settlements Minister Thembi Simelane has commended the department’s team for the work done to realise one of the principles of the Freedom Charter of providing houses, security and comfort.

This comes as the Minister reflects on the progress made in the three months since her appointment, acknowledging both the achievements and the challenges that lie ahead.

Progress and achievements

In a statement on Monday, Simelane said several key strides hace been made by the department, including responding to emergencies such as floods and fires in the Western Cape and KwaZulu-Natal.

She highlighted visits to various human settlements projects and a significant meeting held with provincial Members of the Executive Council (MECs) to discuss the five-year Medium-Term Development Plan (MTDP), and review progress on the implementation of the 2024/2025 priorities and proposed policy changes, among others.

In collaboration with the Department of Social Development, the Ministry has developed the Special Housing Needs Programme Grant designed to support the implementation of the Special Housing Needs Programme (SHNP).

“This programme seeks to provide amenities required in human settlements to help those who cannot independently live by themselves. This includes persons with disabilities, victims of domestic violence and the elderly,” the Minister explained.

Additionally, the department has worked to ensure stability within its entities by appointing and inducting new board members to serve in five of the six department’s entities.

A White Paper on Human Settlements was also approved in December 2024, focusing on developing a policy and legislative framework for Integrated and Sustainable Human Settlements.

The framework aims to provide housing, safety, and comfort for all, with a particular emphasis on vulnerable groups, the poor, and the “missing middle” of society.

Addressing challenges

Simelane said the period has enabled her to fully understand the challenges faced by the sector. These include budget cuts, poor contract management leading to project abandonment, allegations of fraud and corruption, a trust deficit between the department and its stakeholders, distressed social housing projects, and finding permanent solutions to the country’s informal settlements.

“These challenges inform us that there is no silver bullet to resolve our challenges. Government alone cannot provide solutions. Partnership with the private sector, the public, and NGOs [non-governmental organisations] will bring us closer to a permanent solution to our country’s housing challenges,” Simelane said.

The Minister addressed the issue of tenants deliberately boycotting rental agreements in social housing projects. She stressed that social housing is rental accommodation, and that tenants are legally obliged to pay rent.

“Failure to do so will lead to eviction. Do not blame government. Do the honourable thing, pay rent, and enjoy decent and affordable accommodation closer to economic activities and social amenities,” the Minister said.

Post Investment Support Programme

To foster mutually beneficial partnerships with the private sector, contractors and developers, and address issues that have cost the government millions of rands, the Minister announced that the department will launch the Emerging Developer Incubator and Post Investment Support Programme.

The programme, through the National Housing Finance Corporation (NHFC), will be launched on 28 March 2025.

This initiative aims to provide non-financial support to emerging developers, particularly those who have been historically disadvantaged. The programme will assist them in packaging funding proposals, managing construction phases and post-investments, and marketing completed units after construction.

“Empowered contractors are a vehicle to our success. If contractors and developers were to deliver quality human settlement projects on time and within budget, nothing would stand in our way of achieving our goals,” Simelane said.

She further outlined some of the department’s immediate priorities, including completing stalled or blocked projects, addressing the backlog of military veterans' housing, and prioritising housing for vulnerable groups and the destitute.

Investigation into George building collapse

Meanwhile, the Minister said she has received the preliminary report of the National Home Builders Regulatory Council (NHBRC) has into the building that collapsed in George, Western Cape, in 2024.

The final report is expected to be completed shortly.

Simelane will in the coming months unpack departmental priorities, in line with the 2024-2025 MTDP, and explain how the priorities will contribute to government’s three key goals: driving inclusive growth and job creation, reducing poverty and tackling the high cost of living, and building a capable, ethical, and developmental State. – SAnews.gov.za

Government adopts improved approach to curb road crashes

Over the last two months, government has adopted an improved approach to managing road safety and it has resulted in a decrease in road crashes.

“The consequence of these actions is that we saw a 10% month-on-month decline in accidents in January 2025 compared with January 2024, and a 25% decline in accidents when one compares February 2025 with February 2024,” Minister of Transport Barbara Creecy, said on Thursday.

As part of this strategy, the Department of Transport has deployed the National Traffic Police on key routes at month end, deepened cooperation and focused on high-risk areas amongst national, provincial and municipal traffic officers. It also focuses on arresting pedestrians who walk on highways.

During this period 21 282 fines were issued to drivers for speeding, and over 3 000 drivers were arrested for drunk driving during January and February. About 12 000 illegal vehicles were impounded.

The Minister was speaking during the launch of the 2025 Easter Season Road Safety Arrive Alive campaign, that is taking place from 20 March to 2 May 2025, under the theme: “It begins with Me”. 

“We chose this theme because driver and pedestrian behaviour is responsible for 87% of road accidents and fatalities in our country. And so, reducing road fatalities and accidents is the responsibility of each one of us.

“The National Traffic Police, [including] South African Police Services provincial traffic departments, Cross Border Road Traffic Agency, Border Management Agency, the metros and local authorities, will work together to patrol routes leading to Limpopo, KwaZulu Natal, Mpumalanga, Free State, Eastern Cape and Western Cape. High visibility will also be maintained in Gauteng.

“We have identified the most critical routes across the country requiring additional resources and more focused monitoring over this period,” she said.

These include among others, the following:

  • The N4 Nelspruit;
  • Mankweng (R71);
  • Libode on the N2, Mthatha’s R61;
  • Parys (FS), R54;
  • Harrismith and the N3;
  • KwaDukuza, N2 in KZN and
  • N4 Middleburg in Mpumalanga.

Over the next six weeks the department will focus on working with the bus industry to check vehicle roadworthiness and educate drivers on fatigue management ahead of the Easer weekend.

Meetings will also be held with faith-based sector to support safe and appropriate travel arrangements to the big events over the Easter weekend. Taxi ranks will be visited to inspect vehicles and safer driving practices will be promoted. -SAnews.gov.za

The discussions focused on key governance challenges, including the need for improved coordination, and the importance of a unified approach to development.

It reinforced the provincial government’s commitment to fostering inclusive governance, strengthening partnerships, and ensuring that municipalities operate in synergy to drive sustainable development.

Addressing the meeting, Ntuli emphasised the importance of intergovernmental collaboration in ensuring that government services reach communities efficiently and equitably.

“As KwaZulu-Natal continues to implement the DDM framework, the provincial government would remain steadfast in its mission to create a well-coordinated and service-driven administration that meets the needs of its people,” the Premier said.

Motsoaledi urges all to help fight against ’silent killer’ TB

Minister of Health, Dr Aaron Motsoaledi, says Tuberculosis (TB) has resulted in more deaths than all other infectious diseases combined but receives less attention. 

In 2023 alone, TB claimed over 56 000 deaths in South Africa, despite being a preventable and treatable disease. 

The Minister emphasised the urgent need to tackle this public health crisis and announced that the soon-to-be-launched End TB campaign aims to reduce TB-related deaths by 41% by 2035.

“TB is one of the oldest and deadliest diseases, yet it continues to be a silent killer,” said Motsoaledi on Wednesday. 

“TB doesn’t make noise. And that’s the problem that we’re faced with. That’s why I’m saying we are faced with a very difficult job.” 

The Minister called on everyone to act now to end this epidemic and save lives.

The Minister’s remarks come as Chairperson of the South African National AIDS Council (SANAC), Deputy President Paul Mashatile, will deliver the keynote address at the national World TB Day commemorative event on Monday, 24 March 2025.

World TB Day is commemorated annually on the 24th of March to raise public awareness about the global epidemic of TB and highlight efforts to eliminate the disease.

During the event on Monday, the Deputy President will also launch the national End TB campaign in Gamalakhe Township, Ugu District, KwaZulu-Natal. 

According to the Minister, the End TB initiative aims to test five million people for the disease, leveraging the success of HIV treatment strategies to control disease and prevent drug resistance.

“When we say you want to test five million people, if one family member tested positive, we want to test the whole family. That’s what we are going to do.”

He noted that this infectious disease has killed more people than all other infectious including Ebola, malaria, yellow fever, smallpox, HIV/AIDS, COVID-19, influenza, and mpox. 

In addition, Motsoaledi emphasised several key elements of the campaign, including the need for those who test positive to receive immediate treatment to prevent further transmission.

The Minister acknowledged the strong link between TB and HIV/AIDS and announced that the campaign will integrate the management of these two diseases, noting that TB kills 80% of people with HIV. 

He highlighted the success of SANAC in bringing HIV/AIDS under control, observing the reduction in funerals over the past 15 years.

He suggested changing the name of SANAC to the South African National AIDS and TB Council to reflect the co-infection.

Meanwhile, he said the End TB campaign was a critical step in South Africa’s efforts to address the longstanding TB epidemic and improve the health and well-being of its citizens. 

He also touched on the promising new M72/AS01E TB vaccine, funded by the Gates Foundation and Wellcome, with the trial being conducted by the Bill & Melinda Gates Medical Research Institute (Gates MRI), with preliminary results expected in 2027. 

The Minister called on the media to be an ally in shaping public perceptions, creating awareness, and influencing action around the TB campaign. 

He was of the view that by amplifying the message, the media can play a crucial role in mobilising communities to participate in the fight against TB.

“We cannot succeed in this battle without the support and engagement of the media. 

“Together, we can raise awareness, dispel misconceptions, and empower people to take action against this preventable disease,” he stressed. – SAnews.go.za
